V&G Awarded $146 Million Rockingham Bypass Job In N.C. Vecellio & Grogan has contracted some large projects over the years, but none quite as sizable as its $146.17-million Rockingham Bypass project in Richmond County, North Carolina.

Under the new contract, awarded in the fall of 2019, V&G is building 7.2 miles of new highway just outside Rockingham, creating a limited access route from US-220 on the north side to an existing US-74 bypass on the west. Built to Interstate

standards, the four-lane divided highway will be designated part of I-73/I-74, as well as US-220.

Grading work on the project includes 7.3 million cu. yds. of excavation, which is also a company record. V&G will schedule both day and night shifts to handle the earthwork.

Structures and drainage work includes six box culverts and a small channel change (stream redirection), along with eight bridges and eight MSE walls.

Ranger Building 16 Miles Of Rail Bed For Virgin Trains’ Expansion

uled to take on the Virgin Trains brand, the “higher-speed” train route runs from Miami to West Palm Beach. The expansion will take the service farther north and west into Central Florida, with a terminal at Orlando International Airport.

Ranger’s section, linking the airport to the Florida East Coast rail corridor, includes bridges, culverts, drainage and fencing, in addition to grading work on the rail bed. Approximately 750,000 cu. yds. of excavation and 2 million cu. yds. of embankment will be needed, along with construction of eight box culverts and five bridges.

Ranger is a subcontractor to Granite Construction on the project, with two years to get the rail bed ready for the next phase of work by the contractor, which includes the installation of cross ties, ballast and A Ranger grading crew works on Virgin Trains USA’s expansion rail. Ranger Opens Asphalt Plant In Ocala, Fla. To keep up with market demand, Ranger Construction has opened its seventh asphalt plant, located in Ocala, Fla. The plant serves company projects and external FOB customers northwest of its DeBary and Winter Garden facilities.

The new location Ranger extends its service reflects the shifting area in Central Florida. growth patterns in Florida. For years Ranger owned and operated an asphalt plant in Grant, between Vero and Melbourne, but work in that area slowed to the point of discontinuing service. Construction activity in Florida has rebounded since then, with activity north of Orlando guiding the decision to locate a plant there.

avid Boston, a highly valued 40year employee, unfortunately passed away in 2019.

Dave was hired in 1979 by Black Rock Contracting in West Virginia to maintain the electrical systems in its asphalt division.

He also proved a very valuable resource for our Florida operations as well, working in the field on equipment.

In 1983, Dave transferred to Florida fulltime. He helped set up, relocate, operate and maintain the asphalt plants and their electrical and electronic components for company facilities through­­out the state. His wealth of electrical expertise and knowledge of asphalt production made him a very important part of the Ranger team. He is missed by all.

artha Fite joined the Vecellio Group in May 1979 as a Purchasing Clerk with Rubin Construction, which was acquired and later renamed Ranger Construction. In 1985, she became the Office Manager for Vecellio & Grogan’s I-95 interchange project in Jupiter, Fla. Upon completion in 1988, she returned to Ranger, becoming an Asphalt Technician.

In 1989, Martha made the move to West Virginia and began working as an Engineering Assistant at Vecellio & Grogan. In 1992, she was promoted to Contract Administrator, while holding a dual role as Administrative Assistant to (now-retired) Danny Castrodale, who oversaw Equipment and Safety.

Martha currently works as the Equipment Coordinator for Beckley Management, V&G’s office management team. Martha is well-known for her dedication and loyal service, and her 40 years of service are greatly appreciated. *and affiliated companies 4

ike Kracunas began his career as a Utility Operator with Rubin Construction, which was acquired and later renamed Ranger Construction Industries.

Mike worked in the field and provided administrative project support, coordinating activities with the Estimating Department. In 1982, he moved full-time to the Estimating Department, preparing bids for Ranger and Stuart Contracting, another Vecellio-owned company in South Florida that was later merged into Ranger. Mike has shown he is dedicated to continually learning and developing professionally by the many classes and certifications he has earned. Mike has prepared bids on a wide range of public- and private-sector jobs for us, from airports to golf courses. Mike is a true professional and trusted co-worker. His 40 years of greatly appreciated service have made him integral to Ranger’s success.

KEVIN PHILLIPSON • 40 YEARS NAME • YEARS SUPERINTENDENT CURRENT TITLE RANGERCOMPANY CONSTRUCTION

K

evin Phillipson began his career in June 1979 as a Flagger with Rubin Construction before it was acquired and later renamed Ranger Construction Industries. Kevin showed tremendous drive and enthusiasm and by 1996 he had become a Superintendent. During his tenure he worked with Ranger’s Golf Division, helping to build golf courses in Florida, California, North Carolina, Kentucky, Virginia, Mississippi, and Alabama.

Kevin later transferred back to road construction where he has continued contributing to the company’s success. Kevin has been instrumental on both private and public projects .

Clients often request him by name, particularly for airport work, where he is a subject matter expert. He was worked on nearly 30 projects

at Palm Beach International Airport in the past 25 years. He has earned numerous professional certifications related to safety, risk control, and work site supervision.

Kevin is respected by peers and management alike. His 40 years of dedicated service to the company are greatly appreciated.

He plays an important role in servicing a range of equipment, ensuring that company personnel have properly functioning machinery to operate on their projects.

Joe has a great attitude and work ethic.

He is very dependable and is dedicated to his job and the company. With his many years of knowledge, both of the work and the equipment, Joe is a valued team member within the organization. att Farley has a commitment to learning and growing. He was hired in September 1989 as a Laborer at Vecellio & Grogan’s shop in Beckley, W.Va. He was transferred to the Powell Mountain project in Nicholas County in 1993 as a Rodman/Instrument Man. Matt continued adding to his skills and in 1996 was promoted to Assistant Engineer, transferring to the Engineering Department in Beckley. Matt participated in both bridge and highway construction engineering and soon learned how to estimate and bid bridge work.

As Matt’s career progressed, he eventually was put in charge of bidding and managing bridge projects, including the South Potomac River Bridge in Hardy County. His leadership skills continued developing and in July 2010, he was promoted to Vice President of Structures.

In July 2016, Matt was promoted to his current position, Vice President of Vecellio & Grogan. Matt’s 30 years of hard work and dedication are greatly appreciated and have played a key role in V&G’s success.

lder Martin, Jr. began his career as a Screed Operator for Ft. Pierce Contracting, a Vecellio-owned company that later became part of Ranger Construction. Through training and dedication, Elder became highly skilled as an Asphalt Paver Operator, a position he continues to hold.

Elder is dependable, with a positive attitude, and strong knowledge of how to safely and efficiently pave asphalt. ose “Joey” Rabassa continues to grow in his technical expertise and employee management skills as White Rock Quarries expands with newer and more sophisticated heavy equipment.

Joey was hired in 1989 as a Plant Mechanic, then developed into a Dragline Operator, later being promoted to Lead Man for heavy equipment maintenance.

Now as the Foreman of Equipment Maintenance, Joey supervises Mechanics and Service Crews, ensuring they have the proper guidance, tools, and parts for the wide variety of assignment they are given.

Joey’s ability to troubleshoot problems and manage his crew efficiently plays an important role in the company’s day-to-day success.

serves as Chief Estimator of Ranger’s Central Division. With his range of knowledge and experience, Steve brings a unique perspective to bidding Ranger projects. uben Washington is always moving with precision and purpose. He began his career at White Rock Quarries in 1989 as a Haul Truck Operator. He then moved to the Survey Crew, and later became a Loader Operator.

From his time spent as a Haul Truck Driver, Ruben learned the importance of loaders operating properly and safely, providing the correct amount of product to supply the plant.

Ruben’s ability to skillfully load the haul trucks supplying the plant is an important part of White Rock maintaining peak efficiency.

Throughout his carrier, Ruben has operated his equipment safely and with attention to detail.

A

milcar “Antonio” Alvarez was hired in 1999 as a shop hand for PAVEX Corporation, a Vecellio-owned company that later became part of Ranger Construction. He worked as a Parts Runner at the Pompano facility and was responsible for maintaining and managing the shop inventory.

In 2003 Antonio joined the Quality Control (QC) Department. As a Trainee, he learned how to sample and test asphalt mixes to ensure compliance with FDOT specifications. Within the next three years, Antonio obtained all the FDOT certifications required to perform duties as a plant and roadway QC Technician.

With his “never say no” attitude and ability to adapt, Antonio is a valued team member. Whether working at the shop, operating equipment, or working in the Quality Control Department, Antonio has been an important part of the Company’s success. His 20 years of dedicated service are greatly appreciated.

avid Hurst joined Vecellio & Grogan in July 1999 after graduating from West Virginia University with a B.S. Degree in Business Administration.

He joined the Information Technology Department (then called Management Information Systems, or MIS) at the Beckley, W.Va., office, working in Systems Support.

David has a professional work ethic, with the ability to learn and grow as technology changes. Over his 20 years he has progressed to become a Senior Technical Manager, serving as the senior architect of cloud and on-premise technology, which includes data storage, telecommunications, security, data protection, and disaster recovery. He also has expertise in cybersecurity with skills in advanced threat protection.

David says, “I was first under Vecellio & Grogan, then Beckley Management, then Vecellio Group, and finally Vecellio Management Services. I have sat in this same corner for all 20 years. I have faced different ways and had walls built around me, but still sit in the same spot.” From that “spot” David and the technical team he now leads have built and rebuilt the Company’s networking, security, and servers, while also providing support before and after regular business hours for the Group’s asphalt 6

plants, quarry operations, and Vecenergy terminals. Dave’s two decades of highly valued service are greatly appreciated and proudly recognized.

MICHAEL JENSEN • 20 YEARS NAME • YEARS AREA MANAGER CURRENT TITLE RANGERCOMPANY CONSTRUCTION

M

ike Jensen is a longtenured employee who began working for Ranger Construction in 1999 in South Daytona, Fla., as a Mill Foreman for Martin Paving, which became part of Ranger Construction.

Throughout his career, Mike has added to his knowledge and progressed in his level of responsibility, being promoted from Mill Foreman to Paving Superintendent, then to Area Manager. He plays a key role in leading the company’s day-to-day operations at Ranger’s Central Division.

Mike is respected by employees and management alike for his vast experience, leadership ability, and knowledge of asphalt production and application. tephanie Melfi was hired in September 1999 as an Accounts Payable Clerk for Ranger Construction. Over the years, she has shown an exceptional level of dedication and commitment to the company, and the pursuit of professional excellence, working her way up to her current position of Accounting Manager at Vecellio Management Services, a position she has held for almost a decade.

Stephanie is highly regarded by her coworkers. Former Ranger President Mike Slade, speaking on behalf of himself and the late John DeFrehn, a long-time financial executive of the Group, said “Both John and I took comfort in having Stephanie as a colleague, and she was a tremendous asset to the staff.” VMS executive

Doug Smith added, “Stephanie is dedicated, trustworthy, and a very hard worker. We rely on her and she is always up to the task.”

Stephanie continued her education even while managing her office responsibilities. In 2019 she earned a Bachelor’s Degree in Business Administration from Florida Atlantic University. She is always determined to succeed.

H

ugo Sotomayor began working for White Rock Quarries in 1999, assisting the Mechanics then joining the support team to provide equipment service and preventive maintenance, an important role at the company.

As a Service Truck Operator, Hugo’s daily rounds include adding fuel, greasing the fittings, and checking and topping off the oil levels of the equipment. He also tracks and performs oil and filter changes at the proper intervals, ensuring long engine life. Hugo’s knowledge and attention to detail help keep

Always mindful of legal boundaries, Cindy protects Ranger Construction’s rights while minimizing outstanding receivables, thus avoiding potential costly write-offs of customer balances. This critical function helps ensure that what Ranger sells, it gets paid for, making Cindy’s role an important part of the Company’s success. She has an excellent track record in the timely collection of Ranger’s Accounts Receivables for both contract work and FOB Plant sales.

Cindy has also mentored and trained a number of employees, teaching them the nuances of Lien Law, while providing customers the best possible service. Toeing the line of being customer friendly while being very firm in collections can sometimes be a tall task, but Cindy’s professionalism and poise always shine through.

arl Thiemann joined the Vecellio Group in November 1999, armed with a background in journalism, photography, graphic design, and public/ media relations. As Communications Director, he produces our award-winning VanGuard magazines, manages the company websites, and provides a broad range of marketing, advertising, PR, and other creative services for the Vecellio Group, our executive team, and the operating units.

Over the years Carl’s work has been recognized with dozens of editorial, design, and communications awards from multiple industry and professional associations. When not in the office, Carl can be seen out in the field, camera equipment in hand. Many of his photographs have been enlarged and framed for the hallways and offices around the Group, with many also being featured in industry publications.

A dedicated professional, Carl conceives and produces communications materials that support the Group and its operations. His work has been an integral part of the growth and success of the organization’s media relations throughout the industry, and his two decades of service are greatly appreciated.

ichael Woodard began working for Ranger Construction in 1999. He started at the Fort Pierce, Fla., location as a Dump Truck Driver, then became a Tanker Driver.

He has excelled in various roles, constantly learning and adding to his knowledge of asphalt production. He is now a member of the Quality Control Department where he contributes his skills as a Quality Control Technician.

Michael has a great attitude, is very dependable, and is dedicated to his job and the company. With his knowledge of asphalt production, paving, and quality control, he is a highly valued member of the organization.

Michael’s 20 years of dedicated service to the company are greatly appreciated.

Dennis Harrison, President of Hal Jones Contractor, retired near the end of 2019. He served as President for 12 years and played an instrumental role in the smooth transition Dennis Harrison after Hal Jones Contractor became a division of Vecellio & Grogan, Inc., in early 2018.

At Vecellio & Grogan, Mitch Webb stepped down after 43 years. Mitch was a respected Grading Foreman who celebrated 40 years of service in 2016. (See 4th Quarter 2016 VanGuard, available online at www.

White Rock Quarries saw four long-timers retire during 2019, including Dave Kibby, Assistant Manager – Administration, who celebrated his 30th anniversary with the Company in 2018. (See 4th Quarter 2018 VanGuard, available at www.WRQuarries.com.)

WRQ retirees also included White Rock South Operations Manager Kenneth Greene, who stepped down after 16 years of highly valued service, and two Loader Operators at the main quarry, Jorge Marquez with 19 years of service, and Miguel Rubido with 13 years.

Sharpe’s Plant 4 Sets Production Record

A Sharpe paving crew resurfaces a section of I-40 in Forsyth County, N.C.

Sharpe Bros., a division of Vecellio & Grogan based in Greensboro, N.C., had a great year in 2019, with Plant 4 in Kernersville having a record year of production, much of it due to work on I-40.

Sharpe crews continue making good progress on several major asphalt paving projects. In Randolph County, the company is resurfacing 68 miles of roads under a $11.67-million contract. To date, Sharpe has completed more than half of the work.

In Forsyth County, crews are resurfacing six miles of I-40 mainline and one mile of barrier under a contract valued at $17 million.

Also in Forsyth, Sharpe is a subcontractor to E.S. Wagner, performing paving work for several miles of new highway being built to Interstate standards. The roadway is part of a planned and partially completed 35-mile freeway dubbed the WinstonSalem Northern Bypass. Initially signed as NC-74, the bypass will be designated part of I-74 once completed.

Sharpe is also resurfacing sections of I-74/US-311 and NC-68 for Branch Highways under a $4.44-million subcontract, and recently performed fine grading and asphalt paving for an Averitt Trucking facility expansion.

Vecellio Group Ranks Among Top 50 In Highway Construction

The Vecellio Group is perennially among the nation’s Top 400 contractors as listed by Engineering News-Record, most recently ranking #242. The Group also ranks #46 among the Top 50 Domestic Heavy Contractors from the combined construction volume of Vecellio & Grogan (and its Sharpe Bros. and Hal Jones Contractor divisions) and Ranger Construction Industries. The companies operate in the midAtlantic and southeastern United States.

The Group also has extensive operations in the mining and energy industries, which are not reflected in the contractor rankings.

The National Asphalt Pavement Association has recognized the work of Ranger Construction in Florida, bestowing multiple Quality In Construction Awards.

Ranger’s Central Division had four projects recognized in the awards competition: Western Way in Winter Garden, US-1 in St. Lucie County, FL-614 in St. Lucie County, and an I-95 diverging diamond interchange project in Brevard County, Ranger’s South Division also picked up an award, earning recognition for its resurfacing work on a portion of FL-91 (Florida’s Turnpike) in Palm Beach Gardens.

The jobs will be honored at NAPA’s next annual convention, which will held in Hawaii in February 2020.

Ranger Projects Earn Construction Awards

Group’s Asphalt Plants Earn NAPA Diamond Certifications Ranger Construction in Florida and Sharpe Bros. in North Carolina have received the National Asphalt Pavement Association’s Diamond Achievement Commendations, which recognize the best of today’s clean, well-maintained, state-of-the-art asphalt plants.

The Vecellio Group’s asphalt facilities regularly receive Diamond Commendations, which honor excellence in appearance, operations, environmental practices, safety, regulatory compliance and community relations.

Ranger owns and operates seven asphalt plants in central and southeast Florida. The seventh plant, located in Ocala, opened in late 2019 and will be eligible for the honor next year.

Sharpe was recognized for its three asphalt plants, which serve the Piedmont Triad area. Sharpe also runs a shingle recycling center.

Ranger Lands $28.7-Million Project At Palm Beach International

Ranger Construction has added a $28.7-million contract for Northeast Airfield Improvements at Palm Beach International Airport, and $6.4 million worth of road rehabilitation on a stretch of FL-520 in Orange County, to its list of projects underway.

Work at PBIA includes drainage, taxiway and apron upgrades, requiring day and night shifts in multiple work areas and phases.

Ranger is also making good progress on site and drainage work for Gulfstream and Jet Aviation FBOs under a separate contract.

In other Ranger news, crews are milling and resurfacing dozens of miles of roadway in central and southeastern Florida, including sections of US-27 near I-4 in Polk County, eastbound I-4 near Lake Mary north of Orlando, FL-50 (Cheney Highway) near Titusville (recently completed), Florida’s Turnpike in Palm Beach County, and on annual contracts with the City of Ocala, the Village of Wellington, and Palm Beach County. Other Turnpike work includes grading and paving for tolling improvements near the northern end.

Ranger also resurfaces roadways for private communities throughout its market areas. The projects are typically smaller in scope, with homeowners’ associations receiving very attentive service, along with Ranger’s renowned high quality of work.

Other Ranger projects include site and paving work for several Disney properties; bridge and road widening at Atlantic Ave. and Florida’s Turnpike in Delray; widening, milling, and resurfacing on FL-732 (Jensen Beach Blvd.) in Martin County; and full-depth pavement repair, widening, milling and resurfacing on FL-76 (Kanner Highway), also in Martin.

Hal Jones Contractor Replacing JAX Beach Pier

Hal Jones Contractor, a division of Vecellio & Grogan, Inc., has started a two-year project at Jacksonville Beach, Fla., to replace a hurricane-damaged pier. The structure extended more than 1200 feet into the Atlantic Ocean. It was partially destroyed by Hurricane Matthew in 2016.

Under a $9.88-million contract, Hal Jones will drive 24” concrete piles and install precast concrete caps to rebuild the pier.

Also underway, Hal Jones is replacing floating docks at the Jacksonville Naval Air Station, while other crew members are installing rip rap along the shoreline around the Mayport Naval Station in Jacksonville to prevent erosion along the St. Johns River.

Hal Jones recently completed removing old foundations for transmission lines in Palatka, Fla., for FPL. Also recently completed, Hal Jones installed sheet piles and concrete pile caps for a bulkhead project at Kings Bay Naval Base in southeastern Georgia.

Family Foundation Grants $104,000 In College Scholarships In 2019

T

he Vecellio Family Foundation continues its generous support for the higher education of selected graduating high school seniors.

Eleven students received scholarships this year worth a total of $104,000. The student aid is an annual tradition dating back to 1973 when the non-profit Foundation, established by Vecellio family members, began awarding scholarships as part of its philanthropic outreach to give back to others. To date, 403 students have been helped with scholarships totaling nearly $3.5 million.

Ten students were granted $10,000 each, while another is receiving $4,000 through the generosity of a former scholarship recipient. The funds are disbursed over four years directly to the schools.

The scholarships are made available to graduating seniors at certain West Virginia high schools and programs, and up to three eligible dependents of Vecellio Group employees (see sidebar). Recipients are selected by independent review boards, not by the Foundation or Vecellio Group, based on SAT/ACT scores, school transcripts and other factors indicating a likelihood of success.

EMPLOYEE DEPENDENT SCHOLARSHIPS The Vecellio Family Foundation, at its discretion, funds up to three scholarships each year to depen­dents of employees of Vecellio Group, Inc., and its subsidiaries and divisions.

To be eligible, a student must be a graduating senior and be a dependent child (natural or adopted) of a Vecellio Group employee (any company or division) who has at least one year of continuous active employment prior to January 1st of the stu-

Liberty High School graduate Logan Bower, who also received a scholarship in memory of Leo A. Vecellio, Sr., is attending West Virginia University Tech.

Four students from Woodrow Wilson High School were selected to receive assistance. Emma Taylor is a student at University of Pennsylvania on a scholarship in memory of Leo Vecellio, Sr.; Carter Nearly $3.5 Nay is attending West Million Given Virginia University in memory of Rick Since 1973 Vecellio, late brother of Leo Vecellio, Jr.; and Stephanie Warvel is studying at West Virginia University Tech on a scholarship granted in memory of Al Janutolo, a key early V&G employee. A fourth WWHS graduate, Madison Snuffer, is attending Hofstra University on a Wilburn & Helena Whitten Memorial Scholarship, established

by Tim Whitten, a 1975 VFF scholarship recipient.

Others receiving assistance include Madison Deck, a graduate of Independence High School, who is attending West Virginia University Tech on a Leo A. Vecellio, Sr., Memorial Scholarship.

From McDowell County, Sarah Bailey Lester is attending West Virginia University, aided by a Dr. Dante Castrodale Memorial Scholarship, named in honor of Leo A. Vecellio, Sr.’s brother-in-law, who was a well-known physician.

The recipient of this year’s Rick Vecellio Memorial Conservation Scholarship/ Youth Conservation Award is Angela Vest, who is attending Marshall University.

In addition to providing these scholarships, the Vecellio Family Foundation supports numerous other educational, civic and charitable organizations. At Virginia Tech, for example, a VFF endowment supports not only scholarships and fellowships, but a full professorship.

Ross Myers Delivers 2019 Vecellio Lecture Ross Myers, CEO of Allan Myers, Inc. delivered the 19th Annual Vecellio Distinguished Lecture at Virginia Tech recently.

His speech was titled, “Someday: A Working Ross Myers Guide for How to Take Your Dreams and Turn Them into Reality.”

Allan Myers, Inc., is a third-generation civil contractor operating in the MidAtlantic region. Ross joined the family business in 1972 after graduating from Virginia Tech, greatly expanding its oper-

ations over the years. Today the firm is an ENR-ranked Top 400 Contractor, providing aggregate materials as well.

The annual lectures are sponsored by the Vecellio Family Foundation and individual family members through an endowment to the school’s Vecellio Construction Engineering and Management Program.

The endowment also supports scholarships, fellowships and a full professorship at the school.

Virginia Tech alumni include the late Leo Vecellio, Sr. (class of 1938); Leo Vecellio, Jr. (1968); and Michael Vecellio (2001).
