Former commissioner honored at dedication The late Lee N. Beard served in both the pre and post consolidation governments in Augusta.

File AUGUSTA Friends, family members and colleagues of the late Lee N. Beard, former Augusta county commissioner, crowded into the second floor commission chambers on Tuesday to participate in a dedication ceremony naming the newly renovated meeting space in his honor.

Beard served on the preconsolidation Augusta City Council as well as the new consolidation government. He died while still in office on New Year’s Eve in 2003. The Augusta

Commission in its next meeting, held January 6, 2004, approved naming its meeting chamber in honor of former commissioner. His wife, Betty Beard, followed in his footsteps representing the First Commission District.

Ms. Beard, along with her daughter, April, was on hand for the dedication ceremony.

To many, Beard’s name is synonymous with Augusta-Richmond County. His name and legacy lives on through the prominently displayed signage in the chamber.

Casino gambling in Augusta?

A statewide referendum could appear on the November 2016 ballot

By Frederick Benjamin Sr. UrbanProWeekly Political Analyst AUGUSTA Augusta is about to be brought into the great casino gambling debate.

A statewide referendum on casino gambling is about to be set on the fast track in Atlanta and the pot has already been sweetened by a $1 billion investment pledge by one of the top performers in the gaming industry.

So, how did we get here and what’s it all mean?

Let’s start with Harold Jones, Augusta’s District 22 State Senator.

Jones was recently selected to serve on the House and Senate Committee on the Preservation of the Hope Scholarship Program. Despite the innocuous sounding name, the committee is really about assessing the feasibility of the state permitting horse racing and casino gambling.

The Hope Scholarship Preservation comes in because the idea is to take revenue from gambling taxes and add to the Hope Scholarship war chest.

Just as the Lottery funds the Hope Scholarship, casino gambling would join that team.

Thus, helping education will be the key thrust for those who support casino and other forms of gambling in the state.

Jones’ committee wrapped up two days of public hearings in Atlanta this Tuesday. According to Jones, the state House and the Senate have their respective study committees. Their job is not to be advocates for the passage or defeat of any gambling

Scott Trubey The Atlanta Journal-Constitution ATLANTA MGM Resorts International has spent months laying the groundwork to bring Las Vegas-style gambling to Georgia, including a behind-thescenes push to woo influential leaders and trips to scout potential sites for a $1 billion complex, interviews and documents obtained by The Atlanta Journal-Constitution show.

Supporters of the effort to expand gambling insist there’s a pathway to put a constitutional amendment to legalize casino gambling before Georgia voters as early as 2016, despite signs of opposition from Gov. Nathan Deal and key lawmakers.

MGM officials have toured property near Centennial Olympic Park and “the Gulch” in downtown and are also interested in bringing gambling to Savannah, according to documents obtained through the Georgia Open Records Act. The casino giant has crafted a pitch that gambling can help revive Georgia Lottery-funded programs like the HOPE scholarship that have cut rewards amid increasing demand.

Advocates also claim casinos under the proposed legislation could create more than 10,900 jobs statewide.

MGM and its supporters sense that political winds have shifted in recent years, with a slim majority of GOP voters voicing support for casino gambling in 2012 and some traction this year to allow horse racing.

“We like the concept of putting a resort somewhere in the metro Atlanta area,” said Lorenzo Creighton, the president of the MGM National Harbor in Baltimore and a member of the team scouting Georgia. “It all starts with the HOPE scholarship, which would be the primary benefactor. It’s a win-win.”

To get there, supporters of expanded gambling must overcome obstacles that have scuttled a litany of previous proposals. Efforts to build gambling complexes in Underground Atlanta, in suburban mixed-use sites and in

They face critics such as Deal and state Sen. Judson Hill, a Marietta Republican who said lawmakers should be focused on reducing regulatory burdens and cutting spending rather than seeking “unproven solutions.”

“This is not in the best interests of Georgia,” Hill said.

As casino supporters prepare their public pitch — a legislative committee is set to study the idea this year — MGM and its allies have met with senior Georgia World Congress Center officials. MGM joined the Metro Atlanta Chamber and the Georgia Chamber of Commerce, despite having no major operations here.

Creighton, the MGM executive, confirmed multiple locations are under consideration.

“We are putting some thought into what we do, what potential locations we’re looking at,” said Creighton. “But it’s not unusual for us to do that, now that the conversation has started.”

The casino company is also talking up the financial impact. One projec-

tion sent by MGM lobbyists to the Georgia Lottery showed more than 10,900 statewide jobs could be created if six casinos are built. (Total casino revenue projections were redacted from the document to protect sensitive MGM information, a lottery spokeswoman said.)

State officials are doing their own due diligence. The GWCC has vetted MGM and its new developments in Massachusetts and Maryland, and asked a noted hotel consultant to determine how other convention centers are affected by casinos. They also obtained a joint marketing agreement between MGM and a Massachusetts agency that operates a convention center in Springfield.

has had to cut awards to students in recent years as lottery sales struggle to keep up with high demand and rising tuition costs. This comes despite record profits from the lottery for the fourth consecutive year.

The casinos would be required to pump revenue into an education account that, according to one industry estimate, could generate $250 million a year for the program — about a quarter of the money the lottery pumped into pre-k and HOPE in fiscal 2015.

Creighton points to the National Harbor complex taking shape in Prince George’s County, Md., as an example. The company says it will have 12 restaurants, a luxury hotel, spas and stores, and a 4,000-seat entertainment venue. Some 3,600 employees will be on the payroll.

“We build resorts, and resorts are different than the traditional concept people see in a casino. We think this fits well in Atlanta’s tourist mix,” said Creighton. “It’s totally different than just putting slot machines in a building.”

State Rep. Ron Stephens, a Savannah Republican who sponsored the legislation, said the legislative push could begin in earnest in January.

“There’s a lot of juice behind this,” Stephens said.

The prickliest question involves how to overcome the objections of the governor, who has repeatedly said he opposes expanded gambling.

Deal wouldn’t have to sign off on the ballot question seeking voters’ approval for casinos in Georgia. But he would have to approve legislation that lays out the nuts-and-bolts of how it works.

The governor’s top aide, Chris Riley, pointedly predicted that won’t happen while Deal is in office. His term ends at the end of 2018.

Arts in the Heart of Augusta announces Troubadour Stage Lineup for 2015 Festival AUGUSTA The 35th Annual Arts in the Heart of Augusta Festival kicks off this weekend on Friday, September 18 and will go through Sunday, Sept., 20, 2015, at the Augusta Common and Broad Street. The Festival features Augusta’s international community providing more than 25 types authentic ethnic foods in the Global Village, a Fine Arts and Fine Crafts Market with 130 artisans, a Craft Beer Garden, and a newly expanded Family Area with hands-on “Interactivities” and a Young Artist Market for artists under 18.

There are five stages at the festival. The GLOBAL STAGE features many international and headlining acts, and this year it will welcome Patrick Blanchard and Friends on Saturday evening. The PERRY BROADCASTING JAZZ STAGE will feature national recording artist Gerald Scott & Co. Author of four books and nine spoken word CDs, he has also starred in over 30 stage plays and has written and directed four of his own. As a Spoken Word artist he is called “Hero.” It simply means, “He-Ro” or more grammatically correct, “He is Ro”.

He feels he has always had a title to validate who he is but Spoken Word gives him a great opportunity to simply be himself. Currently, Ro and his wife, Sandria, are the stars of an online reality TV Show called, “Young & Married in New Orleans.” In 2013, he was featured on HBO, TBN, Fox Sports, and MTV. It was his most successful year to date, with him having performed over 234 events in one year. It was also in 2013 that he won two Golden Mic Awards. It’s so hard to trust today’s media It’s more important than ever to research the news for ourselves . . .

Believe it or not, writing columns for Urban Pro Weekly is a “side hustle.”

I spend most of my time at work in a tire plant. Because of my schedule, it is a challenge to get up-to-date news.

This adversity reared its ugly head in a mighty way last weekend. I found out too late that Democratic presidential candidate Sen. Bernie Sanders and social activist Dr. Cornel West were on a tour of South Carolina, and were slated to be at Benedict College in Columbia.

To make matters worse, not a single local news outlet made mention of Sen. Sanders’ tour, which made stops in Columbia, Florence and Rock Hill, S.C. Conversely, when Dr. Ben Carson campaigned in Aiken, S.C., last weekend, the local media outlets were all over it. Had it been Donald Trump

scheduled to touch down in the twostate area – Lord have mercy, the media response.

Does this media standard suggest political favoritism? Perhaps. More than anything, though, it shows a dereliction of duty. It also displays a serious disconnect from the concerns of the community that gets most of its news from TV and social media.

Back in March, the Pew Research Center conducted a study which indicated that African-Americans pay more attention to local news and digital (and/or social) media than other nationalities. If that is the case, then why do we allow these entities to do our community such a disservice?

To our detriment, we depend on these outlets for so much in the way of (mis)information. Yet they fail to share the presence of two individuals

that promote critical thinking and represent a potential political shift.

When I went to social media (specifically, Twitter) to ask a trio of three of our local (major) news outlets why they didn’t share the information about Sanders and West, I heard nothing but crickets.

The late, great Malcolm X often spoke about the media, and his most familiar quote regarding the media is this: “The media’s the most powerful entity on earth. They have the power to make the innocent guilty and to make the guilty innocent, and that’s power. Because they control the minds of the masses.”

There’s a similar quote that I will share that pertains to this column: “The (media) can make the American public love whom they will and hate whom they will. That same pro-

cess can be used to re-educate the American public.”

Unfortunately, mass media does not use its power for good. That is why, as a community, we must diversify our sources of information. This helps with awareness and discernment.

If we do not, we will be at the mercy of mass media outlets that don’t give a rip about our community.
