Social Security (from page one) numbers are assigned every year. At some point the numbers will indeed run out and a change will be made to continue that system by adding either a letter or another number.

NUMBERING SYSTEM

• The first set of three digits of a Social Security number is called the “Area Number.” It's assigned to the state where you were born, with the lowest numbers starting in the northeast and increasing as you move west and south.

Beginning in 1973, they were based on the zip code of the application.

• The middle set of two digits is called the “Group Number” of between 01-99, but not in consecutive order. The group number was created as way to organize Social Security Administration filing cabinets into sub-groups to make them more manageable.

• The final set of four digits is called the “Serial Number” and runs from 0001 through 9999.

These are assigned consecutively as applications arrive.

• Unfortunately, the method the administration was using to arrive at a particular Social Security number was getting increasingly easy for criminals to figure out, especially because many people’s social media pages include their birthplace and date of birth. However, the government recognized the problem and as of June 25, 2011, they changed the way numbers are assigned. The first three digits no longer indicate the area of birth, and the other six digits are randomized in order to combat fraud and ID theft for those who were born after 2011.

Even icy Antarctica has deserts -including the world's largest cold desert. * Modern dietary trends notwithstanding, raw vegetables have not always enjoyed the healthsome reputation they now have.

In medieval times, in fact, veggies would always be cooked; raw ones were considered to be bad for the humors. * Have you ever heard of an "adhocracy"? If you're like many frustrated workers these days, you may be employed by one.

An adhocracy is an organization characterized by lack of planning, responding to problems as they emerge rather than anticipating and avoiding them. * In La Paz, Bolivia, you can find one of the most unusual prisons in the world. At San Pedro Prison, inmates have to purchase their cells. Those who are well off financially can buy private cells with bathrooms, television and kitchens. How to Get Clever With Leftovers: Coffee, Meatloaf and Mashed Potatoes Everyday

Leftovers and I have a kind of love-hate relationship. I can’t bear the thought of tossing CHEAPSKATE perfectly delicious food into the garbage just ®

by Mary Hunt because I made too much of it. So I pack it, seal it and fill the refrigerator with it. Once leftovers are past prime -- looking more like a science project that tomorrow’s dinner -- they’re so much easier to part with.

The solution, of course, is to have an immediate plan for leftovers and then be diligent and follow through. Check out these terrific ideas!

COFFEE

Freeze it. Coffee ice cubes are great in iced coffee; they don’t dilute the drink as the ice melts. Or, add your preferred milk and flavorings to the coffee and pour it into Popsicle-type molds for a frozen treat tomorrow.

Make a Sauce: After pan-frying chicken or pork, deglaze the pan with coffee instead of wine for a deeper Southern-style gravy.

Beef Jerky: Marinate beef slices in strong coffee and your favorite flavorings for up to eight hours, and then dry the beef in the oven at 200 degrees F for about four hours.

Instead of Syrup: Combine hot coffee with melted butter and pour over pancakes or waffles.

Brine a Chicken: Coffee-based brines that include spices like cloves, star anise, peppercorns and, of course, plenty of salt make for delicious and super-moist roast chicken.

Dress a Salad: For a simple coffee vinaigrette, cook equal parts brewed coffee, balsamic vinegar and maple syrup on the stove at low heat until the mixture is syrupy. Top it off with a little lemon juice.

MEATLOAF

Chili: Use chopped up leftover meatloaf in place of ground beef to make homemade chili.

It’s all seasoned and ready to go.

Quesadillas: So easy! Mix chopped up meatloaf, onion and green pepper or other toppings of choice. Stir in your favorite BBQ sauce. Cover a flour tortilla with the mixture; top it with shredded cheese; and top it with a second

tortilla. Place it in a skillet and cook for one to two minutes until the cheese starts to melt and the tortilla starts to turn brown. Flip so each side is golden and crisp.

Spaghetti: Replace ground beef with chopped leftover meatloaf in your favorite meat sauce. It’s fantastic over spaghetti.

Grilled Cheese. Add a slice of leftover meatloaf to your next grilled cheese sandwich.

Sliders: Tiny dinner split rolls plus a slice of meatloaf cut to the same size plus your choice of spreads -- bacon-onion jam, mayonnaise, mustard, you name it -- and what do you get?

Party food with no party necessary.

MASHED POTATOES

Potato Cakes: Mix cold mashed potatoes with an egg or two, leftover pieces of fish, ham, corned beef, chopped onion and a little flour to hold it all together. Form into small patties, and fry in shallow oil until brown and crispy.

Topping: Use leftover mashed potatoes as a topping on a savory pie filing. You’re not likely to have a great deal of potatoes, so think individual shepherds pies or even chicken potpies.

• George Dempster was born in Knoxville, Tennessee in 1887, one of 11 children born to Scottish immigrant parents. When he was 19 he went to Panama with his brother to work on the Panama Canal construction project. He was particularly adept at handling the gigantic steam shovels used for digging the massive trench. He even re-designed the machine's large bucket so that it could self-empty its full load. His bosses were so impressed with this ingenious feature that they modified every single steam shovel on the project to use his design.

• When George and his brother returned to Tennessee, they started a company named after themselves: The Dempster Construction Company. They built roads, dams, and railways. By 1922 they owned 26 steam shovels including the largest strip-mining shovel in the world at the time.

Protection And Aggression Are Not The Same Things

Not long ago, a woman called me, very upset. She’d just dropped her dog off at a shelter -the same shelter from which she had adopted him only a few weeks earlier.

When I asked why she returned him, she described what were obvious signs of severe aggressive tendencies.

When I asked why she had taken him home with her in the first place, she said, “For protection.”

OK. “For protection” makes sense. A lot of people bring a dog into the family for protection.

But protection and aggression are not the same things.

You don’t want your iron-jawed protector protecting your home and belongings from you and your family. And you don’t want to have to protect yourself and your family from little Cujo.

Crime is a reality, and we all want to feel safe. And we all have our ideas of how to secure that feeling of safety. Politicians and rock stars hire bodyguards for protection, but that’ll cost an arm and a leg. There’s the home alarm system -just a notch above the car alarm in effectiveness.

And some folks keep a gun near the nightstand -- intimidating, for sure, but not for everyone. Still others get a dog.

If you’re leaning toward the latter, there are some things you should understand before diving in.

First, protection dogs should be social, friendly and loving -- with everyone. What? What about growling? Snarling? Frothing at the mouth?

Anyone who argues that Cujo was just doing his job should be forever banned from the privilege of dog ownership. Protection dogs are not mean.

They’re highly trained, physically conditioned and mentally alert. They’re also incredibly loyal and loving -- when properly trained, socialized and treated with love, praise and affection.

Trying to Help Dad Led to Complications Q:

My dad is 90 years old and I help him with medical appointments and managing important business affairs. We went to our local Social Security office to change dad’s address. While there, I asked to be added to dad’s account so that I can make inquiries on his behalf. The clerk signed me up to be his “representative payee.” Then a few weeks later, I got a letter explaining that I now was the only person responsible for dad’s Social Security account -a designation that included reporting requirements to the government. That is NOT what I wanted.

So we went back asking to revoke the representative payee status. This time, a different clerk told us we could not do that without a doctor’s note to say that dad can manage his own affairs. I got the doctor’s note, and we went back to social security office. Yet another clerk then made dad his own representative payee.

So now, I’ve just transferred the burden of reporting to my father!

Is there any way to explain things better to the folks at the Social Security office to get things back to dad’s original status? We just want him to be a regular person getting his Social Security in the regular way without all this payee stuff. Can you help me sort this out?

A:

First of all, let me reassure you that

based on what you told me, everything seems to be back to normal. Your dad is just “a regular person getting his Social Security checks in the regular way.” But now let me review what happened in your case to explain how Social Security handles these cases.

I must start out by making this important point: The Social Security Administration is very strict about privacy laws. Back when I was first hired

by SSA in 1973 and sent to a training class, we spent the entire first day reviewing the privacy laws of Social Security records. Those laws require that NO information from your Social Security record can be disclosed to anyone else. Not even to a spouse, a grown child or a close relative. Because of those privacy laws, there is simply no way you could simply

I am enclosing a photo of a Mexican Border Ser vice felt pennant that has been in our family for a ver y long time. At the top are the words “1st N.D. INF,” and on the lower portion are the words “MERCEDES -TEXAS.” It also has the date “1916” on it and is about 38 inches long. It is over 100 years old and in ver y good condition.

I would appreciate any information about it, including the value.

were given to those in the U.S. military who patrolled the border in 1916 during the Mexican Punitive Expedition, when Francisco “Pancho” Villa was raiding and attacking the border between the U.S. and Mexico.

The U.S. War Department mobilized the National Guard from all states with the exception of Nevada, which did not have a National Guard, to protect and patrol the 1,200-mile border. “1st N.D. INF” was the 1st North Dakota Infantry assigned to Mercedes, Texas.

Pancho Villa was wanted dead or alive.

However, he proved to be elusive and was not captured. By 1917, the war in Europe was raging and America entered World War I. Those who served in the border service were trained and better prepared for battle than most enlisted men. Official medals were issued by the government to commemorate the men who served in the border patrol.
