INTRODUCTION

The UP Statistics is an annual compilation of data from the seven Constituent Universities (CUs) and one Autonomous Unit (AU) of the University of the Philippines (UP) System. Data collection and consolidation is done by the Planning Services Division of the UP System Budget Office, Office of the Vice-President for Planning and Finance. Data are provided mainly by the 1) Registrars, 2) Vice-Chancellors for Academic Affairs 3) Vice-Chancellors for Research and Development/Extension, and 4) Vice Chancellors for Administration through the Offices of the Chancellors or in the case of UP Cebu, through the Office of the Dean. The UP System collects and uses these data to fulfill various recurring requirements of other national government offices such as the 1) Department of Budget and Management, 2) Commission on Higher Education, 3) House of Representatives, 4) Senate, and 5) Commission on Audit. The UP Statistics also includes a copy of the new UP Charter. The UP Charter was signed into law (Republic Act No. 9500) by President Gloria Macapagal-Arroyo on 29 April 2008 at the Library Building conference hall of UP Visayas Cebu College, Cebu City. UNIVERSITY OF THE PHILIPPINES The UP was established on 18 June 1908 by Act No. 1870 “to provide advanced instruction in literature, philosophy, the sciences and arts, and to give professional and technical training to every qualified student regardless of age, sex, nationality, religious belief, or political affiliation.” The first three academic units organized were the Colleges of Fine Arts, Medicine and Surgery, and Agriculture. Throughout its history, UP played a leading role in responding to the needs of the nation, stressing academic excellence and quality learning. This role finds expression in the University’s principal functions, namely, instruction, research and community (extension) service. UP has seven (7) constituent universities (CU) and one (1) autonomous unit based in the cities of Quezon, Manila. Davao, Baguio, Cebu and in the provinces of Laguna and Iloilo. 1. UP Diliman is the University’s flagship campus. It offers arts and sciences programs as well as professional programs such as engineering, law and accounting. It also has a campus in San Fernando, Pampanga. On 23 April 1982, UP Diliman was declared as a CU and started its operation as a CU on April 26 of the same year. 2. UP Los Baños started out as the College of Agriculture in 1909. It is one of the first units to be organized after UP’s founding in 1908. In 1972, the College of Agriculture evolved into a CU. 3. UP Manila is the country’s center of excellence in the health sciences, including health professional education, training and research. Originally established in 1 December 1905 as the Philippine Medical School and later called as the UP College of Medicine and Surgery in 10 June 1907. Again, it was renamed as the Health Sciences Center in 17 June 1967 and declared as autonomous member on 24 January 1979. In 23 March 1983, UP Manila was created as the 2nd CU of the UP System. a) In 1976, the University established the Institute of Health Sciences (IHS) in Tacloban, Leyte which was transferred in Palo, Leyte and renamed as the School of Health Sciences (SHS) in 1989. It aims to develop communityoriented health workers who would return to render service in the underserved places of origin from where they were recruited.

b) The 2nd SHS extension campus located at the northeastern region of Luzon was inaugurated on July 21st in honor of the University’s centennial anniversary in 2008. The SHS extension campus in Baler, Aurora aims to solve the mass exodus of doctors, nurses and midwives for greener pastures abroad and the maldistribution of the available health manpower in the country. c) The 3rd SHS extension campus was launched last 15 June 2010 in Koronadal, South Cotabato. The University has set up another extension campus of UP Manila’s SHS to bring medical and health education closer to remote areas of the Philippines in need of trained health care professionals.

4. UP Visayas was formally established as a CU of the UP System in 1979. Its main campus is located in Miag-ao, Iloilo. Other campuses are in Iloilo City and Tacloban City in Leyte. The CU is noted for its College of Fisheries. 5. UP Open University (OU) evolved from the UP Distance Education Program. Its creation was approved by the Board of Regents on 23 February 1995 as the fifth CU of the UP System. As of 17 October 2012, there are 11 Learning Centers and 19 Testing Centers equipped with facilities that serve as venues for students to enhance selflearning. 6. UP Mindanao was created on 20 February 1995 under Republic Act No. 7889. A resolution of the Board of Regents adopted UP Mindanao as the sixth member of the UP System on 23 March 1995 and started its operations on June 1996. Its campus is situated in Barangay Mintal, Tugbok District, Davao City. 7. UP Baguio started out as the College of Baguio and was inaugurated as a degree-granting unit on 22 April 1961. The College was formally established as the 7th CU of the UP System as approved by the Board of Regents in its meeting on 2 December 2002. As the hub of many cultural activities in Northern Luzon, UP Baguio has contributed to the development of the arts and the nurturing of the region’s cultural heritage. 8. The elevation of UP Visayas Cebu College to an Autonomous Unit (AU) under the Office of the President was approved on the 1260th meeting of the Board of Regents held on 24 September 2010. The autonomy will help prepare UP Cebu as a CU in the next five (5) to seven (7) years.

ADMISSION REQUIREMENTS

General Requirements Graduates of foreign and Philippine high schools accredited by the Department of Education (DepEd) may be admitted as freshmen into the University based on the following: 1. Performance in the UP College Admission Test (UPCAT); and 2. Weighted average of final grades obtained in high school. A total combined score of 1,200 for the verbal and mathematics subtests in the Scholastic Aptitude Test (SAT) will also qualify an applicant for automatic admission as freshman to the University.

The UPCAT The UPCAT is a four-hour long examination consisting of subtests on language proficiency, reading comprehension, mathematics and science. The UPCAT is in English and Filipino. UPCAT applicants are ranked based on their admission grades which are the combined UPCAT scores, high school grades, and equity factors where applicable. Admission grades like the University Predicted Grade (UPG) measure the applicant’s potential to do well in the University.

A. SOCIALIZED TUITION & FINANCIAL ASSISTANCE PROGRAM (STFAP) The Socialized Tuition and Financial Assistance Program (STFAP) is designed to open the University of the Philippines to poor but deserving high school graduates. The objective of the program is to subsidize the cost of education of poor students in varying degrees according to their income brackets. The guiding principle of the program is the egalitarian principle of “from each according to his means, to each according to his needs.”

1. Features of Bracketing Schemes i. Numeric Bracketing Scheme On 28 April 1988 the Board of Regents (BOR) officially adopted the STFAP policy and was implemented during the first semester of academic year 1989-1990 as a major reform designed to democratize undergraduate student admission. In general, all undergraduates in each UP campus will be charged tuition, miscellaneous fees (e.g., laboratory, medical, athletic, etc), and contributions to student-controlled funds (e.g., student council, student paper, etc) in that campus. Laboratory fees may vary according to subject. However, the actual amount to be paid by a student may be lower depending on the income bracket in which that student is assigned. In addition, low income students who meet the academic requirements of the program will receive scholarships consisting of living and book subsidies or stipends, transportation allowances and lodging allowances. There are nine (9) income brackets but actual cutoffs vary according to the size of the student’s family and its place of residence- Metro Manila, Other Urban Areas (e.g., Cebu City.etc) or Rural Areas. Students in Bracket 1 are the most needy while those in Bracket 9 are comparatively the most well-to-do.

ii. Alphabetic Bracketing Scheme The UP Board of Regents in its 1216th Meeting on 15 December 2006 approved the increase in tuition and miscellaneous fees and the restructuring of the STFAP. The increase in tuition and miscellaneous fees due to inflation necessitated the adjustment of the benefits of the STFAP to better serve the needs of students who are most deserving of financial assistance.

The Alphabetic Bracketing Scheme for the STFAP or Restructured STFAP (STFAP 2.0) was implemented on the first semester, academic year 2007-2008. The scheme covers incoming freshmen and transferees. All other students are still covered by the existing Numeric Bracketing Scheme (Brackets 1-9). Students who do not apply for STFAP benefits will be assigned to Bracket A or B, depending on the Gross Family Income that they declared when they confirmed their intention to enroll in UP. Brackets are assigned based on the information provided by the applicants on the declared family income and other family characteristics and socio-economic indicators. The final bracket assignment considers the bracket requested by the applicant, the reported family income, the predicted income using the income function, other indicators. To expand the coverage of benefits under STFAP 2.0, the Board of Regents in its 1242nd meeting held on 26 March 2009 approved the Modified Alphabetic Bracketing Scheme for the STFAP (STFAP 2.1). The re-bracketing of some income ranges with corresponding changes in tuition and other fees and the increase in the number of brackets from five to six are the highlights of STFAP 2.1. The STFAP 2.1 scheme takes effect on 01 June 2009 and covers both incoming freshmen and those students covered by the tuition increase in 2007.

2. Benefits and Income Cut-Offs STFAP beneficiaries enjoy benefits ranging from full tuition fee waiver to discounted tuition fee depending on their annual gross family income, plus cash subsidies as shown in the following comparative tables.
