You’re anxiously pacing the floor trying to hold on until the stock market rebounds, for the real estate market and gas prices to settle down, your home refinance loan comes through or some TV advertiser offers a debt-settlement scheme that returns your life to the “perfect” way it was.

Can we talk?

Downsize.

If you find yourself over your head in a house you cannot afford, it’s time to move. You need to downsize into a house you can afford.

Of course, I do not know your exact situation, but if you are hanging on by a thread, hoping that a loan modification will suddenly make your home affordable, think very carefully. And weigh every issue.

Get a job.

If you are not working because you’ve given up, or you’re holding out for something that fits your idea of “normal,” let that go. Reality means a job you can get right now. Find a job.

Then work at upgrading to a better job.

Headed for college?

The days of a fully funded “free” education that you can pay back at a more convenient time may be gone. Let me say this again: Get a job.

Paramount recently announced that production for the upcoming fifth season of “Yellowstone” is now in progress. According to TV Guide, there will be “more episodes than ever,” with a break halfway through the season. It all begins on Sunday, Nov. 13.

Also, brace yourself for this announcement. Another “Yellowstone” prequel series is on the horizon called “1932,” starring none other than Harrison Ford and Helen Mirren. It follows in the footsteps of the first prequel spin-off series, “1883,” which also was about the Dutton family and starred Sam Elliott, Tim McGraw and Faith Hill. “1932” will pick up several decades later with the next generation of Duttons.

In Shakespeare’s day, something was rotten in the state of Denmark. Nowadays, something’s rotten in the United States. That something in two words: Disposable animals.

One of the saddest aspects of our citizenry is this sticky notion that animals are disposable.

One of the ways that plays out is in the ongoing practice of dumping dogs of a certain age at the local shelter.

For most of us, this is unimaginable. But for too many others, it’s ridiculously justifiable: He’s sick, and I can’t afford to take him to the vet.

He’s high-maintenance.

He’s not as fast, not as much fun.

He’s not as cute as he was as a puppy.

And on and on...

Forgive the pun, but that dog don’t hunt.

Older dogs make fantastic companion animals. They are typically more relaxed, more content, less rambunctious and far less inclined to cause trouble than their puppy counterparts. For many, this calm, cool and collected older dog is the reward of enduring puppyhood, with its housebreaking, teething, nipping and chewing challenges.

No one is more aware of this fact than shelter workers. And I happen to reside in a county that hosts some of the best.

The citizens of El Dorado (Calif.) County are blessed with an outstanding animal welfare organization: PAWED. People for Animal Welfare in El Dorado (of which my wife and I are members) is an all-volunteer, nonprofit organization dedicated to saving and improving the lives of companion animals. Boy, do they see it all.

In addition to senior dumping, they see people go on vacation and leave their dog alone in the yard. Many of these dogs try to escape (who could blame them?), and when they do, PAWED picks them up and houses and cares for them.

A Trip to the Museum A local art museum, lacking many patrons due to people who are still wary of crowds fearing COVID, came up with a great idea: open the place as a day trip for local seniors. Those of us who’ve been locked down for too long, and opting out of proposed activities at the senior center, thought this was a swell idea.

We did, however, decline the offer of a van.

Instead, we all drove in our individual vehicles as an an added safety precaution to avoid being breathed on by others.

The museum was ... lovely. So excited was staff to have real and actual patrons that they pulled out all the stops for us. Young docents-in-training hovered, but not too closely, as we spread out in the large, high-ceilinged rooms clutching our brochures.

If Walls Could Talk If walls could talk, what would they say?

Walls are the most important components of a room. They define your space and contain all the decorations that one may dream up.

Walls contribute much of the visual interest of a room; that is why it is so important to choose a successful decorative solution. Color, a wainscoting or a molding can help to expand the space, enhance the lighting or gain visual height.

First and foremost, plain walls are OK. Plainly painted walls are the best option if you want to create a light and energizing atmosphere.

This gives prominence to the room’s furniture and fabrics. Natural tones such as stone, sand and beige, also known as neutrals, are easy to combine with all types of wood and fabrics.

Choosing the best color is a matter of personal choice. Each color captures a different mood and creates different decorative effects.

Shades of white (bone, almond, etc.) will help you gain visual space. Ochres and yellows are luminous, and earth tones give the sensation of bringing the walls closer. Blue and mauve create cool, light atmospheres.

Today, decorative painting styles include glazes and patinas. They can come in clean tones as well as very subtle color effects. For those looking for the most natural finish possible, such as dusty and waxed finishes, decorative painting is a way to go. Decorative painting is also quite durable. Stuccos and lacquers are the best option to defend against the effects of humidity and occasional bumps.

Rustic effects are popular in today’s interiors. To get a rustic effect, you can opt for a glaze, applying translucent layers of paint on a wall with color or marbling. Another option is to

would appear, many steps away, to tell us about the artifacts. Squint at the detail of a Winslow Homer painting, and there would be a docent offering a magnifying glass and talking about brush work.

Look at the artistry of the Native American baskets and wonder how they got all those varied colors, and a docent would know.

It didn’t hurt our feelings at all to be told later that these docents-in-training were students at a local art school and would get extra credit for their participation. They did a fine job.

The senior center staff did too, surprising us with a bagged lunch on the museum grounds after our visit. There were enough picnic benches for us to spread out in the sunshine, and a male spouse was commandeered to tote around a cooler of iced drinks to hand out, along with a wide variety of chips for us to trade like school children.

It’s a good thing I had my checkbook in my purse. Before I left, I purchased a membership as a Friend of the Museum. They witness the consequences of “breed trends.” Paris Hilton gets a Chihuahua; everyone wants a Chihuahua. Puppy mills and breeders start pumping out Chihuahuas. Next thing you know, shelters are full of unwanted Chihuahuas. The thing about trends is they always come to an end.

Who pays the price? The animals, organizations like PAWED and the people who want to adopt from them.

When a shelter is operating at beyond capacity -- and almost all are these days -- it is forced to raise adoption fees to cover costs. Higher fees, in turn, keep people from adopting. It’s a sickening cycle that demonstrates the high cost of careless behavior.

One way to stop or at least slow the cycle is for animal lovers who want to support the good work of their local shelters to make a donation to that shelter to subsidize adoption fees. Low adoption fees are key to keeping shelters an attractive alternative to buying from breeders, brokers and pet stores.

This year more than any other, I’d encourage animal lovers to consider giving the gift of a donation to their local shelter to all their animal-loving friends and family members.

If it’s true that all good things come to an end, why not all bad things? It’s high time this trend of disposing of our companion animals goes for good.

Explaining WEP and GPO

is called the “government pension offset,” or GPO, and it reduces any spousal benefits you might be due.

The key to understanding WEP is to realize that the word “social” in Social Security means something. Unlike private and other public sector pension plans, there are social goals built into the Social Security program. One of those goals is to raise the standard of living of lower-income workers in retirement. This is accomplished through a benefit formula that is designed to give lower-paid workers a better deal than their more highly paid counterparts. Very low-paid workers could get a Social Security benefit that represents up to 90% of their pre-retirement earnings. This percentage is known as a “replacement rate.” People with average incomes (the middle class) generally get a 40% replacement rate. Higher-income people get a rate around 30%.

The problem is that people who spend the bulk of their working lives not paying into Social Security are automatically treated as low-income people by the Social Security Administration’s computers. That’s because there are “zeros” on their Social Security earnings record for every year they spent in their non-Social Security job. SSA’s records won’t show they were actually working at the other job and earning another pension. Instead, their Social Security earnings record simply shows gaps in their work history. So, when figuring their Social Security retirement benefit, SSA’s computers automatically use the formula intended to compensate a lower income person -- and they usually get the 90% replacement rate.

But teachers, police officers, firefighters and other government employees generally can be classified as people with average incomes, so they should get the same Social Security replacement rate paid to all middle-class workers. That’s why a modified formula is used to refigure their benefits and give them the proper -- and fair -- replacement rate. If you’re an employee affected by this law, that modified formula takes you from the 90% (poor person’s) replacement rate to the 40% (middle-class person’s) replacement rate, thus usually reducing estimated benefits by about half.

Let me start out by saying that I hope the editors of the various publications that print my column keep the terms “WEP” and “GPO” in the headline. Why? Because those abbreviations mean a lot to a certain group of my readers.

I’ll explain what those abbreviations stand for in a minute. But first, who makes up this specialized group of readers? They are primarily teachers in some states and police officers and firefighters in other states. Or they are old-time federal employees who started working before government employees were switched to Social Security in 1984. These local, state and older federal employees are covered by other retirement plans and not

by Social Security.

Why is that? Because back when Social Security laws were enacted in the 1930s, Congress felt that they could not force a federal pension plan (Social Security) on state and local governments, so they gave them the option of joining Social Security or not. Most did. But some did not. And still today, about 10% of all workers, mostly in state and local jobs in the public sector, are not covered by Social Security.

Federal government employees were initially not covered by Social Security because they had their own pension system in place before Social Security came along. But all federal employees hired since 1984 pay into Social Security. (That includes the president and members of Congress, by the way.) But as I said, there are still some old feds out there who are not in Social Security.

Most career teachers and government employees generally have just barely over the qualifying 40 quarters (10 years) of Social Security covered work. But if you have 30 or more years of “substantial” Social Security earnings, the windfall provision won’t apply, and your benefit will not be reduced. If you have between 20 and 29 years of substantial earnings, your Social Security benefit will be only partially reduced. A chart giving a yearby-year breakdown of what the government considers substantial earnings is available in my book.

More about that in a minute.

The other rule that so many people misunderstand is the government pension offset, or GPO. In a nutshell, that law says that an amount equal to two-thirds of a non-Social Security-covered pension must be deducted from any Social Security dependent’s benefits a person might be due. And most public employees despise this law.

But what these people don’t realize is that the government pension offset law simply treats them in the same way that all other working people have always been treated. For example, if a woman who worked at a job that was covered by Social Security gets a Social Security retirement pension, that pension has always offset any spousal benefits she might have been due. Before the GPO law went into effect, people getting a non-Social Security pension were the only working people in this country who could get their own retirement pension AND a full dependent’s benefit from Social Security.

And the GPO law actually gives these public employees a bit of a break. Social Security retirement pensions offset spousal benefits dollar for dollar. But a non-Social Security retirement pension causes only a two-thirds offset. In other words, for each $3 you get in a teacher’s or other non-covered pension, you lose only $2 from Social Security spousal benefits.

Depending on your mom’s needs, here are some of the many different types of adaptive clothing options that could help.

For self-dressing seniors who suffer from Parkinson’s or other disabilities that affect dexterity, there are pants, shirts, dresses and outerwear made with Velcro or magnetic closures instead of buttons and zippers, which are much easier to fasten and unfasten. But be aware that magnetic closures are not suitable for those who have pacemakers.

You can also find a large selection at online stores that specialize in adaptive clothing like Buck & Buck (buckandbuck.com) and Silverts (silverts.com). Both of these companies have been selling adaptive clothing for decades and offer a wide variety of garments to accommodate almost any need, condition or style, for independent self-dressers and for those who need help.

You have a Kewpie figurine. Kewpies were the creation of American illustrator and author, Rose O’Neill. They first appeared as whimsical illustrations in the magazine, Ladies Home Journal, in 1909. They were small, chubby elf-like figures with tiny blue wings. It is thought O’Neill’s baby brother and classical cupids from ancient mythology were her inspirations.

A: The mark on your pitcher was used by the Edwin M. Knowles China Co. They made semivitreous dinnerware and utility ware in West Virginia, from 1900 to 1963. Your pitcher is part of their utility-ware line that included cake plates, bowls, batter pitchers, shakers, pie servers, and water pitchers.

In the early 1900s, they ranked as the third largest dinnerware manufacturer in the United States. Inexpensive foreign imports and high labor costs resulted in the demise of the company.

Your water pitcher would probably fetch $35 to $50 in an antiques shop.
