PBA University Honors Michael Vecellio Michael Vecellio received a 2021 American Free Enterprise Companion Medal from Palm Beach Atlantic University, which hosts an annual celebration recognizing accomplishments that exemplify this country’s free enterprise system.

Michael’s father, Leo Vecellio, Jr., received an American Free Enterprise Medal in 2018.

Michael is a Michael Vecellio Vice President at Vecellio Group, Inc., and President – Construction of Vecellio & Grogan.

He serves as a Vice Chair-at-Large for the American Road and Transportation Builders Association (ARTBA), and is an active member of the Economic Council of the Palm Beaches.

Ponch Frank Receives Award Ranger’s Vice President of Asphalt, Ponch Frank, has received an inaugural Leadership Impact Award from ARTBA. Ponch served for two years on ARTBA’s Executive Committee as Chair of its Industry Leader Development Council, after two years as Council Vice Chair.

Vecellio & Grogan is constructing over seven miles of bypass in Rockingham, NC, part of a new four-lane, median-divided freeway (future I-73/I-74 bypass). V&G’s $146-million project includes six box culverts integral to ensuring proper drainage for the new roadway. The last to be built is a triple-box culvert, partially visible in the center of this photo. The project’s vast amount of excavation — 7.3 million cu. yds. — includes about 80 ft. of fill to bring this entire area up to road grade, after completion of the underground utilities work.

V&G recently completed subcontract work on a new section of Wekiva Parkway north of Orlando. Ranger Construction also worked on the three-mile section. Construction included three bridges at Wildlife Crossing #1 and two bridges at Tree Frog Court.

Vecellio & Grogan Picks Up Another NW Florida Project Vecellio & Grogan continues to grow its business in Florida, including the northwest Panhandle area. The company recently received a $21.8-million contract to replace a US-90 (FL-10) bridge over Simpson River in Santa Rosa County.

Work is scheduled to begin in January 2022, with a timeline of just over three years for project completion.

Also in northwest Florida, V&G is building a pedestrian underpass beneath US-98 at CR-30A in East Inlet Beach (photo at far right). The project, which includes tunnel lighting and ADA-compliant access ramps, will help improve safety in the area.

A project for the South Florida Water Management District is also helping to address safety issues. The company has an $11.8-million contract to restore and expand stormwater treatment areas in Belle Glade to help improve the cleanup of runoff before it reaches the Everglades, and provide a safe environment for wildlife living in and around the man-made wetlands. The year-long project began in May 2021.

Near Orlando, V&G has completed work on Wekiva Parkway (photos above), while continuing to build structures for 16 miles of Brightline railroad bed (see next page). In Polk County, crews are doing bridge work on Polk Parkway (below). In St. Lucie County, V&G was low bidder recently on an Intracoastal Bridge replacement project for $111 million.

V&G is finishing multiple projects in West Virginia, while crews are working on an I-81 bridge project in Radford, VA, and a Rockingham Bypass project in North Carolina (front cover and page 2).

Laying it Down: A current Ranger Construction project involves milling and resurfacing Runway 12R-30L at Vero Beach Regional Airport. Ranger also recently performed taxiway improvements at the airport.

Track Base: In a recent project, Ranger Construction laid an oval of porous asphalt base, over which a contractor placed a thick mat of synthetic surface material designed for horse racing, at Gulfstream Park in Hallandale, FL.

Ranger Makes Airport, Track and Street Improvements for example, a street resurfacing job was recently completed for Eastpointe Homeowners Association (photo at bottom right). The project received high praise, especially for Project Estimator & Manager Beatriz Ramirez, who worked closely with the association to coordinate all operations.

Also in South Florida, Ranger has been awarded an annual milling and resurfacing contract with Palm Beach County, with work starting first quarter 2022. At Port Everglades, Ranger Mechanical Services is installing piping and valves for a future Portofino Fuel Storage Terminal.

Known for performing high-quality airport work throughout its Florida markets, Ranger Construction began two such jobs in the second half of 2021. The first is a rehabilitation project at Treasure Coast International Airport (formerly St. Lucie County Airport), including runway and taxiway connectors, shoulders, and electrical modifications.

Also underway is an improvement project at Vero Beach Regional Airport, consisting of milling and paving Runway 12R-30L and other modifications, with completion set for the summer of 2022 (see photo at top left). Ranger’s Central Division is handling both projects, while at Ranger South, crew members continue upgrades at Boca Raton Airport, having completed work on a Northeast Airfield Improvement Project at Palm Beach International.

Within the private sector, the company is constructing a new parking lot, including earthwork and grading, for Christ Fellowship Church in Port St. Lucie, where crews also are repaving at Florida Power & Light’s Walton Service Center.

Ranger Earns MOT, Safety Awards From FTBA

Working safely and producing efficient results is an honored tradition at Ranger Construction. The company received a 2021 Best in Construction Award for outstanding work on a $21-million road widening project in Martin County, FL. The Florida Transportation Builders Association (FTBA) recognized Ranger for its excellent Maintenance of Traffic (MOT) work during widening of Kanner Rd. from four lanes to a six-lane divided highway. The project also included widening of a bridge over the South Fork St. Lucie River, noise wall construction, paving, signal upgrades and more.

The FTBA also presented Ranger with a 2021 FTBA Safety Award, recognizing the company’s admirable OSHA recordable incidents rates. The Safety Award demonstrates the importance Ranger employees place on the company’s safety values, working diligently to keep themselves and their co-workers safe.

Sharpe Crews Stay Busy With Fine Grading, Paving Work For Public, Private Customers Sharpe Bros. saw a very busy end of the year in 2021, completing multiple resurfacing projects in Rockingham and Alamance counties, and in the cities of Greensboro and High Point. This included finishing a time-sensitive project for Branch Civil on US-311 at the NC-68 interchange (see photo below left). Both day and night shifts were required, starting in October, to finish the job. Sharpe also finished improvement projects on US-421 and Church Street, and on road work for the City of Archdale.

Current work includes two jobs for the City of Winston-Salem. The first is a concrete street replacement project (shown above and above left), with work due

for completion in April 2022. The other project involves converting First and Second Streets from one-way to two-way traffic, with completion expected in fall of 2022.

Sharpe Bros. is also working in the city of McLeansville to repave multiple parking lots, as well as a roadway, for a Publix Distribution Center.

New contracts at Sharpe include four resurfacing jobs beginning in 2022: two in Randolph County totaling $5.5 million; one in Alamance County for $2.7 million; and the fourth, in Rockingham County, for $2.8 million.

Also starting in early 2022 is a $13.7million widening project on a section of Alamance Church Road in Greensboro.

he Vecellio Family Foundation continues its generous support for the higher education of selected graduating high school seniors, with a dozen students in 2021 receiving scholarships worth a total of $114,000.

EMPLOYEE DEPENDENT SCHOLARSHIPS

The Vecellio Family Foundation, at its discretion, funds up to three scholarships each year to depen­dents of employees of Vecellio Group, Inc., and its subsidiaries and divisions.

To be eligible, a student must be a graduating senior and be a dependent child (natural or adopted) of a Vecellio Group employee (any company or division) who has at least one year of continuous active employment prior to January 1st of the student’s graduation year (scholarship year).

A fully independent scholarship review and selection committee awards the employee dependent scholarships, choosing from among all eligible applicants. No one from the Vecellio Family Foundation, the Vecellio Group or any of its subsidiaries is involved in the decision.

Employee Dependent Scholarship applications are available to all eligible employees of all Vecellio Group companies.

Contact your local Human Resources department for an application, which must be completed and turned in by March 1, 2022.

Hal Jones Contractor has construction projects underway at several locations along St. Johns River in downtown Jacksonville, FL, addressing bulkhead deterioration and expanding dock capacity.

A bulkhead replacement project continues along the Northbank Riverwalk area, behind the Times Union Center for the Performing Arts (photos above and right). A total of 650 feet of bulkhead are being replaced, with completion due in March 2022.

Hal Jones crews previously replaced 1,500 feet of floating docks in the Riverwalk area.

Not far to the west, crews are adding more floating docks near Jackson Street, to be completed by February 2022, while across the river on the Southbank, expansions to the east and west floating docks near Riverplace Tower have been completed.

In other Hal Jones work, crews have installed the last test pile for the company’s Jacksonville Beach Pier replacement project (photos below). Nearly all the caps have been installed, while beams continue to be placed, along with decking and utilities.

On Banana River near Cape Canaveral, crews worked with Florida Power & Light as they upgraded transmission lines, installing taller power poles for the improvement.

Eighteen poles measuring 165-ft. in height, with bases 55-ft. in length and 84-in. in diameter, were installed as part of phase one. Phase two involved removing the old, 115-ft. poles, along with five 24-in. concrete piles that formed the bases.

EDIT • 30 YEARS DANAMBROISE COONEY • 40 YEARS PLANT MAINTENANCE DIR.ASPHALT OF ASPHALT PLANT OPERATIONS RANGER CONSTRUCTION Edit Ambroise was hired in 1991 at a Miami, FL, road construction company that later underwent several ownership changes, before becoming part of Ranger Construction in 2007.

Edit came to Ranger with a diverse set of skills, having worked on a survey crew, in asphalt plant maintenance, and as a Welder’s Assistant. He also operated a skid steer loader and a plant dump truck.

Edit is known for arriving first at the plant to ensure the hot oil heater has been running and keeping the asphalt liquid tanks, lines, and pumps hot, so the plant can begin making hot asphalt mix without delay to serve customers’ needs.

In addition to his work in Miami, Edit has helped support and maintain the asphalt production operations at Ranger’s Pompano plant.

Edit is also helpful in the management of storage tank inventories, ensuring the plant always has on hand sufficient supplies of equipment fuel and liquid asphalt.

Edit is known for his dedication and work ethic, and his many years of dedicated service are an important part of Ranger’s success.

TIMOTHY MCCORD• 40 • 30YEARS YEARS DAVID JOHNSON FIELD MECHANIC SHOP RANGER CONSTRUCTION VECELLIO & GROGAN* Timothy McCord began working for Ranger Construction in 1991 as a Field Mechanic servicing heavy equipment, working out of the Ft. Pierce, FL, location.

Primarily working on paving equipment, Tim has been a critical part of the paving operations’ success. As equipment technology advanced, Tim added to his knowledge and expanded his skills.

When a vacancy in shop management arose, Tim stepped in and worked as a Shop Foreman for a few years, first in West Palm Beach, then back in Ft. Pierce, overseeing and managing the equipment repair and maintenance for each market area. Thereafter, he returned to his truck as a highly valued Field Mechanic, skillfully troubleshooting and repairing equipment out on the job.

Tim helps to keep the company’s fleet working efficiently and productively. He has a great attitude, is very dependable, and is dedicated to his job and the Company. With his many years of knowledge of the work and equipment, Tim is considered a key part of Ranger’s success.

Walter Davis started his career with Ranger Construction in December 2001, working out of Ft. Pierce, FL. After beginning as a Laborer, he was quickly promoted to Broom Operator in August 2002.

After several years, Walter became a Finish Roller Operator. In November 2020 he was promoted to his current position as a Shuttle Buggy Operator.

Walter’s contributions are many: his managers have described him as a hard worker and someone who, if needed, would work each day of the week no matter where the project was located. Walter is punctual, dedicated to his work, knowledgeable of various machinery, and loyal to his teammates. Ranger commends Walter for his many years of dedicated service and looks forward to his contributions in the years to come.

Garrett Harrison started his career with Hal Jones Contractor in December 2001. He has worked on many projects throughout Florida and Georgia during his tenure. He began his career as a Field Engineer, became a Superintendent in 2004, then was promoted in 2006 to Project Manager, where he has continued to learn, grow, and show dedication to his work.

As a Project Manager, Garrett has been able to successfully adapt to the challenges each day brings. His ability to foresee and recognize problems and recommend solutions while working with others makes him a valuable team member.

Garrett is a loyal and dependable employee, bringing a positive attitude to work daily. He is respected throughout the industry for his leadership, experience, and knowledge of marine construction.

Kenny Newhouse started his career with Ranger Construction as a Laborer in the late 1990s. After a few brief departures during the early 2000s, Kenny returned and stayed, reaching 20 years of service in 2021.

He learned all about asphalt work, progressing to positions of greater responsibility, while also serving in the U.S. Army Reserves.

In his current position of Asphalt Foreman, Kenny has a keen rapport with his team. He has gained the utmost respect from his crew members and managers alike. His vast knowledge of asphalt operations and skills as a teacher have made every crew he works with significantly better. Throughout the years, Kenny has been integral to the success of Ranger’s asphalt operations.

Clyde “Walt” Pierce II started his career with Ranger Construction in October 2001. He began as an Excavator Operator and was promoted to a Grader Operator the following year. Walt continued to excel, was recognized for his talents, and in May 2004 was promoted to his current position of Grade Foreman.

Walt is willing to work wherever and whenever needed, and his contributions have been noted by his managers over the years. He is considered an important part of Ranger’s success.

Walt has worked on many notable projects during his tenure, including road improvements to FL-414 and expansion work at Disney World, as well as railbed work for a Brightline express route expansion project.

Beatriz Ramirez began her career with Ranger Construction in September 2001 as a Cost Engineer.

In 2003, she was promoted to Estimator and after a time also began managing the projects she successfully bid.

Attention to detail has made Beatriz a successful Estimator and Project Manager. She develops and manages business relationships in the private market, which has been invaluable to the Company. Often serving as the face of Ranger, Beatriz exemplifies true professionalism in representing the organization.

Her achievements have contributed greatly to Ranger’s growth and success.

GREGORY O’NEAL • 20 YEARS CHARLES “JR” PAYNE • 30 YEARS SHOP MECHANIC EQUIPMENT MANAGER VECELLIO & GROGAN* WHITE ROCK QUARRIES Greg O’Neal was hired in 1999 as a Welder at Vecellio & Grogan’s shop, later known as Beckley Equipment Repair. He had a few brief departures, before rejoining in 2003. He has served as an instrumental member of the team, achieving his 20-year milestone in 2021.

During his tenure, Greg has worked as both a Shop Mechanic and Field Mechanic, servicing equipment for large projects at Piedmont Triad International Airport in Greensboro, NC. These included PTIA Runway Phases I and II, FedEx Building site, and Honda Jet World Service Center site.

Management and co-workers alike appreciate Greg’s dedication, along with the skill and professionalism he brings to his position. * and affiliated companies

Willard has learned a great deal over the years as the business has grown and industry has changed, and in doing so, he has fostered many innovations to meet customers’ needs. In the fast-paced environment of White Rock’s scale operations, Willard ensures customer’s needs are serviced in a timely fashion.

Because of his attention and dedication to exceptional customer service, Willard is a valuable team member. He contributes to the high level of customer satisfaction that helps keep White Rock at the forefront of the industry.

ROBERTTRUGLIO SNEED • •20 STEFANO 30YEARS YEARS FACILITIES MANAGER RAIL SITE FOREMAN RANGER CONSTRUCTION WHITE ROCK QUARRIES After working 32 years for an automotive parts supply company as a Regional Maintenance Manager, Robert Sneed decided to change industries. He hired on with Ranger Construction as a Facilities Manager in June 2001. He retired in December 2021 after 20 years of valued service.

During his time with Ranger, Robert masterfully displayed his knowledge of HVAC, carpentry, plumbing, and other important maintenance duties. Whether scheduling routine maintenance, expediting repairs posthurricanes, or overseeing new construction, Robert made himself available to stay on top of the task at hand.

Dan Cooney

Dan Cooney started working for Rubin Construction in 1978, shortly before it became part of the Vecellio Group and was renamed Ranger Construction Industries. Dan rose through the ranks to become Director of Asphalt Operations, assuring efficient production and tight quality control at all Ranger plants, making him a highly valued member of the team.

Martha Fite

Martha Fite was hired in 1979 as a Purchasing Clerk with Rubin Construction, which was acquired and renamed Ranger Construction. In the 1980s, she managed the office for a Vecellio & Grogan project in Jupiter, FL. In 1989, she transferred to V&G in West Virginia, where she has worked as an Engineering Assistant, Contract Administrator, Administrative Assistant and Equipment Coordinator.

Leslie Harrell

Leslie Harrell worked for Ranger Construction earlier in his career, left for a number of years, then returned in 2010, contributing another 11 years prior to retirement in 2021. His skills as an Asphalt Paver Operator were appreciated by management and co-workers alike.

Mike Lively

Hired in 1975 on a survey crew, Mike Lively rose through the ranks at Vecellio & Grogan, becoming Survey Party Chief then a Project Engineer. He lent his expertise for foundation work for a new crushing plant at White Rock Quarries in Miami, FL. He returned to engineering and estimating work for V&G’s highway projects in the mid-Atlantic states, eventually becoming Chief Engineer.

Darrell Payne II

Darrell Payne II started in 1976 as a Welder at Vecellio & Grogan’s repair shop in Beckley, WV. He learned a variety of welds and repairs to help keep the company’s fleet of heavy equipment operational. He also became known for his layout and fabricating skills, as well as providing field support work when needed.

Rob Ryan

Already established in his field upon joining Vecellio & Grogan in 2014, Rob Ryan wound down his career by contributing seven years in the Estimating Dept. at V&G, lending his expertise to the team’s efforts.

Robert Sneed

Robert Sneed finished out his long career by joining Ranger Construction in 2001 as Facilities Manager. After reaching 20 years of service in 2021, he decided to retire. (Also see Robert’s service award on page 11.)
