Most noteworthy, about 78% of the people who qualify for these deals do not pay the account in full at the appointed time, for whatever reason. Life happens. You use the money in the bank for some more urgent situation. That means you’re stuck with enormous payments plus all the deferred interest on that nifty TV (or whatever) that, by then, is no longer new and is worth much less than it was the day you thought you got such a steal.

BETTER IDEA

My advice? Don’t even think about these kinds of come-ons. If you can afford it, pay for it.

Are we failing our animals?

Nearly half of the millions of dogs and cats that enter America’s shelters every year never make it out. Whose fault is this?

Does the blame lie squarely on the shoulders of those who fuel, directly and indirectly, the lucrative puppy mill industry, including pet stores and puppy brokers?

What about so-called backyard breeders?

Many are responsible dog lovers who offer purebred pups that are healthy and come with proper early socialization to people willing to pay a premium for a specific dog. Are they part of the problem?

And what about the people who look to these breeders for their dogs, instead of adopting from their local rescue or shelter?

Is it the fault of every single individual who declines to spay or neuter their pet?

More than anything, I believe we are failing our animals because of an underlying notion that they are disposable. They’re great -- until there’s a problem.

And that’s the problem.

Too many people fail to see a behavioral issue as a problem that needs a solution. Instead, they turn on the dog. The formerly great dog is now a problem dog -- instead of a great dog with a problem. What’s the easiest way to deal with a “problem” dog? Take him to the shelter. And that’s how good dogs end up sitting alone in cages hoping for homes.

Of course, there are other “reasons.” Some relinquish their dog to a shelter because they have to move, or developed allergies, or were wiped out by divorce. Sometimes the dog gets sick. Sometimes he just gets old. Any way you cut it, our dismal shelter population is what it is largely because people give up on their pets for no good reason.

We’d be building orphanages at the rate we do prisons if parents were allowed to treat their children this way.

Privatizing Social Security Q:

I am doing a school report on plans to privatize Social Security. What can you tell me about this subject?

A:

That’s a topic that used to be all the

rage back in the 1980s and 1990s. But ever since the almost catastrophic financial crash in the late 2000s, saying you want to turn Social Security over to Wall Street brokers (i.e., to “privatize” Social Security in the traditional sense of the term) is like saying you want some monkeys with a dart board to make financial decisions about our nation’s primary means of supporting older folks, people with disabilities and surviving widows, widowers and children.

Still, some persist in claiming that Social Security should be managed more like other public pension funds. Most of those funds have a diversified portfolio, with a variety of investments.

On the other hand, every nickel of Social Security assets are invested, by law, in U.S. treasury notes, considered by everyone the safest of all places to stash your cash. What most folks who advocate putting Social Security funds into private markets can’t comprehend is the immense size of the Social Security trust funds. If a large public pension fund (like many teacher’s retirement funds or police and firefighter funds) are piggy banks, then Social Security is Fort Knox. Many public funds have billions of dollars in assets. Social Security has trillions. You simply can’t compare them.

To put it another way, Social Security makes up about one-fourth of the entire federal budget.

You simply don’t take a quarter of our country’s budget and put it on Wall Street. After all, would you want the federal government, via the Social Security trust fund, to be the major owner of Apple stock or the primary investor in Phillip Morris?

A more reasonable approach to “privatizing” Social Security would allow individual taxpayers to use private or managed accounts to supplement future Social Security benefits. And when you hear talk of such proposals, please remember to ask this question: Is it a carve-out plan or an add-on plan? There is a huge difference.

Both plans involve requiring younger workers to contribute money to an IRA-type account that would offer several investment options. The worker could choose a safe but generally low-yielding account or a riskier but potentially more rewarding one. The investments from this account would then be used to augment Social Security retirement benefits.

But the difference lies in the funding details. In a carve-out plan (these are usually the plans touted by Republicans), the worker’s IRA investment would be funded with a portion of his or her Social Security payroll tax. For example, currently 6.2% of a worker’s salary is deducted for Social Security taxes. A carve-out plan might specify that 4.2% continue to be used to fund Social Security, while 2% would be funneled into the private account. In other words, this plan gets its funding by carving it out of the current Social Security system.

On the other hand, an add-on plan (the plans usually touted by Democrats) would require a worker to contribute an extra amount to fund the

I described it to my optometrist, and he also diagnosed ocular migraine. I wanted another opinion, because the only symptom I had was the oil, no headache or visual disturbances. The piece of furniture in this photo is at least 78 years old. I remember it as a small child and have always found a place for it in my homes. It has no markings to indicate the manufacturer or retailer. It was originally stained brown, and I had it stripped and refinished. It is 23 inches high and 12 inches deep.

You have a late 1900s Victorian stand.

The mushroom pulls, curved legs and foliate spoon carvings are representative of country Victorian furniture. It can be difficult to distinguish between hand carvings and machine carvings. Before the Industrial Revolution, furniture was handmade by cabinetmakers. A hand-carved piece would have inconsistencies and variations in the pattern as well as tool marks.

Handmade furniture in small shops gave way to the age of the machine in the Victorian era and large factories sprang up. They used new technologies that could quickly mass-produce furniture that was affordable. They used machines and tools capable of making identical patterns and designs.

The term spoon carving is used because it looks as though a spoon was used to carve the pattern.

At the turn of the last century, china painting was popular among women who were homemakers. They purchased blanks -- undecorated pieces -- and hand-painted them. Many of the amateur artists signed their names and the date. The Ceramic Art Co. became Lenox Inc. in 1906.
