After the perpetrator was arrested, it became evident that Schrank was insane; he claimed that President William McKinley had revealed to him in a dream that Roosevelt was responsible for McKinley’s assassination. Schrank spent the next 32 years in an insane asylum.

Questions About Delayed Retirement Credits

All of today’s questions involve the payment of what are known as “delayed retirement credits.”

This is an incentive built into the law that augments the monthly Social Security checks of anyone who delays claiming Social Security benefits beyond their normal full retirement age. The maximum extra credit is 32 percent for people who wait until age 70 before signing up for Social Security.

Q:

I just turned 68 yesterday. I was planning to wait until I turned 70 to apply for my Social Security benefits. I wanted to get the 32 percent bonus for doing that. But I recently got bad news. I have cancer and my prognosis for a long life isn’t good. So now I want to start my Social Security checks right away. Will I be forfeiting my chance to get the bonus because I’m not going to wait until age 70 to file?

A: Sorry to hear the bad news about your

health prospects. The small bit of good news I can share is that you didn’t mess up your chances to get augmented Social Security benefits. That’s because it is not a flat 32 percent bonus for waiting until age 70. You actually get a two-thirds of one percent credit for each month you delay after age 66. So, if you sign up for Social Security now, you would get an extra 16 percent added to your monthly benefits.

(Twenty-four months times two-thirds of one percent equals 16 percent.)

But if I were you, I’d strongly consider another option. When you sign up for Social Security after age 66, you can claim up to 6 months in retroactive benefits. In other words, you could say you want the month you turned age 67 and a half to be the starting date for your Social Security checks.

You would still get 12 percent worth of delayed retirement credits added to your monthly benefits -and you’d get a nice big back-pay check.

Yes, my advice would be to stop worrying -- and for goodness sake, take a vacation!

If you wait until age 70 to file for your Social Security benefits, you will get the delayed retirement credit of 32 percent added to your Social Security checks -- just because you waited that long to sign up for Social Security. Getting that extra boost in your monthly checks has absolutely nothing to do with working between age 66 and 70. In other words, you would get the bonus whether you spend those four years working your tail off every day or sitting on the beach doing nothing.

Q:

I turned 69 in April and signed up for my Social Security. The Social Security rep told me I wouldn’t get my delayed retirement credits until next year. But after mulling that over, I called and talked to another rep who told me I would get all of my credits in my first check. So who is right?

A:

Actually, they are both wrong. The rules generally say that if you sign up for Social Security between age 66 and 70, you can’t get the delayed retirement credits you are due for any months within a year -- until the year is over. So your initial benefit rate will include the delayed retirement credits you earned for the months from April 2015 (when you turned age 66) through December 2017. How to Choose a Good Estate Sale Company

DEAR SAVVY SENIOR: Can you provide some tips on how to choose a good estate sale company? My mother recently moved to a nursing home facility and I need to sell all the leftover items in her house. I don't know where to begin.

Dear Inquiring: The estate sale business has become a huge industry over the past decade. There are roughly 22,000 estate sale companies that currently operate in the U.S., up nearly 60 percent from just ten years ago. But not all estate sale companies are alike.

Unlike appraisal, auction and real estate companies, estate sale operators are largely unregulated, with no licensing standards or educational requirements. That leaves the door wide open for inexperienced, unethical or even illegal operators. Therefore, it’s up to you to identify a good, reputable company from a bad one. Here are some tips to help you choose:

Make a list: Start by asking friends, your real estate agent or attorney for recommendations. You can also search online. Websites like EstateSales.net and EstateSales.org let you find estate sale companies in your area.

Ask them about visiting their next sale to get a better feel for how well they conduct one.

And be sure to get a list of references of their past clients -- and call them.

Schedule appointments: Set up two or three face-to-face interviews with the companies you feel provided you with satisfactory answers during the phone interviews.

During their visit: Show the estate liquidator through the property, pointing out and marking any items that are NFS (not for sale) and not to be included. If you have any items where price is a concern, discuss it with them at that time. Experienced estate sale companies will give you realistic quotes during this walkthrough.

You also need to find out how and when you will be paid, and what types of services they will provide when the sale is over. Will they clean up the house and dispose of the unsold items, and if so, is there’s an extra charge for that?

Also, make sure you get a copy of their contract and review it carefully before signing anything.

My grandmother owned this porcelain vase in the early 1900s. It is decorated with palm trees and a boat sailing on a sea.

The height is 7 inches, and it is 4 inches at the widest part at the top. Marked on the bottom are the words “Hand Painted Nippon” and the letter “M” in a wreath. There are no chips or cracks on the vase, and it is in ver y good condition.

What can you tell me about my vase?

Marks on pottery and porcelain can be a treasure trove of information. They can help identify the maker, country of origin and vintage of an object. Marks are stamped, hand-painted or impressed. Some pieces have only a paper label that is removed by owners or lost over time.

A plethora of mark shapes and letters that include animals, shields, crowns, banners, suns and stars have been used for centuries. There are excellent books of marks that help solve the mystery of the name of the factory that used a specific mark, the location, the type of material used, the date of manufacture and the years of factory operation. Pieces marked with only numbers are problematic and difficult to identify.

Alas, I have no information on the history of your pitcher. Although its origin may remain a mystery, I’m sure you will continue to enjoy it.

Your vase was made in Japan. According to the McKinley Tariff of 1890, objects must be marked with their county of origin. “Nippon” is the Japanese word for Japan, and it was included on marks on porcelain that was exported to the United States from 1890 to 1921.

The letter “M” stands for Morimura Brothers and was used from 1891 to 1941. “Nippon,” ithe Japanese word Yutaka Morimura for Japan, is where this porcelain vase was made. and Baron Ichizaemon Morimura founded an exporting firm in Tokyo, Japan, in 1876 and soon opened a New York branch called Morimura Brothers. They were dedicated in their goal to provide exceptional art and porcelain that appealed to the American market.

Similar scenes on Nippon porcelain were popular in the 1920s. Your vase would probably fetch $50 to $75. * * *
