HISTORICAL STATEMENT.

The Agri cultural College of Utah was organized by an act of the Territorial Legislature, approved March 8th, 18 8, accepting the provisions of a n act of Congress introduced by Hon. Justin S. Morrill of Vermont, a nd made a law July 2, 1862. .

The purposes of Cong res. are seen in the foll owin g quotat ions from the National law: "And th e interest of which shall he inviolably appropriated by each state, whi ch may take and claim the benefit of this act, to the endowment, support and maintenance of at least one college, wh ere the leadin g object shall be, wit hout excluding other scientific and classical btudies, and in cludin g militai'y tactics, to teach sneh bran ches of learnin g as are r elated to Agri culture and the mec hani c arts * * * in ord er to promote the liberal and practical education of the industrial clal:;ses in the several pnrl:; uits and professions of life."

THE P RPO:::lES OF THESE COLLEGES. The organic law foundin g these Colleges names agri culture first. Thi s fact , co upled with the furth er fact that agriculture is the basic indu 路try, quite properly determined most of th e States, in gi\'ing name to these new in st it utions of learnin g, to fix upon that of Agricultural Coll ege.

Th e evident intention of Congress to giv e prominence to agricultural in struction at these institutions, a nd the transcendent importance of farming, have led the masses to assume t hat teaching agricultur e itS an ar t is the supr eme, if not th e on ly funct ion of the 'e institutions.

At th e t hreshold of this new college cxistence it is desirable that its legitimate functions be clearly und erstood by thosc for whom it \r as most wi sely and gene rou 'ly founded.

T he la w states that the mission of t hese Colleges in their Jeadin g purp()se is to teach "such branches of learning as relate t o agriculture a rid the mechanic a rts." Somethin g more than manual practicc was intended by th e law mak ers. The foundation for broad and comprehensive reason in g was to be laid by thesc ind ustrial schools. All that science a nd learni ng can do to increase manual skill or to widen the field of vi sion of industrialists. eith er in givin g deftn ess or direction to th e hand , or in substitution for the hand, of physicial or more produ ctive forces through the application of in creased intelligence. comes within the cope of the law. Indeed, a wider purpose came within th e pur view of the statutes, as witn esscd in the following (lu otation from them: "In order to promote the liberal a nd practical education of the industrial classes in the several pursuits and professions of life." The benefits of the la w were to be extended beyond farm ers and mechan ics to those of t h e sevcral "pursuits and profe sions of life;" and for all of the industri al classes th e in tent was to go beyo nd making the mere exp rt industr ialist to his liberal edu cation as a man and a citi zen. Th ere is to-day a kee n stru ggle on the part of t he nations for supremacy in the marts of the world. This competition has be(ln developed within the past thirty year by the marvelous gro wth of the arts, especially by the 1 erfeetion of steam tran:;portation by land and by sea, whereby the n ations of th e world h ave beco me one commercial n eighborh ood.

Congress recognized, in thc provisions of the law, th e fact th at the intelli gence of th e industrial classes is th e measure of th e producti ve power of n ations, an d thus sought to prepare thi:; n ation for industrial suc ess. Co ngress further recognized the fact thai-. ]1)ore and more the honor, wea lth and stability of th e nation rest in the k eeping of the industrial classes, known a' the "O"reat I middle classes." From their ra n ks h ave rise n those to II' horn the co untry has comm itted its interests. a nd to whom it will , in an increased degree, comm it them in the future.

Agitation and comb in ation have brought about Irithin a decade a marvelous in crease of th e direct power of these industrial classes. No fact has been more significant in the growth of this power than the in creased conse rvatism with whi ch it has bee n used. 1\1ore intelligence h as dist inguished t he movrmen t than heretofore. indu strial classes will develop for their leadership, not on ly stro nger and wiser, but more con servati ve men.

AN EDUCATIONAL DEPART URE .

On emerging from the dark ages the world hadllo literatur e from which to draw knowledge and in spiration, save that of the ancient civilizations of Greece and of Rome. This only source of information and culture became the main instruction of the schools three centuries ago, and of course the fashi onable inst ruction. Despite th e superior civil ization of to-day, wi th its bro:l.d culture, and despite the new world of thought and action-the outgrowth of sciences un known to the narrower vision of the ancients-the study of ancient literature r emains, through the force of custom, the central work of classical colleges. H erbert Spencer. alluding to cla sical education says: "1\[en dress their children's minds as th ey do their bodies, in the prevailing fashion. " Cong re 's gave to th e industrial classes, who co uld not, would not, or did not care to afford a claSf<ical education, opportunity to inform themselves r egarding the civilization, the varied a nd deeply int eresting natural world and the controlling and productiv e forces surround ing them and daily reacting upon their destinies.

The control of natural agencies has vastly multipli ed the productive powers of man. This widening power has broadened and is still broadening him. Th ese colleges, which seek to extend kn ow ledge of the appJied sciences, may, therefore, be looked lIpon, in their benign influence on hu manity, as the most important higher educational m ovement of all time.

COLLEGE POLICY. To the full extent of its r esources, the Coll ege will car ry out t h e broad policy of its found ers. First and prominently, it -'will teach such branches of learning as relate to agricultur e and the mechanic arts." The former being in the thought of Socrates, the mother and nurse of all other industri es, will receive special attention. This Department will be made all that thl:: people of Utah will support, not by money alone, but by the attendance of their sons and daughters. Th e prominence given to the Department of Agricultnre will not give

ri sc to any j e,dousics, as t he cha racter of the agriculture of a c~)nntr)r is a measurc of the prosperity of other industries, and of a nation's wealth a nd cu lture.

TI1f' wealth and varicty of Utah's mineral resources adapted to the su pport of th e arts, a re such that. the College will fall far short of its duty if it docs not give a zealous a nd ea rnest attent.ion to mechanic arts a nd to civil engineerin g. Thi ' work will be extend ed until its embrace includes irrigation engi neering.

Th e young \\"omen of the Territory attending the College will be put on an eq ual footin g with the youn g men for obtaining a 8pecia l ed ucatio n for their sp here of life. .\. review of the Coll egc cou rses, which will be found on following pages, sho ws that the College authorities have not forgotten that the man is befor e the industri ali st. The technical \rork will be accompanied by those studies best calculated to impart that information which the averagc citizen now find s most useful and pl easurable.

RESOURCES OF THE COLLEGE. Congress provid ed "that there be gra nted to the several State::;, for th e purpose herein after mentioned, an amount of publi c land to be appropriated to each Statt:, a quantity equal to 30,000 acres for each Senator an d Representati ve in Congress. to \rhi ch the States are r espectively entitled." The law pro\'ides for t he sale of these la nds by the States without cost to the fund and says: "So that the entire proceeds of the sale of said lands sh<l.ll he applied without any diminution wh aterer to th e purposes hereinafter mentioned." Aftcr definin g the purposes of th c grant, which have already been discussed, and after providin g for th e safe investment of the funds deri\'ed from the sale. the la w says in Section 5: The grallt of land and landscri p hereby aut horizer!, 5h:\l1 be made on the fOllowi ng condit ions, to which, as well as to the provisions hereinbefore oo n路 tamed , the previous assent of th e s~v e ral States shall be sign ified by legislative acts.

On the admission of Utah to statehood, the Collegc " 'ill come into possession of some 30,000 acres of land for each Congressional Senator and Represe ntativ e that it may hp entitled to, th e fund s derived from the sale of whi ch, as it has been secn, Utah will be under obligation t o perpetuate as II perman ent fund for the maintenancc of the College.

By an Act of Uongress passed in 1890, $15,000 was given to each Agricultural College of the country. 'l'his 'um is an annual appropriation a,nd increases $1,000 yearly until it reaches $25,000. Th e revenue from this sourcc for th e yea r 1891-2 will be $17,000.

THE EXPERIMENT STATION. By an Act of Congress pa sed March 2d. 1887, $15,000, whi ch it is expected will continu e as an annual appropriation, was appropriated for cxperimcntal work. to be co nducted in connection with a,gricultural colleges. Th e first a,ppropriation , or that of 1862, was for the exclusive Pl1l'pO, of teaching or imparting information already acquired, and to all dasscs of industrialists. Th e second appropriation, by Itt\\', is to be wholly devoted to the acquisition of information, or is wh olly for research. This origin al research is to bc in the field of n.griculturc, and is primarily for th e farmer and second only for students. The Congressional law defin es quite fully th e proposed line of resear ch. Briefly statcd the intended inv estigation may legitimately cover any qucstion relating to eco nomic agri culture.

By a decision of a gen eral ch aracter , of the Supreme Court, it \ras h eld that the pO \r cr of appointment is vcsted in the Governor and thc Couuci l, and not in the L eg islature. The prese nt Board of Trustees \r as appoi nted under this decision.

LOCATIOX OF 'I'H]!' COLLEGE. Cache County and Logan gave a farm of 100 a cr es and thereby secured its location at Loga n. Logan is t h e capit111 city of Cache County, and in a commercial se nse. of Ca che Valley. It is surpassed in wealth and population only b:' three cities of Utah , a nd in th e beauty of its location by non e.

Cache Vallcy is some sixty miles in length , t welv C' mil es in wid th , and is complet ely surrounded by th e Wasatch ran ge of mountain s. From th e upper bench of th e old lake form ation. lIpon whi ch th e Coll ege and farm are located, can be see n, in t he clear air of this inter-mountain r egion , th e full eXlJa n se of the rich va lle:, in which it is placed through out its entirc length, while the uniq uely co rru gated mountain sides encird ing th e valley are see n in all their wealth of varied beauty.

Th e state of development of ou r public schools req uires, for a few years to come, a preparatory department of one year for fitting th ose students who are un ab le to paRS an exam ination for entra,nce to the college co urses. Thi s, it is hoped, will be a temporary necessity.

Th e college is desirous of a voiding the neccssity of preparatory studies, yet it believes that at presen t., those who a re denicd th e privilegc of a not overcflnvded common school of a h1 gh grade, a nd who propose to pursue their studi es at this Coll ege, will find it adv antagco us t o fit. themselves to entcr the College in its Preparatory Department.

Th e class room exerciseR of this department a re daily one h our each. a lld are conducted as mu ch for the mental di scipline given as for the facts imparted. MILITARY DRILL. By a defect in the Congressional Law, Territories are not furni shed as are the States, an army officer to teach military chill. Probably the n ext Congress will r em edy this d efect of the law ; if not, the College will doubtless provide an office r to ta k e charge of this feature of the College purpose.

This department of instruction has hecome very p opul ar in college life. It takes the place in many college!;, of Calisthenics, and is found to be a most valu able m ethod of securing physical cultl11'e. It gi ves a n erect carriage, ease an d grace of bod ily movement, and habits of discipline and order. The

COURSE IN DOMESTIC ARTS.

The course for young women will be the 5ame as fo r young men in the four years' Course in agr icu lture, except in th e hours devoted to shop, farm or h orticultural work. There will be some seventeen studies of one lesso ll daily, wherein the course for young women will not run parallel with that of the young men. This time will be . devoted t o speciat work adapted to woman's sphere of life. Co-education is now very widely recognized in the higher as it has been in th e low er schools. No adequate r eason can be assigned for deny inl! women a share of th e benefits of this p\lblic beq uest. Once admitted into th e institut.ion, their right to special consideration in making up the courses of instruction is as clear as that of young men . For this reason . if for no other, special att ention will be gi ven to those branches of information in wh ich young women require technical proficiency, and to those studies that t end to adorn life in th e sph ere in which th ey move most.

Modern Household E conomy a nd Hom e K eeping is rapidly broadening out into a wider field. Its plane of ex isten ce hat:; been greatly elevated. and is still being lifted t o a higher and wider sphere, a nd well worthy of the highest powers of wom en.

This department is based upon the belief that the home is ,l vital force in th e development of a broad culture and of a sound and noble social, moral, political and eco nomic exi stence for mankind. It is believed that the scien ce and art of Domestic Economy is a broad one in its social and economic phases, and r equires talen t of a high order. A careful study 1rill be m ade of the different for ms of steam boil ers, t h eir constrn ction a nd th e m a terial s used in th em . Th e study of th e steam engin e a,nd steam b oiler i of vast importan ce, as by ignorance they may be converted from t he most eco nom ic to th e most wa.-teful of prime movers.

Th e properti es of iron a nd bteel, th eir strength and adaptabil ity will be carefully investigated . Ten 1ree ks will be given to th e study of the proper t ies a nd location of th e variou s ores of iron, the fu el and refr actory materi als used in the conversion of the are into iron or steel. several classes in which students desire to be enrolled. They will place the name on their class rolls and give all further adv ice needed to enable the students to 1) :) properly prepared to start with their classes.

TERMS OF ADMISSION. Students admitted to the College courses must be fifteen years of age. This requirement will not be enforced for the Preparatory Department for students above thirteen years of a.ge. Students must furni sh, when req uired, for entrance to both the Preparatory Department and the College course!", . evidence of good moral character.

COLLEGE CHARGES. Tuition is free.

Fi ve dollars will be charged as an entrance fee for each year of the College course. For a single term for irregular students the charge will be three dollars. Thi _~ sum is in lieu of the charges ordinari ly made at colleges for library ann other fees, so that the Library, Museum s, etc.~ will be free to the students.

In the Chemical Laboratory, workshops and cooking room s students will be charged for the cost of the materials actually used up by them in their exercises. This charge will on ly be made for the terms when the materials a re used. This cost will not be over $1.50 to $~,OO per term.

COST OF BOARD. Board at the new Club-house will cost about $2 per week.

This cost will include fires and lights but not room rent.

The room rent, which will be at a moderate rate, is used in paying the Matr.)O, the breakage of dishes and wear and insurance of the building.

The character of the board is controlled by the students who room at the Club-house and therefore the' cost is determined by their wishes.

Th e system works admirably. It has al ready be en oemon'tI'ated that plain but good, substantial board can be furni shed at from $2 to $2.25 per week.

Students boarding at private homes can secure board at from *3 to $3.50 per week. Students are neither required nor urged to board at the Club-house,

REQUIREMENTS AND DISCIPLINE. Daily attendance at Chapel Exercises is required. Th ese exercises will be wholl y devotional and completely non-sectarian. They will be conducted in part by members of each of the churche represented in Logan. but wholly as worshipers.

Students will he required to take foul' full st udies. unless excused from one of them by the Faculty.

Prompt attention to all duties assign ed to them will be r equired of each student. Gentlemanly deportment towards all with whom they come in contact, whether of the Faculty, fellow students 01' citizens, will be expected, Any failure in this direction will become, when this aggregate reaches a given standard, a matter of record and of decided Faculty action.

The disciplinary rules of the College can be had on application t o the Secretary of the Faculty.
