Consider Filing for Benefits This Month

I write a column similar to this one every January. But I don’t mind plagiarizing myself, as the column contains a very important message for people planning to retire in 2019.

January is a critical month for the hundreds of thousands of potential Social Security beneficiaries who are reaching 66, their so-called full retirement age, in 2019. The important message: All of them should at least consider the possibility of filing for their benefits this month, even though they may not be reaching their retirement age until later in the year.

Please note: This technique should not be employed by folks who plan to use the soon-todisappear maximizing strategy called “file and restrict” (still available to people turning 66 in 2019), because that procedure requires you to wait until age 66 or later before filing for benefits. File and restrict has been discussed countless times in this column and won’t be discussed today, other than to point out that it involves filing for benefits on a spouse’s account and delaying your own retirement benefits -- usually, until age 70.

Even if you are not using the file and restrict strategy, you may want to delay filing for your own Social Security benefits until 70 in order to get a 32 percent delayed-retirement bonus. In this case, you, too, should forgo the procedure discussed in this column.

But if you are not interested in either of those strategies -- and plan to start your benefits at 66 in 2019 -- then, as I said, you may want to consider filing for benefits in January.

This early filing timeframe results from some quirky and complicated features of Social Security’s earnings penalty provisions. Those provisions generally keep seniors who are still working off of Social Security’s rolls until they reach that magic “full retirement age.”

The law essentially says if you are over 62 but under your full retirement age and still working full-time, you are not eligible for Social Security.

Specifically, the rules require that the SSA deduct $1 from any retirement benefits you might be due for every $2 you earn over $17,640 in 2019.

However, the rules say that once you reach your full retirement age, you are due full Social Security benefits -- even if you are still working, no matter how much money you are making.

Let’s follow an example. Let’s say Ed was born in July 1953, which means he’ll reach his full retirement age of 66 in July 2019. And let’s further say that Ed generally makes about $80,000 per year and he plans to continue working indefinitely.

Based on the earnings penalty rules I briefly outlined above, Ed figures he must wait until July (his full retirement age) to begin collecting his Social Security benefits. At that magical point, the earnings penalty rules no longer apply, and he can get his Social Security. Prior to that, he’s making way more than the $17,640 income threshold.

But here is why Ed should consider applying for Social Security in January: Congress set up a more lenient earnings threshold for the year you reach your full retirement age. Specifically, it says you can earn up to $46,920 between January and the month you reach your full retirement age and still get Social Security benefits. Even if you earn

more than $46,920, for every $3 you exceed that in January.

Vitamin E Unlikely to Cause Ill Effects

DEAR DR. ROACH: I’m a 47-yearold female in good overall health. About six months ago, I began to take several supplements, one of which was vitamin E (200 IU). I had no noticeable adverse reactions to any of the supplements. About 10 days ago, I started taking 400 IU of vitamin E. Right about the same time as this increase, I began having painful stomach cramps, diarrhea, nausea and tiredness. After a week of this, someone suggested that the vitamin E might be the cause. I have stopped taking it and have even avoided foods high in vitamin E. Three days later, I’m still having the diarrhea and other symptoms. If the vitamin E was the cause of the symptoms, shouldn’t they have gone away by now? -- K.B. ANSWER: Vitamin E is a fat-soluble vitamin, so it is possible for levels to build up in the body if it’s taken in high doses for long periods of time. However, toxic effects are unlikely at less than 1,500 IU daily, which is far higher than what you have been taking. Bleeding is one risk at high doses, as is a theoretical deficiency of vitamin A and D.

ANSWER: The prevalence of low magnesium depends on the population. About 2 percent of the general population has low magnesium levels, but among people with diabetes, the rate is about 25 percent. In people who abuse alcohol, the prevalence may be as high as 30 to 80 percent. Some diuretics used for high blood pressure predispose a person to magnesium deficiency. High magnesium foods include leafy green vegetables, nuts, cereals and avocados.

The most common symptoms of severe low magnesium are loss of appetite and muscle tremors and weakness. Magnesium is necessary for potassium and calcium balance, so these can be deficient in cases of low magnesium. Since only a small amount of body magnesium is in the blood, magnesium deficiency should be considered in people with unexplained low calcium and potassium.

Low magnesium is rare in nondiabetic people who eat a good diet. I don’t recommend magnesium supplementation for low-risk people with no symptoms. Symptoms of low magnesium should be evaluated by a physician and not selftreated. Only those with diagnosed low magnesium should take a magnesium supplement.

Rating VA Hospitals

When you need a hospital, where do you go?

If you have a choice of locations near you, including a Department of Veterans Affairs hospital, how do you choose?

A Dartmouth Atlas Project study just concluded that VA hospitals generally outperform civilian hospitals in most of the country. They looked at Hospital Compare data, the online feature of Medicare.gov, and studied the data from 121 markets that included at least one VA facility.

I hate to use the word “skewed,” but when you try to look at the information, and cut and dissect it, the words can start to lose meaning. For example, in describing the findings, the language in the VA press release is strained: “VA hospitals provided the best care in most referral regions and rarely provided inadequate care. VHA hospitals provided the best care in most referral regions and rarely provided the worst care.” What, in practical terms, does that even mean when it comes to picking out a hospital?

VA hospitals were found to be best or above average for heart failure, pneumonia or heart attacks.

At least half the time in local markets, VA was the best in areas such as death rates after surgery, broken hips from falls after surgery and blood infections after surgery. They looked at pneumonia, COPD, heart failure and acute myocardial infarction, as well as 11 patient safety issues.

But the authors of the study parted company with the VA in their conclusion about using civilian community care. They say the practice needs to be re-examined; the VA says it doesn’t.

One thing to consider when looking at the results of this study: The co-writing group, Dartmouth Atlas Project, only studies information it gets from Medicare.gov Centers for Medicare and Medicaid Services (CMS), which means patients age 65 and up. * * *

stone platter. I purchased it an antiques shop for my sister. She recently mentioned she doesn’t have a large platter for holiday dinners. It is oval, measures 20 inches by 15 inches and is in mint condition. It is decorated with a brown countr y winter scene that shows people gathering in winter clothes at the family homestead. A team of oxen pulls a sled piled with logs. Animals are headed for a dark-red barn. Icicles hang from the buildings. And a turkey is featured in the foreground. A border of leaves and acorns surrounds the edge of the platter. On the back is a mark with an eagle and the words “Home For Thanksgiving -- Historic America -- Johnson Bros. -- Pat. 111255 -- Made in England.”

It was not known at the time that it would be the series finale since a fourth season was expected, but ultimately cancelled. CBS needed to find some room on the schedule for “Gunsmoke,” the favorite show of Babe Paley, wife of network president William Paley. So Gilligan got the axe and, at least as far as viewers know, the cast is still stranded somewhere in the Pacific.

• Most of the actors were paid on a straight salary with residual income that ceased in 1968. However, Dawn Wells insisted on a clause in her contract guaranteeing residuals from syndication in perpetuity. The clause was granted because no one imagined the show would still be in syndication 50 years later.
