by - Jemi Ekunkunbor Since winning the Big Brother Reality Show in 2008, dreadlock spotting Uti Nwachukwu, has become a force to reckon with in the entertainment and fashion industry in Nigeria. The copresenter of M-Net Jara, Uti shuttles between the studio and several runways where he also doubles as a model; and what sensational one he. I caught up with him in Port Harcourt. Kman EN OKPARA of sartorial elegance O

n January 19, 2014, Delta State Governor, Emmanuel Uduaghan, while receiving an award in recognition of his leadership role and vision of ‘Delta Beyond Oil’ from a multicultural newspaper ‘METRO EIREANN’ in Dublin, Ireland, held an interactive session with Nigerians in the Diaspora. At this event, he had to respond to questions about government not taking advantage of the skills and experience of Nigerians living abroad, who would like to contribute to the advancement of the country. Responding, Governor Uduaghan called out Ken Okpara, a commissioner in the state since July 4, 2013, who now wears two caps in his cabinet: Commissioner for Economic Planning and Finance respectively. He told the audience that he never knew of or met Mr. Okpara physically prior to his first appointment as Economic Planning Commissioner. His first contact with Okpara was via the Internet, when Okpara wrote to congratulate him on winning the governorship election. That was the beginning of back-and-forth correspondence that led to him joining the government. With his background in the World Bank, the governor thought Okpara could very well be an asset. But, would he consider coming home to Delta State to serve and allow his state to enjoy the benefits of all that experience garnered from working with the World Bank? The governor made the offer to Okpara [all this by e-mail]; Okpara accepted. The governor went on to say that he had done so well as Commissioner for Economic Planning that he decided to add the Finance Ministry to his portfolio, leaving him totally in charge of the treasury of the state. Indeed, Ken Okpara is Delta State’s own Ngozi Okonjo-Iweala. Hon. Ken Opara, a chartered accountant, has a profile of achievements that is a mile long. Prior to the current assignment he was a Senior Financial Management Specialist of the World Bank, responsible for the financial management implementation support and supervision of The World Bank funded and multi-donor trust fund investment projects in South Asia. He also performed financial management assessments of new projects’ funding proposals and gave advice for the World Bank’s board consideration, on the adequacy of the arrangements to meet the funding requirements and support the client (government) to build and strengthen the financial management capacity and governance system to ensure transparency and accountability. This is just to mention a few of the numerous projects anchored for the World Bank. In this interview with Remmy Diagbare, he tells of his returning home to serve.

,VQ¡WLWXQXVXDOFRPELQLQJWKHVHWZRLPSRUWDQW PLQLVWULHV" It is not unusual. Some states like Osun have one single ministry for Finance and Economic Planning. Also, Delta State, during the tenure of His Excellency, Chief James Onanefe Ibori, had the two under one ministry initially but separated it into two later. &RPLQJIURPDEDFNJURXQGLQWKH:RUOG%DQN KRZKDVWKDWLPSDFWHGRQ\RXUPLQLVWULHV" ,WLVQRWDERXWPHRUP\:RUOG%DQN¡V background; it is about the team and the support we get from the Team Leader, His Excellency, Governor of Delta State, Dr. Emmanuel Eweta Uduaghan. It is also about creating a learning environment, where

lessons learnt are continuously injected into the system to improve the process. I believe that is the game changer. This has brought about increased focus on results and emphasis on performance rather than compliance. Government in most developing countries are bedeviled by the “capability gapâ€?; they lack the organizational or institutional capability to execute projects that will ensure that economic growth as indicated by the gross domestic product (GDP) is UHĂ HFWHGDQGVHHQLQWKHOLYHVRIWKHSHRSOHLH gainful employment, putting food on the table, etc. The term used in the development world to describe this is “isomorphic mimicryâ€?. In order to ensure we achieve the “Delta Beyond Oilâ€? vision of the Delta State Governor, the Ministry of Economic

Planning and Finance is implementing a performance management and monitoring tool called the Economic Dashboard, where each ministry, department and agency (MDA) is measured quarterly by how much it has achieved its Key Performance Indicators (KPIs). This is also complemented by quarterly releases of funds to MDAs and payments are made to those with FRQĂ€UPHGFHUWLĂ€FDWHVDQGYHULĂ€HGSK\VLFDOSURJUHVV That is why today, Delta State is working with results on the ground and improved lives of the people. 5HFHQWO\LQ'XEOLQ,UHODQGZKHUH'HOWD6WDWH *RYHUQRU((8GXDJKDQUHFHLYHGDQÂś$ZDUGIRU ([HPSODU\/HDGHUVKLS¡IURPDPXOWLFXOWXUDO QHZVSDSHU0(752(,5($11\RXKDGWKH March 9, 2014 /

Delta State has many cities. Do you think each community has been well-served by the Uduaghan administration? Projects in Delta State have been evenly spread to cover all cities in the state but because of limited funds, we prioritize with a view of ensuring that over time, all critical infrastructures will get to every city. diversify our economy into agriculture and competitive manufacturing so that we can have higher GDP growth rate and create more jobs. hair from blah to va-va-voom, injecting volume by lifting it at the roots. Ditch your paddle brush, which is meant to be used for sleek, straight blowouts, and pick up a round brush instead. Use a small-to-medium barrel for shorter hair and a large one for medium-to-long hair.

11. Smoke NOT! Finally, if you can, ditch the

smoking habit! This is another thing that can break down \RXUKDLUDQGFDQDFWXDOO\FDXVHLWWRIDOOÀDW,NQRZ smoking is addictive, but not only is it bad for your health, Nicotine decreases blood circulation to the scalp, ditch the cigarettes, it’s so much better for your health and your hair!

2. Coconut oil (yep!) 7KHRQH\RX¿QGLQ\RXU grocery store! Is a great way to really thicken up your hair and even a great way for you to get a full head of hair. All you need to do is melt it down, wait until it cools, apply it to your hair and after about twenty minutes, wash it out! It’ll leave your hair super soft and so shiny! 3. Massage your scalp for a few minutes every night before you go to bed. Doing this helps to activate your hair follicles and promotes growth. When your hair grows more it will likely grow thicker as well. 4. Hair Masks You can buy hair masks in the store (my favorite is Mizani Hair Mask and it smells devine), but you can also make natural hair masks at home. They can promote healthy and fuller hair growth. They can be made from things like mayo, avocado, honey and other things that could be found in your kitchen. They don’t

take too long to make so just look for some and get started!

6. Zinc about it! Not having enough zinc in your diet can cause you to lose your hair. Try to pump up the zinc in your diet to combat hair loss which will help your hair become fuller. You can do this by eating more nuts like pecans, almonds, and cashews. 7. Teasing Some people don’t like to tease their hair because it’s been rumored that backcombing causes damage. This isn’t true! What causes the damage is not brushing out the backcombing before you wash your hair, and then brushing through it after its wet.

Q& A HOW TO HAVE SEX ON YOUR WEDDING NIGHT IF BOTH OF YOU ARE VIRGINS - part 1 What should spouses who are virgins keep in mind before having sex, and maybe not just sex, but a pain free and memorable experience for both. I believe this will help ease the anxiety and improve the pleasure. Thanks. Abdulateef.

Guide to Ailments Osteoporosis

Osteoporosis is a condition of the bones which develops slowly and gradually over several years and causes the bones to become brittle, thin and weak. Osteoporosis is more common with age as the body’s ability to replace worn-out bone is reduced so more bone cells are lost than replaced. Bones constantly repair and reinforce themselves by absorbing several proteins and minerals such as calcium from the blood stream. Often develops due to hormonal changes or diseases and family history.

A JOURNEY INTO SELF DISCOVERY Week 1 I sat listening to this young, beautiful and intelligent young woman, who relayed to me her own experience of the trending subliminal prevalent problem: abuse, a phenomenon that come in different proportions and which ZHDOVREULHĂ \PHQWLRQHGGXULQJ our last publication (if you may recall) as a vice that can be avoided once a lady can position herself in a place of esteem. This challenge has obviously marred her life to a great extent, and as I listened to her, my vivid imagination drew up different pictures of the scenarios that may have characterized the different times that she had been abused,

and what it must have been like keeping this burden to herself over all these years until now. My concern for this problem grew a notch more while I digested all she said and I found myself gazing at the displayed pictures of my daughters on one of my display stands. Oh how worried I became for them! About their friends! And about so many other growing young girls out there, maturing into adulthood and excitedly looking forward to a great future with great relationships. Then I asked aloud, “why is this menace so prevalent against

ladies? What is the cause or contributing factor? What solutions are being proffered to check it? How much grooming and awareness have we inculcated

into our young females to help them imbibe virtues and values that would help avert this from their future, as well as prepare them for adulthood. TO BE CONTINUED...

I ask for your indulgence on this one as I am writing about something I know nothing much about but was thoroughly interested in so here goes. I was having a conversation with a family friend Ayo Alli the other day, his day job as far as I can gather is as a football agent who specialises in image rights and commercialising digital assets which all sounds rather grand and posh. What this means is when you see a footballer in an advert etc he is responsible for brokering the deal and looking after them on Twitter, Facebook and the like. Being a clever chap while watching a football game in a hotel in Lagos he observed, that like himself, most of the viewers were busy typing away on their phones while the game was in session. Ayo was passionately sharing observations with his mad about football bb JURXS)XUWKHUUHVHDUFKFRQĂ€UPHGWKDWWKHUHZDVQRVSRUWVVHFRQG screen applications so he went on to develop one. Quick aside for educational purposes, Second screen application means that while you are watching the game on your TV, First screen, your mobile is your second screen for live interactions at the same time. So he got his research together, gathered about him technical buddies and went about developing the site and launched the Beta version on the 20th of February during Social Media Week, so they are currently in the testing phase and looking for all the feedback they can get. I have heard said that there are universal languages, laughter, PXVLFGDQFHDQGGHĂ€QLWHO\LQ1LJHULDIRRWEDOO6R,WKLQNKHFKRVHWKH right place to launch his product. ,W¡VRSWLPLVHGIRUPRELOHSKRQHLQWHUQHWDFFHVVEXWRIFRXUVHZLOO work on a tablet or computer. For her, it has been an emotional rollercoaster meeting and getting to know these breast cancer patients and telling their stories through images. She has come to admire the strength of the human spirit and is grateful for the gift of being allowed to share that with the world. She said, “We all need support; you never know what someone is going through until you get close to them, so take the time to care. Problems cannot be solved from afar, get involved.â€? Breast cancer is still a leading cause of death among women in Nigeria and I know from my hospital pharmacist days that the treatment options can be gruelling and exhausting even with the best medical care available. Palliative care is expensive both monetarily and emotionally so as a community we really must get involved.
