Here are the facts on what it's all about: • Although Western Electric had experimented with a touch-tone phone as early as 1941, it wasn’t until November 18, 1963 that the first model was officially introduced to the public.

This came after three years of rigorous customer testing. Consumers first had a chance to view the new gadget at the 1962 Seattle World’s Fair.

•

Before push-buttons, dialed calls were made on a rotary phone, a device invented by Almon Strowger in 1891. It used a pulse-dial, an electromechanical system that used the current pulses generated by the rotary dial to determine the numbers selected. Digits in the phone number were indicated by a series of clicks that corresponded to the digit.

•

The push-button employed dual-tone multifrequency, a method that used audible tones for each of the numbers zero through nine. Specific frequencies are assigned to each column and row of buttons on the keypad, with the columns having higher frequency tones and the rows, lower frequency tones. Combining the row and column results in the digit signal that is transmitted over the phone line.

• In November 1963, two Pennsylvania communities were the first customers to receive the new push-button system. Carnegie and Greensburg PA were chosen based on population, average income, and isolation from metropolitan areas.

Those who wanted the convenience and faster dialing time of the touch-tone paid $1.50 extra per month for the privilege.

• When the touch-tone phone was introduced, 25% of Americans’ phones were still connected through a party line.

the increase in the Part B premium is essentially masked by the corresponding, if not greater, increase in a Social Security COLA. But because we’ve had a string of years with low or no Social Security COLAs, we began to run into scenarios, beginning several years ago, where Social Security checks would actually have gone down for millions of people.

So once again, senior citizens went ballistic and demanded action from their government.

And once again, politicians panicked. And several years ago, they passed the complicated “hold harmless” provision of the Social Security Act. In a nutshell, that law essentially says that, at least for most seniors (about 70 percent), their Social Security checks cannot decrease. In other words, they will be “held harmless” from one year to the next -- meaning for those seniors already getting Social Security benefits, their Medicare premium cannot go up.

That premium is currently $104.90 per month for many older Social Security beneficiaries who met the “hold harmless” provisions in previous years. Some newer Medicare beneficiaries are paying $121.80 per month because they were not “held harmless” last year. So for most of those folks, their Part B premiums will stay at those levels because they can be “held harmless” again this year. (That is why millions of seniors are scrambling to file for benefits before the end of 2016, so that they can be “held harmless” and not get hit with higher Medicare premiums in 2017.)

What about the people not “held harmless?” Who are that other 30 percent? They are mostly wealthy senior citizens, who already pay higher Part B costs. They would normally have to absorb even higher premiums to meet the 25 percent rule.

But last year, Congress buckled under to pressure from even these mostly wealthier seniors and essentially floated a loan to Medicare to keep Part B costs from rising. So even the rich didn’t pay the higher premiums. Expect the same this year.

more than 3 percent per year, so no one gave that provision much thought.

But then in the mid-1980s, the government finally got a handle on inflation, and the numbers started going down. In 1986, the CPI measured inflation at 1.3 percent. Because that was under the 3 percent cut off point, no Social Security increase was scheduled. Well, you can maybe guess what happened. Social Security beneficiaries went into an uproar. They demanded some form of compensation from their government leaders. Politicians panicked. And sure enough, the requirement that the CPI go up by at least 3 percent was immediately rescinded and seniors got their 1.3 percent COLA increase.

The second point I will make is that despite the fact that so many seniors never seem to be happy with whatever cost of living adjustment they get, many economists agree that the CPI measurement actually overstates inflation for senior citizens. That is why one of the commonly suggested long-range reform proposals for Social Security is a reduction in the annual COLA amount.

Seniors' ire over this issue is compounded by a totally separate issue. And that is the Medicare Part B premium, which is usually deducted from a Social Security recipient’s monthly benefit check.

And that leads to a whole other story about our expectations from the government when it comes to spending for senior citizens.

Part B of Medicare provides coverage for doctor visits, lab tests, and most other health care costs not associated with a hospital stay (which is covered under the free Part A program). Ever since the Medicare program was enacted in the 1960s, the law has said that Part B monthly premiums be set at a rate that would cover 25 percent of the costs of running that program. The bulk of Medicare Part B costs (75 percent) come out of the general funds of the Treasury. So right up front, senior citizens must realize they are getting a heavily subsidized deal from Uncle Sam when it comes to Medicare.

Still, as health care costs rise, the Medicare Part B premium also has to go up to keep pace with the 25 percent cost requirement. Normally,

If I am reading national polls correctly, the majority of Americans claim they want smaller government and decreased federal spending. But if the emails I get are any indication of what people actually think, then what they are really saying is this: “I want less government spending for all those other people, but more for myself!”

My email inbox has been deluged with gripes and rants about the recently announced 0.3 percent cost-of-living increase in Social Security benefits scheduled for next year. Here is a typical reaction: “How can our government be so #&!? cheap? All my bills go way up, and they are only going to give me a lousy extra five bucks a month!

I worked all my life, and I deserve more from the feds now that I am retired!”

Over the many years I have been writing this column, I have probably explained the politics and policies associated with Social Security’s annual cost-of-living adjustment a hundred times. So I am not going to go for 101. But I will make two points quickly.

By law, the annual COLA is based on the increase in the Consumer Price Index as measured by the Department of Labor. That index shows that the rate of inflation has been at some of its lowest levels in decades. That, of course, is normally good news. I clearly remember the late 1970s and early 1980s when inflation was running in the double digits. And here is an interesting sidelight to the COLA history story. By all means, you can stick with what works for you. That being said, most people find that by adding a little healthy protein and fat, you can stick with your eating plan with less hunger or discomfort. Losing weight can make people feel a little uncomfortable. some seniors are unaware that they’ve been signed up, in part due to the flood of mail they get around their 65th birthday from insurers marketing their Medicare plans. This makes it easy to miss a notice of seamless conversion or fail to understand the letter.

It can also have serious financial consequences. Medicare Advantage plans tend to be HMOs and PPOs with limited provider networks.

If you unknowingly get enrolled in a Medicare Advantage plan and receive treatment from a doctor who’s not in the network your medical bills may go uncovered.

Automatic Medicare Advantage Enrollment Causes Confusion

Consumer advocate groups like the Medicare Rights Center is pushing for a change in the rules. They want it set up so beneficiaries must respond to the letter/invitation before they’re enrolled, versus having to opt out of automatic enrollment. In the meantime, here are some things you can do to protect yourself from unrequested Medicare enrollment.

DEAR SAVVY SENIOR: I will be 65 in a few months and I recently pre-enrolled in original Medicare. But last week, I received a member card in the mail for a Medicare Advantage plan that I did not enroll in. What’s going on?

Medicare is so confusing with all the different choices, and now it seems like I’m getting automatically enrolled in a plan I didn’t even choose. Is this a scam? -- New to Medicare

Dear New: It’s not a scam, but it is a growing problem the Centers for Medicare and Medicaid Services needs to resolve. Here’s what you should know.

Automatic Enrollment:

When Americans first become eligible for Medicare – typically at age 65 – they can choose to enroll either in original Medicare, or they can opt for a Medicare Advantage plan, which is offered by private insurance companies. But some people, like yourself, are being enrolled in a Medicare Advantage plan without your knowledge.

Here’s how it’s happening:

Before becoming eligible for Medicare, many people are covered by a commercial or a Medicaid health care plan run by a private health insurance company. These insurers often operate Medicare Advantage plans too.

Self Protection:

Every one approaching age 65 should carefully read all mail received from your current health insurance provider. If you come across anything suggesting that the insurance company intends to enroll you in a Medicare Advantage plan that you do not wish to have, contact the insurer and decline to be enrolled.

Also, to be safe, about a month prior to Medicare eligibility, call your current insurer to confirm that you are not being automatically enrolled in a Medicare Advantage plan.

If you are enrolled in a Medicare Advantage plan against your wishes, call Medicare at 800-6334227. People in this situation have been allowed to convert to traditional Medicare without having to wait until the next open-enrollment period, or enroll in a different Medicare Advantage plan that they choose. It even might be possible to be retroactively enrolled in Medicare so that out-of-network expenses already incurred are covered.

belonged to my grandmother. It is shaped like the head of a lady. When I visited her as a child, I always asked to see it. Sometimes she would tell me to go in her garden and pick small flowers to put in it. It stands about 4 inches tall and is in mint condition. The lady is wearing a light blue hat with pink flowers.

She has long eyelashes and real earrings.

For NFL, More Means Less

The NFL is under siege, and some industry analysts are pointing at the great American game’s sudden decline in TV ratings as proof. According to Nielson, the company most trusted to tell us about who is watching what and when, ratings this season are down somewhere between 10 percent and 15 percent, depending on the day you’re watching.

Is there any reason to worry? Of course not. The NFL is still the most-watched programming in these United States. During this decade, the NFL Sunday Night Football broadcast on NBC is the most-watched television series there is, averaging a little over 15 percent of all households watching TV. The lowest-rated games still dwarf the number of people watching anything else. More than 200 million individual viewers have tuned in to watch a game over the past five years. That’s more than 60 percent of our entire country.

So broadcasters and advertising agencies can rest easy. Still, anytime any commodity’s value drops by 10 percent in the growth-obsessed American business model, there is an issue that needs to be addressed. A backup quarterback kneeling for the anthem is not causing 20 million people to tune out. Certainly the counter-programming of the election debates factors into the decline, but it’s more likely a case of the NFL shooting itself it in the foot, and that problem lays squarely at the feet of commissioner Roger Goodell and the team owners.

This is a league that delights in destroying their players. They will fine their biggest stars the equivalent of the manufacturer’s suggested retail price of a Buick for the crime of taking off their helmet or pressing a finger to their lips after scoring a touchdown.
