Interview by Vincent Hobbs Dr. Stephen Goggans is the newest District Health Director for the Georgia Department of Health (DPH) East Central Health District. Goggans, a specialist in internal medicine, took over the reins in January. A medical educator at heart, he has embraced his new role as leader for DPH’s operations throughout 13 counties in the district, with a focus on understanding the health needs of the community.

Goggans was also recently appointed as an adjunct faculty member at Georgia Regents University (GRU) and he will be teaching students in GRU’s Master of Public Health program within its Department of Health Management and Informatics at the College of Allied Health Sciences. He hopes to have a “positive influence on the next generation of health care and public health practitioners”. UPW spent some time with the doctor to acquaint our readers with this rising star in the field of public health.

When did you first realize that you wanted to become a physician?

It was after I graduated from Emory that I knew I wanted to be a physician.

I majored in psychology, and I went on to work for a hospital-based psychology practice in Savannah. That job gave me hands-on experience with clients and great exposure to the physician consultants who treated many of our patients.

I thought that what they did was really exciting! I had to go back to school to get some additional science courses first, but I was able to start medical school at the Medical College of Georgia, a couple of years later.

Why did you enter the field of internal medicine during your studies at MCG? Internal Medicine has always been attractive because internists treat common diseases that affect many people. I felt

like being medically-trained to treat these diseases was a way to be the most helpful as a doctor and as a part of the larger community.

What aspect of teaching medicine to students do you enjoy the most?

Teaching students is incredibly rewarding and interactive. As a teacher, I am constantly learning new things, and then trying to figure out how to break those things down and organize them in a way that will make sense to my students. The part I enjoy most is when there is an aha moment –­ when an explanation or an example that I teach really connects the dots for students and they understand something that they didn’t understand before. I can see the transformation on their faces, and that is a great feeling as a teacher.

Goggans from page 3 Who is your favorite historical figure in medicine, and why?

Dr. John Snow is one of my favorite historical figures. He was a British doctor who is considered a founder of Public Health. Dr. Snow used surveillance data to determine that a cholera outbreak (an infectious and often fatal bacterial disease of the small intestine) in London was coming from a particular water well. Dr. Snow’s work showed how a doctor can help thousands of people without being in a clinic. His approach to helping people is inspirational to me as a doctor in the Public Health field.

Since taking over as East Central District health director for the Georgia Department of Public Health (DPH) in January, what do you feel is the most important priority to meet the health needs of the community?

The East Central District (ECD) is a large and diverse place. We have both urban and very rural areas, and we have the health issues that are commonly found in these communities. I think something that is true of the entire district is the importance of recognizing chronic diseases in regards to our health. We have a high level of risk for vascular disease, diabetes, high blood pressure and high cholesterol. As a result, we have a high prevalence of the vascular events that these risks cause, such as heart attacks, strokes, kidney disease and others. As District Health Director, I believe that is one of the highest priorities for our community to address.

chronic diseases in the East Central district, and we are working together to begin an initiative to address these health issues. The goal is to attack both the risks and results of vascular disease using everything from Public Health awareness campaigns, workplace wellness programs and clinical care and treatment.

In April, DPH promoted National Infant Immunization Week, which urged all Georgians to protect infants from vaccine-preventable diseases. There are also many adults who do not regularly receive the Tdap (tetanus, diphtheria and pertussis) or Td booster shots, which are recommended every ten years. According to the CDC, Georgia ranks 39th in Tdap immunizations, which is a low ranking.

What would you like the community to know about staying current with immunizations?

Vaccines are safe, and they are the best defense against childhood preventable diseases, as well as diseases that are common among adults, especially the elderly. Vaccines have done such a good job of preventing so many diseases that we can sometimes forget how bad those diseases really were. One of the simplest and safest medical interventions is to stay current on immunizations. There are important vaccines at every phase of life, so please check with your doctor or the health department to see which vaccines you might need.

What are some preventable health concerns that you are seeing in patients, which can be helped with simple lifestyle changes?

Probably the single most important thing a person can change to prevent health problems is to stop smoking. Smoking-related diseases, like emphysema, lung cancer and heart attacks are depressingly common. Personally, what do you do to stay healthy?

I exercise nearly every day to maintain my health. My favorite thing to do is ride a bicycle, but I exercise indoors on the days that I don’t get to ride.

Most of the cycling I do is on the road, but I recently bought a mountain bike because Augusta has such excellent trails. I have a long way to go to get decent at that, though.

I try to watch my diet as well, which is not easy to do when work requires a good bit of time and travel. I bring lunch and cook at home almost every day to make sure I am not neglecting my own health, as I encourage my employees and the community to make their own healthy lifestyle choices.

Richmond County School System “Takes Flight” with the launch of its new curriculum platform

by Michéle Brown Douglass Special to UrbanProWeekly AUGUSTA Educators representing the K-12 schools throughout the district arrived and checked in at the annual Richmond County School System (RCCS) Teaching and Learning Conference held at the Downtown Campus of Georgia Regents University last Saturday. The theme of this year’s conference was “RCK12…Where Learning Takes Flight!” and the keynote speaker was Captain Barrington Irving, the first African-American, youngest and only person to fly around the world solo. Barrington introduced an exciting curriculum that he and his team developed called, “The Flying Classroom”, which is a state-of-the-art, global, digital learning tool that enabled thousands of student in grades K-8 to follow him online during his eight-week trip to 12 countries on three continents.

Students shared his adventure as he conducted 16 air, land, and sea expeditions that helped them excel

in Math, Science, Reading and other subjects.

Barrington’s stellar presentation cleared the runway for the unveiling of Richmond County School System’s new curriculum platform.

The new platform is powered by Atlas, which is a powerful, customizable, Web-based, curriculum management tool supported by a company called Rubicon International. Rubicon representatives rolled out the pilot of their new technology to RCCS educators who attended the conference.

“We started working intensely with Richmond County School Systems several months back to help the curriculum writers develop the curriculum that they wanted to share with the district,” said Senior Education Consultant Graham Wilkins, who presented the system at its launch. “It’s been a smooth process, especially for a district that is so large.”

Educators from all over the district were able to login to the Rigorous Curriculum and Knowledge (RCK) 12 new technology platform and navigate through its robust features, which include personalized dashboards,

curriculum maps, course calendars, assessment documents, reports, premade lesson plans and more, as well as resources such as Webinars, PowerPoints and learning games like Bingo and Jeopardy.

“I think this new system will help to simplify the quest for empirically validated information and teaching practices for all educators,” said Behavioral Specialist Dr. T. Jackson.

The RCK12 instructional framework allows teachers to understand the standards, map the curriculum, design a standards-based unit, implement the unit, assess the students’ work and then evaluate and reflect on its effectiveness.

The rigorous curriculum design is based on the state’s Common Core Georgia Professional Standards (CCGPS), which the curriculum writers (a select team of RCSS educators) prioritized, vertically aligned and unwrapped for the educators in the district in order to simplify and ensure compliance. By unwrapping

the standards, teachers are provided with a step-by-step process to understand what each student is required to know and be able to do. The curriculum design includes formative and performance assessments and frequent progress monitor checks that help track student progress, as well as facilitate the Response to Intervention (RTI) three-tier process. It also includes authentic performance tasks and differentiated, high-impact instructional practices that are research-based strategies to improve student achievement.

“The new platform is an excellent resource for teachers and administrators,” said Talithia F. Newsome, director of Special Education, after navigating through the system. “It provides a library of information that will allow all educators to have a ‘one-stop shop’ location to access universally-designed instruction that will not only meet their needs, but more importantly, the needs of the students. I love it!

Laney-Walker enhancement project to start May 11 AUGUSTA Georgia Regents University will begin construction on the section of Laney-Walker Boulevard that runs through its Health Sciences Campus on May 11. The project is expected to take six to eight months to complete.

“The project is intended to make the roadway safer for the estimated 8,500 students, staff, and faculty who cross it daily, and it will beautify the streetscape,”said GRU Director of Construction Daniel Merrell.

Detour signs will be placed at the intersec-

tions of 15th Street and R.A. Dent Boulevard where they cross Laney-Walker, and signs will remain at those locations for the duration of the project.

Access will be maintained to the university’s Student Center, Kelly Administration Building, Central Distribution Warehouse, Cancer Center, and other affected locations along this corridor.

“Motorists entering these areas will be directed by signage and flagmen,” Merrell said.

The project involves reducing the number of traffic lanes from four to two and adding

raised crosswalks, bike lanes on both sides of the street, and a landscape feature to improve storm water runoff.

Laney-Walker serves as a connector for the academic, research, and clinical operations housed on GRU’s Health Sciences Campus, and is a central thoroughfare for those working and attending classes in the new College of Dental Medicine building and the J. Harold Harrison, MD Education Commons. In addition, construction on an adjacent 723-bed student housing complex will commence this spring.

For Reggie Stokes of North Augusta, the Garden City has what it takes to become the best city in Georgia. The 30 year-old Augusta booster is bullish on the city.

“I love Augusta-Richmond County so much and want to see it thrive,” Stokes says. “Although I technically am in Aiken County for the time being, Augusta is my home and I have been treated right and have always been made welcome there.”

Stokes describes himself as a friend of “many of Augusta’s elite” and has a strong relationship with a number of local elected officials. He currently works with former Augusta Commissioner Corey Johnson’s business — First Choice Home Improvement and Inspection.

“My passion is to be able to support Augusta politicians and business owners,” Stokes said.

“While I believe in equal rights for all cultures, my main focus is supporting my fellow African American brothers and sisters.”

Stokes says he first met the elected officials on Facebook and then began to build relationships after personal meetings. He has worked on Alvin Mason’s mayoral campaign and Johnson’s state senate run in 2014. He also lists Charlie Hannah of the Richmond County School Board as adding to his political campaign experi-

ence.

“I want Augusta-Richmond County to be the Number One destination for visitors to Georgia,” Stokes said.

Stokes feels that a major way to boost Augusta’s fortunes would be to strive to increase the number of businesses in South and East Augusta. That added economic energy would attract greater opportunities from other parts of the state.

For Stokes, networking with the movers and shakers of Augusta is a good way to share in the city’s energy.

Getting involved with groups like the Augusta Young Urban Professionals (AYUP) and the Young Democrats of Augusta Richmond County is a good way to start, Stokes says.

Getting involved in government gives citizens a deeper attachment to the city and that helps prevent out migration. One of the things he would like to see is a bigger and better James Brown Arena.

“The potential for Broad Street is great,” Stokes says. More restaurants and night spots would be an attractive draw for visitors to the Garden City.

Better parking arrangements would only enhance those opportunities, he feels.

Jags advance to Div. I golf championships after taking the MEAC Tournament With round three cancelled due to weather, the GRU Augusta men’s golf team won the 2015 Mid-Eastern Athletic Conference (MEAC) Men’s Golf Tournament Championship at the Crosswinds Golf Club in Savannah, Ga., by 36 strokes to advance to the NCAA Division I Men’s Golf Championships.

A new face to the conference, the Jaguars became an associate member of the MEAC in September. The team ranked No. 49 entering the championship in Golfstat’s head to head rankings.

Due to inclement weather in the third and final round, the Jaguars, with a 36-stroke lead following the second day of competition, earned the conference title and automatic berth to the NCAA Division I Men’s Golf Championship.

With an unfinished shotgun-start in Saturday’s play, all scores returned back to the completed 36 holes of the second round, confirming GRU as the champion.

GRU’s Robin Petersson, who led the field with a 5-under par 67 after day two, was named the Most Outstanding Performer. For the tournament, Petersson carded 12 birdies, two bogies and one double bogey to finish 8-under par 136 overall.

GRU’s Jake O’Keefe was named Outstanding Coach.

“This was fantastic,” said Coach O’Keefe. “Our guys played well and to win was our goal. It was a nice feat and to have all of our guys finish in the top 10 was great. I look forward to representing the MEAC in the NCAA Regionals and we will continue to do our best to keep this going.”
