Communication As an organization we have been saying for some time that we need to improve communications with you the membership. At the November Board of Directors meeting I had the Board approve the creation of a communications committee. The committee, as approved by the Board, consists of a Committee Chair, the Editor, and additional members as necessary to accomplish the work of the committee.

Purpose The Communications Committee ensures that the Virginia Association of First Responders (VAFR) delivers clear, consistent, and unified messaging to its members, partners, and the public. The committee focuses on aligning communication across all platforms, supporting leadership with public messaging, and maintaining a positive, professional image for the Association.

The Communications Committee Chair is appointed by the President and serves as the primary coordinator for all VAFR communication initiatives. The Chair (or designee) is invited to attend all VAFR events, meetings, and major functions to ensure consistent messaging, coverage, and coordination across all media and outreach efforts.

Primary Responsibilities 1. Message Coordination and Consistency —Ensure all public statements, posts, and publications reflect consistent messaging, tone, and terminology across VAFR’s programs and districts.

—Coordinate with the Executive Director, officers, and committees to align messaging for events, announcements, and campaigns.

—Maintain and update communication templates, talking points, and style guidelines for internal and external use.

2. Social Media Oversight —Manage and monitor official VAFR social media platforms (Facebook, Instagram, LinkedIn, YouTube, etc.).

—Post timely updates, press releases, and event highlights in coordination with the Executive Director and officers.

—Provide basic analytics and engagement summaries to leadership to support outreach and membership growth.

—Support districts and committees in aligning their social media presence with VAFR branding and messaging.

3. Media and Public Relations —Serve as a contact point for general media inquiries and coordinate responses in partnership with the — Executive Director.

—Draft press releases, announcements, and official statements for approval and distribution.

—Maintain relationships with public safety media outlets and key stakeholders.

—Assist in coordinating media coverage for major VAFR events and initiatives.

4. Internal Communication Support —Assist in preparing communication updates for members, including newsletters, official emails, and website content.

—Facilitate information sharing between committees, districts, and leadership.

—Ensure timely and accurate distribution of official information to members and partners.

5. Collaboration with Marketing Partners —Serve as the liaison between VAFR leadership and any contracted marketing or public relations firm.

—Provide accurate and timely information to external partners and review materials for consistency before release.

—Ensure that all marketing and promotional materials align with VAFR’s strategic communication goals and brand identity.

Membership and Participation The Communications Committee shall consist of members appointed by the President, representing diverse skills in communications, marketing, and public relations.

The Committee Chair is invited to attend all VAFR meetings, conferences, and major events to ensure coverage and message consistency.

Subcommittees or workgroups may be formed as needed to manage social media, publications, or marketing projects.

Parliamentary Corner Submitted by Ken Morgan, PRP

Fiduciary Responsibilities of Nonprofit Boards Members of the Board of Directors are entrusted with a significant responsibility, as they are elected by members of the agency to act on their behalf during decision-making processes. This position requires board members to adhere to a higher standard of conduct and to possess a clear understanding of what fiduciary responsibility entails.

Fiduciary responsibility encompasses several core duties: the Duty of Care, Loyalty, Obedience, Confidentiality, and Oversight. Each of these elements is essential to ensuring that the board acts in the best interest of the agency and its members. For those interested in a more in-depth exploration of this subject, I have developed a course that thoroughly reviews these concepts. Please feel free to contact me should you have any questions regarding fiduciary responsibilities.

Robert’s Rules of Order, In Brief For those who do not wish to become experts in parliamentary procedure but need a reliable resource, I recommend using the book Robert’s Rules of Order, In Brief. This book addresses the essential issues required for presiding over meetings and is written in an accessible style, making it easier to read and apply. While it does not serve as a replacement for the 12th edition of Robert’s Rules of Order, it effectively covers the most important aspects of running a meeting.

Principles of Parliamentary Law A fundamental principle of parliamentary law is that the decision of the majority prevails. Once the majority of members have agreed on a decision, it becomes the responsibility of all members to support that decision.

While it is important for members to express dissenting opinions during discussions, unity is expected following the final vote.

One challenge that agencies often face is the presence of negative or complaining discussions from a small group of dissatisfied members after the meeting has concluded. Agencies should consider how best to address the concerns of a vocal minority after the majority has made a decision.

Another important principle is that ultimate power and authority within the organization rest with its members.

Boards or groups of officers do not have the right to dictate or control the organization’s actions unless the members have explicitly granted such authority. It is important to review your bylaws to determine whether they provide the Board or the Captain with the power to make certain decisions.

Life Membership

Submitted by Ken Morgan, Chair, Life Membership Committee Our organization was formed in 1935 and will soon be celebrating our 91st anniversary. Life Membership in the association is the highest honor received by members of the association. The award began in 1954 with the election of CWR Dunlap from Lexington. Mr. Dunlap served as president in 1944-46 and was a charter member of Lexington Life Saving Crew. He was the first editor of the VARS Bulletin.

Since 1954 we have elected 149 members to Life Membership with 63 still living. It is interesting that Julian Wise was the seventh member to be elected to Life Membership ten years after Mr. Dunlap. The first female Life Member was Becky Hudson from Wythe County in 1995.

The chair of the Life Membership Committee is appointed by the president and the Life Members present at the Annual Convention elect two representatives for two year terms on the committee. This years committee is: Ken Morgan, Chair; Ed Rhodes; Connie Moore; Scott Davis; and Bruce Stratton.

I would encourage you to consider potential nominees for this honor in 2026. Requirements include: active in the association for a minimum of 10 years, distinguished contributions to the association goals, specific details on involvement, and received by the committee by March 1, 2025. The nomination form is available on the VAFR website. It is important to note that selection is limited to contributions to the state association and not the local agency or district.

Virginia Life Saving and Rescue Hall of Fame Submitted by Kevin Dillard, Chairman Each year, during our VAFR annual conference we have the induction of new members into the Virginia Life Saving and Rescue Hall of Fame. This is a lasting tribute to those whose leadership, innovation, and dedication have shaped EMS in the Commonwealth of Virginia.

I encourage you to take time now to think about those whose service and leadership deserve this recognition in 2026.

To be considered for induction, nominees must have been active in public safety or as a first responder for a minimum of 15 years and shall have made distinguished contributions toward the growth, development, and support of the fundamental goals established by the VAFR. No more than two nominees will be inducted into the Hall of Fame each year.

This is one of the highest honors the association can bestow, and it reflects a lifetime of dedication to the mission of EMS in Virginia. We encourage all members of the VAFR to think about those individuals who have contributed significantly to the field and to prepare nominations now for the 2026 Hall of Fame.

District 3 Report VAFR Submitted by W. Winner-District 3 Secretary As members of the VAVRS we are in a transition period where we are going to be marketed and known as trading as VIRGINIA ASSOCIATION OF FIRST RESPONDERS. This opens our membership to the following universe of potential members. I quote “pre-hospital emergency care, rescue, lifesaving, first aid work, or comparable activities of safety accident prevention, and prevention of loss of life, injuries, and property damage by accident, fire, or disasters for any cause.”

VAVFR Bylaws dated October 2025 along with an extensive Policy Manual have been distributed. This is a rather comprehensive set of documents which I strongly encourage you to study so that you are aware of the goals, mission and business operations of our association. I’m sure that in time we will recognize the need to make adjustments to these documents as needs are recognized. This is the responsibility of officers and members and Bylaw/procedures beneficial alterations are encouraged.

Our new VAFR President, Andy Neagle, is a Life Member of my home squad. We were originally known as the WEST END VOL. RESCUE SQUAD and found it necessary to “rebrand” using the trading name of RICHMOND VOLUNTEER RESCUE SQUAD. This name change has been beneficial to our operations as I’m sure will be the case with the VAVRS. Make a strong effort to attend district meetings and consider taking a leadership position in your district leading up to many of the officer opportunities with the Virginia Association of First Responders.

Celebration Event Honors Nearly 50 Years of Service to Virginia Communities SPOTSYLVANIA, VA – Regional emergency medical services leaders gathered at Stevenson Ridge in Spotsylvania on November 19 to celebrate the legacy of the Rappahannock Emergency Medical Services (REMS) Council while looking ahead to an exciting new chapter in emergency response coordination across Virginia.

The celebration recognized outgoing Board of Directors members, volunteers, and staff who have dedicated themselves to supporting EMS providers and public safety across the region for nearly five decades.

"This merger represents the natural evolution of our commitment to EMS providers and the communities they serve," said Kevin Dillard, MBA, President of the REMS Board of Directors since 1996. "By uniting the strengths of REMS, TJEMS, and NVERS, we are creating a more resilient, coordinated system that will enhance training, resources, and advocacy for EMS professionals across our region. Our nearly 50 years of service to Virginia communities has prepared us for this next chapter, and I'm confident this unified approach will deliver even greater support to the providers who serve on the front lines every day."

Building Connection in a Digital World

When I first began assisting the Virginia Association of First Responders’ (VAFR) social media and communications team, I knew our mission went far beyond posting photos or event updates. It was about connection; reminding every first responder across Virginia that they are part of something bigger.

Over the past few months, we’ve seen our online community grow faster than ever before; over 250,000 views in just 60 days! That’s 250,000 moments of recognition, appreciation, and awareness of what our members do every single day. From highlighting local heroes to showcasing Virginia First Response Symposium, District updates, and agency spotlights, every post is a chance to tell your story.

Social media has become one of our most powerful tools for uniting responders from EMS, Fire, and Law Enforcement under one shared identity: the Virginia Association of First Responders. It’s where we celebrate milestones, share training opportunities, and honor the dedication that keeps our communities safe.

But connection is a two-way street. Our best posts come from you! The photos, stories, and ideas shared from stations, training grounds, and community events. Every tag, comment, or message helps us reach someone new who may decide to serve because they saw your example.

Ghana & Benin, West Africa Ambulance Donation

The Rappahannock EMS Council received an ambulance in early December donated by LifeCare Medical Transports in support of the Impact World Health & Humanitarian Mission, extending Virginia’s lifesaving reach across continents.

The ambulance will be deployed during the 2026 mission to Ghana and Benin, West Africa, where Fredericksburg-linked teams called Healing Envoys (clinical volunteers) and Hope Envoys (community educators) will deliver emergency care, public health education, and community training. This gift reflects who we are - a region that serves locally and leads globally. This donation will save lives and demonstrate the heart of Virginia's EMS family.

The ambulance will serve as a mobile platform for clinical care reaching underserved communities, stroke recognition training using the Balance Eye Face Arm Speech Time (BEFAST) protocol, and first aid and CPR education that creates community first responder networks. One focus will be road safety instruction for Okada motorcycle taxi L to R: John Brandrup, LifeCare Fleet Staff, Nana Noi, riders, one of West Africa's highest-risk groups Rappahannock EMS Council, James Sucher, LifeCare Fleet for preventable trauma. Community health Manager, and Kevin Dillard, Rappahannock EMS Council education will address maternal health, pediatric care, and infectious disease prevention. Hundreds of community members are expected to receive training in lifesaving skills, creating lasting local capacity that will continue saving lives after the mission team returns home.

The mission also received medical supplies and equipment from the Lloyd Moss Free Clinic in Fredericksburg, following its closure, ensuring that the clinic's legacy of compassion continues to touch lives abroad. The donated equipment includes diagnostic tools, examination supplies, and educational materials that will be distributed to community health centers throughout the mission region.

The Rappahannock Emergency Medical Services Council and Impact World Health & Humanitarian Mission are recruiting volunteers for the 2026 deployment. Licensed healthcare providers including EMTs, paramedics, nurses, and physicians are needed to serve as Healing Envoys providing direct patient care and clinical training. Hope Envoys, educators and public health advocates, will deliver health education and safety training.

Astra—A Legacy Of Comfort And Compassion Submitted by Kevin Dillard, President Rappahannock EMS Council On September 17, 2025, the Rappahannock EMS Council region lost one of its most beloved members. Astra, a Golden Doodle born July 17, 2014, passed away after nine years of devoted service with the Rappahannock EMS Council’s Critical Incident Stress Management (CISM) Team. Astra’s presence was unmistakable and her impact profound.

From EMS stations and 911 call centers to hospital rooms, private homes, funerals, wakes, and the most emotionally difficult scenes imaginable, Astra quietly did what she did best: she showed up, she stayed present, and she helped first responders find their footing in moments of overwhelming grief and stress.

Those who worked alongside Astra often remarked that she seemed to understand exactly why she was there. No matter the setting—whether a bustling firehouse or the controlled chaos of a post-incident debriefing—once Astra’s therapy vest was on, it was clearly “work time.” Calm and sociable, Astra moved through spaces with an ease that immediately put others at rest.

That calm demeanor was no accident. Astra spent countless hours at fire and rescue stations while her handlers, Bob and Barbara Morrison, were on duty with the Spotsylvania Volunteer Rescue Squad, where they collectively dedicated decades of service. As a result, Astra was unfazed by sirens, tones, radios, equipment, or the steady stream of responders and visitors. She became a quiet anchor for those who Astra, a Golden Doodle and cherished member of the Rappahannock EMS Council CISM Team, needed her most. provided nine years of comfort and quiet strength to

The call deeply affected the first medic on scene. During the subsequent defusing, the medic sat in silence, unable to respond to questions or engage with the group.

Astra gently made her way over and cuddled up beside the medic. Slowly, as the medic held onto Astra, words began to come. While stroking Astra’s fur, she started to describe the accident scene, the emotions, and the weight she had been carrying. In that moment, Astra accomplished what words alone could not— she created a safe space for grief to surface and healing to begin.

Another story, often shared by Barbara Morrison, captures the essence of Astra’s intuitive gift. Barbara was requested to bring Astra to the scene of a structure fire where a teenage girl had lost five beloved pets. A medic and a Virginia State Trooper asked that Astra sit with the young girl. At that time, Astra had no formal therapy dog training.

Upon arrival, Astra walked straight into the ambulance and snuggled up next to the girl. Initially, the girl ignored her. But before long, curiosity replaced numbness. The girl began to interact with Astra, and soon, the two were inseparable. Friends brought together in the midst of devastating loss. Even without formal credentials at that point, Astra instinctively knew what was needed.

Astra’s role was deeply intertwined with the mission of the Rappahannock EMS Council’s Critical Incident Stress Management. CISM is a structured, peer-driven approach designed to help first responders process the emotional and psychological effects of critical incidents.

Through defusings, debriefings, and one-on-one support, CISM teams create opportunities for responders to talk about difficult calls in a safe, supportive environment—reducing long-term stress and supporting overall wellness.

Astra became an integral part of that process. Her presence softened rooms and reminded responders that it was okay to pause and to talk. Comments like “We love you, Astra” were heard often, spoken with genuine affection by those whose lives she touched.

For Bob and Barbara Morrison, serving as CISM handlers with Astra was a deeply meaningful extension of their lives in emergency services. Beyond their roles as first responders, it gave them the opportunity to provide a different kind of care—supporting the men and women who work tirelessly, 24 hours a day, 365 days a year, answering calls for help and, sometimes, needing a place to talk about what they’ve seen.

Astra’s preparation for this work included therapy dog training, obedience training at the basic and intermediate Astra at the National EMS Memorial Service, levels, certification through Alliance for Therapy Dogs as a where she provided comfort to families post-traumatic stress disorder therapy dog, training with for many years.

Fredericksburg Blue Grey Therapy Dogs, participation in the National EMS Memorial Service, and involvement with the Spotsylvania County Fire and Rescue CISM and Peer Support Team. Yet, as Bob and Barbara often reflected, it was the repetitive calls and visits— showing up again and again, regardless of the setting—that truly sustained Astra’s ability to serve.

In recognition of their extraordinary impact, Astra, along with Bob and Barbara Morrison, and the Rappahannock EMS Council CISM team were honored as recipients of the Governor’s Award for Outstanding Contribution to EMS Health and Safety a few years ago.

Astra may no longer walk beside us into stations, ambulances, or quiet rooms filled with heavy hearts. But her legacy lives on in every responder who found the courage to speak, every tear shed without shame, and every moment of comfort she so freely gave.

Honoring Tradition, Service, and the Season Submitted by Jason Morgan As another year comes to a close, it also marks a new beginning. For many in the fire and EMS service, this season carries special meaning as we celebrate the birth of Christ and reflect on the values of sacrifice, service, and compassion— values that closely align with the mission of first responders.

Each year, agencies across the Commonwealth gather to celebrate Christmas, offering an opportunity to step away from the daily demands of emergency response and spend time together as one team. For many members, this tradition spans generations. As a child, the annual crew Christmas dinner was a milestone—school was nearly out for break, and Christmas morning was just around the corner. Even then, there was a sense of belonging to something greater than oneself.

Fast forward several years—no need to count them—and much has changed. New members have joined the ranks, leadership has evolved, and operations and technology have advanced.

Yet the foundation of the fire and EMS service remains steady.

Associations continue to move forward, supported by those who serve today, those who served before us, and those whose legacy continues to guide the service.

During this year’s gathering, while keeping the youngest child entertained by walking through the meeting room and studying old photographs, it was impossible not to reflect on the history they represent. Each image tells a story—of calls answered at all hours, training evolutions that tested responders, apparatus and stations long since updated, and the countless community events, picnics, and family activities that helped shape departmental culture.

These moments serve as a reminder that the fire service is more than emergency response. It is built on tradition, camaraderie, and family—both inside and outside the station walls. The history of a squad or department is also the history of the community it serves and the generations of firefighters and EMS providers who have answered the call.

For many, the agency and its people help define who we become as adults. Across the Commonwealth of Virginia, in both fire and EMS, it is common to find multiple generations of families who have served— whether in volunteer companies, career departments, or a combination of both. That shared commitment to service is passed down, strengthening the fire and EMS tradition and ensuring its future.

As we reflect on the reason for the season and the year behind us, we are reminded that while equipment, tactics, and faces may change, the mission remains the same: service above self. It is that continuity that defines the fire and EMS service and ensures it will always stand ready to protect the communities it serves.

Planning Well Underway for the First Annual Virginia First Responder Symposium Kevin Dillard, Chair, 2026 Virginia First Responder Symposium Planning is well underway for the 2026 Virginia First Responder Symposium, and I am excited to share that preparations are progressing extremely well as we look ahead to June 12–21, 2026. The enthusiasm and collaboration surrounding this event reflect a strong commitment to advancing education and professional development for first responders across the Commonwealth.

One of the most exciting developments for 2026 is the expansion of the symposium into nine comprehensive and multidisciplinary tracks, a change that we anticipate will significantly increase attendance and broaden participation from across the first responder community. These tracks will offer high-quality, relevant educational programming: EMS Track Fire / Hazardous Materials Track Law Enforcement Track Mental Health Track

Leadership Track Instructor / Technical Track Pediatric Track Public Safety Chaplaincy Track Telecommunicator Track This diverse slate of tracks reflects our goal of creating a truly inclusive symposium that recognizes the interconnected roles of all first responders and support professionals.

This year we will also have exhibitors at the symposium.

Much of this growth and innovation is being made possible through generous grant support, and I would like to extend special thanks to Steve Grayson and Bubby Bish for their outstanding work in securing funding from the Walton and Ada Thompson Charitable Foundation. Through their efforts, the symposium has received $40,000 per year for five years, providing critical long-term stability and opportunity for expansion. In addition, an additional $35,000 grant was secured for this year, and separate grant funding has been obtained specifically to support other tracks. These investments will allow us to enhance course offerings and continue delivering high-quality education.

Looking to the future, our vision extends beyond a single annual event. Plans are already underway to host additional symposiums in other regions of Virginia, with the goal of offering two symposiums in 2026. Additionally, we will be offering EMS ride-along experiences with local agencies during the symposium.

The Virginia First Responder Symposium continues to evolve to meet the changing needs of the public safety community, and I am incredibly grateful to the division/track leads, planning team, grant partners, and volunteers who are helping make this vision a reality. I look forward to sharing more updates in the months ahead and to welcoming first responders from across the Commonwealth to what promises to be an outstanding and impactful event in 2026.

Legislative Attic Submitted by Ed Rhodes As I began working on this article, the persistent noise of leaf blowers filled the air, sending piles of leaves out into the street and obstructing the few cars that pass by. Thankfully, my next-door neighbor is generous enough to let me add my own—well, technically his—leaves to his pile.

Lunch consisted of leftover turkey, enjoyed while watching football. Later in the afternoon, I paid my daily visit to Carol following her Saturday bingo game.

I am grateful to the editor for changing the deadline for this article by five days early. This adjustment means I will not be late in submitting my work or need to request forgiveness, as has often been the case in the past. With the new timeline in place, I have decided to begin the writing process earlier to ensure that I complete and submit this article on time.

The first week of December promises to be quite busy, filled with a variety of engagements and responsibilities. My schedule includes several meetings and doctor’s appointments for Carol, as well as participating in a training session focused on the legislative computer program. In addition to these scheduled events, I had the opportunity to attend the annual legislative summit and reception hosted by the Virginia Healthcare and Hospital Association. This event brought together key stakeholders from across the healthcare sector to discuss their legislative priorities and emerging issues in the healthcare field.

The summit served as an important occasion to connect with colleagues, share insights, and gain updates on policy developments that may have an impact on our work moving forward.

The event was attended by approximately forty individuals, representing various organizations and interests within the healthcare sector, from CSB’s, autism organizations, doula, healthcare plans and many more. They all had something to say.

For this occasion, I was accompanied by President Neagle, and together we stood out as the only representatives from EMS agencies present at the summit. Our participation provided a valuable platform to raise awareness of a couple of EMS-related issues and ensure our perspectives were included in ongoing legislative conversations.

Following the formal meeting, Andy and I engaged in productive discussions with other attendees.

These conversations allowed us to highlight additional key concerns facing VAFR (VAVRS) members and to briefly advocate for the needs of our community directly with other healthcare leadership.

Kevin Dillard Appointed to Board of Health The Virginia Association of First Responders proudly congratulates VAFR Life Member and Past President Kevin Dillard on being sworn in to the Virginia State Board of Health.

Kevin’s lifelong commitment to service, leadership, and public health has strengthened Virginia’s Fire, EMS, and public safety communities for decades. He currently serves as VAFR Symposium Chair and Hall of Fame Committee Chair, continuing to shape the future of training, leadership, and recognition across the Commonwealth. He previously served as Chairman of the Governor’s EMS Advisory Board, where he played a key role in advising state leadership on emergency medical services policy and system development.

The State Board of Health plays a vital role in protecting the health of Virginians — overseeing environmental health and medical care services, guiding public health education and disease prevention initiatives, establishing critical grant programs, promulgating regulations, responding to public health emergencies, and advising the Governor and General Assembly on health policy and financing. Kevin’s extensive experience in EMS leadership and public health policy will be an invaluable asset to the Board.

Virginia Crash Responder Safety Week Submitted by Kevin Dillard Governor Glenn Youngkin proclaimed November 17-21, 2025 as Virginia Crash Responder Safety Week. Representatives from the Virginia Department of Health, the Office of EMS, the State EMS Advisory Board, and the Old Dominion EMS Alliance were invited to Richmond on November 12th to receive the proclamation on behalf of all the EMS stakeholders in Virginia.

First responders put their lives at risk daily on Virginia’s roadways. Whether it be law enforcement, fire and EMS, towing and recovery, VDOT, or other responders—their lives are put at risk working traffic incidents. Nationwide, nearly every week, a traffic incident responder is struck and killed.

Governor Youngkin issued this proclamation recognizing the critical role that all of Virginia’s First Responders play in saving lives and keeping the traffic on our roadways moving.

Jimmy Rice Jimmy Rice was born in Lynchburg, Virginia, on July 20th, 1965. He has lived within 7 miles of where he grew up in and around the small town of Altavista (Campbell County) his entire life. Jimmy shared a little history of how he met his wife, Gail Rice, noting that in April 2000, Roger Vassar convinced him it was time to take the next step and become a Basic & Light Duty Rescue Instructor. I enrolled as an instructor candidate at the State Rescue College in Blacksburg and completed that process. During the class, I had a chance encounter with a student from the Fredericksburg Volunteer Rescue Squad. Something clicked, and we became fast friends and began dating in November of the same year.

Gail Rice and I got married on April 27th, 2001, precisely one year after we first met. For those who know us, the rest is history.

Jimmy and Gail have two daughters and eight grandchildren (four boys and four girls). Jimmy said they all live nearby and keep them extremely busy. Our grandchildren range in age from 19 to 5, and our two oldest granddaughters have attended the Rescue Camp for Youth several times. Jimmy stated that his wife, Gail Rice, is also a VAFR life member.

When asked why he decided to volunteer, Jimmy said, "My journey as a volunteer was prompted by family." Neither of my parents volunteered, but one of my dad’s brothers was a life member of the Altavista Life Saving & First-Aid Crew, and over the years, he had encouraged an older cousin of mine, whom I looked up to as a brother, to join the squad. I would go down to the team building from time to time, and honestly, I became fascinated with what they were doing and how it benefited the small community where I lived, and decided to join the Crew in 1984. In the years that followed, I served as a member of the Citizens Emergency Crew, and in 1994, I joined the Altavista Volunteer Fire Company, of which I am currently a life member. In my years with these organizations, I served in multiple capacities, including President (ALS&FAC), Training Officer & Lieutenant (AVFC).

In April of 2000, Jimmy began his volunteer journey with VAFR, becoming a Basic & Light Duty Rescue Instructor, and in 2001, a Vertical and Advanced Vertical Rescue Instructor. I soon became an EVOC Instructor as well, and in 2004, I became Co-Coordinator of the Basic & Light Duty Rescue program alongside Roger Vassar. In 2015, I became the Co-Coordinator of the Vertical and the Advanced Vertical Rescue programs with Bill Camm. I have spent numerous years on the Rescue College Committee and have instructed classes at Rescue College since 2004. I became a life member of the association in 2016 and have served on several committees, including the Life Membership Committee. I have worked closely with and supported the Association's Rescue Camp for Youth, which I believe is one of our premier recruitment and retention programs.

When asked what VAFR means to him, Jimmy said, "That’s a tough question because it means so much to me in so many ways." Ultimately, it is the place where ordinary individuals can become extraordinary providers, serving their communities. I feel VAFR is the place for those driven to serve others to receive the absolute best training and thrive in an environment where their success is the measure of the Association’s (Continued on page 29)

success. Jimmy said VAFR feels like family to him! It has allowed me to stand shoulder to shoulder not only with what I consider the best educators and providers in the emergency response arena, but also with some of the best human beings I have ever met. The relationships I have with so many within the VAFR truly make them family, and I am thankful for each one.

To plan for the future, Jimmy was asked to share his input and vision for what he would like to see the organization accomplish.

Jimmy’s response was, "As we move into this new phase as the Virginia Association of First Responders, I am thrilled to see that we are striving to be an all-inclusive organization that provides training for all first responders." I have seen the positive impact over the past several years in our Technical Rope Rescue courses as we have welcomed members of law enforcement and fire services into our ranks, not only as students but also as instructors. Jimmy stated in his eyes, this solidifies the intent of our mission to train all first responders, including both volunteers and career professionals. With that said, I hope we continue to strengthen our alliances across both the volunteer and career sides, ensuring the Commonwealth’s providers are the best in the nation.

Jimmy’s key advice to younger members of the organization is never to stop learning! Jimmy has always believed that knowledge is power, and the Association's future depends on strong leaders who understand its mission and have the skills to lead and continue to drive it. There are many opportunities within the Association, and our young people are the future of everything that has been built; therefore, they are critical to its ongoing success!

We asked Jimmy about one surprising fact regarding himself that most people are unaware of. Jimmy replied, "Most people associate me with my role as the Course Coordinator of the Association's Technical Rope Rescue programs, but few know that it almost didn’t happen." Life member & Hall of Fame member Roger Vassar was conducting a Basic & Light Duty Rescue class in Lynchburg, Virginia, back in 1994, and I attended along with my lifelong friend, Ken Gowen. Over the course of the two-weekend class, we learned what would become the basis for my passion for technical rope rescue. As a bonus, Roger let us know that he would allow us to do some rappelling at the end of the last day (which wasn’t included in the course). No one, not even Ken, who had known me my entire life, knew I had a severe fear of heights.

I had convinced myself I would rappel on that final day, but when my turn came, and I walked to the top of the tower, I found my fear would get the best of me, and I walked back down. Ken rappelled and asked me what was wrong, and I told him of my fear, which he had no idea was there. Roger came down and had a long talk with me, and after some coaxing and assurances, convinced me to start at the first level (about 12 feet). That first step was a doozy, but thereafter, it was straight back to the top. The rest is history.

Jimmy shared his favorite, funniest memory from a VAFR function. He went on to say that his funniest memories are plentiful because we always work hard and play harder. Our Technical Rope Rescue group has always been very tight-knit, and we consider ourselves family. During Rescue College, we always find ourselves in the parking lot at the end of the day, sitting around, socializing, listening to music, playing cornhole, etc. One year, one of my granddaughters, Kaili Robinson, attended the Rescue Camp for Youth and stayed with my wife, Gail, and me, who coordinate the camp. Part of the camp included the use of electric scooters, which are used for the camp’s version of EVOC. Unsurprisingly, the scooters found their way to the parking lot, where the races began. We laughed until our sides hurt as Kaili challenged and raced a particular rope instructor (who shall remain nameless). She won. Great times with the Rope’s family!

District 10 EVOC Instructor Training Update Submitted by Kevin Dillard, VAFR District 10 EVOC Instructor-Trainer

On November 22, an Emergency Vehicle Operators Course (EVOC) was conducted in Fredericksburg, reinforcing the continued commitment to safe emergency vehicle operations and high-quality driver training across VAFR District 10. John Brandrup was the lead instructor, and he was assisted by Wesley Melson and Kevin Dillard. The class provided students with current best practices and practical instruction essential for operating emergency vehicles in today’s challenging response environments.

We will be holding an EVOC Instructor Update on February 8, 2026, at the Lake of the Woods Volunteer Rescue Squad in Orange County. It is anticipated that the class will be held at 10am. This update is required prior to teaching the new 2025/2026 EVOC curriculum and is open to all current District 10 EVOC instructors. Instructors from other districts are welcome to attend if needed.

The instructor update will include a comprehensive review of the 2025/2026 EVOC program, highlighting updates to course content and instructional expectations. Instructors will receive new course materials, jump drives, and important guidance related to course paperwork, testing procedures, and certificate issuance. General program updates and administrative information will also be covered to ensure consistency and compliance across all District 10 EVOC offerings.

Auxiliary of the Waynesboro First Aid Crew Submitted by CeCe McCormick, Historian Now that the 2025 VAFR Convention is behind us – Fall and Winter aren’t far away. We had 10 members to attend the convention, and 4 members were installed as AVAVRS officers. They are CeCe McCormick, Historian; Kathy Plummer, Convention Chair; Jill Stachowski, Roll Call Co-chair; and Danny McCormick, Western District Vice President. Berniece Payne received the AVAVRS Outstanding Service Award.

It didn’t take long for us to get back in the groove of being busy. On October 11th we were busy making Country Ham sandwiches to sell. This is an easy, fast fundraising project. We buy the country ham from a local meat market already cooked and sliced. So, in a couple of hours we are ready to sell those sandwiches! Then on the 21st we made Halloween candy bags for Crew members, EOC, and Springdale residents.

October 25th found us celebrating our 70th Anniversary.

Lots of former members were in attendance, along with some crew members and special friends that helped us to make it to 70 years.

Two members attended the Southcentral District meeting at Bassett on November 1st. The following day, on the 2nd, was the Western district meeting at StauntonAugusta, with 9 of our members attending. Debbie Rohr, AVAVRS President, installed the officers. Five of our members hold a district office.

A drive-up Spaghetti dinner was held on November 15th.

The leftover spaghetti sauce was made into baked spaghetti that we enjoyed prior to our monthly meeting on the 18th. Thanks Danny!

Building and Grounds committee cleaned out the Memorial Flower bed in preparation for winter months and cleaned the hood above the stove in the kitchen.

Andy Neagle Andy Neagle was born on October 9, 1959, in Richmond, Virginia. On October 3, 1982, Andy married Tina Neagle, and they have three children and six grandchildren. One son—CJ— He has four children: three sons—Colton, Ezura, and Jonah—and one daughter, Beatrice. He also has two daughters: Courtney, who has a son named Jaice, and Davi, who has a son named Patrick. When asked if his family lives nearby, Mr. Neagle stated his son CJ and his family live in Manassas, Virginia, about 81 miles away. Courtney and her family live in Huntington, West Virginia, about 360 miles away. Additionally, Davi and her family reside approximately 29 miles away in Walkerton, Virginia.

Andy stated his wife, Tina, joined the West End Volunteer Rescue Squad two months before they got married. Andy stated he would go to the squad building on her duty crew nights and stay until 10PM or 11PM. After a few months, in January of 1983, Andy joined the West End Volunteer Rescue Squad as an active volunteer. While there, Andy attended his first Board of Governors meeting in Big Stone Gap, Virginia, in the spring, where he stated he was just a spectator.

Andy has been a dedicated volunteer with VAFR since 1986, when he became his squad’s Board of Governors representative. Andy became active on the district level beginning in 1988 and on the state level in 1991. When asking Andy if he has any family members involved with VAFR, Andy stated his wife, Tina, has assisted him in various activities with VAFR throughout the years; however, she has never held an official position.

Andy was asked what VAFR means to him. He replied, saying to me, "VAFR means family." A family of individuals from all walks of life dedicated to promoting life and the safety of their fellow man. Andy stated VAFR is like a family. We are a group dedicated to reducing pain and suffering in the pre-hospital environment by providing training, assistance, and recognition to our members.

We asked Andy, what would he like to see the organization accomplish in the future? And he replied, stating he would like to see VAFR accomplish its goal of becoming more inclusive and expanding itself to include all first responders. And I would also like to see VAFR become the go-to organization for training for all first responders.

Andy was asked, "What advice do you have for some of the younger members of the organization?" He advised them to get involved with the organization and learn about its operations. Serve on committees and become officers of your district and later of the organization itself. We need the young members to take over and keep the organization alive.

Andy was asked, what is something that most people don’t know about him? He stated, When I was younger, I would get sick just being in the waiting room at the ER. I once took a friend to the ER, and I had to go outside to get air before I got sick. And to wrap up Andy’s “Spotlight Questions,” we asked what his favorite or funniest memory was of something that happened at a VAFR function. Andy stated, “During the banquet Saturday night at the convention in Salem, VA, one year, everyone tied the cloth napkins together under the table and made a long rope throughout the banquet hall. Thereafter, we had paper napkins at the banquet.

Nancy G. Winner Nancy was born in Richmond, Virginia, on July 11, 1946, and has lived in Henrico County all her life. Met the love of her life at Hermitage High School and married Warren A. Winner on July 17, 1965. In 1967, Warren accompanied his grandfather when he was transferred to a nursing home. That ambulance ride marked the start of our association with West End Vol. Rescue Squad. After he spent every 4th night on duty, Nancy joined the newly formed Ladies Auxiliary and was a charter member along with Alma Snowa. Alma went on to hold various offices in the district and state, bringing Nancy along with her. West End Squad did Bingo every night for 11 years, and Nancy and Warren worked Bingo while Alma Snowa, babysat their two young children.

Nancy was employed for many years as a Secretary at the Virginia Health Department and later at Reynolds Metals and Bon Secours St. Mary's Hospital. Nancy has served many offices in her Auxiliary and on the West End First Aid Team, which won state champions two years in a row. In 1985, she earned her EMT and rode calls, did many demonstrations, and standbys for the West End Vol. Rescue Squad. She was Southeastern District Vice President for three terms. Also, District Secretary/Treasurer, Chaplain, Parliamentarian, and District Nominating Committee. The AVAVRS offices included the Resolutions Committee in 2007 and the Life Membership Chair in 2007 - 2009. Was a state Parliamentarian from 20152017. Nancy was the state Secretary from 1995 to 1997 when Josephine House was President. What a great friend she was, and her husband, Herbert. Nancy was awarded the Outstanding Service Award by AVAVRS in 1994 and was presented with the AVAVRS Life Member in 2000. Nancy has attended many VAVRS Rescue College classes, including Basic Search and Rescue, Incident Command System, and Auxiliary Management.

Nancy has been a member of Staples Mill Road Baptist Church since 1965 and has served on the Baptismal Committee, as a Sunday School teacher, as a Bible School teacher, on the Nursery Committee, and now on the Kitchen Committee, serving dinners on Wednesday nights.

Nancy was a Girl Scout Leader for 8 years with her daughter, Gayle, and formed a Brownie troop at her school. After being treated for breast cancer in 1997, she joined the Education Committee for the Virginia Breast Cancer Foundation and attends educational symposiums to spread the word about detection and treatments. Nancy is a 30-year survivor of breast cancer!

Nancy and Warren enjoyed camping on Chesapeake Bay, fishing, and traveling. They have enjoyed several cruises to the Caribbean, Panama Canal, and Alaska. Nancy also enjoys sewing and needlework, making heirloom smocked baby dresses for granddaughters and friends.

Nancy and Warren have two children, Gayle Winner and Steven Winner, both of whom are former members of the West End Rescue Squad. Gayle has two grown girls. Steven has two boys, ages 12 and 10. Nancy and Warren are grandparents to Amanda Peyton, Morgan Winner, Samuel Winner, and Victor Winner. The two boys are adopted, one from China and one from Bulgaria.

When the Richmond Vol. Rescue Squad Auxiliary was dissolved, Nancy and Warren were welcomed at the Forest View Volunteer Rescue Squad Auxiliary three years ago. We’ve enjoyed the fellowship there and got to know many of the members. Nancy has made many wonderful friends who are closer than family through the volunteer rescue squads. We have only missed one convention since 1968.

Rappahannock EMS Council The Rappahannock EMS Council was honored to host Virginia's top EMS leadership on December 17th for a tour of our region's emergency medical services. This visit was the final stop in a series of eleven council tours across the Commonwealth, demonstrating the state's commitment to understanding and supporting EMS operations at every level.

Distinguished Guests: The tour brought together key decision-makers from across Virginia's EMS system: Christopher Lindsay, VDH Chief Operating Officer Dr. Maria Beermann-Foat, OEMS Director Kevin Dillard, Chair of the Governor's State EMS Advisory Board Wayne Perry, REMS Executive Director and OEMS Deputy Director of EMS Operations A Day Across the Region: Over 11 hours, the group visited eight locations representing different EMS service models in our region. The tour started at Caroline County Company 10 at Carmel Church, a municipal agency, before moving to Fort A.P. Hill Fire & EMS to see the military installation's emergency response operations. The group then visited King George Fire & Rescue, a municipal and combination agency, where a lunch break provided opportunity to discuss the challenges and successes of combination service models.

The tour continued to Fredericksburg Volunteer Rescue Squad to see the volunteer agency's operations, followed by a stop at Angel Rides to observe private EMS service delivery.

The afternoon continued with a visit to a FBI facility in Stafford County to explore federal law enforcement emergency medical capabilities. The group then toured Stafford County Company 12 to observe county-level municipal operations. The tour included a dinner stop at LifeCare, a private agency, which allowed continued dialogue about private sector EMS challenges and innovations. The day concluded back at Caroline County.

Special recognition goes to: Dan Cianci from Lake of the Woods for expertly driving the delegation throughout the day Orange County Fire and EMS for providing the transportation van This tour gave state leaders firsthand perspective on the different operational models, challenges, and innovations happening across Virginia's EMS system. The insights gained will help inform policy decisions and resource allocation to better support emergency medical services statewide.

Pat Fitzgerald Honored for 27 Years of Service to Regional EMS Council Colonial Beach representative recognized as council prepares for historic transition COLONIAL BEACH — Pat Fitzgerald, Colonial Beach's long-serving representative to the Rappahannock EMS Council, was honored on November 21st for her 27 years of dedicated service to the regional emergency medical services organization.

Kevin Dillard, President of the REMS Council, presented the service award to Fitzgerald at the Colonial Beach Volunteer Rescue Squad, recognizing her nearly three decades of commitment to improving emergency medical care across the region.

"Pat has not only been the face of the rescue squad in the community, she has been the face of Colonial Beach at the regional level," said Dillard.

Fitzgerald was appointed by Colonial Beach Town Council to represent the town on the regional council, a position ratified by the council's board of directors. Throughout her tenure, she represented the volunteer sector of Westmoreland County and Colonial Beach, serving multiple three-year terms on the board.

Her contributions extended well beyond attending meetings. Fitzgerald was an active member of the Guidelines and Training Committee, which coordinates training needs for over 2,000 EMS providers across the region. The committee plays a vital role in determining regional training requirements and making recommendations on protocols and policies that affect emergency medical care throughout the coverage area.

"She was involved, engaged, and contributed to the success of the council's mission," Dillard noted.

Fitzgerald's dedication to service extends throughout the Colonial Beach community. She has served as Rescue Chief and long-time Treasurer of the Colonial Beach Rescue Squad, which was established in 1950 with assistance from the Fredericksburg Rescue Squad. She is a life member of the Colonial Beach Rescue Squad and retired from the Colonial Beach school system after many years as a physical education teacher.

When asked about her motivation for such lengthy service, Fitzgerald pointed to "service to others" and "service to the community" as her guiding principle.

and later had a big supper with turkey and all the fixings supplied by a local church. But, it wasn’t the same as being with family.
