V&G Awarded 25-Mile WV-10 Project Vecellio & Grogan has been awarded a $30.8-million contract to improve about 25 miles of Route 10 in Wyoming County, W.Va., stretching from the Mercer County line west to Pineville.

The contract adds shoulders and straightens five curves along the two-lane rural roadway.

Structure work includes building five pile and concrete lagging walls to allow the straightening, and work on six bridges. Three bridges will be replaced entirely, two will have partial substructure and full superstructure replacements, and one will get concrete repair work to the deck. Two temporary bridges will aid in the phased construction of the totally replaced bridges. V&G will have just under two years to complete the project.

Like England’s Stonehenge structures, concrete pilings for V&G’s bridge work on Wekiva Parkway near Orlando, Fla., stand tall in the morning sun

Other V&G work underway includes bridge projects in Scott County, Va., and Radford, Va., along with bridge subcontract work on Wekiva Parkway north of Orlando, Fla. Work on an I-79 interchange near Weston, W.Va. is expected to begin in April 2019, with a completion date near the end of 2021.

Sharpe, Hal Jones Continue Progress Work underway at Sharpe Bros. in North Carolina includes milling and resurfacing nearly seven miles of I-40 in Greensboro under an NCDOT contract valued at $12.3 million, including change orders.

Also underway are improvements to the US-311 and NC-68 interchange in High Point, where Sharpe is the paving subcontractor to Branch Civil, while in Alamance County, Sharpe crews are upgrading the intersection of US-70 and St. Marks Church Road.

Starting in spring 2019, Sharpe will mill and pave over six miles of I-40 Business in Winston-Salem, working at night. The job includes drainage construction.

At Hal Jones Contractor, based in Jacksonville, Fla., work nears completion on bulkhead rehabilitation at Talleyrand Marine Terminal for Jacksonville Port Authority, and on dock improvements for the National Park Service at Cumberland Island and St. Mary’s Docks in southern Georgia. At Kings Bay Naval Submarine Base in Georgia, crews are installing new fender piles for the Magnetic Silencing Facility and installing a floating dock system at Site VI. Progress also continues on Collins Road bridge widening and construction of a pedestrian bridge for the FDOT.

Ranger Construction has installed vending-style machines that dispense safety and job site gear, providing an alternative to normal requisition channels (after hours, for example). Employees can enter ID and job information and gain access to work gloves, safety glasses and vests, roadmarking spray paint, shovels, and other typical job site items, which are tracked by an inventory database and job cost system.

Set up through an arrangement with Fastenal, the dispensing stations are going in at Ranger’s Winter Garden, Ft. Pierce, West Palm Beach and Pompano locations.

EMPLOYEE DEPENDENT SCHOLARSHIPS The Vecellio Family Foundation, at its discretion, funds up to three scholarships each year to depen­dents of employees of Vecellio Group, Inc., and its subsidiaries and divisions.

To be eligible, a student must be a graduating senior and be a dependent child (natural or adopted) of a Vecellio Group employee (any company or division) who has at least one year of continuous active

employment prior to January 1st of the student’s graduation year (scholarship year).

A fully independent scholarship review and selection committee awards the employee dependent scholarships, choosing from among all eligible applicants. No one from the Vecellio Family Foundation, the Vecellio Group or any of its subsidiaries is involved in the decision.

Employee Dependent Scholarship applications are available to all eligible employees of all Vecellio Group companies.

Contact your local Human Resources department for an application, which must be completed and turned in by March 1, 2019.

Dan Cooney started working for Rubin Construction in 1978, shortly before it became part of the Vecellio Group and was renamed Ranger Construction Industries.

After working around the asphalt plant and lab, Dan became a Lab Technician and soon achieved his first DOT certification. He established a steady pattern of professional development to enhance his knowledge and skills in mix design and plant management.

In 2004, Dan was promoted to Quality Control Manager. Among his many strengths, one that stands out is his ability to develop the skills and abilities of others. He leads by example and fosters a sense of teamwork.

In 2016, Dan was promoted to Director of Asphalt Operations, responsible for all aspects of operations, administration, and quality control at the asphalt plants. A highly valued member of Ranger’s team, Dan plays a key role in the company’s success.

Joe Mattlin began his career with Vecellio & Grogan in 1976 as a Grade Foreman on West Virginia projects, earning promotions to Assistant Superintendent, then Superintendent.

In 1980 Joe was transferred to Wilmington, N.C., to head up V&G’s first project in that state, the first of many he would work on.

Joe has led and managed many projects in a variety of terrain during his four decades with V&G. In 1984 Joe managed an I-64 project at Glen Morgan, W.Va., adjacent to a similar V&G project managed by Mike Sherwood, and the competition between the two was fierce. Back in North Carolina, Joe served as Project Manager for two jobs in Warsaw, and later two I-40 projects in Winston-Salem, followed by a Bryan Boulevard Project in Greensboro.

Joe also worked in South Carolina at a Brewer Gold Mine Reclamation project, which included over 6.5 million cubic yards of excavation. He also managed a $36-million Smart Road Project in Blacksburg, Va. Joe temporarily left V&G in 2001, but returned in 2003 and was soon promoted to Vice President of Construction in charge of highway projects in North Carolina. Joe’s first assignments back were two very difficult Wake County projects worth $108 million.

Joe had the skills to handle projects that were intricate and complex, including many with unforeseen problems that needed to be solved. This was true right down to his last project, Route 10 in Logan County, W.Va. As Joe began to ‘wind down’ his career toward retirement in early 2019, he stepped down as Vice President to spend more time with family, but dutifully completed the Logan project as its full-time Project Manager. A wellrespected and highly valued industry veteran, Joe has been a key part of V&G’s success.

STEVEN ADKINS • 30 YEARS SUPERINTENDENT VECELLIO & GROGAN Steve Adkins began his career with Vecellio & Grogan in 1988 as a Compaction Technician on the Charles Town, W.Va., project. He grew in experience with grading equipment and knowledge of highway construction and in June 1991, was promoted to Foreman. Steve served in that capacity for a decade while continuing to grow professionally, and in February 2001 was promoted to Project Superintendent.

Steve has been instrumental in many of our projects, ranging from tough mountain jobs like Route 10 in Logan, W.Va., to the extensive work at Piedmont Triad International Airport in Greensboro, N.C. Steve has an excellent attitude and works effectively with state agencies. He sets a good example to others with his emphasis on safety and quality of work. Steve’s dedication and knowledge have made him a valuable team member.

MICHAEL JOHNSON • 30 YEARS ASPHALT LEAD RANGER CONSTRUCTION Michael Johnson began his career in asphalt in 1988 for American Asphalt, which was acquired by the Vecellio-owned PAVEX Corporation, later merged into Ranger Construction Industries. He

started as an Asphalt Lute Operator and moved through the ranks to become an Asphalt Lead, applying his wide range of expertise. Michael is versatile and skilled, and has contributed to the successful completion of many projects in South Florida. Michael continues to develop and demonstrate his leadership abilities as well as provide quality work in a timely manner.

Michael has also gained a reputation for his excellent skill in operating the Paver Screed, which is one of the key components to a smooth and quality project. Michael’s peers and supervisors alike describe him as dependable, versatile, and always willing to help with any task. In his many years of service he has proven himself a valuable member of Ranger’s asphalt paving team.

DAVID KIBBY • 30 YEARS ASST. MGR. – ADMINISTRATION WHITE ROCK QUARRIES Starting at White Rock Quarries in 1988, David Kibby has played an important part in the evolution of the Human Resource and Accounts Payable functions within the Company. As computer technology began reshaping the daily processes of White Rock’s HR activities and its benefits and Safety programs, Dave proved more than up to the task.

He rose to meet the challenge, expanding his computer knowledge in each of these areas, successfully working with the many talented people both in the Quarry and the company’s administration offices.

Dave is known for his friendly demeanor and his dependable, “can-do” attitude. He truly cares about his role and always strives to be of service to White Rock Quarries and its employees. Dave has been a valuable part of White Rock’s success during his many years of dedicated service.

BOBBY MOORE • 30 YEARS SERVICE SERVICETRUCK TRUCKOPERATOR DRIVER RANGER CONSTRUCTION Bobby Moore began his career with Ranger Construction Industries in 1988 as a Service Truck Helper.

He steadily improved his skills and was promoted to Service Truck Operator a year later. As his skills continued to grow over the next several years, he took on Mechanic duties and boom truck operation in addition to his Service Truck Operator responsibilities. His dedication, reliability, passion, and the quality of his work is reflected in his daily activities.

Bobby ensures that all the equipment on his daily route is properly serviced, that all lubrication points are greased, gearboxes are at the proper level, and hydraulic and other fluids meet specification. With his reputation for providing high-quality work, Bobby provides assurance to the Equipment Operators, Supervisors, and fleet management team, who know the equipment on his route will be serviced properly.

CHARLES “JR” PAYNE • 30 YEARS EQUIPMENT MANAGER WHITE ROCK QUARRIES For the past 30 years, Charles Payne Jr., also known as JR, has served White Rock Quarries with dedication and loyalty. JR started as a Mechanic’s Helper in 1988 and quickly grew in his equipment knowledge and mechanical skill. By 1994 JR had been promoted to Equipment Foreman, where he started to expand the department into what it is today. In 2005, JR was promoted to Equipment Superintendent, and in 2012 to his current position as Equipment Manager. JR’s knowledge of mobile and support equipment, along with his ability to track and monitor all facets of the equipment, make him an integral part of White Rock’s team.

JR also takes pride in developing and promoting members of his team. Many Mechanics have grown from Mechanic Helpers to high-level technicians, while others have progressed to a supervisory role. Over the years, JR has gone the extra mile to keep WRQ’s equipment running with minimal down time.

His attention to detail is integral to the success of the Company.

JOHN RILEY JR. • 30 YEARS SAFETY DIRECTOR VECELLIO & GROGAN John Riley Jr. began his career with Vecellio & Grogan in 1988 as a Traffic Control Technician on an I-95 project in Palm Beach County, Fla., also the headquarters of sister company Ranger Construction Industries.

In September 1992, John transferred to Ranger as a Bulldozer Operator. By 1997, he was promoted to Foreman.

John’s breadth of experience and strong interest in safety led to his promotion in 2003 to Safety Manager for Ranger. Several years later he was promoted to Safety Director at Sharpe Bros. in Greensboro, N.C., after its

John continued his professional growth and currently serves as Safety Director for V&G, its Sharpe Bros. division, and its newest acquisition, Hal Jones Contractor, based in Jacksonville.

John leads the effort to keep company job sites and members of the public safe. He is a true professional in the industry and a great example of the company’s mantra, “Do the Right Thing.” His operational and safety knowledge, leadership skills, and commitment to the Group’s safety culture make John a very valuable member of the team.

STEFANO TRUGLIO • 30 YEARS RAIL SITE FOREMAN WHITE ROCK QUARRIES Stefano “Steve” Truglio has been White Rock Quarries’ leader at the company’s rail operation since Day One. His talent for developing relationships with customers and FEC personnel was a major part of White Rock’s ability to establish a consistent, dependable rail car shipping operation.

Steve schedules rail cars for loading, cleans them to prevent contamination of WRQ’s quality products, loads cars to their proper weight, and ensures the delivery of each customer’s order is made on schedule.

During his 30 years with the company, Steve has consistently provided a smoothrunning rail operation to serve customers’ needs for high-quality limestone construction materials. He ensures dependable rail delivery of the right product at the agreed upon time, maintaining the necessary high level of customer satisfaction that helps keep White Rock at the forefront of the industry.

JASON DALEY • 20 YEARS CHIEF ESTIMATOR RANGER CONSTRUCTION

As White Rock Quarries has grown, Ronnie VanLandingham’s career has done the same. Hired at White Rock in 1988, Ronnie developed and implemented the company’s strict quality control program to meet and exceed industry and FDOT specifications. He also assisted in the development of the Florida Aggregate lab technician certification program.

When Ronnie was asked to take on additional responsibilities, such as supervision of the scale operations and management of the WRQ office building, he proved himself more than capable. Ronnie was subsequently promoted to Operations Manager, where he oversaw all production, maintenance, administration and personnel.

After serving as “second in command” at the quarry sites, in 2013 Ronnie was promoted to Vice President of Operations. Under Ronnie’s leadership, White Rock has continued the tradition of providing low-cost, high-quality limestone materials for the construction industry. His decades of service have significantly contributed to White Rock’s success.

Hired in 1998, Anibal Balladares quickly received FDOT’s CTQP certification as a Qualified Sample Technician and Aggregate Testing Technician. In 2008, he added the Aggregate Concrete Institute’s Aggregate Testing Technician certification. Anibal has successfully passed each recertification test every five years. He has taken the lead to keep White Rock Quarries current with the evolving standard and procedural changes mandated by the DOT and ACI, which enables customers to purchase White Rock’s products with confidence. And he continues to expand his talents by assisting in the supervision of Sales Loader Operators and Lab staff.

Jason Daley was hired in 1998 by Ranger Construction as a Rodman Surveyor. After only a year with the company, Jason was promoted to Estimator, providing bids for a wide range of projects.

In 2005, in recognition of Jason’s positive growth and knowledge, he was promoted to Project Manager. Over the next few years Jason continued to show growth and dedication to his work.

In 2012, Jason was promoted to DesignBuild Manager, coordinating with team partners during the bidding process and working closely with operations on the production side.

He was recently promoted to Chief Estimator for the South Division.

Jason is knowledgeable and adapts well to changing priorities. His ability to recognize problems and find necessary solutions has made him a valuable team player to the company.

WILBUR WRIGHT • 30 YEARS WATER TRUCK DRIVER RANGER CONSTRUCTION Wilbur Wright began working as a Truck Driver in 1988 for Ft. Pierce Contracting, which later became part of Ranger Construction Industries.

Wilbur has also worked as a Dump Truck Driver, Dump Truck Driver Lead, and his current position as Water Truck Driver.

He plays an important role in operational performance of the equipment, and minimizing airborne particles.

Wilbur has a good attitude, is very dependable, and is dedicated to his job and the company. With his many years of knowledge of the work and equipment, he is considered a valuable team member to the entire organization.

MARVIN CHANG • 20 YEARS EQUIPMENT OPERATOR RANGER CONSTRUCTION Marvin Chang was originally hired in 1998 by a Miami-based road contractor that, after a series of ownership changes involving APAC and Old Castle, eventually became part of Ranger Construction’s operations in 2007.

Though Marvin began his career with Ranger as a Backhoe Operator, over the years he has been able to master almost every piece of construction equipment in the fleet. His skills have helped with the success of many of Ranger’s projects in South Florida. Marvin is a dependable employee, and a safe and efficient Equipment Operator who has gained the respect of his supervisors and peers alike.

JAMES CHRISTIE • 20 YEARS PLANT FOREMAN RANGER CONSTRUCTION Jim Christie began his career in 1998 working as a Laborer for Martin Paving, which was acquired by Ranger Construction Industries.

Throughout his career with Ranger, Jim’s experience advanced and has included Plant Operator, Rubber Blending Machine Foreman, and Plant Foreman, his current position.

Jim has a very good attitude, is dependable, and is dedicated to his job and the company.

With his years of knowledge of the work and equipment, he has proven to be a valuable team member to the organization.

JEFFREY HART • 20 YEARS PLANT MECHANIC RANGER CONSTRUCTION Jeffrey Hart began working for Ranger Construction in 1998 in Ft. Pierce, Fla., as a Welder for Ranger’s Central Division.

Throughout his career with Ranger, Jeff’s experience developed to include fabrication, plant machinery, and plant maintenance, leading to his current position as Plant Mechanic.

Jeff has a very good attitude and is dependable. He has shown consistent dedication to his job and the company. With his years of knowledge and experience, he has gained the respect of his peers and company management alike, making him a valued team member.

RICHARD MORRIS • 20 YEARS SHOPS MANAGER RANGER CONSTRUCTION Richard Morris began his career with Ranger Construction as a Heavy Equipment Mechanic Trainee at the West Palm Beach, Fla., Shop. During his training and mentoring period, he showed the ability to learn quickly, adding to his skills. By 2000, his knowledge and experience had grown, earning him a promotion to Mechanic in 2000.

resource in the West Palm Shop because of his excellent diagnostic work.

With his equipment repair knowledge and focus on safety, Richard was promoted to Shop Foreman in 2006. In December 2017, he was promoted to Shops Manager overseeing the West Palm, Ft. Pierce, and Winter Garden shops. Richard’s commitment, knowledge, and expertise continue to be an instrumental part of Ranger’s success.

JESUS ORTA • 20 YEARS DUMP TRUCK DRIVER RANGER CONSTRUCTION Jesus Orta was originally hired in 1998 by a Miami-based road contractor that, after a series of ownership changes involving APAC and Old Castle, became part of Ranger Construction’s operations in 2007. He started his career with Ranger as an Asphalt Distributor Operator. Over the years, Jesus also became proficient at operating a Dump Truck and was eventually promoted to that position. Jesus is known for his dependability, hard work, ability to get along with others, and willingness to get the job done timely and correctly.

His positive attitude, excellent work ethic, and commitment to safety have always set a good example for his co-workers, and have greatly contributed to Ranger’s success over the years.

C.MILES MILESPURVIS PURVIS• •20 20YEARS YEARS ASPHALT PLANT MANAGER RANGER CONSTRUCTION Miles Purvis began his career in 1998 as a Mechanic’s Helper at the Ranger West Palm Beach, Fla., asphalt plant. In early 2000, he began learning how to operate the plant and by the end of that year he was promoted to Plant Operator Trainee.

Miles continued to improve on the technical aspects of his job and earned the title of Plant Operator in 2002. He ran the plant safely, helped with plant maintenance, and ensured that jobs received needed materials.

In 2011, Miles transferred from West Palm Beach to the position of Pompano Plant Foreman. In 2016, Miles was promoted to Plant Manager handling duties for Ranger’s Pompano and Miami asphalt plants.

Miles is adept at meeting varying and everchanging schedule and production demands. He recognizes issues and implements the necessary course of action. His knowledge and skills have been instrumental in keeping Ranger’s asphalt plants functioning at a very high level.

GILBERTO SANCHEZ • 20 YEARS LOADER OPERATOR WHITE ROCK QUARRIES Hard work, observing and learning, seeking new opportunities, and professionalism have guided Gilberto Sanchez from his beginnings at White Rock Quarries in 1998.

Gilberto started as a Plant Laborer and quickly learned about plant operations. He advanced to helping with plant maintenance and gained an understanding of what it takes to keep the plant operating with minimal problems and interruptions. Gilberto then became a Haul Truck Driver, transporting raw material to the crushing plant. Gilberto was next promoted to Plant Lead, working with his fellow employees to ensure top production with minimal down time.

After sharing, teaching, and training the next Plant Lead, Gilberto became a Loader Operator, where he has developed his skills to load customers’ trucks safely and accurately to meet DOT weight regulations, within the shortest turnaround time possible.

ROBERT ‘BOB’ SCHAFER • 20 YEARS PRESIDENT RANGER CONSTRUCTION Bob Schafer joined Ranger Construction as a Project Manager in 1998, putting his degree in Civil Engineering and six prior years of Estimator/Operations Engineer experience into action. He showed strong advancement potential and in 2002 was promoted to Ranger’s executive team. He served as General Manager of the Company’s Ft. Pierce, Fla., branch, then became a Regional Vice President.

Bob’s industry expertise and approachable management style led to further promotions as long-term company executives began to retire.

In 2010, Bob was named as an Executive Vice President, then in 2013 as Ranger’s President, overseeing the company’s day-to-day operations.

In addition to his leadership at Ranger, Bob has served as a Director of the local AGC chapter, and as Chairman of the FTBA, among other roles. He is a well-respected industry and Company executive, and plays an integral role in Ranger’s ongoing success.

SHERRY SUTHERLAND • 20 YEARS ADMINISTRATIVE ASSISTANT HAL JONES CONTRACTOR Sherry Sutherland has been working with Hal Jones Contractor since 1998. She has provided valuable support for the Estimators, Proj-

ect Managers, and the entire office in her 20 years with the Company.

Sherry’s experience and knowledge of contract administration has made everyone who works with her come to rely and respect her for her dedication and excellence in performing her job duties. She is always dependable and willing to do whatever is necessary to get the job completed timely and accurately.

RONALD “COTTON” “COTTON” TILLEY TILLEY •• 20 20 YRS YRS RONALD FOREMAN FOREMAN VECELLIO & & GROGAN GROGAN VECELLIO Ronald “Cotton” Tilley began his employment with Vecellio & Grogan in 1998 as a Foreman on an I-40 project in Winston Salem, N.C. His managers have described him as a hard worker, willing to travel and adaptable to whatever work schedule is needed to keep a project on track.

Cotton has worked in five different states with V&G, including some of the following project locations: Sam’s Gap, Tenn.; Cedar Bluff, Va.; Greenville-Spartanburg Airport, S.C.; Blacksburg, Va.; Wilkes County, N.C.; Hardy County, W.Va.; and Blowing Rock, N.C. He is currently assigned to V&G’s Ashe County, N.C. project.

Cotton’s leadership is impeccable. He takes great pride in his work and is well respected by his co-workers and peers. With his many years of knowledge, professionalism, and leadership, he is considered a valued team member.

JAMES ‘SCOTTY’ ‘SCOTTY’ WORKMAN WORKMAN •• 20 20 YRS YRS JAMES SUPERINTENDENT SUPERINTENDENT HAL JONES JONES CONTRACTOR CONTRACTOR HAL James “Scotty” Workman has been employed at Hal Jones Contractor for 20 years. He began his career in 1998 as a Carpenter. He developed leadership skills in addition to his hands-on skills, and was later promoted to Foreman, before eventually becoming a Superintendent, his current position.

Scotty’s knowledge of carpentry and piledriving operations has earned him the respect of his peers and managers, as well as client representatives. He takes pride in his work and does an excellent job of preparing crews for upcoming projects. His knowledge, experience and “can-do” attitude make him a very valuable member of the team.

Fidel Almeda, a retired Haul Truck Driver at White Rock Quarries for 23 years, has passed away. Hired in 1988, Fidel’s safe and efficient driving habits helped White Rock become one of the nation’s highest producing quarries. He was known for his willingness to help train other, newer drivers.

HAL L. JONES JR.

Hal Jones, Jr., a cofounder of Hal Jones Contractor, passed away in September 2018 at age 90. He was an astute businessman and a leader in the construction industry of Jacksonville, Fla., for Hal Jones Jr. nearly fifty years.

sity of Tennessee in 1951. He worked for an aircraft company in Fort Worth, Texas, then served two years in the U.S. Army. He worked for engineering firms in Florida and South Carolina before beginning a 35-year stint with Jacksonville-based Wood-Hopkins Contractor in 1962, becoming its president in 1971. Hal also served as President of the Association of General Contractors, Jacksonville, in 1973.

In 1997, he established Hal Jones Contractor, Inc., with a team of other experienced executives, leading the firm for 11 years before his retirement 2008. His son, Hal “Tinker” Jones III continues as an executive at the firm, which became a division of Vecellio & Grogan in early 2018.

Hal is remembered with great respect and

affection by his former employees, business contacts, friends and family. His leadership and business dealings were based on honesty, fairness and loyalty and he refused to waver from those principles.

Chris Watson, a former Ranger Construction employee and versatile management team member, passed away at his home recently.

Hired in 2003, Chris worked at Ranger for 14 years, supervising a variety of projects in multiple Florida markets as an Area Manager.

BOB WOODFORD II

Bob Woodford II, a Project Engineer with Vecellio & Grogan, passed away at his home in October. Hired by V&G in 2004, Bob left the company for a short time in 2012, then returned in 2015. He worked on projects in West Virginia and North Carolina.

SFPS Moving Infrastructure For Port Everglades Upgrade

Vecenergy’s South Florida Petroleum Services is working with state, local, and Port Everglades officials on a major multiyear project, in which the port is widening one of its slips to accommodate larger petroleum vessels. For its part, SFPS will relocate and rebuild its Berth 9 petroleum offloading manifold system, said Vecenergy Engineering Manager and Project Manager Tom Hecker. Ranger Mechanical Services will begin foundation work for the relocation in the first quarter of 2019.
