For the 19 weeks of the fair’s operation, more than 1.4 million people rode the Ferris Wheel, each paying 50 cents for the 20-minute ride.

• Unfortunately, the wheel created numerous legal issues for Ferris, who was forced into bankruptcy just three years after the fair closed.

Recently, while I was out training a client’s dog, I became involved in an incident with another dog. It was as preventable as the deaths by car I covered last week. I don’t say that to place blame.

I say it to inform, to hopefully prevent it from happening again.

While I was working with my client’s dog, I saw a woman get out of her car with her puppy, who was on a slip leash. Not two minutes later, that same woman was running down the street screaming bloody murder.

She had fastened her pup’s leash to a chair outside of a juice bar. She stepped inside to get a juice. Moments later, a motorcycle drove by. The sound of the loud motor scared the dog, who flipped the chair, slipped out of the leash and was gone in seconds.

Seconds.

I helped the woman look for her dog, a 4-month-old puppy, but we had no luck. I’ve since talked to her by phone, and the pup still has not turned up. In addition to her own despair, she had to explain what happened to her three young children.

It’s not like this woman is the first person to tie her dog up for a minute while they run inside for something -- a coffee, a gallon of milk, to mail a letter or even for a quick bathroom stop. People do this all the time. But just being common practice doesn’t make it smart.

Any number of things can happen when you leave your dog unattended on a public street.

For one, he can vanish. That’s right -- dognappings.

Most passersby aren’t paying attention to who tied which dog to which post. It’s so easy for someone to simply untie a dog and walk away, in hopes that the neighborhood will soon be plastered with “Lost Dog -- Reward” signs.

The Social Security Benefit You’ve Never Heard Of Q:

I will admit I am a bit of a wonky nerd. I like researching arcane bits of historical minutiae. Recently, I got interested in Social Security BIC codes. I was able to figure out most of the benefits associated with each code. But one puzzled me: the “J” BIC, which my limited research said are “special age 72 benefits.” I know about the enhanced benefit you can get if you wait until age 70 to claim your benefit. But is there some hidden extra benefit you can get at age 72?

A:

Gosh, talk about a blast from the past.

I haven’t heard any mention of Special Age 72 benefits, usually referred to as Prouty benefits, for about 30 years. It makes for an interesting story, which I will share in a minute. But first, I will give a quick answer to your question. No, there are no longer any hidden benefits you can get at age 72.

Also, before I get into the story about Prouty benefits, I should explain your reference to “BIC” codes. BIC stands for Beneficiary Identification Codes. They are simply letter codes that designate the various kinds of Social Security benefits. There is no alliteration attached to these code assignments. In other words, you might think that “R” would designate retirement benefits or “S” might refer to spousal benefits. But that’s not the way they were set up. It’s just a straight alphabetical progression of all Social Security benefits.

For example, “A” stands for retirement benefits. “B” was assigned to designate benefits to a wife. (Later, when benefits to husbands were added to the law, they became “B1” benefits.) “C” is for children’s benefits. “D” is for widows. And it keeps on going, all the way to “W,” which refers to benefits for disabled widows. If you are curious about these codes, just Google “Social Security BIC codes” and you will find the complete list.

Anyway, there in the middle of the pack of codes you will find “J” benefits. You will also find “K” benefits. “J” is used to designate a Prouty beneficiary, and “K” is the wife of a Prouty beneficiary.

In a nutshell, Prouty benefits were set up in the 1960s to pay a small monthly stipend to people who were too old to have had a chance to work and pay enough taxes into the Social Security system to become insured for regular Social Security benefits. The sponsor of the legislation was Senator Winston Prouty of Vermont.

I have no idea if this story was true or not.

But back in my early days of working for the Social Security Administration, when Prouty benefits were still being routinely awarded, the word being spread from one SSA rep to another was that Prouty had parents who didn’t qualify for regular Social Security, so he crafted this legislation to help out mom and dad (and eventually, hundreds of thousands of others).

I don’t recall all of the rules. But I believe a Prouty beneficiary with no Social Security work history had to be age 72 before 1968 in order to qualify for a monthly check that I think was less than $100. There also were other rules for people who had some Social Security covered work, but not enough to qualify for regular Social Security benefits. Or they might have had enough work to get a very small Social Security check. But if the Prouty rules would pay them more money, they

The electric stained-glass lamp seen in this photo originally belonged to my grandparents. It had been in their home for as long as my mother and her siblings can remember. The stained-glass colors include bright red-oranges, orange, y e l l o w and deep green. It has two light bulb sockets with pull chains and the original wiring.

The overall height is about 20 inches tall, and it is in Artist William T. Scudella was born excellent in Chicago. condition.

Can you tell me anything about the histor y of my lamp?

Your stained-glass lamp with a cast metal base can be attributed to the artist William T. Scudella. He recreated Tiffany-style lamps in the last quarter of the 20th century.

Scudella was born in Chicago in 1909. He was an apprentice to his father, Teddeo, who worked with Louis Comfort Tiffany in the early 1900s. He also studied painting in Italy. Scudella moved to South Haven, Michigan, around 1973. While there, he recreated Tiffany stained-glass lamps with floral designs in bold bright colors. He died in Michigan in 1990.

They made floor and wall tile and continued to use the Cronin China Co. name. Similar sets of dinnerware are out of favor with collectors. People prefer to have dinnerware that can go in the dishwasher and microwave. If you plan to add to this pattern, try searching for matching services on the internet.
