Swings and shifts in the market are nothing new, of course, and we’ve seen our share over the years. We take a proactive approach, combining the patience of a long-term view with carefully timed expansion, diversification and vertical integration when favorable opportunities arise. This has led to the size and scope of the Group today.

In this issue we look at the ways our construction operations are moving into new markets, services and specializations during the current economy, while our materials and energy divisions continue making significant contributions to our success, as well.

Sharpe Bros.’ current expansion within North Carolina is a good example of the Vecellio Group’s carefully timed approach to changing market conditions. In a deal that was explored before the recession, put on the back shelf during the worst of it, and finalized over the past year of continued recovery, Sharpe is expanding westward by setting up an asphalt plant at aggregate producer Martin Marietta’s “Salem Quarry” near Winston-Salem. The arrangement benefits both companies: Sharpe extends its market reach, with an aggregate supply just a stone’s throw away, while Martin Marietta adds to its local production volume.

Winston-Salem is part of North Carolina’s Piedmont Triad, home to a population of more than one million in and around its cities, including High Point and Greensboro, where Sharpe Bros. has been doing business since 1980. Acquired last decade as a division of Vecellio & Grogan, the grading, utilities and asphalt contractor will now be better able to serve its customers throughout the entire Triad region, where economic trends signal continued growth.

Sharpe Recycles Asphalt Shingles Into Aggregates

The operation is saving tons of shingles from ending up in area landfills, while saving roofing companies money on disposal fees. Cost-savings are also experienced by Sharpe and its customers.

The shingles are ground up and screened into aggregates already coated with asphaltic cement, reducing the need for both types of virgin material. The process also removes leftover roofing nails, producing material ready for immediate use.

Vecellio & Grogan Steps Up Site Work, Range Of In-House Services Vecellio & Grogan, one of the midAtlantic states’ largest heavy/highway, bridge and site development contractors, is also adapting to a changed business landscape since the recession. The lack of a long-term, robust federal funding program has limited the number of highway and bridge construction projects throughout much of V&G’s market area, with

North Carolina one of the few exceptions.

Another work staple, site development for energy companies, remains soft due to a variety of global and domestic factors.

Low petroleum prices and an abundance of low-cost coal and natural gas have suppressed the demand for new mines or well sites. Demand for other types of site work, however, such as commercial and educational construction, has revived.

V&G has stayed proactive amid all these changes. While the company did not historically pursue ultra-large or public-pri-

With the addition of the Salem plant, Sharpe is once again operating three asphalt facilities to serve its paving crews and FOB customers, with the other two plants situated in Greensboro. Sharpe recently converted a third Greensboro site, formerly an asphalt plant, into a recycling center for asphalt shingles, filling a different need in the construction market while providing a number of benefits, as well.

In the past few years the company has secured nearly $200 million in highway and bridge work, most notably on these four projects: SR-10 in Logan County,

WV; SR-83 in Vansant, VA (completed this spring); US-321 in Blowing Rock, NC; and the Western Loop section of outer beltway around Greensboro, NC. The Western Loop job alone, part of proposed I-785/I-840, is valued at $123 million, making it the largest contract in V&G history.

Not far from its Vansant highway project, V&G recently performed extensive site work for a new middle and high school

in Clintwood, VA. As a point of strategy, the company will continue to pursue site development work near its highway and bridge projects, allowing the most competitive bids and efficient management oversight.

And in the energy sector, where market conditions could improve on short notice, V&G’s experience in overburden removal and drilling pad preparation, combined with its fleet of high-capacity equipment, keep it a frontrunner for coal and natural gas site work.

In addition to pursuing new contracts on all fronts as either a prime or major subcontracting partner, Vecellio & Grogan is keeping more work in-house to trim costs and tighten production schedules.

It recently acquired large-diameter drilling equipment for the construction of pier caissons, and is performing utilities and sound wall installation as well, rather than subcontracting those services.

Taken together, the moves allow V&G to competitively serve markets from Alabama to Illinois, adding value to owners through its broad experience and proven results. Meanwhile, the industry looks forward to additional opportunities should a long-term highway bill complete its journey through the political process.

vate partnership projects, it has reoriented to do so. It is also pursuing smaller projects that, when the conditions are right, can be bid very competitively, including reclamation, remediation and other types of site work.

Ranger Construction’s $85 million ‘Segment C’ Design-Build project is adding 3.6 miles of express lanes to I-75 in Broward County, FL. Ranger also has the adjacent $80 million Segment D contract, totaling 7.3 miles of new highway construction. The team includes design firm Wantman Group and bridge contractor Cone & Graham.

Ranger Construction also has been pursuing opportunities amid changes in the market.

One of Florida’s leading heavy/highway, site development and asphalt contractors, Ranger has become a renowned design-build partner as well, capable of handling large-scale projects, while on the other end of the spectrum, it has provided mechanical services to meet port customers’ needs.

In recent years Ranger reconfigured its estimating and project management staff to handle design-build projects, in which engineering and construction firms team up to bid, design and perform the work in a coordinated effort, providing increased efficiencies.

The move has paid off. Ranger has successfully completed more than $230 million in design-build work in the past few years, with another $160 million currently underway.

Another new focus, Ranger Mechanical Services, is led by Roberto Finale.

Examples of its work include two recent projects at Vecenergy’s Port Everglades terminal. Ranger performed pipefitting and

connection work for the installation of a vapor recovery unit, and similar work for the modification of a jet fuel tank. Ranger has also provided mechanical services for FPL infrastructure at the terminal.

Production Schedules Follow Market Conditions Ranger has also been successful in obtaining traditionally bid road work, commercial site development and private paving contracts, although not at the record levels seen last decade.

Just south of Melbourne, an underutilized plant was taken offline and dismantled, with components shipped north to facilitate Sharpe Bros.’ expansion plans (see page 2).

Indirectly, Ranger also provided a working model for Sharpe’s new location strategy. In a longstanding arrangement, Ranger’s Miami plant is situated next to aggregate producer White Rock Quarries.

Both Ranger and White Rock are Vecellio companies, whereas Sharpe has no corporate connection to its quarry neighbor, but the beneficial set-up is similar.

Quality In Construction Awards Speak To Value Of Ranger’s Focused Approach Throughout the various market changes, Ranger Construction’s focus on quality has been constant. The Florida company received eight 2014 Quality In Construction Awards from the National Asphalt Pavement Association, adding to other paving and construction awards received during the year.

“Projects that earn Quality in Construction Awards have been measured against industry best practices,” said William C. Ensor III, 2014 NAPA Chairman. “Ranger Construction met or exceeded these rigorous quality standards.”

The awards were presented at NAPA’s 60th annual meeting, held January in Marco Island, Florida. Comments from the award notification letters are in quotations:

Road Projects — • Mill and Overlay of SR-5/US-1 in Melbourne — “The company used sustainable paving practices, incorporating reclaimed asphalt pavement (RAP) and asphalt rubber binder (ARB), made from recycled tires, into the asphalt mixes. Despite working in a congested urban area, Ranger produced a very smooth roadway with excellent density.”

• Improvements to the I-4/SR-46 interchange in Sanford — “This design/build project helped reduce congestion around the

busy interstate interchange. The company employed sustainable building techniques, using reclaimed asphalt pavement (RAP) in the mixes to conserve natural resources and save energy. Employing a material transfer device during paving, Ranger Construction built a high-quality asphalt pavement making travel easier for motorists.”

• Major Improvements to I-595 in Ft. Lauderdale — “The four-year project included new construction of the express lanes plus widening, milling, and replacement of several nearby roads. The company had to safely maintain traffic flow of up to 140,000 vehicles a day.

During paving, the company used three asphalt plants and up to 10 paving crews at a time.”

• Improvements to SR-19 in Tavares — “The company used sustainable paving techniques, incorporating reclaimed asphalt pavement (RAP) and asphalt rubber binder (ARB), made from recycled tires, into the mixes.

Ranger Construction used a material transfer device to eliminate segregation of the mix while paving, and achieved a smooth, high-quality asphalt pavement.”

• Mill and Overlay of SR-A1A on North Hutchinson Island — “The company used a material transfer device to eliminate segregation of the mix ingredients during paving, and achieved excellent results. White Rock’s Core Focus Keeps It A Market Leader Despite Volume Changes As a supplier of limestone aggregates and screenings to Florida’s construction industry, White Rock Quarries has also seen customer demand go from last decade’s extraordinary highs, to the recessionary decline, to this decade’s slow but steady recovery. White Rock was built from the ground up to be a low-cost producer, so management was able to adjust to the shifting demand and remain a market leader, despite changes to the overall volume.

For example, while the market as a whole was still in recovery, White Rock quickly ramped back up to supply 3.5 million tons of aggregates within 14 months for construction of an elevated runway at Ft. Lauderdale International Airport. The runway opened to air traffic in September 2014, with the sloping extension reaching six stories high at its eastern end, successfully culminating one of the largest embankment supply orders the industry had ever seen.

Vecenergy A Key Part Of Vertical Integration, Diversification Vecenergy, the Group’s energy division, is a textbook example of the benefits of vertical integration and diversification, providing added efficiency during peak years and a stabilizing factor during other parts of the market cycle.

The division started just over a decade ago with a liquid asphalt terminal at the Port of Palm Beach operating as South Florida Materials Corp. The facility provides Ranger and other South Florida road contractors with a vital ingredient for manufacturing asphalt pavement mixes.

The asphalt terminal was soon followed by construction of a diesel terminal at the same port, serving fuel wholesalers supplying retail outlets across the region.

Providing Opportunities Also Strengthens Group With the economy in general, and construction in particular, seeing continued, steady progress, the Vecellio Group has not only been pursuing new opportunities, it has been providing them as well.

During the downturn, many workers in the construction industry moved on to other fields. The Group minimized this impact by retaining a core of highly qualified management, supervisory and operating personnel, while also keeping good relations with those who pursued opportunities elsewhere.

In the years since, the companies’ reputation for providing a professional and safe workplace, competitive pay, and a

All these moves complemented and augmented the rest of the Group’s operations throughout the market’s swings.

In addition to providing products and services at South Florida ports, Vecenergy acquired and is operating petroleum terminals in Alabama, Georgia and New Mexico, for a total of more than 2.2 million barrels of capacity, with other expansion plans in the works, as well.

Summer Jobsite Alert! Beware Of Heat Stroke Or Exhaustion Heat Stroke can be fatal if medical help is not summoned immediately! Symptoms include a body temperature of 105° or above, hot dry skin, mental confusion, delirium, loss of consciousness, convulsions or coma.

Call for medical help immediately! Get the person out of the sun, pour lots of cool water on him or her to thoroughly soak the clothing, and fan vigorously to reduce body temperature. Heat stroke results from a combination of heat, exertion, and high humidity that doesn’t allow perspiration to

evaporate normally, driving up the body temperature to a dangerously high level.

Heat Exhaustion results from not drinking enough fluids to replace what is lost through perspiration. Symptoms include weakness, fatigue, nausea or headache. The remedy is to get out of the sun and slowly drink small amounts of liquid until recovery. If the condition is severe, call for medical help!

The Vecellio Group has a very beneficial 401(k) program available for all eligible employees. Auto-enrollment starts at a basic level, but the program allows employees to make significantly higher contributions to their accounts to build up savings for retirement.

The company also has a generous discretionary contribution policy whereby it also invests in each employee’s 401(k) account, building up the savings even faster, subject to policy limitations. ‘Let’s Move’ Campaign Rewards Keeping Active Vecellio Group employees were encouraged to take part in a friendly competition earlier this year by logging daily minutes spent on physical activity, such as walking. As a team, employees logged more than 16,800 activity minutes during the contest period!

Vecenergy Tops Off NM Tank Vecenergy, the Group’s energy division, is putting a dome roof on Tank 31 at its Albuquerque, NM, terminal to accommodate ethanol products. Tanks are modified as needed for different commodities.

The division owns and operates petroleum products terminals in Florida, Georgia and Alabama as well, totalling 2.2 million barrels of capacity.
