Webb’s Machinery assumed ownership of Tri-Ag Implements in Wainwright, Consort, and St. Paul on March 16. Ac c ording to Web b’s M ac hiner y president, Scott Webb, the opportunity came about after they were approached by the owner of Tri-Ag in January. After expressing interest, they completed inventory, assessments, etc. throughout February and March. “ T h i s wa s a n i d e a l o p p o r t u n i t y because their locations surrounded our current location in Vermilion, making it a good strategic move to purchase the businesses. It was an opportunity that we felt we needed to take advantage of,” said Scott Webb. He was pleased that most of the transition had taken place prior to COVID-19, and said they weren’t as restricted having all of their evaluations done ahead of time. They have since adopted all of the same social
distancing practices at their new locations that they use in their other Webb’s Group of Companies’ locations. They try to make sure their staff and customer s res pe c t all of the pre c autions suggested and he noted that having been deemed an essential service, that they have experienced business more or less as usual. When asked if the current staff would be kept on, he said that most staff were offered their positions and nearly all of them accepted. Webb’s Machinery has been serving the community for the past 87 years. Started by his grandfather, George Webb Sr., Scott is very happy to be able to grow the company and to continue the legacy for his children and grandchildren. Seeding Begins For The Ice Plant

The Vermilion Curling Club’s Grow The Ice Plant Fund Committee began seeding the land previously donated by the Ferbey family on May 14. The 100 acre donation was followed by several other community donations including Syngenta for the seed, Webb’s Machinery for the seeding equipment, and Co-op and UFA for the fuel. The first pass of chemical was donated by Bayer and FMC, and was applied by Agland. Richardson Pioneer donated the fertilizer at the time of seeding. “We are thankful to have a lot of sponsors. As we get ready to reopen our province gradually, we will still be sheltering in the safety of our homes, socially distancing, wearing a mask on outings, hand washing and not touching our faces. As we slowly return to our busy lives may we take with us all we have learned in our current lifestyle. Going to the grocery store less often, means working with the basic ingredients you have. Here is a classic recipe for both the relaxed and busy life. I hope you enjoy it and make it your own. A frittata is a quick and easy dish to make for brunch, dinner (lunch) or supper. If you have some eggs and a few pantry basics you can usually whip

it up in no time without a lot of fuss. To the basic base of eggs, cheese, milk, salt and pepper you can add 3 cups of your choice of vegetables. It can be leftovers such as cubed cooked potatoes, peas, carrots, broccoli, sweet potatoes, mushrooms, zucchini, asparagus, celery and for flavour, onions. Just pick either your favourites or what you have in your refrigerator. Meat can be added such as ham, bacon, pepperoni or it can be meatless, as eggs are a good source of protein. For the cheese I like using old cheddar, and sometimes a tablespoon or two old parmesan cheese as it has lots of flavour, but feel free to experiment with your favourite cheeses such as swiss feta or gouda. This recipe is seasoned with dill, but the seasoning can be changed to oregano, basil, Greek, chili powder etc. You can add fresh herbs like parsley or cilantro.

Kitscoty, Alta. - On May 13, 2020 at approximately 6:42 a.m., Kitscoty RCMP responded to a report of a suspicious vehicle stuck in a ditch near Range Road 15 and Township Road 504 in the County of Vermilion River. A male was obser ved leaving the vehicle on foot into some bushes. K i t s c o t y, L l o y d m i n s t e r a n d Vermilion RCMP officers attended the scene and confirmed the vehicle was stolen from Lloydminster, Alta., the previous day. Containment of the area was set up and
RCMP Police Dog Ser vices and RCMP Air Services was utilized. As a result, a male suspect who is known to police was located in a field and taken into custody without incident. Jade Alexander Whitstone (28) of Onion Lake, SK was charged with possession of property obtained by crime exceeding $5000, operating a conveyance while prohibited and failing to comply with an undertaking. He was released after a judicial hearing and is set to appear in Lloydminster Provincial Court on July 21, 2020.

The First Local Improvement District
Before there were municipal districts or counties, there were local improvement districts. These were organized to help provide some sort of governance to the new settlers that were arriving in the area in increasing numbers at the turn of the 20th century. The first recorded local improvement district in what would one day be the County of Vermilion River was the Local Improvement District 26-B-4, which predated the province itself by just a few months. The first recorded meeting of the district
was held on May 3, 1905 in the homestead of William Ashworth. The meeting was held at his house because he was in the middle of the three councillors and for many years to come, meetings would be held there. The three councillors who joined Ashworth at his home were William Marfleet, A.F. Trickett and J. Heathcote. At the first meeting, it was decided that there would be two main orders of business. The first was choosing Heathcote to be the first chairman of the new council and Ashworth would be the secretary treasurer. One week later, the council met again and agreed to pay Ashworth $200 a year to serve as the secretary-treasurer. Ashworth would serve as the secretary-
treasurer for the district for the entire time that it existed. The council also decided on a tax rate, choosing to let it stand for the present year at two dollars per quarter section. The money collected from the tax would be deposited in the district’s bank account at the CIBC in Lloydminster. On June 29, the council met for a third time and T. Bothwell was appointed as a councillor, serving until one could be elected by the ratepayers. The following year, he would lose in his election to J.H. Trimble. During this time, since Alberta did not exist, council instructed Ashworth to write the government in Regina to ask if land companies holding land in the district had
paid taxes for the current year. In September, after Alberta had been formed, Heathcote and Ashworth were sent into town to purchase for scrapers and settle the debts of the district. Money that had been received from Regina by that point was also going to be used in the district for improvements. In November, the district would close out the first year of its existence by appointing returning officers for the upcoming election, and the secretary salary was changed to $50. Buffalo Trail Public Schools - New Superintendent
May 14, - The Board of Trustees of Buffalo Trail Public Schools is pleased to announce the appointment of RhaeAnn Holoien as its new Superintendent of Schools, effective August 1, 2020. RhaeAnn comes to Buffalo Trail with several years of experience in public education, first in Saskatchewan and more recently in Alberta. Rhae-Ann began her teaching career in Saskatchewan and moved into school leadership and then divisional leadership positions. She entered the Alberta system with an appointment to Alberta Education as Senior Manager, Curriculum Standards and Policy. More recently, she has been Assistant Super-
intendent, Learning Services, at Grasslands Public Schools. During her three years at Grasslands, Rhae-Ann was inspirational for students, teachers and school leadership. She was known at Grasslands and throughout the division and community’ as a hard-working, creative professional learning expert (ECS-Grade 12) and as a relationship builder. “I am excited to be the new superintendent in Buffalo Trail Public Schools and am honoured to have been chosen for this role. Whoa! Virtual Fundraiser Brings In $12,500
May 14, - Elk Point AB: Last Saturday, members of the 2nd Chance Trail Ride Society took part in their first ever Virtual Trail Ride to raise funds and awareness about Organ and Tissue donation. The members, along with a handful of supporters, saddled up and rode part of the Alberta Iron Horse Trail, sharing live footage and photos on Facebook and Twitter. Friends and followers returned the favour and shared photos
and videos of their journey all while bringing in donations and helping to spread the word. While commuter traffic as a whole is reduced worldwide as a result of COVID-19 mitigation efforts, roadways in Canada continue to be an important part of day-to-day life for a wide variety of people including essential workers getting to and from work, delivery services and emergency responders and vulnerable road users including pedestrians and cyclists. This year’s National Road Safety Week was May 12-18 and the Canada Safety Council wants to remind you that driving requires an absolute focus on safety behind the wheel. “Driving a vehicle and taking safety precautions go hand in hand,” said Gareth Jones, President and CEO of the Canada Safety Council. “A safe driver should be able to avoid a collision in most scenarios, and that begins with a safety-first perspective and a vigilance on road safety that comes with the privilege of driving.” Speed According to the Traffic Injury Research Foundation, speed is a factor in 800 fatalities and 3,000 serious injuries every year in Canada. At higher speeds, drivers have less time to react to unexpected circumstances and require more distance to come to a full stop. Evidence across Canada continues to demonstrate a higher incidence of drivers being apprehended for speeding since self-isolation practices went into effect. Saanich Police impounded 16 vehicles in March, compared to only two in February. Toronto Police indicates a 200 per cent increase in stunt driving in March 2020 compared to the same time period in 2019. Edmonton Police report “significant increases in speeding incidents.” Fewer vehicles on the roads does not mean that it is either acceptable or safe to increase your speed — follow the posted limits. Distraction Distracted driving continues to be a major cause of collisions in Canada — according to Transport Canada, distracted driving was a factor in 21 per cent of all fatal collisions and 27 per cent of collisions resulting in serious injury in 2016. There is reason for concern when observing opinion-based surveys, too. According to the Traffic Injury Research Foundation’s 2018 Road Safety Monitor survey, more than 75 per cent of respondents reported concern over distracted drivers. And yet, 36 per cent of these same respondents indicated that they often talked on their hands-free phone behind the wheel, with an additional 9.3 per cent indicating they often talked on their handheld phone and 7.5 per cent reporting they send text messages while behind the wheel. So while we recognize the danger, many continue to contribute to the problem. Distraction is defined as anything that takes a driver’s focus off the road. Though the focus tends to be on the
use of devices, distraction can also include grooming, information on distracted driving and its impacts, please adjusting radio or ventilation settings and eating. For more see our 2019 National Safe Driving Week campaign.
An urgent message to the Government of Canada from Alberta’s community newspaper publishers Around the world, governments are moving to correct an historical inequality that dates back to the birth of digital media platforms. In April 2020 alone, Australia and France both announced plans to make sure Google and Facebook pay their fair share, instead of exploiting tax loopholes while making billions of dollars off the backs of original content producers. We, the undersigned publishers representing the members of the Alberta Weekly Newspapers Association, call on Ottawa to follow the example of France and Australia. The situation is urgent, with media companies suffering huge advertising revenue declines because of the Coronavirus pandemic. Other governments recognize the need for speedy intervention. Both France and Australia have set deadlines to have mandatory solutions in place by July. That means paying for copyrighted content and sharing the advertising dollars and data that flow from it. We encourage the Federal Government to follow the advice of its own expert panel set up to review the Broadcasting and Telecommunications Acts, which recommended similar measures.
The model exists. The need is clear. Let’s apply those principles of fairness in Canada, and do it now. Respectfully, Jason Lyon, President

Gun Control Is Folly, Plain And Simple
Submitted As Canadians come to grips with the fallout from the worst mass shooting in the country’s history, the federal government is wasting no time pushing its disarmament agenda by proposing prohibitions on many popular types of semiautomatic sporting and competition rifles, including the AR-15, which is owned by as many as 83,000 licensed shooters and to date has never been involved in any mass shootings or crimes. Nonetheless, this Liberal gun control agenda – spearheaded by Public Safety Minister Bill Blair – promises to go to
great lengths to punish the most lawabiding segment of Canadian society with a useless act of virtue signaling designed to placate the decreasing percentage of the population who still believes that removing firearms from law-abiding citizens is the most effective way to prevent future tragedies. Considering the facts surrounding the Nova Scotia shootings, this blatant move against the firearms community by Justin Trudeau’s minority government smacks of reckless desperation. It is a known fact that the shooter not only didn’t have a PAL (Possession and Acquisition license) but was under a fire-
arms prohibition! The firearms he used were acquired through illegal means. Now, after hearing these cold, hard facts, any stubborn individual who still is comfortable with government agents stealing private property under threat of prosecution and prison time should seriously consider this analogy: imagine next time a prohibited driver steals a car and runs over a group of people, are you ready to surrender that 2020 Outlander you drove off the lot brand spanking new? Sounds extremely outlandish and unfair, doesn’t it? You’ve just been given a lesson in what law-abiding hunters, farmers, and target shooters have been
dealing with for decades. We’ve been assailed by the usual cries and pleas for more restrictions on civilian firearms ownership in the wake of the Nova Scotia shooting, mainly by those whose basis for doing so is based purely on emotion and not scientific evidence. Common sense should rule the day, but sadly instead it is on the endangered species list, just like the lowly AR-15 which – like many types of popular automobiles, is not a threat to public safety. New Partnership Turns Worksite Into Classroom
Lakeland College Submitted
(Vermilion, Alta.) Lakeland College and Ridgeline Canada Inc. are pleased to announce a partnership that will bring workintegrated environmental training programs and college credits to Indigenous students. Through the partnership, Indigenous students will receive competency-based training and work experience at a thirdparty job site, following a curriculum Ridgeline created. During this introductory training, students will earn a Lakeland College certificate as well as college credits, if
applicable, towards a degree or diploma program at Lakeland. The college will also act in an advisory capacity, assisting Ridgeline with reviewing the curriculum. “This is a new and innovative way for Lakeland to build partnerships that support Indigenous-focused training and we are very excited to be involved,” says Michael Crowe, vice president, academic and research, at Lakeland College. “The big innovation here is that students participating in this program can complete a portion of their training while at work, under the mentorship of an industry professional, and then can have the associated learning outcomes evaluated on-site. In a very real s e n s e, t h e i r classroom is

the worksite, and this aligns with what we do at Lakeland, where we always work to put our students in the lead. We look forward to welcoming graduates of this training program to Lakeland to further their education in the environmental sciences – a dynamic field with growing career opportunities.” The partnership came into effect on April 15, 2020. The pilot program is targeting 10 students initially for worksite training with an industrial partner. “The program is unique in that it offers a ‘practicum first’ mentality, then a specialized post-secondary education opportunity as opposed to the traditional education/ practicum model. CPCA Finals Suspended
For the first time in 27 years, the Lloydminster Exhibition will not host the CPCA FINALS, because of concerns surrounding the Coronavirus pandemic. A week ago the CPCA Suspended the 2020 race season which in turn suspends the Denham Ram Tough CPCA Finals. “This is not a decision we want to be making in 2020 but we understand to have a meaningful finals the CPCA has to have a race season. We had plans in place for a great Cabaret this year and we are excited to announce that we have secured that same entertainment for 2021. We wish all the drivers, outriders, CPCA Personnel as well as sponsors, volunteers and fans a safe summer and we will see you at the track in 2021!” -Chairman Owen Noble

Lakeland College offers a two-year environmental sciences diploma program with majors in conservation and restoration ecology, wildlife and fisheries conservation, environmental conservation and reclamation, and water conservation and management. Graduates of the diploma programs can stay for an extra year at the Vermilion, Alta., campus to earn a double major or enrol in Lakeland’s bachelor of applied science: environmental management degree program. Ridgeline Canada Inc. has been providing environmental and waste management services in Western Canada since 1999, offering a wide variety of environmental site assessments and remediation strategies for site reclamation on impacted lands. Their clients include the oil and gas industry, as well as power and utilities, renewable energy and commercial land development.
The event, which sees more than 15,000 people come to the track, features 5 days of racing, entertainment before, during and after the races. A lively beer gardens and a Saturday night Cabaret! The Denham Ram Tough CPCA Finals brings millions of economic dollars into the Lloydminster area so it can’t be understated how agonizing this decision is. The Board of the Lloydminster Agricultural Exhibition Association will continue to assess all events going forward and will make decisions on their future on an event by event basis. We can’t stress enough how important this community is to our operation and look forward to bringing the Lloydminster region together again in the near future.
