Two parties say COVID-19 vaccine to be free for all in B.C.

he leaders of British Columbia's two major political parties say every person in the province will be eligible to receive a free COVID-19 vaccine once one is approved and available.

John Horgan told a virtual town hall meeting that a re-elected NDP government on Oct. 24 will provide free COVID-19 vaccines to whoever wants one.

Horgan's promise was quickly followed by a similar pledge from Liberal Leader Andrew Wilkinson, who said he couldn't imagine charging people for a COVID-19 vaccine.

COVID-19 vaccine will be part of the NDP's recovery plan because a healthy population can rebuild the province's economy.

The NDP's $1.6-billion recovery plan also includes almost two million flu shots, 7,000 more long-term care workers and more options for at-home care.

Wilkinson had promised free flu shots earlier in the campaign, then matched the promise Horgan made on COVID-19.

"In what world would a life-saving vaccine not be free to British Columbians," said Wilkinson in a post to his Twitter account.

The NDP promise also included making 45,000 high-dose influenza immunizations available to all those living in long-term care and assisted living facilities.

Horgan and several other NDP candidates fielded about a dozen questions from people who were identified by their first names only during the hour-long virtual town hall meeting. The participants asked questions about child care, Indigenous reconciliation, the opioid crises, the environment and support for rural communities.

Heart of the City returns to give voice to the Downtown Eastside

F

or the past 17 years, the Heart of the City Festival has showcased the creativity and stories of the Downtown Eastside.

But while other arts festivals have mostly gone online to prevent the spread of COVID-19, many people who live in the Downtown Eastside have barriers to accessing the internet.

That’s left Heart of the City organizers juggling how to offer performances online but also reach people in person, and they’ve come up with some creative ideas.

“We’ll be doing a lot of activity out on the street itself, musicians and window displays and things like that,” said Terry Hunter, the artistic director of the festival.

Hunter explained that the street performances will have to be in motion to avoid drawing too big a crowd at any one location. So while general times of the performances will be announced, the location won’t be disclosed.

“It could be a musician walking down the street, singing and playing the guitar. It could be a jazz band appearing on a corner in a marching style,” Hunter explained. “And they stop at a corner, and if [too many] people stop, they walk away and go down the street.”

Hunter said the festival will also have some viewing rooms open at venues like the Carnegie Community Centre, with limited seating, so residents can view livestreams or previously recorded performances.

Organizers are also hoping to put on an event at Crab Park. Most live events will be filmed so audiences can watch them online.

Musician Khari Wendell McClelland is this year’s artist-inresidence. Wendell McClelland says the 2020 festival will be about onethird as large as it usually is because of the COVID-19 restrictions.

But he said Heart of the City is even more important this year, given the deep challenges facing the Downtown Eastside.

The theme, “This Gives Us Strength," refers to the challenges the community is coping with right now: the COVID-19 pandemic, a worsening overdose crisis, bigotry and systemic racism.

“This offering will definitely be sort of a beacon for many people in terms of what we can be hopeful about, what’s possible?” Wendell McClelland said.

“I think the arts are unparalleled in terms of helping us to cultivate an imagined possibility. A hopeful possibility. Reality that’s not yet seen, but that we yearn for.”

Wendell McClelland has put together a musical showcase event called “Spotlight on the East End” that will feature local musicians, including Rup Sidhu, Hannah Walker, Curtis ClearSky and the Constellationz, and Geoff Berner.

Other events will range from a workshop on making political change led by former MP and longtime local activist Libby Davies, to Cantonese opera, to a film about the Survivors Totem Pole raised at Pigeon Park.

But with a second, much closer look, its message has people stopping in their tracks.

“Violence to our friends, family, and neighbours happens here too,” the sign proclaims.

And some projects are more about doing than watching or listening: the Grounds for Goodness project will involve 10 people from the Downtown Eastside who will participate in a community art project that celebrates acts of kindness towards others.

In a collaboration with the SRO Collaborative, residents of singleroom occupancy hotels — a common form of low-income housing in the neighbourhood — will write haikus about their experiences living in the buildings.

The festival is also making an effort to continue employing Downtown Eastside residents.

“It’s the community’s festival,” Hunter said. “It’s really about the struggles and the hopes and the dreams and the experiences of residents of our community. So we work really hard to get underneath all that and provide a platform for people to have a voice.”

The festival will feature over 50 events and run from Oct. 28 to Nov. 8.

Its creators – a group of people who wish to remain unnamed – said the sign is a monument to the tragedies of significant violent acts to the LGBTQ+ community the area is known for.

The sign is hung "near where Andrew Kurra, 46, was left after being beaten nearly to death last year. People don’t know that and they should,” the group told Vancouver Is Awesome.

It still isn’t known whether the attackers who left Kurra in a care home with severe brain injuries, nearly a year later, targeted him because of his sexuality.

Donated from a New Westminster sign shop, the sign appears to be issued from “The Department of Being a Decent Human Being.”

As of last week, the art installation – which replaced words in the City of Vancouver logo with “Do Better Vancouver,” had not been taken down by the municipality.

But there have been other acts of violence against people in or supporting the LGBTQ+ community near that very street corner, stressed the group.

In August, sports radio host Justin Morissette had his leg broken after confronting two street preachers who were blasting anti-gay rhetoric in the street near his apartment.

According to Stats Canada, 10 per cent of all police-reported hate crimes in the country were "motivated by hatred of [a person's] sexual orientation."

He says restaurants will be among the slowest sectors of the economy to recover from the pandemic, saying it could take a year or more.

In a recent survey conducted by the association, 45 per cent of restaurants responding say they are operating at a loss, while 20 per cent say they are just breaking even.

Of those operating at a loss, 75 per cent say they will need at least a year, and in some cases, more than 18 months in which to recover.

Von Schellwitz says about 112,000 foodservice workers lost their jobs or had their hours cut to zero by April. While many jobs have been restored, he says about 14,000 people have still not returned to work.

“With colder months approaching, restaurants will need continued assistance to keep fulfilling their vital role within British Columbia’s economy."

estaurants Canada has put out a plea to all parties looking to form the next government in B.C.: Help the province's restaurants get through the COVID-19 crisis.

The organization is asking whoever forms the next government to adopt recommendations to help an industry hit hard by lockdowns and public health orders that have hampered the industry, according to a news release.

Restaurants were ordered to close in-house dining in mid-March and, when they were allowed to reopen, were restricted to the number of patrons they could seat due to physical distancing guidelines.

In early September, with cases of COVID-19 again on the rise, provincial health officer Dr. Bonnie Henry ordered alcohol service in bars and restaurants cut off at 10 p.m.

“Restaurants are critically important to creating jobs, economic growth and vibrant neighbourhoods,” said Mark von Schellwitz, Restaurants Canada VP, Western Canada.

OPINION: John Horgan comes out as B.C.’s boldest capitalist in 2020

T

he BC Liberal party sent out a comical press release this weekend, demanding that John Horgan and the NDP answer questions around their SurreyWhiterock candidate’s views.

Seemingly looking to out Bryn Smith as “anti-capitalist”, I may not need to tell you that there are a lot of folks in the NDP that share those views. It’s less than a secret; in fact it’s an element that draws some people to the party.

However off-the-mark the Liberals were, it got me to thinking about how John Horgan might be British Columbia’s greatest capitalist of 2020. Political capitalist, that is.

He and his minority government could have easily coasted into a renewed mandate in 2021, yet they chose to capitalize on their popularity at its height, calling an early election when they were polling high, in order to secure another few years in power.

When announcing it to residents, Horgan himself admitted that it was not an easy decision, and that he "struggled mightily" with it. But he went ahead and did it anyway, telling us it was about “stability”, and not power (but the government was stable, and it was all about power).

By the time the election was supposed to take place originally (October of 2021), the NDP would most likely have done an acceptable job of guiding the province through the pandemic for what would have then been a year and a half.

Regardless of what the government managed to do (or not do) for the economy, or anything else during that time, nonpartisan Dr. Bonnie Henry and NDP Minister Adrian Dix

likely would still have people seeing them - through a lens of weary, pandemic jitters - as saviours; a sturdy hand at the wheel.

It could have been fairly easy to win a majority in 2021, but not a lock, as they don’t have a crystal ball on polling a year out.

So they took action like the most hardcore traditional capitalists would. However unlike those who aim to make money at any cost by putting profits above people and the environment, Horgan and his government have abandoned British Columbians for a chance at more power.

You may be thinking "How does this affect me," the voter?

Aside from the chaos of partisan messaging, news, and advertising that you probably don’t need in your life right now, plus the added risk of you contracting COVID-19 (we’ll talk about that in another column), the government isn’t able to function during the election cycle. The NDP’s Carole James has been deemed their ‘caretaker’, and she can’t actually do much of anything.

James certainly can’t help with the homeless encampent in Strathcona Park that they left the City hanging with. She also can’t tell you when the COVID-19 contact tracing app will be coming to BC, because there’s been zero movement on it coming here as cases continue to climb.

And she certainly can’t help save some of your favourite local businesses from going under, because the election delayed a $2 billion funding package that was supposed to help them.

Those are just a few of the things that have stalled while we wait for new government in a time of crisis, during B.C.’s longest state of emergency ever.

As the news media were talking about the possibility of the election being called early, we saw even NDP partisans saying it was a bad idea (for reasons like the ones listed above, which barely scratch the surface), and that it needed to wait.

Those partisans are now silent on that front, toeing the line and cheerleading for their candidates. They’re seemingly happy that most have turned the page beyond pointing out the obvious recklessness involved in calling an election.

That’s greasy. All of this is greasy. And John Horgan is now considered a bold, newly-minted capitalist in the eyes of this politics columnist.

Just how shrewd of a capitalist he is, we'll have to wait until October 24th to find out.

The world's deadliest mushroom grows here in B.C. beginning to emerge after a dry early fall and a slow start to the usual autumn mushroom season,” said mycologist Paul Kroeger. “Foragers should remember one basic rule: never eat anything that hasn't been identified with certainty. A mistake can have serious or even deadly consequences."

hile fall weather is perfect for chunky knit sweaters and pumpkin spice lattes, it also creates the ideal breeding grounds for the deadliest mushroom in the world.

Now the BC Centre for Disease Control is warning British Columbians to be aware that the poisonous "death cap" mushroom is often found in urban areas, and that the toxic fungus is especially dangerous around young children and pets.

The centre notes that calls to the BC Drug and Poison Information Centre (DPIC) for mushroom exposures in 2020 have been on par with previous years, according to a news release. However, there was a spike in June with 67 calls for mushroom exposures, double what was seen in previous years.

June saw significant rainfall this year, and mushrooms typically emerge during wetter months. With fall’s cooler and wetter weather, mushrooms can now be found in both urban areas and forests.

The death cap mushroom, which has the Latin name Amanita phalloides, is the most poisonous mushroom in the world and is easily mistaken for edible mushrooms like the paddy straw mushroom, found in Asia. Immature death caps can also look like edible puffballs.

A 2008 survey by the Vancouver Mycological Society found the death cap growing in many urban sites with more than 100 locations in the Vancouver area now known. They have also been reported in the Fraser Valley and on the Island. In 2016, a toddler died after eating death cap on Vancouver Island.

Pets are also susceptible to death caps. Last fall, a 16-week-old puppy suspected of eating them died on Vancouver Island.

Two months later, a second puppy died after eating a death-cap mushroom.

The death cap contains toxins that damage the liver and kidney.

Within six to 12 hours, people who ingest the mushroom can experience symptoms such as cramping; abdominal pain; vomiting; watery diarrhea; and dehydration.

After up to 24 hours, symptoms may disappear and you may feel fine for up to 72 hours. Symptoms of liver and kidney damage start to appear three to six days after mushroom ingestion.

This year, 36 per cent of mushroom exposure calls to the DPIC involved children five years and younger, compared with 60-67 per cent in past years.

"Typically around two-thirds of our mushroom calls involve children five and under, so parents and caregivers need to be mindful of what's on the ground where their kids are playing.

Schools aren't increasing COVID-19 transmission rates: Dr. Bonnie Henry

S

tudents’ return to class isn’t causing a spike in COVID-19 transmission in B.C. – but health officials will remain vigilant.

That was the message from provincial health officer Dr. Bonnie Henry in one of her recent regular briefings.

Henry offered reassurance to families about the presence of COVID-19 in schools. She noted that, although about 500,000 students and staff are back in school, rates of COVID-19 remain very low among children and teenagers.

Henry said testing rates have gone up significantly since students returned to class – with rates now four times higher among children aged five to 12, and two times higher for teenagers, compared to rates before school started.

Despite that fact, Henry said, positive test numbers remain very low – only about seven in 1,000.

“The test positive rate remains very low in that age group,” she said.

As of Oct. 1, 50 exposures had been reported in school settings, about half of which were in elementary schools and half at the secondary level – but Henry pointed out that with more than 2,000 schools in the province, numbers are still very low.

Henry said public health officials will be monitoring the situation in schools very carefully now that the province has moved past the first potential incubation period.

But, so far, she said, the return to class has not come along with a jump in COVID-19 cases.

“The proportion of COVID-19 cases, by week, in schoolage children remains low, less than 10%, and that has been consistent in the first three to four weeks since schools opened,” she said.

Henry said the focus on contact tracing – to ensure that close contacts of anyone who has tested positive with COVID-19 isolates appropriately – is so far proving to be effective.

“We need to recognize that our goal, our overriding goal, is to ensure that kids are safely in school. What we have seen and what we continue to see are very low exposure events and very few, if any, transmission events in schools,” she said.

“What we’re not seeing is schools amplifying transmission in a community.”

Questioned by reporters why public health officials can’t provide more information about COVID-19 exposures in schools – such as what cohort or class an exposure occurred in – Henry said the current process of notification is designed to balance health protection and privacy.

In some cases, Henry said, families and staff have shared information themselves about positive COVID-19 tests, and she said there are cases when that’s appropriate. But she also said sometimes those people have been the recipients of “nasty notes and bad behaviour,” and that kind of reaction makes people reluctant to share test information or to even go for testing in the first place.

Henry noted that all school exposure events, including the dates they occurred, are publicly posted by health authorities (in Fraser Health, the exposure list is here, for Vancouver Coastal Health here). Any person deemed a close contact who needs to monitor for symptoms or self-isolate is contacted directly by health officials.

Senior TravelSmart Specialist Benson Chin has been working for TransLink since 2002. He started as a consultant after the completion of the Millennium Line project to help TransLink launch the new line, and became an official TransLink employee in 2007.

"My favourite part of my job is working on things that make a difference

in the lives of Metro Vancouver residents," said Chin. "I never realized how much impact TransLink has on the region until I started working here.

"We help move people and goods that not only impact locals in Metro Vancouver but also people across the country."

Chin said the biggest way COVID-19 has affected his day-today work is the safety protocols he needs to follow to ensure that his co-workers and the general public are safe. That said, he noted that the majority of customers are extremely receptive and happy when he provides them with a mask.

"People find our masks very comfortable and stylish. We even have customers that come out to try to collect the entire set," he explained.

Outside of work, Chin has had to limit his face-to-face contact with friends and keep his social circle small: "Team sports were important to me and with the pandemic that has put a damper on things."

Stephanie Shepherd As a TransLink HandyDART driver for 12 years and counting, Stephanie Shepherd said her favourite part of her job is the people she works with, the clients and the passengers.

Due to COVID-19, Shepherd explained that she has changed the way she interacts with people: "I loved being able to be close to them [the customers], hugs. I can still show them I

care, it is just done a bit differently now, like with elbow bumps and toe-kicks."

Other than the way she interacts with passengers, she says her role is the same.

"Fewer passengers, wearing masks and gloves. Otherwise, I do my job the same."

Shepherd adds that she hasn't been able to visit her parents due to the pandemic and that she isn't able to be carefree and outgoing. Now, she shops weekly instead of daily and tries to minimize the number of times she leaves her house.

"I want people to know that negativity speaks louder than positivity so be positive. Be yourself, stay kind, we are all in this together. Not just the HandyDART folks but everyone," she said.

hile TransLink has implemented several changes to protect its employees as well as the public at large, transit operators and attendants put themselves at risk to provide vital transportation to people across the Lower Mainland.

Have a look at four TransLink employees with different positions in the enterprise who have helped keep transit running during the pandemic.

Stephanie Harborne Stephanie Harborne works as a Customer Serice Assistant for the West Coast Express, and she's worked for TransLink for the past three years. She said one of her favourite parts of her job is hosting the transportation agency's annual Santa Trains.

"For the past 3 years, I’ve had the privilege of planning and decorating for the events with my supervisor. I get dressed up as Santa’s Helper every year and get to enjoy a day of festivities with all of our West Coast Express riders and staff," she said.

"I look forward to these events every year and try to think of new fun and creative ways to change up the event! Watching all the excitement in the kids’ (and their parents’) eyes truly makes the season that much more magical."

During the peak of the pandemic, Harborne said the office was forced to close for two months. While the office was closed to walk-in customers, she says the staff found other ways to continue to help, such as over the phone or through email.

"Before we could reopen our doors, we had to make a few adjustments and adapt to this “new normal”. I have learned that you have to be flexible and able to adapt to anything that is thrown your way, and to always have my mask and sanitizer on hand!"

Simon Crimp SkyTrain Attendant Simon Crimp has worked for TransLink for nearly 25 years; his work anniversary is Nov. 6. He says his favourite part of the job is interacting with customers and trying to provide them with the best possible customer service.

"I am now more safetyaware when dealing with customers/passengers by making sure we observe social distancing as much as possible," he explains.

"Also, we no longer show up at our normal report locations at the start of every shift, but report directly to our assigned stations on the line instead to reduce the number of people we come in close contact with."

Before working at BCRTC, Crimp worked in a customer service role that was also in transportation.

"Besides having a Military background, I did work in the local Marine Industry for the Canadian Coastguard in Marine Search & Rescue, and the BC Ferry Corporation.

"So basically I went from boats to trains."

Ryan Reynolds sends parkas to Nunavut students in need of winte er wear

ancouver-born actor Ryan Reynolds is helping keep Nunavut students warm this winter by partnering with clothing company Canada Goose.

Together, they’ve donated more than 300 parkas and accompanying Baffin footwear to outfit those at Inuujaq School in Arctic Bay. “It came to my attention that students were going without adequate winter clothing. Of course, it highlights a larger issue of basic needs going unmet in Canada’s northern communities,” said Reynolds.

The COVID-19 pandemic has halted shipments of winter wear and other necessities the community relies upon for sustenance, in which principal Gregg Durrant corroborated: “Living in a northern community, access to almost everything is limited, this has been accentuated by the impact of COVID-19.”

The Canadian actor asked Canada Goose affiliates if the company would match him in providing the students with essential winter gear.

“They not only said yes in under 30 seconds but went so far above and beyond matching me. I’m deeply inspired and grateful,” Reynolds said.

“We are so appreciative of the warmth Ryan and Canada Goose have shown our students, their gift will be remembered for years to come,” the school principal said.

"Our mission is to promote the skills, confidence, and cultural pride in our students so they can pursue their dreams, realize their ambitions, become life-long learners, and contribute to their community.”

Previously, the program donated more than one million metres of fabric and material to Northern communities for parka-making.

It’s part of the Canadian clothing company’s Sustainable Impact Strategy, which launched in April with the promise of working to divert waste.

Canada Goose CEO Dani Reiss said, "will bring the warmth of Canada Goose to even more communities across the Arctic."

The Inuit have survived since time immemorial crafting clothing from materials found in our environment. But we know that not all families have access to handmade or traditionally made parkas, explained non-profit president Nathan Obed of Inuit Tapiriit Kanatami.

“This initiative will support those in our communities who need it most,” Obed emphasized.

ancouver city council’s decision last week to extend the temporary patio program until next October will cost the city $2.1 million and may lead to the closure of some patios during the winter for customer safety reasons.

The cost is related to $800,000 in lost revenue from fees and permits waived for operators of the city’s 415 temporary patios and $1.3 million in staff time, materials and equipment.

“The winter program looks quite a bit different from the summer program,” said Jessie Adcock, the city’s general manager of development, buildings and licensing in a presentation to council. “There’s a significant increase in the amount of risk that we have, as well as operational considerations.”

Adcock was referring to allowing propane heaters, table umbrellas, awnings, fire-proof curtains and lighting on patios during dark, inclement weather, with customer safety a concern.

An accompanying PowerPoint slide deck to Adcock’s presentation identified concerns with patio coverings such as small tents or umbrellas blowing into traffic.

The majority of the patios — 269 — are located at curbsides on busy streets such as Main Street, with 67 on sidewalks. Those two figures account for all 336 public patios, with another 79

set up in private spaces.

The patios are largely concentrated downtown, along Commercial Drive, in Mount Pleasant and through Kitsilano, with only a handful located in the southern part of the city.

Vancouver Coastal Health is being consulted about ventilation and how to prevent the spread of COVID-19 at a covered patio, said Adcock, noting guidelines will soon be posted on the city’s website.

Operationally, staff has concerns about patios impeding rain water from reaching catch basins and making leaf and snow removal difficult for city crews. The ability for buses to reach riders, the fire department to connect to water supply and transport trucks to access businesses are other concerns.

Those concerns could mean business owners have to adjust their patio designs or remove the patios, with staff launching a compliance process to monitor safety risks — a process the city didn’t have in the summer months.

The patio program launched in June as an effort by council to assist businesses hit financially hard by the pandemic.

Many restaurants, cafes and other food services had to close temporarily to adhere to physical distancing measures, while some resorted to take-out and delivery.

Adding patios has allowed businesses to attract and serve customers outdoors to reduce the spread of COVID-19.

But what the customer base will be through the fall and winter is an unknown and a reason why Coun. Sarah Kirby-Yung wanted the program extended until Oct. 31, 2021.

Staff had recommended council extend the program to March 31, 2021, noting it would see less revenue loss in permit fees for a total cost of $1.3 million, instead of $2.1 million to extend to October.

Coun. Lisa Dominato echoed Kirby-Yung in the need to extend the patio program until October, saying it was clear “we have to do everything possible within our jurisdiction and authority” to support small businesses.

“They’re critical to our local economy, and I think many operators are quite anxious about going into this winter, particularly if there’s a second wave and the public is hesitant to go out and to eat in,” Dominato said.

Coun. Jean Swanson supported the extension of the patio program but said she wanted the

city to ensure more outdoor covered spaces were in place in the Downtown Eastside for people this winter.

“If we had some of those big tents with no sides, so we could get airflow for COVID and put some chairs in there and some heat, it could really help people,” Swanson said.

“People are noticing the city is working really fast for the restaurants — for people who can afford to eat in restaurants, and for the businesses — but when it comes to people in the Downtown Eastside, everything is just kind of limping along.”

Business operators who want to keep their patios open until next fall can apply to the city beginning Oct. 23.

Vancouver WAS Awesome Attending Vaudeville shows in the early 20th century was a popular pastime. Performers were able to crisscross North America via the established rail connections, and Vancouver became a major stop for these travelling shows.

This souvenir photograph, signed September 11, 1914, bid Mrs. J.H. Martin “best wishes from the Dora Deau & Co.” The performers in this photograph would have graced the Orpheum Theatre stage with their act. The

Orpheum Theatre at that time was located at the corner of Pender and Howe Streets.

It later became known as the Vancouver Theatre, then the Lyric Theatre, until it was demolished in 1969 to make way for the Pacific Centre Development.

The Orpheum Theatre that Vancouverites know today on Granville Street wasn’t constructed until 1927.
