Overview

Founded in 2011, the USA Homeownership Foundation, Inc. dba the Veterans Association of Real Estate Professionals (VAREP) is a nonprofit Veterans Service Organization (501c3 & 501c19) with a mission to provide financial stability, housing security, sustainable homeownership, economic opportunity, and VA loan access for veterans, servicemembers, and surviving spouses.

Structure & Ecosystem

VAREP is incorporated in the State of California and a HUD-approved housing counseling agency. It is led by a National Board of Directors and a Leadership Team comprised of military veterans and industry professionals. National committees—including the National Legislative Committee, National Education Committee, Association Leadership Committee, National Charity Committee, and National Grievance Committee provide strategic direction.

Local chapters form the foundation of VAREP’s community impact, hosting events, resource fairs, and educational workshops, while national programs deliver direct services of support.

VAREP operates within a broader ecosystem of independent nonprofits, each incorporated as a California CCorporation, holding nonprofit tax-exempt status, governed by its own Board of Directors, and filing a separate IRS Form 990.

The Three Arms of Service

• VAREP (501c3): Service & education HUD counseling, financial literacy, foreclosure prevention.

• VHFA (501c19): Advocacy policy voice, grassroots action, annual Policy Conference.

• VETCares (501c3): Philanthropy grants, retreats, home & vehicle donations.

Continuum of Service (CoS)™

VAREP coined the phrase and concept of the Continuum of Service™ to define its guiding philosophy: support for the military community must extend across every stage of life and service. Unlike one-time interventions, the Continuum of Service™ ensures veterans, servicemembers, and their families are supported from enlistment through transition and into sustainable civilian life.

Stages of CoS

• Before Service: Financial readiness and family preparation resources.

• During Service: Support for PCS moves, deployment housing needs, and military protections (SCRA/MLA).

• Transition: TAP-aligned counseling, credit repair, and homeownership education.

• Post-Service: Homebuying assistance, foreclosure prevention, disaster recovery, and homelessness prevention.

• Generational Impact: Support for surviving spouses, Gold Star families, and second-generation military families.

Veteran Economic & Housing Outreach Centers (VEHOC)

VEHOCs are VAREP’s one-stop service hubs both in-person and virtual where veterans, servicemembers, and families access the full range of VAREP programs. Staffed by VEHOC Officers, many of whom are veterans or HUD-certified counselors, services include VA loan support, foreclosure prevention, housing counseling, financial literacy, grants, career and business programs, and advocacy resources.

With centers in Corona, CA and Dallas, TX, and virtual access nationwide, VEHOCs deliver integrated support under one roof.

Legislative Victories

• 2025 – VA Home Loan Program Reform Act (H.R. 1815, Public Law 119-31): Authorizes VA partial claims to help veterans avoid foreclosure.

• 2025 – Homebuyers Privacy Protection Act (H.R. 2808): Bans abusive “trigger leads,” protecting consumer credit privacy.

• 2025 – ROAD to Housing Act (S. 2651): Advocated and endorsed by VAREP as the only financial- and housing-focused VSO; bipartisan bill advancing in the 119th Congress.

• 2020 – Veteran Home Loan Disaster Recovery Act: Allowed VA loans for homes damaged by major disasters.

• 2020 – URLA Update: Added a military service question to identify veterans in home loan applications.

• 2019 – Protecting Affordable Mortgages for Veterans Act: Corrected an oversight disqualifying 3,000+ VA loans.

• 2019 – Economic Growth Act: Closed VA refinance loopholes to prevent predatory lending.

• 2019 – NDAA Amendment: Mandated financial literacy training for servicemembers.

• 2019 – Blue Water Navy Vietnam Veterans Act: Extended benefits to Purple Heart recipients, preserved funding fee waivers, and protected bonus entitlements.
