LETTER FROM THE UPO PRESIDENT & CEO Dear Friends and Supporters, Welcome to UPO’s 42nd Annual Martin Luther King, Jr. Memorial Breakfast!

Our theme is The Beloved Community because it is MLK’s vision of a world where poverty, hunger and homelessness are eradicated and justice reigns. It mirrors President Lyndon Johnson’s vision of The Great Society, which sparked the creation of Community Action Agencies such as UPO. How can we work to achieve such a place? By collaborating with DC residents to build themselves up. They strive for economic security and education — the keys to reaching their full potential. Here are some recent UPO highlights along these lines: • Our staff members were chosen as Washington DC Teacher of the Year, Home Visitor of the Year, and Consumer Advocate of the Year (see the story on p.18).

• The UPO Workforce Institute held 3 graduations for 200+ students who earned national or international certifications in high-demand careers.

• Our decade of working hand-in-hand with the Under 3 Coalition continues to bear fruit as we fight for fair pay and respect for early childhood educators (see p.17).

• We launched the Taste of UPO Food Truck, a social enterprise that helps culinary entrepreneurs rise with the help of partners such as St. Elizabeth’s Hospital.

And our MLK Breakfast supports the aspirations of families who, while financially burdened, are educationally driven. Your generous gifts have helped to break generational poverty — over $1 million in Joseph A. Beavers Scholarships has lifted up 200+ emerging leaders.

Kellogg Foundation (WKKF) in Battle Creek, Michigan. She leads the foundation’s national, place-based and international grantmaking portfolios, providing leadership and management for the creative and strategic direction of programming from design through implementation, evaluation and dissemination. As a member of the executive team, she is also responsible

establish long-term goals, strategies, plans, policies, and organizational credibility. She also served as the Assistant Superintendent of Early Childhood for the Office of the DC State Superintendent of Education. As the superintendent’s principal advisor, she provided leadership and coordination to ensure that all District children, from birth to kindergarten entrance, were well prepared for school.

Prior to joining WKKF in 2014, DeHaney was president and CEO of the National Black Child Development Institute in Washington, DC, an organization whose mission is to improve and advance the lives of Black children and their families through education and advocacy. In this role, she led the organization’s effort to

UPO JOSEPH A. BEAVERS SCHOLARSHIP UPO’s scholarship fund is named for the late Joseph A. Beavers, a dedicated member of UPO’s Board of Trustees and legendary Washington, DC labor leader who had a lifelong commitment to youth and education. In 1992, UPO posthumously honored Mr. Beavers by naming the scholarship fund after him.

Mr. Beavers was a longtime civil rights activist — notably, he was treasurer for the 1963 March on Washington. He retired as the first Vice President of the Hotel & Restaurant Employees Union.

KAYLA ADAMES Benjamin Banneker Academic HS Kayla says, “My community has taught me so much, and now I plan to return it tenfold.” She hopes to become a reproductive endocrinologist specializing in infertility; when she shadowed a doctor, she called the experience “absolutely life-changing.”

Kayla is also on the debate team and manages her school’s volleyball team, balancing curiosity, leadership, and purpose.

LAILA DAVIS Cardozo Education Campus Laila says, “I’m chasing purpose…I plan to study psychology and pre-law so I can explore how healing happens both on an individual level and through policy and justice work.” At age 8, she started “Laila’s Love Initiative” with her dad — turning pain into glory by helping their community.

KHYRI GARY Thurgood Marshall Academy Khyri Gary is a fraternal twin, varsity basketball player, and resilient scholar dually enrolled in high school and college.

He transformed his academic focus and leadership through discipline and perseverance. He plans to attend North Carolina A&T, major in Biology, and pursue ophthalmology, after graduating with both his high school diploma and Certified Nursing Assistant certification in 2027.

SI’YAE MABLE Ballou Senior High School Si’yae is deeply inspired by her family and community.

Cooking transformed her life, providing peace, structure, and a clear vision for the future. She plans to study business at Spelman or North Carolina A&T and become a private chef who embodies connection, empowerment, and excellence.

XIN-TONG ZHENG Duke Ellington School of the Arts Xin-Tong is a dedicated student artist whose ceramics, leadership, and community focus set her apart. When her high school ceramics teacher left unexpectedly, she stepped up to manage and clean the studio. She plans to study fine arts, specialize in ceramics, and one day open a collaborative community studio rooted in family, culture, creative service.

“Lift Every Voice and Sing” SINGERS The DESA Trio featuring Malik Sanders, Layla Bunch, and Kendyll Nichole will perform the Black National Anthem, honoring Dr. King’s legacy through music and excellence.

Malik is an award-winning vocalist and leader with performances at the White House and Library of Congress.

Layla, a dynamic artist and lead vocalist for the Blues Alley Youth Orchestra, brings classical and contemporary training to the stage. Kendyll, a versatile performer and Combo Leader, has graced stages from the Kennedy Center to DC Jazz Fest. Together, they deliver artistry, pride, and powerful storytelling for this historic occasion.

Layla Bunch is a senior at the Duke Ellington School of the Arts, where she studies vocal music. A dynamic vocalist and performer, Layla has appeared in theater, choral, and concert productions locally and nationally.

She is the lead vocalist of the Blues Alley Youth Orchestra and has trained extensively in classical and contemporary voice. Layla is honored to be part of this trio performing the Black National Anthem for this meaningful moment.

Kendyll Nichole is a senior at Duke Ellington School of the Arts and an accomplished vocalist and performer.

She has served as Combo Leader and Show Choir Dance Captain, earning multiple honors including the prestigious Honors Recital recognition. Kendyll’s impressive performance history spans the White House, Kennedy Center, DC Jazz Fest, and the Mayor’s Arts Awards. She has appeared in musical theatre showcases, jazz festivals, and cultural events, and is a multi-award winner in vocal competitions. Kendyll brings her passion about music and the arts to our special occasion as she joins in performing the Black National Anthem.

Malik Sanders is a senior at Duke Ellington School of the Arts and an accomplished vocalist and leader. A fouryear honor roll student, Malik has excelled in AP courses while serving as Vocal Section Leader and Show Choir Lead. His artistic achievements include performances at the White House, Library of Congress, and for France’s First Lady Brigitte Macron. A multi-award ACT-SO finalist in vocal and poetry categories, Malik also earned the Horatio Alger Scholarship and leadership honors.

Passionate about music and community, he showcases his talent and dedication to excellence in this trio.

Caleb Johnson is a 19-year-old jazz pianist who attends the Peabody Conservatory of John Hopkins University, majoring in jazz piano. Born and raised in Washington DC, he is an alumnus of Duke Ellington School of the Arts. Caleb has been passionately playing piano since age 5 and playing jazz since 8th grade. His work with The Washington Jazz Arts Institute and Peabody catapulted Caleb’s journey of being a jazz musician as he learns the deeper meaning of jazz. His goal is to “become a successful composer and help the music stay alive.”

Far-reaching Impact of the Youth Services Division (YSD) UPO’s Youth Services Division is deeply committed to children’s development, far beyond the annual awards and managing the Beavers Scholarship Program.

Our hands-on programs include CREATE, an elementary afterschool program for grades 1–5 focused on nutrition, culinary arts, arts & crafts, STEM, world languages, and wellness; and POWER, serving grades 6–12 with STEM, college and career readiness, civic engagement, debate, and financial literacy. We also operate the EPIC Book Club in 3 DC elementary schools, promoting literacy through SEL and literary objectives.

“Children Reaching Educational Achievement Through Enrichment” Our out-of-school-time program uses elevated learning experiences to close the opportunity gap for underresourced students. Our vision: Fill the gap with societal leaders and change agents who make a positive social impact through their character, firm identity, emotional intelligence, academic excellence, and mental and physical well-being.

“Providing Opportunities With Educational Readiness” An OST (Out of School Time) and summer program for grades 6-12 that empowers youth toward post-secondary success through SEL and College & Career Readiness.

Offerings include Debate Club, financial literacy, SAT prep, civic engagement, mentorship, and hands-on experiences like conferences, travel, and field trips—building competence, emotional intelligence, and teamwork for lifelong achievement.

EPIC BOOK CLUB

EPIC Book Club operates in 3 DC elementary schools (supporting grades K-5), promoting literacy through engaging activities that integrate Social Emotional Learning (SEL) with literary objectives. Students explore diverse stories, build vocabulary, and develop critical thinking skills in a supportive environment that fosters confidence, empathy, and a lifelong love of reading.

CREATE Explores the Colors of Education and Fun

Prior to the 2025 Winter Break, CREATE elementary students embarked on an extraordinary educational field trip to the Crayola Experience in Easton, Pennsylvania. The day was filled with color, creativity, and hands-on learning that sparked imagination and joy across all grade levels.

Students eagerly participated in interactive activities: creating custom crayons, exploring how crayons are made, engaging in guided art projects, experimenting with color blending, and using digital design stations to bring their ideas to life. Each activity encouraged self-expression while reinforcing creativity through play and exploration.

The students strengthened their fine motor skills, problem-solving abilities, critical thinking, and collaboration skills, complementing CREATE’s in-program activities facilitated by our Program Assistant, Monei Lyons. Her creativity and passion for art inspire students to take risks, express themselves authentically, and view art as both fun and educational.

This trip reflects CREATE’s mission to deliver enriching, hands-on learning experiences supported by 21st Century Community Learning Centers and federal CSBG funding.

Such grants make high-quality OST (Out of School Time) programming possible, building a thriving community of learning and support that fosters academic growth and family engagement while ensuring that students are energized, proud of their creations, and inspired to keep exploring via art and imagination. The trip was organized

by CREATE’s Program Coordinator, Nichelle Perrineau, showing her unwavering dedication to the program, its students, and the families we serve.

POWER Teen Debate Team Competes in New York City

From December 5-7, 2025, POWER High Teens experienced more than a debate tournament—they saw what opportunity looks like when youth are fully invested in. Thanks to CSBG funding, private donations from TD Bank, and the critical support of unrestricted gifts from individual donors, UPO’s Youth Services Division provided a transformative experience: Students traveled to Mamaroneck High School in New York for the Fall FaceOff Invitational.

In partnership with the Washington Urban Debate League, our teens competed alongside skilled debaters, strengthening their critical thinking, public speaking, and confidence as young leaders. Round after round, students tested new arguments, sharpened advocacy skills, and learned firsthand the power of their voices in academic and civic spaces.

Beyond competition, many experienced New York City for the first time— exploring its culture, energy, and diversity while building peer connections and lifelong memories.

This milestone was made possible by intentional investment in youth and the dedication of our team. POWER’s Program Assistant, Larry Jones— crucial to the Debate Club since its inception 2 years ago—chaperoned, coached, and supported teens at their first out-of-state tournament. His commitment shows the heart behind our mission: When we invest in youth, they rise, speak boldly, and claim their place on a national stage.

Unrestricted private donations are especially vital because they provide the flexibility to respond to unique opportunities like this one—covering costs that grants alone cannot cover, and ensuring DC youth have access to high-quality, enriching out-of-school time programming that expands their horizons. Mentorship, travel, exposure, and skill-building experiences prepare young people to lead with purpose and possibility.

UPO Teen Debaters Win 'MVP' Awards Tyius Franklin and Aur’ea Jones, two of our POWER High Teen debaters, earned 3rd place and two Speaker Awards as members of the Junior Varsity team with the Washington Urban Debate League. The event was the Season Opener at John Francis Education Campus on October 25.

Speaker Awards are the individual ‘MVP’ trophies of debates. They are given to debaters who are outstanding at: · Clarity and Organization · Quality of their Arguments · Refutation Skills · Persuasion and Presence · Strategic Awareness Tyius and Aur’ea have improved steadily with each debate, showing more confidence and skill. Watching them debate their opponents is like seeing basketball players spin past defenders and leap for a score.

We are incredibly proud of the way they showed up: prepared, passionate, and ready to embrace every challenge with maturity and heart.

Powerful Programs for Learning and Leadership The Youth Services Division (YSD) launched dynamic programs in 2025-26. At Ward 8’s Ketcham Elementary (grades K-2), the EPIC Book Club is introducing early literacy and Social-Emotional Learning (SEL) strategies to help children develop a love of reading before testing. At Ward 8’s Randle Highlands (grades 3-5), EPIC is strengthening reading comprehension through SEL objectives of emotional intelligence and effective communication. At Ward 4’s Whittier (grades 1-5), EPIC’s summer book club blends wellness and SEL through literature. EPIC is funded by a Learn24 grant, ensuring high-quality, community-rooted literacy programming.

Our POWER High Teens cohort will spend the summer engaging in civic action, stock trading, college tours, and trade entrepreneurship—and returning to the national Youth 2 Youth Conference at Ohio Wesleyan University. POWER Middle Teens will tackle daily/weekly STEAM + SEL challenges culminating in the YMCA Thingamajig Invention Convention on July 31, 2026.

We’re also opening applications for the Joseph A. Beavers Scholarship to eligible 10th graders, closing in July. Completed applications will advance to panel interviews, and from our pool of outstanding applicants, we will choose 5 community-minded scholars and award each one a $10,000 college scholarship. We also maintain relationships through high school and into college—guiding scholars through financial aid, additional scholarships, and the transition to campus life. Our scholarship is often a first award; our College & Career Readiness Coordinator works to ensure that it’s not the last, aiming for them to finish college debt-free.

BEAVERS SCHOLAR PRESENTS AT THE ASPEN INSTITUTE SYMPOSIUM At The Aspen Institute Symposium organized by Georgetown University, youth from across the nation gathered to examine challenges facing adolescents in education and life skills.

Brianna Dutch, a 2024 Beavers Scholar, emerged as a powerful leader—helping shape group conclusions, presenting solutions, and sharing her story with resilience and purpose. In Fall 2025, Brianna entered George Mason University as an Applied Computer Science major with an interest in cybersecurity. In addition to the Beavers Scholarship, she earned the Mason Freedom Award totaling $56,000 over 4 years.

FROM POWER TO COLLEGE: CELEBRATING TWO INSPIRING GRADUATES Here’s a pair of stories that Kenny Carroll, Construction Trade Education Coach at the UPO Workforce Institute, sent to UPO President and CEO Andrea Thomas: “I stay in contact with all of the nearly 60 POWER students from our two cohorts. UPO also offers them continued training and employment opportunities along with letters of recommendation and professional development through our virtual Summer Youth Employment Program (SYEP).

In 2019, Lakeisha Thompson, a member of cohort 1, left college a halfsemester short of her degree. Despite our efforts to connect her with our Bowie State University admission partners, she moved at her own pace. She just graduated from Bowie State with a degree in Music Technology!

Justina Poole was a member of cohort 2, the ‘Covid babies.’ She also earned a Beavers Scholarship and the Mayor’s Opportunity Scholarship. She just graduated from Virginia State University with a degree in Social Work.

Since 2018, she has worked with me every summer at Workforce Institute via SYEP. In addition, she secured some of the fieldwork hours for her degree by working with our middle and high school youth at our Saturday Construction Exploration program. Notably, Justina spent the last 3 years of high school at Sasha Bruce Youthwork [after issues in her home life]. She continued to participate in POWER the entire time and we worked with her siblings.

It is the longitudinal [long-term] support that UPO offers our POWER students and families that keeps them connected to us. I have 8 POWER alums working with me this summer in our virtual Personal Development program; 2 are planning to move into our Workforce Training cohort in the fall and 2 more are scheduled to graduate in 2026.

I always view these success stories as part of your vision. It's a shared joy.”

Fighting for Better Education and for Teachers’ Pay and Respect - by Ed Lazere, UPO’s Legislative Advocacy Director UPO was born to be a catalyst for change. One way to improve lives is to join large local efforts.

For a decade, UPO has been a proud member of the Under 3 DC coalition. This alliance started with the gracious support and nudge of the Bainum Family Foundation, with the goal of improving early childhood education and supports for families with young children.

Early education is essential — especially in a child’s first 1,000 days — and the well-being of DC’s youngest residents is vitally important to UPO. Our Office of Early Learning operates 15 Early Childhood Education Centers serving 710 children, which makes UPO the city’s largest Early Head Start provider. And at the District’s request, we also oversee 12 Child Care Partners and 14 Family Child Care Centers (serving 317 children) as part of the city’s Quality Improvement Network.

jobs and the training and skills required. The Pay Equity Fund has increased pay by $10,000 - 14,000 for 4,000 teachers and ensured they could afford health insurance as their pay increased. This is not just about higher pay. It is about respect, about recognizing the importance of early childhood education — and the people engaged in it — for our society.

The coalition has been wildly successful, organizing enormous rallies, lining up hundreds of people to testify before the DC Council, and shaping budget and policy outcomes. But the challenges continue. For example:

• The Pay Equity Fund got a recent boost from the Council through so-called contingency funding in the budget … but is still short of what is needed.

• The child care subsidy program may need to create a waiting list for the first time in a decade.

These are reminders that advocacy for what families need is an ongoing struggle, not a oneand-done effort. UPO remains committed to the fight for justice, through the leadership of our Office of Early Learning and our Legislative Advocacy division. This is how we help our community rise.

The Under 3 DC coalition includes many of the city’s largest providers, as well as groups that engage in community organizing and others that focus on research and advocacy. Through a combination of approaches, life has gotten much better for infants and toddlers in DC. The coalition helped shape landmark legislation, the 2018 Birth to Three for All DC Act, and then worked to make sure that law became a reality. Thanks to the coalition’s efforts, the District has expanded eligibility and funding for subsidized child care, increased access to critical home visiting services, and expanded smaller programs such as Healthy Futures, which brings technical assistance to centers to support the healthy social and emotional development of infants and toddlers.

LIFE-CHANGING SUPPORT FOR FAMILIES Glenda Diaz is kind, patient, and devoted as she supports expecting parents and families with children from birth to age 3 through the Early Head Start Home-Based Program.

DC Action is a nonprofit organization that works hard to help all kids grow up safe, resilient, powerful, and heard. They were delighted to learn how Glenda helps families strengthen bonds, build parenting skills, and prepare their children for school.

In Glenda’s regular visits to families, she emphasizes the importance of reading, play, and learning at home. She leads workshops on safe sleep practices and child abuse prevention, while she connects families with resources.

Her work has a profound impact. One parent shared: "I didn't know what resources were available in my community.

Glenda explained everything clearly and helped me sign up. She invited me to workshops and socialization events that gave me useful parenting tools. The activities she brought helped my son grow, and I learned how to support him at home. She also helped me find health insurance, food, clothing, and more. She listens to me and always checks in on my family goals. Her support has changed my life."

Glenda builds lasting trust with families, empowering them to feel confident and capable. Her work ensures that children are growing strong and that parents have the tools they need to succeed.

Glenda's impact is both deeply personal and far-reaching.

Families who once felt isolated now feel supported, children are thriving, and parents feel hopeful about the future. She embodies the heart of home visiting — meeting families where they are, lifting them up, and helping them build brighter futures.

“Taste of UPO” Food Truck Helps to Launch CareFirst Arena

The first catering event for our “Taste of UPO” Food Truck was ideal: Chef Jerald Thomas and Chef Kelvin Edgar, Jr. prepared hundreds of hot meals for the launch of the CareFirst Arena. This is a new name and a new community partnership for the former Entertainment & Sports Arena (the home of the Washington Mystics and Capital City Go-Go).

Our Community Advocacy team shared information about UPO programs at our table, which was part of the Community Health & Wellness Market.

DC residents learned about our resources and picked up free groceries and winter care packages from partners such as United Way of the National Capital Area, Martha’s Table, and Congress Heights Community Training & Development Corporation.

We were delighted to participate in this event because CareFirst BlueCross BlueShield, one of the country's largest nonprofit healthcare organizations, announced a 10-year partnership with Events DC to strengthen communities East of the River. As part of the investment, CareFirst will provide $2 million in direct funding to support local programming developed in partnership with the St. Elizabeths community.

We’re sad to share that after this event, Chef Jerald Thomas passed away.

He was a great teacher who helped culinary arts students bring out the talent that was inside them. He was beloved and we will miss him.
