FAIRWINDS LANDING BREAKS GROUND ON MARITIME OPERATIONS & LOGISTICS CENTER

NORFOLK | On June 29, 2023, developers broke ground on Dominion Energy’s Monitoring and Coordination Center (MCC), which will support the future operations and maintenance of the $9.8 billion Coastal Virginia Offshore Wind (CVOW) project off the coast of Virginia Beach.

The MCC, expected to be completed in 2025, will serve as a strategic hub for Dominion Energy to monitor maritime activities, analyze asset performance, conduct strategic planning, and ensure regulatory compliance. Spanning 31,167 square feet and occupying 7.5 acres of Fairwinds Landing, the MCC is a welcome addition to Virginia’s growing list of offshore wind infrastructure.

Spearheaded by a partnership between The Miller Group, Balicore Construction, and Fairlead Integrated, Fairwinds Landing LLC, will transform Norfolk Southern Corp.’s Lambert’s Points Docks in Norfolk into a thriving hub for maritime activity, marking a significant milestone in supporting Hampton Roads’ offshore wind, defense, and transportation industries.

ZIM TO INVEST APPROXIMATELY $30 MILLION IN THE CITY OF VIRGINIA BEACH

VIRGINIA BEACH | ZIM American Integrated Shipping Services Co., LLC, (ZIM) is set to invest approximately $30 million in expanding its U.S. headquarters in the City of Virginia Beach. This significant investment demonstrates ZIM’s strong commitment to the region and its confidence in Virginia’s business-friendly environment. The project, which was won in a competitive process against other states, is expected to create several hundred jobs over the next five years.

Governor Glenn Youngkin praised the state’s supply chain management infrastructure, robust transportation network, and world-class Port of Virginia®. Virginia’s strategic location and

proximity to the port are expected to facilitate ZIM’s further growth in the U.S. market.

Secretary of Commerce and Trade Caren Merrick highlighted the advantages that the Hampton Roads region offers to ZIM. With its proximity to the Port of Virginia®, this strategic location aligns perfectly with ZIM’s plans for expansion. She emphasized that Virginia’s pro-business environment, skilled workforce, and effective collaboration among various stakeholders make the Commonwealth an attractive destination for investments in the logistics sector.

ROGER GIESINGER AWARDED NMSA PERSON OF THE YEAR

VANCOUVER | On June 30, 2023, the National Maritime Safety Association (NMSA) concluded its annual meeting in Vancouver, BC, which brought together over 200 professional from the marine cargo handling industry. This informative two-day conference focused on promoting health and safety in the maritime workplace, and it set a new attendance record for the association.

One of the highlights of the event was the presentation of the prestigious Person of the Year Award to Roger Giesinger, the president emeritus of the Hampton Roads Shipping Association. Giesinger was honored for his remarkable dedication to NMSA and his exceptional leadership roles throughout the years. His invaluable contributions have had a profound impact on the industry and have helped shape the safety standards and practices that maritime professionals adhere to.

“I am incredibly honored and humbled to receive this recognition from the National Maritime Safety Association,” said Roger Giesinger. “It has been a privilege to work alongside such dedicated individuals and organizations committed to ensuring the well-being of maritime workers. I am grateful for the opportunities I’ve had to contribute to this industry and make a positive difference.”

NMSA’s Annual Meeting serves as the premier industry event for waterfront employers to share best practices and innovations that ensure the well-being of maritime workers. The conference featured updates from influential organizations such as the International Cargo Handling Coordination Association (ICHCA), the International Maritime Organization (IMO), and regulatory bodies like the U.S. Occupational Safety and Health Administration (OSHA) and its Canadian counterpart.

VEDP EXPANDS OPERATING PLAN TO FOCUS ON CORE SECTORS

RICHMOND | | Virginia Economic Development Partnership (VEDP), is taking steps to enhance its role in attracting businesses and driving economic growth in the state. With a longstanding working relationship with the Virginia Maritime Association (VMA) and its active participation on VEDP’s Advisory Committee for International Trade, the VMA is supporting VEDP’s future focus on three core sectors: knowledge work, manufacturing, and the transportation and logistics sector. This strategic approach aligns with VEDP’s new operating plan and its commitment to understanding the needs of businesses looking to establish or expand operations in Virginia.

Traditionally, economic development agencies tend to target specific industries or sectors. However, VEDP’s new approach recognizes the interconnectedness of various types of businesses within the three core sectors. By developing expertise in these areas, VEDP aims to better understand the common needs of different manufacturers and effectively communicate how Virginia can meet those needs. This includes addressing

infrastructure, regulatory, and tax concerns that may arise during the business relocation or expansion process.

VEDP’s operating plan also emphasizes a “whole-ofgovernment” approach to economic development. This entails close collaboration with the state’s workforce development department, educational institutions, and local and regional economic development departments. By integrating efforts and resources, VEDP aims to unlock the full potential of the commonwealth and create state-of-the-art economic development strategies.

Moreover, VEDP also seeks to enhance its customized incentive program for hiring and training workers, which serves as a significant attraction for businesses considering Virginia for expansion or relocation. The agency’s goals for fiscal year 2024 include generating 13,000 jobs and $4 billion of new investment by businesses. Additonally, VEDP aims to

deepwater access to the Elizabeth River and is conveniently located across from Portsmouth Marine Terminal.

“We’re excited to be the first tenant of the nearly 48,500-squarefoot monitoring and coordination center located right here, across from the Portsmouth Marine Terminal,” said Diane Leopold, Dominion Energy’s executive vice president and chief operations officer. Leopold emphasized the importance of Fairwinds Landing in establishing an offshore wind supply chain in Virginia, recognizing the partnerships that are making Virginia a hub for offshore wind, and contributing to the revitalization of the former Lambert’s Point.

The groundbreaking ceremony was attended by Virginia Congressional Representatives Bobby Scott and Jen Kiggans, Norfolk Mayor Kenneth Cooper Alexander, the Virginia Maritime Association, and other regional officials who lauded the significance of the Fairwinds Landing project. Mayor Alexander described the center as a catalyst for business in Norfolk and the Hampton Roads region, solidifying their position as leaders in offshore wind energy on the East Coast. He also highlighted the rare and highly sought-after attributes of the Fairwinds Landing site, including two 10-acre piers with over 6,000 linear feet of deepwater access.

Jerry Miller, CEO of Fairwinds Landing and The Miller Group, expressed his excitement about the project and the potential it holds for the offshore wind industry. Miller emphasized the importance of the MCC in their strategic plan to transform Fairwinds Landing into a world-class marine logistics center. Robust port infrastructure, such as the one being developed at Fairwinds Landing, is vital for the emerging offshore wind industry in the United States and will serve as a catalyst for economic growth in Hampton Roads.

The Virginia Maritime Association has been actively engaged in offshore wind since 2009, advocating for the Coastal Virginia Offshore Wind Project (CVOW), developing political support, fostering favorable policies, attracting industry participants, and ensuring that our membership is well-informed and connected to offshore wind opportunities. VMA’s continuous efforts and influence have played a significant role in positioning Virginia as a hub for offshore wind and driving the growth of this vital industry in the region.

The groundbreaking of Fairwinds Landing’s Monitoring and Coordination Center marks a significant step forward for offshore wind development in Hampton Roads. As construction progresses, the center will provide hundreds of construction and engineering jobs, further bolstering the region’s economy. The collaborative efforts are instrumental in establishing Virginia as a prominent player in the offshore wind industry and positioning Hampton Roads as a hub for innovation and advanced technology.

ASSOCIATION IN ACTION

Thoughts of June typically include graduations, vacations, and enjoying warmer temperatures. June of 2023 will also be remembered for its election primaries to select the candidates in both political parties who will run to fill the 140 seats in the Senate and House of the Virginia General Assembly. Redistricting and retirements will result in the election of an unprecedented number of new members and loss of institutional knowledge. The VMA is committed to ensuring we are well positioned to work with those who will be elected to serve in 2024 and beyond. In June, this included discussions with leadership in the General Assembly and attending caucus events held by both political parties well attended by incumbent legislators as well as several seeking office for the first time.

It was also an honor for VMA’s Executive Director, David White, to moderate a maritime industry Q&A session held by Representative Jen Kiggans. The Congresswoman responded to questions covering ship building and repair, channel deepening and maintenance dredging, offshore wind, and more. The VMA is pleased to work with elected leaders on both sides of the aisle to represent and advance the business interests of our membership.

“Developing an Energy Roadmap for Virginia’s Maritime Industry” discussed state and regional efforts to ensure an abundant and reliable energy supply to meet the needs of maritime and transportation operations, and the prospects for hydrogen and other alternative fuel sources. The June 28 virtual Industry Update provided comprehensive overviews of shipping and the container trade, as well as an economic outlook and updates on port operations.

VMA is grateful to the Embassy of Finland and the Hampton Roads Alliance for the opportunity to address a visiting delegation of representatives from Finnish businesses in the maritime industry exploring opportunities to establish new business relationships in the U.S. Making connections with VMA member companies involved in ship building and repair, and port technology were specific areas of interest and discussion.

It was a special pleasure to attend the June 29 groundbreaking ceremony at Fairwinds Landing to kickoff construction of the Dominion Energy Coastal Virginia Offshore Wind Operations and Maintenance Base. Milestone moments such as this reinforce the purpose and importance of the efforts by VMA dating to 2009 to position our port to become a hub for offshore wind.
