Aggregates Provide Solid Foundation For Construction Industry Limerock is not only an abundant natural resource, it is a vital building block for the construction industry in Florida. For decades, White Rock Quarries in western Miami-Dade County has provided some of the highestquality material in the state.

14 Long-Timers, Representing 370 Years of Service, Honored As This Year’s Service Award Recipients It gives me great pleasure to acknowledge our annual Service Award recipients. In 2016 we had 14, and we sincerely appreciate their years of dedication and outstanding contribution to the success of our organization. Please take a moment to enjoy their career summaries, featured on pages 8-9. We’re proud of all our long-term employees, many of whom have been with us for decades. Those who have celebrated five or more years of 2

service are recognized on pages 10-11. In the years ahead we hope those who have joined us more recently also will be listed among the ranks of our “long-timers.” Thank you all for your good work! We also extend congratulations to the recipients of this year’s Family Foundation scholarships, shown on page 11. They are the leaders of tomorrow and we’re blessed to play such an important role in their lives.

As one of the nation’s leading single-site producers, White Rock provides a variety of DOT-certified limerock aggregates and screenings, used for road beds, asphalt pavement, and in concrete products for building bridges, schools, hospitals, homes, office buildings, shopping centers and more. Also called limestone, limerock is fragmented and mined under highly regulated and carefully controlled conditions. Draglines dredge up raw material for processing at on-site crushing plants. Aggregates and screenings are then trucked or shipped by rail throughout the state. Aggregates are crucial to more than just vertical construction: Florida’s roads, bridges and airport runways could go nowhere without them. Larger sizes stabilize road beds and embankments, while smaller sizes go into pavement mixes for highways, streets and runways. Screenings or fines are a key component of concrete bridges, walls, drainage pipes, utility poles, curbs, sidewalks and more. Since the 1980s, White Rock has proudly helped to meet this need for high-quality, lowcost construction materials in the Sunshine State.

Ranger Stays Busy On Street Projects, Turnpike Ramp, Runway Rehab, And Private Site Development

In West Palm Beach, work began in September to mill and resurface a 3.3-mile stretch of Old Dixie Highway, with 150 days for completion. The contract is valued at $1.05 million. One of Ranger’s newest projects is improving the Glades Road Turnpike ramp in Boca Raton under an $8.38-million contract. Begun in December with a 290-day schedule, the job includes widening the northbound off-ramp to two lanes, and reconfiguring the mainline Turnpike lanes to provide an additional auxiliary lane in the northbound direction. It also includes a replacement two-lane bridge and addition of a turn lane.

Also in December, Ranger was low bidder on a 190-day project to mill, resurface, widen and make other improvements to 2.3 miles of SR-615/N. 25th Street in St. Lucie County. The work is valued at $2.14 million. In the private sector, Ranger is providing earthwork for a new G.L. Homes housing subdivision west of SR-7 in Boca Raton. Other new projects scheduled to begin soon include rehabilitating Taxiway C at Orlando International Airport under a $6.19 million, 175-day contract. Terms include removing and replacing full-depth base and pavement, adding an asphalt rubber membrane interlayer (ARMI), improving shoulders, and upgrading drainage and lighting. In Palm Beach County, the company is improving four miles of SR-809/Military Trail under a contract valued at $8.53 million. Extending south of SR-80/Southern Blvd., the 414-day job includes milling, resurfacing, utility adjustments, drainage improvements and related road work.

Ranger recently began work on a number of new projects, including SR-5/US-1 in Titusville, FL. The $3.76-million contract calls for milling and resurfacing 3 miles of four-lane divided highway, adding turn lanes, removing some concrete pavement and replacing selected drainage. Completion is due in March 2017.

Vecellio & Grogan Adds Two New Bridge Projects, More Road-Widening Work Vecellio & Grogan has been awarded several contracts for transportation improvement projects in the past few months. Two are bridge projects in Virginia, while another involves road widening in North Carolina.

DIAMOND-LEVEL OPERATIONS — Sharpe Bros. asphalt plants in North Carolina, along with Ranger Construction’s Florida plants, all received Diamond Achievement Commendations from NAPA (see also page 12).

One of the bridge jobs, valued at $48 million, calls for replacing the half-century-old northbound span of I-81 over New River near Radford. The new span will go up between the existing north and southbound bridges. V&G’s contract includes interchange reconstruction at Route 232, which will also involve bridge work, and extending a deceleration lane to improve safety. Work is due for completion in late 2020.

Photos by Carl Thiemann

In Weber City, VA, the company is replacing two Route 23 spans over North Fork Holston River. The $6.5-million contract includes a completion date of November 2018. Excavation and grading crews also have new work lined up. V&G will widen four miles of US-221 in Ashe County, NC, under a $53 million contract. The project transforms a twolane road into a divided highway, requiring 3.4 million c.y. of earthwork, about one-fifth of which is rock. Specs call for a double-barrel concrete box culvert (15-ft. x 11-ft. x 228-ft., each barrel). Completion is due in Dec. 2020. The job is located about 40 minutes northeast of the company’s existing US-321 widening project in Blowing Rock.

Vecellio & Grogan is nearing completion of a $40 million, 1.74-mile section of WV-10 in Logan County, WV. Significant challenges included approximately 3.4 million c.y. of excavation in very difficult terrain, with tough rock located near sharp drop-offs. Other notable details included construction of a temporary causeway and a reinforced-earth retaining wall more than 120-ft. high, one of the largest of its kind in the state. (Also see page 6.) Vecellio & Grogan’s $40 million WV-10 project in Logan County, WV, is nearing completion. In addition to the challenges of excavating tough rock in steep terrain, weather created its own set of difficulties, from foggy mornings limiting visibility to bouts of excessive rainfall creating conditions that impacted production schedules. IN MEMORIAM RICHARD “RICK” MORRIS

Retired long-time Ranger Construction employee Rick Morris passed away suddenly in late 2016. He will be greatly missed by all who knew him. A former Navy SeaBee, Rick started in 1977 as an Equipment Operator for Rubin Construction, which was later acquired and renamed Ranger Construction. He was promoted to Foreman in 1978, to Superintendent in 1984 and to General Superintendent in 2000. Knowledgable and passionate about his work, Rick was instrumental in the success of many difficult projects during his 35 years with the company. Survivors include his wife, Kathy, daughter, Myla, and twin sons Richard and Michael Morris, who are both also highly respected Ranger employees.

Vecellio Family Foundation Grants $104,000 For 11 College Scholarships

T

he Vecellio Family Foundation helped finance the college educations of 11 graduating high school seniors in 2016. Ten students are receiving $2,500 in aid per year through the traditional VFF programs, while another is receiving $1,000 per year through a scholarship funded by a former scholarship recipient. Founded in 1973 by Vecellio family members, the non-profit Foundation has provided more than $3 million over the years to further the educations of 368 students. The scholarships assist graduating seniors at selected West Virginia high schools and programs, and up to three eligible dependents of Vecellio Group employees. (See below for employee dependent application information.) Independent review boards, not the Foundation or Vecellio Group, select each year’s recipients based on SAT/ACT scores, school transcripts and other factors indicating likelihood of success.

Employee Dependent Scholarships

Selected WV Scholarships

Two scholarships were granted this year to dependents of employees of the Vecellio Group, given in memory of Leo A. Vecellio, Sr., Vecellio & Grogan’s late cofounder.

Additional scholarships were awarded through the Foundation’s West Virginia programs, established to give back to the communities where Vecellio & Grogan got its start.

Thalia Blazquez is studying at Florida Atlantic University, with the goal of providing health care as a Nurse. Her father is Julio Blazquez, a Facilities Technician for Vecellio Management Services. Kayla Ann Vogel is pursuing General Studies at University of North Florida with a focus on Social Work and Education. She is the daughter of Rich Vogel, Environmental Director at Vecenergy, the Group’s energy division.

Jeanna L. Meador, representing Shady Spring High School, received a Leo A. Vecellio, Sr., Memorial Scholarship and is attending Marshall University.

Liberty High School graduate Shelby Nicolau, who also received a scholarship in memory of Leo A. Vecellio, Sr., is attending Gettysburg College. Three students from Woodrow Wilson High School received scho larships. Cody S. Stack is attending Marshall University in memory of Leo Vecellio, Sr.; Kase S. Poling is attending Virginia Tech in memory of Rick Vecellio, late brother of Leo Vecellio, Jr.; and Logan C. Jarrell is attending Coastal Carolina University in memory of Al Janutolo, a key V&G employee in the company’s early years.

EMPLOYEE DEPENDENT SCHOLARSHIP PROGRAM The Vecellio Family Foundation, at its discretion, funds up to three scholarships each year to dependents of employees of Vecellio Group, Inc., and its subsidiaries and divisions. To be eligible, a student must be a graduating senior and be a dependent child (natural or adopted) of a Vecellio Group employee (any company or division) who has at least one year of continuous active employment prior to January 1st of the student’s graduation year (scholarship year). A fully independent scholarship review and selection committee awards the employee dependent scholarships, choosing from among all eligible applicants. No one from the Vecellio Family Foundation, the Vecellio Group or any of its subsidiaries is involved in the decision. Employee Dependent Scholarship applications are available to all eligible employees of all Vecellio Group companies. Contact your local Human Resources department for an application, which must be completed and turned in by March 1, 2017.

ADDITIONAL FLORIDA SCHOLARSHIPS In Florida, dependents may also be eligible for scholarships from the Florida Transportation Builders Association and the Asphalt Contractors Association of Florida. For details and deadlines, see www.FTBA.com and www. ACAF.org, or call your HR representative.

From Independence High School, Caleb M. Miller is attending Harvard University, aided by a Leo A. Vecellio, Sr., Memorial Scholarship. In McDowell County, Chelsea E. Barber was awarded a Dr. Dante Castrodale Memorial Scholarship, named in honor of Leo A. Vecellio, Sr.’s brother-in-law, who was a well-known physician. Chelsea is attending Bluefield College. The recipient of this year’s Rick Vecellio Memorial Conservation Scholarship/Youth Conservation Award is Megan Parsons, who is attending University of Kentucky. Also receiving aid through the program is Jada M. Watts. Jada is attending Howard University on a Wilburn & Helena Whitten Memorial Scholarship, funded by Tim Whitten, a 1975 VFF scholarship recipient. In addition to funding college scholarships, the Vecellio Family Foundation supports numerous other educational and charitable organizations.

There are several recognized benchmarks useful for tracking how well the process is succeeding. One useful metric is recognizing consecutive days without any “Lost Time,” or, days of work missed due to a work-related incident.

Other “No Lost Time” marks around the Group include Vecellio & Grogan’s affiliated shop, Beckley Equipment Repair, which has surpassed more than four years; White Rock Quarries, with more than two years; and Sharpe Bros. and Ranger’s South Division, which reached nearly one and a half years, and one full year, respectively.
