SEC TION 2 SUE SERVICES
SUE SERVICES WHAT IS SUE? A branch of engineering practice that involves managing certain risks associated with utility mapping at appropriate quality levels, utility relocation design and coordination, utility condition assessment, utility relocation cost estimates, and utility design. The process of using a surface geophysical method or methods to interpret the presence of a subsurface utility and to mark its approximate horizontal possition (it’s designation) on the ground surface. Utility owners and contractors sometimes call this process locating (water, sewer, electric, fiber, telecommunications, and gas services).
QUALITY LEVEL A The precise horizontal and vertical location of utilities obtained by the actual uses vacuum excavation for the nondestructive exposure of underground utilities, along with other levels of information to provide the precise plan and profile mapping of underground systems, including the type, size, condition, material, and other characteristics of underground utility. QUALITY LEVEL B Involves the application of appropriate surface geophysical methods to determine the existence and horizontal position of all utilities within the project limits, with these points then surveyed and added to the project plan. QUALITY LEVEL C This level involves surveying using visible utility appurtenances such as handholes, markers, values, and/or boxes and then correlating this information with existing utility records Level D information. QUALITY LEVEL D Information given from existing records. Usually for preliminary project planning or reroute determination. GROUND PENETRATING RADAR A geophysical method that uses radar pules to create an image of the subsurface using electromagnetic radiation of the radio spectrum, detecting the reflected signals from subsurface structures PIPE CAMERA INSPECTION & LOCATING Visual inspection of the interiors of pipelines and storm drains. NASSCO Certified for national standard of pipe inspection. Locating of the pipes can be done using sonde mode. SUE SURVEY SERVICES | V3
SEC TION 3 WELD MAP SERVICES
WELD MAPPING & PIPE TALLY Weld mapping is vital to the overall product survey provides. Weld mapping is verification of all information on the pipe: welds, lengths, pup joints, depth of cover, along with any other information that will be buried with backfill. Weld maps should provide joint information behind and in front of every weld, as well as all bend information, station numbers, x-ray numbers, reference point numbers, cad welds, weights, crossing utilities, road crossings, trench breakers, and anything else that may go in the ditch. Survey should provide station numbers on the weld maps for anything that goes in the ditch along with every weld and bend of the pipe. Station numbers and accurate footages should be given to inspection team as well as the construction foreman after work is complete. Weld mapping and pipe tally are the two most important tasks for a surveyor on a pipeline survey. Pipe tally should be performed in the pipe yard as the pipe is delivered. As the pipe comes off the truck, survey should be responsible for assigning every joint a joint number, transferring heat numbers, and acquiring an accurate measurement of each individual joint. Identifying marks of each joint should be written clearly on each end of pipe, no closer than three-feet to the loose end. This ensures information is not lost due to welding and coating. As joints are cut down for tie-ins or fittings, the surveyor is responsible for creating a pup joint associated with the mother joint. The length of the pup should be subtracted from the mother joint’s overall length. Surveyors also share the same basic pipe tally rules with all fittings on the project.

C H I C AG O R EG I O N, I L L I N O I S CLIENT Harza Engineering Company & Commonwealth Edison SERVICES ACSM Land Title Surveys ALTA Surveys Aerial Mapping & Plannimetric Mapping Global Positioning System Service
V3 was responsible for surveying consulting services required for the $2.6 billion sale of Commonwealth Edison’s (ComEd) fossil fuel generating stations and substations in Northern Illinois. The scope of services for this large, high-profile project included preparation of ALTA/ACSM land title surveys for seven fossil fuel generating stations totaling more than 5,000 acres in four counties along with ALTA surveys for various substation sites that were each 40 to100 acres in size. Aerial and plannimetric mapping were used and integrated into the survey plat documents for which global positioning system was heavily relied upon for establishing horizontal and vertical control over areas as large as 12 square miles. Perimeter property improvements were tied into the boundaries by conventional ground survey methods. Scanned aerial color photographic imagery was integrated into boundary overlay exhibits as required for the marketing and sale of the properties, which presented a technically challenging GIS component of the project. Underground utilities were field verified to create proposed easements to be retained by ComEd after the sale of the properties. The intense schedule, complexity, and multitasking required to meet ComEd’s accelerated deadlines throughout the life of the project were a significant challenge that V3 successfully overcame.

CLIENT Meridian Rail Products Corporation SERVICES Remediation Oversight, Coordination, & Reporting Site Investigations, Alternatives Analysis, & Cleanup Strategies V3 provided review of the environmental status of a 32-acre vacant industrial property to better position the site for sale after environmental issues had stopped previous attempts to sell the property. The site had been previously investigated on several occasions. By reviewing the findings of the previous studies, our team developed a plan to collect additional samples and remediate a portion of the site to work towards closure in the Illinois EPA's Site Remediation Program. The area requiring remediation was the former site of a large fuel oil aboveground storage tank (AST). Although the AST had been emptied and removed, the connecting pipelines were still in place and full of product. Using real-time instruments, V3 field staff guided the contractor to areas requiring remediation and took confirmation samples upon the completion of work. Work was focused on areas of the site where engineering and institutional controls would not be acceptable due to high levels of contamination. By focusing on these areas, enough clean-up was achieved to allow for engineered barriers and institutional controls as a solution to the remainder of the clean-up needs. By careful documentation of these activities, the property was able to be sold.

TRANSFORMER DRAINAGE SYSTEM DESIGN
VA R I O U S L O C AT I O N S, I L L I N O I S
CLIENT ComEd SERVICES Drainage Design Permitting V3 has provided services to ComEd at various locations for the design of storm sewer systems to improve drainage from new or existing transformer oil containment pits. To meet spill prevention requirements, any equipment that contains oil within a ComEd substation has an oil containment pit beneath it. These pits are drained so the full storage volume is available for oil in the event of a spill. The drainage system is typically designed to handle four to eight transformer containment pits and includes an oil stop valve to meet the specific spill prevention, control and countermeasure requirements to keep any oil from leaving the substation. To minimize subsurface utility conflicts, the drainage system designs include extensive review of the existing substation drawings and coordination with the substation engineering team. Due to the depth of the transformers and utility conflicts, a storm sewer lift station was required for a number of these projects. The lift stations are designed with a relatively low discharge rate to slowly drain the oil containment pits following a storm event. Other aspects of the work include permitting through local, county and/or state regulatory agencies to obtain the required approvals to install the drainage systems. V3 has performed transformer drainage system design services at the following substations: → TSS 85 Skokie → TSS 75 Crystal Lake → TSS 146 Sandwich → TSS 76 Blue Island → TSS 48 Highland Park → TSS 56 North Aurora → TSS 159 Northbrook
