BIENNIAL BUDGET AMENDMENTS ADOPTED

RICHMOND, VA |

The Virginia General Assembly returned to Richmond on September 6th for a long-awaited Special Session to adopt amendments to the 2022-2024 biennial budget that was enacted in 2022. At the end of the Regular Session earlier this year, the General Assembly adopted just five spending amendments to the budget before adjourning without an agreement on the full budget. An amended budget was passed during the September 6 Special Session, with the House of Delegates voting 86-4 to agree to the new budget, and the Senate voting 38-0-1. Governor Youngkin signed the budget into effect on September 14, 2023.

Earlier this year, the VMA advocated for several budget items throughout Session and during VMA’s legislative Port Day to enhance the capacity and fluidity of our supply chain. Upon final passage, the budget included funding for each of VMA’s budget priorities:

• $150 million devoted to widening Interstate 64 between Richmond and Williamsburg

• $125 million devoted to the Virginia Business Ready Site Fund, plus $75 million to empower the Commonwealth to procure sites and make them ready for larger employers.

• $10 million devoted toward developing an inland port in Southwest Virginia

• $9M annually for the Talent Accelerator Program

SEAGATE TERMINALS HOSTS GROUNDBREAKING CEREMONY FOR SOLAR-POWERED BUILDING

CHESAPEAKE, VA| SeaGate Terminals, LLC, a premier warehouse and logistics provider, recently broke ground on a solar-powered multi-use building at the company’s Chesapeake, VA location. The new 4,000-square-foot solar-powered office building will help meet growing customer demand at the Virginia terminal and underscores their commitment to sustainability.

MCALLISTER ANNOUNCES THE ARRIVAL OF THE 6770 HP, TIER IV CLASS TUG IN VIRGINIA

McAllister Towing recently welcomed the tug, JANE MCALLISTER to their fleet. The JANE is equipped with 3516E Tier IV Caterpillar engines powering twin Schottel SRP 490 Z-drive units. Packed into her 93’ x 38’ hull producing 6,770 horsepower, the JANE achieved over 91 short tons during her ABS bollard pull certification. Combining her eco-friendly CAT engines with Markey winches on the bow and stern makes the JANE one of the most advanced and powerful shipdocking tractor tugs serving the Port of Virginia®

VMA23 OPENING FIRESIDE CHAT ANNOUNCED

AUTOMATIC COATING ESTABLISHES OPERATION IN SUFFOLK

In a strategic move that underscores the growth and innovation potential of the Commonwealth of Virginia, Automatic Coating Ltd., a renowned leader in technologically advanced custom powder, liquid, and corrosion coating, will invest $22.8 million to establish its U.S. operation in the City of Suffolk. This expansion is set to support an existing contract with the U.S. Navy and pave the way for collaborations with new industrial and commercial customers across the United States.

Automatic Coating Ltd., headquartered in Toronto, Canada, has been contracted by the U.S. Navy to deploy its patented process for corrosion coating on a wide range of critical components, including water-tight doors, louvers, hatches, and scuttles. The company’s presence in Virginia is expected to create 50 new job opportunities while bolstering the region’s reputation as a defense innovation hub.

“I am proud that another international company has selected the Commonwealth as home to its first U.S. operation, again reinforcing the strategic advantages a Virginia location offers,” said Governor Glenn Youngkin. “Hampton Roads boasts a robust workforce that includes a high veteran and exiting military population to supply Automatic Coating with a pipeline of talent to serve its contracts with the U.S. Navy, strengthening the region’s reputation as a hub for innovation in defense.”.

The Virginia Economic Development Partnership, in conjunction with the City of Suffolk and the Hampton Roads Alliance, played a pivotal role in securing this project for Virginia. Governor Youngkin approved a $200,000 grant from the Commonwealth’s Opportunity Fund to support the City of Suffolk in this endeavor. Furthermore, funding and services to facilitate employee training activities will be provided through the Virginia Jobs Investment Program.

The expansion of Automatic Coating Ltd. into Virginia is a testament to the region’s appeal for international companies seeking a strategic foothold. As the company continues to innovate and support vital defense initiatives, it promises to be an integral part of the community, contributing to job growth and prosperity in the region

RUSHMARK APPROVED TO BUILD WAREHOUSING IN WARREN COUNTY

The Warren County Board of Supervisors voted on August 22, 2023, to allow Rushmark Rockland Road LLC to build warehouses on U.S. 340-522 Supervisors voted 5-0 to grant the request to rezone 46 acres of land along Winchester and Rockland roads, in the U.S. 340-522 North corridor, from commercial to industrial, and 1.87 acres from residential to commercial.

Rushmark seeks to build warehousing for a distribution facility — a by-right use in the industrial zoning district. The future land use map designated the lots as commercial. The county issued a conditional-use permit to Cedarville LLC for a shopping center and building in excess of 50,000 square feet in the highway overlay district.

The board also approved Rushmark’s request to rezone eight parcels, totaling 77.59 acres, from commercial and residential to industrial; and 1.87 acres from residential to commercial, at 8561 Winchester Road. Rushmark proposes to build four warehouses totaling 627,519 square feet as part of a distribution center. Rushmark needs a conditional-use permit to build one of the warehouses located in the Highway Corridor Overlay District for a structure in excess of 50,000 square feet.

Chris Gullikson, director of development and transportation policy for the Port of Virginia®, spoke at the public hearing on the rezoning. Gullikson commented on the port’s success and growth in light of supply-chain disruptions.

“This fact is evident right here in Warren County,” Gullikson said. “At the Virginia Inland Port, we’re supporting companies that are creating jobs and leveraging this international gateway.

“I can tell you the development being proposed by Rushmark represents a significant opportunity for Warren County and for the commonwealth,” Gullikson said. “The facility will enhance the continuity and movement of international freight into the domestic supply chains. “And, from 2019 to 2022, the transportation and warehousing industry segment here in the Northern Shenandoah Valley has actually been the fastest and has seen the most real growth.”

The VMA’s Warehousing and Distribution Centers Committee continues to address issues related to maintaining sufficient warehouse space in the region.

ASSOCIATION IN ACTION

VMA’s regional chapters play an important role in our membership growth and in our effectiveness working with elected and appointed leaders throughout the state. The chapters form valuable relationships with regional organizations influencing economic development, transportation, and supply chain issues. In August, there were productive meetings with Onward New River Valley and the Shenandoah Valley Partnership about ways to collaborate.

Throughout August, the VMA was busy interacting with and providing facility and harbor tours to educate elected officials from across the Commonwealth about the significance and issues of our maritime and supply chain industries. From the Virginia Congressional Delegation this included Representatives Wittman, Spanberger, Kiggans, and McClellan. There were also numerous members from the Virginia General Assembly, including Speaker Todd Gilbert. VMA remains focused on ensuring that we are well positioned to work with all our elected leaders for the benefit of our mission and membership.

Working with workforce development and educational institutions to meet the workforce needs of VMA member companies is a strategic priority for VMA. Emphasis is being placed on strengthening industry connections and awareness from K-12 through higher education. Productive meetings were held in August with leaders of Green Run Collegiate, Virginia Wesleyan University, and Old Dominion University covering experiential learning opportunities, internships, curriculum development, and more.

Year round, the VMA organizes or participates in discussions which frequently set the direction for important decisions about matters affecting the business interests of VMA member companies. In August, navigational matters included dredging restrictions, siting of subsea cables, Southern Branch navigation, and bridge openings and closures. Other topics included hydrogen as fuel, and zoning issues for industrial development.

VMA represents the interests of our port and member businesses on several standing boards, advisory committees, and in other venues. In August, these included:

• Virginia Freight Advisory Committee

• Hampton Roads Executive Roundtable

• Virginia Offshore Wind Development Authority

• Virginia Harbor Safety Committee

• Regional Energy Steering Committee of the Hampton Roads Alliance

Simply stated, active VMA members are Better Connected, Better Informed, and Better Represented. This segment of the Bulletin aims to provide insights into some of the ways in which the interests of VMA members were Better Represented during the previous month.
