Noah Webster • Noah Webster was born in Connecticut in 1758, not long before the American Colonies started to agitate for freedom from England.

• Webster felt that language was constantly evolving, and that spelling should evolve as well.

He was tired of the confusing British method of spelling. He set out to standardize the American lexicon, since Americans spoke many dialects in which they spelled, pronounced, and used words differently. Webster learned to speak 28 languages so he could understand their origins.

He then spent the next 20 years assembling the first American language dictionary, in which he instigated sweeping spelling reforms.

• Webster changed “c” to “s” in many words like “defense”; swapped “re” for “er” in words like “center”; turned “ou” into “o” in words like “favor”; and dropped double consonants in words like “traveling”. “Plough” became “plow”; “draught” became “draft”; and “publick” became “public.” Other reformed words failed to catch on: “wimmen” and “tung” and “masheen.” He also added entirely new, allAmerican words such as skunk, hickory, and chowder.

• He hung his shingle as a licensed attorney but but found the work altogether unfulfilling, so he decided to become a school master instead.

He then found himself back again facing all the problems he deplored about the American school system, but he was now in a position to work on correcting things.

• Classes were still crowded, pay was low, and the text and reference books were dismal and not what he felt American children deserved.

One of his greatest issues was that the only text books available to students were all published in England. They glorified English culture while ignoring all things American, and they adhered to confusing and archaic spelling rules followed by the English aristocracy.

Lastly, make sure you are ready to offer lots of emotional support and encouragement.

“There is definitely a problem with aggressive dogs. There are hundreds of reported dog bites in our (Brevard, Fla.) county alone every month. Nobody seems to know what to do about it.

I have a simple solution.

“We need simple laws that make the dog owner totally responsible for the actions of their dogs. It could say, in effect, we don’t care what kind of dog you have, how many or how you train them, but we will have your head on a platter if your dog harms anyone.

“If the owner truly needed to be concerned about the consequences of his dog’s behavior, the owner would automatically make sure the dog would not do anything that would lead to adverse consequences. He would take care of training, veterinary care, etc. If he did not know how, he would find out.

“The problem now is, dog owners practically have a license to kill. Dogs can cause serious harm to innocent people, and the owners get a slap on the wrist. A dog owner has little to fear because the laws are written and enforced in a way that strongly favors the dog owner and they provide such mild penalties.

“If we had laws like I propose, you wouldn’t have to persuade and cajole owners to get them to properly train their pets. The owners would beat a path to your door to make sure they had proper training for their pet. Or they wouldn’t own one.”

While I have mixed emotions about people beating a path to my door, I do love the idea of everyone having properly trained pets -- just as I love the idea of everyone having polite children and well-behaved congressional representatives.

What a wonderful world it would be.

Money Doesn’t Always Buy Happiness

Well, I just spent another day answering emails from relatively well-to-do readers who want to know how to squeeze every last nickel out of their Social Security benefits. As someone who never really fixated on the accumulation of wealth, I’ve always wondered if all of this money they were trying to bleed out of the system was going to buy them happiness. I mean, if it does, then I guess that’s good. But I’ve mused before about how so many seniors seemed to be stressing out over decisions that may or may not add a few more crumbs to their already-stuffed Social Security cookie jar.

And it got me to thinking about a man I met in the early days of my career working for the Social Security Administration who was on the opposite end of the economic spectrum. In fact, he was the only person I ever met who said that he was getting too much money! I’ve written about him before. But I think it’s time to share his story again.

In 1973, I was working in a Social Security branch office in a small farming community in central Illinois. Congress had recently passed the Supplemental Security Income program. As I’ve explained many times in this column, SSI is not a Social Security benefit and is not funded by Social Security taxes. It is a federal welfare program for low-income elderly and disabled people that happens to be managed by the Social Security Administration.

So, anyway, in the early 1970s, SSA employees were sent on a mission to help as many people as possible to apply for the benefits of the new program. But those “benefits” weren’t really all that impressive. At the time, the Supplemental Security Income program could supplement someone’s income up to $160 per month. In other words, if a person was getting a $120 monthly Social Security check, and had no other income, he or she could get an additional $40 from the new SSI program.

(Gosh, it may seem to some of my younger readers that I am writing about the Depression era.

I even find it hard to believe people were living on $160 per month, or less, during my lifetime!)

Well, one of the folks I came across in our efforts to find people potentially eligible for SSI benefits was an old man living all alone in a threeroom house on the outer fringes of our little town.

I’ll call him Don. Don was about 70 years old. He was single and living on an $80-per-month Social Security check. That was his only income in the world. His little house, which he had inherited from his mother, was paid for. And with the help of food stamps and some assistance with his utility bills from a local government agency, Don managed to get by on that small amount of income.

When he came into the office to see me, I explained that the new SSI program would double his monthly income. Instead of receiving just $80 per month from Social Security, he would get an additional $80 per month from SSI. His monthly income would go up to a whopping $160! But surprisingly, Don was reluctant to sign up. He explained that he was getting by just fine without the extra help. However, what convinced him to apply for SSI was the added bonus of automatic eligibility for Medicaid benefits. (Medicaid is the federal health insurance program for poor people, as opposed to

Having recently read a biography about Yerkes, I developed a new interest in the shaving mug and hope to learn more about our mug and the maker. Were shaving mugs produced in quantities or was each piece unique?

Although I would never sell it, I am certainly interested in knowing its value.

English Biscuit Jar Holds Cookies Q:

Enclosed is a photo of a silverfooted container that I have. I was told it is a biscuit jar. Marked on the bottom are the words “Mappin & Webb - Sheffield - London - W2648.” It has a hinged lid, stands about 9 inches tall and is in perfect condition.

I would appreciate any information about the maker and estimated value of my container.

A:

Mappin & Webb made your silver-plated biscuit jar. Cookies are referred to as biscuits in England. Jonathan Mappin started out in Sheffield, England, in 1775. They opened a store in London in 1849, and the name was later changed to Mappin & Webb.

They produced silver plate and sterling silver objects.

They also created Mappin & Webb made this silver-plated jewelr y biscuit jar. for European royalty including Queen Victoria, Queen Elizabeth, Prince of Wales, Princess Grace of Monaco and the last Czar of Russia.

The mark “W2648” is the design number.

After several mergers and acquisitions, Mappin & Webb continues today to produce silver and jewelry and is also a retailer of luxury watches. Biscuits jars can be found made of porcelain, crystal, silver plate and sterling silver. They were in demand from around 1860 to the early 1900s.

Your silver-plated biscuit jar was made around 1900 and would probably be worth $125 to $225. ***

This mark is on the bottom of a porcelain shaving mug that belonged to financier and mass-transit developer Charles Yerkes. It has been in our family since my father’s aunt acquired it while she was a traveling

Tressemanes & Vogt used the mark you provided. Partners Emilien Tressemanes and Gustave Vogt joined together during the early 1880s to develop their decorating and exporting firm. In 1891, they began to produce their own high-quality porcelain in factories for marketing in the United States. In 1907, Tressemanes retired, and Vogt owned the business until it was sold in 1919.

Shaving mugs were popular from the late 1800s to around 1920. A plethora of mugs were produced for individuals in a variety of styles. Some were decorated with the name of fraternal organizations or occupations; others were specifically made with the owner’s name and were kept at the barbershop. Most were bought for use at home.

Your shaving mug was made around 1900 and would probably be worth $75 to $125.

• On April 22, 1915, German forces shock Allied soldiers along the Western Front by firing more than 150 tons of lethal chlorine.

The Germans were perhaps as shocked as the Allies by the devastating effects of the poison gas.

• On April 27, 1956, world heavyweight champion Rocky Marciano retires from boxing at age 31. He ended his career as the only heavyweight champ with a perfect record, 49-0. Marciano had started boxing in the Army to get out of kitchen duty.

• On April 28, 1969, following the defeat of his proposals for constitutional reform, Charles de Gaulle resigns as president of France. He had first resigned in 1946, but was called back in 1958 when the Algerian War sent nearly a million Algerians into France.

• Greek and Roman merchants shipped goods such as grain, olives, wine, and oil in vase-like vessels called “amphora.” An amphora indicated not only the container but also the weight of the goods inside the container. The word derives from the Greek terms “amphi” meaning “on both sides,” indicating the two handles on the container, and “phoreus” meaning “carrier.” It was customary to abbreviate any word with the first letter of that word combined with a tittle to indicate an abbreviation. So the abbreviation for how many amphorae of goods had been delivered would have looked like this: ā.

Through sloppy handwriting done in a rush, it eventually started to be written as @. The @ sign became universally used by merchants meaning “at the rate of,” such as: “They bought 13 kegs of apples @ $20 per keg.”
