American Free Enterprise Medal Is A Tribute To These Guiding Principles I am humbled and deeply honored to have received the 2015 American Free Enterprise Medal from Palm Beach Atlantic University.

All of us in our family have been entrepreneurs and champions of free enterprise, for a long time, beginning when all four of my grandparents came from the Alps of Northern Italy to the USA in the late 1890s.

A Word From Leo A. Vecellio, Jr. Vecellio Group, Inc. Chairman, CEO & President

Grandfather Vecellio was a contractor before 1900 and I am happy and proud to be the third generation leading a construction and mining family. This is a tough and demanding business, and I am blessed to have my wife, Kathryn, as my helper and supporter over these 40 years of our marriage. Our two sons, Christopher and Michael, are the fourth generation in the business, even though our group of companies is far different today from what we used to be. We also are blessed with three young grandsons, who may be the fifth generation. Time will tell.

I am also happy that our companies are able to employ over 1,150 team members and provide for their wellbeing. It has always been important to our family that we be responsible citizens, contributing to improving transportation and the quality of life for all the public, and to give back to the locales where we work and live.

At the medal presentation, I spelled out the major principles and credos that helped our family grow the business and prosper over the past 46-plus years of my working career. I have been asked to share these and I am glad to do so. Most were passed on to me, heard in speeches from acknowledged leaders, or resulted from knowing how we like to be treated in the business world.

1. First of all, “Safety is Job One.” You have to set the standard and cannot pay lip service to your safety program.

You owe it to your employees or teammates to get them home in the same shape as when they left.

2. Set the high moral and ethical standard. When in doubt, remember the credo: “Do the Right Thing.”

3. Never – never ever, ever – run out of cash. Cash is King. Good businesses fail all the time – not because of lack of good ideas or lack of hard work – but because they got caught up in the moment, or the chaos, or the growth, and they ran out of cash.

Never let that happen to you.

4. Plan your work and then work your plan. This may be trite, but it works, even though it can be very hard to do when things go bad.

5. Hire good people, preferably smarter than you are, and once you are confident in what they can do, turn them loose and do not micro-manage.

Help and mentor them, but don’t do their job.

6. Reinvest in your business, not just with capital goods, but in training and retention benefits for your all important “human resources.”

7. Be a Leader – Have a plan for good times and for crises. When times are the toughest, you can never show despair; you must exhibit the optimism your people are looking for and lead the way forward.

8. Seek good counsel, both from inside and outside the business. Listen and evaluate what you hear. Always think: Am I being told what they think I want to hear or are they telling me what they really believe? Do not be afraid to do “nothing” and/or walk away from a deal if it doesn’t look or feel “right.”

9. Do your homework. Try to always be better prepared than the other side – and be on time.

10. Lastly, the primary job of the CEO is the preservation of the enterprise.

When you are the leader, keep all of these thoughts in mind. They have served our family – and our family of employees – very well for 77 years, and I hope for many more years to come.

WILLIAM CROY — 40 YEARS WELDER VECELLIO & GROGAN*

MICHAEL LIVELY — 40 YEARS CHIEF ESTIMATOR VECELLIO & GROGAN*

Bill Croy began working for Vecellio & Grogan in 1975 as a Parts Runner, distributing parts and filling orders within the warehouse.

Within a year, he was promoted to the position of Warehouseman, supporting both Shop and Field Mechanics with parts. In 1979, he was offered the position of Mechanic Helper in the engine shop. His intensive focus on his trade allowed him to quickly gain promotion to Mechanic in 1980, a position he presently maintains. During the years, Bill has seen significant changes and has been valuable in keeping our fleet in proper working order.

Michael Lively began his career with Vecellio & Grogan in 1975 as a Rear Chain Man on a survey crew, working on a Route 460 project near Bluefield, WV. He was promoted to Instrument Man in 1977, and continued in that capacity until he became Survey Party Chief at a Bradley, WV, Appalachian Development highway project a few years later. He remained Party Chief during two I-77 projects near Mossy and Pax until 1983, when he attained the position of Project Engineer at the I-77 project near Sharon, WV. In 1986, Mike transferred to Miami, FL, where he served as a Project Engineer for White Rock Quarries on the foundation work for the new crushing plant. He then returned to Vecellio & Grogan where he worked on numerous bridge and APD projects in both West Virginia and Maryland. In 1995, Mike transferred to Vecellio & Grogan’s corporate offices in Beckley, WV, as an Engineer and oversaw surveying on projects and assisted in bidding major projects throughout the Southeastern United States. Mike currently works as Chief Estimator and is instrumental in bidding projects for the northern offices.

L.L. GWINN — 40 YEARS SECRETARY/TREASURER VECELLIO & GROGAN* L.L. Gwinn began his career with Vecellio & Grogan in 1975 as a Computer Operator and Programmer Trainee. By 1978, he became Payroll Manager and Accountant, managing payroll, preparing journals, maintaining general books, and performing various other accounting duties.

Through his career progression, L.L.’s knowledge, leadership and responsibilities grew, and he currently serves as Corporate Secretary and Treasurer, a position he acquired in 1988. He manages the northern corporate offices in Beckley, and is directly responsible for the administrative and financial functions of Vecellio & Grogan, Inc., Sharpe Brothers, and White Rock Quarries.

He also serves as Secretary and Treasurer of South Florida Materials Corp. L.L. has been instrumental in the company’s growth and development over the years and is a key member of senior management.

JIM LOWERY — 40 YEARS LEAD WELDER VECELLIO & GROGAN* Jim Lowery began his career with Vecellio & Grogan in 1975 as a Welder in the Beckley Shop. Jim’s knowledge and skill have grown steadily over the years, as he’s become one of the most skilled welders in the business. As a Lead Welder, he continues to handle greater responsibilities and more complex welding assignments. Jim’s excellent skills enable

him to supervise others on a wide variety of projects from routine repairs to challenging rebuilds. In addition, he utilizes his strong design skills in the fabrication of a variety of support construction equipment.

LINDA HARPER — 30 YEARS ACCOUNTS RECEIVABLE VECELLIO & GROGAN* Linda Harper began her career with Vecellio & Grogan in 1985 as a Data Processor in the IT Department where she was responsible for invoicing.

Based on her attention to detail and strong work ethic, she was promoted to the Accounts Receivable Department in 1989, working for White Rock Quarries.

During her tenure, Linda has also worked within Accounts Payable, but later returned to A/R. She presently works within this department, and as the Company has grown, so has her responsibilities. She is responsible for A/R duties for Vecellio & Grogan, Inc., Sharpe Brothers, White Rock Quarry, South Florida Materials Corp., Vecenergy, and South Florida Petroleum Services.

ALFRED LACEY — 30 YEARS MECHANIC VECELLIO & GROGAN* Alfred Lacey began his career in 1985 with Vecellio & Grogan as a Parts Runner and Pick-Up Driver in the Beckley Shop. In 1989, he was promoted to Mechanic Helper. Alfred’s strong work ethic and dedication to his craft allowed him to gain promotion to Mechanic in 2001, a position he presently holds. After 30 years in the industry, Alfred continues to demonstrate loyalty, honesty, and professionalism and is a valued member of the company.

2015 Service Awards DAVID NICOLETTI — 30 YEARS TRANSPORTATION COORDINATOR RANGER CONSTRUCTION David Nicoletti began his career in 1985 as a Laborer working for Fort Pierce Contracting, which became part of Ranger Construction in 1990.

Within a few months, David was promoted to a Transport Driver. In 2008, David was again promoted to a Transport Coordinator, giving him the responsibilities as leader for the equipment transportation in the Fort Pierce, FL, location. Throughout the years, David has proven to be an exceptional worker and a valued team member to the organization, with minimal supervision needed. David has earned a solid reputation for his willingness to complete any task and for his safe and steady approach to his job.

DAVID PEACH — 30 YEARS PAVER OPERATOR RANGER CONSTRUCTION David Peach joined Ranger Construction in 1985 with years of experience as a Paver Operator.

Over the years he continued to improve his skills and has become quite an expert on the asphalt paver. He is known to perform “magic” from his seat on the paver, and his crew relies on him to pave difficult projects. He is very safety conscious and takes pride in his work. David takes care of his equipment and often knows what needs to be done without being instructed. David’s attributes continue to make him a key contributor to Ranger’s paving operations.

JOHN RILEY, JR. — 27 YEARS** SAFETY DIRECTOR, VECELLIO & GROGAN* / SHARPE BROS. John Riley, Jr., began his employment with Vecellio & Grogan, Inc. in the 1980s as a Traffic Control Supervisor, then transferred * and affiliated companies

to Ranger Construction Industries, Inc. During his tenure with Ranger, John held numerous equipment operating positions throughout Palm Beach County, FL. His excellent work ethic allowed him to gain promotion to Foreman in 1999. After a brief time away from the company, he became Ranger’s Safety Director in 2003. John was later given the opportunity to relocate to Greensboro, NC, and act as Safety Director for Sharpe Bros, and eventually also Vecellio & Grogan.

John has proven himself to be a valuable team member and has contributed to the success of multiple divisions of the Vecellio Group. He continues to set an excellent example for his co-workers through his hard work and dedication to the organization.

CHESTER BYRD — 24 YEARS** ASPHALT FOREMAN RANGER CONSTRUCTION Chester Byrd began his career as a Laborer working for Ft. Pierce Contracting, which merged and became part of Ranger Construction. He learned many aspects of the paving business and was welcomed back to the company after a brief time away in 1995.

Throughout the years Chester has proven to be an exceptional team member. In 2006, due to his hard work and dedication, Chester was promoted to an Asphalt Foreman. His knowledge and skill make him a valuable asset to the company. He is appreciated and respected by his peers and members of management.

VICKI BURGESS — 20 YEARS PAYROLL ADMINISTRATOR VECELLIO & GROGAN* Vicki Burgess began her employment with Vecellio & Grogan, Inc. as an Accounts Receivable Clerk. Throughout her career, Vicki has exhibited loyalty and an excellent work ethic. She has also been instrumental in the success of several departments within the Administrative Offices of V&G, notably Accounting, Equipment and Human Resources. Since 2008, Vicki has

DEBORAH CLENTON – 20 YRS EQUIPMENT OPERATOR RANGER CONSTRUCTION Deborah Clenton was originally hired in 1995 as a Rubber Tire/Traffic Roller Operator Trainee

by PAVEX Corporation, which later merged with Ranger Construction.

Deborah primarily operates the Steel or Front End Roller on DOT projects and is a certified Flagger. She is known for her sense of responsibility, hard work and dependability. Deborah is very safety conscious, especially when working around people and traffic, which has helped to make her a valued member of her paving crew.

RUBEN GOMEZ – 20 YEARS AGGREGATE PLANT OPERATOR WHITE ROCK QUARRIES Ruben Gomez joined White Rock Quarries in the summer of 1995 as a Plant Groundman. On his first day he looked up at the processing plant and determined that he was going to become Plant Operator someday. He worked four years as a Groundman, learning many aspects of the Plant’s production. In 1999 he achieved his vision of becoming the Plant Operator.

During his 16 years of operating the Plant, Ruben has enjoyed contributing to its vast production expansion.

Following established company procedures, Ruben takes pride in operating the Plant in ways to maximize production with a focus on the company’s core value of “Safety First.” His skills have helped make White Rock one of the top producers of quality aggregate products in the country. Ruben appreciates the opportunity the company has given him to do what he enjoys, while contributing to the company’s success.

JOSE GONZALEZ — 20 YEARS SALES LOADER OPERATOR WHITE ROCK QUARRIES Hired as a White Rock Sales Loader Operator in 1995, Jose is very observant and can predict and correct problems that

would adversely affect safety and sales. His skills at coordinating the flow and loading of customer trucks safely and accurately to meet DOT weight regulations, and in the shortest turnaround time possible, help make Jose a premier Operator. Jose’s skills are an important reason why White Rock Quarries can handle such a high sales volume via trucks.

Jose’s versatility as an Operator is a result of his many years of experience. He safely and skillfully operates Caterpillar 988 & 992 loaders, backhoes and Caterpillar 740 & 777 haul trucks. Never complaining, he makes himself available to tackle any job to benefit White Rock’s saftey, production and sales needs.

GODOFREDO HERNANDEZ – 20 YRS PLANT BELTMAN WHITE ROCK QUARRIES Hired as a Hammerman on White Rock’s Plant maintenance shift in 1995, Godofredo Hernandez worked hard adjusting and installing the hammers that crush raw material into various aggregate grades needed by the construction industry. After three years working on the maintenance of hammers, he was promoted to the position of Beltman to maintain the Plant’s system of conveyor belts.

For the past 17 years, Godofredo has developed his expertise in adjusting, splicing and replacing conveyor belts found throughout the Plant. He is rightfully proud of the skills he has developed, such as knowing just how much slack to allow when splicing the belt together to increase belt life, and calibrating the conveyor system for top efficiency. His experience enables him to better predict when a belt needs to be repaired or replaced, thus reducing down time and maximizing production.

WILLIAM HILL — 20 YEARS PROJECT SUPERINTENDENT SHARPE BROS. Bill Hill was originally hired by Steve Sharpe in 1995 as an Equipment Operator and was later promoted to Grade Foreman.

Throughout his career, Bill has exhibited loyalty and an excellent work ethic. These attributes enabled him to gain promotion to Project Superintendent in 2004.

Bill has continued proving himself to be a valuable asset to the Sharpe team since its acquisition by Vecellio & Grogan in 2006, primarily through his ability to manage larger projects, most notably the construction of a new runway at Piedmont Triad International Airport in Greensboro, NC. He continues to set an excellent example for his co-workers through his hard work and dedication to the company.

PATRICK JONES — 20 YEARS EQUIPMENT OPERATOR SHARPE BROS. Patrick Jones was originally hired by Steve Sharpe in 1995 as a Grade Crew Laborer. Throughout his career, Patrick has demonstrated great selfdetermination. This attribute has allowed him to master the operation of nearly every piece of equipment in the fleet. As one of Sharpe Bros. valued team members, especially since its acquisition by Vecellio & Grogan in 2006, Patrick has earned a solid reputation for his willingness to master any task in a safe and productive manner. With these attributes, Patrick continues contributing to the success of the company.

ADRIAN MONTES DE OCA – 20 YRS HAUL TRUCK DRIVER WHITE ROCK QUARRIES Adrian Montes De Oca started working at White Rock Quarries as a Plant Groundman in April 1995.

During his five years as a Groundman, he worked hard to ensure that the Plant’s system of conveyors operated cleanly and at peak efficiency, without material backups. Adrian also ensured the safety of his co-workers by keeping the catwalks clear of debris and spillage.

In 2000, Adrian seized the opportunity to work throughout the Quarry as a Water Truck Driver. He ensured the safety of all equipment operators and drivers by maintaining good visibility by controlling dusty conditions. He also took this opportunity to develop his truck driving skills.

Adrian’s hard work was rewarded when he was promoted to Haul Truck Driver in

2005. During the past 10 years, Adrian has transported raw material from the Pit to the Plant. He has driven trucks of increasing capacity as his skills have developed; including Caterpillar 740s, 777s and 785s.

Adrian takes pride in driving his truck in a safe manner while meeting tight scheduling demands in order to meet production goals and the needs of our customers.

EUDIN MURIEL — 20 YEARS PLANT LEADMAN WHITE ROCK QUARRIES One word can accurately describe Eudin Muriel: dedicated. He started working at White Rock Quarries with the Plant maintenance crew in early 1995. During his first year, he assisted the Plant mechanics, paying close attention to the repairs and parts needed to keep the Plant operating efficiently. From being a Plant Mechanic Helper, he was promoted to Hammerman, where he learned to adjust, repair and replace the crushing hammers. Always watching and learning, Eudin was promoted when an opening for a Plant Mechanic became available.

As a Plant Mechanic, Eudin ensured that the Plant was well maintained and repairs were done correctly to ensure a safe and non-interrupted production shift. He continued to learn all the various aspects of Plant maintenance. As a result of his knowledge, as well as the quality of his repairs, he was promoted to Plant Leadman.

Eudin is proud of his ability to operate the Plant crane and being able to do any maintenance job required on the Plant.

With these attributes, Eudin continues contributing to the success of our Company.

MICHAEL REED — 20 YEARS TRUCKING MANAGER RANGER CONSTRUCTION Michael Reed began his career with Ranger in the late 1980s as an Asphalt Plant Manager. After various mergers and acquisitions and time away from the Company, he became the manager of Ranger’s Winter Garden and DeBary, FL, asphalt plants. In 2013, Mike made the advancement to Trucking Manager for

RUFUS ROBERTSON — 20 YRS ASPHALT FOREMAN RANGER CONSTRUCTION Rufus Robertson was originally hired in 1995 as a Laborer for the Asphalt Department in Ranger’s Ft. Pierce, FL, location.

Throughout the years he has proven to be an exceptional team member of the paving organization, having learned many aspects of the paving business.

In 2003, Rufus made the advancement to Asphalt Foreman. He is known for his willingness to complete any task and for his hard work and dedication. With his asphalt and paving knowledge, and crew leadership skills, Rufus plays a key role in Ranger’s day-to-day success. He is respected by his peers and management for his hard work and dedication to the company.

RAMON SANCHEZ — 20 YEARS PORTABLE CRUSHER OPERATOR / HAUL TRUCK DRIVER WHITE ROCK QUARRIES In early 1995, Ramon Sanchez began his career at White Rock Quarries as a Dragline Oiler. He was soon promoted to a night shift portable Crusher Operator. When the crusher was moved to a different location, Ramon began driving haul trucks.

During recent years he has switched between operating the crusher and driving a haul truck on a daily basis as needed. Ramon’s versatility allows White Rock Quar-

ries to adjust to product demand, creating maximum value for its customers.

Ramon possesses a strong work ethic; not surprisingly he is always on time and ready to give his best. He enjoys working at White Rock and always has a smile and kind word for his fellow employees. After all these years working with the crusher and haul trucks, he knows when his machines are not operating at peak efficiency.

Working with the equipment mechanics, he ensures that needed repairs are made and his equipment is able to meet White Rock’s high production demands.

C.W. SMITH — 20 YEARS LEAD PIPE LAYER RANGER CONSTRUCTION C.W. Smith was hired in 1995 as a Pipe Layer in Ranger’s Ft. Pierce, FL, location. As one of the Pipe Crew’s valued team members, C.W. has earned a solid reputation for his willingness to complete any task, and for his safe and steady approach to his work.

In 1998, C.W. made the advancement to Lead Pipe Layer. He has a positive attitude, is very knowledgeable, responsible and dependable. With these attributes, C.W. is a valuable member of the Company and is appreciated and respected by his peers and members of management.

SYLVIA SUAREZ — 20 YEARS EQUIPMENT OPERATOR RANGER CONSTRUCTION In 1995, Sylvia Suarez began her career with Ranger Construction.

Very quickly her dependability, great work ethic and knack for operating heavy equipment was noticed and she was given the opportunity to operate a variety of machinery. She is safety conscious and is always willing to put forth the effort to get the job done.

Over the years, Sylvia has worked on many grading projects throughout South Florida and continues to play a key role in the company’s success. Her pride in her work is evident. Her skill and great work ethic have helped make her a valuable asset to company’s construction operations.

WILBUR “BUD” THOMPSON — 20 YRS PLANT MANAGER WHITE ROCK QUARRIES The White Rock Quarries management team welcomed Wilbur “Bud” Thompson as Plant Electrician Superintendent in March 1995. He brought with him over seven years of experience maintaining the electrical systems of Florida mines. Bud took great pride in keeping the electrical operations at White Rock Quarries safe and working reliably to meet the production goals of our customers. In his years as the Electrical Superintendent, Bud introduced many improvements to the Plant operation.

Working with electricity every day, Bud is vigilant of any potential problems and works carefully to prevent unsafe conditions. Bud exemplifies the emphasis White Rock places on a safe working environment.

In April 2013, Bud was promoted to the Plant Manager’s position with responsibility for Plant operation and production. Under Bud’s direction, White Rock’s Plant has operated safely and efficiently while meeting the company’s production goals and the needs of its customers throughout Florida.

MIKE WHITE — 20 YEARS EQUIPMENT OPERATOR RANGER CONSTRUCTION James “Mike” White was originally hired in 1995 as a Motor Grader Operator for Ranger’s Grant, FL, location, later transferring to the compay’s Fort Pierce, FL, location in 2008.

Mike is an exceptional operator who knows every aspect of road construction.

Today, Mike is a Finish Grader Operator who has earned a solid reputation for his willingness to complete any task and for his safe and steady approach. He has set an excellent example for his co-workers through his hard work and dependability.

With these attributes, Mike is a valuable member of the company and is appreciated and respected by his peers and members of management.

Ranger Honored With Multiple Awards For Roadway and Runway Resurfacing It was another award-winning year for Ranger Construction, with several organizations honoring the company’s work in 2015.

Recent award-winning work includes Kissimmee Airport Runway 6/24, above, and CR-68 in Okeechobee County, left.

The Asphalt Contractors Association of Florida chose Ranger to receive its Special Projects Award, District 5, for milling and resurfacing Runway 6/24 at Kissimmee Gateway Airport in Osceola County. The project also recently won a Quality In Construction Award from the National Asphalt Pavement Association.

Ranger also received a Best In Construction Award, Local Agency Program, from the Florida Transportation Builders Association for eight miles of milling and repaving on CR-68 (NE 224th St.) in Okeechobee County, FL, under the paving supervision of Emiliano Covarrubias. Ranger’s Ft. Pierce plant provided the mix, under the supervision of Gene Moore.

Ranger To Reconstruct Section Of US-27 / SR-25 in Lake County For $37.5 Million Ranger Construction is rebuilding 6.5 miles of US-27/SR-25 in Lake County, Florida, converting the four-lane street into a suburban six-lane divided roadway. The work extends from Boggy Marsh Rd to 1,000 ft. north of Lake Louisa Road. The $37.5 million contract includes drainage improvements,

box culverts, gravity and retaining walls, signing and pavement markings, curb and gutter, sidewalks, and signals. Ranger has just over two and a half years to complete the project, beginning in early 2016.

In other new work, Ranger received a $6.4 million contract to improve a 5.4-mile stretch of I-4/SR-400 just north of St. John’s River bridge in Volusia County. Ranger will resurface, restore and rehabilitate I-4 travel lanes and make improvements to shoulders and exit ramps.

Repaving In Palm Beach, FL

St. John’s Heritage Parkway • Brevard Co., FL Ranger Construction is building a 3.1-mile section of St. John’s Heritage Parkway in Brevard County, FL, under a two-year, $12.2 million contract. Progress on the mostly two-lane stretch of roadway is coming along well, with grading work essentially finished and paving due to start in late January/early February 2016, roughly six months ahead of schedule. Ranger’s section extends from the city limits of Palm Bay north to US-192, just west of I-95, and includes construction of a two-lane bridge.

Among other recent private-sector resurfacing work, Ranger Construction recently repaved the parking lot of St. Edward Roman Catholic Church in Palm Beach, FL.

SR-70 @ CR-611 • Ft. Pierce, FL After making improvements to I-95 and the interchange at SR70 (Okeechobee Road) in Ft. Pierce, FL, in recent years, Ranger Construction recently received a $6 million contract to widen the nearby intersection of SR-70 and CR-611 (Jenkins Road).

Happy Retirement to David Redding!

David Redding, a Welder in Ranger’s West Palm Beach shop, retired in 2015 after 25 years of dedicated service.

John Conkwright Family, friends and colleagues mourned the recent passing of John M. Conkwright, 71, former Vice President of Construction Operations at Vecellio & Grogan.

Prior to joining V&G, John worked his way up in the heavy construction industry, from Laborer, Operator, Foreman, Superintendent, Project Manager, Engineer, Estimator and Construction Manager.

He was hired in 1985 as V.P. of Construction at one of the Group’s Florida companies, promoted to V.P. at V&G in 1988, and retired in 2001 after 16 years of service.
