hope [John Horgan] is Premier again. British Columbia has been served very well by the Premier,” says former BC Green Party leader, Andrew Weaver, on the latest episode of the This is VANCOLOUR podcast.

It is a telling admission as the BC Green Party is in the middle of a leadership election to determine Weaver’s successor. Weaver led the party for about four years, which included a three-seat breakthrough in the 2017 election where the BC Greens held the balance of power in a minority BC NDP government. Weaver stepped down as the leader of the BC Greens in October 2019, then subsequently left the party caucus in January 2020 to sit the rest of his legislative term as an independent. He currently sits on the advisory council for BC Green leadership candidate Cam Brewer, but also admitted to providing counsel to another BC Green leadership candidate, Kim Darwin. According to Weaver, he is providing scientiﬁc consultation as a climate scientist for both candidates, as he intends to remain neutral in the BC Greens leadership race. Nevertheless, there are political implications to Weaver’s support for Premier John Horgan to remain the Premier of British Columbia after the next provincial election. Weaver is implicitly admitting that the BC Greens do not have a chance to form government. It is a realistic concession, but it carries no favour for the incoming BC Greens leader to mobilize support.

remain as Premier, he is endorsing the BC NDP in the next election. Imagine a riding where BC Green votes splinter from BC NDP votes. Support for John Horgan as Premier would necessitate BC Green supporters to vote BC NDP in that riding. In fact, the quasi-endorsement implies support for strategic voting so long as it is in the BC NDP’s favour. Weaver points to his working relationship and friendship with Premier Horgan. “I couldn’t run against John Horgan right now. We’ve become pretty good friends.” “The Premier is a regular person. He’s a real human being. What you see is what you get. There’s no fake John Horgan. There’s the real John Horgan and that is the only John Horgan.” More poignantly, Weaver assigns a glowing “A”-Grade rating to the BC NDP government’s performance before the pandemic and during the pandemic. “We have a remarkable Finance Minister, Carole James. What an amazing politician! She did a superb job as Finance Minister, probably one of the best BC has ever had. David Eby as Attorney-General, what an outstanding Attorney General! George Heyman as Environment

If the BC NDP is assessed as an excellent government, as per Weaver’s evaluation, it undermines any reason to vote for the BC Greens (or any other party). Weaver explains that his voting history spans the spectrum of “every political party” and that he has always voted based on the candidate in his riding, not the party. “You should vote for the individual in your riding who is representing you.” He concedes that this philosophy might even encourage him to vote for a BC Liberal candidate. “I like Dan Davies in Peace River-North… I think he’s a great person. I’d probably vote for Dan Davies if I was in Peace River-North. In fact, Weaver admits that the ﬁrst time he ever voted BC Green was for himself. It is a confession that includes his openness to voting for any candidate of any party as his successor in his home riding of Oak Bay-Gordon Head. “I suspect in the upcoming election, whenever it happens, the winner of Oak Bay-Gordon Head will be the person who is the strongest candidate, not the party.”

“British Columbia would beneﬁt from having Mr. Horgan as Premier. He’s clearly indicated to me that he cares deeply, profoundly about people. To me, it’s sincere.”

All else equal, John Horgan will only remain Premier under one of two scenarios: One, if the BC NDP win a majority of seats in the next election; Or, two, as it was in 2017, if the BC NDP broker another Conﬁdence and Supply Agreement with the BC Greens to form a minority government if the seat numbers make it possible. Eﬀectively, when Weaver says he wants John Horgan to

Nevertheless, Weaver’s wish to see Horgan remain as Premier is a stunning boost for BC NDP supporters heading into the next election.

France comes to you with BC Liquor Stores’ 2017 Bordeaux release A trip to France may be off the table this fall, but that won’t stop British Columbians from savouring some of the best wines a certain southwest region has to offer. For more than three decades, BC Liquor Stores’ annual release of Bordeaux has prompted fans to camp out overnight in hopes of snagging a bottle or case of the latest coveted vintage. On Sept. 26, the 2017 Bordeaux release is expected to attract that same fervour, but given the pandemic and a late frost that led to a smaller vintage that year, customers can expect some changes including a new online pre-order request system. Barbara Philip, BC Liquor Stores’ category manager for European wines, says centuries of Bordeaux establishing itself as the most famous wine in the world has built a fandom that typically has hundreds of customers lining up early at some participating stores. “At the top end, these are some of the most highly-allocated, desirable wines in the world,” says Philip, who in 2007 became the first Western Canadian to achieve the Master of Wine designation.

Fortunately, over the years, BC Liquor Stores has built strong relationships with Bordeaux’s “négociants” (wine merchants), ordering quality products directly from the source, rather than third parties, Philip says.

“There’s a chance that they’ll increase in value after you buy them and I think Bordeaux has proven itself to be able to make great wines for hundreds of years, so people are really interested and curious about that.”

“We didn’t really have much to choose from, so we had to sort of call in our favours and use our relationships that we have with Bordeaux to get the top wines,” Philip says. “A lot of people didn’t even make wine in 2017. They lost their crops.”

Philip expects about 5,300 cases of the 2017 vintage comprised of 181 wines. Prices range from $30 to $3,200 per bottle and notables this year include the Clos Des Lunes - Lune D’Argent Bordeaux ($35), Clos La Madeleine St. Emilion ($125), Château Certan de May Pomerol ($250), Le Petit Mouton Pauillac ($400) and Château Margaux ($1,200). In addition to having a smaller selection this year, BC Liquor Stores is taking steps to protect customers from COVID-19.

“Wines like the Château Pétrus, Château Trotanoy, Château La FleurPétrus, Château Laﬂeur — those ones will go very, very quickly,” she says.

The BWSS support crisis line, which typically receives 18,000 calls a year, is experiencing a 300 per cent inﬂux in women reaching out for help.

New neon art in Chinatown pays tribute to Vancouver's Cantonese immigrants

rom a boy who grew up in Vancouver’s Chinatown, to an accomplished artist who came back to honour its Cantonese migrants – Paul Wong has lit up the lane way of 475 Main Street with his latest work. The neon sign was unveiled Thursday. It spells out “Saltwater City” in red Cantonese characters.

“I grew up in Chinatown when it was ablaze in bright neon and big colourful signs and at a time when the Chinese community commonly called Vancouver ‘Saltwater City’,” Wong related. “The piece is designed to promote discussion around the significance of, and challenges to, Chinese language, culture and preservation of heritage assets in the neighbourhood,” the City announced in an Aug. 27 statement. Wong created the work during his residency at Dr. Sun Yat-Sen Classical Chinese Garden, commissioned by the City of Vancouver’s Public Art Program in 2018. The launch of Wong’s placement happened to coincide with the City's formal apology for its historical discrimination against Chinese residents in Vancouver. For acts including barring Chinese residents from voting in municipal elections from 1886 to 1948 and from civic employment from 1890 to 1952, a 2017 report commissioned by the City acknowledged. “Paul’s ‘Saltwater City Vancouver’ neon inspires conversations about the importance of understanding and appreciating both the tangible and intangible heritage assets when we celebrate the significance of Chinatown,” said executive director Vincent Kwan of the Dr. Sun Yat-Sen Classical Chinese Garden. Labour Day is an opportunity to rally for a stronger Canada

abour Day is one of the most important days in my calendar. A day to mark the history and ongoing struggles of working people across Canada.

This year, we won’t be celebrating with parades or marches the way we usually would. Yet we are on the cusp of real social progress and with the right investments and the right policies, we will have more to celebrate in the future.

Some saw their jobs disappear, and others were called on to work extra hours at great risk after being deemed essential – including those health care workers who have taken care of the more than 120,000 Canadians who have tested positive for COVID-19 since March. The Canada Emergency Response Benefit kept many families afloat, but just barely – $2,000 a month is not much for food, shelter and peace of mind. Even before COVID-19 hit, almost 50 per cent of Canadians said they were on the brink of insolvency. Meanwhile, the rich keep getting richer. As we transition to coping with COVID, we are seeing people desperate to work but unable to find employment. Businesses have shuttered, many jobs won’t be coming back. The rent is due and eviction bans are being lifted. And so, Canada’s unions have been working collaboratively, brainstorming, and spending time thinking about what comes next. We need a robust economy, built around a fair, generous and inclusive society. It is our responsibility to make sure our social services are ready to catch people as they fall. We have seen where we failed, and we know what we can fix. This Labour Day we won’t be coming together in the streets

I know it doesn’t feel like that right now. After all, this crisis has been very hard on workers and their families. More than 9,000 people have died and many continue to mourn those heartbreaking losses.

to make noise, but workers are nonetheless organizing for a better society. We can build better communities with a strong, sustainable and inclusive recovery plan that centers workers. Canada’s unions are calling on all levels of government to replace lost jobs with better ones by hiring people to build green infrastructure, to educate our youth, to care for others—and to give workers paid sick leave and a living wage. Workers are calling for a strengthening of public health care to include mental health, pharmacare and home care, and an end to privatization in the long-term care sector. Workers want permanent reforms to employment insurance, disability beneﬁts, education and training, as well as pensions to make all of these more secure and reliable. We all must reject American-style cuts, austerity and the meﬁrst politics we are seeing in the United States. After all, the COVID-19 pandemic has taught us a very important lesson: Canada’s economic, health and social goals are inseparable. It’s time to disaster-proof our nation.

Giving thanks to workers on Labour Day

s we prepare to celebrate Labour Day 2020, the COVID-19 pandemic has brought into laser focus the vital role that workers play in keeping us safe. In Canada, the Labour Day statutory holiday was the result of an 1886 Royal Commission that looked at ways to ease conflicts between labour and capital. It was a difficult time for workers. Unions had only been legal for 15 years and it was common for workers to spend 12 hours a day, six days a week doing their job. The commission made many recommendations that would have improved worker safety and reduced workplace fatalities, but the proclamation of a new holiday to honour workers was the only one accepted. From health-care workers, custodians and child care providers to grocery clerks, construction workers and bus drivers, workers are the reason B.C. has been able to flatten the curve. Most people understand these workers to be essential and agree they should be compensated accordingly. A recent poll by Community Savings Credit Union showed that 88 per cent of British Columbians support permanent “levelled up” pay for long-term care workers. CSCU is hoping to build on this public support and has initiated the 7:01 Movement to lobby for better pay and benefits

for the workers who take care of some of the most vulnerable people in society. The pandemic has also revealed deficiencies in working conditions, with construction providing some of the most notorious examples of inadequate sanitation. In the pandemic’s early days, we heard from construction workers across the province who believed they were putting their lives at risk going to work. Some sent us photos and videos to help tell their stories: these showed crowds of workers failing to physically distance, a garden hose attached to a piece of wood as a washing station, dirty portable toilets void of either hand sanitizer or toilet paper, workers standing shoulder to shoulder in corridors and elevators. or no pandemic. In fact, B.C. has excellent occupational health and safety regulations on the books that already require workers be provided suﬃcient sanitation facilities. The problem was that no one was enforcing them. Our calls for WorkSafeBC to enforce the regulations resulted in the establishment of a special inspectional initiative with a focus on construction.

Prior to the start of the pandemic, 40 per cent of the agency’s officers were already dedicated to the construction sector, including more than 70 officers exclusively working with employers and contractors to ensure they fulfilled their obligations to provide safe and healthy workplaces. By the third week of March, however, almost all of WorkSafeBC’s more than 300 officers were focused on COVID-19 inspections, including 120 dedicated entirely to construction. By July 31, these officers had conducted more than 2,800 COVID-19-related inspections of construction sites and issued 85 compliance orders. To put that into perspective, only the manufacturing (102) and service (146) sectors were issued more orders. To say sanitation in the construction sector is an issue is an understatement, and that’s why we’re also calling for a public inquiry into health, safety and sanitation practices in the sector. These workers are building our province – the roads we drive on, the homes we live in, the buildings where we work, our schools and hospitals. They don’t deserve the second-class treatment they’ve been getting. So this year on Labour Day, let us recommit ourselves to keeping the workers safe who keep us safe, and give thanks for all they do, every day. Thanks to the health care workers on the front lines of the COVID-19 pandemic. Thanks to the grocery store workers ensuring we have food and other supplies necessary to stay safe at home. Thanks to the transportation workers delivering those goods.

Labour Day Ministry of Finance releases salaries of B.C.'s highest paid executives

he Ministry of Finance has disclosed the total compensation paid to senior management employees working in B.C.'s key decisionmaking positions across B.C.’s public sector.

While the authority of the Public Sector Employers Act does not include K-12 public school superintendents, the ministry notes that there is an expectation the boards of education responsible for these compensation decisions will honour the spirit and intent of this direction. The Public Sector Employers Act requires disclosure of an organization’s CEO/ president and the next four highest-ranking or highest-paid executives with decisionmaking authority, earning an annualized base salary of $125,000 or more during the

The goal is to make public some of the ﬁndings by the end of October. Respondents can complete the surv rvey v online, mail it in or do it over the phone. The surv rvey v is anonymous and does not ask for the name of the care home. Long-term-care and assisted-living facilities have restricted visits since March 17 to protect residents and minimize the spread of COVID-19, and the impact on residents and families has been profound, said Mackenzie. “This “T T has been a tremendous sacriﬁce, not just for residents, but for family members.” The restrictions were eased June 30 to allow for one scheduled, designated visitor per resident. Provincial funding fu u was provided for four full-time fu u equivalent positions in each care home to facilitate visits, but it’s been up to the care facilities to determine how to schedule and conduct the visits.

Last week, Dix said visits are happening in care centres across the province except where there are active outbreaks. The visitation system is under review by the province and any expansion will come from that review and the addition of staﬀ, he said. A phone call to St. John Ambulance’s Am m Community tyy Transfer Program changed every rything. y The couple have been mainly house-bound since March and had resigned themselves to missing the PNE. However, when Jennifer Lingbaoan, Tina’s outreach worker, heard about PNE’s drive through, she decided to try ryy to see if she could make it work. The newly re-launched Community tyy Transfer Program is a serv rvice v which specializes in medical and non-medical transport rtation t for clients who use wheelchairs and stretchers. Together with St. John Ambulance’s Am m Sr. Program and Project Coordinator Melody Jacobson, they worked out a plan which would have Tina in the pas assenger s seat of the specially designed MV-1 MV V vehicle, driven by medical first responder Samantha Rigby Rii and

UBC researchers, health authorities release tool mapping out health

of a speciﬁc population, and their pre-existing health conditions as outlined in available data – both of which UBC researchers found aﬀects individuals during extreme heat events.

.C. researchers and health authorities have created a new online tool they hope will help identify climate change-related health vulnerabilities in the community.

UBC researchers, in collaboration with Vancouver Coastal Health and the Fraser Health Authority, have released a climate vulnerability index, available online, that measures how susceptible communities in the two health regions are to the effects of extreme heat, wildfire smoke, flooding and air pollution.

Factors such as a community’s income, access to housing, education and literacy were also examined to see how adaptive they could be in the face of higher temperatures. A community’s lower capacity for adapting to the changes wrought by climate change is often the

result of structural inequalities or marginalization, according to the vulnerability index. “Mapping vulnerability to the climate hazards that are relevant for our region can help target public health resources to the people and places most likely to be impacted,” said Michael Brauer, a professor in UBC’s School of Population and Public Health and the project’s lead researched, in a statement.
