WHAT IS CHENNAI PHOTO BIENNALE?

Chennai Photo Biennale | Impact Study

Chennai Photo Biennale was founded by the CPB Foundation and GoetheInstitut, Chennai in 2016 as a public arts initiative in response to the growing interest in photography in India.

Spread across the length and breadth of the city, CPB aims to extend itself beyond traditional exhibition spaces to public spaces and those parts of Chennai that have remained outside the realm and remit of contemporary cultural activities. Chennai Photo Biennale’s primary goal is to engage different communities and generations through exhibitions, panel discussions, presentations, workshops, mentorships and educational programs. The first edition of the Biennale was a month long event held from 26 February to 13 March 2016 during which photographic works were installed in train stations, public parks and galleries spread across Central and South Chennai. Along with the exhibitions, the Biennale initiated an important dialogue on environmental, cultural and economic issues through mentorship, presentations and films.

This first edition of the Biennale welcomed over 100,000 visitors and was a litmus test for the edition to follow.

Through its various activities, CPB commits to marking Chennai on the International map of photography by • Demystifying the different genres of photography for the common man through large scale exhibitions in unexpected public spaces such as fishing harbours, abandoned factories, walking promenades, beaches, temple areas, popular cultural spots and educational institutions • Providing exhibition opportunities for Indian and international photographers regardless of class, caste, race, gender, ethnic background or sexual orientation • Creating mentorship opportunities and providing scholarships for young photographers and curators • Developing workshops with schools and colleges and other marginalised sections of society all through the year to nurture and expand the understanding of photography • Exploring the potential of photography by engaging with historical archives and contemporary practices • Encouraging meaningful socio-political discussions through talks and symposiums • Publishing photobooks in print and electronic formats • Disseminating knowledge through screenings of films, thought provoking projections and guided walks that form an integral part of any biennale’s itinerary The 2nd edition titled ‘Fauna of Mirrors’ was held from 22 February to 24 March 2019 with 6 main exhibition venues, 4 student venues, 6 collateral venues and a host of public programming and educational workshops.

The CPB Foundation is a non-profit charitable trust engaged in promoting photographic art, meaningful socio-cultural discussion and educational activities.

Active around the year, the Chennai Photo Biennale is its primary activity.

The title of Chennai Photo Biennale 2019 ‘Fauna of Mirrors’ is an old Chinese myth that talks about an alternate universe that exists behind the mirror; another dimension which is home to unknown creatures. I will argue around the myth to see the practice of photography as a mirror reflection of modern life, creating a parallel world of imagesfamiliar yet strange, perhaps friendly and intimate, sometimes mysterious and hostile – but always magical..

THE WORLD OF PHOTOGRAPHY A photograph can be many things to many people object, art, document, propaganda, truth, marketing aid, or as Dayanita Singh says, a new language read and written by all people. Photography as a tool of representation enables both the dissemination of information through a visual medium as well as adding to the validity of distributed information. Photography allows us to acquaint ourselves with people, landscapes and cultures that are both near and far.

Today, with technological advancements, instant and immediate sharing of happenings has further reduced physical distances leaving more room for wider outreach and deeper connections. Photography also serves as visual aid for education with the power to create or sway public opinion through the presentation of emotionally moving images. ‘In a globalised world, where the photographic image has transformed from its primary objective of representation, depiction and documentation to becoming a measure of identity and self-worth, it becomes imperative to reassess its purpose, its potential and its power to impact the human mind and decision making.’ In essence, people have an emotional response to images. Channelling this response to shape the way we see and remember things from global-scale events to domestic occurrences could make all the difference.

Photography is the new language, read and written by all people, regardless of their spoken language or their literacy level. So it’s not even like Mandarin or French or Tamil or English, it’s all of them put together, and more.

Imagine the power of such a language. Imagine its reach both for the reader as well as the writer. The places it can take you to, the stories it can tell, the feelings that have no vocabulary.

PARTICIPATING ARTISTS The 2019 edition of Chennai Photo Biennale brought to the city an array of 54 artists, each distinctively different in their styles, genres, techniques, media and forms of photography & video. By bringing together an ensemble that pushed the boundaries of the visual medium, the 2019 edition of Chennai Photo Biennale thus offered a unique opportunity for Chennai residents. Of the 54 artists who exhibited their work, 72% were Indian artists, 28% were international artists and many showcased in India for the first time.

The curation of the ensemble is the work of Pushpamala N - artistic director for the edition - who began her career as a sculptor before turning to photo and video performances.

Pushpamala’s curation reflected her vast experience of shows at various international biennales and art festivals such as the Busan Biennale, Colombo Art Biennale, Prospect.3, Yokohama Triennale, The First Johannesburg Biennale, Fotofest (Houston), Auckland Festival of Photography, Chobi Mela, PHotoEspaña, Delhi Photo Festival, Singapore International Photography Festival, Noorderlicht Photofestival, Fotofluss (Austria) and India’s own Kochi-Muziris Biennale.

Often known as “the most entertaining artist-iconoclast of contemporary Indian art”, Pushpamala is one of the pioneers of conceptual art in India and a renowned photo and video-performance artist, sculptor, writer, curator and provocateur.

She is known especially for her sharp feminist work, her rejection of authenticity and embracing of multiple realities. In her collaborations with writers, theatre directors and filmmakers, she seeks to subvert the dominant discourse.

An important addition to CPB 2019 was the Student Showcase component - an exhibitory platform for students of photography that ran parallel to the main exhibition.

The first iteration of this initiative saw four colleges - NID Gandhinagar; NIFT Chennai; Srishti School of Art & Design, Bangalore; and Shri SS Shasun Jain College for Women, Chennai - take up an MRTS station each and transform its interiors into containers for their chosen narratives. Apart from activating the MRTS stations, incidentally, all four colleges used photography as a medium for commentary on current socio-political and socio-cultural state of affairs.

AUDIENCE PROFILE The visitor count and profile for CPB 2019 are a clear indicator of a conscious effort to be peerless in its breadth, depth and scale of audience reach and also that Chennai Photo Biennale will continue to grow audiences across all age segments and demographics.

CPB 2019 attracted a significant volume of first time visitors despite close to 20% of visitor survey respondents saying that they were unaware of the previous edition. A small segment also emerged as returning audience which is a good indicator of the promise and potential that visitors see in such initiatives.

OUTREACH AND MEDIA COVERAGE In terms of sheer volume of publicity, CPB 2019 had a much wider outreach compared to its first edition especially with several leading newspapers, online news platforms and art media platforms covering the event.

Compared to the previous edition where most of the exhibitions were in public venues that came with a de facto footfall, CPB 2019’s format required a dedicated effort to come and experience the event.

Towards this, the outreach efforts across diverse media platforms not only helped spread the word about the event among the professional photography fraternity but also among the general public.

While there may not have been a rise in visitor counts for CPB 2019 per se compared to the 2016 edition, it is important to note that the entire visitor count for 2019 is in fact the number of engaged visitors it drew.

In other words, while the 2016 edition had a higher footfall, 2019 surely surpassed it in terms of visitor engagement. After all, better engagement with an event’s context and content augments the overall visitor experience and in turn enhances its value proposition.

Visitor feedback forms revealed another interesting angle; more than 40% said they found out about the Chennai Photo Biennale from their friends and family living in Chennai. This is a clear indicator that residents of Chennai perceive CPB as an event that is worth recommending to their friends and family as well as to others living outside Chennai. In that sense, CPB truly arrived in Chennai with its 2nd edition.

AUDIENCE ENGAGEMENT In the lead up to the 2019 edition, CPB Foundation organized several skills development workshops and public talks to create interest and participation in photography that covered a wide spectrum of the audience from experts to novices.

Through such programming efforts, the photography fraternity in and around Chennai were able to interact and learn from leading photographers from around the world and also to diversify their knowledge and skills across various genres of photography. An additional benefit of this audience engagement was that it not only helped build a loyal subscriber base to the CPB Foundation’s initiatives but also that it drummed up interest for the primary event itself – the Chennai Photo Biennale.

For the duration of the Chennai Photo Biennale too, from 22nd February to 24th March 2019, several guided tours and curated walks were organized to enable access to the various exhibitions spread across the city.

Over the last decade, the arrival of various e-commerce platforms have increased access and simplified the process of buying photography equipment; coupled with the advances in smart phone technology, this has resulted in millions of people embracing photography as a way to express themselves. To encourage and meaningfully involve this large populace of amateur photographers, CPB also held a photo contest titled ‘Namma Chennai Namma Biennale’ (translating to Our Chennai Our Biennale) in association with Phoenix Marketcity and Epson. Over 2000 entries were received out of which 200 were shortlisted and 25 winners were announced at a prize distribution ceremony held at Phoenix Mall. The ceremony was attended by over 400 people and

winners had the opportunity to receive feedback on their photos from Varun Gupta, Director and Co-Founder of CPB. The winning photos were on display at Phoenix Mall over the weekend and it is estimated that more than 4000 people saw the exhibits.

Among its several distinctions, Chennai Photo Biennale 2019 played host to the International Conference on Photography titled ‘Light Writing’ - The Photographic Image Reloaded.

The conference was dedicated to the acclaimed Bangladeshi photographer, activist and mentor Shahidul Alam and his continuing resistance and had an array of prominent speakers included Kristoffer Gansing (Germany), P Sainath (India), Satyajit Mayor (India), T Shanaathanan (Sri Lanka) and Y S Alone (India) speaking on myriad themes.

CPB EDUCATION PROGRAMME Children today are much more exposed to technology than ever before and CPB aims to tap the potential this offers and nurture them through its visual education program. This translated into the bedrock of CPB Foundation’s education program – the iPhoneXR PhotoCamps for schools in Chennai where experienced mentors, chosen by CPB teach students the basics of photography such as light, composition and framing.

Over 260 students participated in the photocamps and selected students from these workshops attended an advanced workshop in which they were trained to work on a specific theme – Stories of the Ocean. The final works from the advanced workshop were curated and exhibited as part of the students’ showcase during the Chennai Photo Biennale at the Government Museum of Egmore. Apart from receiving accolades from Apple CEO Tim Cook himself and Chennai’s own A.R. Rahman, several photographs in this exhibit featured among the top 3 audience favourites in visitor feedback surveys too – no small feat by any measure. Post biennale and over the course of the year, CPB aims to teach over 600 students through the iPhoneXR PhotoCamps.

STUDENTS’ GUIDED TOURS During the course of the month-long Chennai Photo Biennale, students from several schools across the city were brought on the Fun Bus (made possible by the generosity of the Ashok Leyland Group) to all the venues through a conscious effort by the CPB team as part of their educational program.

Volunteers walked them through the exhibits and patiently answered any questions that were raised by the young minds.

Feedback from these students too had some interesting reveals- 97% visited the Biennale for the first time; Senate House and Government Fine Arts College emerged as favourite venues; Arun Vijay Mathavan, Rashid Rana, Archana Hande and Sheba Chhachhi & Sonia Jabbar were favourite artists and 48% wanted to come back to visit with their friends and families.

THE HINDU PHOTO JOURNALISM AWARDS Among CPB 2019’s crown jewels, The Hindu Photojournalism Awards that were announced in association with the CPB Foundation is the most prestigious; while several awards exist for journalism, none exist exclusively for photojournalists at a national level in India. These awards are meant to recognise the contribution and efforts of the people behind the images that often define how news is consumed today. In the words of Renée Byer, Pulitzer-prize winning photojournalist

‘In this fast-paced world, where the emphasis is on immediacy, a still photograph stops time; it gives the viewer a moment to think, to react, to feel. How better to inform the public than with documentary photojournalism on an intimate scale?

It is immediate and compelling, but to be done well, it also takes time; time to connect, time to see, and time to become invisible.

All these are the essence of compelling photojournalism.’

Byer wished to show through her pictures how documentary photojournalism can give back to society by engaging our compassion, empowering those without power or influence and inspiring us to be better by capturing the images of those who are.

Towards this lofty ideal, the CPB Foundation stepped up to entirely manage the award submissions with the generous support of KitKarma. Awards were given in five categoriesPhoto of the Year, Photo Essays, News, Sports and People/ Portraits. The first 2 categories had a prize money of 1.5 lakhs each and the other three had 1 lakh each. Competitive judging was carried out with two jury panels—the first round was judged by Amirtharaj Stephen, Chirodeep Chaudhuri and Srinivas Kuruganti. The second and final panel was comprised of Ashima Narain, Prashant Panjiar and Tanvi Mishra from India, Dimitri Beck from France, and Yumi Goto from Japan.

SOCIO-CULTURAL OUTCOMES On the whole, visitor feedback gave a very good evaluation for CPB 2019 - more than 75% - for aspects such as overall experience, choice of venues, quality of works on display and the quality of graphic presentation. The only aspect that roughly one-third of visitors were somewhat critical of was the variety of offerings for all age groups.

In short, the socio-cultural outcomes of CPB 2019 include activation and animation of various spaces in Chennai, enabling an improved image of Chennai among residents and tourists alike and fostering a sense of community among various stakeholders who were a part of the initiative.

CPB WORKPLACE EXPERIENCE Chennai Photo Biennale’s socio-cultural impacts extend even to its own staff members. With an almost equal gender ratio and a healthy mix of fresh and experienced team members -both age-wise and arts sector experience-wiseCPB provided a safe and inclusive workplace as well. While several members (62%) stated that they opted to work with Chennai Photo Biennale for the love of photography and to diversify their skills, most of them agreed that their time with CPB was rewarding in more than one way. 70% said their work with CPB gave a sense of personal fulfillment. 54% felt their time at CPB expanded their creative capabilities and 92% stated that from their experience working with CPB, they feel that it has the potential to make a social contribution through community enrichment.

ECONOMIC IMPACT The economic impact of CPB stems from the diverse and primarily domestic audience and the participating artists who are a mix of local and international artists. While CPB 2019 witnessed an engaged visitor footfall of over 50,000 unique visitors it was more significant that 33% of domestic tourists and 17% of foreign tourists came to Chennai exclusively to attend the event. With more than 25% outstation visitors spending 3 to 5 days in Chennai as part of their visit to the Chennai Photo Biennale, a window of opportunity was created for the hospitality and restaurant industry in Chennai to increase their revenue. Visitor feedback surveys corroborated this with 55% of foreign tourists saying that they stayed in a hotel during their visit to CPB.

With a 60 member team, (including volunteers and interns) CPB also directly led to the creation of several permanent and temporary employment opportunities. Apart from this, several contract hires were made towards the production of the event itself, thereby sustaining more jobs in the creative sector.

The biggest contribution as far as the 2019 CPB edition however is the direct spend within the Chennai economy associated with the production of the event and the spend by the 54 national and international participating artists and technicians.

While it is too soon to draw conclusions on the economic impact of CPB, it must be acknowledged that CPB has the potential to be profitable for several businesses and organisations across multiple sectors from tourism to hospitality to real estate and transportation. As such, the arts and culture sector is capable of generating both economic benefits as well as intangible benefits, such as contributing to a city’s livability index, providing access to a public good and supporting fresh talent. This is evident from CPB’s artist profiles which included many young emerging local talents and also the CPB team itself of which 92% were Indian nationals and 46% had no previous experience in the arts sector.

It is important therefore not to perceive the value of CPB solely in economic terms but to be cognizant of its positive impact through short and long term benefits for the people and businesses of Chennai in terms that are complementary to those of economic rationalism, but not central.

Presently, there is adequate literature and case examples to suggest that arts events/ festivals are becoming a mainstay of urban tourism strategies. With the 2019 edition, Chennai Photo Biennale has proved itself to be a cultural enterprise that is successful in a business sense, astute in its market stimulation and driven by an entrepreneurial spirit. Chennai per se is well connected by air, train and road to several major urban centres in the country and therefore with sustained effort it is possible for Chennai Photo Biennale to draw more outstation visitors to Chennai which in turns translates to revenue across multiple sectors.
