As experienced professionals retire or transition out of the industry, fewer young workers are stepping in to take their place. This shift is creating an aging workforce and making it increasingly difficult to replace skilled talent.

Vecellio & Grogan crews set beams prior to beginning bridge deck work on the North Causeway Bridge in Ft. Pierce, FL.

Vecellio & Grogan is continuing work contracted by the Florida Department of Transportation (FDOT) to replace the SR A1A North Causeway Bridge over the Intracoastal Waterway in Ft. Pierce, FL. The project involves constructing a new high-level fixed bridge that will directly connect to SR 5/US-1 and span the Florida East Coast (FEC) Railroad, Old Dixie Highway, and the Intracoastal Waterway.
Ranger Construction is also working on the project as a subcontractor. Their scope of work includes the roadway construction leading up to the bridge approaches, excluding the mechanically stabilized earth wall construction, earthwork, excavation, embankment, stabilization, base work, asphalt paving, and drainage improvements.
Ranger’s support of V&G’s overall bridge and marine operations ensures the upland roadway components are delivered efficiently and in sequence with the critical path of the bridge construction.
Working closely together, V&G and Ranger are providing the highest quality results for the community of Ft. Pierce. The project is scheduled for completion in 2026.



Vecellio & Grogan’s SR 30 Pedestrian Underpass at the Inlet Beach in Crestview, FL was awarded Outstanding Project in the Special Projects category by the American Council of Engineering Companies of Florida (ACEC Florida).
The project stood out for its innovative approaches and significant improvements for bicycle and pedestrian safety, an important strategy in FDOT’s “Target Zero” initiative – a statewide initiative to reduce the number of transportation-related serious injuries and deaths.
The project involved the construction of a $5.5 million pedestrian and bicycle tunnel under US 98 in Inlet Beach. The tunnel, a three-sided box culvert, is 12 feet wide and 8 feet high and integrates existing pathways, enhancing connectivity within the area. The construction required multiple phases, including temporary lane diversions and extensive pedestrian pathway setups to ensure ADA compliance.

In addition to improving safety by allowing pedestrians and bicyclists to cross under US 98 unimpeded by vehicular traffic, the project stands to serve as an iconic landmark in the Inlet Beach area.




Ranger Construction is currently providing services on multiple airport projects throughout south Florida. With crews at Palm Beach Int’l Airport (PBIA), Ft. Lauderdale-Hollywood Int’l Airport (FLL), Boca Raton Airport (BCT), and Key West Naval Air Station, Ranger’s expertise is


well known to Airport Authorities and government agencies alike. These agencies require the highest level of quality and expertise to ensure continuity of service, as well as customer safety and satisfaction.

Ongoing airport work at Ranger currently exceeds $100 million in contracts, with projects continuing through the end of 2026.


The Vecellio Family Foundation awards scholarships to outstanding graduating high school seniors from select schools across West Virginia, as well as to eligible dependents of Vecellio Group employees.
Since 1973, the Foundation has proudly supported students through these meaningful educational programs—a tradition that continues in 2025.
This year, the Foundation is recognizing 16 scholarship recipients, nine from West Virginia high schools and seven employee dependents. All scholarships are distributed over four years to the colleges or universities they attend.
Nine scholarships are offered to seniors from designated West Virginia high schools, with recipients chosen by independent review boards rather than the Foundation or the Vecellio Group. Selection is based on academic performance, including SAT/ACT scores, school transcripts, and other indicators of future success.
Scholarships awarded through the Foundation’s West Virginia programs were established to give back to the communities where Vecellio & Grogan began building its business 87 years ago.
David Hegele, a student from Shady Spring High School, received a Leo A. Vecellio, Sr. Memorial Scholarship. David will attend West Virginia University.
McKinlea Hill, representing Liberty High School, also received a Leo A. Vecellio, Sr. Memorial Scholarship. She has chosen to attend Bluefield State University in West Virginia.
Four students from Woodrow Wilson High School were selected to receive Foundation scholarships in 2025.
Alexis Coleman is receiving a Leo A. Vecellio, Sr. Memorial Scholarship and is planning to attend North Carolina Agriculture & Technical State College.
Jacob Reeves is receiving the Al Janutolo Memorial Scholarship that will assist his attendance at West Virginia University.
Abby Dillon is receiving the Rick Vecellio Memorial Scholarship in memory of the late brother of Leo A. Vecellio, Jr.
Ryan McMellon, the final Woodrow Wilson High School recipient for 2025, will receive the Wilburn & Helena Whitten Scholarship and attend West Virginia University Institute of Technology in Beckley.
Independence High School senior, Ryan Johns, is receiving a Leo A. Vecellio, Sr. Memorial Scholarship and will be attending Glenville State University in West Virginia.
Jolynn Bolen, from McDowell County, West Virginia, is the 2025 recipient of the Dr. Dante Castrodale Memorial Scholarship, named in honor of Leo A. Vecellio, Sr.’s brother-in-law, a well-know physician in the area. Jolynn is attending Marshall University.
And this year’s recipient of the Rick Vecellio Memorial Conservation Scholarship/Youth Conservation Award is Emily Carothers who is attending Concord University in Mercer County West Virginia.
The Vecellio Family Foundation also supports numerous other educational, civic and charitable organizations. At Virginia Tech, for example, an endowment supports not only scholarships and fellowships, but a full professorship.
Scholarships that are granted to dependents of current employees of Vecellio Group are given in memory of Leo A. Vecellio, Sr., one of the cofounders of Vecellio & Grogan.
Gavin Butz is also receiving a Leo A. Vecellio, Sr. Memorial Scholarship. He is the son of Cory Butz, Director of Operations at Vecellio & Grogan, and a graduate of Durant High School. Gavin will be attending the University of Central Florida in Orlando.
Jada Castro is the daughter of Penelope Dutan, Contract Administrator for Ranger Construction. A graduate of Royal Palm Beach High School, Jada will attend the University of Florida after receiving a Leo A. Vecellio, Sr. Memorial Scholarship.
Sherlyn Gomez, daughter of Ruben Gomez, Plant Operator for White Rock
Quarries in Miami, FL. Sherlyn graduated from the Mater Performing Arts & Entertainment Academy (high school) and will be looking forward to attending Florida International University on a Leo A. Vecellio, Sr. Memorial Scholarship.
Nadia Hernandez, daughter of Marc Hernandez, Technical Business Analyst at Vecellio Management Services, will also receive a distinguished Leo A. Vecellio, Sr. Memorial Scholarship. Nadia recently graduated from Cypress Bay High School, and will be attending the University of South Florida in Tampa.
Alayna Reed is a graduate of Englewood High School in Jacksonville, Florida. She is the daughter of Sarah Reed, Assistant Division Controller at Hal Jones Contractor. Alayna is receiving a Leo A. Vecellio, Sr. Memorial Scholarship, and will be attending the University of West Florida near Pensacola.
Riley Schafer is the daughter of Bob Schafer, President of Ranger Construction. She is a graduate of Vero Beach High School and will receive a Leo A. Vecellio, Sr. Memorial Scholarship. Riley is excited to attend Florida State University in Tallahassee.
Alexa Zevallos is the daughter of Nadia Zevallos, Director of Finance for Vecellio Management Services. Alexa is a graduate of Wellington High School and will receive a Leo A. Vecellio, Sr. Memorial Scholarship. Alexa will be attending Florida Atlantic University.
The Vecellio Family encourages all eligible dependents of employees who plan to attend college to apply for a Leo A. Vecellio, Sr. Scholarship.
This valuable program is available to students of every team member, from laborers to management. It offers students an excellent opportunity to take the first step toward achieving their higher education goals.
Current team members with questions about the application process are encouraged to contact their supervisors for additional information.
The Vecellio Family Foundation, at its discretion, awards scholarships each year to eligible dependents of employees of Vecellio Group, Inc. and its subsidiaries and divisions.
To qualify, applicants must be graduating high school seniors who are dependent children (natural or adopted) of a Vecellio Group employee with at least one year of continuous active employment prior to January 1 of the student’s graduation (scholarship) year.
An independent scholarship review and selection committee evaluates all eligible applicants and determines the recipients. No representatives from the Vecellio Family Foundation, the Vecellio Group, or any of its subsidiaries participate in the selection process.
Employee Dependent Scholarship applications are available to all eligible employees across the Vecellio Group. Interested applicants should contact their local Human Resources department for an application. Completed applications must be submitted by March 1, 2026.
In Florida, employee dependents may also be eligible for scholarships from several trade associations, with eligibility requirements listed within their respective websites:

The East Coast Chapter of the Associated General Contractors (AGC) of Florida recognized Ranger Construction for multiple Safety Excellence Awards at their annual breakfast in West Palm Beach, FL on October 14, 2025.
Ranger received Awards of Excellence for Vehicle Safety, Worker Safety, and Innovative Safety Practices for their accomplishments in 2025. One of the most highly coveted awards presented by AGC’s Florida East Coast (FEC) Chapter was also presented to a Ranger team member...the Mike Scarborough Safety Professional of the Year.
Mike Scarborough was Sr. Safety Director at Ranger Construction prior to his retirement in 2022, and passing in 2023. Mike served on the AGC FEC Safety Committee since its inception. He also served as Chairman and was a continuous visionary for the committee since day one of service. Mike’s dedication to safety, and his leadership contribution to the Chapter, was the impetus for the award and named in his honor posthumously.
Keurin Acosta, Safety Director at Ranger, was the recipient of the Safety Professional of the Year award for 2025. Keurin was recognized for outstanding innovation and the advancement of safety management processes within the business.

David Peach began his career with Ranger Construction in 1985 as an Asphalt Paver Operator—and he’s been mastering the craft ever since. His skillful operation of the paver consistently minimizes unnecessary work for crew members, and his dedication to quality and on-the-job safety is evident every day. David also keeps his equipment in excellent condition, ensuring it remains clean, reliable, and fully operational.
Highly respected by his team, David has been a steadfast and valuable member of Ranger Construction for 40 years. Congratulations to David on this remarkable milestone.
VICKI BURGESS • 30 YEARS PAYROLL MANAGER

Vicki Burgess originally started her career with Vecellio & Grogan in 1988 in accounts receivable. After taking a short break to spend time with her children, Vicki returned to continue supporting various departments within Beckley Management, V&G’s office team. This included such duties as general accounting, accounts payable, equipment, and HR, however, she found her home in Payroll over 15 years ago.
Because of her attention to detail and ability to manage multiple projects at once, Vicki was promoted to Payroll Manager for all payrolls processed out of the Beckley, WV office.
She welcomes any task presented to her and greets her fellow employees with a smile every day. With her willingness to tackle whatever is thrown her way, she is respected by everyone she works with and continues to be a wonderful asset to the Beckley team.
DEBORAH CLENTON • 30 YEARS

Deborah Clenton began her career at PAVEX as a Roller Operator. She became part of Ranger Construction when PAVEX was acquired in 1997.
Having proven her skills and expertise over the years, Deborah has become a key Lead Roller Operator for the team. Her commitment to quality makes her someone the business relies on to ensure proper compaction is achieved on many critical jobs.

Ruben Gomez began his career at White Rock Quarries in 1995 as a Plant Operator. His high level of awareness and continuous focus on safety gained the respect of everyone he worked with.
In 2018, Ruben was promoted to OffHighway Rear Dump Truck Driver. His reliability and integrity have led his success in at White Rock, and we congratulate Ruben for his dedication and loyalty over the past 30 years.

In September 1995, Jose Gonzalez began his long career with White Rock Quarries as a Loader Operator in Scale Operations. From the start, he was recognized by those around him as dependable, honest, and trustworthy.

Patrick Jones joined Sharpe Bros. in 1995 as a Dump Truck Driver. His professionalism and ability to operate any piece of equipment led Patrick to be promoted to Equipment Operator in 1998. Both working as Leadman on a grading and pipe crew for 10+ years, and his knowledge in grading and pipe laying, Patrick was promoted to Equipment Service Technician in 2023. His ability to learn how to service all types of equipment and help in the Shop has made him a valuable asset to Sharpe Bros. throughout the years.
Patrick is always willing to help whenever needed, and he does it with a positive attitude that inspires others. We congratulate him on 30 years of dedicated service.

We celebrate Adrian Montes de Oca on his remarkable service anniversary!
Adrian joined the White Rock team in April 1995, and has been an essential part of our operations for three decades. As an Off-Highway Rear Dump Truck Operator, he continues to set the standard for excellence every day.

Eudin Muriel joined White Rock Quarries in January 1995, and for 30 years has been a dependable and respected member of the White Rock team.
In his role as Plant Leadman, he plays a vital part in keeping operations running smoothly and efficiently.

Rufus Robertson began his career at Ranger Construction as a Ground Man for a pipe crew in 1995. His ability to learn on the job helped him to be promoted to Screed Operator in 1997, then to Foreman in 2001. Commitment and leadership led Rufus to a promotion to Asphalt Superintendent in 2019 where he remains today. His management skills and public relations expertise has earned Rufus the respect of his peers and customers alike. Congratulations “Rep” on 30 years of outstanding service and support.

C.W. Smith began his career with Ranger Construction in 1995 as a Laborer. His ability to learn on the job helped him to be promoted to Screed Operator in 1997, then to Steam Jenny Operator in 2011.
CW’s knowledge and expertise, especially in keeping heavy equipment clean, has led to his being respected by all who work with him. Congratulations to CW on this outstanding achievment with Ranger.

Wilbur “Bud” Thompson began his career at White Rock Quarries in 1995 as a Foreman. His reliability and deep knowledge of the business earned him a promotion to Trucking Superintendent in 2006, followed by Plant Manager in 2014.
Bud is known for performing exceptionally well under pressure and always keeping safety a priority. A skilled troubleshooter with excellent time-management abilities, he is a respected leader among his colleagues. His strong decision-making and problem-solving skills—along with his electrical expertise—led to his promotion to Electrical Manager in 2019.
Bud has been a dedicated and valued member of the White Rock team for 30 years, and we congratulate him on this outstanding achievement.
BELL

Eugene Bell is celebrating his 20year anniversary with Vecenergy. His career started at Cliff Berry Associates before they were acquired by Vecenergy.
Eugene is a selfstarter who is always the first person to jump in and help whenever there is a need. This ability to take charge and adapt to any situation allows him to play an essential role in training new team members.
Eugene was promoted to Person-InCharge in 2010, and his continued professionalism and positive attitude led to a promotion to Operations Coordinator in 2021. His accomplishments are recognized by everyone at Vecenergy, and we congratulate his success throughout his 20 years with the business.

Dwayne Boyles began his career at White Rock Quarries in January 2005 as a Handyman. His eagerness to learn, paired with his commitment to quality, earned him multiple promotions over the past two decades.
Dwayne’s strong attention to detail and his ability to collaborate effectively with others led to his promotion to Shop Partsman in 2016. His leadership and self-motivation make him a true asset to the entire White Rock team.

Todd Cannon’s career at Vecenergy began in 2005, when he joined the company as a Vice President. With 44 years of experience in the oil industry, Todd’s background spans a decade on the maritime side—following his graduation from the Federal Military Academy at Kings Point—and service in the Navy Reserve, before moving into landside roles managing oil terminals.
Now marking his 20th year with Vecenergy, Todd continues to bring a lifetime of expertise that has helped fuel the growth of Vecenergy and its subsidiaries. Congratulations on two decades of leadership.
The Company’s 20, 30, and 40-year anniversaries always receive special recognition in our Q3/Q4 issue. We also congratulate and recognize all team members celebrating anniversaries of five or more years on pages 12 & 13.

For over two decades, Michelle Dryden has been an invaluable force for Ranger Construction, consistently demonstrating an extraordinary ability to adapt & excel in any situation.
Her gift for picking up new concepts, processes, and challenges with remarkable speed has repeatedly set her apart as a standout performer. Her quick wit is legendary, equal parts brilliant insight and perfectly timed sarcasm that keeps everyone sharp, laughing, and occasionally ducking for cover. This ability to think on her feet has lightened workloads and helped to solve issues before they become problems, making everyone around her more efficient.
She has left an indelible mark on Ranger and it is with profound gratitude that we thank Michelle for her 20 extraordinary years.

Cindy Fader joined Murray Logan Construction as a Controller in 2005, and she has excelled in that role for the past 20 years. Her exceptional attention to detail has made her an invaluable member of the Murray Logan team throughout her career.
Cindy is committed to quality, brings excellent communication skills, and consistently demonstrates a can-do attitude. She is respected by everyone she works with. We congratulate Cindy on 20 years of dedicated service and support.

In 2005, Gary Flores joined White Rock Quarries as a Trucking Lead. His leadership skills were recognized early on, and he was soon on a path to success.
Gary’s scheduling skills, along with his knowledge of aggregate plant process and operations, led to a promotion to Plant Lead in 2014, then to Plant Foreman in 2018.
Gary is known for his communications skills, leadership ability, and continuous safety management and improvement. He is a valued member of the White Rock team and we congratulate him on 20 years of dedicated service.

Monique Gors began her career with Vecellio Management Services in 2005 as an HR Manager, a role she has proudly maintained for over 20 years. Supporting all businesses within the Group, Monique has been a steady, reliable presence in managing all aspects of HR, with a focus on the “day in the life of an employee.”
She has been a true employee advocate while handling new hire orientation, employee relations, employee education, employee health insurance enrollment, overseeing the health insurance bill reconciliation process and HRIS data and reporting management, as well as being the lead in training new HR team members.
Even in semi-retirement, Monique remains a highly valued member of the HR
team. We congratulate her on two decades of exceptional service, dedication, and support for the entire Group.
ASPHALT UTILITY OPERATOR RANGER CONSTRUCTION

Jovaskia Holmes began his career at Ranger Construction in 2005 as a MOT Laborer.
His ability to operate nearly any piece of equipment with skill and precision was immediately evident and he was promoted to Skid Steer Operator, Paver Operator, and Shuttle Buggy Operator.
Jovaskia’s current role is Skid Steer/ Shuttle Buggy Operator in which he continuously performs at the highest level. He is a dedicated team player and has added tremendous value to the Ranger organization over the past 20 years.
GRADE ROLLER OPERATOR RANGER CONSTRUCTION

Renault Jean began his career at Ranger Construction in April of 2025 as a Roller Operator. He is a skilled crew member who has developed many skills over the years as part of the motor grading crew - measuring grade accuracy, operating compaction equipment, and setting up the Robotic Total Station.
Renault is a positive team player always willing to help when needed, and always with a smile on his face. He is respected by team members and management alike, and we congratulate him on his 20 years of dedicated service to Ranger Construction

SAFETY DIRECTOR HAL JONES CONTRACTOR

Joseph “Joe” Klaas began his career with Hal Jones as a Safety Director, and he has excelled in that role ever since. His vast knowledge of safety requirements across all regulatory agencies is invaluable. One of his greatest strengths is collaborating with project teams to ensure every requirement is consistently met on the job.
Joe’s compassionate, empathetic concern for the well-being of his fellow team members truly sets him apart at Hal Jones. Everyone who works with him knows without question that he genuinely cares about his coworkers.

Oscar L. Lucin joined White Rock Quarries in 2005 as an Off-Highway Rear Dump Truck Driver. His strong proficiency in operating a wide range of equipment quickly became a key factor in his success. A fast learner with exceptional attention to detail, Oscar advanced to Utility Pit Operator in 2022 and, earlier this year, to Utility Operator, Scale Operations.
Oscar is a dedicated team member with a continuous focus on safety. He is committed to doing the right thing and is highly valued by everyone at White Rock Quarries.
LEAH MANOO • 20 YEARS HUMAN RESOURCES COORDINATOR RANGER CONSTRUCTION

Leah Manoo began her career with Ranger Construction in February 2005. She first joined the team as a Payroll Clerk, and her integrity, honesty, and warm, friendly attitude quickly showed that she was an ideal fit for Human Resources. In 2013, Leah was promoted to HR Coordinator, a role in which she continues to excel.
Leah is recognized as an E1 “mastermind,” known for her deep knowledge and skill in navigating the HR employee data system. Her combination of strong technical ability and outstanding interpersonal skills have earned her the respect and appreciation of team members across the organization.

Herbert Mazelin was a Maintenance Mechanic when he began his career at White Rock Quarries. His mechanical skills were evident from day one, and when you add in his ability to learn quickly while always focusing on job safety, it’s no wonder he excelled on the job.
Herbert became an Equipment Mechanic in 2014 due to his dedication to his craft, and his extreme attention to detail. He is an excellent communicator, a dependable team player, and a competent multi-tasker. This skillset serves him and his team members well every day on the job.

Amanda “Mandi” Morgan joined V&G as an Acct. Clerk in 2005. As a team player who is always willing to help in any situation, Mandi was promoted to Contracts Administrator in 2008.
Instrumental in the first rollout of Enterprise (E1), Mandi has shown great skill in technology and marketing. Those skills helped lead to her promotion to Job Cost Analyst in 2021.

BILLY J. MURPHY • 20 YEARS MOTOR GRADER OPERATOR RANGER CONSTRUCTION

In 2005, Billy Murphy started his career with Ranger Construction as a Motor Grader Operator. He has always excelled in his knowledge of GPS machine control and Robotic Total Station Andrew McMurray began his career with Ranger Construction in the summer of 2005 as a Laborer. His engineering background led him to being promoted to Project Engineer, and eventually to Project Manager.

Todd Nelson joined Sharpe Bros. in 1995 as a Paving Foreman, well before the company became part of Vecellio & Grogan. From the start, Todd has demonstrated a strong work ethic and a hands-on leadership style that have made a lasting impact on his team and operations. He is consistently focused on training and mentoring his employees, sharing his knowledge and experience to help them grow and succeed. Throughout his career, Todd has maintained an excellent safety record while delivering high-quality production year after year.
Todd’s dedication, leadership, and commitment to safe, efficient work have made him an invaluable member of the team.

was hired by Ranger Construction in 2005 as a Quality Control Technician. His ability to communicate effectively and his thorough understanding of asphalt specifications and properties led him being promoted to QC Manager in 2016, then to his current position as Director, Asphalt Plant Operations in 2022.
Renato’s positive attitude, friendly demeanor, and commitments to safety and quality, make him a valued leader, and critical member of the Ranger team.

Nicholas “Nick” Rosier began his career with Ranger Construction in March of 2005 as a Motor Grader Operator. From the beginning, Nick has shown remarkable dedication and expertise in the role.
Nick’s superior attention to detail, leadership, and operating skills have grown to make him one of the top Motor Grader Operators in Ranger’s Central Division. Congratulations to Nick on his commitment to quality, safety, and the continued success of the business over the past 20 years.

Pedro Sifuentes began his career with Ranger Construction in 1995 as an Excavator Operator.
Over the years, he has taken on several roles, earning promotions to Loader Operator for the asphalt plant, Paver Operator, Roller Operator, and Service Truck Driver.
Pedro is known for his consistently positive attitude and strong work ethic. Skilled in all aspects of the paving process, he is a versatile and highly reliable member of the team.
He currently serves as a Service Truck Driver/Roller Operator, continuing to bring experience, dedication, and dependability to every job.

Wilfred Sonson began his career at Ranger Construction as an Asphalt Laborer. Through hard work and dedication, he earned a promotion to Asphalt Roller Operator, a role in which he continues to excel.
Wilfred is highly dependable and brings exceptional skill to finishing asphalt, ensuring each surface rides smoothly and looks outstanding.
He currently serves as a Roller Operator, consistently delivering quality results and demonstrating a strong commitment to his craft.

Todd Voytek started his career at White Rock Quarries as a Field Mechanic. His mechanical and maintenance knowledge, along with a strong heavy equipment operating skillset, led him to becoming an Equipment Mechanic in 2014.
As his leadership abilities came to the forefront, Todd was promoted to Plant Foreman in 2016, then to Maintenance Manager in 2019. He is a problem solver with excellent team management skills and a sharp focus on safety. Todd is a great asset for White Rock and we congratulate him on his long-term success.

In 2005, Otis Walker began his career at Ranger Construction as a Laborer. What stands out most about him is his genuine love for the job.
Otis is a motivating force on projects. Every day he thanks his team members for coming to work, tells everyone the job couldn’t be done without them... and he’s right.
And he doesn’t just talk the talk. Otis wears a tie to work every day, under his safety vest, to show his pride for the opportunity to work at Ranger. He always does the right thing and is an inspiration to all he works with.

Jeanne Womble joined Sharpe Bros. as Controller prior to its acquisition by Vecellio & Grogan. Although she had no previous experience in the asphalt industry, she quickly learned the business and became a trusted resource within the company.
Jeanne leads with a strong work ethic, setting the standard for her team through her dedication and example. Her exceptional attention to detail and commitment to accuracy in accounting ensure the highest level of financial integrity.
Known for her willingness to put in the extra time needed to meet deadlines—and for expecting the same level of commitment from her team—Jeanne has played a vital role in maintaining efficient and reliable operations.
Ira Wilson has shown unwavering dedication, leadership, and expertise since joining Ranger in 2005.
Through his hard work and determination, he has climbed the ranks becoming a Grade Foreman in 2015, Superintendent in 2017, and Area Manager in 2019.

Phillip Yates’ career at Ranger began in 2005 as a Motor Grader Operator. Over the years, he has shown a high level of skill running all types of equipment.

Sharpe Bros. is a valued partner to the city of Winston-Salem, NC supporting multiple roadway projects to improve their city and highway traffic needs. As they get closer to the winter months, crews work hard to complete key improvement projects and create a safer travel environment for com-

munities preparing for challenging winter road conditions.
On US-421 (photo below left), crews are paving the mainline utilizing a Motor Transfer Vehicle in front of a paver that is performing the first 1.5 inches of two lifts.
Crews working on a Main St. and Liberty Rd. project (photos on right) are working in extremely close quarters paving the main line. The project offers many challenges to the paving team, with curb bulb-outs at each intersection. Add to that the ongoing street parking and traffic throughout the day, it’s easy to understand how efficiency can be affected.
Vecellio & Grogan has been contracted by the City of Flagler Beach to replace the dilapidated Flagler Beach Fishing Pier on the east coast of Florida. The new pier will be approximately 828 ft. long and will include a T-head at the seaward end of the new structure.
The project begins with the construction of an 830 ft. long by 30 ft. wide trestle that will include installation of 112 plumb piles made of steel pipe and 62 battered H-Pile. Trestle construction can be seen in the surrounding photos adjacent to the existing fishing pier.

When complete, the new pier will include ADA accessibility features including a 5% slope to the new pier deck, elevation and ADA compliant handrails. It will also include the installation of a firewater system, fish cleaning stations, benches, shade structures and marine/turtle-friendly lighting.
The project is valued at more than $14 million and is estimated to be completed in the first quarter of 2027.


South Florida Materials Corp. (SFMC), a division of Vecenergy, has acquired the Matcon Terminal facility in Port Everglades, FL. The acquisition adds more than 200K barrels of liquid asphalt storage to its portfolio of owned terminals. This is part of SFMC’s expansion in the liquid asphalt and polymer modified asphalt business, offering more options and supply stability to its customers throughout Florida.

Jorge Gonzalez Perez joined White Rock Quarries in October 2017. As Equipment Lubeman, Jorge’s mechanical aptitude and tool proficiency were second to none.

Charles Kilpatrick, P.E., serves as Vice President and National Alternative Delivery Director for DOT projects at AtkinsRéalis U.S. He brings nearly 40 years of experience in the transportation and construction industry, including an extensive career with the Virginia Department of Transportation (VDOT)—then the nation’s third-largest state transportation agency, with 7,700 employees and an average annual budget exceeding $5 billion.
In 2010, Governor Bob McDonnell appointed Charles as VDOT’s Chief Deputy Commissioner and Chief Operating Officer. Four years later, Governor Terry McAuliffe named him Commissioner of VDOT.
From 2018 to 2024, Charles was Vice President of Business Development and Relationship Management at Lane Construction Corporation, where he was an integral member of the company’s leadership team. Lane Construction is ranked the #4 Highway Contractor in the U.S. by Engineering NewsRecord (ENR).
This year’s lecture, titled “Can the Golden Rule Work in Construction Contracting,” was part of the university’s Distinguished Lecture Series. The event provided students and professionals an exceptional opportunity to learn from industry leaders shaping the future of infrastructure development.
