Long-Term Supply: White Rock Prepares New Sections For Mining For all appearances, it looked like any other lowlying South Florida acreage, thick with invasive melaleuca trees choking out the native ecosystem.

But on this tract west of Miami, on this particular day more than 30 years ago, the real area of interest lay below.

Geological surveys had shown the region was rich with high-quality limerock, suitable for mining and processing into aggregates and screenings needed for construction materials, such as road base, asphalt pavement and concrete. On neighboring lands, limerock mining operations were already well-established.

It was the perfect acquisition for the

Vecellio family, who had arrived on the Florida business scene in 1979 with ambitions to grow far beyond their purchase of Rubin Construction, an asphalt contractor serving the Palm Beach County market since the 1940s. Rubin’s founder had recently retired and was also divesting some real estate holdings, including the acreage near Miami, so a deal was struck.

Under the Vecellios’ ownership the roadbuilding firm grew rapidly, was renamed Ranger Construction, and eventually expanded to serve customers from Miami and the Keys to the Orlando and Daytona areas.

The Vecellios also substantially added to their limerock holdings, buying land or

securing leases on additional tracts, and in the mid-1980s White Rock Quarries was established.

Built from the ground up as a highquality, low-cost producer, White Rock is now one of the nation’s top-producing quarries. The preparation of new sections, such as underway at Sections 4 and 5, also removes the invasive melaleuca trees, part of a long-term plan to reestablish native plants in the region.

In business for nearly 30 years, with decades of additional limerock supply in reserve, White Rock provides a reliable, long-term supply, efficiently processed and shipped by truck or rail to serve Florida’s construction industry.

As A Core Principle, Working Safely Is Part Of The Daily Job Description There’s something about human nature that we tend to look for shorter, faster ways to get things done. When applied correctly, creative thinking can improve project planning and boost production. But when it comes to the well-established routines of jobsite safety, shortcuts are simply not allowed.

Construction ranks high among occupations that carry risk, so it’s vital that we address those risks by adhering to all safety rules and regulations. It is a core principle, and it is part of the job.

Sharpe Celebrates 8 Years – More Than 1 Million Work-Hours – With No Lost Time Working more than one million hours over a span of eight years without a lost-time incident is remarkable. Yet the employees of Sharpe Bros. in Greensboro, NC, have surpassed this milestone, marked by a recent celebration breakfast.

What’s the company’s secret? Safety is Job #1, no question. But instead of looking ahead to the desired result, Sharpe has found great success in focusing on the process necessary to get there.

“Safety is all about the process, the dayto-day procedures and routines,” explains Mark Ligon, Vecellio Group’s V.P. Safety.

John Riley, Jr., Safety Director of Vecellio & Grogan and its Sharpe Bros. division, agrees. “Safety is not just an end result, it’s the ongoing process throughout the day that adds up to a safe workplace.”

Sharpe Bros. V.P. Ivan Clayton gives safety his full support. “Working safely means doing things the right way. If there’s

any doubt, we want employees to get the correct answer from your Foreman or Supervisor.”

“As a Group, we want everyone to return home safely after every shift,” stresses Michael Vecellio, V&G President.

This Group-wide effort is evident.

Through Sept. 30, Vecenergy had over three years with no lost time (over 500,000 workhours); White Rock Quarries, more than two years (over a million hours); V&G, nearly one year (235,000 hours) and Ranger Construction, nearly one year (1,145,000 hours).

Ranger Finalist For National Safety Award

Wall-To-Wall-To-Wall Awards Showcase Ranger’s Quality

Ranger Construction was chosen as one of two finalists in its category for a national safety award, given recently at the annual convention of the industry’s foremost trade association.

The Transportation Development Foundation, an arm of the American Road & Transportation Builders Association, each year presents the Contractor Safety Award to the company with the most impressive safety program in each of three tiers, based on the number of employee-hours worked.

Ranger, competing against other companies having over one million hours worked, was chosen as runner up in a very close split-decision.

“Ranger had a great safety record last year and continues to improve its safety culture,” said Vecellio Group V.P. Safety Mark Ligon. Helping promote this culture are Ranger Safety Directors Mike Scarborough and David Asselin.

Two years ago Sharpe Bros. won the award for its business category (fewer than 500,000 employee-hours).

Making safety efforts so effective throughout the Group are full buy-in and frequent jobsite tours by the Vecellio family and company leadership, comprehensive safety planning and training, safety audits and reviews, and thorough incident investigation.

Ranger Hailed As “Best Runway Paving Contractor” Excerpts from a recent letter from Kissimmee Gateway Airport Director of Aviation Terry Lloyd, sent to Ranger Construction: “Thank you for the excellent performance... Runway projects pose a high potential for incidents... I am pleased to say that this project was 100% incident free... To state it simply, Ranger Construction was the best runway paving contractor I have worked with over my 34year career in airport management on four continents...”

Also highlighted were Ranger’s “outstanding management, supervision and coordination skills” with its own crews and with airfield lighting subcontractor H.L. Pruitt Corp.

Ranger, V&G, Sharpe Put Group Among Top 20 In Highway Construction The Vecellio Group perennially ranks in or near the top half of Engineering News-Record’s Top 400 Contractors list (this year listed as #223 in the U.S.) and among the leaders in highway and road construction (#19 this year), with projects by Ranger Construction, Vecellio & Grogan and Sharpe Bros. comprising the volume of contracted work.

Calculations for the Top Contractors’ lists do not include any of the Group’s extensive mining or energy operations.

“The private market is surging back in central and south Florida,” noted Leo Vecellio, Jr., Ranger CEO.

“There have been plenty of bid opportunities and we’ve had good success.

Developers are once again evaluating the best overall value, not strictly the lowest price at bid time, to make sure they are receiving the most cost-effective completed project.”

Builder Recognizes Ranger With Safety Award

EMJ Construction, builder of Palm Beach Outlets at the former Palm Beach Mall site in West Palm Beach, honored Ranger Construction with its Award of Safety Excellence for ensuring safe operations on the busy jobsite. Ranger provided a complete site development and paving package for the new retail center.

Extensive temporary work platforms are protecting wetlands during construction of a section of expressway in Greensboro, NC, while in Clintwood, VA, site work for a large educational complex required close coordination with many other contractors.

One of the Group’s newest pieces of equipment is a concrete pumping truck at Vecellio & Grogan.

The largest piece of equipment in the Vecellio Group’s fleet is White Rock Quarries’ Marion 8200 walking dragline in Miami, FL. Operated by North American Mining, it has a 105-cu. yd. bucket and a boom nearly the length of a football field. Power from a dedicated substation feeds the machine’s 14 electric motors, which generate 14,500 h.p.

Key Strategy Provides Reliable, Productive Fleet For Mining, Paving & Heavy/Highway Construction

Two Kenworth T880 dump trucks, shown at Ranger Construction’s West Palm Beach asphalt plant, recently were added to the company’s fleet, along with a number of new T800s.

A recent addition to the equipment fleet is a Manitowoc MLC165 (left) currently deployed on V&G’s Western Loop project in Greensboro, NC (also see page 6). The 182-ton-capacity crane (165 metric tons) can install and remove its own tracks and counterweights, and features the latest in high-efficiency components.

At Vecellio & Grogan’s shop, Beckley Equipment Repair, Truck Mechanic Cecil Williams has retired after 38 years.

Cecil began his career with Vecellio & Grogan in 1976 as a Parts Runner. He worked in the warehouse before being promoted to Mechanic Helper, then Mechanic, where he utilized his many skills throughout a long and fruitful career.

Cecil worked on trucks, tractors, and other on-road vehicles, as well as specialty equipment, such as walk behind rollers and generators. He also performed safety inspections.

Art Fowler, a 37-year employee of the Vecellio companies who served as a Vice President before his retirement in 1992, has passed away at the age of 84.

Art worked for the West Virginia Department of Highways before serving in the Korean War, then in 1955 went to work for an asphalt paving company that became Black Rock Contracting, acquired by Vecellio & Grogan in 1973.

Horacio Cortes, a Sales Loader Operator for just over 19 years, hung up his hard hat in August. He was a reliable worker with a knack for loading trucks at the proper weight.

Jose Suarez, a Welder for more than 15 years, retired in September.

He took pride in precisely building up the metal on the aggregate plant’s crusher rotors for peak efficiency.

In memoriam A valuable member of the executive team, Art also became involved in the Vecellio Group’s expansion into Florida, helping oversee asphalt operations at Ranger Construction.

Survivors include his two sons, also long-time employees: Scott is a Ranger V.P.; Rick is an Estimator.

Their father will be sorely missed.

Kathryn Cotrill Vecellio, co-owner of the Vecellio Group along with her husband, Leo, and their sons, Christopher and Michael, has been inducted into her alma mater’s Hall of Fame.

Mrs. Vecellio, a graduate of West Kathryn Vecellio Virginia University with a Bachelor of Science in Biological Sciences/Secondary Education and a Master of Art in Guidance and Counseling, has been active for decades in fundraising and volunteer work for a variety of community, charitable and educational organizations, and has received numerous awards and recognitions.

In October she and five other alumni were inducted into the university’s College of Education and Human Services Hall of Fame. The ceremony noted her record of outstanding achievement and significant contributions to the college’s vision and mission.

Among many other notable accomplishments, Mrs. Vecellio served for 14 years on the college’s visiting committee. She also was Chair of the American Heart Association’s most successful Heart Ball ever.
