Most stories about dogs and children are good ones, reminders of easy times and unconditional love. This week I'm relating a story of another kind.

Michael and Chrissie Smith of Lexington, Ky., discovered their newborn son nestled in the jaws of a family dog that had snatched the child from his crib and carried him to the backyard.

Four-day-old Alexander James Smith suffered two collapsed lungs, a skull fracture and numerous cuts and bruises. Although the infant was in critical condition, through emergency medical attention he managed to survive.

It’s always difficult to write about these stories. There’s so much sorrow and regret and replaying of what went wrong and how this might have been prevented. But a line from the news story hit me square in the gut: “Smith said he was preparing to leave for the store to buy various baby items, including a video monitor that he now believes could have prevented the entire ordeal.”

The idea that a video monitor -- even one in every room -- could prevent this kind of tragedy is dangerous. Video monitors are helpful in keeping an eye on your child -- but not in keeping you close enough to thwart a dog bite. And when it comes to an infant, one bite is all it takes.

The dog’s name is Dakota. Four-year-old Dakota is a Native American Indian dog and one of three dogs in the Smith household, none of which has any history of aggression. Dakota does, however, have a record of filching household items and depositing them in the backyard.

Riding the Social Security Gravy Train

Before I get to today’s question, I must give some background information on the topic at hand -- and that is the so-called maximizing strategy that many people mistakenly call “file and suspend.”

What they usually mean is the strategy called “file and restrict.” And it’s not just a matter of semantics.

I will explain.

A Social Security law passed in the 1990s that allowed working seniors to claim full benefits at age 66 (the prior age was 72) included some totally unintended provisions that let seniors play around with, or maximize their benefits. One of those provisions came to be called “file and suspend.” This strategy was usually employed by a husband who wanted to wait until age 70 to claim benefits and get a 32 percent delayed retirement credit added to his Social Security check. But he could file for benefits at 66 and immediately suspend his own benefits, while allowing his wife to take spousal benefits on his record when she came of age. This strategy was actually eliminated a couple years ago. But the term “file and suspend” lives on -- mostly on the internet.

People still ask me if they can “file and suspend.” Again, they can’t. But what they can do is employ a somewhat related strategy called “file and restrict.” That tactic allows one member of a married couple to claim dependent husband’s or wife’s benefits on the other spouse’s record at age 66 while letting his or her own retirement benefits grow -- usually until age 70. File and restrict is also pegged for elimination. But it’s still good for anoth-

He is now about to turn 70 and make that switch. And an obviously inexperienced clerk in your local Social Security office suggested that you turn around and file for spousal benefits on your husband’s retirement record. Or to put that in Social Security maximizing lingo, he thought you could now file and restrict. But you can’t file and restrict because you have already filed and suspended.

I hope that is making sense to you. If not, here is another way you can look at it. You and your husband have already jumped through two big loopholes in Social Security law. You were able to file for your own benefits, suspend those benefits for no other reason than to let your nondependent husband draw a spousal check for four years off your account. Now he will be getting a delayed benefit credit of 32 percent added to his retirement check for the rest of his life, even though he really didn’t delay taking Social Security (because he’s been getting those benefits on your record since 2014), And soon you will also be able to receive your own delayed retirement credits even though you technically filed for benefits when you

How Low Is Too-Low Blood Pressure?

DEAR DR. ROACH: You have written many articles about high blood pressure, but I want to know about low blood pressure. What is normal? What is low, and what is dangerously low? I have a heart issue for which I take medication. I want to know if my blood pressure is too low. -- Anon.

ANSWER: Among young adults, only 5 percent of men will have a blood pressure below 110/60 or so, and for young women, it’s 90/46.

Blood pressure tends to go up with age, so low blood pressure numbers are higher for older adults.

Third, be prepared to spend some money.

Good quality hearing aids are expensive. More expensive doesn’t always mean better, but most of my readers felt that the money they spent on hearing aids was well worth it. I’m sure there are some great ones, and some not as great. Many veterans wrote me to tell me about their (mostly) good experiences at the Department of Veterans Affairs.

Fourth, try many models. Some people prefer in-the-ear, some over-the-ear. Because it takes a long time to get used to them, you need to wear them pretty much constantly. Both your ears and your brain need time to adjust, so be patient.

‘Extra Help’ Program Assists Seniors With Medication Costs

DEAR SAVVY SENIOR: Are there any special programs that help seniors with their medication costs? My 81-year-old mother, who lives primarily on her Social Security income, has to take several high-priced drugs that drain her income even with her Medicare drug plan. She barely has enough money left over to cover her basic needs.

Dear Looking: Yes, there is a low-income subsidy program called Extra Help that can assist seniors on a tight budget with paying for their premiums, deductible and co-payments in their Medicare (Part D) prescription drug plan.

Currently around 10 million people are receiving this subsidy, but another two million may qualify for it and don’t even realize it. They’re missing out on hundreds, possibly thousands of dollars in savings each year.

Changes in the law have made it easier than ever to qualify for the Extra Help program.

Even if your mom applied and didn’t qualify before, she may be eligible now. The amount of additional assistance she would receive depends on her income and assets. If she qualifies for help, in 2018 she’ll pay no more than $3.35 for a generic drug and $8.35 for a brand-name drug.

To get the subsidy, your mom’s assets can’t be more than $14,100 (or $28,150 for married couples living together). Bank accounts, stocks and bonds count as assets, but her home, vehicle, personal belongings, life insurance and burial plots do not.

Vase Is the Real McCoy

The set also includes a gravy dish, ser ving dishes, platters, a cream pitcher and a sugar bowl.

It belonged to my mother around 1950, and in all the years she had it, she only used it about six times. My dad gave it to her for their anniversar y, and she worried that if she used it frequently, it might get damaged.

The set is priceless to me because it was my mother’s and because of the memories of the special occasions when she used it. I hope you can provide information on the maker and its value.

This is a photo of a vase that I have. It is a soft yellow color with green leaves at the base; it stands about 8 inches tall and is in mint condition. Marked on the bottom is the name “McCoy.” The vase is a bit unusual and really quite lovely, and I would like to know more about the maker, age and value.

Your vase was made by the Nelson McCoy Pottery in the 1940s in Roseville, Ohio. Four generations of the McCoy family have owned, operated and reorganized several pottery companies.

In 1910, Nelson McCoy started Nelson McCoy Sanitary Stoneware Company, which produced stoneware crocks. He reorganized the company in 1933, and it was renamed the Nelson McCoy Pottery Company. He saw a future in developing art pottery and hired experienced art designers to create new lines of pottery.

factory. Orville never forgot how profitable it was to sell popcorn, so he experimented with hybrids in order to find the perfect type of popcorn. Once he found the perfect strain, Orville went to work popularizing popcorn as a treat for the home, not just for the theater. Orville Reddenbacher’s popcorn went on sale for the first time in 1970.

By the mid-1970s, he had captured one-third of the market. By the time he died of a heart attack in 1995, his was the top-selling popcorn in the nation.

• In the 1880s Charles Cretors owned a candy store in Illinois where his workers made confections in the front window in order to entice customers inside. Charles added a newfangled steampowered peanut-roasting machine because the scent would also attract customers. However, the peanut roasting machine did not always work well, so Cretors tinkered with it, improving and modifying. By 1893, Cretors had created a machine that could roast 12 pounds of peanuts, 20 pounds of coffee, pop popcorn, and roast chestnuts.

• He took his invention to Chicago’s Columbian Exposition in 1893 where many people got their first introduction to popcorn. Cretors understood there was more money to be made in selling the popcorn machines than in selling the popcorn itself.
