PRESIDENT'S MESSAGE Kathy Scanlan

ne of the responsibilities that falls to the President of USA Gymnastics is the enforcement of the USA Gymnastics Code of Ethics. The current Code of Ethics was adopted by the Board of Directors in the fall of 1995. It is periodically reviewed by the Ethics Committee with appropriate modifications made. We print the Code of Ethics annually in Technique and USA Gymnastics. We also publish in both magazines a list of people whose memberships have been terminated and are banned from membership. It is important that we police our own ranks. If yo u know or suspect that someone may have seriously violated the Code of Ethics, or certainly if they been arrested, it should be reported to m y office or to any of the State or Regional Chairs. I assure you that we will follow up and be fair to our members in the process and mindful of the trust that athletes and parents place in us and in our professional members .

Although we receive a wide variety of complaints related to the Code of Ethics, the most serious generally involves one of the three types of behavior noted below. The diScipline imposed by the President can range from warning, to probation, to suspension, or termination of membership.

Criminal Behavior: The Board of USA Gymnastics has adopted a policy that disqualifies from m embership in USA Gymnastics any individual w ho has been convicted of or who has entered a plea of guilty or no contest to a criminal charge or indictment involving sexual misconduct, child abuse, or conduct violating a law specifically designed to protect minors. When I receive a report that a member has been arrested or charged with such a crime, m y first action is to request verification from our investigator. (Our investigator was formerly w ith the FBI and is on retainer to USA Gymnastics to investigate m ember mis-conduct allegations and to advise on security matters.) Once written confirmation of the arrest or indictm ent is received, m embership is suspended. If convicted, membership is terminated. USA Gymnastics retains the right to conduct its own inves tigation in the event that a member is found not guilty in the criminal courts or in the event that a conviction is subsequently overturned on appeal. Please inform me as soon as possible if you believe that a professional member of USA Gymnastics has been charged with criminal behavior. We will follow up immediately.

pacity and quality of the athlete's consent to enter that relationship is beyond question. It is inconsistent with this obligation for any member to: 1. Solicit or engage in sexual relations with any minor. Engage in sexual harassment by making unwelcome advances, requests for sexual favors or other verbal or physical conduct of a sexual nature where such conduct creates an intimidating, hostile, or offensive environment." When an allegation is received that such behavior has occurred, the member is notified and is provided with an opportunity to respond . Depending on the nature of the allegation and the response, we may elect to pursue our own investigation through the services of our investigator.

Abusive Behavior: The Code of Ethics is clear that coaching abuse, either physical or verbal is not acceptable. Section II A of the Code states that it is inconsistent with the obligations of a professional member to "Engage in conduct toward another participant in the sport which is abusive. USA Gymnastics recognizes that the process for training and motivating athletes w ill vary with each coach and each athlete, but it is nevertheless incumbent on everyone involved in the sport to support the development and use of motivational and training methods which avoid conduct which is, or is likely to be perceived as being, abusive." When I receive an allegation of abusive coaching behavior, I forward a copy of the letter of complaint to the member for response . Based on that response and on the nature of the complaint, we may elect to pursue an independent investigation. In general, in these inves tigations we will be attempting to determine w hether the member has in fact engaged in a pattern of abusive behavior that should result in disciplinary action.

Sexual Abuse or Harassment Which Has Not Resulted in a Criminal Charge: I occasionally receive complaints of sexual mis-conduct which h as not resulted in criminal charges. Section II G of the Code sta tes that: " Professional Members of USA Gymnastics must protect the integrity of the sport and the interests of the athletes they serve by avoiding sexual relationships with a thletes except w here the caApril1 997

SA Gymnastics announces the es tablishment of the Nation al Health Care Referral Ne twork. This Ne twork is comp rised of h ealth care practitioners with proven experience working with athletes. These professionals have met the criteria in their field set by the National Health Care Ad visory Board and they are willing to p ar tner w ith local gymnas tics programs to provide health care services for athletes.*

Th e firs t categories developed are: Nu trition, Sport Psychology Con sultan t, Clinical Psych ology, Primary Care Sports Medicine, and Athletic Training. There is also a separate category of former gymnasts in various h ealth care professions. Other categories to be ad ded in the future are fields of Orthopedic Surgery, Exercise Physiology and Specialists in Family Counseling.

I recommend 5-6 loops for children and juniors with a 4.5-5 meter ribbon. For seniors I recommend 7-8 loops with a 6 meter ribbon. Though the Code of Points suggests 4-5 loops or strikes, more will never hurt you.

have performed with ribbons and know how difficult they can be for both the beginner and the advanced rhythmic gymnast. As a teacher and gymnast, I have encountered many of the problems facing young students today, so I prepared a series of questions and answers I hope will be beneficial to both teacher and s tudent.

How does one grip the ribbon stick? To achieve good ribbon technique one should begin with the ribbon stick grip. This is controversial since some teachers instruct students to place the index finger on the top of the stick, making the ribbon an extension of the index finger and ultima tely, an extension of the whole arm. Other teachers instruct their students to hold the stick firmly, without tension, with the thumb and fingers circled around the body of the s tick. The first method works the best for me. I teach m y students to hold the stick as if they are writing or drawing with a pen or pencil. In m y experience all teachers agree that the end of the ribbon stick should be hidden in the palm of the hand. Place the palm face up with the end of the stick in the middle of the base of the palm. Lightly wrap the little and ring fingers around the s tick. The stick will naturally lie between the middle finger and thumb. Place the index finger " on top of the cake" (stick). The student is ready to learn small ribbon techniques.

Since the angular speed of rotation "stretches" the ribbon pattern, 5-8 loops becomes very difficult. Try to make the circular motion of the wrist joint more active to achieve an acceptable pattern even though it is a disturbing factor during a motionless turn. To have a good small pattern during pivots requires a great deal of hard work and it is a requirem.ent for levels 8-10. Good Luck!

How is an even ribbon pattern achieved during spirals and snakes? Cut a hole in a piece of cardboard or plywood 18 to 24 inches wide . Stand the board on end . Use only the ribbon stick, no ribbon. Place the ribbon stick in the middle of the hole and use the edges of the hole as a template. Try this method slowly then gradually speed up. Don't forget to use the wrist, NOT THE ELBOW. Make sure the wrist is down. To learn snakes, separate two chairs and tie a rope between them abou t two feet off the floor. Try to move the ribbon up and down using the proper motion. For horizontal snakes place two folded mats two feet apart and attempt the snakes between them. For a horizontal snake above the head use a fo lded mat and the wall. Move the stick from the wall to the mat and back as if painting a ceiling with the ribbon your brush. First paint the ceiling, then the wall, then the floor.

Are there other ways to improve ribbon technique? To improve small and big ribbon patterns try the following: . Use two ribbons simultaneously. Try to execute the same pattern with both hands, i. e. vertical snakes or ver tical spirals. Next, combine simple patterns with both hands such as circles and small patterns (snakes or spirals). Finally, try opposite patterns. One hand doing snakes, the other spirals. Eventually, add simple dance steps such as skips, waltz, and chasse.

What joints of the arm are used to execute ribbon movements? REMEMBER: Big ribbon patterns (swing, big circles) = Shoulder Medium patterns (medium circles, figure 8 circles) Small patterns (snakes, spirals)

Should the elbow be bent or straight during small patterns? When moving the ribbon across the body (as in spirals or snakes) slightly bend the elbow . Bend the elbow when performing pirouettes, On all other patterns try to keep the elbow straight. But, on small patterns, make sure that the arm is not stiff and rigid, but relaxed .

Should an emphasis be placed on inward or outward spirals? I prefer an emphasis on ou tward spirals because children are taught to write using outward spirals. When a person stirs a pot it is with an outward spiral. It's natural. Nothing is wro ng with an April1997

. To strengthen the arms, use two ribbons on the same stick. In our gym we often run 2-3 routines using two ribbon sticks. When using two ribbons on one stick avoid big tosses, small releases of the ribbon, and wraps. They won't work! . If the student is too advanced for the two ribbon exercise, try increasing the length of the single ribbon. A junior would use the senior size and a senior can add an extra meter to the length of the old ribbon. Remember to return to the normal size before competitions because use of the longer ribbon can throw off the student when performTECHNIQUE

ing tosses, especially pull backs. Use of the longer ribbon is great for small patterns and increasing the awareness of the ribbon end.

Conclusion In conclusion don' t forget that FIG rules require different snakes and spirals in different places. Be creative and invent yo ur own. For a different spiral try this: Hold the ribbon stick at its end with the stick touching the index finger, wrist, and forearm. The ribbon attachment is behind the elbow with the stick parallel to the forearm. Pretend to be drawing the letter "0" using outward rotation while turning to the left. This spiral was used successfully by 1995 USA Junior Champion Natalie Lacuesta in I1er ribbon routine .

Small patterns can be practiced at home by placing paper on the wall and using a pencil to draw even circles or strikes. With any luck, and alot of hard work, these ideas w ill help with a good pattern and an improved ribbon score.

Requirements for Participants The following are the minimum requirements for participation in this pilot project:

GYMNASTICS GYMCORPS TRAVEL TO AFRICA If you're a coach or a former athlete with coaching experience, don't miss this opportunity! This summer USA GYIImastics, in cooperation with the Athletes' Advisory Council, will launch a GYM CORPS, a program that allows participants to travel to foreign countries and help develop gymnastics programs. Six people will be selected to participate in the summer of 1997 pilot project organized with the African Gymnastics Union. Participants will travel in p airs (a m en's coach and a women' s coach) for three months to the following countries: Northern Africa:

Morocco and Tunisia

Central Africa:

Ivory Coast and Nigeria

Southern Africa:

Namibia, Zimbabwe, and Swaziland

USA Gymnastics will provid e the airfare. The host Federations w ill provide accommodation, board , and a small s tipend. College credit may be available for independent study, so check with your school. USA Gymnastics will provide w hatever assistance necessary to get college credit.

Rhythmic Gymnastics

The following criteria mus t be met for consideration as a Get It Going grant wilmer:

"Get It Going"

Applicants must be employed by a gymnastics club, YMCA, or Park District program. Applicants must attend eight hours of designated Congress sessions plus elective sessions. Applicants will be encouraged to initiate rhythmic classes in the Fall of 1997.

Introduce Rhythmic Gymnastics to Your Program The USA Gymnastics Get It Going Grant program is designed to promote the addition of rhythmic gymnastics classes to club, school, YMCA, or Park District gymnastics programs who have had little or no rhythmic programming in the past. Twenty people (through application) will each receive a grant equivalent of $350 to attend a special Rhythmic Gymnastics Introductory Workshop at the 1997 Congress in Denver.

Applicants must submit a completed grant application which includes signature of current employer. Former grant wiImers are ineligible.

Procedure for application 1. Complete the application form and return to USA Gymnastics postmarked by June 9, 1997. 2. Complete the separate registration for Congress (in the April issue of Technique) if you plan to attend regardless of your acceptance into the Get It Going program. 3. If you have already registered and are accepted into the Get It Going program, you will be reimbursed for your Congress registration.

4. Grant w ilmers w ill be notified by mail by June 27, 1997. 5. Grant applicants are responsible for their own travel and hotel arrangements. Grant wilmers will be reimbursed after submitting a copy of their receipts.

Background In November, 1995, the Board of Directors of USA Gymnastics unanimously accepted the recommendations of the Task Force on the USA Gymnastics Response to the Female Athlete Triad. With this action, the Board made a commitment to implement those recommendations by funding the USA Gymnastics Athlete Wellness Program. In creating this program, USA Gymnastics is taking a leading role in developing safeguards to balance some of the stresses elite athletes face .

The Manager of the Athlete Wellness Program is Nancy Thies Marshall. Nancy is a 1972 Olympian, the former Vice-Chair for Women for USA Gymnastics (1992-1996) and the Ch air of the Task Force on USA Gymnastics Response to the Female Athlete Triad.

AWP Coaches Course Description The pilot Ath lete Wellness Program Coaches Course was conducted prior to the annual USA Gymnastics Congress and Olympic Trials in Boston, June 27,1996. The curriculum for this course was developed by Dr. Joan Duda (artistic national team sport psychologist), Dr. Gloria Balague (rhythmic national team sport psychologist), and Dr. Dan Benardot (national team nutritionist). Over 75 men's, women's and rhythmic National Board m embers, Regional and State Chairmen, and National Safety Certifiers participated in the 1996 course and subsequent evaluation process. Their feedback is critical to the development of the course which will eventually be offered to the general membership through national and regional congresses and regional symposiums.

The JO. compulsory materials define and illustrate the routines used in USA Gymnastics' JO. competitive program and provide the basis for the sound development of young athletes from entry level to the advanced competitive levels . The fo. Technical Handbook is based on the FIG Code of Points and provides the guidelines for optional competition in the JO. program as well as general information about judging.

WHEN ARE THEY EFFECTIVE? For the 1997-1998 through the 2000-2001 competitive seasons. WHO SHOULD HAVE THESE MATERIALS? If you are coaching or judging in women ' s gymnastics in the U. S., you should have these definitive materials.

WHEN WILL COMPULSORY MATERIALS BE AVAILABLE? Attendees of the JO. Compulsory Workshops will be able to purchase materials (limited quantities) at the workshops at discounted rates. Materials ordered by those NOT attending the workshops will be mailed approximately two weeks after the workshops (mid-June) . See May Technique for ordering information about compulsory materials.

(90°) turn onto the horse have been eliminated. 3) The vault numbers have been upda ted to correspond to the 1997 FIG Code. b. VIII. Judges' Fee Structure K. Kelly reported that the judges' fee structure w ill be negotiated with AWGJ by June 1, 1997. The new fee structure w ill be effective August 1, 1997. She asked the WTC for their input. Clarification: The Meet Referee/Chief Judge fee applies only to USA Gymnastics State and above meets. It does not include Invitationals. Clarification: Meet referees at USAG State and above meets should be paid from the time their duties begin, not necessarily the actual competition time.

NCAA Report - P. Panichas

CAA collegiate coaches are awa iting the decisions of the USAG J.O. and Technical Committees in regards to the optional rules. She also encouraged those ju dges who have not been judging at the collegiate levels to reconsider and get involved once again. P. Panichas informed the commi ttee that regular season collegiate meets are assigned by AWGJ, individual schools or by conference. For Regionals and Tationals, recommenda tions for selec tion of officials comes from the coaches. To be eligible fo r Nationals, judges must have judged Regionals that year. M. Dykes recommended that they consider selecting judges for Na tionals fro m those judges who have judged Regionals the same year or the prev ious year. It was also requested by the WTC that those judges involved w ith collegiate judging receive a copy of the Collegia te H aI1dbook. There was a discussion by the WTC that it would be helpful if some statistics were collec ted as to the difficul ties performed and the corresponding scores given.

Jr. Olympic Program Committee Report - T. Koll

T. Koll gave a Compulsory program progress report.

He also req uested that the WTC members send any concerns to their Regional Jape, wi th a copy to T. Koll in order to discuss these issues at their May meeting.

Brevet Course Selection

WTC reviewed the procedures for selection, i.e., the Regional recom mendations, which were based upon Elite ac tivity and Ac tive Status. The committee would like to remind Eli te and Brevet jud ges that it is the individ ual jud ges' responsibility to m aintain their ac tive sta tus and to send their Elite ac tive status for ms to the RTC.

JCI Report - D. Darst

Recertifica tion of Level 10 judges who have tested and passed the Level 10 exam tw ice since 1989 was discussed. JCI recommended that only four National opportunities are necessary for Level 10 recertifica tion d ue to small number of eligible judges. WTC members had concerns that some of the Regional functions have alread y published information and that people have already made plans to recertify at those sites. The fi nal decision was to designate one functio n per region at which eligible judges could take a Level 10 Recertification course. Method of registration: JeI is mailing to all jud ges w ho have m et the requirement of having tested (and passed) the Level 10 exam tw ice, once in the 1989-92 cycle and once in the 1993-97 cycle. The four nation al sites w ill be listed as well as possible regional si tes to be conducted if numbers are sufficient. L. Beran requested that each RTC make a report at the Fall mee ting in regards to the Regional Level 10 Recertification.

Regional Reports

The committee gave reports on regional activities for the past year and future plans. K. Feldmann requested that the dates and the contact person for their regional congress be sent to the office. The committee gave upd ates regarding the election of all regional officers. The elections are taking place now. The next term of office begins July 1, 1997. This will be a four year term for all regional officers.

Regional Elite Training Camps

Camps were held in 6 regions this Dec./Jan. Camps should be modeled after national team training camps and include psychological and nutritional sessions for the coaches and athletes. Financial arrangements should be coordinated by the regional board. Camps were very well received and were beneficial to the athletes and program development. Problem w ith lack of communication between the Regional persOlmel and the national office. K. Kelly will copy all correspondence to the regional chairs. Kelly stated that the Elite Program Committee will review and clarify the content and format for Regional Elite Training Camps. Kelly will send all the information to the Regional and Elite Chairs.

National Membership Report

Connie distributed athlete and professional membership reports. The committee discussed the service aspect of our program. Discussion ensued regarding the possibility of res tructuring the regions. The Committee was asked to research and review the issue. This will be discussed at the next meeting. K. Feldmalm will send the regional geographic distribution of the men's and rhy thmic programs to the RC's for their information.

Sanction Violations

Regional Chairs were asked to remind the State Chairs of the importance of adhering to the Rules and Policies for Sanctioning requirements. Fines can be levied fo r violations. States and Regions should es tablish their policy for issuing fines. Cori Rizzo will send the guidelines that have been established in Texas to all of the RC's for their information.

State Chair Workshop - National Congress

Recommendation that the 1997 SCW is scheduled for Wednesday, August 13 from 2:00-6:00 p .m . and Thursday, August 1'1 from 8:00-11:30 a.m. at the National Congress in Denver. Motion - R. Sandoz Second - K. Koeth Shufflin PASSED (Note from S. Whitlock, Congress Director: There are difficulties

The Committee discussed and made recommendations for the new judges' fee struc ture to K. Kelly, K. Feldmann, and T. Koll for their negotiations.

Africa. USA Gymnastics office is accepting resumes for those who are interested in this experience. The Pan American Union In ter-Club Competition will be hosted in Houston, TX on October 27-November 1. Scanlan reported on membership misconduct cases. Regional Chairs are informed of all final decisions and the membership is infurmed through Technique magazine. She reminded the community to accept the responsibility to report on all ethics violations. A Central Member Service Department has been established. There will be an 800 number and questions regarding Memberships, Sanctions, Merchandise Safety Certification, Skill Evaluator and Meet Direc tor will go through this number. The Merchandise and Member Service departments are moving back to the office at the Pan Am Building . (No te from Feldma1U1: All members are reminded that the "Hot Line" exists as outlined in the Rules and Policies. Members should be contacting their State and/ or Regional Chair with any specific concerns that they have with any of the above.)

Professional Memberships

Each judge and coach is reminded that a Professional Membership is REQUIRED for participation at Sanctioned event. These will be checked by the National Office and letters of notification of the violation w ill be mailed directly to the judge/ coach and copied to the State Chair.

VIII. Report from Kathy Scanlan K. Scanlan reported on the activity of the office to the committee, She emphasized that marketing and program were working towards aligmnent of the two departments in order to proceed in the same direction. This will assist wi th the sponsorship potential. We have obtained sponsorship wi th Jolm Hancock. Scanlan outlined the sponsorship opportunities as it would benefit the region. The fourth cycle safety program and the new Safety Handbook are being designed. All publications will be under the direction of the Public Relations Department. A central Member Service Department is now functioning and assisting our members. Focus is sustained on the Athlete Well ness Program throughout the new quadre1U1ium. The Athlete Gym Corps will be instituted this year begim1ing wi th an exchange with

Forster PASSED CLARIFICATION: Regional Elite Meet Format If the Elite Regional Board elec ts to conduct an Elite Regiunal Meet in conjunction with an Invitational Meet, the elite athletes MUST have their own session. R. Kreutzer asked the committee to review their responsibilities and the committee discussed procedural problems w ith the selec tion of judges and the elite meet format .

IV. Technical Committee Report A. Schweyer gave the Tecluucal Committee report. Committee presented questions concerning judge selection/ assignment at the regional elite level. Schweyer will address some of the problems stated concerning judge selec tion to M. Cross. The committee w ill conduct another mee ting in May to prepare for the WTC Symposium. The Symposium w ill have both a J.O. and an Elite track for judges and coaches. The Technical Committee is very busy wi th J.O. Teclu1ical business connected with the new J.O. Program which will begin in the fall. Schweyer explained the responsibilities of the WTC. Specifically, that the WTC does not make decisions for the Elite Program as the Elite Program follows the FTG Code of Points at the Jr. and Sr. International Level. Schweyer will conduct the Elite Judges' course in July in Phoenix. V.

J.O. Committee Report

c. H amilton gave the report for the J.O. Committee. The J.O. Committee is working very hard on finalization of the JO Compulsory Workshops. Hamilton reported that due to the difficulty of the new Code, the JO Commi ttee has made decisions for the benefit of the 52,000 athletes that participate in the JO Program. The changes in the J.O. Program (level 10) are minimal from the '93-'96 Code. Information on these changes will be made available soon and presented formall y at the WTC Symposium.

VI. Funding Programs 1. Athlete Funding: The committee discussed a new athlete funding program. Philosophies were agreed upon and a proposal w ill be given to the Athlete's Council for final drafting of a proposal to the Executive Committee for approval at the May Board meeting and implementation beginning in the 1997. 2. Club Support Money: The committee reviewed the club ranking and made minor adjustments to the criteria that will meet the current obligations that we have for our TV contract. Emphasis will be placed on the televised events wi th a two-point partici pation. (American Cup / Team Meet/ Goodwill Games / 1998 Tea m Invitational) If a club has only a petitioned athlete currently on the national team, it will be necessary fo r that athlete to attend either the American Classic or the training camp to qualify her club for Club Support Money. 3. Junior Funding Kelly announced that USA Gymnas tics received an Olympic Grant for funding the top Junior athletes and clubs. This will be from USA 1996 and for this yea r only. Junior Athlete and Club funding is included for nex t yea r. VII. John Hancock Sponsorship K. Scanlan almounced the new four year sponsorslup agreement w ith John Hancock and explained the funding and our responsibilities.
