on, all the way down to “sixth rate,” and this rating system described how large they were, how many sailors were on board, and how many guns they had.

SAILING TERMS It's surprising to see how many common words we use in our everyday vernacular that have nautical origins. Here are just a few examples: • Makeshift wooden blockhouses would often be built on the decks of ships, providing extra quarters for sailors. When invaders boarded the ship, sailors would enter these blockhouse quarters, close and lock the doors, and then start shooting through holes in the planks. This set up a withering crossfire on the deck of the ship few pirates could withstand. The phrase “closed quarters” came out of this practice, and “close quarters” now denotes any situation in uncomfortably tight proximity.

• The Dutch word “vrijbuiter” means “free booter” and described pirates, rogues, and privateers who could be hired to wage wars on the open sea, or paid to provide a blockade at a crucial port. The term transferred into Spanish and then French before coming into English as “filibuster.” In the 1800s the American government hired many of these privatelyfunded fleets to destabilize central American countries, and “filibuster” came to mean any sort of blockade or stonewalling that killed forward momentum.

• In the 1600s, British war ships were divided into “first rate,” “second rate,” “third rate,” and so

So don’t ignore your neighbor’s complaints about your dog’s excessive barking. Instead, first find out whether you have a dog problem or a neighbor problem. Do a little sleuthing. Leave the dog with a friend or relative, or board him at a local kennel for a few days. During that time, ask your neighbor whether the barking has been a problem.

If he complains even when the dog isn’t there, you have a neighbor problem. But if the dog turns out to be the culprit, there are adjustments that can and should be made to your behavior, the dog’s environment and/or the dog’s temperament.

By the 1880s, Hartman had 150 tea outlets across the eastern U.S. • When Congress levied a tariff on tea to increase revenue, profitability of tea dropped. Hartman’s sons convinced him to add other items to their tea shops, including baking powder, sugar, condensed milk, spices, and butter – all packaged in Atlantic & Pacific wrappings.

GROCERY STORES • Born in Maine in 1826, George Gilman ran a profitable tea company in the 1860s, a time when tea was one of the most profitable items a grocer could sell. When the first transcontinental railroad linked America’s East Coast to the West Coast in 1869, Gilman took advantage of the new mode of transportation by starting the Great Atlantic & Pacific Tea Company, distributing tea to merchants from coast to coast.

• In 1901, Gilman died without leaving a will, and his numerous heirs filed suit. Hartman declared that Gilman had given him half of the company in a verbal agreement in 1878, and provided accounting records that backed up his claim.

ANSWER: Fifty thousand units a week is frequently given for eight to 12 weeks in people with significant deficiency in vitamin D, and people often then are switched to a daily dose of 1,000 to 2,000 IU. However, some people prefer a weekly dose, and 10,000 to 20,000 would be the usual dose.

Perhaps 10% to 20% of the time, in my experience, people do need higher doses, and 50,000 is not unheard of (some people have a genetic condition requiring high doses). However, this dosing should be guided by blood levels, and I certainly would feel better knowing that your mother has had her level measured if continuing this high dose. ***

Retroactive Social Security Benefits Explained

A few months ago, I briefly discussed the possibility of retroactive Social Security retirement benefits. But if my email inbox is any indication, I guess I raised more questions than I answered.

So today I will tackle the topic in more detail. Although the general rules are fairly simple, it can get a little complicated when you get down to the nitty-gritty of things.

In a nutshell, the rules say this: You can collect up to six months’ worth of benefits retroactively, but those benefits can’t include any reduced retirement payments. Or, to put that another way, you can’t get any retroactive benefits if you are under your full retirement age. Here are a few quick examples to help explain the rules.

-- Ann is 68 years old when she finally decides to sign up for her Social Security. She can elect up to six months’ worth of retroactive benefits.

-- Frank is 66 years and 6 months old. His full retirement age is 66 years and 2 months. He can choose to collect up to four months’ worth of retroactive benefits. (He can’t be paid any retroactive benefits before his full retirement age.)

-- Allison is 64 years old when she applies for Social Security. She can’t get any retroactive benefits because she is under full retirement age.

So, the rules seem pretty straightforward.

There are no retroactive benefits payable if you are under your full retirement age. But alas, it’s not quite that simple. And to illustrate why, let’s use another example.

On Oct. 10, 2019, Henry, 63, called the Social Security Administration 800 number to discuss the possibility of filing for Social Security retirement benefits. After talking to the SSA agent, Henry learned he was eligible for benefits. But he said he wanted to think things over. On Dec. 3, 2019, after getting a follow-up letter from the SSA, Henry called back and said he was ready to file. Henry was given the option of starting his benefits in December, or he could select October as his starting date.

Some readers might wonder why Henry could get two months’ worth of retroactive benefits if the rules say no such payments can be made if you are under full retirement age. The answer is because those two months are technically not retroactive payments. When Henry called the SSA in October, the system set up what is known as a “protective filing date.” So, when Henry actually filed his claim in December, they were able to use October as his starting date. Henry thinks he got two months’ worth of retroactive benefits. But he really

didn’t. His payments simply began with the date of his protected October phone call to the SSA. This protective filing stuff can get a little

messy, and I’m not going to delve too deeply into the mechanics of the process. But I will make one more point because it does get into today’s discussion of retroactivity. If you contact the SSA and the agency establishes a protective filing date for you, you generally have 60 days to either file a claim or let the SSA know you don’t want to do so. And the SSA is supposed to send you a letter prior to the expiration of that 60-day time frame to let you know the clock is ticking. But if they fail to do so, that protected date remains open.

To illustrate, let’s go back to Henry, who

contacted the SSA on Oct. 10, 2019 about filing for Social Security but decided to wait to think about it.

And this time, let’s say the SSA never sent him the follow-up letter. Finally, eight months later, in June 2020, Henry contacts the SSA again and says he is ready to file. He would have the option of being paid all the way back to October 2019. But again, legally, these would not be eight months’ worth of retroactive benefits. It would simply be as if he filed his claim in October 2019.

All of the above explanations and discus sion was just to establish the general rules about the payment of retroactive benefits. But by far the most common questions I got about the topic came from folks who are well over their full retirement age who wanted to claim retroactive benefits. Here is a typical question:

You get an extra two-thirds of 1% added to your full retirement rate for each month you delay starting your Social Security checks after age 66. That comes out to a 32% increase if you wait until age 70. (There are no increases after you turn 70.) So if you file for your retirement benefits at 70 and claim six months retroactively, you will give up the twothirds of 1% increase for those six months. That comes out to 4% less.

You are one of maybe 100 people who asked me a similar question. But here is what I can’t figure out about your plans: Why wait until age 70 and then claim the six months’ worth of retroactive benefits? Why not simply start your Social Security checks when you are 69 and six months? You will end up with the very same amount of money. You will just get it in monthly installments as opposed to getting the one big retroactive check.

The way I see it, if you wait until 70 and then claim the six-month retroactive check, it’s like you loaned the government all that money for six months and then they pay you back once you reach age 70, without interest. So why wait? Maybe some people just like the idea of getting a big check from the government? Maybe some people do it for tax reasons? Who knows?

Enclosed is a photo of our June 1999 purchase of a framed Thomas Kinkade lithograph. It is titled “The Garden of Prayer” and numbered 3528 of 3950.

The print is 30 inches high by 40 inches wide. The frame is antique gold and measures 39 inches by 49 inches. We have the certificate of authenticity and additional original documents all in a vinyl-clad folder.

One of the documents has the words “This Limited Edition Lithograph Was Additionally Hand-Highlighted By A Thomas Kinkade Master Highlighter.”

It has been displayed in our home since 1999 and is in perfect condition.
