Not only has the number of users skyrocketed, but also the services have increased at an unbelievable rate. Is there any gymnastics on this "super highway"? Yes! A veritable wealth of gymnastics information is available at yo ur fingertips, through your home computer with modem. In addition, getting "online" facilitates a direct means of communication to other people who are also online, keeping you in touch with colleagues and others in the world of gymnastics .

Description: Compuserve does not have any area dedicated to gymnastics. Some infreq uent discussion happens in the Sports Forum (GO FANS) . Occasionally, GIFs are distributed on the Reuters Wire. Compuserve offers an "Executive News Service" (GO ENS) which can be used to "clip" wire stories based on key words you provide; "gymnas t *" works best.

The age determining date is December 31st of the testing year. The gymnast must also be 6 years old by the time of Regional testing. At the recent National TOP Training Camp that was held in Tulsa, Oklahoma, December 1-4, 1994, we did a survey of the 9-11 year old National TOP Training Team. Such questions as "how many years have you been in gymnastics and what level of competition will you be in this year?" were asked of the 74 athletes in attendance. Keeping in mind that the average age of the athletes at the camp was 10 years of age, below are the results of the survey:

Because the cumulative effects of stress can lead to burnout, ulcers, or even heart attacks, coaches must learn to detect their own vulnerability and figure out how to lessen the impact of an inherently stressfu l job.

Stress affects more than just you Reducing your stress level has implications beyond better physical and emotional h ealth for you. When you verbally attack others and dwell on the negative, your athletes (and their p erformances) suffer as well. "Th ey become unsure of you, afraid to make a mistake, and may lose their confidence," Pastore says.

"And family members, significant oth ers, and co-workers may also suffer the backlash of your stress."

To help with the difficult task of self assessment, participants in the ASEP Coaching Principles Course take a short quiz (p. 30 in the clinic Study Guide) that h elps rate their ability to cope with stress.

Evaluate your coaching style Once you' ve begun making changes in your own life, you can start examining yourself as a coach. Ask yourself, "How am I interacting with the athletes? With the assistants? With the administrators, media, or parents? What's working and what's not? How and where can I make changes?"

Delegate. When additional responsibilities come up, determine if they are necessary for you to deal with. If possible, assign the task to an assistant, student manager, or interested parent.

Identify assistants' areas of strength, and use them to aid the team. "Too often we try to do it all ourselves," Pastore says.

Elicit support. "Knowing you're supported by administration and parents is critical," Pastore says, "but you won't know you have it until you involve them."

Look at winning and losing differently. "Take the first loss of the season," Pastore says. "It's always a stressful situation.

Coaches with healthy attitudes toward winning and losing would view this loss as a learning experience and regroup in practices. But coaches with less healthy views can only see it as negative, placing additional pressure on themselves and their athletes in upcoming games. " At times, even Dr. Pastore's suggestions don't help; stress has taken the fun out of coaching. At this point, Dr. Pastore suggests that coaches should consider quitting coaching. "If you're not looking forward to the start of the season after some time off, then you need to reevaluate."

The purpose of this program is to provide preschool instructors with the necessary education to properly teach preschool gymnastics and/ or movement education classes. It offers instructors the education to provide the children with a safe and positive atmosphere in gymnastics, a healthy head start to lifetime fitness, a solid foundation for other fitness activities, and the ability learn through movement. Since the preschool years are a very critical part of a child's development in many areas relative to both fundamental skills and life skills (i.e., sport skills, self esteem, body awareness), this program will playa very important role in our grassroots coaching development program. The program is designed to meet the needs of the preschool gymnastics instructor .

The program will offer the necessary tools for success in the preschool class environment. Areas of particular concern are, developmentally appropriate activities, lesson planning, teaching methodology, spotting, and safety. Other areas that will be covered include, opportunities for locomotor (i.e., walk, run, skip, jump), manipulative (i.e. catch, throw), and balancing skills. The program will also provide the gymnastics professional with additional credentials as well as assist in the growth of his or her career.

The accreditation program will increase their knowledge of preschool-age children as well as enhance the instructors creditability as a preschool instructor.

Program Goals Enhance the status of preschool (gymnastics) programs in gymnastics clubs, YMCA's, daycare's, etc.

Establish requirements for accreditation to help identify competent preschool instructors.

SA Gymnastics has broadened the definition of gymnastics to encompass not only men's and women's artistic and rhythmic gymnastics, but also activities that encourage movement skills.

These activities include preschool gymnastics, developmental gyrrmastics, aerobics, cheerleading, tumbling, and other movement based activities.

Due to requests from membership and the growing numbers of preschool classes, preschool gymnastics is the first area the Safety and Education Department will address. The preschool years are the foundation for lifelong skill acquisition and, therefore, we should turn our attention to the coaching education of our preschool gymnastics instructors.

A Preschool Ad hoc Committee was appointed to develop a preschool instructor accreditation program in conjunction with USA Gymnastics' Professional Development Program (PDP) . The committee members appointed include: Tracey Callahan Molnar, Downers Grove, Ill.; Barbara Davis, Stroudsburg, Pa.; Patti Komara, Dyer, Ind.; Jeff Lulla, Burbank, Calif.; and Sharon Scherr, Glendale, Wis. The first committee meeting was conducted January 20-22 in Elk Grove, Ill. The committee explored the possibilities of workshop components and textbook content for the PDP preschool program. The members believe that offering a workshop will be the mos t affec tive way to educate preschool gymnas tics instructors, because it provides a structure where the participants have a chance for discussion, classroom interaction, and practical application.

During the meeting, the committee developed a draft of the program philosophy, goals, as well as workshop topics.

Workshop Topics There are a variety of topics that will be covered in the PDP preschool accreditation program. Among the topics that will be incorporated into the program are: skill development; safety concerns; class management; effective teaching concepts; developmental stages; lesson plamung; developmentally appropriate activities; progressions; fitness awareness; music selection and integration; having fun in class; and much more.

Summary It has become increasingly clear that grassroots coaching needs attention and change. With the implementation of the preschool instructor accreditation program, we will be able to provide preschool age children with quality gymnastics instruction that will act as a stepping stone to developmental gymnastics. The benefits of a successful program in the sport of gymnastics and to youn children would have tremendous affect on movement education throughout the United States.

As this program continues to develop, we always welcome your input and assistance to ensure that this program fulfills a critical need .

GYMNAESTRADA DELEGATION PREPARING FOR BERLIN 9.-15. ebruary 28th was the deadline for submitting official entries for the 1995 World Gymnaesh'ada in Berlin, Germany. For the first time, USA Gynmastics will be sending a full delegation to this exciting event that is conducted every four years by the FIG. We are excited that we have reached our goal of300 participants in 1995! The groups had several options for accommodations-some will be housed in hotels and others will utilize" communal" housing in local schools ISE and USAG have included in a tour package that will include international transportation, lodging, an all-event credential, all local transportation, and more!

Each club will perform two IS-minute performances of their own specially choreographed routines. These performances are conducted in 10 different halls, six hours per day, for six days! Some of the themes selected b y USA Clubs include patriotic, Can-can, Oklahoma, Wisconsin, and energy explosion. The performances will feature a variety of movement styles including ballet, tap, artistic and rhythmic gymnastics, tumbling, lyrical jazz, and even clogging.

FIG Gala The FIG conducts a special multi-country three-performance show that will utilize participants from33 countries. Selected members of the USA Gymnastics delegation will perform in three segments of this special feature .

Touring, sightseeing in Berlin, associated cultural events, the Gynmaestrada Mile which offers something for everyone, and German food are among the activities that the USA Gynmastics Delegation will enjoy.

General Gymnastics GeneraT Gynmastics is a non-competitive activity for all ages and all ability levels. Groups perform exhibition routines that use elements from artistic gymnastics, rhythmic gynmastics, educational gynmastics, aerobics, dance, jazz-dance, folk dance, mini-trampoline, and much more!

In October 1995, USAG will conduct the third annual National Gynmastics Showcase for groups interested in this exciting form of non-competitive gymnastics. Details about the 1995 USA Gynmastics Showcase will be announced in the next issue of Technique magazine.

National Evening Performances Selected members from the USA Delegation will join with Clubs from other English speaking countries, Great Britain, Canada, and Australia to give a two-hour combined evening performance. Germany, Japan, South Africa, Scandinavia, Brazil, Estonia, Lithuania, Italy, Spain, Switzerland, Portugal, Latvia, and Chechenien/ Slovakia will also conduct their own National Evening performances .

Associate Professor of Education ooperative relationships among biomechanical structural units are essential to the artistic gymnastics performance. Examples exist in the upper body between the sh oulder girdle and shoulder joint, and in the lower body between the pelvis and femur.

There are similarities in the way in which these structural pairs associate. Joint range of motion (ROM) for both the humerus and femur are d ependent on respective accommodation by the scapula and pelvis. The gymnast must rely, therefore, on a smooth, reciprocal relationship between such ar ticulating structural units in performing most gymnastics skills.

Movements of the humerus are particularly d ependent on positioning of the glenOid fossa of the scapula in order to accommo d ate full ROM . Problems can occur . Securing the head of the humerus in the glenoid fossa can sometimes present a problem during gymnastics performance.

There is a tendency for the humeral head to be pulled in to the acromion process durin g abd u c ti on unless the scapula upwardly rotates to avoid contact. Upward rotation of the scapula begins a t approximately 30 degrees of humerus abduction. Further assis tance is provided by three of the rotator cuff muscles (subscapularis, infraspinatus, and teres minor) as they act to pull slightl y downward and inward on the humeral head.

Humerus actions. Approximately one-third of all humerus movement is reliant on scapula cooperation (Kreighbaum and Barthels, 1990). This relationship is shown in Figure 2, from frame B to C, in performing a pendulum swin g to the right while in support on the pommel horse. The humerus is abducted at the shoulder joint, agains t the fixed left pommel,

scapula in order to accommodate full ROM. Furthermore, effective humerus manipulations, particularly with resistance and/or explosive movements, hinge on stabilizing the scapula.

The medial deltoid is particularly problematic during abduction of the humerus (Figure 2, frames A to C) because the origin of attachment is on the acromion process and the outer one-third clavicle . The resulting line of pull for the medial deltoid, when the humerus is being abducted at less than 60 d egrees, facilitates bony contact between the hu-

merus and ac romion process (Kreighbaum and Barthels, 1990; Arnheim and Prentice, 1993). One of the primary roles of the medial deltoid muscle, therefore, is to stabilize the shoulder joint when the humerus is moved from the anatomical position (arm at side) to 60 degrees abduction. This produces a stabilizing force component that is larger than the angular force component during the abduction sequence.

Consequently, the supraspinatus becomes the prime mover in humerus abduction under these circumstances, because the resolution of force in-

dicates a large angular force component from zero to 60 degrees abduction.

The subacromial bursa and shoulder joint capsule can also be problematic during humerus abduction w h en the acromion process is pulled downward into these structures. Repeated abduction can be particularly stressful to soft tissues associated with the shoulder joint.

Consequently, there is an opportunity to instigate microtrauma in the soft tissues of the shoulder joint and coracoacromial arch during pommel horse and other gymnastics training regimens. Ed ema and hemorrhage further create an impingement and resu lting trauma beneath the acromion process. The effects of impinge-

The pelvic girdle is shown in Figure 3 and consists of the pelvis and ar ticulations associated with the femur, at the acetabulum joint, and vertebral column, at the sacroiliac joint. The pelvis is particularly important b ecause movement of the femur and vertebral column are d ependent on pelvis acco mmodation. Furthermore, the pelv is serves as a segmental link, acting as a fulcrum between the moveable levers of the lower and upper body (Kreighbaum and Barthels, 1990).

The relationship. Femur actions at the hip joint are closely associated with cooperative movement and stabilization of the pelvis. An example of the relationship between the p e lvis and femur is shown in Figure 4, frames A-E, as the gymnas t moves from an upper arm swing to a cut-catch in bent arm support. This skill requires forceful flexion of the femur at the hip joint on a stabilized pelvis. As the femur is moved, particularly during explosive actions, the resulting resistive forc e (weight of the femur) has a tendency to move the pelvis. The propensity for the p elvis to move out of alignment in the anterior direction (shown in Figure 3, fr ame B-1) is created because the hip fle xor muscles originate on such locations as the anterior pelv is and lumbar spine. Consequently, the p elvis and vertebral column must be stabilized if there is to be a stable base upon which the hip

flexor muscles, such as the iliopsoas and rectus femoris, move the femur.

Muscle balance is essential if the pelvis is to remain in alignment during skills req uiring hip flexion. Recruiting strong rectus abdominous muscles, with their insertion on the pubis of the pelvis, as well as the hamstrings (hip extensors), inserting on the ischial tuberosity of the pelvis, serve to provide a force couple for maintenance of proper pelvic alignment (figure 3, frame A). The rectus abdominous muscle and hamstrings act as a force couple by resisting an unwanted anterior tilting effect on the pelvis. Consequently, the effects of hip flexor and erector spinae muscle tensions are neutralized.

Femur actions. Accommodation for femur actions is realized at the hip joint by pelvis movement and stabilization.

Hip flexion results best from an extended body position while the pelvis is stabilized. Greater force can be produced when the hip flexor muscles are placed on slight stretch (Figure 4, frame A) . The origin of attachment for the iliopsoas muscle group is on the anterior pelvis, sacrum, all lumbar, and twelfth thoracic vertebra, with insertion on the lesser trochanter of the femur.

The fixed parallel bars allow leverage necessary to manipulate the legs explosively forward on a stable pelvis (Figure 4, frame A and B). Hands placed on the fixed parallel bars allow dramatic changes in the way in which the body moves. Because the hands are forward of the gymnast's center of gravity,

angular momentum about fixed hands results in simultaneous vertical translation of the body (frames B-C), as the femur is flexed at the hip joint. Subsequent hip extension and a reverse in femur direction is possible in frames E-F when the hands apply an action force to the bars (frame E). A reaction force is then transmitted from the bars to the body resulting in increasing angular momentum toward the handstand (frames E to F) . Excessive posterior tilt of the pelvis (Figure 3, frame B2) can occur at this stage of the skill. These maneuvers are dependent on a stable pelvis when explosive actions and changes in femur direction are to result.

Pro blems can occur. Proper pelvic alignment (Figure 3, frame A) is essential during the performance of most gymnastics moves . The pelvis has a tendency to move away from proper alignment when there is muscle tension imbalance.

This can exist with an imbalance between muscles having opposite responsibilities. The result can be excessive pelvic tilt. When hip flexor muscles, such as the psoas, iliac, and

rectus femoris, are too strong for their counterparts, such as hip extensors (hamstring and glottal muscle groups) and the rectus abdominous, muscle imbalance exists and can result in anterior pelvic tilt (Figure 3, frame B-1) . A similar scenario can result with a propensity for posterior tilt (Figure 3, frame B-2) when muscle imbalance favors the hip extensors and rectus abdominous muscles.

A reduction in gymnastics performance can result when there is an imbalance in muscle strength and limitations in ROM. There can be an inclination to misalign the pelvis (Figure 3, frames B-1 and B-2) when these characteristics are present.

For example, anterior tilt exists (frame B-1) because shortened hip flexor and lower back muscles reduce pelvic girdle ROM. Proper pelvic alignment can be disallowed when a muscular strength imbalance is combined with limitations in ROM. This results in changing the angle of muscle insertion for pelvis and femur movers.

Pelvic tilt can create excessive stress at particular points

Proper pelvic alignment is essential during the performance of most gymnastics moves. The pelvis has a tendency to move away from proper alignment when there is muscle tension imbalance.

This can exist with an imbalance between muscles having opposite responsibilities. The result can be excessive pelvic tilt.

on the body and can reduce torque produced by related muscles. For example, anterior tilt of the pelvis can manifest a predisposition to lumbar stress and hyperextension of the lumbar spine. Such a pelviC position can be associated with a shortened force arm. This scenario can be present during femur flexion at the hip joint with a reduction in torque produced by the rectus abdominous muscle. When performing skills such as the cut catch (Figure 4), the pelvis must be stabilized by the rectus abdominous and hip extensor muscles against anterior pelvic tilt, particularly in initiating hip flexion from frame A to B.

Summary The humerus and femur rely heavily on cooperation with the scapula and pelvis, respectively.

Both the scapula and pelvis can act as a stable base and mobile articulation for the humerus and femur. Maintenance of these characteristics relies on appropriate joint range of motion and fitting levels of force production between agonist and antagonist muscles surrounding the shoulder girdle and pelvic girdle. Balance in muscular strength and suitable levels of joint range of motion, therefore, are an essential part of the relationship between articulating body segments in gymnastics performance. *

VI. Rhythmic Judges Code of Conduct-Judging Protocol Complaints have again been registered about judges talking inappropriately to parents, coaches, and athletes.

The Judges Protocol statement was reinforced by the committee, "be confidential about meet matters, their own or other judges' scores or opinions ," (page 6 R&P) . If participants at a competition want direct feedback, a post evaluation session must be scheduled and included in the judge's contract.

This procedure is defined in Chapter 17 page 56) of the R&P. All rhytlmlic judges are reminded to review the Judges Code of Conduct (Chapter TIu'ee) in the R&P. M. Broderick and D. Massad volw1teered to review the Judges Code of Conduct for the next R&P revision.

I. Challenge Assignments Campbell described the format for the training camp following the competition. Schmid announced the assignments for video and floor review. The top five seniors and top four juniors will receive a video analysis of their routines.

Other athletes will be assigned to the floor for element review and assessment.

II. Technical Committee Reorganization This being the first meeting of the new Teclmical Conunittee, Campbell identified the teclmical work plan, based upon the USA Gymnastics Strategic Plan, and described the area of committee member responsibility. Tasks for areas of assignment will include, but are not limited to: analyzing USA and international videos as assigned defining technical rules for USA competition rewriting Teclmical manual for coaches and judges writing Technique articles as assigned serve as primary experts in area for Congress judging courses Technical handbooks and changes in technical policy must be approved by the committee before implementation.

Policy for Judges with Foreign Credentials Current policy will remain in force. Foreign transfer ratings will be analyzed case by case as presented and a decision made according to the documentation presented.

IV.

Policy for Judges Education

In order to maintain quality control and facili tate organization of the number and levels of rhythmic judging courses being offered tlU'oughout a year the following rules w ill be in effect beginning in 1995: The National Course will be offered every other year at USA Gymnastics Congress The National Course w ill be offered in 1995 LevelS, 6, 7& 8 courses will be offered annually at the USA Gymnastics Congress Regional, local courses can only be offered in Sept/ Oct or April/May of each year.

Procedure for Hosting a Judging Course Any professional member can host a rhythmic judging course. Clinicians w ill be assigned according to location and availability. Procedures for

VII. Level 6 Rhythmic Floor Exercise The committee reviewed a proposal by Stephanie Wachter to elinlinate the back walkover from the Level 6 compulsory routine and to increase the deduction for heavy landings.

The committee concluded that, if proper teaclling progressions are followed, the back walkover is a safe and appropriate skill for that level.

Recommendation: The Back walkover should remain in the Level 6 Floor exercise for the next compulsory period.

Motion - M. Broderick Second - J. Scherrer PASSED -8-0 The proposed deduction increase for heavy landings from leaps was referred to the Level 7-8 committee members for further study.

VIII. FIG Carpet Rule The FIG voted to increase the size of the competitive carpet for individuals to 13x13 meters (the same as the group measurement) for international events. RecogIlizing that many rhythmic clubs cannot immediately change their equipment to meet the new specifications, the USA Rhythnlic Program will require the 13x13 meter carpet only at the Challenge, National Championships, and Olympic Festival. All other competitions must continue to use the 12x12 meter specification.

IX. East/West Open Campbell explained that because of conflicting schedules and coaching responsibilities, it was impossible to put together the same panel of judges for both the East & West Open.

Recommendation: that for the 1995 year a minimum of four of the same judges be assigned to both competitions and four additional judges be secured for each event. Head judges will be the judges who serve at both competitions.

USA Proposals for FIG Campbell annow1Ced that the USA will submit a proposal to the FIG to eliminate the leotard restrictions of gold and silver. Coaches Financial Support Recommendation: Because the training and travel time committment for coaches who work with the top rated athletes far exceeds that normally required, of the $12, 000 allocated by USA Gymnastics for coaches support a total of $6,000 will be distributed to coaches (in rank order) who place an athlete in Senior positions #1-5 and Junior positions #1-3 at both the 1995 Challenge and the 1995 National Championships and a total $6,000 will be distributed to coaches who are assigned to international assignments.

Size of Rhythmic National Team With the addi tion of the USA National Group Athletes to the National Team Roster, the number of National Team Members rose from 20 to 27. The ratio of the number of regis tered Level 9 and 10 rhytlunic a thletes to the size of the National Team is abnormally high causing a reduction in the value and sta tus of National Team Membership.

Recommendation: Based upon the current number of registered Level 9 and 10 athletes, the current size of international delegation teams (which is usually only 2-3 athletes), and the number of athletes entitled by the USOC to enter the Olympic Festival (16); in order to maintain the integrty of National Team status and the size of the 1995 and 1996 Individual Junior National Team will be eight and the size of the1995 and 1996 Senior National Team will be eight. Beam & Floor Exercise: Clarification: Leaps must be initiated w ith a forw ard leg swing. The tecluUque that delays the front leg and appears similar to a switch-leg sissone from one leg is not the desired teclmique and deductions may be taken for rhytlm1, possible uneven split, incorrect leg position or, if it is initiated from two fee t therefore becoming a jump, the deduction for changing a major element would apply .

E. OPTIONAL EXERCISES-Questions & Answers (Elite and J.O.) Bars: On HB facing LB, Front Giat1t with 1/ 1 turn after handstand, followed by a hop grip chat1ge on the backward swing to at1 underswin g w ith '/ 2 turn over LB to handstand. This can be considered a direct connection and would be eligible for +0.20 bonus as a Special COImection 0 + D. Beam: Each judge mus t determine if the mount is considered to be a milumum of "A" or comparable to an " A" element listed in the FIG Code or J. O. Element Supplement. A jump to front support is no t considered at1 "A" and, if performed, would receive the penalty of 0.10 for less than an " A" mount.

Question: Do all arm circles between two acroba tic elements break the series?

Answer: No, as long as the bod y continues its movement, the arm circle does not nccessaril y break the series.

Pike Jump: In order to receive " B" valuepart credit, the only specific requirement is 90 0 closure. The legs are no t required to be a t hori zontal; however, ded uctions for lack of height (amplitude) may be applied .

Beam & Floor: Double turns, regardless of the direction, at'e considered the same element and would

not be eligible to count as two extra "0" elements for bonus on Beam, nor can they be used in combination for special connection on Floor (different elements are required onFX for Special Connection credit).

The only exception would be two double turns, one performed with a major change in leg position that would cause the element to be valued an "E" on Beam or "0" on Floor.

Floor Exercise: Dismount Series Special Requirement: The LAST bona fide series, regardless of its chronological placement in the exercise, is used to determine if the dismount special requirement has been fulfilled.

If the only Gymnastics series in the exercise consists of three" A" elements and is performed as the last series, the deduction would be 0.10 for no "B" dismount (Comp.

IE) and 0.10 for no "B" in the Gym series.(Example: Gymnast performs a RO, FF, full twist then a gym series of split leap, split leap, sissone = 0.20 deduction).

Clarification on Mixed series: If a Roundoff, Sh'addle Jump, Backward Roll is performed, the Backward Roll can be considered an "A" element.

JUDGES' CERTIFICATION INC. REPORT

D. Darst reported that past Certification Coordinator Varina French is recovering miraculously from her injuries received in an automobile accident last September. A fund has been established to offset hospital expenses. Anyone wishing to contribute may send a check payable to the "Varina French Recovery Fund" to Delene Darst, 4842 Miller Farms Ct. , Duluth, GA 30136.

Darst also indicated that new Test Administrator manuals have been written and will be distributed as the TA's schedule exams.

VIII. JR. OLYMPIC NATIONAL JUDGING ASSIGNMENTS It was reported that M. Cross, C. Hamilton, and C. Maloney have completed the assignments, based on Regional recommendations. M. Dykes will send a form for recommendations to C. Maloney, who will distribute it to the RTC's for future use.

IX.

ELITE PROGRAM REPORT

A. Technical 1. A. Schweyer requested that the RTC's send G. Warren at the National Office a listing of all Regional Meets held (dates and sites) .

Also, they must be responsible for making sure that the results are sent immediately following the competition. All results should indicate the Level of competition (i.e. Jr. National, Jr. International, etc.) to which meet they have qualified.

2. Jr. and Sr. International will use Competition IE rules for Vault at both Classic Meets and USA Championships.

X.

JUDGING CONCERNS

A. Clarification that whenever judges are housed overnight that lodging be based on double occupancy, with one bed (not a rollaway bed or sofa sleeper) per person.

B. Recommendation to the WAB and JOPC to amend the Regional Championships Fees as stated in the USAG Judges' Fee Structure to the hourly meet fees, according to rating, effective August 1, 1995.

Motion - L. Beran Second - J. Pasquale PASSED C. The 1995 IRS rate for reimbursement of mileage is now $.30 per mile and will be effective immediately, as per the USAG Judges' Fee Structure document.

NATIONAL CONGRESS PRESENTATIONS

Topics for Technical presentations for the National Congress in New Orleans were established.

XII.

PUBLICATIONS

A. RULES & POLICIES REVISIONS for 199596 M. Cross requested that the committee members review Section VIII-Meet Officials and submit revisions to her, with a copy to C. Maloney no later than May 1, 1995. C. Maloney will send working copies of that section to the committee members by March 15th.

There was a suggestion that a place for indicating the start time of warm-ups and actual competition times be added to the sanction report form.

The committee also discussed the maximum number of athletes to be judged per panel/ per day when using non-traditional formats, such as "Capital Cup" -warm-up/compete formats. It is apparent that many meet directors have not perfected this type of format and the athletes are participating in timed warm-up and competition well over the five hour limit.

The committee requested that guidelines for these alternative formats be printed in the R & P next year. Coaches are reminded that the use of alternative competitive formats must fol low the guidelines in the R&P. B. J.O. TECHNICAL HANDBOOK Committee is pleased with the quality of this handbook. The Elite Vault Chart in the Appendix has a few errors in that the vault numbers preceded by an "S" indicated J. O. Element Supplement and are not applicable to the Elite Program.

Also, theJ. O. Vault Chart in both the Technical Handbook and the Technique has a typographical error in Group I # 1.105 should read Yamashita with 1/2 turn. Refer to the corrected Elite Vault Chart found in January 1995 Technique.

C. J. O. ELEMENT SUPPLEMENT Clarification: This publication applies only to the Jr. OlympiC athletes. This new edition, 1993-97 supersedes the 1993-96 edition. If an Elite athlete is performing a skill that is not in the FIG Code (regardless of whether it is included in the J. O. Supplement), the element must be submitted to Audrey Schweyer in order to be evaluated for the entire Elite season. If an element from the 1993-96 edition has been eliminated from the new 1993-97 edition, March 1995

it has since been evaluated by FIG. Please refer to past Technique articles for FIG updates.

This publication is now available from USAG Merchandise. Two elements were unintentionally omitted. Please add the following elements: BARS: S8.117 On LB, glide, double leg jam, to saito backward (Whlpsalto-Tanac from pike) = "A".

BEAM: S8.411 Straddle Jump, and without landing, immediate Saito forward to sit (Quackenbush) = "0".

The committee would like to present a letter of recognition to all J. O. athletes who perform new elements successfully at J. O. Nationals, to be retroactive to 1994. M. Dykes will forward a letter to C. Maloney who will be responsible for distribution. These accomplishments will also be printed in the USA Gymnastics magazine.

XIII. NCAA REPORT D. Yohman sent a written report. She indicated tha t the collegiate program is using the new (199397) J. O. Element Supplement.

It was questioned if the Beam combination of Aerial Cartwheel (C) + Back Salta Stretched with step-out ("0" in NCAA) would receive Special Connection bonus. Answer: No, it does not fulfill the requirement of change of direction in Principle 12.5.3.

XIV. FUTURE PROJECTS A. Elite 1. Comparative analysis of Regional vs. National Classic scores to be completed by the RTC's and sent to A. Schweyer and M. Cross by March 10, 1995.

2. Base Score video analysis. C. Maloney will send a video and score sheets to all members of the WTC and Corps of Judges so they can evaluate both compulsory and optional exercises to be used as a Base Score at Regional Elite meets. Evaluations are to be sent to A. Schweyer and M. Cross no later that May 1, 1995.

B. Jr. Olympic 1. 1997-2001 Compulsory Deductions C. Maloney will send the RTCs a copy of the major elements for Levels 1-7. Preliminary work on the deductions are to be sent to C. Maloney no later than April 26, 1995 in order to present it to the JOPC at their May meeting.

C. ELITE COURSE Recommendations for dates and procedures will be presented at the summer meeting.

V. Junior National Testing Upon the committee viewing the training camp for the National Level Elites, a rather lengthy discussion ensued concerning the Junior National Testing Program.

Recommendation thatthe Jr. National testing program (all six events) be performed and scored at the Elite Regional and National Gym Festival, however athletes will qualify and be ranked by optional scores only.

This is a reminder that current and valid Safety Certification is required to be a coach, judge, or official credentialed to be on the floor for USAG sanctioned Regional Competitions and higher in 1995.

Please be advised that all Regional and higher Meet Directors are required to check this before permitting on-thefloor credentialing.

USA Gymnastics suggests that all potential Regional coaching and judging professional members take the time to review their Safety Certification status.

1. If your Safety Certification status is scheduled to expire before the Regional competition date, consult a schedule of courses and ENROLL NOW! (Your Safety expiration date is listed on your Safety Certificate).

2. If you have the potential to be on-the-floor of a Regional or higher competition in 1995 but are not yet Safety Certified, consult a course schedule and ENROLL NOW! NOTE: If you ore "recertifying," you ore required to

attend a full Safety courseas port of your continuing education/ accreditation process, but will not be required to complete the Safety Examination. However, if you have let your Certification expire by over the 30-day grace period, you will need to take the course and complete the Safety examination.

While some of the Regional Meet Directors have scheduled a special Safety Course to be conducted in conjunction with the Regional competition, this is not a guarantee that you will be able to achieve last minute fulfillment of this requirement. USAG suggests that you call your RC and/ or Regional Meet Director to determine if they have confirmed a scheduled course at your Regional competition . If they have, ENROLL NOW using the form in Technique magazine. If they have not, you will need to

It might be a good idea if you contact your State Chairman to request that they work with a local National Safety Certifier to schedule a course in your state prior to the Regional competition.

Looking to the Future

This is the second year that Safety Certification is required for all sanctioned competitions at the Regional level and higher. Therefore, the Safety Certification requirements will be strictly enforced for women's, men's, and rhythmic programs in 1995.

USAG has formed a Task Force on Membership that will certainly evaluate the Safety Certification requirement in the future at the STATE level and above.

The Task Force is charged with evaluating and recommending future requirements-given the emphasis by the United States Olympic Committee (USOC) regarding Professional Standards, it is likely that the future will provide for even stricter guidelines for coaches, judges, and officials accreditation. Varina French Recovery Fund Varina French, Judges' Certification Coordinator, who has served many, m any years in various positions was in a serious autom obile accid ent, September 7, 1994. She has extensive brain damage plus other injuries. After spending more than two months in a coma, two months in a subacute rehabilitation center, and six weeks in another rehabilitation center, she is gradually recoverin g.

The accid ent was caused by a drunk driver, driving without a driver's license and no insurance. A fu nd has been established to help pay her enormous hospital bills. NCAA MEN'S NATIONAL CHAMPIONSHIPS EXTENDED THROUGH 1997

OLYMPIC EQUIPMENT SUPPLIER American Athletic, Inc . has reached an agreement with the Atlanta Committee for the Olympic Games (A COG), to be the gymnastics equipment supplier to the 1996 Atlanta Centennial Olympic Games.

This marks the second time that American Athletic has been the gymnastics equipment supplier to the Olympic Games; the first being the 1984 Olympics in Los Angeles.

On January 10, 1995, at the NCAA Convention there was a landmark decision made by the NCAA Membership to continue the Men's Gymnastics Championships under legislation that was written to help all Olympic sports through 1997.

1995 WrntD CHAMPIONSHIPS

TEAM SELECTION PROCEDURES I

I.

ATHLETE SELECTION A. The 1995 Coca-Cola National Championships will serve as the first round of the 1995 World Championship Team selection.

1. Thirty six (36) athletes will compete in the Team '96 Division.

Ninteen (19) athletes in Team '96 Division will qualify by rank order weighted all-around score, 60% compulsory and 40% optional, from USAG certified qualifying competitions to the 1995 Coca-Cola National Championships.

All-around scores from the qualification competitions will utilize the 1996 Olympic Compulsory routines and Optional routines with the Men's Program Committee Approved Special Requirements. National Team Members in rank order numbers 1-17 from the 1995 Winter Cup Challenge National Team Ranking will be automatically qualified for the 1995 Coca-Cola National Championships. All other athletes competing in the 1995 Coca-Cola National Championships must qualify to the meet through an approved qualifying competition. No automatically qualified athletes will be replaced for any reason.

Petitions to the Coca-Cola National Championships will be considered, but must meet the following criteria in that an athlete must be a current or previous (within last 12 months) National Team Member and have competed in one of the inU11ediate past two national events-Winter Cup or National Championships. Petitions must be received prior to the approved qualifying competitions or within 24 hours of the conclusion of the approved qualifying competition in the event of an injury which occurs at that competition. No petition which is submitted late or in an incomplete form will be considered. All petitions are subject to Men's Program Committee approval. Petitioned athletes will compete in addition to the qualified athletes.

2. All National Team rankings from the 1995 Coca-Cola National Championships will be based on the all-around score which will be weighted 60% compulsory and 40% optional. The top 14 athletes, plus USAG funded athletes in good standing, in rank order using weighted all-around scores will comprise the U.S. National Team.

B. The 1995 World Chmlpionships Trials, to be held September 8 and 9, will serve as the second selection procedure for the 1995 World Championships Team.

1. The U.s. National Team, using the weighted all-around scores, from the 1995 Coca-Cola National Championships, will be invited to participate at the 1995 World Championships Team Trials. Weighted all-around scores from the 1995 Coca-Cola National Championships will count40% and the weighted allaround scores from the 1995 World Championships Team Trials will count 60% in the final World Championship Team ranking.

2. Petitions to the 1995 World Championships Team Trials will be considered, but must meet the following criteria in that an athlete must be a current or previous (within last 12 months) National Team Member. Petitions must be received prior to the National Championships or within 24 hours of the conclusion of the National Championships in the event of an injury which March 1995

occurs at that competition. No petition which is submitted in an incomplete form will be considered. Any athlete petitioned into the World Championships Team Trials will have his World Championships Trials all-around score count as 100% of his ranking. A petitioned athlete's all-around score must be ranked above both the eighth place gymnast's 100% World Championships Trials score and his 40% plus 60% U.S. Championships and World Championship Trials combined allaround score in order to be placed on the World Championships Team. All petitions are subject to Men's Program Committee approval. Petitioned athletes will compete in addition to the qualified athletes.

3. Based on the total weighted all-around scores (40% U.s. Championships and 60% World Championships Trials), gynulasts in rank order numbers one through six from the 1995 World Championships Team Trials will be members of the 1995 World Championships Team. The gynmasts ranked numbers seven and eight will be invited to the World Championships Camp which will be held in Japan just prior to the start of the World Championships. The final selection of the seventh athlete will be made by the World Championships Head Coach, USAG Men's Program Director and USAG Men's Teclmical Coordinator at the conclusion of the training camp based on the following: 1. The ability to contribute to a maximum team score.

2. Demonstrated ability to perform full optional and compulsory routines.

4. There will be no petitions to the World Championships Team Camp.

II.

COACHES SELECTION A. The World Championships Head Coach will be the 1996 Olympic Coach.

B. The Assistant Coach will be named by the 1996 Olympic Coach.

III.

COACHING STAFF DUTIES A. Head Coach: 1. The training plan for the World Championships team will be developed by the Men's Teclmical Coordinator and World Chanlpionships Head Coach through consultation with the personal coaches of the National Team, and is subject to review by the Men's Program Conunittee. The Head Coach has the responsibility for modifying the training plan as needed after consultation with the personal coaches of the World Championships team members and the Men's Teclmical Coordinator.

2. Work with the personal coaches and the Men's Teclulical Coordinator and establish the 1995 World Championships Team lineup. In the event that agreement CaImot be reached then the USAG Men's Teclmical Coordinator will make the final judgment.

3. Be responsible for following all USOC, FIG, USAG, and MPC guidelines regarding all areas of the World Championsllips Team including, but not limited to, schedules, behavior, establishing goals and policies, and public relations.

B. Assistant Coach 1. It is the duty of the Assistant Coach to provide logistical and communication support in all areas to the Head Coach.
