E It has been approximately six months since the Men's Program completed a reorganization of its staff. Now would be a good time to review what has been accomp lished within the men's program and look forward to what the future holds.
First, let me review the reorganized men's staff. The newly structured men's staff consists of new staff member Bo Morris in the Men's Program Manager position, Ron Brant as the new Senior Nationa l Team Coordinator, Dennis McIntyre in the newly created Junior National Team Coordinator's position, Vitaly Marinitch filling the head coaching position of the U.S. Olympic Training Center resident program and Lisa Bibler as the Men's Program Assistant. One of the goals of this reorganization has been to allow staff members to concentrate on different areas of athlete and program development. Toward that end the men's program has: •

Held a strategic planning meeting for the Senior National Team Program. This strategic meeting, which included individuals from all aspects of the program - coaches, judges, athletes and USA Gymnastics administration - set the tone for our quadrennial plan. One aspect of this plan is the Pursuit of Perfection program that emphasizes execution and presentation at the elite level.
• A long range plan for the Junior National Team Program has been initiated which includes several areas of program and coaches' education development through 2008. • The Basic Skills Achievement Program (BSAP) has been re-written and is now available. The BSAP is a grassroots boys' curriculum that can take a boy from just walking in the gym door to a point where he is ready to enter competitive gymnastics. •
Several educational projects have been completed or are in the works including the long term goal
of producing a coaches' manual which will encompass areas such as coaching methodology, nutrition and strength training principles. Our athletes continue to make great progress on the international scene. Since Sydney, our athletes have competed in several international competitions, bringing home medals and marking the United States Men's Program as one to watch. Of course we have had our setbacks also. The month of July was extremely tough on the men's program when 2000 Olympians Blaine Wilson, Paul Hamm and Morgan Hamm all experienced injuries. All three will be back and we are confident that we will see Paul as early as the 2001 World Championships. We did, however, have some tremendous performances from our athletes at the 2001 U.S. Championships, which demonstrates the depth in the curre nt men's program. We have a new national champion for the first time in five years in Sean Townsend. Joining Sean in the top three positions are Brett McClure and 2000 Olympian Stephen McCain . We expect great leadership from these three individuals at the 2001 World Championships. The men's program continues to enjoy steady growth at the age group level. However, the continued loss of collegiate men's programs remains an area of great concern. Early in 2001, USA Gymnastics formed a Task Force on Collegiate Gymnastics to look at strategies for stemming and reversing the loss of our college programs. The loss of the Michigan State Program, along with the recent announced termination of both the men's and women's gymnastics programs at the University of California at Santa Barbara (they were given a one year reprieve), reinforce both the critica l nature and the difficult task that we face in our efforts to save collegiate gymnastics. I would urge each of you to get involved with NCAA gymnastics by attending meets in your area and by writing to athletic directors, university presidents and state and national congressmen to express your support of NCAA gymnastics programs for both men and women. The men's program is looking forward to the challenges that remain leading up to the 2004 Olympic Games. We have a newly organized staff to support the efforts of the many dedicated athletes, coaches, judges, gym owners and volunteers who are the real driving force in the advancement of the men's program. I am sure, that working together, we can make these four years ones of tremendous growth and success for the men's program .

The soft foam pit was designed to reduce the wear and tear on a gymnast due to repetitive landings on the firmer competition landing mats [5]. Atypical pit measures approximately 10 by 20 feet and is usually 6 - 8 feet deep. The soft foam pit is filled with thousands of pieces of foam (6 - 12 inch square cubes [5]), providing a softer, and generally safer, landing surface for the gymnast. Injuries may occur in soft foam pits in a variety of ways. Improper landings such as head or face first, arched, etc., collisions with another gymnast or with the pit wall, or an injury sustained at take-off may result in catastrophic injury. Catastrophic injuries include head, neck, and back injuries resulting in spinal cord trauma, respiratory and/or cardiac arrest. If spinal trauma is not recognized and properly managed (including at the scene), irreparable damage may result and leave the patient paralyzed for life [4]. Cord damage may" result later with movement of the spine [4]. Ajagged bone fragment may sever the spinal cord or nerve if the gymnast is moved or twisted. Asevered cord cannot be repaired [4]. Even a seemingly minor head, neck or back injury with no noticeable signs or symptoms of spinal cord trauma may, in fact, be very serious in nature. Removing a seriously injured gymnast from a soft foam pit requires trained Emergency Medical Services (EMS) personnel in the majority of circumstances. Gymnastics professionals should be oriented in removal procedures so they may assist EMS Personnel who have little understanding of soft foam pits. Practice drills with coaches and their local EMS are strongly recommended because the steps listed below are not a substitute for hands-on-practice with EMS personnel. The intent of this article is to assist gymnastics coaches and EMS personnel to work together to accomplish a safe extrication, and to provide the coach with an understanding of his/her pre-EMS responsibilities. Coaches should not become overwhelmed and try to memorize the steps listed below. EMS will determine the order of the steps and will make final decisions about the gymnast's care in each emergency. EMS will direct coaches, but coaches in return, must also gUide EMS with gymnastics specific items Le.: soft foam pits, use of mats for rescue, velocity of skill, how the injury occurred (mechanism of injury) [4]. This article is not
intended to serve as a recommendation or permission to replace or substitute EMS personnel with non-trained individuals. It is impossible to detail every potential type of rescue, because each emergency is unique. Therefore, the procedures listed below are not meant to be considered a standard of care, but rather to serve as suggested guidelines based on the best information currently available specific to this scenario [5,6]. These procedures merely suggest the principles for removal of a gymnast with suspected cervical injuries from a soft foam pit. All patients with multiple trauma, head injury [4], or facial trauma [2], or a gymnast rendered unconscious [4,5] should be presumed to have a cervical spine injury until proper evaluation can be made to rule it out [2,4,5]. The U. S. Olympic Committee developed pit removal steps in a video in 1995 [6]. The steps have been modified and expanded upon by the author for the purpose of this article. ~

INITiAl APPROACU AND CONTACT COMPARISONS
The moment a gymnast is suspected of having any injury (minor or seriousl, the coach will use the STOP [5] technique: Stop, Talk, Observe, Prevent Further Injuries. When the gymnast is injured in a soft foam pit: • Stop all activity into the pit. • Talk to the injured gymnast from OUTSIDE of the pit. Avoid the impulse to jump into the pit and reach the athlete as quickly as possible. The movement of the foam during your quick approach may cause additional harm to the gymnast. Ask the gymnast "Are you OK, are you breathing all right?" [6]. Tell her: "Don't move, help is on the way" [6]. Activate the facility's Emergency Medical Plan [5]. • Observe the gymnast; is she conscious, alert, confused or unable to answer? Is she moving? Is there any abvious bleeding? • Prevent further injury by properly approaching and managing the injured athlete.
SHP Z: APPROACU TU[ GYMNAST, ASsrSS fOR W[ TUHAHNING INJURI[S The designated leader of the emergency [5], Rescuer # I, must reach the gymnast. There are several possible approaches. Nassar [3] recommends a ladder or plank "bridge" so there is no direct entry into the foam by the rescuer until after the cervical collar is on. The USOC [6] demonstrates Rescuer # I, 2, and 3 directly entering the foam. While the best approach will have the least amount of foam movement, final entry may depend on the seriousness of the emergency. The more severe the injury, the more quickly the approach may have to be by the first rescuer. HOWEVER, the quicker the approach, the more danger to the injured athlete, due to the most amount of foam movement. Additional considerations as to the best approach include immediate availability of rescue equipment (i.e. ladderl, number of available rescuers, familiarity with removal procedures, actual location of the gymnast, and each individual facilities pit design. Rescuer # 1 will approach and contact the gymnast, in order of preference via: 1. the wall edge of the pit, thus no immediate entry required (possible only if the head of the gymnast is very close to the walll. Follow ''ladder'' instructions. 2. a ladder or several long 2" x 6" boards forming a "bridge" that reaches across the entire pit [3] placed so that Rescuer # 1 may reach the head of the gymnast. Wider boards are usually too heavy. The ladder (or boardsl must be pre-measured to fit across the largest dimension of the pit, and may involve an extension ladder. The ladder/boards should be stored near the pit in a safe way so that no time is lost locating and placing them. (Hereafter, the term ladder implies boards or planksl.
3. a 4" landing mat [3] slid into the pit, close to the top of the gymnast's head with Rescuer # 1 crawling across it. This technique is used if the gymnast is too deep into the pit for Rescuer # 1 to provide a proper airway assessment or cervical spine immobilization from the ladder. 4. direct entry into the foam [6] - immediate, considered in a Class I Emergency {gymnast unconscious, possibly not breathing, possibly no pulse}. --16 - - - - - - - - - - - - -----1(

needed to complete these approaches as described. The first rescuer to make contact with the gymnast has multiple duties and should have a complete understanding of the entire process. Rescuer #1 will control the evacuation procedure [6]. It is strongly recommended Rescuer # 1 (and additional rescuersl have prior medical training and prior practice in these procedures. Using one of the approaches listed above, the primary goals of Rescuer # 1 (probably the coachl include: •
a slow, deliberate [6], steady approach toward the injured gymnast.

look for bleeding during the approach 1. Continue to speak to the gymnast during the approach, telling her not to move and help is on the way. If she answers, breathing is present with no difficulty, skin color is good, etc., and it is determined the gymnast is stable, with no life threatening injuries, go to Step 3. 2.lf the gymnast does not answer, is unconscious, adequate breathing is questionable, or it is determined the gymnast is unstable, (possible Class I Emergency), go to Step 15.
SHP 3: STABl[ GYMNAST, U[AD IMMOBILIZATION Rescuer #1 will be positioned at the top of the gymnast's head [6] via one of the entries listed above, and will remove foam away from the gymnast's face. If breathing is present (obvious good air exchange, good skin color, gymnast is conscious, talking to coach, etc.l, Rescuer # 1will IMMOBILIZE the gymnast's head and neck by holding both sides of her head to maintain cervical immobility. The head should be held in the position as found, AS LONG AS SHE HAS AN OPEN AIRWAY, EFFECTIVE RESPIRATIONS, AND IS STABLE. The stabilization of the head [6] is to provide cervical immobilization. This head stabilization will continue until the gymnast's head is securely fastened to the spinal immobilization board. If, at any time, the status of the gymnast changes, reassess and act accordingly (See Step 15.l. The coach will monitor (including pulse [6]l and talk to the gymnast, continually reassure her, and tell her not to move. Additional medical help is needed immediately. By now the ambulance should have been summoned. Additional coaches should move equipment to the area around the pit [6]. Assembled equipment includes a Spinal Immobilization Board, Cervical (ollar, Medical Tape (white athletic tapel, and a total minimum of six rescuers [6]. Nassar recommends four inch landing mats [3], while the USO( demonstrates use of panel mats [6]. Nassar feels the four-inch mats are superior due to the additional stability they provide as compared to panel mats. like most gymnastics facilities, the spinal immobilization board and cervical collar are not usually readily available. This equipment requires special medical training, and will be brought by the ambulance personnel.

ative Floridian, Jessica Howard, successfully defended the title of rhythmic national champion this past August at the U.S. Gymnastics Championships in Philadelphia. This marks the third consecutive National Championships title for the 17 -year-old, earning her the cover of this issue of Technique.

Jessica was born and raised in Jacksonville, Florida and continues to train there under the coaching of Efrossina Anguelova at international Rhythmic Gymnastics. Her strong performance in Philadelphia and her ability to adjust to the new Code of Points has given Jessica a full schedule. After representing the U.S. in both the World Games (Akita, Japan) and the Goodwill Games (Brisbane, Australia), Jessica is slated to compete in the World Championships in Madrid, Spain October 17-21. Jessica is a high-school senior and has three younger siblings, Peter, Bethany and Ruth. in what lillie free-time she has, Jessica enjoys ballet, church activities, movies and reading. She has been to both Paris and Holland to participate in a Christian dance intensive. Jessica started in artistic gymnastics, but at age nine switched to rhythmic gymnastics. Rescuer #'l will begin to remove foam from the neck area. The primary goals of foam removal are: • to keep foam away from the gymnast's face which could hinder breathing • to keep the gymnast and her neck (cervical spine) immobile at all times. The procedures for foam removal are: 1. First, remove foam away from the gymnasts face.
the best position for transport. This again, assumes the gymnast is efficiently breathing and is stable. EMS personnel may delay applying the collar at this time if the gymnast is laying chest and pelvis down, but the head is turned up to 90· to the right or left side. Moving the head to a neutral in-line position may turn the face down into foam and may jeopardize the airway and ability to continually assess the airway and breathing. In this situation, a cervical collar can only be safely applied once the patient is in an in-line position and supine on the spinal immobilization board, not before [6]. This will be determined by the EMS personnel (See Step 13).
2. Remove foam from next to the gymnast's neck area. Foam blocks are removed to allow the collar to be applied, but still stabilizing the head [6].

Additional rescuers will approach the injured gymnast by slowly crawling across the mat. This mat will allow a more stable exit after the gymnast is immobilized on the board.
SHP 7: PlAC[ ADDITIONAl rOUR-INC" MAT The remaining rescuers on the outside of the pit will move the last four-inch mat into the pit, placed parallel to the gymnast on the opposite side of Rescuer # 2.
SHP 8: [NHR R[SCu[R # 3 INTO Tu[ PIT Rescuer # 3 will enter the foam pit from the opposite side of Rescuer #2. This is to keep the foam balanced with the weight of the rescuers. Rescuer # 3 will be positioned by the gymnast's neck/shoulder area facing Rescuer # 2. Rescuer # 3 may wish to enter into the foam from the mat.
3. If the gymnast is buried in the foam, remove the top pieces. Only remove foam away from the gymnast that will not allow any part of the gymnast's body to move (Le. foam beneath the gymnast is NOT removed because the gymnast will move and twist as the gymnast sinks deeper into the pit).

Rescuer # 2, probably EMS personnel, will take the responsibility for applying the cervical collar, which may mean moving the neck to a straight, in line position. During the application of the cervical collar, Rescuer # 1 will continue to monitor breathing and pulse, as the head is held immobile. Rescuer # 1 will stabilize the head as Rescuer # 2 gently places the cervical collar onto the injured gymnast's neck. The cervical collar will support the cervical spine in an inline position [1,4]. Cervical collars do not immobilize, they assist in reducing SOME range of motion but they do not limit motion enough to provide immobilization [4]. Generally, cervical collars at best provide only 30-50% limitation of motion [4]. Therefore, the rescuer holding the head immobile (manual immobilization) [4] in conjunction with cervical callars must always be used until the head is immobilized onto the backboard. Note: A collar should only be applied after the head has been brought into a neutral in-line position [4]. EMS personnel are trained to MOVE the head (as needed) into a neutral in-line position to apply the properly sized cervical collar. They know when to move and when to stop the movement [4] of the head to apply the collar (or not), and they will decide
SHP 6: ROCu[RS INTO rOAM Ladder Entry: Rescuers # 1 and 2 are on the ladder, and the cervical collar is in place on the gymnast. Rescuer # 1 continues to hold the cervical spine immobile. A 4" landing mat is now moved parallel to the gymnast's side by the rescuers outside the pit. Meanwhile, Rescuer # 2 leaves the ladder (or may stay there and a new rescuer may enter instead) and approaches the gymnast slowly by crawling across the 4" mal. Rescuer # 2 will now be positioned at the gymnast's neck. 4" Mot Entry: The second rescuer has already entered across the 4" mat and is at the gymnast's neck. The cervical collar has already been applied. After the cervical collar is on, Rescuer # 2 and All future rescuers, may wish to lower themselves directly into the foam next to the gymnast from the 4 inch mat. The four-inch mat is used for a variety of purposes: •

If the gymnast is lying face/chest down: •
The gymnast's arms are straightened and placed palmin next to the torso while the legs are brought into neutral alignment [4]. EMS will guide the coach if there is pain when the limb is moved. The three rescuers on the same side will now slide both of their arms, palm up, under the gymnast, all at the same time. Their six arms become the stable floor for the gymnast. Note: Rescuers must work together to minimize movement and keep all arms at the same height to support the gymnast. The two rescuers on the opposite side will leave their arms free to position the spinal immobilization board after it is moved into the pit. Rescuers # 2-6 probably have to be in the foam to maintain complete control of the gymnast. SHP II: SPINAL IMMOBILIZATION BOARD
Rescuer # 7 (if available) remains outside of the pit. The board is handed by Rescuer # 7 to the two rescuers on the same side of the gymnast [6]. If only the minimum of 6 rescuers were present, the last person to enter the pit is responsible to bring the board to the gymnast.

It is now time to strap the gymnast to the board. The rescue crew will direct proper tie-offs. The head is now in a neutral in-line position, unless contraindicated, as determined by EMS. Apply the cervical collar if it has not been previously applied (See exception in Step 5). Immobilize the upper torso to the board so she cannot move up, down or laterally, then the lower torso (pelvis), then the head, using pads or rolled blankets on each side of the head, and finally the legs and arms (extended, palm in, at her side) [4]. The arms are secured to the board with an additional strap across the torso prior to moving the patient [4]. The arms are not included inside the torso straps. They are positioned this way so EMS may remove the arm strap and start an IV and/or take a blood pressure and the body provides a natural splint for the arms. Prior to immobiliZing the legs with the straps, it is suggested a blanket roll be placed inbetween the legs to avoid unwanted leg movement during transport. EMS will determine exactly how the head will be immobilized on the spinal board. They may use blanket rolls or pre-made pads around the head, and pre-made Velcro straps or white medical tape for immobilization. If medical tape is used, the head is taped down to the board, which will prevent any unnecessary jarring, or movement [6]. EMS will pad any areas that leave gaps. Only after her head is attached to the board and completely immobile ~

It is expected this removal procedure will toke a longer time to complete properly, as compared to other types of similar spinal immobilization board rescues. It could toke 15-45 minutes (or longer) to wait for the police, ambulance, fire, or paramedic crews and remove the gymnast from the pit. They may med-evac her by helicopter to a trauma center. If the vital signs are stable and her cervical spine was immobile, then the goals of the pit removal have been met. However, catastrophic harm may occur if the procedure is rushed and non-essential
movement is allowed to occur.

Immediately check for breathing: look, listen, and feel for air exchange [1]. Check for a mrotid pulse in the neck using the two middle fingers [5]. If the pulse is present, and rescue breathing results in spontaneous respirations, and the gymnast is stable, go to step 3.

If the pulse is absent, or rescue breathing [1] is not effective, a Class I Emergency exists [5]. The gymnast must be removed from the pit immediately [5]. Standard CPR [1,2,5] procedures for respiratory and cardiac arrest with suspected spinal cord injury must be initiated immediately [5] on a firm surface. Cliniml death [2] exists if the gymnast does not have a pulse and is not breathing. This condition may be reversed with CPR [2]. If a Class I Emergency exists, the gymnast must be removed from the pit immediately and placed on a firm surface. Several additional rescuers will be needed to directly enter the pit and, keeping the gymnast in

It is strongly recommended that gymnastics teachers and coaches schedule at least one pit mock rescue with the local rescue squad as well as with other EMS services that may respond [6] on an annual basis [3]. One private club invited local EMS to train multiple types of mock rescue drills in their facility and invited the press. Practicing emergency mediml procedures prior to an actual emergency is critiml for the safety of the athletes.

USA ~;~g~::!ic~oo~at~~~:~ August 8-11 in Philadelphia, Pa. More than 2,000 gymnastics professionals were on hand to attend meetings, lectures and, of course, the exhibit hall. Congress was held in conjunction with the U.S. Gymnastics Championships so many ended their day at the gymnastics venues in Philadelphia. There were more than 50 sessions per day covering topics ranging from men's, women's, rhythmic, trampoline and tumbling, general gymnastics, preschool, business, sport science and other educationa l topics. A total of 166 booths were set up in the exhibit hall di splaying products and services relating to our industry. The second annual Club Owners Business Conference was conducted as an add -on event and 150 individuals participated. The General Assembly presented an overview of the state of USA Gymn astics as well as honored award recipients and Hall of Fame inductees. The dance party was a great celebration and conclusion to the wonderful four days of Congress. Please join us next year in Cleveland, Ohio for National Congress 2002. More than 150 club owners participated in the event, featuring experts in business related fields. We heard inspiring words from Bela Karolyi, Ron Froehlich, Bob Colarossi, Steve Penny and Kathy Feldmann.

JUDGES' SELECTION UPDATE Ron Galimore reported on the selection committee's rationale and assignments to the World Championships, World University Games, Goodwill Games, and several other international assignments. The committee was also reminded of their past motion that gave the subcommittee complete authority to make all final judges' selections. That sub-committee is made up of Yoichi Tomita, Butch Zunich, Ron Galimore, and George Beckstead. 2001 NATIONAL QUALIFIER 2001 U.S. NATIONAL CHAMPIONSHIPS
STATEMENT TO JUDGES The Men's Program Committee is asking that the judges be fair and unbiased in their evaluation of all gymnasts; that they use gymnastics sense to strictly enforce the new Code of Points, yet, not be unrealistic in their evaluation. The Pursuit of Perfection is a guide and it should direct your attention to the level of performance that the men's program seeks. INTERNATIONAL PROCEDURES MANUAL UPDATE
Ron Brant reviewed the draft document. This document covers all responsibilities of the men's delegation. Ron Brant would like any input submitted directly to him as soon as possible. The goal is to have this document approved by the U.S. Championships.
VI. SCORING PROGRAM FOR THE WORLD UNIVERSITY/WORLD CHAMPIONSHIPS SELECTION Ron Brant announced that Dave Juszczyk has the program completed. The information provided from this program will give us more information to help in the selection of our World Championships team. He reminded the committee that this is only a statistical program. It does not provide other information such as competitive experience. The program will be tested with information from the qualifier and reviewed at the U.S. Championships.
VII. BUDGET UPDATE Ron Galirnore sent a comparison document of the 2000 and 2001 budgets to the MPC members for review. Galimore will have to submit a priority list for the men's program. We are waiting for a final budget amount to be confirmed for the men's program.

Brandon Whitten - injury petition to the 14-15 Division There was discussion regarding all three athletes.
John Roethlisberger requested information on how our injured Olympians will be funded if they cannot compete at the u.s. Championships. He was reminded that the two gymnasts could be placed on the senior national team by the MPC at the conclusion of the U.s. Championships. Also, there are other emergency funds available to them or other injured senior national team members. These emergency funds are called Special Needs Grants. They are funds leftover from NCAA athletes not being able to take their full allotment of athlete support funds.

There was an update on the new vault table. The American model is still awaiting FIG approval. A Spieth European model will be brought in for tomorrow's qualifying event.

II. ONE·TOUCH WARM·UPS The FIG has eliminated the one-touch warm-up for Team Finals, AA Finals, & Event Finals at the 2001 Artistic World Championships in Ghent. The one-touch was retained for Team Prelims. The entire MPC agreed that we should not depart from the one-touch warm-up for the 2001 U.S. Championships. The MPC will review the elimination of the one-touch warm-up for future national competitions at an upcoming

The date for the 2004 U.S. Championships is JW1e 3-6. The Qualifier will most likely be held before J.O. Nationals in 2004. The MPC all agreed that the 2004 Olympic Trials should be two days of competition. The date of the Trials is June 24-27.
III. MEN'S PROGRAM SERVICE AWARD Ron Galimore reviewed the names of potential nominees for this year. Art Shurlock received this award last year. Motion: To nominate Newt Loken for the 2001 Men's Program Service Award.
There was a great deal of discussion on how many sessions there should be for the 2004 U.S. Championships. Motion: To hold two sessions at the U.S. Championships and Trials in 2004.

VI. SENIOR PAN AMERICAN CHAMPIONSHIPS SELECTION AND PETITIONS
Chris Lamorte has contacted Ron Galimore regarding being added to the 2001 U.S. Championships. He was injured before the qualifying event. Chris did not submit a formal injury petition, therefore adding him to the competition could not be considered.
This competition will take place in-between the World University Games and World Championships. The date is September 18-23, in Cancun, Mexico. It is 4-3 team competition. Ron Brant recommended that the World Team members from the U.S. Championships have the option of going to this meet.
V.
NUMBER OF SESSIONS AT THE 2003 & 2004 U.S. CHAMPIONSHIPS AND 2004 OLYMPIC TRIALS.
Ron Galimore reported that we have commW1icated to the Pan American Union our intention to participate in this competition.
There will be 2 1/ 2 weeks between 2004 U.s. Championships and Olympic Trials. The dates have been set. Ron Galimore requested that we review the number of sessions the men's program wanted for these competitions immediately because the events were being bid to interested cities. He suggested that we make a decision as soon as possible to get in front of the bid process. This would be beneficial to the cities biding for the events and cause less confusion having to make changes at a later date.

IX. ADDING MORE GYMNASTS TO THE 2001 U.S. CHAMPIONSHIPS
Ron Galimore gave a brief review of the selection process for the u.s. gymnasts to the Goodwill Games. Paul Hamm, Morgan Hamm, and Blaine Wilson have been invited. Blaine Wilson is injured, so Sean Townsend will replace him. The MPC agreed to forward the name of the next available 2000 Olympian, Steve McCain. McCain's results at the Qualifier demonstrate his preparation for this event.

NEW BUSINESS
The office is continuing to pursue a title sponsor for the 2001 U.S. Championships. There were questions related to the men's budget. Ron Galimore reported that we are waiting for an exact budget amount for the men's program.
Galimore recommended adding four more all-around senior gymnasts to the meet.

2. Question: Does a hop 1/2 turn with grip change performed within
an element with 360° pirouette fulfill the Special Requirement of flight? Answer: No, the hop to a different grip position must be the conclusion of the skill. Examples: Back giant hop 1/2 turn to mixed grip, continuing with another 1/2 turn will be evaluated as a D -Back Giant with 1/1 turn, but would not fulfill the Special Requirement of flight element.
II. Cheryl Hamilton thanked the committee for its diligence in creating a newly revised Technical Handbook. She also commended Cindy Sielski, Region 6 RTCC for her many years of service on the committee and for her contributions in the education of judges and coaches in Region 6. She also welcomed Pat Panichas, who has recently been elected to fill Cindy's position.
III. JO ELEMENT SUPPLEMENT
Back giant hop 1/2 turn to mixed grip will fulfill the SR of flight because the element finishes in a different grip and is the conclusion of the skill. Exception: A Back Giant hop 1/1 turn will also be considered as a flight element even though it does not finish in a different grip. 3. Cast handstand with hop grip change:
The committee will be compiling a list of elements that are either no longer listed in the FIG Code or have been performed as new elements at JO Nationals. The JO Element Supplement will be available in the Fall of 2001.
In order to receive the "C" Value Part and flight Special Requirement, the following conditions must be met: • Both hands must release the bar Simultaneously • Must finish in a different grip • The hop must occur on the ascending phase • If a straddle cast is performed, the legs must be joined and the handstand position achieved within 10° of vertical.
Recommendation to evaluate the following Uneven Bar elements: Squat, stoop or straddle onto Low Bar - "A" element #52.102. IV. OPTIONAL UNEVEN BARS Clarification on the expectations of amplitude for casts prior to squat/ stoop / straddle onto low bar: There must be a backward swing of the legs prior to plaCing the feet on the bar. If the squat on is accomplished by merely lifting the hips up, a deduction of 0.05 will be taken for insufficient amplitude. -------------------j(

If the hop occurs on the descending phase, the element will be considered a "B" cast to handstand and will not fulfill the SR of flight. 4. Clarification: In regards to Optional exercises (levels 8-10) with less than five (5) elements, this refers to five "Value Parts." A 2.00 deduction would be taken if the routine had less than five Value Parts. This could occur in the case of an exercise that was completed (but short), as well as an exercise in which the gymnast falls prior to performing five elements and does not continue.

OPTIONAL BEAM & FLOOR CLARIFICATIONS
The following clarifications apply to both Elite and Jr. Olympic Programs: ~

a. In order to receive Value Part credit (as listed in the FIG Code of Points) for turns requiring the leg to be held above horizontal, the free leg may not be supported in position by the hand. In regards to the Special Requirement on Floor Exercise of a "B" turn, if performing the 360° turn with the leg held above horizontal (B) , the free leg may not be supported by the hand. Any turns of 540°, 720° and more (regardless of the leg position or support of the hand) will fulfill this Special Requirement, since they are all "B" or better turns. h. If a scale is used to fulfill the Hold Special Requirement on Beam, the free leg may not be supported with the hand. c. Any skill that contains a handstand position that is held for two (2) seconds will fulfill the Hold requirement on Beam. Example: flic£lac with 1 / 4 turn to handstand-if held for 2 seconds will fulfill the Hold Special Requirement.
VII. GENERAL PENALTY CLARIFICATION Clarification: A touch of the hand(s) on the mat on landing would be considered the same as a touch of the foot/ feet on the mat, contrary to technique and would receive an "up to 0.10" deduction.
VIII. ASSIGNMENT OF OFFICIALS The committee discussed some problems with the assignment of the Meet Referee for State and below competitions. It was decided that the Technical Committee should communicate with NAWGJ and to indicate to the State Judging Directors that assignment of Meet Referee is not necessarily the position of SJD or NAWGJ State Board member. Cheryl Hamilton will discuss the proper selection procedures with Carole Ide, NAWGJ President so that it can be discussed at the SJD workshop in July.
Clarifications for the JO Program: Switch-leg leaps, Straddle jumps and Tour Jetes are expected to show a 180° split of the legs; therefore, there will no longer be any lesser values assigned to these elements if they reach less than 180° split. The deductions for insufficient split will be applied, provided that there is at least 135° leg separation. If the split is less than 135°, the leap / jump would be awarded a lower Value Part, if applicable. Regarding the new Special Requirement on Beam of a Leap/jump/hop requiring 180° split: If less than 135° split is achieved (Le., missing greater than 45°), then credit is given for the actual Value Part performed (if applicable) and it would NOT fulfill the Special Requirement. For the new Special Requirement on Floor Exercise of a Dance Series, one of which must be a leap taking off of one foot, the Switch-leg leap will fulfill this requirement even though it takes off and lands on the same foot.

REGULATIONS FOR FALLS FROM THE APPARATUS Recommendation for the Jr. Olympic Program to not use the FIG deduction of 0.30 for leaving the apparatus (without falling to hips/knees) and not continuing the exercise. Any time the gymnast comes off the apparatus, it will be considered a fall (0.50 deduction). If they do not continue the exercise, then an additional deduction of 0.20 for missing the dismount Special Requirement and 0.30 for lacking a dismount will be taken. Motion: A. Schweyer Second: S. 2001 National Coaches' Workshop for Men November 15-18 United States Olympic Training Center The 2001 USA Gymnastics National ~ Coaches' Workshop for Men will , . . . ~, be held November 15-18 at the United States Olympic Training Center in Colorado Springs, Colorado. The National Coaches' Workshop is the premier educational event for men and will once again be held in conjunction with the 2001 Future Stars National Championships. The workshop will feature lectures, technical presentations, hands-oil coaches' sessions with Future Stars participants and viewing of the Future Stars National Championships. Presenters include Junior National Coaching Staff members, National Team coaches, sports science personnel, USOC staff and special guests. Make plans to attend now!
