Eleven Students Receive $104,000 In Foundation Scholarships

T

he Vecellio Family Foundation (VFF) continues its generous support of higher education, providing 11 qualified “Class of 2020” high school graduates with scholarships worth $104,000 total. The aid is a tradition dating back to 1973 when the non-profit Foundation, established by Vecellio family members, began awarding scholarships as part of its philanthropic outreach. To date, 414 students have received scholarships worth more than $3.5 million.

In all, ten scholarships worth $10,000 each were granted, with one more, worth $4,000, provided by the generosity of a former VFF scholarship recipient. The funds are disbursed over four years directly to the schools.

The scholarships are made available to graduating seniors at certain West Virginia high schools and programs, and up to three eligible dependents of Vecellio Group employees (see sidebar).

Scholarship recipients are selected by fully independent review boards, not by the Vecellio Family Foundation or Vecellio Group. Selections are made based on SAT/ACT scores, school transcripts and other factors indicating a likelihood of success.

Selected WV Scholarships Nine scholarships were awarded through the Foundation’s West Virginia programs, established to give back to the communities where Vecellio & Grogan got its start.

Representing Shady Spring High School, Jillian Mitchell received a Leo A. Vecellio, Sr., Memorial Scholarship and is attending University of Kentucky.

Liberty High School graduate Brook Athey, who also received a scholarship in memory of Leo A. Vecellio, Sr., is attending West Virginia University.

Four students from Woodrow Wilson High School received assistance. Kayla Tyler is attending Marshall University on a scholarship in memory of Leo Vecellio, Sr.; Madison Miller is attending University of Alabama in memory of Rick Vecellio, late brother of Leo Vecellio, Jr.; and Rachel Feldhake is studying at West Virginia University on a scholarship granted in memory of Al Janutolo, a high-ranking early Vecellio & Grogan employee. A fourth WWHS graduate, John Cowger, is attending Marshall University on a Wilburn & Helena Whitten Memorial Scholarship, established by Tim Whitten, a 1975 VFF scholarship recipient.

Others receiving assistance include Madison Branham, a graduate of Independence High School, who is attending Marshall University on a Leo A. Vecellio, Sr., Memorial Scholarship.

From McDowell County, Connor Blaze White is attending Bluefield State College, aided by a Dr. Dante Castrodale Memorial Scholarship, named in honor of Leo A. Vecellio, Sr.’s brother-inlaw, who was a well-known physician.

The recipient of this year’s Rick Vecellio Memorial Conservation Scholarship/Youth Conservation Award is Josie L. Hill, who is attending Glenville State College.

In addition to providing scholarships, the Vecellio Family Foundation supports numerous other educational, civic and charitable organizations. At Virginia Tech, a VFF endowment supports scholarships, fellowships, a full professorship and, since 2001, the annual Vecellio Distinguished Lecture (not held in 2020 to comply with COVID-19 health and safety protocols).

Employee Dependent Scholarships Two scholarships were granted this year to dependents of employees of the Vecellio Group, given in memory of Leo A. Vecellio, Sr., one of the co-founders of Vecellio & Grogan, flagship company of the Vecellio Group.

Cassidy Arango, daughter of Gonzalo Arango, a Grade Foreman with Ranger’s Ft. Pierce operations, is attending Indian River Cassidy Arango State College, with plans to transfer to University of Central Florida to complete her Bachelor’s Degree in Nursing.

Arlion Andrew “A.J.” Jenkins IV, son of Andy Jenkins III of Vecellio & Grogan, is studying civil engineering at West Virginia University, with plans to pursue a career in highway construction, including getting a ProA.J. Jenkins fessional Engineer (P.E.) license.

Also offered scholarship aid was applicant Logan Schafer, son of Ranger President Bob Schafer. Logan instead opted to serve his country and join the U.S. Army.

Vecellio Group Employees: Is Your Dependent Eligible?

Completed Applications Are Due By March 1, 2021 The Vecellio Family Foundation, at its discretion, funds up to three scholarships each year to depen­dents of employees of Vecellio Group, Inc., and its subsidiaries and divisions.

To be eligible, a student must be a graduating senior and a dependent child (natural or adopted) of a Vecellio Group employee (any company or division) who has at least one year of continuous active employment prior to January 1st of the student’s graduation year (scholarship year).

A fully independent scholarship review and selection committee awards the employee dependent scholarships, choosing from among all eligible applicants. No one from the Vecellio Family Foundation, the Vecellio Group, or any of its subsidiaries is involved in the decision.

Employee Dependent Scholarship applications are available to all eligible employees of all Vecellio Group companies.

Contact your local Human Resources department for an application, which must be completed and turned in by March 1, 2021.

Pier Replacement Project Picks Up Pace In Jacksonville The permitting process is designed to ensure that engineering plans and impacts are reviewed and approved by regulatory authorities. Sometimes changes are required as a condition of permit approval. Other times, the approval process itself causes delays. The ultimate goal is to achieve the function and aesthetics that engineers and designers envision, while minimizing impacts to the real-world environments where the projects will be built.

At Jacksonville Beach, the sun is shining once again on Hal Jones’ pier replacement job, with completion of the 1,000-ft. structure expected in 2021.

Also in Jacksonville, at Fort Caroline National Park, Hal Jones is replacing three spans on a damaged pier under a contract valued at $413,000.

After permitting issues pushed the job schedule out to sea for several months, construction on Hal Jones’ Jacksonville Beach Pier replacement project got back on track over the summer. Crews are finishing a temporary work platform that will hold the cranes and equipment used for building the actual replacement pier.

Hurricanes in 2016 and 2017 destroyed part of the original pier, rendering the end section inaccessible to the public.

The replacement pier, being built under a $9.88-million contract, is designed to be taller and stronger. The structure required the review and approval of multiple agencies. When unexpected permit delays surfaced during construction of the work trestle, progress had to be halted while the owner pursued permit issuance.

Hal Jones Repairing Docks, Bulkheads; In Final Stretch Placing RipRap For U.S. Navy With work on its Collins Road bridge job and installation of floating docks at Friendship Fountain finishing in 2020, Jacksonville-based Hal Jones Contractor, a division of Vecellio & Grogan, turns attention to new area projects in 2021, while continuing to make good progress on several ongoing jobs.

On the north bank of St. Johns River, across from Friendship Fountain, Hal Jones has two other downtown riverfront projects in the works, both also for the city. The Northbank Riverwalk Dock Replacement project, valued at $3.8 million, involves demolition work and, starting in January, installation of 1,500 ft. of floating docks. Nearby is Phase I of a Times Union Bulkhead project with a $3.8-million contract value.

Crews have driven in more than half of the required 340 linear feet of sheet pile on the project.

At Mayport Naval Station, Hal Jones is in the final stretch of installing nearly 3,000 shoreline feet of riprap revetment for the U.S. Navy.

In a project for the FEC Railroad scheduled for March through July 2021, crews will install doublebarrel box culverts and a junction box underneath two sets of railroad tracks. A creek bypass will be installed under the tracks using a 60"-diameter pipe.

Sharpe Bros.’ crews completed fine grading and paving work over the summer for a new Averitt Express facility just west of Greensboro that greatly expands the trucking and distribution company’s ability to service the growing Piedmont Triad region of North Carolina.

When the North Carolina Zoo in Asheboro needed a riprap barrier to keep rhinos out of a pond being treated for algae growth, Sharpe Bros. answered the call, building the barrier to protect the animals’ health.

Sharpe Rocks Zoo Project

New Work At Sharpe Bros. Includes Converting Streets To Two-Way Traffic Sharpe Bros., a grading and paving division of Vecellio & Grogan serving the Piedmont Triad area of North Carolina, recently began reconfiguring two streets in downtown Winston-Salem under a $1.96-million contract. First Street and Second Street are changing from one way roads to two-way traffic corridors. The project requires signal work to match their new configuration. Also included is milling and paving, concrete curb and gutter work, structure adjustments and striping. Begun in November, Sharpe has 150 days to complete the job.

In other work, Sharpe crews are about half-finished a $5.87-million subcontract to pave a newly widened, 3.5-mile section of Horse Pen Creek Road in Greensboro for Yates Construction. (Photos this page.) Completion is scheduled for fall of 2021.

Completed in fall of 2020 were asphalt resurfacing projects for the municipalities of High Point, Elon, Archdale and Clemmons. Finishing in spring of 2021 is paving for an I-74/US-311 and NC-68 interchange upgrade under a $4.4-million subcontract from Branch Civil.

Also in spring of 2021, Sharpe crews will start a $1.87-million contract to resurface sections of one primary road and 33 secondary roads in Guilford and Rockingham counties. The work is expected to run through June of 2022.

Ranger Projects Include New $4.4-Million Job Near Tampa Ranger Construction has been awarded a $4.4-million Morris Bridge Road Project in Temple Terrace, FL, just northeast of Tampa. More than two miles of the roadway west of I-75 will be improved. Work will start in spring 2021. It includes milling and resurfacing, base and shoulder work, drainage improvements, sidewalks and a bike path, guardrails, traffic signals, signage and striping. Ranger has 500 days to complete the job, which has been divided into two segments.

Ranger has performed work on the state’s west coast before, providing services for sister company Vecenergy at Port Manatee on Tampa Bay, for example. Securing additional public- and private-sector work in the area was a natural next step. To oversee this growth, Blair Johnson was brought back on board in 2020 to serve as West Coast Branch Manager. Among Blair’s business development experience is a six-year stint at Ranger earlier in his career.

The company also has a busy schedule in its well-known markets of central and southeastern Florida. In Broward County, Ranger

has received a $1.1-million contract to reconstruct three Broward Blvd./FL-842 intersections, from NW/SW 7th Ave. to east of US-1, replacing dilapidated brick pavers with full-depth asphalt pavement.

East of Orlando, the company has passed the halfway mark on a $55-million contract to build 16 miles of new railroad bed for the expansion of Brightline’s express rail service, which will link Orlando International Airport with West Palm and Miami. Vecellio & Grogan is building the bridge and drainage structures on the project. V&G is also performing structure work on Ranger’s design-build widening of four miles of Polk Parkway/FL-570 in Polk County, and on a section of Wekiva Parkway north of Orlando.

Ranger crews continue making steady progress on a $28.7-million Northeast Airfield Improvement Project at Palm Beach International Airport. (See photos, page 9.) Also at PBIA, the company has substantially completed site development work for a Gulfstream/Jet Aviation facility expansion.

Florida Transportation Builder magazine has selected Ranger Construction as the recipient of its inaugural “Good Corporate Citizen Award” for its efforts to help a local school deal with COVID-19 concerns.

The magazine’s winter issue, just released, recognized Ranger for its good business practices during the pandemic.

In addition to implementing enhanced safety protocols and PPE (personal protective equipment) at all its offices and field operations, Ranger gave generous assistance to a K-8 public school located within its operational area.

Imagine Schools at South Vero, a charter school in Indian River County, FL, asked Ranger for the use of traffic cones to keep students properly separated and ensure foot traffic proceeds in an orderly fashion.

“We didn’t want to send old, asphaltstained cones, so we ordered an entire pallet of brand new ones,” said Bob Schafer, Ranger’s President. “We had ‘Ranger Construction’ stenciled on each cone and had the whole lot delivered to the school campus by late July.”

Providing the school with a pallet of traffic cones is the latest in a long line of community support initiatives taken up by the company. Ranger regularly sponsors fundraising events and programs for schools, sports teams, children’s clubs, and other charities. The company also assists needy and underserved families during the holiday season, among other charitable outreaches during the year.

Ranger Construction has received two awards from the Florida Transportation Builders’ Association, one for the high-quality results achieved on a difficult Interstate interchange project, the other for Ranger’s commendable year-long safety record.

In Brevard County, Ranger was the lead partner on a “Best in Construction” designbuild project on I-95, building a diverging diamond interchange at St. Johns Heritage Parkway. Ranger was joined on the FDOT District 5 project by WGI as Lead Designer, and Eisman & Russo, Inc. as Consultant CEI (Construction Engineering and Inspection).

The project was notable for its environmentally sensitive conditions and difficult project access, which Ranger and its partners successfully addressed.

Ranger also received a 2020 FTBA Safety Award based on the company’s outstanding OSHA log for the year 2019.

Vecellio & Grogan is building a 7.2-mile section of Rockingham Bypass, a new highway in Richmond County, NC. It is V&G’s largest contract ever at $146.1 million, and involves 7.3 million cu. yds. of excavation, and the construction of eight bridges and six box culverts. New Contracts In Florida Add To V&G’s Work Volume Vecellio & Grogan has picked up several new projects in Florida, adding to those already well underway in the Sunshine State. The company also has a new bridge job in West Virginia, adding to its busy schedule in the mid-Atlantic states as well.

V&G was contracted by FDOT for a short, two-week project to drive a test pile near a US-1 bridge over the Intracoastal Waterway in Jupiter, FL. The test pile allowed for important vibrational and other testing data to be collected at the site of an upcoming bridge replacement project. The DOT is scheduled to put the bridge project out for bid in the spring of 2021.

Overseeing the Jupiter test pile work was V&G’s new Marine Operations Director, Cory Butz, and Manager, Michael Chmara.

In another new Florida job with a more typical timeframe, Vecellio & Grogan is building a six-mile length of concrete lining on a connection canal for South Florida Water Management District in recently completed a Test Pile projPalm Beach County. It is being performed under an $11.8-million subcontract with Thalle Construction Company.

In Central Florida, V&G crews will build a two-span bridge on the mainline of Polk Parkway, starting late spring/early summer of 2021, under a subcontract with Ranger Construction.

V&G has been awarded other new Florida work as well, with signed contracts expected in early 2021. These are in addition to projects already underway in the state, such as building bridges and elevated roadway for a new section of Wekiva Parkway near Orlando under a $21.7-million contract; and bridge and culvert work for 16 miles of Brightline railroad bed, for $23 million.

Brightline is expanding its express rail service from Orlando to West Palm and Miami. Another current Florida job involves building electronic Turnpike tolling structures. (See photos, page 8.)

In West Virginia, V&G has added a $2.7-million Mossy Bridge replacement project in Fayette County, while work in progress includes reconfiguration of I-79’s Exit 99 near Weston, valued at $26.6-million, and improvements to 38 miles of mostly rural roadways in two southern counties.

Near Radford, VA, the company is more than half finished a $48.6-million project to replace an I-81 bridge over New River.

In North Carolina, V&G is building a $146-million section of Rockingham Bypass in Richmond County (photos at left). Meanwhile, crews have substantially completed work on a $58.7-million, US-221 widening project in Ashe County.

R

nown to his friends and co-workers as “Duf,” Lemercier Dufresne was hired in 1980 at PAVEX Corporation, a Vecellioowned company that later became part of Ranger Construction. Starting as a Broom Tractor Operator on a paving crew, Duf’s high quality of work earned him a promotion to a Loader Operator at the Pompano Asphalt Plant, where he has continued his reliable and meticulous work.

Throughout his 40 years, Duf has shown he is dedicated to continually learning and developing his skills. He is always lending a hand to others, and has helped train and develop other employees who have joined the team. Duf is greatly appreciated for his many contributions to the Company’s success.

obert “Bob” Stenzel came to the Vecellio Group’s energy division through the purchase of a Chevron petroleum products terminal in Albuquerque, NM. The move expanded the terminal holdings of South Florida Materials Corp., operating as Vecenergy.

Originally hired in 1980, Bob is currently a Senior Terminal Operator. He has a strong knowledge of terminal operations and uses a safety-first approach at all times, which has helped the organization navigate successfully on many important projects.

Bob’s knowledge and skills have been vital to keeping the Albuquerque facility working safely and productively. His four decades of dedicated service are greatly appreciated.

NATE MALONE • 40 YEARS* PIT FOREMAN WHITE ROCK QUARRIES

DANNY WALKER • 40 YEARS EQUIPMENT SUPERINTENDENT VECELLIO & GROGAN**

riginally hired by Ranger Construction in 1979, Nate Malone worked as a Dragline Oiler and Equipment Operator. He ran a dozer, front-end loader and a road rock crusher.

In late 1986, Nate transferred to a new Vecellio start up division – White Rock Quarries – working as a Loader Operator. He also learned new skills and took on new responsibilities. Nate soon became the Foreman of the quarries’ pit operation, responsible for road rock production and coordinating mining of the lakes.

Nate retired several years ago, but came back for a short period to help out at White Rock South.

anny Walker started with Vecellio & Grogan as a Mechanic’s Helper in the Beckley, WV, shop in 1980. Danny was promoted to Heavy Equipment Mechanic in 1983 and later spent time working in the field assisting other Mechanics.

Danny was soon promoted to Equipment Manager where he played a key role in implementing CAT’s product link system on the Company’s equipment, reducing repair costs and extending equipment productivity and longevity.

Danny was promoted to his current position of Equipment Superintendent in 2004.

Throughout his 40 years at V&G, Danny has brought new ideas and made process improvements, with a strong focus on safety, efficiency, and cost reduction. His loyalty and dedicated service are greatly appreciated.

KEVIN COLEMAN • 30 YEARS TERMINAL SUPERVISOR VECENERGY

evin Coleman was hired in 1990 at a Chevron petroleum products terminal in Macon, GA, which later became part of Vecenergy via acquisition by South Florida Materials Corp.

Throughout his career, Kevin’s experiences developed and progressed to include being a Terminal Operator, Senior Operator, and now his current position of Terminal Supervisor. He plays a vital role in overseeing the terminal operations in Macon to ensure safety, productivity and efficiency.

Kevin has a positive attitude, is dependable and is dedicated to his job and the Company.

With his knowledge and experience, Kevin is a valuable team member. His 30 years of dedication and service are greatly appreciated.

ELIJAH HOLMES, JR. • 30 YEARS MECHANIC’S HELPER WHITE ROCK QUARRIES

E

lijah Holmes started with White Rock Quarries in 1990 as a Dragline Oiler. He developed a knack for doing the job safely and efficiently, and was promoted to Lead Oiler. Keeping the machines well lubricated, cleaned, and painted resulted in lower costs and allowed for higher productivity.

Elijah’s hard work, dependability and willingness to do what was required led to his promotion to the position of Mechanic’s Assistant. He has performed many other roles over the years, keeping White Rock’s shops clean and orderly, with the safety of crew members in mind.

Elijah has consistently shown the ability to take care of any needed task to keep the shop or mobile fleet operating safely and at peak performance. He also operates a broom tractor to clean the property’s asphalt roadways. Elijah is a great asset and the Company truly appreciates his 30 years of service.

ewis Johnson came to the Vecellio Group through Ranger Construction’s 2007 acquisition of an APAC asphalt contracting operation in Miami, where Lewis had begun his career as a Bulldozer Operator in 1990.

Lewis’s value to the organization was apparent from the start. Throughout his tenure, he has taken the opportunity to learn and master several positions. He is a dependable team player, dedicated to his work, and he takes seriously the Company’s safety culture. Lewis’ good attitude and work ethic have made him a valuable employee. JAMES OLORTEGUI • 30 YEARS PAVING FOREMAN RANGER CONSTRUCTION

J

ames Olortegui began working for PAVEX Corporation in 1990 in Winter Garden, FL, which is now operating as the Central Division of Ranger Construction Industries.

James has had a diverse career, working his way up to Paving Foreman by learning all aspects of the asphalt trade. He began his career as a Laborer, learning how to operate various machinery over the years. He has spent time as a Rough Roller Operator, Finish Roller Operator, Screed Operator, and Paving Foreman Trainee, before earning a promotion to his current position, Paving Foreman.

James has a great attitude, is dependable, and is dedicated to his job and the Company. With his many years of knowledge of the work and equipment, he is considered a key employee to the entire organization. His many years of loyalty and service are greatly appreciated.

im Smith joined Vecellio & Grogan with previous industry experience, efficiently stepping into his role as a Project Manager. Over his 30 years with V&G, Jim has managed a wide range of projects of varying scopes, sizes, and difficulties.

Jim traveled wherever the jobs took him, managing projects in Buckhannon, WV; Unicoi County, TN; Cedar Bluff, VA; Wardwell, VA; the Greenville-Spartanburg Airport in Greer, SC; Wilkesboro, NC; Big Rock, VA; Wake County, NC; Logan County, WV; Grant County, WV; Blowing Rock, NC; and Ashe County, NC. Especially notable, Jim led several huge projects at the Piedmont Triad International Airport, NC, starting in 2003. These included the relocation of Bryan Boulevard; New Runway Construction Phases I and II; Honda Jet World Service Center site preparation Phases I and II; and site work for a new FedEx distribution hub.

Jim’s knowledge, dedication, and leadership have been instrumental in the successful completion of numerous projects. His 30 years of loyal service and greatly appreciated.

JEFFREY SOFRANEC • 30 YEARS SENIOR TERMINAL OPERATOR VECENERGY

J

effrey Sofranec began working as a Terminal Operator in 1990 at a Chevron petroleum products terminal in Macon, GA. The facility later was acquired by South Florida Materials Corp., becoming part of Vecenergy, the Vecellio Group’s energy division.

During his career, Jeffrey has excelled in learning new subject matter pertinent to the industry, including becoming knowledgable in the required areas of Hazardous Waste and HAZMAT Operations.

With his knowledge and talents, he was later promoted to his current position, Senior Terminal Operator, where he is an integral part of the Vecenergy team. Jeffrey is a true professional and a dedicated and trusted co-worker, whose years of service are greatly appreciated.

CLYDE BAILEY, JR. • 20 YEARS PROJECT ENGINEER VECELLIO & GROGAN**

C

lyde Bailey has worked on many high-profile projects during his tenure with Vecellio & Grogan. He began in 1999 as a Survey Party Chief, completing a US-421 project in North Carolina. After a brief intermission, Clyde rejoined V&G to work on the Piedmont Triad Airport Runway, Phases I and II; FedEx Building site; and Honda Jet World Service Center projects, all in Greensboro, NC. He later worked on Corridor H in West Virginia, then transferred to V&G’s Beckley office.

Clyde returned to the field as Project Engineer on a Logan County, WV, Route 10 job, then V&G’s Western Loop project in Greensboro, and US-74/I-26 improvements in Polk County, NC. He is currently lead Project Engineer on additional WV-10 work, this time in Wyoming and Mercer counties.

Clyde has served as a key member of the Survey and Engineering teams and his contributions over two decades are greatly appreciated.

CANDELARIO BENAVIDEZ • 20 YEARS BROOM TRACTOR OPERATOR RANGER CONSTRUCTION

C

andelario Benavidez began his career on a milling crew as a Milling Operator, learning different aspects of asphalt work. He came to Ranger Construction through a 2007 acquisition of an APAC asphalt contracting operation in Miami. Candelario’s hard work and dedication led to other experiences, providing opportunities to learn how to operate different machinery.

His current position is Broom Tractor Operator. Candelario also helps rake asphalt when the need arises and assists his fellow teammates in various other capacities.

20 YEARS OF SERVICE JACKIE DAMIAN • 20 YEARS PAYROLL MANAGER RANGER CONSTRUCTION

H

ired in 2000, Jackie Damian began her service with Ranger Construction as a Human Resources Clerk.

Ambitious and hardworking, Jackie transferred to the Payroll Department and was promoted to Payroll Manager in 2006.

Jackie ensures Ranger’s many hundreds of employees, as well as Vecellio Management Services staff, receive accurate paychecks. Her dedication and attention to detail to track down unreported employee time requires enormous patience, persistence and devotion. She has worked through non-operating computers and software, holidays, hurricanes, and now a global pandemic.

She does whatever it takes to make sure everyone receives accurate wages.

Although often taken for granted, the payroll function nevertheless drives employee morale. In all her years, Jackie has never missed a payroll processing week. Her 20 years of dedicated service are greatly appreciated.

GABRIEL DELGADO • 20 YEARS ASPHALT CREW LEAD RANGER CONSTRUCTION

abriel Delgado was hired in 2000 as a Screed Operator with a Miami APAC operation that became part of Ranger Construction in 2007.

Throughout the years, Gabriel has displayed knowledge, dependability and leadership skills, which led to him becoming an Asphalt Crew Lead. Gabriel is the “second in charge” to the Foreman in Miami and is considered a valued team member of the entire organization. His knowledge and positive attitude are attributes making him a good leader, and he is appreciated and respected by his team. His two decades of valued service are greatly appreciated.

ROLAYME FABELO • 20 YEARS SERVICE TRUCK OPERATOR WHITE ROCK QUARRIES

R

olayme Fabelo began working for White Rock Quarries in January 2000 as a Dragline Oiler, developing a wide range of skills. During his tenure, Rolayme has held many different positions, such as Pressure Cleaner Technician, Machinery Fuel Provider, Mechanic’s Helper and 14

now his current position as a Service Truck Operator, looking after heavy equipment needs.

Rolayme’s knowledge of the preventive maintenance program implemented by the Company, along with his attention to detail, help keep White Rock’s heavy equipment fleet operating at peak performance, reducing down-time and the need for repairs. Rolayme takes pride in his ability to service a variety of machines safely and efficiently. He also helps train others and works closely with the entire service team.

SCOTT GAMBLE • 20 YEARS QUALITY CONTROL TECHNICIAN RANGER CONSTRUCTION

S

cott Gamble joined Ranger Construction as an Asphalt Lab Technician in 2000, as the FDOT was developing QC2000 specifications for quality control.

He served as an integral member of the West Palm Beach facility, successfully meeting and exceeding established industry requirements. He has a depth of experience in materials testing, including soils and concrete.

Scott has grown to be one of the QC Department’s key figures. He leads by example and has trained most of the QC staff in lab work, materials testing and mix designs. He’s a “go-to” person for questions about asphalt mixes.

Scott has earned a great reputation with the FDOT for his abilities in designing asphalt mixes and proficiency in testing. His dedication, dependability, knowledge, and commitment to quality in the mix designs that Ranger’s South Division produces from Fort Pierce to Miami make Scott a valued and greatly appreciated employee over his 20 years of dedicated service.

CLINTON GORDON • 20 YEARS SALES LOADER OPERATOR WHITE ROCK QUARRIES

linton Gordon began working for White Rock Quarries in 2000 as a Sales Loader Operator. Being able to load customers’ trucks safely, efficiently, and as quickly as possible is a critical aspect of White Rock’s daily operations and Clinton excels in his ability to provide this service. Clinton possesses an excellent aptitude which allows him to learn and operate the newest machines very quickly.

na Jakusevich was hired in 2000 as a Programmer for the Group’s IT Department. Ana has experienced many changes, with constant innovation of technology. She has helped update and enhance many system platforms, including the integration of JD Edwards Oracle, which supports all business functions companywide. She is also a key member in designing custom reports from scratch to facilitate data extraction and analysis.

eith Reisinger began working for Ranger Construction in 2000 at the Winter Garden, FL, location of the Company’s Central Division. A valued team member, Keith is responsible for maintaining and servicing machinery and the trucking fleet, as well as safely and efficiently fueling field equipment.

H

al “Doug” Rosencrans was hired by Ranger Construction in 2000 with significant knowledge and an already impressive career in the asphalt industry.

Doug began with Ranger as a Foreman, working his way up the ranks to become a respected and successful Asphalt Manager, then Asphalt Superintendent. His wealth of knowledge has helped lead Ranger through many successful projects. He has earned numerous professional certificates related to safety, risk control, and job site supervision.

Even in semi-retirement, Doug continues to build Ranger’s staff, lending expertise in the recruitment of qualified asphalt candidates. He also has assisted with the bidding and executing of difficult asphalt projects. His 20 years of service are proudly recognized and greatly appreciated.

NELSON RUIZ • 20 YEARS LOADER OPERATOR WHITE ROCK QUARRIES

N

elson Ruiz originally joined White Rock Quarries in 1994, then after several years away returned to the Company, reaching 20 total years of service in 2020.

Nelson began his career as a Mechanic’s Helper, later moved to the Survey crew, then learned how to operate the Pioneer Crusher. As Nelson continued his career progression, he became very

knowledgeable about White Rock’s range of equipment. A versatile employee, he became trained as a Haul Truck Operator, Backhoe Operator, and Loader Operator.

As a professional Utility Operator, Nelson takes great pride and satisfaction in his work.

From early in his career, he learned the importance of loading materials quickly and safely, understanding the proper amount of product to “feed” the Plant. Nelson’s ability to properly and skillfully load haul trucks that deliver material to the Plant is a key reason why White Rock’s Plant consistently operates at peak efficiency. His 20 years of dedicated service to the Company are greatly appreciated.

EDDIE SMITH • 20 YEARS MECHANIC RANGER CONSTRUCTION

ddie Lee Smith was hired in 2000 as a Shop Mechanic for Ranger Construction’s Central Division.

He has worked at Ranger’s Fort Pierce, FL, location maintaining and servicing equipment and the trucking fleet, as well as fueling all machinery. Eddie always has a smile on his face and is more than willing to help in any way he can.

With his “never say no” attitude and ability to adapt, Eddie is a valued team member. Whether working at the shop or in the field fueling vehicles and equipment, Eddie is an important contributor to the success of the organization. DELIAN STEFANOV • 20 YEARS LOWBOY TRUCK DRIVER RANGER CONSTRUCTION

D

elian Stefanov began working for Ranger Construction in 1999, helping on a grading crew at an airport project. He left the Company for a short time, then returned as a Lowboy Driver.

His past experience as an Equipment Operator helped him become successful as a Lowboy Driver, which requires driving equipment onto the truck bed, delivering it safely to the next destination, then carefully unloading it. Delian is a team player, is focused on safety, and is dedicated to his work. His tenure and knowledge have led him to become the lead trainer of newly hired Lowboy and Dump Truck Drivers. He has a positive attitude towards work and his positivity is reflected with those whom he encounters. The Company greatly appreciate’s Delian’s 20 years of dedicated service.

c Health & Safety Protocols Take Aim At COVID-19

ARTBA’s Annual Safety Award

With COVID-19 still a global concern, the Vecellio Group has continued adhering to strict health and safety protocols to keep employees working safely at its transportation infrastructure, aggregates, and energy operations.

Now that COVID-19 vaccines are being distributed and administered, the Group strongly recommends that employees take the vaccine as soon as they can to keep themselves, their families and fellow workers as safe as possible.

Robert Combs

Robert Combs was hired in 1997 by Cliff Berry Inc., now operating as South Florida Petroleum Services, part of Vecenergy, the Vecellio Group’s energy division. He retired in 2020 after more than 23 years of service.

As Lead Person in Charge, Robert led the dock team and enforced security at the company’s Port Everglades petroleum transfer facility. He trained new employees on dock operations, and handled maintenance and repair issues.

Grady Gibbons

Grady Gibbons Jr., a Bridge Carpenter with Hal Jones Contractor, hung up his tool belt in November.

Hired in 2002, Grady made the transition when Hal Jones became a division of Vecellio & Grogan in early 2018. His consistent efforts contributed to the Company’s success.

SAFETY ROUNDUP Ranger Construction’s South Division placed among the top 3 nationally for a prestigious Safety Award sponsored by the American Road & Transportation Builders Association. Ranger and another company essentially tied for the runnerup position.

ARTBA’s Safety Award criteria examined the division’s robust safety program, including its workplace protocols and training methods, as well as the actual results achieved.

Well done, Ranger South! Keep up the great work!

RET I REMENT S Thomas Hebden III

Hired in 1991, Ranger Central Shop Mechanic Thomas Hebden III retired in 2020 after nearly 30 years of service and dedication to the Company. He worked to a consistently high skill level, at one point serving as a Foreman, guided by years of knowledge to help keep Ranger’s equipment running properly.

Paul Kirkland

Paul Kirkland retired in June after nearly 23 years at Hal Jones Contractor. He joined Hal Jones’ staff in 1997 as a Project Manager.

With his strong work ethic and high level of knowledge and skill, he was promoted to Vice President.

Paul oversaw pile driving, bulk head work, dredging and bridge construction, earning recognition for his high-quality work. He emphasized working safely and efficiently, and was a valuable team member.

Jim Lowery

Welder James Lowery has packed up his tools after a 45-year career with Vecellio & Grogan’s Beckley shop, known in recent

d years as Beckley Equipment Repair. Hired in 1975, Jim’s knowledge and skill grew steadily over the years, making him one of the most skilled welders and fabricators in the business, able to handle even the most complex assignments.

Heriberto Valentin

Heriberto Valentin was hired in 2005 as an Asphalt Roller Operator at a Medley, FL, APAC location which later became part of Ranger Construction. He retired in 2020 after 15 years of dedicated service and contributions to the Company’s success.

Scotty Workman

James D. “Scotty” Workman, a Superintendent at Hal Jones Contractor, retired in June after 22 years of service. Hired in 1998 as a Carpenter, Scotty developed leadership abilities in addition to his hands-on skills. He was promoted to Foreman, then eventually to Superintendent.

Scotty’s knowledge and experience earned him the respect of his peers, managers, and client representatives alike.

d Ranger Construction Earns An FTBA 2020 Safety Award

Employees at Ranger Construction Industries can be proud of their organization for maintaining an OSHA reportable incidents rate that is much better than industry norms. The efforts for the 2019 earned the company a 2020 Safety Award from the Florida Transportation Builders’ Association.

ARTBA Safety Certifications Show Group’s Commitment

The Vecellio Group has had two more employees earn their Safety Certification for Transportation Project Professionals (SCTPP), a trademarked program of ARTBA. Kevin Bennett and Gary Butters of V&G are the latest to receive certification. Sixteen Ranger employees have also earned the designation.

Another 21 individuals from V&G and Sharpe Bros. are ready to take the SCTPP exam once testing facilities, closed due to COVID-19, are reopened.

Carlos Gonzalez

Heavy Equipment Mechanic Carlos Gonzalez of White Rock Quarries passed away in 2020. Hired in August 2003, Carlos was a valued team member who helped keep the equipment in peak condition.

Joe Chamless

After 38 years as a Service Truck Operator at Ranger Construction, followed by a number of months away from the company, Joe Chamless passed away in late 2020.

Hired in 1982, Joe earned a reputation as one of the best service men in the business, expertly maintaining the fluids in Ranger’s wide range of heavy equipment.

Joe was neat, thorough, and kept a good safety record. Joe was Lead Service Man at the West Palm Beach location, and also helped train Service Truck Operators at other Ranger locations.

Vecenergy Adapts To Market Demand With Upgrades At South FL Port and NM Terminal Vecenergy’s petroleum products terminal in Albuquerque, NM, completed a tank retrofit in 2020, increasing the facility’s capacity for UltraLow Sulphur Diesel fuel to keep up with market demand.

Meanwhile, in South Florida, Ranger Mechanical Services has continued work to relocate a manifold system at Berth 9 in Port Everglades for Vecenergy’s South Florida Petroleum Services. The fuel Vecenergy’s New Mexico terminal has completed a retrofit of Tank 23 to increase its capacity for Ultra-Low Sulphur Diesel. unloading arms also will be relocated when the port widens the slip to accommodate today’s larger cargo ships.
