As part of Enbridge’s Safe Community Grant program a cheque for $15,000 was presented to the Vermilion Fire Department on Feb. 17 at the Vermilion Fire Hall. “We really feel it’s important to be a good neighbour, to help support the community and the first responders help the whole community,” said Enbridge’s Community Relations Advisor, Lisa Seeley. Deputy Fire Chief Anton Krys said the donation would be put toward a rapid response unit to access hard to reach hot spots in wild land fires; possibly a side by side. “A side-by-side would be good for rescue as well,” said Krys who added the sizeable donation will help not just Vermilion, but the whole County as well. Justin Carriere with Habitat for Humanity Project Chair Linda Jacejko, was recognized for recently completing 100 hours of community service work on the Habitat for Humanity build.

“I had volunteered on smaller things in the past like Co-op BBQs. There was a call out for volunteers at the build, and I lived next door, so I didn’t have far to travel,” said Carriere. “It never hurts to volunteer, and I am seeing the rewards of my volunteer work now.

It was an experience of learning and making new friends. It is hard to get volunteers these days; you need to be flexible with your time,” added Carriere.

Carriere is the produce manager at Eastalta Co-op in Vermilion. The Co-op donated $100 towards the Habitat project last week in recognition of his effort.

Mayor Bruce MacDuff signed the Pink Day proclamation to mark the start of Anti-bullying Awareness Week on February 17. Members from the RCMP, Victim’s Support and VIBE gathered at the Town Hall for the declaration signing and to encourage people in the community to participate in creating awareness and to prevent bullying.

“It seems to be something that’s woven into the fabric of the community. It’s really an incredible thing to have witnessed,” said Speck. “Most of the money raised goes towards the pink pens and pencils as a visual reminder for people.

The 5th Annual Family Day Try–Athlon

There was much fun to be had in the fresh air enjoying Canadian traditions on Monday, February 15.

With temperatures endurable and a lot warmer compared to last year, more families took to the outdoors of the Vermilion Provincial Park for tobogganing and snowshoeing. Bannock and warm drinks were enjoyed around the fire.

Family Day was originally created to give people time to spend with their families but it also provides a day off between New Year’s Day and Good Friday as they are approximately three months apart. Susan Roque I am the youngest of six siblings from a farmer couple in the lowlands of Luzon Island, of the Philippines. Bullying surrounds us each and every day and affects the lives of so many children, teens and even adults.

Bullying not only happens in schools and playgrounds like it used to years ago, but it also happens now through cyber space and in our workplace.

Bullying by definition refers to repeated and targeted aggression to have a cumulative effect to either, threaten, undermine, constrain, humiliate or harm another person, their property, reputation, selfesteem or self-confidence.

To fully understand how bullying affects the people around us we must understand the forms which bullying may come in.

When we think of bullying, we often think of it as being just verbal, such as being called a degrading name or physical, such as being pushed or banged into as we pass by the bully. However, bullying can come in the form of social, racial, religious, sexual and against people with

disabilities.

So how do we as a society distinguish between normal behaviour and bullying?

Well, there is a fine line that separates the two. Every person can have a disagreement with another person; they may verbally or physically attack someone in a time of anger or disappointment. Friends often tease each other, and this is ok if it’s done in fun and both sides are laughing and having fun with the teasing. The flip side to these normal behaviours is when it becomes repetitive and constant, then it jumps the fence from being normal behaviour into bullying.

Bullying has taken on so many different faces that it is becoming increasingly difficult to distinguish.

As a society we think we could detect bullying from a mile away but can we?

How are we supposed to recognize a situation that involves bullying if we do not know the true circumstances around each case? The questions could be endless.

is geared toward a certain person, and you think to yourself “wow that’s a bit harsh.” Have you ever seen a co-worker get scolded in front of many people and think “gee, I wouldn’t want to be in their shoes right at that moment.” We all speak out of place sometimes and do things that we later regret, that is normal. But when a co-worker is constantly scolded or nitpicked at, or you see many negative postings regarding the same person it’s time to start to question whether or not this person is on the receiving end of a bully.

As a society we often feel that bullying is the individual’s problem. We often think, they must take the stance to stop the bullying by themselves or, at least, report it to seek out help but, all too often the victim does not have the will to fight anymore. Bullying is about taking or feeling power and often the person bullied

feels powerless or does not have the knowledge and support to make it stop.

We need to step back and look at how the victim must feel. If you spoke to the children and adults who have been bullied and ask them why they have stayed silent about the situation, many of them will tell you the fear of standing up and speaking out is overwhelming. They feel as though the consequences will outweigh the benefits. They feel as though the bullying will become worse if they snitch on the bully.

They feel ashamed. They feel as though no one will believe them and they sometimes feel as though they deserve what is happening to them.

The consequences of bullying have become so serious it has taken the lives of our young people. It is time that we as a society realize that bullying is a huge problem, and it isn’t just an individual problem but society’s problem.

Spring-like conditions tend to lure me constantly outdoors, which is just fine with the Pup Miss Oohohh, but we can only walk and quad ride the trails and explore on the property so many times.

Last week I took miss Oohohh in for her last shots and check-up. It’s confirmed that she is 50 lb/25 KG plus and has doubled her weight and size since the end of December. She is a healthy pup and growing like a weed.

O n c e ag ain, being over prote c tive, I decided to have a pet microchip implanted; a simple procedure nowadays and every pet should have it done.

It doesn’t hurt your pet any more than a routine vaccination – having a microchip implanted doesn’t even require anesthetic and the procedure is performed at your veterinarian’s office. The microchip comes preloaded in a sterile applicator and is injected under the loose skin between the shoulder blades; the process takes only a few seconds, and your pet will not react any more than he would to a vaccination.

Our vet moved Miss Oohohh to a different room as she said she needed assistance, as the needle is quite huge. I think she moved her for my sake.

Pet microchips are not tracking devices and do not work like global positioning devices (GPS), however someday soon… these are radio-frequency identification (RFID) implants that provide permanent ID for your pet.

Because they use RFID technology, microchips do not require a power source

now froze over drilled ice holes. There were two holes on either end of the pond that looked like they were drilled out and small bubbles floated to the surface holes.

The bubbles of course from the aeration system, but although they looked perfectly safe, we would avoid those areas.

Our ice fishing tent was big and had windows on all sides so I could watch Miss Oohohh as she explored, she, of course, went over to one of the holes with the bubbles popping up, and after watching for a while, I could see it was all safe for her. She is now way too big to fit down one of those drilled holes, so I felt confident and was soon fishing. It wasn’t long, and I hooked into a monster of a trout, around a half meter, or 20 incher. However, it got off just on the ice surface and swam safely back. There were a couple more good bites, and it was getting exciting.

I took a quick look for Miss Oohohh but couldn’t see her, so I left the ice fishing tent for a better look, and called her with no response. Of course, the first place I looked at were the two holes on either end where the bubbles came up, no sign of her. I was now worried. I called and searched the surroundings. It was then she started to scream in panic. I looked to the far end where the other bubbling hole was, and Miss Oohohh was half out clawing and frantically trying to get back onto the ice, her terrifying screams triggered me into action.

As we ran toward her, my training in Search and Rescue took over. I shouted to Blaine to get down on the ice when I did and grab my feet. Five meters from Miss Oohohh I went down flat on my belly on the ice and squirmed over to her.

like a GPS, when a microchip scanner is passed over the pet. The microchip gets enough power from the scanner to transmit the microchip’s ID number.

Since there’s no battery and no moving parts, there’s nothing to keep charged, wear out, or replace. The microchip will last your pet’s lifetime and the microchip provides permanent ID that cannot fall off, be removed, or become impossible to read. The average cost to have a microchip implanted by a veterinarian is around $30, which is a one–time fee and there was a small fee of $12 for registration in a national pet recovery database, which includes address, phone numbers, persons to contact and other important information. If Miss Oohohh was ever lost and/or injured, either animal control or veterinarian offices simply scan her with a small hand held and all our information is there to contact us.

So now with Miss Oohohh’s size and now microchipped I feel a lot more confident to expand our outdoor adventures.

After putting off ice fishing for too long, I just couldn’t take it any longer so I called my bowhunting buddy Blaine, and he was all fired up for some fresh trout and raring to head out. We loaded up the ice augers, tent, and Miss Oohohh and headed out.

Little did I know this adventure was going to turn out into a near tragedy, the smaller trout pond is aerated by the local Fish and Game Club, which can make ice unsafe in areas.

The pond is well marked with thin ice warning signs, but I have been watching the ice conditions for several weeks, and the ice looked good and was over a foot thick, well safe for walking. There had been others fishing there recently with

So many worthy causes exist, it can be challenging to select the one or two organizations to benefit from that limited portion of our budgets directed toward annual charitable donations. We have our interests, but charities are creative, assertive, and some very active in the pursuit of our donation dollars. Some organizations invest big in the fundraising/solicitation aspect of their financial allocations.

It must work well. Think right now of a charitable organization. What name first comes to mind? Whether you support it or not, your knowing of it confirms that its campaign for soliciting donations is effective. Good business is familiar business.

The charities that draw my interest are those whose mandate (1) is to assist the

most vulnerable among us, often those with no voice to advocate for themselves, including but not limited to children, victims of violence, impoverished and/or homeless persons, and animals; (2) ensures that the majority of donated funds is allocated toward programming, not administration and overhead.

Recent experience has heightened my appreciation of the work that non-profit societies such as the SPCA have been responsible for over many years. We can sometimes take for granted that services available through the SPCA exist. Ensuring respectful guidelines are adhered to with regard to handling, care, treatment of animals, for example, means that as a community we have both an expectation and a responsibility for the manner by which we co-exist with animals. Programming covers a vast array of services including rescue, spaying, vaccination, adoption, and when necessary, euthanasia that is as humane and painless as possible. Respect the creatures, for we

are only but a few steps advanced from them and even in that claim, our behaviour sometimes makes dubious our position of superiority.

Of course, the existence of a wellfunded and avidly supported SPCA is no guarantee of safety for vulnerable creatures. Just as tonight there are no doubt children cowering in fear of enduring physical harm or finding sleep despite inadequate nourishment, somewhere there are animals confined to unsavoury spaces, bearing ill-treatment, inadequately fed and sheltered by persons undeserving of affections from any child or creature. We cannot save all humankind from its own cruelty. We can only raise our own awareness and commit to doing what we can to improve conditions for those who are powerless to advocate for themselves.

In Canada and the US, and in many countries throughout what we like to refer to as the ‘civilized world’, organizations like the SPCA exist and benefit communities on multiple levels. They educate the

dangerously thin. I yelled out for Blaine to stop but felt him hanging tightly onto my ankles with his belly flat on the ice. I reached out with everything I had grabbing Miss Oohohh’s paws and yanked her well onto the ice; I didn’t have to tell Blaine anything as he yanked me backwards away from the freezing water. Back safely at the ice fishing tent, Miss Oohohh shook off the ice and water while I had to lay on the ice so my heart would settle back into my chest.

That was so dangerous in so many ways, I have no idea how long Miss Oohohh was under the ice, but it was for a while, the ice seriously weakened by the aerator and the nice weather at that spot was a death trap. I’m not sure what would have happened if Blaine wasn’t there, I would have done the same thing but would have been in a lot more danger.

Big fish or not, that ended that adventure.

Soon we had Miss Oohohh in the truck with the heater blasting, and she was fine other than a little shivering. I was also shivering, but it wasn’t from the cold.

Every year I warn of these dangers on the ice. It can happen anywhere, and is more probable on any ice that has moving water under the ice, such as lake currents, rivers, creeks or even small streams.

Lake aeration systems also cause the same dangers so always be aware and never assume. Had this happened under different circumstances and without training the end results may have been tragic.

When The Smoke Clears

public, advocate for those who require advocacy, and provide basic services for negligible cost, making such services affordable and accessible to all. In other places, the vulnerable----whether human or non-verbal creatures----must fend for themselves, and many slowly waste away while the rest of the living, breathing world simply steps over their starved, dehydrated carcasses. It’s a disturbing reality in which most of us would prefer to deny participation.

Despite my appreciation for the inevitable positives associated with the privilege of travel, it’s impossible to ignore the propensity of scrawny dogs and cats scavenging for scraps of food in the streets of nations whose agencies have yet to first acknowledge the suffering of animals lurking hungrily among them, and then to take responsibility for their plight.

I am reminded again of my appreciation for the existence of the SPCA. Those for whom they tirelessly work are quietly fortunate.

Have you ever imagined when you look out over the country as you drive along, what the country would have been like if there wasn’t any kind of road to travel? Can you see the country without any sign or hint of a fence, power line or any kind of a building, anywhere? Find that hard to imagine?

You wouldn’t see any domestic animals of any kind, like horses or cattle. It would be strange wouldn’t it? And yes, there’d be no vehicles or tractors or any other machinery dating the landscape. You’d really have to get your imagination into high gear, wouldn’t you?

Now, think there would be no currency, of any kind, coin, bills, plastic or whatever.

And, before us white folks came, there wouldn’t have been ANY metal of any kind, there just wasn’t ANY kind of plastic whatever like we use now either.

Sour dough bread has many benefits that are not found in regular bread. Surprisingly, recent research has shown that sour dough bread, made with white flour has a lower glycemic index than whole wheat bread made with regular yeast, making it a better choice for blood sugar balance.

In fact, studies from the University of Guelph show that naturally fermented sour dough bread balances blood sugar so well that it even keeps your blood sugar in check following you second meal, after consuming the bread. So if you have sour dough toast for breakfast, your blood sugar will be in check after lunch, even without the bread.

One advantage of using starter to make bread is that during the fermentation process the good bacteria breaks down and predigests the protein gluten, in the flour. This makes the sourdough bread very easy to digest. In bread that is made with the modern single cell yeast, the gluten remains unaffected, because the single cell yeast has no ability to predigest the gluten, making it harder for us to digest. Another benefit is that homemade sour dough bread is generally tolerated by those that are allergic to yeast.

True sour dough uses the method that has been used for thousands of years in bread making. Sour dough is different than regular bread in that it does not use commercial yeast, has a distinctive flavour and it has a longer rising time. Any weapon would be made from whatever was at hand; a bow would have been the best they had. There was no metal, remember? No knife or axe or pot to cook in. They did have stone tools. But, imagine how wonderful a firearm would seem to make hunting successful!!

My life must have been interesting with no matches or lighters to get the cook fires started either. Back in those primitive times, you had no police force or judge or lawyers and certainly no government other than the leader sitting at the cook fire across from you. Can you imagine too – no taxes or other fund gathering to take meat from your fire. I guess there was a code of conduct, but the people involved lived with you and helped keep you safe, warm and fed.

Seems to me though, the trouble is even though we have charities, and food banks and people who are elected to keep our well being their first priority, we have such wide spread misery and pain.

We have police forces to enforce laws and judges and lawyers and full prisons from all the problems of the effects of our civilization, like the drugs and alcohol!! So many of our wonderful discoveries that could bring such comfort and security have been misused to such an extent that they have caused terrible health and social problems that it threatens our whole civilization.

Wars and people fleeing from the consequences of the same is causing such turmoil that people are uprooted from their home countries and trying to adjust to life where they are so unaccustomed to the weather and customs.

Well, try to imagine living in the world the way it was and make life like that after being in a civilized life for so long. Everything about our world can change and it has for so many already!!

Sour dough bread starter

cilli and wild yeast to grow. It is a miracle that happens out of thin air. It is then fed twice a day and kept warm. For one week it will be your baby. It’s a baby that doesn’t cry, but it will die if you forget to feed it. Once the starter is made, you can easily turn it into delicious homemade sour dough bread.

The bread is made with only 3 ingredients, flour water and salt. There are zero food additives. In fact, in the fermenting process while the bread is rising, an all natural food preservative develops. It is called lactic acid, and it lowers the ph to prevent the bread from molding. The fermentation process also makes the nutrients in the flour more bio-available. This bread is wonderful hot, out of the oven spread with melting butter or toasted.

You do not need to make a fresh starter every time. Once the starter is strong enough to make bread it can be kept in the refrigerator and fed once a week, always keeping some back for your next easy loaf of fresh bread. When storing the starter in the refrigerator, always give it a feed and let it eat in the warmth for a few hours before putting it back in the fridge. For success in making this starter you must use bottled water that has no chlorine, as chlorine kills the beneficial bacteria that are trying to get established in pre digesting the gluten in the flour. You cannot use city or town tap water. I have had no luck making the starter with Robin Hood unbleached flour, but I have persevered and tried an organic unbleached flour and had stellar results.

Here is how to get started.

It’s really difficult to feature the life those people needed to endure to survive the weather and know how to find their daily sustenance. There was ongoing warfare between the different tribes and they had to be constantly on the lookout for harm that came from wild animals and other natives.

I just wonder in these seemingly difficult times to come if there is any way we can find a similarity to trying to find a way through the difficult times and survive like our first natives had to. It’s still the same climate, more or less, and we have so much more knowledge of the ability to grow and store food, and we’re not having to constantly be on the move to find food sources we can harvest, food we don’t have to own and someone else does the raising, processing and preserving the whole menu. My life should be like a stroll through the park,

Combine the ingredients in a sterilized quart jar, (such as just out of the dishwasher) and allow it to sit on your counter, for two days, covered loosely with a piece of plastic wrap. You should start to see action by the second day with some bubbles forming.

To this jar add another 1/2 cup flour and 1/2 cup warm water and stir. The water should be the temperature of a baby bottle on your wrist, if it is too hot it will kill the natural fermentation and if it is too cold it will be harder for the starter to ferment. Cover the flour jar mixture loosely with the plastic wrap and put it in the oven with the oven light on to keep it warm. You must feed it morning and night in the same way for 5 – 7 days.

You should see some bubbling actively.

When the jar is over 2/3 full then dump out some so that only a half full of a jar remains, and then add your flour and warm water. If a thin liquid layer of water forms, then cut back the water by about 1 or 2 tablespoons in the upcoming feed, and keep the flour amount 1/2 cup, this is because, if the volume of the starter gets larger and larger it will require more and more food, and will not be able to last the half day, until it is fed again.

After 5 – 7 days test to see if the starter is ready to bake some bread with. To do this drop a small amount in a glass of water 1 hour before a feeding. If the flour mixture floats, the starter is ready to use, if it skinks, it will not work. Next week I will share my recipe that turns this starter in to a loaf of fresh sour dough bread.

The Baking Robots team, Kadin Morritt and Rhys Racine, competed at the Alberta Provincial Vex Championships on Feb. 15, placing eighth out of 41 teams, and fourth in programming skills.

“That just wasn’t high enough to win a ticket to the World’s this year,” said Kadin’s mom, Kim Morritt.

Last year the boys secured a spot at the World Championship after competing in the provincials.

their robot “Cookie” had four functioning areas instead of the two they had to build last year. In that regard the robot needed to be more precise with each part working in unison.

Last year the boys made it to the World’s and the challenge, which came down to driving ability, played to the team’s strength.

“This year the name of the game was consistency,” added Morritt.

Due to some programming glitches “Cookie” was not as consistent when throwing a ball and would at times successfully throw nine out of 10 balls

into the net, and other times she’d either throw the ball too far the first five throws then too short the next five.

Other challenges the boys faced were entering the competition without a coach; the varying density between practice and competition balls; a poorly designed pre-made bracket; and losing out in the beginning of the final rounds when their alliance’s robot failed.

Morritt said despite these challenges, the Baking Robots did exceptionally well in competition.

She added that the team received a lot of constructive advice and help

from teachers and other coaches at the competition regarding sensor programming and improving upon how they were using the pre-made bracket on “Cookie.”

Morritt said the boys should be busy this summer putting all this information into practice.

The Baking Robots will have one more chance in competition when they attend the Border Battle in Neilburg Sask. on Feb. 27. The team will also be giving demos at the Hutterite colony and the Seniors’ Lodge as well as the upcoming Vermilion Home Show.

School fire ignites firefighter’s interest in past

The Feb. 13 fire at the old Woodvale School southeast of Vermilion is being investigated but Deputy Fire Chief Anton Krys said they have no reason to suspect arson.

“Any time there is a big fire like this one, where we can’t determine the cause ourselves, we bring in an outside source.

The fire commissioner’s office sent an inspector up on Sunday,” said Krys.

“He didn’t really confirm what the cause was, and today (Feb. 17) the insurance company, because of the amount of dollar loss, sent an inspector up as well,” added Krys.

The Vermilion Fire and Rescue department’s tanker and one pumper had been dispatched to another fire beforehand at

the former St. Joseph’s Convent in Clandonald at approximately 2:20 a.m. on Feb. 13 to assist the Clandonald and Dewberry Fire departments that were already on scene.

“We weren’t there very long when we got dispatched to the second call at about 3:20 a.m. to a rural address (the old Woodvale School). We had a third pumper sitting in town; we dispatched that pumper from here (Vermilion) so we didn’t have a delay in response.”

Krys was the first to arrive on scene with the tanker from Clandonald and he said the building was “fully involved” at that point and there was already no roof system or wall on the north side.

“Thankfully nobody was in the building. When I got on scene that was my first concern; I called dispatch and they

confirmed nobody was in the building.

That makes a whole lot of difference in how you’re going to attack a building, and what you’re going to do...there were a couple of dogs there that were okay because they were outside,” added Krys.

“There was no interior, so it was basically try to save anything that was around it, so probably within two minutes from when I arrived on scene, the first pumper arrived and they started to apply water to protect the neighbouring vehicles, so the idea was just to protect. The second pumper was probably five minutes behind them and we dumped about 8,000 gallons of water, from when we got there until when we were done.

“The guys did a good job and had it out fairly quick, so we stopped the loss, but there wasn’t much to save, unfortunately,” added Krys.

The south walls of the building were pulled down the next day, and any remaining hot spots were extinguished.

“It was a really well built building, lots of wood, big rooms, one was 11 feet high and one was nine feet high which gives you more open area, and more oxygen in the building,” he said. “It also had two roofs. It used to be a one-story school, we could tell by the design now, and it was turned into a two-room school, at some point. I spoke to a lot of people, who went to school there, and everybody thought it was always built that way, but the double roof definitely shows that it wasn’t.”

Krys said he is doing some research into the building’s history because he grew up a mile and a half away from the school and also attended the Woodvale School in Grades 1 and 2, before it closed in 1976. According to Krys’ research, he said the old school was sold by the County in 1980 to its first owner, County Fire Chief Orest Popil.

2016 will be the year of tax changes If you paid attention to personal finance news towards the end of last year, you would have read about the changes set to occur to certain tax programs throughout 2016.

Before reviewing the proposed changes, you should know that if they are enacted as proposed, they will only take effect for the 2016 taxation year and not affect your 2015 return. That doesn’t mean, however, that you can read this and turn back to your regularly scheduled programming. Tax preparation and planning is a year-round activity, so it’s good to keep in tune with these changes and what they will mean for your next filing.

Proposed New Tax Rates For 2016 and subsequent tax years, the 22 per cent tax rate will be lowered to 20.5 per cent for income earned between $45,282 and $90,563. Meanwhile, a new 33 per cent tax rate will be introduced on taxable income in excess of $200,000.

Taxpayers with taxable income in excess of $90,563 will realize the maximum tax savings of $679 (calculated as [$90,563 – $45,282] x 1.5 per cent). For higher-income taxpayers, the benefit of the reduction will be negated by the increase in the top tax rate from 29 per cent to 33 per cent when taxable income reaches $216,975 (calculated as $200,000 + $679 x 100/4).

Proposed Rollbacks to TFSA Contribution Limits The annual contribution limit for Tax-free Savings Accounts (TFSAs) will be returned to $5,500 for 2016. The previous government had increased it to $10,000 in the April 2015 budget.

The $10,000 limit for 2015 will not be changed and taxpayers who contributed less than this will be able to carry forward the balance.

Unearned Income by Dependent Children More commonly known as the “Kiddie Tax”, people should know that under the proposed changes the new tax rate of 33 per cent will apply to the tax on “split income”, representing an increase of 4 per cent. Dividends and certain types of capital gains will be taxed at that highest rate when paid out of a family corporation to related minors.

Proposed Top Credit Rate for Charitable Donations The tax credit rate for charitable donations in excess of $200 will remain at 29 per cent except for those taxpayers who are subject to the 33 per cent rate (who may claim 33 per cent tax credit on donations relating to that portion of their income in excess of $200,000).

So, if a taxpayer had $220,000 in taxable income and charitable donations of $10,000, a 33 per cent credit rate would be applied on the full amount of the donation above the first $200 (i.e., $9,800).

If, instead, the individual donated $30,000, the 33 per cent rate would be applied on $20,000 (15 per cent would apply to the first $200, and 29 per cent would apply to the remaining $9,800).

Changes Still to Come All these changes remain subject to Parliamentary approval, and the months ahead will bring more reform to tax law. Pay particular attention to news in March when the Federal government is expected to unveil its budget for the 2016 – 2017 fiscal year as it is expected that legislation will be introduced to eliminate the family tax cut. Finally, a new Canada Child Benefit, a tax-free monthly payment made to eligible families with children under 18, will likely replace UCCB benefits beginning in July 2016.

We know taxes can be confusing, but it’s important you take time to understand what these changes will mean for you because everyone’s tax situation in Canada is unique. Taking time to research the credits and deductions for which you are eligible, understand tax law changes and prepare and plan for your 2016 filing will go a long way towards ensuring 2016 is your best return yet.

Bull Market Alberta BSE surveillance program Agri- News Submitted

BSE surveillance is a program that tests a representative group of animals focusing on higher-risk cat tle that are most likely to be affected by the disease. The surveillance program’s objectives are to determine and monitor the level of BSE present in Alberta and to confirm the effectiveness of the suite of measures that Canada has implemented to protect human and animal health from the disease.

Darrel Rut t, a long-time cat tle rancher in the Valleyview area, says he sees a lot of value in the program.

“We went through it when it first hit and it was devastating and a lot of people went through a lot of work in the following years to create market access back into the markets that had closed to us because of the outbreak.

Without thi s o ng o ing sur veillan c e program, I feel we are in danger of losing or being severely restricted access to the markets we’ve reopened

if we don’t carry on this program,” Rutt says.

The programs offers free veterinary visits for sample collection and free testing, which is beneficial to understand the herd’s health situation.

Any animals suspected of carrying the disease is inspected by a veterinarian who also provides a free postmortem analysis of the carcass which Rutt says “ takes the guessing out ” as to possible causes of the animals death.

BSE testing helps maintain continuous access to domestic and international markets for Alberta cattle and beef products resulting in, and maintaining very good business profitability. Rutt offers his thoughts on those who aren’t yet par ticipating in the program.

“I think it’s incumbent on everyone to be involved in this (the surveillance program) because it has effects on the whole livestock industr y and I can’t see why anyone would not participate in it,” he says.

Cattle price insurance premiums reflect higher levels of risk

Cattle price insurance for the 2016 calf crop is now available from Agriculture Financial Services Corporation (AFSC) until May 31,2016 at a little higher cost than the same time last year. Bruce Viney, risk management specialist at Alberta Agriculture and Forestr y says the higher pre m iu m r ate s d ire c t l y refl e c t a higher level of risk and volatility. “ Increased levels of volatilit y are common across nearly all commodity and equity markets this

year. Volatility is simply a statistical measure of risk and relates to the severity of market price swings.

T hese u p an d d own m ovem ent s largely reflect the uncertainty that market par ticipants have in their forecast of future prices,” he says.

In t h e c ur r e nt g l o b a l e nv ir o n ment, changing economic conditions around the world can have an in st ant ane ou s im pac t o n t he perceived future demand for our products.

“Global markets are also experiencing increased levels of uncertainty and

volatility that can be observed nearly every day in stock markets around the world. Often, an announcement in Asia will impact their own local stock markets before creating a wave of activity that hits the North American markets within minutes of the market’s opening,” Viney says.

Electronic trading and the development of high frequency trading is also a major topic of discussion in cattle industry circles these days.

Wild market swings and increased volatility makes Chicago Mercantile Exchange (CME) futures markets l e s s e f fe c t i ve a n d m o r e ex p e n sive for managing price risk in all segments of the industry. The volatilit y impacts have become even l ar g er s i n c e t h e C M E r a i s e d i t s feeder cattle daily trading limits. To remain a sustainable, non-subsid i ze d a n d r e s p o n s i ve p r o g r a m , AFSC must charge higher premiums to offset the new higher levels risk.

Viney says that as s a truly market driven program, the Western Lives t o c k Pr i c e I n s u r a n c e Pr o g r a m must adjust its coverage and premiums every day based on a number of factors including CME price and volatility levels. It’s important to note that the daily premiums are calculated in a proven and defendable manner and are not just numbers that someone arbitrarily picks from the air.

“Higher levels of risk and volatility are not always bad for everyone.

Volatility also implies that there are more violent market price swings to the upside. These upside oppor-

tunities can be ver y profitable for those producers that are able to take advantage of them. By design, the Cattle Price Insurance Program leaves those upside opportunities open for producers while eliminating a portion of the downside risk.

Producers are encouraged to regularly monitor coverage and premium levels, and then make decisions based on their own tolerance for both downside risk and upside opportunity,” he says.

In the face of the higher risk levels, producers are also advised to g et a h a n d l e o n t h e ir c o s t of pro d u c t io n. K nowing pro d u c t io n costs and approximate breakeven selling prices will help determine the best level of coverage. The most appropriate level of coverage, or the amount of downside risk producers are willing to accept, is a largely a per sonal preference based on individual risk tolerances and risk management policies.

Pink Day (Anti-Bullying Day) started in 2007 as a protest in Nova Scotia, when Grade 9 student, Charles McNeill, went to school wearing a pink shirt where he was made fun of.

A couple of Grade 12 students witnessed this and went home that night, purchased 50 or so pink shirts and got peers of the school to wear them. The next day McNeill showed up at school and it was described as a ‘sea of pink’. From that day forward it was proclaimed that the second Thursday of September is “Stand Up Against Bullying Day”.

Pink Day is celebrated across the world and is usually held on the last Wednesday in February or the second Thursday in September.

Vermilion’s first declaration of Pink Day was in 2011 and ‘we’ as a community, will be celebrating it this year on Feb. 24. Vermilion is Being Empowered (VIBE) is funded through Alberta Health Services and is based out of Vermilion and area local schools.

Massive success for Mannville Pre-school Comedy Night’s second year running

The Mannville Pre-school’s Comedy Night fundraiser recorded another sell out success on its second year running. A sold out crowd gathered at the Mannville Recreation Centre on February 20 for dinner and cocktails, followed by Yuk Yuk’s Comedian Sean Lecomber and a dance.

A s i l e nt au c t i o n an d r af fl e a l s o ran throughout the evening and a DJ played until midnight.

“This is our second year now to hold

this fundraiser night and we are hoping that it will be a night that is integrated into our community,” said Kerri Lorenson, Mannville Pre -school Societ y President.

“There is nothing that goes on in this town in terms of a fundraiser at this time of year, so it’s something for people to look forward to,” said Lorenson. “ We printed 350 tickets and sold 350 tickets so it’s been wonderful. Last year we made $22,000 and I foresee another successful night looking at the silent auction and liquor sales so far

tonight.”

“I have been on the Board of directors for the past 4 years now and we were getting tired of doing lots of different small fundraisers, so af ter last year’s success we just figured that this would be our only fundraiser from now on and we really look forward to doing it.”

The Mannville Pre -school is a nonprofit organization with one teacher and one teacher’s aide. It relies on fundraising to pay staff and buy materials throughout the year.

The comedian said afterward that it was a good crowd and that any time he does a big room like Mannville he knows the demographics of his audience and that he tries to relate to the audience with something for both the young and old.

People all over the world are still fascinated with Alberta’s rat free zone status. RTE in Ireland recently sent one of their journalists out to Alberta to investigate and featured the story on one of their broadcasts. It prompted outright disbelief from the journalist’s counterpart that such a bold claim could be made, because in Dublin’s fair city, the rats are a plenty.

This isn’t the first time interest has been shown from outside sources. In 1986, the Wall Street Journal in New York, a city where the rats reportedly outnumber the humans 4 to 1, featured Alberta in a story and interviewed then rat patroller, County of Vermilion’s Orest Popil, and depicted him as Alberta’s very own wild west rat slinger who resorted to an any means necessary approach to ensure when infestations were detected, not even one rat got away, which apparently included the use of poison, gas, shotguns, and if necessary, pitchforks.

“It was really something back then with all the attention we received,” said Popil.

Alberta’s war on rats began in the 1950’s when Norway rats first appeared on a farm in southeastern Alberta.

The rats had been making a steady approach west since they first landed on Canada’s eastern shores about three centuries ago, most likely after hitching a ride on a ship from Europe. In 1950 Alberta officially declared rats as pests and listed the “Norway rat and any other rat species or strain derived from the genus Rattus,” as a public enemy and as such would be subject to the Province of Alberta’s Agricultural Pests Act and a public education campaign started one year later.

no doubt what was to be done if a rat was encountered; you must - KILL HIM! The battle line, or the rat patrol zone, runs 585 kilometers along the Saskatchewan border from Montana up to Cold Lake, Alta.

But the adversary’s strength is in its sheer numbers, tenacity, and size. Rats give birth at only five weeks old and are known to produce up to 15,000 descendants in just three years.

They are approximately 15 inches in length from head to tail, and are adept at burrowing, scurrying and climbing.

The Director of Agriculture for the County of Vermilion River, Howie Bjorge said the damage just one rat can do is significant.

“We’ve had one situation where there was a motorhome that brought back a rat inadvertently from a southern climate and the financial damage that one rat did within the motor home on the wiring, was many tens of thousands of dollars,” said Bjorge.

“Rats cause damage to electrical systems with their chewing on wires. Combines and swathers are now heavily electronically controlled these days; the wires are hard to get at and are convoluted. The cost of trying to fix the damage would be enormous.”

It, therefore, behooves Albertans to remain vigilant. In fact they are legally required to do so as stated in the Agricultural Pests Act it is the duty of individuals as property owners and or occupants, to take measures to prevent the establishment of pests on or in the land, control or destroy said pests and destroy any crop, vegetation or other matter that may contribute to the maintenance or spread of the pest.

“The damage is the big reason for the legislation and to some extent the program was implemented as a result of the health connection in terms of disease transmission, and has its roots in the Alberta Health Act,” Bjorge added.

The Norway rat is linked to the transmission of plague epidemics through the fleas they carry.

“Many people aren’t aware it is a legal

issue in Alberta. In urban centers there are rats that are raised as food source for reptiles, and that’s problematic because if they escape they can multiply in the same habitat the Rattus norvegicus harbours on.”

Just such an outbreak of domesticated Norway rats in Calgary in 2004 commanded headlines across the province. Illegally owning a rat in Alberta can result in jail time as well as a hefty fine.

Pockets of infestations have occurred over the years, most recently in Medicine Hat and Bon Accord, but the Alberta government remains ever vigilant and started a rat hotline for people to report any rat sightings at 310-RATS (7287).

“We (County of Vermilion River) have two staff who do the inspections during the spring and fall and we do a lot of inspections along the Alberta Saskatchewan border and encourage property owners to be aware of potential harbourage areas,” said Bjorge.

At the moment Alberta retains its rat-free status.

Antique snowmobile show and shine rides on

The warm weather this winter didn’t stop the Myrnam River Ridge Riders Snowmobile Club from putting on their annual antique snowmobile show at the Myrnam arena on Sunday, February 14th. A total of 85 sleds were shown this year, the most they’ve had since they started doing the annual show 10 years ago. Since then the club has grown to be one of the largest snowmobile antique shows in Alberta.

The ages of the sleds ranged from being built in the 60s all the way to the mid 90s, showing the interesting evolution of the snowmobile over the past 50 years. The oldest of the sleds was a 1964 Bolens Hus-ski 200A. “I haven’t restored it, but someone may have before I bought it. It has wood cleats

on the track and a special tool to make cleats when if one of them breaks. It swings and drives like a cat because it is articulated in the middle. Most of these types of sleds were bought in the 60s for trap lines,” said owner Dale Saruk.

Before lunch was served the guests were asked to choose which sleds they liked best. After dinner was over the top three winners were awarded plaques.

The first place winner was Darren Yaceyko with his 1973 Raider 34TT sled. Second place went to Addam Saruk for his 1967 Moto Ski Cabri and third place was awarded to Jerry Kallal and his 1976 Polaris TX Starfire.

Catching up with Darren about his win, “It was a toss-up really, lots of nice ski-doos to choose from and I hope one day I’ll find another one to restore and then I can do it all again.”

People came from as far as Saskatoon, Saskatchewan to show off their sleds. One proud owner came from Edmonton, Gordon Thor (78), and won the Iron man competition with his unrestored 1971 arctic cat lynx 292. The Iron man competition is where the oldest man with the oldest sled has to ride to the cabin by the North Saskatchewan river and back to the Myrnam arena, a total distance of 18 miles.

The afternoon also included a raffle draw with prizes donated from a variety of different sponsors and a 50/50 raffle draw.

Speaking with the president of the River Ridge Riders Snowmobile club Addam Saruk, who was recognized by the Alberta Snowmobiling Association last year, he felt that “It was a good year, we got a lot of new guys from Saskatch-

The sun is shining it’s not snowing, it’s good! It’s also fun watching all the old guys go down the field to the cabin, they’re like a bunch of kids on their sleds.”

Speaking of kids, Len Nadurak of Nadcor Industries cleared the snow in one of the ball diamonds and made a track for the children to ride their small sleds on, which he intends to do in the upcoming years as well. Each child that participated in riding on the track received a toque courtesy of the snowmobile club.

The River Ridge Rider club would like to thank the kitchen staff for the lovely meal that they put on for all guests.

According to the staff they’ve never seen this many people at this event before.

Coyotes here to stay

One might think that the Vermilion Provincial Park was brimming with coyotes if you heard their high-pitched yips and howls on a cold February night recently.

Coyotes are listed as nuisance animals under the Alberta Agricultural Pests Act. The Agricultural Pests Act gives producers options on how to deal with problem coyotes. Methods used include trapping (leg-hold traps and neck snares), poisoning and shooting.

Director of Agriculture at the County of Vermilion River, Howie Bjorge talked about the coyote predation concern around livestock farms last week.

“We have trained people putting out the poison for coyotes and they know where to put it.

“The distribution of toxicants is regulated through pest control officers who have taken training and are certified in the use of toxicants. The poison is stored at the Ag-Service facilities, which are restricted facilities,” said Bjorge. “One of the main purposes of the Ag Pest’s Act is to enable producers to limit losses of their livelihood, crops or livestock and so if there is sheep

or cattle threatened by wildlife they can of course take controlled measures on their own land to prevent that. But sometimes when the controlled measures aren’t getting the job done, some of the toxicants are implemented. I think that most people are willing to follow the legislated procedures in place. They must come to us first to get authorization if they want to put the poison down themselves.”

Conservation officer with Alberta Environment and Parks Gary Walsh says that there are a lot of naturally occurring coyotes in the Vermilion Provincial Park at present.

“We never put poison down for coyotes in the park. It’s on the mandate that you can’t put down poison in any park in Alberta. We’ve got people walking their dogs in the park and if the dogs got into poison it would kill them,” explained Walsh.

“Coyotes get rid of a lot of mice and rats too. They do good that no one ever hears about. Coyotes always come back in large numbers, because they are so adaptable,” added Walsh.

and difficult to catch. A skilled trapper or marksman would need many hours to catch a targeted coyote.

Research carried out suggests that when aggressively controlled, coyotes can increase their reproductive rate by breeding at an earlier age and having larger litters, with a higher survival rate among young. This allows coyote populations to quickly bounce back, even

when as much as 70 percent of their numbers are removed. It is said to be almost impossible to completely eradicate coyotes from an area. Despite largescale efforts and bounties to kill coyotes over the last 100 years, coyotes have in fact expanded their range throughout the U.S. and Canada. It looks like the coyotes are here to stay and it’s up to us to find ways of coexisting with them.

The Rotarians were in VES on February 11, dying our pinkies purple for a $1 donation.

VES brought in $ 3 6 0. With the matching grants from the Bill and Melinda Gates Foundation, that equals $720. These proceeds will go towards giving polio vaccinations to individuals in Afghanistan, Nigeria, and Pakistan.

We kicked off Random Acts of Kindness week with an assembly, where we learned we were to be secret agents embarking on a secret service mission

to create an explosion of kindness in our school and community. Each student got a game board they had to complete by doing random acts of kindness. Once their board was completed, they got to put a ribbon on the kindness hearts in the foyer. What beautiful, full hearts we ended up with.

Our VES teaching staff continued their collaborative work at the third Teacher Effectiveness Support (TES) Team activity on February 12. The BTPS Leadership Team attended their annual Leadership Workshop from February 17-19, where they were continuing their work with Tom Hierck on building culture in the school.

The 100th day of school was on February 18. Grade 1 students each made a project with 100 of the same items. Examples of the projects included 100 rocks, beads, stickers, pompoms, pennies,

gummi bears and gumballs.

The Grade 6 VIBE Advisor y has started a new club called Games Club.

This is an opportunity for students to come play board games and practice fairness (January’s virtue) while the advisory students help organize and lead the students. It will run on Tuesdays during lunch recess for Grade 1-2 students and Wednesdays during lunch recess for Grade 3-5 kids.

Operation Education is a cooperative fundraising initiative that partners local schools with Boston Pizza restaurants in your community to earn cash back. Here’s a different fundraiser. Our Grade 6 class is having a Sockathon … they are trying to get 500 pairs of socks, which they will then donate to a local charity.

Please spread the word and find a grade six student to give your donation to or drop them off at the school office.

The Grade 2’s have begun exploring the characteristics of liquids. They experimented with putting drops of water with droppers on top of a desk surface and wax paper. They found out that drops keep their shape on wax paper better than they do on a desk surface.

Kitscoty 4H beef club report

Kitscoty 4H Beef Club kicked off the year with their weigh day at Hiltz’s Farm on November 11, 2015. The Club this year has 12 members - 4 seniors, 2 intermediates and 6 junior members. After weighing the calves, the club had a potluck supper at Bogucky’s house.

The next club event after weigh day was the Christmas party which was held at the Wennekamp’s house. We had fun skating on the Wennekamp’s outdoor rink, and then had our December meeting Club Reporter

For the third club event of the year, we went to Edmonton on a bus and drove to West Edmonton Mall. At the mall we played in the World Waterpark for most of the day. Everybody enjoyed going down the waterslides. Some other members used the time for some shopping. After the waterpark we drove to Red Robin’s and had a nice supper together.

Just this last Sunday, the 12th of February, the Club held its annual Speaking Competition. First each member did prepared speeches, a 3-6 minute

speech on the topic of their choice. This was followed by a lunch, and then the impromptu speeches. Each impromptu is 1-2 minutes in length, and you have to prepare it in one minute. All members did a great job with their speeches. For the senior members, the winner was Justine Eddleston. Her speech was titled Kill Bill 6. The 2nd place speech for seniors went to Cheyenne Porter, with as speech about all that she has learned in 4H. For the intermediate members the winner was Luke Wennekamp.

His speech was on hockey injuries.

The 2nd place speech for intermediate members went to Joey Eddleston, who spoke on Free John Scott. Finally for the junior members, first place went to Brooke King, who did her speech on Why her Mom and Dad could never be on Fear Factor. 2nd place went to Gabe Wennekamp, with a speech entitled the Guinness Book of World Records. The top speakers will now go on to District Competition in Vermilion.

Coming up is our club tour in April, judging and grooming clinics, and of course Achievement Day on June 4th, 2016.

SHAPE Art and Wellness Studio is offering a three-day Spring Camp for kids ages 5 to 10 from Tuesday, March 29 to Thursday, March 31 from 9 a.m. to 4 p.m. to shake off the winter blues and get into the studio and have some fun, said owner and instructor Leigha Wald.

“It is the three days following Easter Monday. The kids are still off school, but the parents may be returning to work, or are just looking for something fun for their children to do for those three days,” added Wald.

“It’s meant to be fun for all ages and all skill levels. You don’t have to be a dancer. I’m hoping that anybody with any background feels like they can come and check it out.”

Hip Hop, Acro, art, and games are on the Art ‘Scape Spring Camp roster.

“We’ll have flexibility, strength and balance, tumbling and limbering all those skills that the kids like to have to do cartwheels, somersaults, and handstands.

We’ll have an introduction to that, and if there are some kids that have done it before, we can push them to their skill level.”

Hip Hop/choreography will be a blend of learning hip/hop skills like breaking and floor work, and putting it all together in a mini-dance routine by the end of the three days.

“It will be a fun thing to work towards,” said Wald. “It just offers something other than just the same one, two, three, step instruction.”

Hip Hop is also a great way to crosstrain for other sports, such as hockey.

“You are using footwork, and keeping your feet fast, and it offers off-ice conditioning and endurance and builds whole

body awareness.”

The arts component of the camp will offer a wide variety, including painting on canvas, spring-based crafts, as well as some dance-based and general games.

“I’m hoping that people take advantage of the camp. It’s a great opportunity for the kids if they’re out of school and looking for something to do. It’s better than just staying home and playing video games. As a studio we really try to promote wellness.”

Wald said it is also a great opportunity to sample what will be on offer in the summer.

“Some of our summer camps will be geared more toward our recreational kids who just want to come and try some stuff out, do some classes, but who don’t take dance as seriously as some of our competitive dancers, although competi-

Participants are required to bring indoor shoes for Hip Hop, wear comfortable fitted clothing with a second layer to wear over top during art projects, and to pack a lunch, snacks, and water.
