Message from the Dean

The Phil Smith Center for Free Enterprise supports Florida Atlantic’s College of Business faculty who teach and conduct research across multiple disciplines. The Center at Florida Atlantic is an important part of Phil’s legacy, and I am honored to support it.

In recent decades, there has been increased advocacy by many for greater government control and planning of the American economy, and even outright socialism — see New York City! Too many students find such arguments appealing. At the Phil Smith Center, we push back on this narrative by educating our students on the negative effects of socialism and highlighting the principles and actual results of our American system of free enterprise.

Phil Smith’s generosity has built an academic foundation that supports economic freedom, entrepreneurship, and opportunity. This has created a lasting impact on the next generation of students, entrepreneurs, and the wider South Florida community. In the College of Business at Florida Atlantic, Phil’s alma mater, we now have a thriving academic center that builds upon the principles underlying his success as a businessman and community leader. This report outlines the recent teaching, research, and community engagement activities of our faculty affiliates.

Thanks to the generous support of longtime friends of Phil at the Mangurian Foundation, the Phil Smith Center has grown substantially during the 2025-2026 academic year. The Phil Smith Center Faculty continue to conduct robust research on the integral role that economic freedom plays in a prosperous society. In continued support of this mission, the Center recently welcomed two new faculty affiliates to its growing roster. During the 2025-2026 academic year, the Phil Smith Center Speaker Series hosted notable figures in both politics and economics. Guests included Florida Lieutenant Governor Jay Collins, commentator Ben Shapiro, and former U.S. Senator Phil Gramm (to name a few). Through these outreach efforts, we have been able to spread Phil’s legacy to an ever-growing audience of College of Business students and members of the wider South Florida community.

On behalf of the faculty and students at Florida Atlantic, I wish to express my thanks to Mrs. Susan Smith, Mike Dayhoff, and all of Phil Smith’s family and friends, particularly Steve Mehallis and the Mangurian Foundation. We look forward to continuing our activities in support of free enterprise education for many years to come!

Best wishes and Go Owls!

Advancing Thought Leadership

AT THE PHIL SMITH CENTER FOR FREE ENTERPRISE

Phil Smith embodied what it means to be a Florida Atlantic University student who truly understood and embraced the promise of America’s free enterprise system. Through hard work and determination, he turned his dreams into reality, building a prominent automotive dealership group while earning his place as a respected leader in business and throughout our South Florida community. As President of Florida Atlantic University and a devoted champion of free enterprise, I am deeply proud that we carry his legacy forward through the Phil Smith Center for Free Enterprise. It is equally fitting that his name graces Phil Smith Hall, where our students are educated, challenged, and inspired to pursue dreams of their own.

Andrew Garrison, Director

ADVANCING PHIL SMITH’S VISION

Each year, when compiling our annual report, I take a moment to ask myself: “Would Phil Smith be satisfied with our work?” I unequivocally believe that the answer would be a resounding yes. The Phil Smith Center continues to support the impeccable research and publication efforts of our distinguished faculty affiliates, adding two new members this year alone. Their dedication to the advancement and preservation of free market enterprise continues to inspire me. It is an honor and a privilege to be a conduit for their crucial work.

The Phil Smith Center continues to strengthen its speaker series, having sponsored nine community/student engagement events over the 2025-2026 academic year. Highlights from our events include a Q&A with Florida Lieutenant Governor Jay Collins and commentator Ben Shapiro, a community/classroom engagement with US Senator Phil Gramm, and a fireside chat with esteemed economists Ben Powell and Bob Lawson. The Center also sponsors two student reading groups, which Phil Smith Fellow Dr. Bryan Cutsinger and I lead. I am humbled to be leading an academic center that promotes the entrepreneurial spirit that has generated unprecedented prosperity. I would like to thank Mrs. Susan Smith, Mike Dayhoff, and Steve Mehallis for their continued support. Onward and upward!

Phil’s story demonstrates the possibilities open to anyone in a free-enterprise system to be entrepreneurial, work hard and pursue their dreams.

Phil Smith’s Story

The Phil Smith Center for Free Enterprise is named in recognition of Florida Atlantic College of Business graduate, Phil Smith.

Smith, a native of South Florida and leading Broward County businessman, entrepreneur, and philanthropist took risks in business and invested in people. He was a great believer in our American free enterprise system. His story demonstrates the possibilities open to anyone in a free enterprise system to be entrepreneurial, work hard and pursue their dreams.

Smith graduated in 1969 from Florida Atlantic’s College of Business. He was president and CEO of Phil Smith Management, Inc., operating 11 automobile dealership locations representing 25 franchises in Florida and North Carolina. For more than 30 years, Smith built his organization from the ground up earning the trust of his customers, his employees — everyone he dealt with.

He was a leader in the South Florida community, involved with local hospitals, universities, sports, and youth groups.

The Center also supports distinguished visiting faculty along with a lecture series focused on the principles of free enterprise and how those principles affect growth, prosperity, and opportunity.

A $5 million gift from Phil and Susan Smith was used to establish The Phil Smith Center for Free Enterprise at the College of Business, which named its main tower Phil Smith Hall.

Susan Smith “
Phil would be so proud to see this building named after him at the college that he chose to further his education…he was an amazing person, and to have this building named after him is incredible.”

Research supported by the Phil Smith Center for Free Enterprise focuses on exploring and highlighting free market economic principles. Faculty members conduct research and develop programs based on the business philosophy and principles that guided Smith over his career:

College of Business Owls had the opportunity to glide into the Phil Smith Center Reading Groups over the 2025-2026 academic year to learn about free-market principles.

The Phil Smith Center continued to sponsor two student reading groups led by Center Director Andrew Garrison and Phil Smith Fellow Bryan Cutsinger, Ph.D. The objective of these groups is to afford students the opportunity to learn more about free-market principles with like minds in a more informal environment than the traditional classroom. Each reading group met once weekly during the fall and spring semesters to discuss ideas presented in a freemarket friendly book. Books covered for the 2025-2026 academic year include Economics in One Lesson by Henry Hazlitt, Atlas Shrugged by Ayn Rand, and How the World Became Rich by Mark Koyama & Jared Rubin.

Each book was carefully selected to expose students to discussions centered on optimal public policy decisions, the role of institutions in a free-market society, and business strategies in light of economic shocks. Each book was carefully selected by reading group moderators to instill free-market principles and inquiry in group participants. Each reading group reached its enrollment capacity in both terms.

Students who regularly participated in group discussions and did not miss more than three reading group sessions received a $150 scholarship at the end of each term. Both reading groups are expected to continue during the 2026-2027 academic year with a brand-new slate of books and future entrepreneurs.

PHIL SMITH

“The reading group with Professor Garrison has been an incredible opportunity to gain a deeper knowledge about the origins of economic growth. This environment made me more curious and analytical about the economic growth that free markets generate.”

“The economics reading group is a great opportunity to expand your learning beyond the classroom. It allows you to discuss and apply what you learn to the real world.”

PHIL SMITH Lecture Series

BURT FOLSOM, PH.D. “THE MYTH OF THE ROBBER BARONS”

The Phil Smith Center was privileged to kick off its 2025-2026 lecture series with Burt Folsom, Ph.D. Folsom, an economic historian best known for his publications The Myth of the Robber Barons and New Deal or Raw Deal, is currently the Young America’s Foundation’s (YAF) longest-serving speaker. Folsom’s engagements centered on expanded executive power, spiraling national debt, and restricted civil liberties dating back to President Franklin Roosevelt’s administration. Folsom masterfully detailed the negative repercussions occasioned by these decisions and how they have left an imprint on public policy decisions throughout the 21st century. With the generosity and collaboration of YAF, attendees at both student and community events received a free copy of the newest edition of The Myth of the Robber Barons.

ROMINA BOCCIA “REIMAGINING SOCIAL SECURITY”

Romina Boccia is director of Budget and Entitlement policy at the Cato Institute. A native of Germany, Boccia made her Florida Atlantic campus debut in November 2024 to celebrate the 35th anniversary of the fall of the Berlin Wall. The Phil Smith Center organized a policy-focused community event and student event that put the spotlight on Romina’s invaluable research on the effects of entitlement policy. This event proved to be fascinating, given that it took place during the longest government shutdown in U.S. history. Guests came equipped with questions and were met with expert responses from Boccia. Topics of discussion often came back to the long-term solvency of Social Security as well as alternatives to the current model.

BEN POWELL, PH.D., AND BOB LAWSON, PH.D.

“CAPITALISM VS SOCIALISM”

During the Phil Smith Center Reading Groups’ infancy, the acclaimed book Socialism Sucks by Ben Powell, Ph.D., and Bob Lawson, Ph.D., served as the honorary book of discussion. Naturally, the Phil Smith Center wanted to give students and community members the opportunity to meet the faces behind what is arguably one of the most influential works in free-market economics in recent memory. Powell is the current director of the Free Market Institute at Texas Tech University and professor of economics at Texas Tech University’s Rawls College of Business. Lawson is the Jerome M. Fullinwider Centennial Chair in Economic Freedom, and director of the Bridwell Institute for Economic Freedom in the Cox School of Business at Southern Methodist University. Powell and Lawson spoke to their experiences traveling countries that are often touted as ‘socialist paradises,’the misconceptions around them, and the institutional-level policies that have engendered lower standards of living compared to their free-market counterparts.

MIKE MURPHY
“TELL THE TRUTH ABOUT SOCIAL SECURITY”

Principles of Macroeconomics students were treated to an engaging guest lecture from Mike Murphy, senior vice president and chief of staff for the Committee for a Responsible Federal Budget. Murphy spoke at great length about the origins of Social Security and on the program’s looming insolvency, which is projected to arrive as early as 2032. Although typically seen as an issue reserved for older citizens, Murphy warned students of the damage the program’s flaws could inflict on younger generations. Students also got the opportunity to work with the ‘Social Security Reformer Tool,’ developed by the CRFB’s research team. This tool allows students to test potential policy reforms for the Social Security program and maintain its solvency in the long term.

JORGE JRAISSATI
“THE FUTURE OF VENEZUELA”

Phil Smith Center visiting fellow Jorge Jraissati gave a rallying lecture on the unique dynamics surrounding Venezuela’s economy and political structure. Jraissati, a longtime Venezuelan freedom advocate, spoke to students regarding the current state of Venezuela since the capture of its former leader, Nicolás Maduro, in January 2026. A native Venezuelan, Jraissati also detailed life under an authoritarian, socialist regime and the irrecoverable opportunities that this system deprived its population of. Students benefited from hearing a firsthand account of the pitfalls created by a planned economy and how free-market, entrepreneurial policies foster long-run economic growth.

SENATOR PHIL GRAMM

“THE TRIUMPH OF ECONOMIC FREEDOM”

U.S. Senator Phil Gramm visited Florida Atlantic during the 2023-2024 academic year. With glowing reviews from attendees and faculty alike, the Phil Smith Center was delighted to welcome him back to campus to discuss his latest book, The Triumph of Economic Freedom. An economist by training, Sen. Phil Gramm has had a long and distinguished career in public service, academia, and the private sector. Before joining the American Enterprise Institute, Sen. Gramm was the vice chairman of UBS Investment Bank, where he provided strategic economic, political and policy advice to prominent corporate and institutional clients. He served in the U.S. Congress representing Texas for more than two decades, first as the 6th congressional district representative to the U.S. House of Representatives, then later as Senator. During a fireside chat led by College of Business Dean Daniel Gropper, Sen. Gramm highlighted the positive effects that stem from America’s capitalist system and debunked the common myths used to undermine its credibility.

LIVE NOT BY LIES

SCREENING Q&A WITH SPECIAL GUESTS:

The Phil Smith Center for Free Enterprise partnered with Angel Studios to host an exclusive screening of Live Not By Lies, an anti-communist documentary based on the acclaimed book by journalist and author Rod Dreher. The film chronicles the experiences of dissidents in former Soviet bloc nations who were persecuted by authoritarian regimes — targeted for their religious convictions or for daring to question those in power. Through their testimonies, the filmmakers illustrate how free societies can gradually descend into soft totalitarianism through the erosion of free speech, unchecked government overreach, and the suppression of religious expression.

Following the screening, RJ Moeller, filmmaker and director, moderated a panel discussion featuring Dreher, Florida Lt. Governor Jay Collins, and commentor Ben Shapiro.

The conversation explored how wellfunctioning institutions that champion

entrepreneurship, free expression, and strong property rights create unrivaled opportunity — and what happens when those foundations weaken. College of Business Dean Daniel Gropper delivered opening remarks, and Florida Atlantic University President Adam Hasner closed out the evening.

Drawing more than 200 guests — including FAU students, faculty, and members of the greater Boca Raton community — the screening marked the Phil Smith Center’s largest event to date, underscoring the Center’s growing role as a forum for vital conversations about freedom, free enterprise, and civic life.

FREE MARKET ROAD SHOW – CONSTITUTION OF CAPITALISM

The Phil Smith Center for Free Enterprise partnered with the Austrian Economics Center to bring the internationally renowned Free Market Road Show to Florida Atlantic’s campus for the second consecutive year.

This year’s installment, themed “Constitution of Capitalism,” examined the legal and institutional frameworks that make free markets possible — and what happens when those foundations erode.

The day opened with a fireside chat featuring Barbara Kolm, Ph.D., John Chisholm, and Michael Williams. Kolm is the founding director of the Austrian Economics Center and president of the Friedrich A. von Hayek Institute in Vienna. A distinguished figure in international economic policy, she previously served as vice president of the Austrian Central Bank and was elected to the Austrian National Council in October 2024. She was joined by Chisholm, entrepreneur, CEO, and investor with four decades of experience

building and scaling technology companies. The founder and former chairman/CEO of Decisive Technology (now part of Google) and CustomerSat (now part of FocusVision), Chisholm holds degrees in electrical engineering and computer science from MIT and an MBA from Harvard Business School. Rounding out the panel was Williams, CFP, founder and president of ALTIUS Financial, Inc., a Denver-based wealth management firm. Williams is the creator of the Defenders of Capitalism Project, a program designed to train future leaders and business professionals in becoming articulate advocates of economic freedom. Together, the three panelists explored the constitutional pillars that enable entrepreneurship and wealth creation, and why safeguarding those pillars is more urgent than ever.

The day continued with a classroom lecture delivered by economist Dan Mitchell to more than 200 College of Business students. Mitchell, who holds a doctorate in economics

from George Mason University, is president of the Center for Freedom and Prosperity and a former senior fellow at the Cato Institute and the Heritage Foundation. His lecture centered on a deceptively simple premise: that government policy, however well-intentioned, often leads to muted or even negative outcomes when it impedes the entrepreneurial engine. Drawing on decades of research in tax policy and fiscal governance, Mitchell walked students through real-world examples of regulatory overreach and its downstream effects on innovation and economic growth.

The Free Market Road Show came to a close with a screening of the award-winning documentary The Housing Bubble (2019), produced by Let Us Disagree Films. Directed by Jimmy Morrison and co-written with New York Times bestselling author Tom Woods, The Housing Bubble traces the mechanisms that led to the 2008 recession — mechanisms rooted in poorly conceived public policy initiatives. The film features commentary

from prominent economists and financial experts, many of whom are affiliated with the Austrian Economics Center, providing analysis of the fallout from the Great Recession and the long road to recovery. Winner of the Audience Award at the Anthem Film Festival and screened in more than 70 countries, the documentary served as a powerful capstone to a day devoted to understanding the institutional foundations of a free economy.

The screening concluded with a post-screening panel discussion featuring Morrison alongside Mitchell and Chisholm. Panelists reflected on the documentary’s themes in the context of the day’s broader conversations, reinforcing the central message of the Constitution of Capitalism: that free markets are not selfsustaining — they require sound constitutional frameworks, vigilant institutions, and an informed citizenry to endure.

FED POLICY UNDER PRESSURE: A MONETARY CONFERENCE

In January 2026, The Phil Smith Center for Free Enterprise partnered with the American Institute for Economic Research and the Shadow Open Market Committee to host “Fed Policy Under Pressure.”

The daylong conference at Florida Atlantic University brought together leading monetary scholars to examine some of the most pressing questions facing the Federal Reserve. Discussion centered on whether the Fed’s independence is at risk, how it can balance price stability and maximum employment when those goals conflict, and whether rising government debt will push fiscal concerns to override monetary policy.

The conference featured keynote addresses from Federal Reserve Vice Chair Philip N. Jefferson and Tyler Goodspeed, chief economist at ExxonMobil and former acting chair of the Council of Economic Advisers. Three expert panel sessions then explored central bank independence, the Fed’s mandates, and fiscal dominance, drawing on the insights of distinguished economists

CUBA’S PATH TO FREEDOM A BLUEPRINT FOR A POST-COMMUNIST TRANSITION

For the first time, the Phil Smith Center partnered with the Independent Institute to host “Cuba’s Path to Freedom: A Blueprint for a Post-Communist Transition” at Florida Atlantic’s College of Business.

The conference brought together leading economists, legal scholars, and members of the Cuban exile community to develop a practical, evidence-based blueprint for Cuba’s postcommunist future. The discussion examined the institutional reforms needed to restore the rule of law, rebuild civil society, and lay the economic foundations for a free and open society.

The conference culminated in a free public lecture from a distinguished panel from the Independent Institute. The panel, moderated by Independent Institute Senior Fellow Gabriel Gasave, featured Ricardo E. Calvo, a Cubanborn child neurologist and researcher who studies Cuba’s political and economic future; Carlos Mira, Argentine lawyer and political

commentator and Pablo Arosemena Marriott, a former Governor of Ecuador’s Guayas Province and former Ecuadorian Minister of Economy and Finance. Their discussion addressed critical questions — from restoring democratic governance and reestablishing property rights to stabilizing Cuba’s monetary system and reviving entrepreneurship and private enterprise. The panelists brought not only policy expertise, but personal perspectives shaped by the realities of communism and its broader impact across Latin America.

LECTURE SERIES

ARTHUR LAFFER, PH.D.

ECONOMIST

The Phil Smith Center is proud to welcome back Arthur Laffer, Ph.D., to the Florida Atlantic University campus in the fall of 2026. Known as the ‘father of supply-side economics,’ Laffer is one of the most influential economists of the modern era and a key architect of President Reagan’s economic policy. His renowned Laffer Curve transformed the national conversation on taxation and economic growth. Students and faculty will have the opportunity to engage with one of the great economic minds of our time.

LECTURE SERIES

ROLAND FRYER, JR., PH.D.

HARVARD ECONOMIST

Roland G. Fryer, Jr., Ph.D., is a professor of economics at Harvard University. Fryer’s research combines economic theory, empirical evidence, and randomized experiments to help design more effective government policies. His work on education, inequality, and race has been widely cited in media outlets and Congressional testimony. Fryer was awarded a MacArthur “Genius” Fellowship and the John Bates Clark Medal — given by the American Economic Association to the most outstanding American Economist under age 40. Among many other honors, he is a fellow of the American Academy of Arts and Sciences and a recipient of the Calvó-Armengol Prize and the Presidential Early Career Award for Scientists and Engineers. Fryer has an ongoing project with the Free to Choose Network, and appears frequently in the Wall Street Journal

At age 30, he became the youngest African-American to receive tenure at Harvard. His current research focuses on education reform, social interactions, and police use of force. Before coming to Harvard, Fryer worked at McDonald’s (drive-thru, not corporate).
