CONFERENCE OVERVIEW

NATIONAL CONFERENCE PROGRAM

KEYNOTE SPEAKER

CONFERENCE SPEAKERS AND WORKSHOP FACILITATORS

It is with great joy that I welcome all of you to this year’s ACUP National Conference. Your presence in this gathering is an affirmation of your continued commitment to the improvement of the Philippine Education system. As members of higher education institutions, we are called not only to acknowledge the challenges in our education system but to respond with the unique heart of Catholic Higher Education.

Our theme, “Response of Catholic Higher Educational Institutions to the Philippine Educational Crisis”, is not just a call to action but also a moral imperative that we must face. Together, we can find ways to bridge gaps, build solutions, and bring forth better practices that would contribute to the transformative power of education.

Anchored upon the apostolic letter of Pope Leo XIV, Drawing New Maps of Hope, member universities of the Association of Catholic Universities of the Philippines, Inc. (ACUP) are called to envision and pave the way for our institutions to be “laboratories of discernment, pedagogical innovation and prophetic witness” (11.1), as the Holy Father wrote.

Within our nation, Catholic education has been closely intertwined with our national history and culture, with its movers and shakers, with its ardent hope and resilient heart. As noted in the same apostolic letter (10.4), the Catholic educational network’s reach is unique, with depth and breadth, and so today, we continue to walk synodally toward the path of connection and collaboration despite the many challenges we face.

As Catholic educators, we do not view these multi-faceted crises through the lens of despair. Instead, it is our earnest hope that we find solutions that pave the way for a better Philippine Education System: a kind of education that balances competence and character, an education that embodies synodality through synergy with its stakeholders, and an education that is inspired by the teachings of the Gospel.

May this conference be an avenue for honest dialogue, productive collaborations, and new partnerships. May our journey in this threeday conference allow us to draw our own maps of hope leading us to the bright future of Catholic Education in the Philippines.

Association of Catholic Universities of the Philippines, Inc. University of Santo Tomas

It is my privilege and joy to welcome you all to the Ateneo de Naga University for the 2026 ACUP National Conference, during the school year when we celebrate our 85th anniversary as a Jesuit educational institution in the heart of the Bicol region. Founded in 1940 by American Jesuits who were invited by Archbishop Pedro Santos to open a high school for boys, the school has since grown into a full-service university offering basic and higher education in two campuses.

The conference theme, “Response of Catholic Higher Educational Institutions to the Philippine Educational Crisis”, has among its objectives, “to inspire synodal collaboration and solidarity among Catholic HEIs.” This is the main reason why the Ateneo de Naga is happy to be the host for the 2026 conference. If we consider the number of Catholic schools operating in basic education throughout the country, Catholic HEIs are far fewer in number. It is important for us to collaborate and support each other in the mission and task of evangelization at the higher education level. We are in a privileged position to train and form teachers and other professionals who will address particular issues that contribute to the present educational crisis, for example, in addressing early childhood nutrition and literacy.

As moral and intellectual beacons of hope, Catholic HEIs also face the urgent task of sharing the beauty of Catholic social teachings as part of the evangelization of the youth. We must ensure that the Christian vision of the human person is not lost during the age of relativism and artificial intelligence, and we must make this mission of evangelization our primary objective in the face of many practical challenges.

Walking the synodal path together, may we deepen our collaboration and support each other in our common mission.

I commend our conference to Our Lady of Peñafrancia, Patroness of Naga and the entire Bicol region, whom we fondly refer to as our Inâ.

Ateneo de Naga University

Who We Are, Made Visible in What We Do for Others

Excellence is an act of charity.

Thank you, dear Catholic Universities, for coming together, not simply to discuss strategies, but to discern how we might respond—together—to the educational realities before us. Catholic higher education does not exist to impress, but to serve. Our task is not to build reputations, but to help our people flourish. That is our stewardship.

We are not blind to the challenges. We see students who struggle quietly, faculty who carry more than what is written in their contracts, and research that deserves to touch lives beyond the library shelves. These are not merely operational concerns. They are human stories. And because they are human, they are deeply moral. They ask something of us— not only professionally, but spiritually.

Yet we gather in hope. Grace is already at work in our institutions—in small acts of dedication, in patient mentoring, in collaborations that bear quiet fruit.

University Social Responsibility, then, is not an added program. It is simply who we are when we live our mission honestly. It is identity translated into service—who we are, made visible in what we do for others.

As Catholic Universities, we are united by more than shared challenges. We are bound by a common calling. This assembly is more than a meeting; it is an encounter. When we listen carefully to one another, exchange insights generously, and collaborate without rivalry, we strengthen not only our campuses, but the young entrusted to us. No institution should stand alone in this mission.

In a time that often rewards competition, may we choose communion. May our campuses be places where faith and reason converse naturally, where research serves real communities, and where smaller schools find partners rather than obstacles. Synodality is not a slogan—it is a way of walking together, sharing responsibility, wisdom, and even sacrifice.

This work is not about branding. It is about fidelity. When mission and identity are lived with integrity, students begin to see that education is not merely preparation for employment, but formation for service. Communities begin to experience learning as hope made concrete.

Grace is greater than crisis. If we remain faithful—humble enough to listen, courageous enough to collaborate, and generous enough to serve—the young people we form will not only be competent professionals. They will be disciples.

As the Lord commands us: “Go therefore and make disciples of all nations... teaching them to observe all that I have commanded you” (Matthew 28:19–20). Catholic education is not confined to intellectual formation alone. It is participation in this very mandate. We are entrusted with minds, yes—but also with hearts and consciences. When our classrooms become places of encounter with Christ, when learning deepens love of truth and commitment to the common good, then our universities truly fulfill their vocation.

May the Lord bless our synodality and shared mission. May Saint Joseph guide our daily work. Maraming salamat.

HIS EXCELLENCY

Toour partners in the Association of Catholic Universities of the Philippines, Inc., welcome to Naga City.

It is an honor for our city to serve as the home for your National Conference. At a time of critical assessment for our education sector, your theme, “Response of Catholic Higher Educational Institutions to the Philippine Educational Crisis,” is a vital call to action.

Education must be more than a pursuit of excellence; it must be a bridge of opportunity. Identifying the current realities of our educational landscape is a necessary step in ensuring that no student is left behind by systemic gaps.

We must strive for a brand of excellence that serves the common good. By intensifying a research culture, you are not just aiming for academic prestige-you are envisioning pathways to solve realworld problems. When we integrate Catholic Social Teaching into our institutional responses, our universities become moral and intellectual beacons for a nation in search of direction.

This mission requires synodal collaboration. We need the solidarity of the academe, government, industry, and civil society to implement ethical solutions. Progress is Swiftest when we move as one community, listening to the voices of our teachers, parents, and students alike.

To the university presidents, administrators, and student leaders, may this gathering inspire you to be “Pilgrims of Hope.” Let us use our collective strength to build an inclusive education system that empowers every young Filipino to lead with purpose.

Padayon in your mission. Dios Mabalos po.

The central image of the poster is inspired by the ACUP logo, which contains layered scenes that reflect some of the Association’s thrusts amidst current realities in the Philippine educational landscape, and specifically targeted for this year’s conference: learning poverty, persistent gaps in quality and access, the need for sustained teacher formation, the responsible and ethical use of technology, and the integration of Catholic social teaching and the mission of evangelization into institutional responses to the educational crisis, emphasizing the unique role of Catholic HEIs as moral and intellectual beacons.

At the heart of the image stands the crucifix, affirming the Catholic conviction that education is not merely a technical or economic concern, but a moral and pastoral mission. Faith serves as a compass that grounds educational reform in human dignity, solidarity, and the pursuit of the common good.

Within the ACUP form are visual elements such as books, classrooms, and writing and digital tools, which collectively point to the concrete realities of policy, governance, and institutional responsibility in shaping meaningful and inclusive learning outcomes.

The presence of the map, compass, and illuminated path evokes the work of discernment and direction underscored by EDCOM II, which signal the need for clear vision, coordinated action, and sustained commitment in addressing the systemic challenges facing Philippine education today.

Since the ACUP National Conference travels from Luzon, Visayas, and Mindanao, this year’s poster background situates the image within the local context of Naga City and the Bicol region, home of the host university.

Three iconic symbols of the faith, land, and craft of the region are woven into the composition: the Peñafrancia Basilica and the fluvial procession on the river, drawn from the devotion to the local patroness Our Lady of

Peñafrancia; Mount Isarog standing tall in the distance; and bundles of abaca in the foreground, representing the worldfamous Bicolano weaving tradition.

Overall, this year’s conference poster presents Catholic higher education institutions as committed partners in national educational reform. ACUP member institutions are critically engaged with policy realities, attentive to the lived experiences of learners and educators, and guided by a pastoral mission that seeks not only to improve systems, but to form well-rounded persons, strengthen communities, and follow new maps of hope in Philippine education.

The three-day conference will respond directly to the urgent realities shaping Philippine higher education. Catholic Higher Education Institutions (CHEIs) will come together to examine current systemic challenges and ideals, such as equity, accessibility, quality assurance, sustainability, AI ethics, and mission integrity in a rapidly changing socio-educational landscape. It has the following objectives:

1. Identify the current realities in the Philippine educational landscape with focus on Higher Education Institutions (HEI) and determine the challenges commonly faced by ACUP institutions and discuss strategic responses to improve their efficiency and sustainability.

2. Intensify the quality assurance and research culture within Catholic HEIs by envisioning pathways toward producing quality, mission-aligned academic programs and research and innovation outputs.

3. Integrate Catholic social teaching and the mission of evangelization into institutional responses to the educational crisis, emphasizing the unique role of Catholic HEIs as moral and intellectual beacons.

4. Inspire synodal collaboration and solidarity among Catholic HEIs, its industry partners, government, and civil society to implement research-based and ethical solutions to the immediate needs of HEIs.

Informed by the EDCOM II reports and guided by Pope Leo XIV’s apostolic letter “Drawing New Maps of Hope”, the ACUP 2026 National Conference will serve as a vital academic gathering for members of the Association, who are one in the mission of providing quality Catholic education.

Grounded in Catholic Social Teachings and the Church’s mission of evangelization, the productive and engaging discussions will integrate faith and reason to encourage and guide institutional action points and/or reforms that strengthen quality assurance systems, deepen research cultures, and foster innovation that serve both the Church and the nation.

The keynote speaker is an expert in pastoral care, educational governance, and social advocacies, Rev. Fr. Wilmer Joseph S. Tria, Ph.D., who serves as the President of the Catholic Educational Association of Caceres and Libmanan (CEACAL) and the Bicol Association of Catholic Schools (BACS), the Vice President of the Catholic Educational Association of the Philippines (CEAP), and the Secretary-General of the Church Leaders Council for National Transformation (CLCNT). His address, “Drawing New Maps of Hope: The Role of Philippine Catholic Higher Education as Beacons of Hope and Ethical Clarity” will encourage Catholic HEIs to reaffirm their distinctive calling, not just as moral and intellectual beacons in society, but also as “a laboratory of discernment, pedagogical innovation and prophetic witness” (Pope Leo XIV, Apostolic Letter, Drawing New Maps of Hope, 11.1).

His Excellency Most Rev. Gerardo Alminaza, D.D., Chair of the CBCP Episcopal Commission on Social Action, Justice and Peace, and Bishop of San Carlos, will underscore the role of higher education in forming morally upright, socially

responsible, well-rounded, and faith-driven young adults and agents of transformation in his talk titled “Philippine Church Directions on Social Justice and Catholic Education”.

Second Congressional Commission on Education (EDCOM II) Advisory Council Member on Higher Education & Teacher Education and Development Dr. Cynthia Rose Bautista will also offer critical insights into the current state and trajectory of Philippine higher education post-EDCOM II in her talk “Turning the Tide: The State of Philippine Higher Education after EDCOM II”.

Day Two will focus on building institutional capacity for the future. Sessions will address the development of a future-ready teaching workforce by Dr. Neil Vincent Sandoval, Deputy Executive Director III, Teacher Education Council (TEC) Secretariat; Quality assurance strategies and best practices by Prof. Rosemary Seva, Ph.D., Executive Director, DLSU Quality Assurance Office; and the evolving frontiers of educational technology, where the CBCP Episcopal Commission on Social Communications Executive Secretary, and Eternal Word Television Network (EWTN) International Manager for Asia-Pacific Mr. Edwin Lopez will share insights on the ethical and anthropological challenges raised by the use of artificial intelligence, based on the Vatican doctrinal note “Antiqua et Nova” co-issued by the Dicastery for the Doctrine of the Faith and the Dicastery for Culture and Education in January 2025. Cultural presentations and fellowship activities will further strengthen bonds among ACUP institutions from Luzon, Visayas, and Mindanao, reinforcing synodal unity within diversity.

On the final day, participants will synthesize key insights and engage in simultaneous workshops focused on interdisciplinary research, digital transformation and ethical AI integration, and educational well-being. These workshops are intended to generate practical frameworks and collaborative strategies that institutions may adopt and contextualize within their respective campuses. Emphasis will be placed on research responsiveness to marginalized communities, drafting mission-consistent AI policies, and safeguarding the holistic well-being of students, academic staff, and administrators.

The conference will conclude with a renewed commitment to synodal collaboration among Catholic HEIs, Church leaders, government agencies, industry partners, and civil society.

Through collaborative dialogue, academic discussions, productive workshops, and community engagement, the 2026 ACUP National Conference will serve as a pivotal moment of discernment and collective action to chart new maps of hope for Catholic higher education in the Philippines.
