President’s Report The 2023 season was eagerly anticipated by all members. We saw the implementation of a new VAFA Constitution and affiliation fee model in 2023 as the Board and Administration team set to implement the strategic direction of the VAFA. 2023 commenced with the first ‘in-person’ VAFA Club Conference since 2020, held at Holmesglen Chadstone in February. The Conference was attended by more than 100 representatives from 50 clubs and presentations were delivered by a number of presenters. On-field, the season began in April. The VAFA Football Sub-Committee, under Chair and VAFA Vice-President Frank Dunell, and Director in charge of Women’s Football Sarah Delbosc had everything in place to start 2023 season.

The VAFA, remains the largest senior football competition in the country with 70 clubs and a total of 9,500 registered male and 3,400 female players and 500+ umpires spread throughout 21 of Melbourne’s 31 Councils. Women’s participation is a key platform of our strategic plan, and it is the aim for the competition for further growth in 2024 and beyond. We welcomed new club Coburg FC into the William Buck Premier Women’s Competition in 2023. A key activity of the VAFA Strategic Plan is to develop a growth and development strategy for women’s football and I am comfortable this strategy aligns closely with feedback received from the Women’s Football Strategy Survey and also input and suggestions from our Women’s Football Advisory Group and Football Sub-Committee. We are looking forward to seeing this strategy come to life in future years.

Women’s participation is a key platform of our strategic plan, and it is the aim for the competition for further growth in 2024 and beyond.

This year there were in excess of 110 VAFA women’s players on VFLW lists and 159 males on VFL lists which is a testament to the great strides and recognition of the standard of our players. 2023 also saw the return of the Big V representative teams. The VAFA hosted the Perth Football League in a brilliant weekend of football. 2024 will see our senior men’s and women’s teams travel to Perth and there are plans to expand the representative programme with suitable opponents being sought. Umpiring is a key strategic focus with the need to recruit and retain umpires across men’s and women’s. We are very keen to promote women’s participation in umpiring and as such, the VAFA is still pursuing opportunities to build a state-of-the-art complex at Elsternwick. 2023 saw the establishment of the umpire’s satellite training facility in Bulleen and closer ties with both the Yarra and Southern Metro Junior Leagues for providing greater VAFA umpiring pathways. The vastly improved ground condition of Elsternwick Park is far better than 2022 and this year met expectations and acceptability for such a new facility. VAFA CEO Mr. Jason Reddick has worked tirelessly with Bayside City Council to improve the ground surface. Furthermore the VAFA is working with the Council in utilising funding of $1 million from the State government for new lighting and spectator amenities at Elsternwick Park and it is planned that these will be implemented in time for the 2024 season. From a Board perspective, respected VAFA Life Member and Board member Mr. Phil Stevens resigned mid-year from the Board for personal reasons. The board appointed Mr. Paul Newton to fill the casual vacancy resulting from Phil’s resignation. VAFA Treasurer Mr. Tim Habel stepped aside from this role in April and was replaced in this position by the newly appointed Board appointee Mr. Ben Verney. Despite the difficult economic environment, Jason, Ben and the finance team have brought a strong financial result by ensuring the VAFA budget was managed efficiently. As mentioned, the new Affiliation Fee model was ratified at the 2023 AGM and it resulted in lower costs and fees for most clubs. All regulatory documentations have also been brought up to date and new Auditors were appointed. Special note of appreciation to finance Sub-Committee volunteer Mr. Bryan Gibbs for his expertise, acumen and input.

The Governance Sub-Committee under Chair Vicki Durston and with Board members Sarah Delbosc together with Nicole Hall have overseen the implementation of the new Constitution and also updated the Board Charter and Director’s Code of Conduct and many of the VAFA Policies have been and continue to be assessed and updated. Risk management is at the forefront. The new VAFA Strategic Plan has also been implemented with the strategic direction, roadmap and plans for the next 5 years. As part of this direction, it is incorporating the landmark State Government Fair Access Policy Roadmap in these plans to ensure that the VAFA will always provide environments that are welcoming, accessible, and inclusive for everyone. The Community Sub-Committee under Tim Habel and Sean Walker introduced an Inclusion Advisory Group to support the development of the ‘VAFA Inclusion Strategy’, ‘VAFA Communication Guiding Principles’ and provide feedback on other current VAFA practices. Through this Sub-Committee, the VAFA commenced a partnership with the ‘Centre for Multicultural Sport’ and ‘Proud 2 Play’ that would result in the formation of the ‘Breaking Barriers’ program. This partnership and program are designed to support the VAFA to deliver greater education to all stakeholders around inclusive practice.

We are about the “Love of The Game” and our clubs offer more than just a game of football.

Furthermore, the VAFA in 2023 introduced for the first time the Carruthers Executive Coach of the Month and Australian Venue Co. Volunteer of the Month Awards in 2023. VAFA identities Mr. Warren Faul (MHSOB) and Ms. Olivia Crowe (Glen Eira) together with Mr. Peter Fisher (Mazenod) were the recipients of prestigious AFL awards. In 2023, the VAFA also entered its fourth season partnering with ‘Tackle Your Feelings’. Throughout the season the program was delivered to over 450 participants across 18 workshops. Our Commercial Sub-Committee with Chair and VAFA VicePresident Mr. Ivan Delac, General Manager Commercial and Media Mr. Glen Towers and board member Anthony Amad and the VAFA administration team are working with former Board member Mr. Oliver Gilbert on our Media and Digital Strategy. Some 2023 highlights included three-year renewal with VAFA Premium Partner William Buck – a special thank you goes to Lindsay Holloway and his team for their continued support. The VAFA welcomed new commercial partners in ComwireIT, Grill’d Healthy Burgers, Heaps Normal, MBSS Security Services, McMahon Hire Solutions, Opro Mouthguards, SKINS Compression, Sports Lawyer, Tackle Your Feelings and the Victorian Responsible Gambling Foundation. The VAFA on field apparel program was restructured – four partners in 2023 – Belgravia Apparel, CGR, TLA and Star Sub Apparel. In media, the VAFA reached a new strategic three-year agreement with News Corp Australia and renewed the RSN agreement providing great broadcast coverage throughout the season, while the VAFA Website received record traffic and the VAFA’s digital channels continued their strong performance. Over 1,000 people attend VAFA’s four marquee events in 2023, culminating in the Awards Night at Marvel Stadium.

In May last year, the Board appointed Mr. Jason Reddick into the role of Chief Executive Officer. Jason continues to make a positive impact at all levels and we thank him for his tireless work, and astute multi-skills which he has brought to the VAFA this year and into the future. We also recognize the efforts of all our VAFA administration staff for their diligence and extraordinary efforts during the year. This sadly is the last of my 16 years as a VAFA Board member and of my five years as President of our great Association. Under the new constitution, there is a limit to the number of years one can now serve on the Board. It has been a great honour to lead the VAFA. My time as President has seen great challenges especially during COVID. There have been many many highlights. We have seen the introduction, growth and impact of our women’s programme , the development of our diversity and community programmes and the continued strength of our clubs. I thank all board members along my journey and thank the VAFA Life Members especially Nick Bourke, Richard Evans, Phil Stevens, Ross Booth and Bruce Ivey for their encouragement and support. Special mention to Board member Anthony Amad with whom I have been on the board for the entire 16 year period of my Board tenure. Especially I would like to thank our wonderful clubs and members for your trust in me. To people such as Lawrence Tutton, Tom Brain, Peter Kagan, Rod Nancarrow, Chris Swinburne and Gary Nicholson I say thank you. Finally, spread across Melbourne with people of all backgrounds, we strive to be the most inclusive football competition in Australia. We are about the “Love of The Game” and our clubs offer more than just a game of football. Congratulations to all clubs who were premiership winners across our men’s, women’s, masters and U19 competitions. To our individual medal winners, B&F winners, leading goal kickers, well done to all. And most importantly, to all our volunteers and all Life Members we applaud and thank you for without you and your efforts and input, there would be no games. The VAFA is indeed a place for connectedness, comradeship and a safe haven for all, where we all belong.

Finance Report I have pleasure in providing this Treasurer’s report (Report) for the 13-month financial period ending 31 October 2023. VAFA is reporting a loss of $62,790 (Loss) for FY23. The following notes are provided to clarify the annual financial statements by summarising the major items responsible for variations to budget and to FY22 results:

13-month financial year - A change to the end of financial year date, from 30 September to 31 October, created a “oneoff ” 13-month financial year for FY23. The additional month of expenses incurred amounted to approximately $89,000 without generating any additional income. Prior-year timing errors - FY22 accounts did not accrue for the following revenue received and expenses paid in FY23. The net cost (approximately $17,000, per below) of these items has been absorbed into the FY23 accounts when the correct accounting would have been to record the revenue and expenses in FY22: i. Sponsorship instalment $30,000 ii. Bad debts ($8,000) iii. 2022 finals footballs ($20,000) iv. Accounting/audit fees ($14,900) v. 2022 warehouse costs ($4,100) Total ($17,000)

2. Profit and Loss (P&L) Complexities arise when comparing a 13-month financial year (FY23) to a 12-month financial year (FY22). Applying the above accounting changes and corrections to FY23, however, provides some resemblance to a “normalised” 12-month financial year. These combined changes improve the FY23 result by $106,000 and transitions the Loss of approximately $63,000 to a “normalised” profit of approximately $43,000 (Normalised Profit). The Normalised Profit compares reasonably to the FY22 reported profit of approximately $63,000, noting the FY22 profit is inflated by the prior-year timing errors (refer section 1(b) above).

3.1 Main Revenue Variations VAFA experienced significant growth in the following revenue lines from FY22 (Note: the following amounts have been extracted from management accounts and may not align directly with amounts shown in the financial statements due to groupings of several accounts): a.

Corporate partners - FY23 recorded a 53% growth of $166,000 in our “net Sponsorship income” (Sponsorship income less direct costs) from our corporate partners being $477,599, up from $311,787 in FY22. Note: the real growth year-on-year is $106,000, after adjusting for the prior-year accounting error (refer section 1(b)(i)).

Grants – FY23 grants from AFL and other charitable programs increased by $56,000, from $112,845 in FY22 to $168,620 in FY23.

c.

Finals attendance - The FY23 finals series produced a significant uplift in attendance, up from 35,200 (2022) to 45,760 (2023), an increase of 30%. Revenue did not increase in line with attendance for reasons that are not clear at this time. This income line amounts to 13% of annual revenue and, to a large extent, provides the highest level of financial risk due to the variability of Melbourne’s weather and the availability of gated grounds.

3. Comparing to FY23 budget The Normalised Profit also compares favourably to the FY23 budget, based on a 12-month financial year, which forecasted a minor profit slightly above break-even.

4.

New charges implemented in FY23

A number of new operational initiatives were implemented in FY23 that changed the way VAFA accounted for revenue: a.

Affiliation and umpire fees - Approved by members at the 2022 AGM were changes to the affiliation fee model and a “user pay” model for umpire fee charges. Combined, these fees total $1,417,103 in FY23 compared to $1,484,432 charged in FY22 for Affiliation fees, a decrease in revenue of approximately $67,000. Whilst the combined fee total for FY23 is comparable to the affiliation charges in FY22, the Board will conduct its annual review of all fee charges and report on its findings to members as soon as possible.

b.

Change in Apparel supply process – Following a commercial tender process, a new simplified apparel supply model commenced in FY23. Combined with the VAFA online store, an overall uplift in net revenue of approximately $20,000 was achieved in FY23. The large year-on-year variances in apparel revenues and costs (per the annual financial accounts), shown in “Properties division” and “Cost of Sales” respectively, is due to the change in recording commissions and licence fee revenue in FY23 compared to recording total gross sale proceeds and gross costs for apparel in FY22.

Establishment of a Player Registration Reserve – VAFA accounts for all player registration fees received over time and is holding an accumulated balance of $348,179, at 31 October 2023, in a separate bank account. Annual registration fees of approximately $110,000 have been recorded as a standard revenue item, however, these funds have not been expended to date. (Note: Announcements will be made in FY24 as to how VAFA intends applying these funds for players’ welfare). During FY23, the Finance sub-committee identified the need to record the commitment to utilise these funds in the Balance Sheet. As such, in the Balance Sheet as at 31 October 2023, a Player Registration Reserve of $348,179 has been established, being a transfer from Retained Earnings. Annual registrations fees received in FY24 and beyond will continue being transferred from retained earnings into the Player Registration Reserve and future budgets will be set to cater for this impact (refer section 7(a) below).

5. Statement of cash flows The statement of Cash Flows prepared by our Auditors shows a net increase in cash of $130,057, during FY23. The primary contributors were revenues generated from our Corporate Partners, Finals tickets and Player registration fees. The largest “net” increase in cash flow was from Player registration fees. Working Capital has reduced by $31,000 broadly consistent with the Loss for the year. If the Player Registration Account was excluded from Working Capital then the reduction would be $141,000. Notable changes in our balance sheet from 30 September 2022 to 31 October 2023 are: a.

Working capital items – contributing to the reduction in balances relating to Trade receivables (down to $170,568 from $752,995) and Trade and Other payables (down to $457,526 from $875,245) were: i. close financial management performed by the VAFA administration staff ii. the benefit of having an additional month after the finals’ period in September to collect debts and pay accounts iii. the new apparel process, implemented in FY23, removed the flow of funds from clubs to apparel partners, via VAFA Trade receivables and Trade payables (refer section 4(b) above). Player registration fees - are held in a separate bank account and shown as a working capital item, however, members should note that this bank account is held to cater for the Player Registration Reserve recorded in the Equity section of the Balance Sheet.

Transitioning into FY24

a.

FY24 Budget – management is preparing a draft budget aiming to deliver a small profit for FY24. At the time of writing, the Board has not reviewed the FY24 budget which will be assessed to ensure it captures: i. “year 2” deliverables of the 4-year strategic plan and sufficient revenue ii. additional surplus revenue equivalent to the value of annual player registration fees received in FY24 to maintain the value of Retained Earnings.

b.

Finance team restructure – In June 2023, the Finance subcommittee received Board support to commence a review of the finance function to develop and implement a new structure ensuring financial reports would be produced accurately, efficiently and timely. This review will be completed soon and we look forward to implementing the restructure early in FY24.

c.

Interim audit review – As part of the first-year audit procedures, our new auditors performed a mid-year review in September 2023. The review noted a number of moderate risk items which the Board has resolved to address during FY24.

Chief Executive Officer’s Report I am pleased to report that the VAFA has had a very progressive year in delivering on all the initiatives listed in the Strategic Plan that was first released in December 2022.

Football & Umpiring: • Protect the integrity, ideals, values and cultures of the VAFA. Established the core values of Respect, Integrity, Community and Inclusive based on overwhelming stakeholder feedback, as the principles behind all our decision making and operations. • Provide highly valued football competitions and positive playing and spectator experiences.

We were able to structure an even number of teams in 80% of our sections. Along with great effort from VAFA Clubs in the midst of overseas travel pressures, the average number of weekly forfeits were reduced by 43%, from 5.9 in 2022 to 3.4 in 2023. We worked closely with Bayside City Council and our fellow tenant Clubs to ensure the Elsternwick Park surface was returned to a premium state for VAFA Finals. We reintroduced Men’s and Women’s Representative Football, with both teams having terrific wins over their Perth Football League opponents. • Collaboratively stabilise and grow the women’s and men’s football competitions. Understanding that many of our Clubs are still facing challenges after COVID, we established a dedicated Club Support service to provide best practice information to assist Clubs in achieving long term sustainability. After extensive consultation, we issued the Women’s Football Strategy.

• Invest significantly in umpiring, recruitment, retention, resources, technology and experiences. We increased the Coaching resources to support our umpires, provided high tech match day communication sets for Premier umpires, established a new training venue in the Bulleen area at Koonung Reserve, and partnered with the YJFL in recruiting new umpires, which grew to beyond 500 with a 46% increase in boundary umpire coverage. • Review the financial engagement with VAFA clubs. After the Members voted it in at the 2022 AGM, we introduced a new user pay system where Affiliation Fees for Clubs were significantly reduced and Clubs were on charged for the cost of umpires appointed to their games.

Commercial & Brand: • Grow the VAFA Commercial return to minimise servicing costs to clubs. We have delivered a 56% rise in our Commercial Partnership revenue this year, reflecting the value that organisations place on being associated with the VAFA brand. • Increase the awareness of the VAFA competition through Media. Our Brand exposure has grown enormously this year. The VAFA website received over 4 million page views, KommunityTV livestreamed 48 matches throughout the season, with over 150,000 digital page views recorded, VAFA Podcasts had 30,000+ listens, and RSN radio covered 5 hours each match day. • Increase the engagement of the VAFA community through appealing VAFA events. The Big V Lunch was expanded to include a guernsey presentation to our current day players which resulted in a wonderful sold-out event. The William Buck Finals Lunch was brought forward to early September with a focus on entertainment and inclusively broadening the focus to VAFA finalists beyond just Premier section.

We reintroduced Men’s and Women’s Representative Football, with both teams having terrific wins over their Perth Football League opponents.


Chief Executive Officer’s Report Community: • Invest in training and resources to ensure we are truly inclusive community. In 2023, 18 VAFA Clubs secured a total of $186,000, the highest amount funded for an individual league within Victoria.

Governance:

• Establish strong Governance structures and practices. Produced a Board Charter to govern the Director’s roles and responsibilities. • Govern the VAFA with clear policies that support all members and stakeholders. Undertook a review of all Policies shared with and supported by extensive AFL resources, and maintained policies unique to our competition (eg. Amateur status, alcohol policy). • Provide an environment that maximises the skills and contribution of the VAFA Board and Administration. This will be a focus for 2024. • Identify top priority projects for the VAFA over the next 4 years. Risk Management has been identified as the next priority for the Governance subcommittee to address. None of the above could have been possible without the skills and enthusiastic dedication of our valued VAFA staff, ably supported by our VAFA Board lead by the wonderfully experienced President George Voyage.

Fixturing and Competitions

The VAFA is pleased to report there was an increase in the total number of registered players and number of home and away matches played in season 2023. A total of 12,468 registered players competed in 2,619 home and away matches throughout the duration of the season making the VAFA competition the largest senior community football competition in Australia.

A total of seven (7) sections contained an uneven number of teams in season 2023 (compared to 14 in season 2022), meaning that the total number of byes for clubs and players were reduced and the regularity of matches was enhanced across the season.

Blessed with fantastic weather and a suite of premium playing surfaces, more than 60,000 people attended finals matches across August and September. Highlights included almost 1,800 people in attendance for three (3) Women’s Division Grand Finals at Elsternwick Park on Sunday 3rd September and over 3,500 people in attendance at Elsternwick Park on William Buck Premier Men’s Grand Final Day.

The VAFA congratulates the 35 Premiership winners and thanks to all clubs for their assistance with the smooth delivery of the Finals Series and for helping contribute to a safe and exciting atmosphere at each finals match.

Staffing Rebecca Carter made the decision at the start of the season to finish up her time at the VAFA as Football Operations Assistant after four years to continue her professional cricketing career in Canberra. Will Thomas tendered his resignation as Football Operations Manager in April having joined the VAFA in July 2022. Will’s wife accepted a job promotion in the United States and as a result the two of them moved overseas. We thank Rebecca and Will for their fantastic contributions to the VAFA, Gabriella Martin joined us in April from Frankston District Netball Association, where she held the role as Scheduling Manager, to become the new Football Operations Coordinator. Dale Christie was appointed as Football Operations Manager in June following his time as General Manager at De La Salle Football Club where he oversaw football and match day operations. Both Gabriella and Dale have made significant impacts to the Association since they started.

Continuing the momentum of matches for clubs and players and minimising the potential number of games forfeited per season was also a key focus of the VAFA Football Operations team. Pleasingly, the average forfeits per round in 2023 was 3.4 per round, compared to an average of 5.9 per round in 2022.

Representative Football Representative football was successfully reintroduced back into the VAFA football calendar with a Big V Senior Men’s and Big V Senior Women’s match played against Perth Football League at Elsternwick Park on Saturday 15th July. The Big V Senior Women’s side accounted for the Perth Football League to the tune of 63 points whilst the Big V Senior Men’s side prevailed in an all-time classic to win in extra time by 19 points. The Senior Men’s side was coached by former Old Brighton coach, Greg Hutchison and the Senior Women’s side was coached by former St Bernard’s coach, Paul Groves. We thank both of them for donating their time, passion and experience. Return matches will be played in Perth in July, 2024.

Football Operations Women’s Football Strategy

Vilification and Discrimination

The VAFA released a Women’s Football Strategy in November which aims to grow women’s football into a competition that our community can be passionate and proud of. A key change as part of the strategy is assisting clubs with entering two teams in William Buck Premier Women’s and Premier B Women’s (Seniors and Reserves) by reducing the number of players to 16 players on-field for the 2024 season. The intention is to ensure the Women’s Premier Competitions continues to consist of highly competitive teams with the strongest on-field playing talent available and to also align with VFLW and AFLW-specific rules.

The VAFA spent the off-season working and consulting with the AFL and all Metropolitan Leagues on how to best manage vilification and discrimination complaints in our competition. For the 2023 season, the VAFA adopted the Vilification and Discrimination Policy within the National Community Football Policy Handbook which enabled the VAFA to be supported by a range of templates and guidelines to assist in assessing and gathering information about the complaint and sending notifications to the parties involved.

Player Points System The VAFA Football Operations team decided to take full control of calculating and entering player point values for Senior Men’s players into GameDay for season 2023 in order to increase the accuracy and compliance of the Player Points System. The number of total player points breaches committed by VAFA clubs in season 2023 was significantly lower than the previous year meaning that the new process and framework brought greater integrity to the competition. More than 80% of VAFA clubs surveyed as part of the End of Season Football Operations Survey were either satisfied or very satisfied with the new process.

Concussion A VAFA Concussion Reporting Policy was introduced for season 2023. Clubs were required to report to VAFA Football Operations the name of the player and subsequent details of the concussion in order to ensure that the concussed player did not return to play until the 12th day after the day on which the concussion was suffered as per the National Community Football Policy Handbook. A free Community Football Concussion Telephone Advice Line was also made available to all VAFA sports trainers on match day to assist sports trainers with the management of a player with suspected concussion.

Coaching

The Umpiring Department worked collaboratively with key stakeholders to deliver on the strategic focus of increasing umpire recruitment activities. A significant number of resources were directed towards supporting the new Yarra Junior Football League (YJFL) boundary umpire exchange program. This resulted in over 150 extra games receiving boundary umpire coverage from new VAFA umpires. Furthermore, the Umpiring Department was pleased to remove the financial barriers to enter umpiring by offering all newly registered umpires a free VAFA umpire uniform. The above initiatives resulted in 130 new umpires registering for the 2023 season and over 500 umpires officiating in the competition across the boundary, field and goal disciplines.

Our coaching panel was headed by Owen Hinson (Field), Raushann Seychell (Boundary), Bernie Jephson (Goal) and Guy Hexter (Development). The Umpire Coaching Leadership Group worked together to deliver high quality education programs. Coaching was tailored towards individuals experience levels resulting in a variety of on-field and video coaching sessions. Expert coaching was also provided on the laws of the game and latest interpretations to ensure clubs and players received a professional and consistent umpire service on matchday. The high standard of umpiring was also enhanced through regular matchday observations of umpires that ensured umpires could receive detailed feedback on their strengths and growth opportunities.

A school umpire course pilot program was run at Forest Hill Secondary College in May. Following the success of the program, the Umpiring Department networked with many industry experts including AFL Victoria to ensure school umpire academies are expanded across Melbourne in 2024. Additionally, university students were also identified as a key target market for umpire recruitment. The Umpiring Department visited university open days with flyers to distribute to interested students.

Owen Hinson (Premier), Emiel Morvell (Accelerator Squad), Lionel Katz (Senior) and Guy Hexter (Development) led their field squads throughout the year ensuring a focus on individual progression and goal setting. Field umpire coverage was maximised across the competition to ensure coverage levels were high throughout the season. Raushaan Seychell (Boundary Discipline Lead) and his assistant coaches Asha Hinton, Corey Malcolm and Sam Beer strengthened the boundary group space through VFL level coaching experience. The goal umpires were expertly handled by coaching stalwart Bernie Jephson and his understudy Cooper Macdonald.

VAFA umpires performed exceptionally well at the V/Line Carnival held in Shepparton. The carnival forms an integral part of the state league umpiring selection pathway. In what can only be described as a testament to the hard work of the individual umpires as well as their umpire coaches, VAFA Umpires took out three of the four awards available. Jack Seymour won Field Umpire of the Carnival and the AFL Victoria Golden Whistle Award. Aiden McDonald was awarded the Boundary Umpire of the Carnival. More broadly, the VAFA was well represented at the carnival with the highest number of umpires appointed from any competition.

Football Sub-Committee (FSC)- Umpiring

Umpire training was held at Elsternwick Park every Monday and Wednesday night from pre-season in February through to the finals in September. Tom O’Connor commenced his second year as Fitness Coach and completed an exceptional job developing the fitness training program. Tom is also a qualified physio therapist which allowed him to work closely with Osteopath Gabriela Pecherskiy in providing expert injury and rehabilitation advice.

The FSC through Frank Dunell (VAFA Board), Jason Reddick (VAFA CEO), Matt Collister (VAFA GM – Football & Umpire Operations) and Benjamin McWiggan (VAFAUA President) has been an important part of implementing the VAFA umpiring strategy. The group focused on several initiatives including: umpire respect, recruitment activities and retention plans. VAFA HQ and the VAFAUA have a strong and collaborative working relationship. We look forward to continuing our close relationship to ensure that the VAFA continues to be the destination of choice for metropolitan umpires.

Training sessions were well attended with numbers ranging from 50 to 100 umpires. The Umpires Association ensured that strong friendships could develop throughout the season by organising engaging social events. The club environment after each Wednesday night training session was exceptional with a genuine family environment created around team dinners. The VAFA also formed an exciting umpire growth partnership with the YJFL. A key component of the partnership was the establishment of a satellite training venue on Monday nights at Koonung Reserve, Bulleen. VAFA umpires joined the YJFL umpires in combined training sessions across all three disciplines. Lastly, the Umpiring Department also continued its relationship with the SMJFL which allows their junior umpires the opportunity to train with VAFA umpires at Elsternwick Park every Monday.

BJS Women’s Umpire Academy The BJS Women’s Umpire Academy is a female development and support network. The Academy aims to create an environment that allows female umpires to feel welcome, valued and equal. The Academy Program was a success throughout the 2023 season. A season launch took place in April with AFLW umpires Kaitlin Barr and Greta Miller attending to discuss pathways and their experience in reaching the State League. AFL Victoria Umpire Experience Lead Ashleigh Brennan also attended an Academy event to discuss opportunities and support for female umpires. Members of the Academy also joined each other for team dinners post academy events to enhance social connections and share their positive experiences from recent games. Asha Hinton (Female Umpire Mentor) and Julia Stokes (Female Umpire Liaison Officer) were a constant support to female umpires through regular check ins and support initiatives.

Commercial Partners VAFA Commercial Partnerships Continue to Flourish in 2023 We were thrilled to announce the continued support from several key commercial partners in 2023. William Buck, VAFA Premium Partner, led by Lindsay Holloway, extended their partnership with the VAFA for another three years. The William Buck brand has become synonymous with the VAFA over many years and we thank Lindsay and his team for their continued support. Additionally, we renewed agreements with Anytime Fitness, Australian Venue Co., Boob Armour, Carruthers Executive, Club Connect, OrthoSport Victoria, and Victor Sports.

In October, VAFA long term football partner Sherrin recommitted to the VAFA for a further three-years. We look forward to their continued support and provision of marketleading footballs to the VAFA competition for many years to come. We welcomed new partners, including ComwireIT, Grill’d Healthy Burgers, Heaps Normal, MBSS Security Services, McMahon Hire Solutions, Opro Mouthguards, SKINS Compression, Sports Lawyer, Tackle Your Feelings (Divisional ball partner) and the Victorian Responsible Gambling Foundation. The VAFA on-field apparel program expanded with Belgravia Apparel (Belgravia and New Balance) joining existing VAFA apparel partners TLA (Puma and Sherrin), CGR, and Star Sub Apparel to provide high-quality uniforms to all VAFA Clubs. In October, Belgravia Apparel announced its acquisition of CGR, and as a result, the VAFA apparel program for 2024 will consist of three partners in Belgravia Apparel, Star Sub and TLA. The VAFA Club Conference held at Holmesglen Chadstone in February was a great opportunity for VAFA partners to meet with all VAFA clubs, with a dedicated VAFA Partners Trade Show a key part of the day’s proceedings. The Holmesglen U19 Footy Festival returned in 2023 with three games being played at Elsternwick Park. Holmesglen held an activation, and all games ware live-streamed by My Sport Live through the VAFA Facebook and VAFA website.

The return of Representative Football gave several commercial partners additional exposure, with William Buck, Holmesglen, Grill’d, and Belgravia Apparel through the New Balance brand taking on logo placements on the men’s and women’s game day uniforms. Players were also supplied with market leading mouthguards from Opro, SKINS Compression and Victor Sports providing medical product for both VAFA Big V teams.

The 2023 Finals Series also provided VAFA partners with the opportunity to activate at games at Elsternwick Park. William Buck once again proved they are more than just bean counters by providing members of the VAFA community with complimentary hot drinks at both the men’s and women’s William Buck Premier Grand Finals. New VAFA partner Heaps Normal also provided the crowd with ice-cold non-alcoholic beers and merchandise giveaways. The Commercial and Media team was further strengthened in January 2023 with the appointment of Susan Miller to the position of Commercial and Media Co-ordinator. Susan has provided first class service to commercial partners, driven VAFA marquee events and continued to grow the VAFA social media following by providing engaging and quality content throughout the season. We extend our gratitude to the Commercial and Brand Sub-Committee members, led by VAFA Board Members Ivan Delac (Chair), Anthony Amad, Paul Newton, CEO Jason Reddick, Commercial and Media Co-ordinator Susan Miller, and Media Manager Cameron Voss for their wonderful contribution and support throughout the year. The year kicked off with the VAFA announcing a new threeyear partnership with News Corp Australia with invaluable editorial support and exclusive live stream games through the KommunityTV platform. In all, 90 digital articles were published (and continue to be published throughout the off-season) and 18 articles in the print edition of the Herald Sun.

A key goal for 2023 was to increase high quality content output and deliver it to a wider audience than ever before. To that end, we were excited to partner with Sportsmate, seamlessly integrating VAFA content with AFL content on the popular Footy Live App. This strategic initiative delivered an additional 170,000 views through 190 articles published, and more than 160,000 views of highlight videos (totalling 135,000 minutes). Additionally, 20 Podcasts were pushed through the platform, resulting in an average of 1,450 listens per episode.

The VAFA also entered into a new partnership with Premier Data to deliver match statistics across all William Buck Premier Men’s matches, as well as a trial of live match stats for the Big V men’s representative game. Additionally, clubs in other sections were able to utilise the service at a discounted rate, which received a positive response. Strong interest means this will likely expand to other sections in years to come while we’ll see greater use of the statistics across clubs and media outlets. The VAFA’s social media presence also saw an uplift in content and engagement in 2023 with increased sharing of club content, weekly highlights packages and more posts. Across five accounts/platforms, the VAFA now has in excess of 36,000 followers.

A key goal for 2023 was to increase high quality content output and deliver it to a wider audience than ever before.

The VAFA website once again delivered strong traffic in 2023, with a 9% uplift in traffic compared to last year. The site attracted a total of 4.1 million pageviews from almost 2 million sessions (2.12 pages per session) with the average duration of a visit being 1:48. Thanks to an increase of coverage across more sections, the number of articles published was up 14% compared to 2022. The Gameday website which houses fixtures, results and ladders received more than 21.5 million page requests. The rebuild of the website was postponed but is underway this off-season, coinciding with the migration from Gameday to PlayHQ for the 2024 season. The VAFA newsletter hit the inboxes of 23,000 people each Friday, showcasing the latest news, upcoming live broadcasts, Amateur Footballer and other digital content. With an open rate of 40% and 8% click rate, it again performed well above industry standard. Amateur Footballer Record The official Record of the VAFA continued to be published in a digital format every week during the season and widely promoted across digital channels including the website, newsletter and social media. There was an increase in views in 2023, with 1,550 per week, while the online archive of older Records attracted almost 25,000 views. The Amateur Footballer wouldn’t be possible without the hard work of our volunteer reporters, and for that we thank Annie Ireland, Josh Heriot, Eden Hayes, Ari Paevere, Ben Black, Lauren Atkinson, Chris Ciampoli, Claudia Didonato, Mitch Dyer, Billy Bolch and Bailey Berry.

The official VAFA women’s podcast, Inside the Boundary, returned for its first full season after a successful trial last year and performed well with almost 4,500 listens across 20 episodes tuning into Lucy Watkin and Sophie Welsh.

Live Streaming & VAFA TV More VAFA games were live streamed in 2023 than ever before, with 107 matches over 22 weeks, up from 62 last year. This was primarily due to the first year of a new three-year partnership with News Corp Australia, with a double-header every week during the home & away season showcasing William Buck Premier Men’s and Women’s through the KommunityTV platform, available via the Herald Sun website. Thirteen finals games were again exclusively streamed on KTV, as well as simulcasts of the William Buck Premier Men’s and Women’s Grand Finals and the two Big V representative games against the Perth Football League, which were also streamed on the VAFA website and Facebook. In all, 356 VAFA matches were filmed and made available on-demand at VAFATV, including every Grand Final. A highlight was no doubt new AFL CEO Andrew Dillon joining the commentary team to call the action between Old Brighton and Old Xaverians earlier in the year.

Throughout the 2023 home & away season, 20 William Buck Premier Men’s matches including two Sunday matches were broadcast on the newly rebranded RSN Xtra2, available via DAB+ radio, various apps and the VAFA website. Both Big V games, five finals and for the first time, the William Buck Premier Women’s Grand Final, were also broadcast, taking the total for the season to 28 matches (three more than 2022). The Grill’d commentary team continue to lead the way in community footy, led brilliantly by Joe Pignataro. As part of the RSN coverage, 45 VAFA Podcasts were aired, the return of the VAFA Awards Show, feature interviews on the RSN breakfast show, and 150 advertisements on the breakfast show which is more than double from last year. The VAFA’s flagship Podcast, For the Love of the Game, returned for another year with Josh Heriot stepping up into the co-host chair, covering all the big VAFA issues and chatting with special guests each week. The show attracted almost 17,000 listens across 24 episodes. The official VAFA women’s podcast, Inside the Boundary, returned for its first full season after a successful trial last year and performed well with almost 4,500 listens across 20 episodes tuning into Lucy Watkin and Sophie Welsh. New in 2023 was the VAFA Legends Podcast, hosted by VAFA legend himself, Russell Barnes, interviewing legends of the competition, with 10 episodes already published and more to come over the offseason. The 2023 season in review podcast was recently recorded in the brand new RSN studios at Flemington, complete with VAFA branding and video recording. We look forward to utilising these new facilities for VAFA Media in 2024.

We had record attendance at a number of events this year and it was fantastic to see such diversity in clubs represented. Most notably, the VAFA Big V Luncheon was a soaring success with the introduction of the current Representative Teams’ jumper presentations. Whilst, the presence of guest speakers Dale Thomas and Jarryd Roughead added an insightful and entertaining AFL flavour, with their witty humour engaging all in the room. We look to continue with this format for the coming year and encourage all clubs to participate in this entertaining, football networking event and Finals Football celebration. Looking ahead into 2024, we aim to encourage more players to attend the VAFA Awards Night, by shedding light on the 12,500+ registered VAFA players at large, as well as those award winners. It is a prime opportunity and platform for players from varying clubs to engage and catch up with opponents they may have played against during the season, make new connections, and bond with like-minded footballers on their own VAFA journeys. We would like to thank our clubs for their support of VAFA events during 2023. We welcome feedback on how we can continue to improve VAFA events to best cater for the VAFA community.

2023 represented a great opportunity to commence delivery of key objectives set out in the VAFA 2023-2026 Strategic Plan and throughout the year great strides were taken to deliver strategic objectives and operational commitments throughout the Community Pillar.

In 2023 the VAFA entered its fourth season partnering with Tackle Your Feelings Australia. Throughout the season the Tackle Your Feelings program was delivered to over 450 participants across 18 workshops with the highlights including the attendance of Leon Cameron, former GWS Head Coach and current TYF Ambassador, to the first workshop of the year with Old Scotch FC which saw more than 60 players attend. Other highlights included the Tackle Your Feelings Round which celebrated the program and its support of the VAFA, it’s players and clubs through 11 highlighted games during Round 10 of the competition.

To support the increased delivery of initiatives the VAFA appointed Casey Crapper to the role of Club Development Coordinator in March, Casey’s appointment signaled a clear commitment to support and resource Club development in 2023 and allowed greater focus of time and energy in programs that support VAFA clubs. Casey concluded her 6-month contract with the VAFA at the end of September and we would like to thank her for her contribution to the VAFA Community.

VAFA Conference 2023 commenced with the VAFA Club Conference, which was held at Holmesglen Conference Centre in February. The Conference was attended by more than 100 representatives from 50 clubs and presentations were delivered by a variety of presenters including Marsh Insurance, AFL, Tackle Your Feelings, Mental Health Education Group, Good Sports, Relationships Australia Victoria, Proud2Play, Centre for Multicultural Sport, Sports Community and VAFA staff. The Conference was also supported by numerous VAFA commercial partners who were able to discuss exciting commercial opportunities with all stakeholders in attendance.

In May the VAFA entered into a partnership with the Centre for Multicultural Sport and Proud2Play that would result in the formation of the ‘Breaking Barriers’ program. This partnership and program were designed to support the VAFA deliver greater education to all stakeholders around inclusive practice and produce an organisational shift from the top down. In 2023 the VAFA Umpires Association executive, the VAFA Administration and VAFA directors attended 3 workshops to improve knowledge in Inclusive practices and education. The ‘Breaking Barriers’ program will be strategically rolled out to clubs and stakeholders in 2024 and 2025.

Inclusion Advisory Group In May the VAFA introduced an Inclusion Advisory Group to support the development of the VAFA Inclusion Strategy, VAFA Inclusive Communication Guiding Principles and provide feedback on other current VAFA practices. The Inclusion Advisory Group is comprised of club representatives Anthea Hargreaves (WBAFC), Penny Heath (SMSAFC), Greg Rollo Walker (WPAFC), Nikola Sowry (SMDFC), Jeremy Freeman (WFC) and Nicholas Strang (Old Scotch FC). The Inclusion Advisory Group has sat on 3 occasions in 2023 and the scope of the group will be reviewed heading into 2024. Thank you to the members for their contributions to date.

Clubs & Community Grants and Fundraising

Recognition Awards

Throughout the season the VAFA has supported clubs in the submission of grants and funding applications with most grant applications made to the AFL Victoria, Strategic Community Investment Fund (SCIF). The total funds successfully received by VAFA clubs through the SCIF in 2023 was $186,000 with projects including the installation of nets behind goals, the installation of electronic scoreboards and a variety of smaller initiatives to reduce the burden on club volunteers. This was the highest amount funded for any individual league across Victoria.

In 2023 the VAFA introduced the Carruthers Executive Coach of the Month and Australian Venue Co. Volunteer of the Month Awards. The VAFA also delivered the Carruthers Executive Coach of the Year (Men’s teams & Women’s teams) and Australian Venue Co. Volunteer of the Year. Across the year the VAFA received more than 40 nominations for the coaching and volunteer categories with the winners listed in the table below.

VAFA Clubs connected with the Toyota Good for Footy Raffle in 2023 and raised $46,900 across 17 clubs with South Melbourne Districts FC raising $9,010 and Fitzroy FC raising $8,210. Clubs also connected with the TAC Club Rewards Program with 19 clubs submitting applications to the program for a total of $61,450 with West Brunswick AFC and St Bernards FC generating $6,300 and $6,800 respectively. The funds generated from the Toyota Good for Footy Raffle and TAC Club Rewards program can be used at the club’s discretion.

Strategic Information Forums & Club Support In August the VAFA hosted 3 Strategic Information Forum’s to highlight to clubs the current and future landscape of Community Football while being able to update clubs on the VAFA’s 2023 delivered outcomes. The forums also allowed clubs to submit their current ‘areas of concern’ with the VAFA, which allowed the development of tailored toolkits to support clubs in these highlighted areas. From this feedback it was clearly articulated by VAFA clubs that the greatest support to clubs needs to be in the areas of volunteering, finances (Management and revenue generation) and player management (recruitment & retention), which comes as no surprise to people who are currently at VAFA clubs.

The VAFA would also like to acknowledge the recipients of AFL Victoria Community Awards, Warren Fall (MHSOB) winner of the AFL Victoria Volunteer of the Year, Olivia Crowe (Glen Eira AFC), winner of the Gerald Fitzgerald Senior Coach of the Year and Jack Seymour (VAFAUA) winner of the Golden Whistle Award.
