There’s a huge consumer-credit industry out there planning to give your kids their very own credit cards -- personal passports into the abyss of consumer debt. This is not going to require your permission or approval, as one reader is experiencing firsthand.

DEAR MARY: My daughter who is in college got a credit card, and now she is in over her head, unable to pay what she owes.

She works part-time and makes a very small salary. With the high interest and late fees, the balance is now over $2,500. I will have to step in and handle the account.

How can I negotiate with the credit-card company to settle for less? I don’t know how she got this card on her salary, but she kept quiet about not being able to make the payments until we started getting collection calls for her. I appreciate your thoughts and expertise. -- Millie

May I step in here with some unsolicited advice? Here it is: Don’t do it. Don’t bail her out, even if you feel you can afford it. Unless your daughter has to suffer the consequences of her actions, she will not learn. Even If you were to bail her out now, I predict she will be $5,000 in credit card debt within two years. Unless she does the hard work to repay her debt, she will not learn from her mistake.

You don’t want to see a bankruptcy and a divorce or two in her future, but that’s exactly where she’s headed if this problem isn’t addressed now.

There are lots of things parents in your situation should consider, the most important being whether you can afford it. I hear from people with their own financial problems all the time, problems often a result of trying to help their kids. Parents should not pay off their children’s debts if they don’t have sound retirement plans in place for themselves.

Unless you have your retirement on track, to me, that’s the end of the discussion. Retirement pensions aren’t what they used to be. Social Security is not going to provide the same kind of income that previous generations had. No one is going to be there to help you.

As painful as it will be for you to step aside and not rescue your daughter, it will be a valuable maturation process that allows her to become a responsible adult.

Your daughter may have to drop out of school to go to work full time. If she’s really interested in getting an education, she’ll be back. I know that may sound harsh, but she has to understand how unacceptable this is and that no one is going to bail her out.

Make sure you are ready to offer lots of emotional support and encouragement. She’s going to need it. * * *

His idea soon spread to other school districts and organizations, and after various date designations, President Truman signed a proclamation in 1949 declaring June 14 Flag Day and encouraging people everywhere to display the flag on that day.

There is one ray of hope in the survey: The majority of women believe that it’s important for their financial adviser to educate them ... while a minority of men responded that way.

Of course, if you have ample time and are willing to do your homework, books or videos may be a sufficient substitute for a professional trainer.

Dog training doesn’t have to be complicated. If you go in with a solid understanding of your pup’s personality and adhere to a single praise-based method of training, it’s entirely possible that you’ll find success on your own. Whatever you do, be thorough and diligent in your approach to dog training. As a reminder, I leave you with the following story of a hodgepodge of errant training attempts gone terribly awry:

“We’ve had Wrigley since she was a puppy, and she has never liked people. We correct her with negative noises and choke collars every time she growls, barks or tries to lunge at someone. We’ve had numerous trainers come to the house, but only one was able to calm her down during the consultation. He suggested we board her in his training program -- “guaranteed” to calm her down and make her confident and comfortable around people. It didn’t work, and he has never gotten back to us.

“We’ve tried to kill her with the kindness of others while muzzled, and have run plenty of alpha drills to ensure she knows she is not the alpha in the house. We’ve had bloodwork done to test for thyroid problems, and we put her on adult food to take out some of the protein that can cause aggression in dogs.

“In short, we’ve put all of our effort, emotion, time, stress and $4,000 worth of training into her over the last six months, and we just don’t know ADVERTISING PROOF TUES., MAY 23 5: what to do anymore.”

Swindler Must Pay Up Before Benefits Start Q:

I have a brother-in-law who is a scoundrel in my books. I just don’t know what my sister sees in this guy. Back when he was in his 40s, he was convicted of defrauding the Social Security disability program. I know he paid a fine and even ser ved some jail time.

That was about 20 years ago. Now he is about to turn 62 and according to my sister, he is signing up for his Social Security old age pension. Surely the government isn’t going to start paying this crook retirement benefits, will they?

A:

Obviously, I don’t know any of the particulars about this case other than what you told me. But if he served his prison sentence, then he has repaid his debt to society and he would be eligible for retirement benefits, assuming he meets all the eligibility factors. But even though he’s repaid his debt to society, he has not repaid his debt to the Social Security system. And what I mean by that is the Social Security Administration will withhold all of his monthly retirement benefits until they have recovered every nickel in disability benefits that he swindled out of the system.

Q:

There is a guy on our block whom I am convinced is a deadbeat cheat. He is living off of Social Security disability benefits, yet I see him outside all the time working on his house and yard. How can the government be sending this guy a check ever y month when there is obviously nothing wrong with him?

A:

Just because you see someone “outside all the time working” doesn’t necessarily imply that he is totally healthy and fit. I have a friend who is in the early stages of cancer treatment, yet he is always doing things around his house and yard. I’m sure he likes staying as busy as he can to help keep his mind off of all his problems.

Of course, I don’t know what is going on with your neighbor. But if you really suspect he is cheating the Social Security system out of disability benefits, do something about it. Don’t just gripe to me. Report him to the Social Security Administration. You can do so anonymously. Just go to the Social Security website and under the “Contact Us” link, click on the tab that says “Report Fraud, Waste, or Abuse.”

I know someone who is cheating the Social Security system. She is nothing but a drug addict. She lives on the streets, and I’m sure she is a prostitute. She has never worked a day in her life. Yet she gets a Social Security check ever y month. No wonder our Social Security system is in such trouble if they are sending checks to people like her!

A:

Once again, I obviously know nothing about this woman. And I wonder how you know so much about her and her alleged Social Security checks. Over my 45 year career dealing with these issues, I’ve run into thousands of people who claim to know all about someone’s life, only to learn later that most of what they thought they knew was gos-

sip and hearsay. Still, if you truly believe this woman is abusing the system, you can follow the advice I gave in my prior answer by reporting her to SSA’s fraud department.

By the way, if she really is getting a monthly disability check, my educated guess is that she is getting Supplemental Security Income payments, not Social Security. SSI is a federal welfare program run by the SSA that pays monthly benefits to low-income people who are over 65 or disabled. SSI payments are funded by general tax revenues, not Social Security taxes. The law says that people can NOT get SSI (or Social Security) disability benefits simply because they are addicted to drugs. But many people with drug addictions also have other severe physical or mental impairments that qualify them for disability benefits.

Dear Caregiver: The rules and requirements for Medicaid eligibility for nursing home care are complicated and will vary according to the state where your parent lives.

With that said, here is a general, simplified rundown of what it takes to qualify: Medicaid Eligibility

Medicaid, the joint federal and state program that covers health care for the poor, is also the largest single payer of America’s nursing home bills for seniors who don’t have the resources to pay for their own care.

Most people who enter nursing homes don’t qualify for Medicaid at first, but pay for care either through long-term care insurance or outof-pocket until they deplete their savings and become eligible for Medicaid.

To qualify for Medicaid, your parent’s income and assets will need to be under a certain level that’s determined by their state.

Most states require that a person have no more than about $2,000 in countable assets that includes cash, savings, investments or other financial resources that can be turned into cash.

Assets that aren’t counted for eligibility include their home if it’s valued under $560,000

Marble-Topped Dresser From Victorian Era

Q:

This is a photo of the lower part of a Victorian marble-topped dresser with handkerchief drawers that I bought about a year ago. The upper portion has a mirror and candleholders on either side. All drawers have teardrop pulls, and the lower two have keyholes.

The overall height is 85 inches tall. The piece is in excellent condition, and Victorian Renaissance Revival the marble has dresser is circa 1875. no cracks. The wood is walnut, and both the drawers and mirror frame are made of burled walnut panels. I think the piece was made around 1870.

This is a registry mark issued by the United Kingdom Patent Office. Beginning at the top, the “IV” indicates that your tureen is ceramic.

The letter “T” indicates that is was registered in 1867. The number “2” represents the day of the month. The number “1” is the parcel number, and “B” stands for the month of October. “Rd” means registered.

Ironstone china was patented in 1813 by potter Charles James Mason in Staffordshire, England. His patent expired around 1827, and English potters began producing their own ironstone. Ironstone dishes proved to be much stronger than porcelain and harder than earthenware.

Some pieces were decorated with simple handdecorated designs or transferware patterns. By 1840, ironstone dinnerware was exported to the United States. The simplicity of ironstone wares and ironstone’s durability were appealing to families in both England and the U.S. It wasn’t long before ironstone was made and marketed in the U.S. In the last half of the 19th century, large quantities of dinnerware and chamber sets were made for farming families.
