The Good Life Institute (GLI)’s annual Art In The Park event returned this year on September 12.

Various artists, artisans, and food vendors had their products displayed for sale near the pollinator gardens. Usually, Art In The Park would be hosted at Heritage Park, which is currently undergoing some upgrading. Painting classes were also hosted in the Senior’s Centre.

“We’re just happy that the COVID rules have opened up a bit,” commented GLI board member and Economic Development Officer Mary Lee Prior.

Without stage two of Alberta’s reopening strategy, the Good Life Institute would have had to cancel the event.

Art in the Park is just one of the five different events GLI organizes throughout the year in Vermilion, including the Race of Vermilion, Taste of Vermilion, Love From Around The World, and SAVOR, which is coming in November, depending on COVID19 restrictions.

Team Sunweb finished the 2019 season as the #2 team in the world. When they approached me for a contract I was really excited to work with the programming and the scientific approach that the team has for getting their athletes into top shape.

Usually, I have around 60 race days in a year between January and October but because of COVID I only have done 4 race days so far. During the long period of no racing we did a lot of other prep work and training within the team. We had mini competitions and kept score on weekly challenges. We had weekly meetings and check-ins about training, tactics, race prep, goals, ambitions and encouraged each other to press hard to earn the fitness now to benefit us when racing did resume. It’s been a fantastic program to work through the details related to sport performance at the highest level.

The next race coming up for me is the Giro Rosa, a 9 day stage race that has us

travel all over Italy. It is the women’s version symbolic to the men’s Giro d’Italia, a grand tour held over 3 weeks. There is a winner each day, while the time of each rider taken at the finish of each day adds up to have an overall winner of the whole stage race at the end of 9 days. Each day has a different starting city and finishing city and will have different types of terrain that will suit one member of the team more than the other. Our team of 6 will work together to help our leader save as much energy and be in the best position to contest the win each day. There are different roles on a cycling team: captain – who communicates with the riders and with the team director in the team car that follows in the processional behind the race, and is also responsible for decision-making during the race; domestique or support rider – the fulltime job of this rider is to make it easier for the others by guiding them through the peloton, getting bottles and ride food for their teammates, and sacrifices their best result

This will be my 6th year racing the World Championships. It love representing my country at this event. The atmosphere is super nationalistic and a great event that brings people from all over the world together with the same ambition and goal.

This year every athlete and staff member is required to do 2 SARS-COVID tests, and have a negative result, 3 and 7 days prior to the race in order to take part in any part of the process of the event. The safety bubble is necessary to keep everyone involved protected. Any spectators are required to social distance and must be wearing a mask properly.

It is apple season. I have been busy using up the apples from our tree on the farm. It might freeze outside on Monday, so as I write this article, I am thinking of ways to use them up, and I will be freezing them as well. My husband loves apple deserts, and I love to bake them for him. This is an easy Apple Bar recipe, that has a base like a shortbread cookie, topped with cinnamon flavored apples and then a streusel crisp topping. The final touch can be a drizzle of a vanilla icing, or a salted caramel sauce.

I think even a drizzle of a cream cheese icing would be a nice finish, but they can be served without any icing drizzle. You can

make them with the most basic of ingredients, and they have no food additives, so that is a way healthier choice. These bars are great for back to school or out to the field for harvest. I wish all the teachers, support staff and students going back to school a safe and healthy year. After many years of farmers having a hard time getting their crops off dry, I hope that this year will be kinder.

Apples have so many health benefits, that it is hard to detail them all, but here are a few. Apples contain malic acid, which helps clean the liver of toxins. Apples also contain acetylcholine, a neurotransmitter needed in the brain, which has positive benefits for mental health, clearer thinking and Alzheimer’s. The fiber in apples is important for gut and immune health. In the skin of apples are compounds called

triterpenoids that help prevent tumor growth. The soluble fiber in apples helps reduce bad cholesterol, and the phenolic compounds help to keep our arteries cleaner, and there fore rusting in better heart health. So, you see an apple a day, really can help keep the doctor away.

Bake for 30 – 35 minutes. Because this is a bar, allow to cool and then refrigerate before slicing.

On April 8, 1912, Ernie Jones and his wife would marr y and have two child r e n s o o n a f t e r, Clive and Enid.

Several years later, the family would make the decision to travel to a new life in a new country. On April 11, 1925, they would arrive in the Bowtell District and the family would begin to farm just north of Bowtell School.

For Ernie’s wife, the farm was a shock. She had grown up in a home with servants and upon coming to her new home in Bowtell, she thought their home was the chicken coop. In those early years, according to her daughter, several tears fell as the family began to get itself established.

There were good times for the family though. One Halloween night Molly Dixon, Margaret Philips and several others came to the farm to play some

tricks on their friend Enid. The family had a pump house that they used as a milk house where the cream separator was located. In the morning, Enid got up to milk the cows and took the pails of milk to the milk house to be separated. It was there they found the tap to the separator was missing. It took hours for them to find the tap and the milk was getting very cold in the winter day and the pail fed calves were all getting very hungry as well. The tap was found around noon in the bundle stack. Ernie was none too happy about the prank and according to Enid, several swear words were heard that day.

Enid told another story about when the family was going into town. While heading back home there was a light snowfall and they were three miles from home when the horse began to kick at the buggy. Everyone landed on the ground and no one was hurt, so Ernie picked up Enid and carried her home. Upon getting home, they realized the gum that was bought for Enid by her mother was miss-

ing. Enid began to cry so her father Ernie walked three miles back to the crash site and found the gum by a lantern, then walked three miles back. As Enid said years later, “Dad was one of the best ever”.

Ernie and his wife were both active in the district and always ready to help others or have someone over for a cup of tea. They would retire into Vermilion in the 1950s and were active in the Anglican Church. Clive would go on to farm south of Vermilion while Enid married Charlie Sweeney and they lived south of Vermilion as well with three children.

Ernie would pass away in 1971, while his wife passed away in 1963.

The name of Ernie’s wife was not given in the histories.

INVITATION TO PROVIDE QUOTES SNOW REMOVAL PROGRAMS The Town of Vermilion is looking for individuals or businesses that would be interested in providing quotes for our snow hauling program and/or our sidewalk snow removal program for the 2020/2021 winter season. The contract offered will be for a one-year term with a two-year extension option.

The Town of Vermilion is proposing to increase the local access fee, which is charged to ATCO Gas and Pipelines Ltd. for the exclusive right to deliver natural gas to the residents of the Town of Vermilion and for use of municipal lands for its natural gas lines. The franchise fee applies to all customers that receive gas services in the Town of Vermilion, and is required to be billed as a separate charge on gas billings.

The current franchise fee is set at 17% for ATCO Gas and Pipelines Ltd. Delivery revenues will increase to 22% effective January 1, 2021. For an average residential customer using 115 GJ’s per year this will result in an annual increase of about $26.52 from the average paid in 2020. The franchise fee currently accounts for $90.18 of the average annual bill. Buffalo Trail Public Schools Partnership Programs with Lakeland College

Superintendent Rhae-Ann Holoien came to Buffalo Trail Public Schools (BTPS) as an Assistant Superintendent from Grasslands Public Schools. While there, Rhae-Ann was an inspiration for students, teachers and school leadership.

She is excited to be here in Wainwright and is looking forward to continuing to build relationships with education partners like Lakeland College in the years to come.

Buffalo Trail Public Schools has a longstanding partnership with Lakeland College that provides opportunities for high-school students to learn at the college and get valuable hands-on experience by college-jour-

neyman instructors. Rhae-Ann and our OffCampus Coordinator, Linda Koskie, toured the Lakeland College Vermilion campus with Business & Industry Development Coordinator, Eileen Arthur last week. They got to see firsthand the work BTPS Schools students were doing in the trades labs at the college. Automotive, Carpentry, Electrical, Welding, Hairstyling and Interior Design are some of the courses made available to high-school students through the BTPS/ Lakeland partnership. These valuable experiences help students decide a career path while earning high-school credits. Striker Lanes Now Open

The bowling alley was permitted for reopening when Stage 2 of Alberta’s COVID -19 Relaun c h Strateg y was initiated on June 12. However, with the uncertainty of business, its doors remained closed. The bowling alley is usually closed during July and August.

Striker Lanes is allowing for social distancing where possible and has d e c i d e d to l eave m a s k-wear in g optional, with the exception of mandatory masks for bowling coaches.

“We definitely want to make everyone feel as comfortable as possible,” said Kim Abrams, Striker Lanes owner.

facilitating public bowling, with no upcoming events, including the postponed November bowling tournament.

Abrams hopes to get leagues together soon, but some usual bowlers will not be returning this year due to COVID19 concerns. Abrams hopes to get a youth league organized later on in October to see how well schools and students operate under COVID -19 protocol.

“We’re trying to figure things out as we go along,” Abrams explained.

Starting on September 11, Striker Lanes will be operating with staggered lanes to encourage social distancing.

CMR Allows For Various Projects At BTPS

In May, Buffalo Trail Public Schools received funding from Alberta’s Capital Maintenance and Renewal (CMR).

The funding was distributed to BTPS schools to work on various projects such

as washroom, sidewalk, and parking lot upgrades, roof replacements, and much more. “We were able to do a lot of projects that would have been deferred,” said BTPS Facilities Director Randy Huxley.

Rural Alberta’s Third Rail: Why Municipal Taxation Is A Must-Tackle, No-Win Situation

Submitted Rural life in Alberta is an entanglement of the oil and gas industry and agriculture.

There is no separating the two. Generations of development has left most families with a foot in both sectors. On a municipal government level, COVID-19 has laid bare decades of imbalance between the two.

During a six-year downturn in oil and gas, industry has scrimped on every line of the expense ledger. Save one. Taxes paid to counties and rural municipalities.

To preface, while the industry was developing fields across the province during the natural gas boom up to 2008 and oil boom up to 2014 the burden of rural infrastructure development and maintenance was, fittingly, the responsibility of oil and gas producers. This was only fair. Industry increases traffic volumes then industry pays to upgrade roads. However while provincial coffers

grew through royalty payments, municipal bodies were left with only one lever, property taxes on oil and gas assets, to bare the infrastructure development and maintenance costs.

Industry did not balk at this at the time.

From the producer side, it was “go along to get along”. For context, in 2018 oil and gas property taxes compromised 71% of the operational budget in the RM of Wainwright compared with 2% coming from provincial transfers. Industry paid $2.57 per barrel of production in property taxes while the RM received $0.06/bbl from the province. Meanwhile, the province received 100% of royalty revenue from over 24,000 bbl/d of production within the RM. The theme of this imbalance is the same as most Albertans thoughts on the federal equalization formula. Rural governments bear the costs and impacts of enriching a

higher level of government’s coffers for an inequitable return.

At present, there is a cap of $60,000 for assessed value for a quarter section of farmland within Alberta. For those unfamiliar, some arable quarters can sell for ten-fold of this capped value. Meanwhile, the assessed values for oil and gas assets remain comparable to 2014 levels despite the market value of the wells being $1 in some cases.

Two factors are combining to bring this imbalance to the fore. Firstly, there have already been oil and gas producer bankruptcies caused by municipal tax bills.

One producer even tried to barter wells to the county to pay the bill. The market effects of the COVID-19 pandemic will accelerate financial insolvency for weaker producers. Secondly, changes in oil and gas liability regulation will provide producers the latitude to focus asset retirement

spending on higher cost jurisdictions.

These two factors will permanently erase the tax base in higher cost municipalities; either through insolvency or reclamation.

I believe it is commendable that the current provincial government is trying to address this imbalance. There is no political win for them on this issue. Both sides of their perceived base are at odds. They will not gain votes no matter the resolution. My respect for them on this issue is based on looking the hard issues of governing in the face rather than focusing on the impacts to opinion polls.

On a rural level, no-one on either side of the industry-agricultural divide is looking for a public knife fight over this issue.

Most obviously because many of us are on both sides of it.

world for generations to come, but rural municipal taxation currently does not reflect the new economic reality or the fundamental shift that has occurred in the economy.

Alberta’s municipal tax system has not been updated in over two decades and the status quo is simply unsustainable for Alberta oil and gas businesses. Many oil and gas companies have gone bankrupt in the last several years and many more are at a high risk of closing shop for good over the next coming years. If changes to government taxation are not made to reflect our new reality, Albertan’s in rural communities will lose jobs at a time when we can all least afford it. And while the individual impact of that job loss will be keenly felt by families around Alberta, it will also directly threaten the long-term sustainability and viability of some local communities.

We all need to understand that in addressing this challenge, it is in all of our interests to keep Alberta working until markets return to a more positive condition. Our Alberta based oil and gas industry is not looking for a special break or consideration, but rather equitable treatment and fairness for our operators. We understand the impacts our sector has on local infrastructure and our responsibilities as community operators, but we also need others to understand the dire situation being unintentionally created for all in Alberta.

In the fall of this year, the Government of Alberta will be re-evaluating municipal taxation to ensure oil and gas businesses continue to pay their fair share of tax, while also recognizing that this sector must remain viable and competitive. We encourage the United Conservative government to recognize that competitive taxation is a benefit to sustaining and creating jobs and also a cornerstone to the long-term health and sustainability of our communities. By encouraging economic activity and finding a balance, many more billions can be paid every year to help sustain local communities and infrastructure. That balance must ensure that combined tax rates and fiscal burdens don’t threaten to bankrupt companies and directly lead to further job loss in Alberta’s communities.

Supporting municipalities and ensuring a healthy tax base that provides services to rural communities is an integral part of Alberta’s society. Industries across Alberta need to pay their fair share, but when that tax becomes so significant to the costs of doing business that it directly contributes to bankrupting companies, then something has gone wrong. Similar to a depreciating truck, oil and gas assets are not worth what they used to be, and tax rates must be adjusted to reflect that decrease in value.

We have reached a point where taxation is at present posing a risk to small and medium sized oil and gas companies that are the life blood of our Alberta economy. It is time to adjust municipal taxation to keep jobs in rural communities and continue to provide a reliable long-term base of revenue for local governments. We all need to come together to solve this challenge and ensure our partnership that has underpinned this industry for the past 80 years, continues to work and provide benefits to all of us for the next 80 years.

The Lakeland Rowing Club allows people to learn and enjoy rowing within the provincial park on the Vermilion River. People of all skills levels are welcome.

In June, Rowing Canada established COVID-19 guidelines, which allowed the Lakeland Rowing Club to continue.

College rowers have been going since the second day of class.

The College rowers, aged 18 to 28, were able to begin rowing at the usual

time of year with specific limits. The College crew was able to row but in a limited capacity, only rowing in singles, doubles and pairs and learn to rows where we teach new rowers - could only happen in singles. The Row Club meets 4-6 times a week with 12 rowers.

Due to COVID-19, besides rowers only rowing in singles, equipment is sanitized after use, and the number of people in buildings is limited, and mask-wearing is enforced. There are no competitive events outside of the club this year.

Vermilion Curling Club’s Unique Ice Plant Fundraiser

The Curling Club recently began fundraising for the ICE Plant in a unique way.

The Ferbey family donated 100 acres of farmland to the Curling Club so the club could grow wheat planted by Webb’s Machinery to fundraise. Syngenta donated seed, and Co-op and UFA donated fuel. The first pass of chemical was donated by Bayer and FMC, and was applied by Agland. Richardson Pioneer donated the fertilizer at the time of seeding.

The club has “$100 squares for 100 acres” in which the club can provide a tax donation receipt.

“We would really like to thank our sponsors,” said Curling Club president Andrew McCrae.

Health Foundation Announces Postponement Of Their 20th Anniversary Gala

Lloydminster Region Health Foundation Submitted

Lloydminster, AB/SK –The Lloydminster Region Health Foundation is sad to announce the postponement of the annual Health Foundation Gala originally scheduled for October 16, 2020.

While this news won’t come as a shock to many following event cancellations across the community this fall, the committee was determined to review all options before making a decision as it’s the largest fundraising event the Foundation puts on every year and not hosting it will make a significant impact on current ongoing Healthcare.

Unfortunately we will all have to put a hold on celebrating 20 years of our annual gala until 2021. The event which was first held in 2000 has raised more than $3,000,000 over the last 19 years for a variety of different initiatives and projects including the last few years for Renal Dialysis and Project Sunrise.

Misty Kay, Committee Chair of the Health Foundation Gala offers a message to those discouraged about the cancellation. “2020 has been a very unpredictable year! No one would have believed that we would still be dealing with this pandemic at the end of summer. We have all faced many challenges and found new ways to go forward with our day to day lives. In order to best keep everyone safe and healthy, the Health Foundation Gala committee feels it is in the best interest of everyone involved in our community to postpone the 20th Anniversary Health Foundation Gala, until next fall.

We will be postponing our celebration until October 29, 2021. It will be an evening to remember so mark the date on your calendar. We can’t wait to celebrate with each and everyone of you!”

While event fundraising will be haulted for the foreseeable future, funding needs still persist including the COVID-19 Emergency Fund. The Foundation is happy to accept donations in light of the event cancellation.

Alberta RCMP Gives Businesses Tips For ATM Security RCMP

Edmonton – This month, Alberta RCMP is providing businesses with tips for preventing Break and Enters with a focus on ATM thefts. Although there has not been a significant increase or decrease of ATM thefts, the Alberta RCMP would like to see the numbers decrease by next year.

Quick Facts (2019 Alberta RCMP jurisdiction): • There were over 5,500 Break and Enters to businesses last year.

• The three highest months for Break and Enters to businesses were: - August (over 600) - September (almost 550) - July (over 500) • There were close to 40 ATM thefts and over 40 ATM theft attempts last year.

• Last September there were 6 ATM

In an effort to make the transition back to school safer for everyone, Alberta RCMP reminds motorists of the following: · Pay attention to posted speed limits, especially when entering a school or playground zone. Slows speeds can improve your reaction time. · When a school bus is flashing its alternating red lights, stop and do not pass. Children may be on or off-loading. · Share the road with cyclists. Be patient when following and provide extra space when passing. · When pedestrians are crossing the street, come to a complete stop and do not block the crosswalk with your vehicle. Anna Svenungard St. Jerome’s staff and students were blessed with the opportunity to return to in-person classes this fall. Teachers and students alike were excited to be back together learning. Things definitely look much different, but everyone is adjusting to the changes well. Frequent hand sanitizing, separate recesses and breaks with cohort groups, and wearing masks

when distancing isn’t possible are just a few of the many new rules and procedures that have been put into place.

Regardless of COVID changes, we are all learning and very happy to be back in class. Many thanks to Mr. & Mrs. Decker for making our school sparkling clean, we greatly appreciate your hard work and dedication!

The grade 2 class has been busy learning about their classroom family in religion, completing fun seesaw activities, and completing a fall art project. They enjoyed their first visit to the library and were very excited to sign out books. To start their rocks and minerals unit, the grade three students did a rock scavenger hunt and are bringing in their most precious rocks from home to examine.

Students in the older grades didn’t waste any time getting back at it, with lots of review this month.

For physical education students have been taking advantage of the beautiful fall weather and the newly upgraded track. Unfortunately, due to COVID, many of our school extra-curricular activities and school Masses are on hold for now.

Hopefully, if we can stay healthy, we will be back playing sports and at church soon! The staff at St. Jerome’s would like to thank everyone for being so supportive as we began our new school year.

VES has been extremely fortunate to receive a donation in the amount of $4000 from the Vermilion & Area Crisis Line. Judy Walsh brought the cheque to VES and Mr. Anhorn accepted it on behalf of our school.

The Crisis Line is shutting down as a result of 211 now being present in Alberta, as it was a duplication of service. We were informed that this money could be used at our discretion, so we are thinking this will be put towards new chrome books. We also have a donation previously from them in the amount of $500 that we thought might be best allocated to the breakfast program, since that program may have additional costs this year. We are so grateful to the Crisis Line for such a generous donation.

We would like to welcome our new Social Emotional Coach, Tanya Laye.

Social Emotional Coaches in Buffalo Trail Public Schools replaced the former Family School Liaison (FSL) workers one year ago. Tanya will be in our school all day on Wednesdays as well as Friday mornings.

Tanya has a diploma in Child and Youth Care and is working towards her degree in Child and Youth Care. When she is not working, she is usually found on her acreage with her husband and daughter doing gardening and working outside. She also is kept quite busy with her toddler. VES will not be having our fall fundraiser that was scheduled to begin September 29. We will re-assess this for the Spring Fundraiser and have it only if it is needed.

While 2020 has brought new safety protocols and regulations across the spectrum of day-to-day life, not every safety issue is a new discussion.

As a new academic year approaches, the Canada Safety Council wants to remind you that school buses will be returning to the roads. Exercising caution and being attentive is always of paramount importance and particularly so as school activity resumes.

we are headed back into a school season where we can expect a sharp increase in vehicle activity. With that increase, it is so very important to remind ourselves that we need to plan more time for the drive, heighten our situational awareness and call upon our reserve in patience as we all adjust to the changes in traffic. Road safety happens individual by individual and moment by moment which means that each of us has a role to play in keeping the roads safe.”

School buses have a longstanding history of safety and in fact are known to be the safest way to transport children to and from school. However, according to Transport Canada, 79 per cent of all school-

aged fatalities involving a school bus occur outside the bus and in or near school bus loading zones. It’s our collective responsibility as road users to do our part in keeping children safe before they get on the bus and after they get off, too.

As a motorist, always keep up a scan of your surroundings and make note of any school-aged children waiting by the road.

Be prepared to stop if there’s an approaching bus. Provincial and municipal laws and by-laws may vary, but generally forbid passing a school bus when its signal lights are flashing and its stop sign is extended — this is to protect children who may need to cross the road or interact with traffic. Be sure you’re aware of specific school bus laws in

your region.

The predictable behaviours we expect of adults interacting with traffic may not be fully developed in children, meaning that it’s always best to err on the side of caution and anticipate sudden and unusual movements when children are present. Drive slowly and cautiously, leaving plenty of time and space for you to react if necessary.

School zones are another area where caution is vital, as it provides a mix of vulnerable road users and transient traffic that includes cyclists, pedestrians, buses and personal vehicles. Always follow the posted speed limit, being mindful of your surroundings and obeying directives from crossing guards where applicable.

Orphan Well held an open house on September 12 to discuss a long-term strategy for managing methane gas emissions from an abandoned well near a playground in Brennan Subdivision.

The well has been monitored and evaluated thoroughly by Orphan Well and the committee it has formed with various experts such as Alberta Health Services, Golder Associates, Husky Oil, Cenovus Energy and more. Evaluations of the well began in 2013, and it was discovered that a small amount of methane was being released through the soil around the well.

“A l l o f u s a g r e e d t h a t t h e r i s k around this well is very small,” Project Manager David Marks said.

Marks reports that the well is releasing six to 11 cubic metres of methane a day; an amount which would only run a barbeque for approximately a day, possibly less.

“Hopefully the path of least resistance is the path the gas chooses,” said Mayor Caroline McAuley.
