ancouver police say they are disappointed after social media posts showed downtown streets Party-goers flout COVID-19 rules Halloween night crowded with party-goers on Halloween night, apparently flouting COVID-19 safety protocols.

Spokesman Const. Jason Doucette says it wasn't possible to try to disperse the alcohol-fuelled crowd or issue tickets due to a number of factors.

He says the number of people downtown grew larger than expected and additional resources were brought in from around the city.

Doucette says police made a number of arrests for minor offences, such as causing a disturbance, but there were no reported injuries.

On Thursday, B.C.'s chief medical officer, Dr. Bonnie Henry, said the province was in a "danger zone" with more than 2,300 active cases of COVID-19 being reported.

Behind Juolevi on the left side, Jack Rathbone is coming off a stellar college career and has the skating and offensive game to play in the NHL, but could likely use some time in the AHL to refine his defence. Then there’s Guillaume Brisebois, who has limited upside but could play in a pinch.

On the right side, Chatfield has some elements of a modern defensive defenceman, but could get exposed at the NHL level when asked to handle the puck.

Brogan Rafferty has the opposite problem: he led all rookie AHL defencemen in scoring last season, but has holes in his defensive game.

Heading into the NHL season with just five experienced NHL defencemen is a major risk, particularly if the Canucks can’t stay as healthy as last season. It’s unclear if their prospects are ready to play in the NHL on a bottom pairing, let alone in a top-four role if injuries strike.

Alternatively, the Canucks could look to add one more defenceman, preferably at a near-league minimum contract. Another trade seems unlikely with their current cap situation, but they could still sign one of the remaining free agents — former 10th overall pick Slater Koekkoek is an intriguing option — or wait until the preseason to see who ends up on waivers.

Otherwise, the team will just have to hope for health — right now they’re two injuries away from a rookie in the top-four.

ust before Halloween, the Calgary Flames’ social media shared something truly terrifying: a picture of Chris Tanev wearing Flames gear and holding up his new Flames jersey.

Sure, Vancouver Canucks fans have known for weeks that Tanev is now a member of the Flames, but it didn’t really sink in until they saw him actually holding that jersey with “Tanev” and his number 8 on the back. After spending the first nine years of his NHL career in royal blue and kelly green, Tanev will now don the red and yellow of the Flames.

Clearly, the Canucks’ defence will look very different next season, as it’s not only Tanev who has left the team, but also Troy Stecher and Oscar Fantenberg.

The Canucks only had seven defencemen play for them this past season — they managed to stay remarkably healthy — and now three of those seven won’t be in the lineup.

So far, Canucks general manager Jim Benning has replaced just one of his departing defencemen, adding Nate Schmidt via trade with the Vegas Golden Knights. He’ll take Tanev’s spot on the right side, likely with Alex Edler in a shutdown role. Quinn Hughes and Tyler Myers round out the top-four, but the bottom pairing is completely up in the air right now.

The Canucks have just one other defenceman with any real NHL experience; Jordie Benn, and he’s coming off an awful season. Can he be trusted to anchor the third pairing and step up the lineup in case of injury? The Canucks might not have any other choice; after Benn, they have only untested prospects, though several have intriguing potential.

“We’re gonna play some young kids,” said Benning last month.

“We think Olli Juolevi’s ready to play. Jalen Chatfield’s ready to play.”

Juolevi had better be ready to play at this point. It’s been four years since the Canucks drafted him 5th overall and he only just made his NHL debut with a single playoff game this summer. While his development has been derailed by injuries, he has two abilities that should see him make the team out of camp in the coming year: a strong transition game fueled by his high-end passing and the ability to kill penalties, essential with Tanev gone.

Three Metro Vancouver employees dismissed following fatal Cleveland Dam incident

etro Vancouver says three staff have been dismissed for their role in the Oct. 1 sudden release of water from the Cleveland Dam that left a North Vancouver father and son dead.

Several anglers were swept into the Capilano River after the dam’s drum gate opened unexpectedly, sending a torrent of water downstream.

A week after the incident, Metro said the cause was “human error related to programming of the control system for the

spillway gate."

Metro announced on Friday that three employees have been “dismissed from employment” as a result.

The Metro statement said the regional authority continues to co-operate with outside agencies investigating the matter but wouldn’t provide further comment.

Ryan Nickerson, 61, was pulled from the water by rescuers but could not be revived.

His 27-year-old son Hugh was not found.

Cheeky mishap sees buttocks exposed during live TV interview

rban planner, former Vancouver City Councillor Gordon Price, appeared on Global News last week to get to the bottom of the city’s proposed Climate Emergency Action Plan.

What the award-winning analyst didn’t expect was his interview to get a little cheeky – with the backside of his husband peeking through his green screen effect in Zoom.

"I have one of those digital backgrounds that I thought prevented the background from appearing. I guess it’s only true if nothing moves," Price remarked to Vancouver Is Awesome.

Price said he worries the mishap drew viewers away from what was said during the interview.

"Transportation pricing ain’t gonna happen anytime soon – it's too expensive politically – but it’s also inevitable," summarized Price,

It's not the first time during the COVID-19 pandemic that social distancing via virtual meetings on Skype or Zoom has left viewers questioning their eyesight – or their hearing.

ast month, Vancouver City Council voted unanimously to support an end to the "no pets" clause in rental contracts.

However, the decision is a long way off from being implemented in the province.

The motion, submitted by Councillor Jean Swanson and Councillor Pete Fry on behalf of the Renters Advisory Committee, calls for the prohibition of the "no pets" clause in rental contracts. It points out that British Columbians have been encouraged to stay home and practice physical distancing due to the COVID-19 pandemic, and that doing so is particularly difficult for seniors, underhoused individuals, and those who live alone.

Animal Law Lawyer Victoria Shroff tells Vancouver Is Awesome that city staff may be able to influence a landlord's policy, but that the process of eliminating a "no pet" clause is still a long way off.

"City staff will now be researching a way for the municipality and the municipal government to use its power to 'curb' a landlord's right to refuse to rent to someone because they want to pet. That's the first thing," explains Shroff.

"The second thing: The city is planning to lobby to the provincial government to call for approval on the landlord's right to refuse pets and rental housing as the residential tenancy act is currently drafted. So, you have municipal laws that affect the day to day workings of a city, and then you have the provisional law which is the broad overlay.

"And so it's kind of tricky when the provincial law applies everywhere and municipal law will be different for the municipality."

97-year-old WWII vet reflects on wartime memories

W

orld War II veteran William Woolstencroft is a resident at Legacy Senior Living in Vancouver. On this Remembrance Day, commemorating the 75th anniversary of the end of the Second World War, Woolstencroft reflects on his wartime memories.

Prior to joining the war, Woolstencroft was a high school student in Liverpool. With his strong technical capacity, he joined the Royal Air Force (RAF) in England and was sent to Glasgow for an intensive eight weeks of training in science subjects.

Subsequent to that, he worked as a radar technician and was assigned to work on a secret radar system, called radio location at the time. This exceptionally top secret project was Oboe, a British aerial precision blind bombing system based on radio transponder technology.

He was sent on assignment to continental Europe and stationed in Winterberg in Central Germany. The radar system station was used by the RAF for navigational purposes.

Though “consumed by the complexities of the equipment [he] had to deal with,” Woolstencroft’s contributions to the war effort was just as essential as being in the armed forces.

That said, Woolstencroft did have a brush in the crossfires of a wartime attack. Volunteering as a local defense volunteer in Liverpool at the time, he was caught in an air raid and almost killed by shrapnel shells, which rained down on the city one evening when he was walking back from the barracks.

Woolstencroft played an essential role in the Allies’ coordinated operation on D Day. In the town of Eastbourne on the southeast coast of England, Woolstencroft — 21 years old at the time — and his small unit of technicians were stationed on the clifftop, tasked with setting up equipment and controlling bombing operations along the coast of France from their cabin. At the time, the unit wasn’t told what the target was.

This memory sticks out in Woolstencroft’s mind as the first time he was put in charge, even leading his officer-in-charge as he explained the technical details of the operation.

Remembrance Day ceremonies cancelled

The public is being discouraged from attending Remembrance Day ceremonies, which annually commemorate fallen veterans in Victory Square and other locations.

That's in light of the ongoing COVID-19 pandemic, which also will see Grandview Park's annual ceremony cancelled, said Royal Canadian Legion branch #179 service officer and veteran Reid Lewis.

The pandemic has pushed every other ceremony to go virtual – per a provincial health ban on large gatherings.

“There will be no parades anywhere in Vancouver, no military personnel will be out,” the veteran told Vancouver Is Awesome.

"When we lay the wreaths, we won’t be telling the public."

The Commercial Drive parade of surviving veterans will not go on, added branch #179 president, Pete Salmon.

Some elderly veterans have suited up and braved the cold for years to take part, but their age puts them at high risk from COVID-19.

"We know that poppy sales will be way down,” said Lewis, about this year’s fundraising campaign, which annually

sees support raised for veterans in the community.

Typically, Vancouver legion volunteers – including veterans and cadets – will stand in front of businesses with trays in-hand to dole out artificial poppies in exchange for donations.

But this year, volunteers will be hindered by new physical distancing requirements, with six feet of distance required.

"We normally bring in about $80,000 a year, just that one branch, from volunteers on the street," Salmon said.

West End branches are known to bring in even more funds, up to $100,000 a year.

Traditional poppy boxes will be set up at approximately 25,000 locations across Canada – like grocery stores and banks, with donors encouraged to pick their own pins.

From this year's sales, the president expects poppies to bring in less than half of what is typically garnered.

"Though the real tragedy is not being able to gather in person for Remembrance Day," Salmon voiced.

Donations to the poppy campaign can be made by visiting a local legion or online at legion.ca.

At the end of the war, Woolstencroft finally had an opportunity to fly with the RAF. In February of 1947, he and other members of his unit were flown from Frankfurt to England in a Lancaster bomber, where they were then transported to the demobilization centre. This gesture by the RAF to thank the technicians for providing navigational services during the war effort provided Woolstencroft and his crew with the hero's homecoming they deserved.

By the end of the war, Woolstencroft had assumed the rank of Corporal for his service. He was awarded with four medals, including the 1939-1945 Star and France and Germany Star.

Following the war, his top priority was to secure a job in order to support his mother. As a result of his war experiences and his technical studies, Woolstencroft applied to the Civil Aviation Department in England. He was accepted as a technician and later worked as a Senior Engineer before retiring in 1980 after 33 years with the department.

In his retirement, Woolstencroft emigrated to Canada and became a Canadian citizen. He keeps in touch with his brother in England regularly through email.

As Woolstencroft celebrates his 97th birthday this year, he thinks of the people who had lost their lives during the war and is thankful for the years he has been given.

“It was certainly a very interesting time. I’m all the better for having had the experience.”

Vancouver teen honours the life of late World War II veteran

atteo Pellizzari says it's hard to imagine what Canada's veterans went through during World War II, but that it is important for us to try.

While Remembrance Day ceremonies will look a little different this year, Operation Legacy aims to carry on an important message about what the country's veterans sacrificed.

Matteo, 13, just started Grade 8 in Vancouver this fall.

In his free time, he likes to play sledge hockey and swim.

He's been playing sledge hockey for nine years, and tells Vancouver Is Awesome that it is one of his favourite pastimes.

Matteo has bilateral fibular hemimelia, which means that he was born without the fibular bone in both of his legs. At age one, he had both of his feet amputated; he also had a second major surgery in the fourth grade.

"Operation Legacy is paying tribute to what the veterans had to go through and remembering hopefully we won't have to go through it in the future, and remembering that they had to suffer for that," he explains.

In previous years, Matteo laid a wreath and lit candles to honour the war veterans. This year, as a part of Operation Legacy, he strives to honour the late John Little of Vancouver.

Little enlisted in the Canadian Army in 1943 at age 20, and only one year later he was hit with mortar shell fragments and was seriously wounded near Ortona, Italy; the injury resulted in the loss of both his legs above the knee.

After enduring many surgeries, Little returned to Canada

and learned to walk again with the help of artificial limbs.

He found employment with the federal government but said that the work he most enjoyed was his 57 years of volunteer service with The War Amps.

He held several positions with the Vancouver and Victoria branches, including: • National Director, Victoria Branch (2002-2005) • President, Victoria Branch • President, Vancouver Branch Little passed away on July 11, 2005, and in honour of his service, Matteo recently paused for a moment of silence at Victory Square Cenotaph. It was war amputee veterans who founded The War Amps which has been making a difference in the lives of amputees, like Matteo, for more than 100 years.

Before enlisting in the army, Little worked at logging camps and West Coast shipyards. He served with the Loyal Edmonton Regiment in England, North Africa and Italy, and then proudly promoted the Child Amputee (CHAMP) Program and attended numerous CHAMP seminars over the years, where he shared his experience and positive outlook with young amputees and their families.

In recognition of his dedicated service to the Association and his fellow veterans, he received the Distinguished Service Membership and Honourary CHAMP Membership from The War Amps, as well as the Queen Elizabeth II Golden Jubilee Medal.

The Vancouver Park Board announced last Friday that it will begin resuming public programming at all eight of its arenas this Saturday, Nov. 7, in cooperation with local community centre associations.

While the rinks first opened for use by organized leagues and other permit holders earlier this fall, the Park Board stated in

That includes drop-in programs like family skating, seniors skating, figure skating and more, with available time slots ranging from 45 to 60 minutes.

Programming will be offered at Britannia, Hillcrest, Kerrisdale, Killarney, Kitsilano, Sunset, Trout Lake and West End arenas beginning Nov. 7, while Killarney and Trout Lake rinks will also begin offering skating lessons the following day.

According to the Park Board, registration for each drop-in program will open three days in advance, and will give visitors the option of signing up with their Flexipass, a 10-visit pass, or a single-day fee. Twenty per cent of spots will remain open for on-site drop-ins the day of.

Patrons should come to the rink dressed ready for their activity, and Park Board staff ask that they arrive no more than 15 minutes before their designated ice time. Lockers will not be available, and participants will have 15 minutes at the end of a session or lesson to take off their skates and exit, in order to give staff enough time to clean and prepare for the next group.

Other COVID-19 safety measures being implemented include limiting the number of people who can use an ice surface at a time, disinfecting high-touch areas regularly, along with rental skates and helmets after each use (skate and helmet rentals will not be available for stick and puck sessions) and limiting skating lessons to just four instructors on the ice at a time, with a one-to-four instructor-to-student ratio.

Patrons are strongly encouraged to wear a face mask or covering in the facility and to regularly wash their hands.

Spectators will not be allowed inside the arenas, and patrons are required to stay home if they are feeling sick.

This is the latest step in the Park Board's phased reopening of its facilities, since shutting down earlier this year in response to the COVID-19 pandemic. The Board began reopening

community centres across the city at the beginning of September, swiftly followed by a phased reopening of eight indoor pools, eight ice rinks, and 14 fitness centres in the subsequent weeks.

avid Braley, owner and chairman of the BC Lions, has died at the age of 79.

Braley, a Hamilton businessman and a stalwart of Canadian football, has owned three CFL franchises - including at one time simultaneously owning the Lions and the Toronto Argonauts.

The Lions announced last week Braley died peacefully at his residence in Burlington, Ont. “One of his final acts of devotion to Canadian football was a clear expression of his desire that the stability of our club be maintained through a smooth transition following

his passing,” said Lions president Rick LeLacheur in a statement.

“We will work closely with David’s estate to follow that plan.”

Braley had been in the process of looking for potential buyers for the Lions for the past few years.

He had owned the team since the 1997 CFL season while also owning the Argonauts from 2010 to 2015.

Braley also owned the Hamilton Tiger-Cats from 1989 to 1990 and was inducted into the Canadian Football Hall of Fame in 2012.

Urban Seniors B.C. doctors encourage everyone to ‘mask up’

he Doctors of BC organization is applauding B.C.’s Provincial Health Officer Dr. Bonnie Henry for stating that it is now an expectation that British Columbians will wear masks when out in public spaces. Her statement last week followed another significant increase in the number of COVID-19 cases.

“We all have a responsibility to protect not just ourselves, but those around us who are vulnerable,” said Dr. Kathleen Ross, President of Doctors of BC. “We believe, and the evidence shows, that wearing masks is an important tool in our toolbox to help us stay safe.

It is critically important to practice good hygiene and keep physical distance, but wearing masks adds another layer of defense.”

Doctors of BC launched its

social media campaign two weeks ago, encouraging British Columbians to #MaskUp when physical distancing isn’t possible and always when visiting the hospital. The campaign is being promoted across Twitter, Facebook, and Instagram and has reached more than 100,000 people

to date. It will continue throughout the fall and winter.

“In some cases, people cannot wear masks for medical reasons, and that is okay, but every little act we do – combined together – can make a real difference to containing this virus over the fall and winter,”

added Ross.

Doctors want to remind people that it’s critically important to also wear a mask when visiting the hospital or your doctor’s office. It is difficult to maintain physical distance in these settings where everyone around you is potentially vulnerable.

BC formally extends state of emergency, again

ime and the changing of clocks might be on your mind after the end of daylight savings this past Sunday.

In this photograph, taken in 1928, a worker is perched atop a precariously placed ladder cleaning the Vancouver Block’s clock faces.

The Vancouver Block was built between 1910 - 1912 and financed by Dominic Burns, the brother of cattle baron and later senator, Pat Burns. The clock, when built, was reported as costing more than $10,000.

It quickly replaced the Post Office’s clock (now the Sinclair Centre’s clock) as the one to look towards for time, being visible from the slopes of Fairview and Mount Pleasant.

In contrast to the Post Office’s clock, which used the traditional Roman numerals for the hours, the Burns clock, as it became known, simplified the clock face design by using lines.

In 1927, neon lights illuminating the hands and hour markers were installed on the south face, further increasing its visibility.

At various points throughout the decades, the clock tower has been the host to large-scale advertisements, including an illuminated “76 Gasoline” advertising Union Oil, Shell Oil’s emblematic shell, and Birks with its double B’s motif.

ancouver City council promised to consider making cannabis easier to come by for Downtown Eastside residents to help curb opiate use during a burgeoning overdose crisis.

Last summer, the mayor and council asked staff to devise feasible solutions.

This meant addressing cost and accessibility barriers – such as providing a sliding cost scale for residents and making allowances for legal cannabis shops closer to residents in the community.

Since marijuana was legalized nearly a year ago in Canada, the municipality reported even fewer stores in the DTES now sell the drug, according to city staff.

Only four cannabis retail stores have been permitted to operate. They are located within four blocks of the Main and Hastings street intersection.

For the past two years non-profit cannabis operation, The Healing Wave, has assisted the Serious Hope Society in a Cannabis Substitution Program serving DTES residents out of its 157 Cordova St. shop.

Program lead, Neil Magnuson – who first began the program out of the Vancouver Area Network of Drug Users (VANDU) years ago – is helping 253 people get below-market prices on cannabis, as an alternative to opioid use.

Earlier this month, Magnuson was asked by his landlord to leave the retail space – considering the shop was unlicensed to sell cannabis.

On Sept. 16 the non-profit sent a formal request to the federal government for a temporary exemption under the Cannabis Act to allow its sale of cannabis in the DTES. “The Serious Hope Society and Healing Wave are a nonprofit retailer providing an essential harm reduction service during two separate public health emergencies," voiced Coun.

"I am fully supportive that they receive this temporary exemption."

The appeal was to no avail.

Magnusson and his team were evicted Friday, in ordinance with a B.C. Supreme Court ruling.

"We will not stop helping people. We cannot stop what we're doing here," Magnusson emphasized after the court decision.

"Cannabis needs to be easily accessible to people suffering from addictions. Cannabis high-dose edibles help people go through opiate withdrawal, or else they're trapped... at the prices the government is charging, most of them cannot afford the cost," he added.

"If we turn our backs on them, many of them will go back to the streets and die. They're good people just stuck in a bad situation."

Magnuson and The Healing Wave volunteers plan to set up an RV and continue to provide cannabis to DTES residents.

British Columbia Centre on Substance Use (BCCSU) studies have confirmed that many people who use drugs also use cannabis, and this may reduce their exposure to fentanyl – a highly toxic recreational drug that is a driving force behind Vancouver’s overdose crisis.

More than 1,507 people in the city have lost their lives to overdoses since January 2016, the report noted. During the COVID-19 pandemic that number has increased significantly.

emphasized from his Vancouver research that cannabis use lowers the chances of a person using more toxic substances.

Milloy – who is in support of the Healing Wave – has also discovered that those who use cannabis as a form of harmreduction are more likely to stay in medical treatment for opioid addictions.

However, the city said provincial limitations on pricing and operating models have stalled it from making any zoning amendments to increase the community’s overall access to affordable cannabis shops.

In that regard, “no changes are proposed to be brought forward at this time,” staff recommended.

Last month, Provincial Health Officer Dr. Bonnie Henry issued a public health order to increase the number of professionals authorized to help people at risk for overdose access safer alternatives to the toxic street drug supply.

Currently, the Provincial Tenancy Act states that a landlord may restrict the size, the type or the number of pets-or simply not allow pets. They may also include reasonable pet-related rules in the tenancy agreement, and they may require a pet damage deposit.

However, there is an exception for guide and service animals.

Shroff notes that this exception shows the societal value animals have and how they promote the health, well-being and safety of people and families. She adds that pets are considered family members by most people.

"Animals are increasing in importance in our society, not decreasing--and our laws reflect that," she says.

ancouver International Airport and WestJet are aiming to get a COVID-19 rapid test pilot up and running sometime in November.

Rather than target specific routes, testing will be carried out in a four-hour daily window in order to capture WestJet’s departing domestic flights, said YVR’s vicepresident of operations and maintenance, Robyn McVicker, and Billy Nolen, WestJet’s vice-president of safety, security, and quality, in a joint announcement posted to the airport’s website last week.

“The pilot will target Lower Mainland residents to ensure anyone testing positive can easily return home,” said McVicker and Nolen.

Meanwhile, Citizen Care Pod will provide a “ready-made testing station,” located on the curb outside WestJet’s domestic check-

in area at YVR, according to the announcement.

McVicker and Nolen say the 40-foot pod will provide “a private, safe and comfortable environment” to carry out testing. The pod will also be climate-controlled and utilize HEPA filters “to ensure the air is as sterile as any hospital environment.”

A spokesperson for YVR said the pod will only be in place for the pilot study and is not a permanent solution.

YVR is also developing a web portal and will likely have passengers sign up in advance for testing, according to the spokesperson.

eel City BBQ is getting ready to open its doors, with a menu of charcoalgrilled skewers and sizzling hot pot.

Located at 1668 West Broadway on the upper level in a space that had once been a restaurant called "Vancouver China Hui," and Bashu Sichuan before that, Feel City BBQ has been listing their address as 1688 W Broadway on their Instagram and job postings, which could get a little confusing for potential customers.

Luckily, it's a pretty large space with a lot of signage facing Broadway, which will help bring people to check out their northern Chinese-style skewers done over charcoals, as well as their menu of hot pot offerings.

The menu features a number of specialties from the region of Xinjiang, including "Smoked Lamb on Metal Rack," and "Gambian Dry Spiced Chicken." Lamb is quite prominent on the menu, which is a

staple in northern Chinese cuisine.

Feel City will showcase the protein in a number of preparations, including red willow skewers; Spicy Lamb Feet; roasted or steamed lamb buns; Fire Pit BBQ; sauteed with vegetables; lamb kidney; and in several stews.

Cumin Lamb, another northern Chinese staple, is on the menu as well, done with rice or noodles, or even as a burger. The extensive menu includes a number of noodle and rice dishes, cold sides and appetizers, soups, and hot pot combinations.

In a poll of 1,966 passengers, nearly two-thirds of those polled “expressed strong support” for rapid-testing at the airport, said McVicker and Nolen.

Earlier this month, YVR and WestJet announced the University of British Columbia would help select the test used in the pilot program.

As part of the program – first announced in August – passengers could receive their test results prior to boarding their flight.

Data collected from the program will help inform protocol at YVR and WestJet, and will also be shared with health authorities to support public health knowledge and decisionmaking around COVID-19 testing and tracing in B.C. The pilot testing program is being reviewed first by the UBC ethics board, said the spokesperson.

Last week, the federal government and Alberta announced a joint pilot testing program – the first of its kind in Canada – which would reduce the mandatory 14-day quarantine for international travellers with rapid testing.

COVID-19 testing will be carried out at Calgary International Airport and the Coutts land border crossing. While passengers who receive the test would still have to go into quarantine, they would be allowed to leave if the test comes back negative and if they commit to a second test six or seven days after they arrive in Canada.
