UP President
On behalf of the UP System, I warmly welcome you, the alumni of the UP Electrical and Electronics Engineering Institute, back home to UP on the occasion of your 15th Alumni Homecoming, with the theme “Engagement: Rooted in the Past, Invested in the Future, Collectively Working towards Leadership in EEE.” I also congratulate the officials and members of the UP Electrical and Electronics Engineers Alumni Association, Inc., headed by its president, Engr. Ramon Gatchalian, Jr., and the UP Electrical and Electronics Engineering Institute headed bu its director Dr. John Richard Hizon, on successfully bringing together our EEE graduates from various industries, companies, schools and organizations through this year’s alumni homecoming. Charles Dickens once said that “every traveler has a home of his own, and he learns to appreciate it the more from his wandering.” Indeed, there is a special kind of joy in finding yourself in the company of old friends and mentors once again, of sharing memories, and of catching up with one another’s present circumstances. Most of all, as reflected in the theme for this year’s alumni homecoming, there if ineffable value in reconnecting with our past in order to take stock of our present and realign ourselves with the future we would like to see— both for ourselves as individuals, as professionals and as citizens, and as members of the UPEEEAAI and as pillars of the UPEEEI. Message from the CoE Dean I wish to congratulate the UP Electrical and Electronics Engineers Alumni Association, Inc. (UPEEEAAI) on the occasion of your 15th Annual Alumni Homecoming with the theme, “Engagement: Rooted in the Past, Invested in the Future, Collectively working towards Leadership in EEE.” Coming from the EEEI’s centennial celebration two years ago, this year’s theme is a reminder to EEEI alumni to keep getting engaged with the endeavors of the college and institute, and at the same time continue to reconnect and forge deeper ties with fellow alumni. Through these efforts, each of you becomes a contributor to UPEEEI’s prominence as leader in electrical engineering, electronics engineering education in the Philippines.

EEEI is such a dynamic unit. A lot of changes have taken place during the past years with continuing constructions to allow for adequate space for research and instruction, the steadily growing number of graduates, a number of nationally significant projects and research works participated in by both faculty and students, and the implementation of revised curricula, to name a few. May this homecoming be a venue to interact and reminisce shared memories with former classmates and faculty and to know more about the current and upcoming undertakings of the institute and the UPEEEAAI. Message from the UPEEEI Director It is a distinct pleasure to welcome you once again to our homecoming celebration. The theme for our 15th Alumni Homecoming, “ENGAGEMENT: Rooted in the Past, Invested in the Future, Collectively working towards Leadership in EEE,” is a call to action for us to re-examine our role in advancing the field through our work at the UP Electrical and Electronics Engineering Institute. After the EEE Centennial celebration, we are forging ahead with renewed passion to pursue the goals that we have set. It is an especially exciting time as we introduce improvements to the undergraduate curriculum, continue to conceive and implement cutting-edge research, and build stronger partnerships with industry and academia— all for the benefit of our students and our academic partners. Even with these initiatives, there is a need for greater collaboration and dedicated work as we chart a new inflection point for the Institute to be a beacon of innovation in the fields of Electrical, Electronics and Computer Engineering. It is our aspiration for further expand our outreach and impact in the academic formation of engineers in the country though our offshore program; and enforce more rigor in our instruction through faculty development and the provision of learning spaces for our students. All of these efforts are geared towards achieving our vision to be the National Institute for Electrical, Electronics, and Computer Engineering. There will surely be challenges along the way, but we find encouragement in the support that we continue to receive from the UP Electrical and Electronics Engineers Alumni Association in all our endeavors. Message from the UPAE President Greetings! I would like to extend my warmest congratulations to the UP Electrical and Electronics Engineers Alumni Association, Inc. in celebrating your 15th Alumni Homecoming. With your theme, “Engagement: Rooted in the Past, Invested in the Future, Collectively working towards Leadership in EEE,” I can see how realy dedicated you are in supporting the EEEI’s transformation to become a center of learning and leadership in the country which schools and organizations can emulate. You take pride in the competence and excellence of your alumni who continue to support the Institute in its plans and projects to promote research activities and development efforts. It is admirable how dedicated you are in strengthening academic, research and collaboration initiatives in order to provide a better learning environment to our students. Your overall contributions have also resulted in increase in scholarship grants and research funding in order to foster technology guided activities. Message from the
UPEEEAAI President Welcome home, fellow Alumni! The Homecoming is a great occasion to catch up with old friends. We selected the theme, “ENGAGEMENT: Rooted in the Past, invested in the Future, Collectively working towards Leadership in EEE,” to recognize the unique context that the UPEEEAAI is operating in. We are aware that both the University and the Electrical and Electronics Engineering Institute (EEEI) are undergoing major shifts. On the one hand, the University of the Philippines, as a State University, and the National University, at that, will be opening its doors to a new brand of Iskolar ng Bayan— the first students who graduated from the K-12 program and who will be exempt from paying tuition fees. Meanwhile, the EEEI is reforming its curriculum to be more responsive to the changes and demands of industry, and the imperative to form graduates who be active participants in nation building. This is also in consonance with the initiative to lobby for the Institute to become the National Institute for Electrical and Electronics Engineering.

Given these, the UPEEEAAI would need to actively explore more avenues to engage the Institute in support of the new directions it is forging. There is a greater imperative for us, the alumni, to become partners in the growth of the Institute and our students. This may involve volunteering our time and expertise in activities organizes by the students and the administration, among others. The theme we selected for out 15th Alumni Homecoming is meant to be a conversation starter— how to we, as alumni, live out the values of services and leadership in our fields and continue to support the growth of our Institute and Alma Mater? I will leave you with these questions to ponder with your batch mates.

Keynote speaker F ilemon berba , jr . Engr. Filemon Berba, Jr. graduated with a degree of Bachelor of Science in Electrical Engineering at the University of the Philippines in 1959. He finished Magna cum Laude at the top of the university graduating class of 1,500 students. He then topped the board exams for electrical engineers in the same year. He obtained his MBA at the Wharton School in Philadelpia “with distinction”in 1964. He served as Board of Trustee of distinguished academic institutions such as the University of the Philippines, the Philippine Science High School System, and the Batangas State University. Engr. Berba is known in the Philippine business community as a good project implementer and was responsible for setting up severl pioneering projects. He is also known for turning around several distressed companies. He has been president of manufacturing companies, a telecommnications company, and a water utilities company. His early work experience includes being a Managing Consultant at SGV, Project Operations Manager in the setting up of the fuel oil pipelines of Meralco, Caltex and Shell between Batangas and Manila in 1967-69, Vice President for Manufacturing at UNILAB, and President of Westinghouse Asia Controls.
He is one of the founders of the Philippine Quality and Productive Movement and has been very active in organizations and foundations involved in science and technology, and industry-academe linkages. He is President of the Philippine Foundation for Science and Technology which operates the Philippine Science Centrum. He is currently the President Emeritus of the Philippine Quality Award Foundation, the Philippine version of the Malcolm Baldridge National Quality From 1987 to 1990 as President/CEO he was responsible for Award of the USA. transforming the Philippine Electric Corporation (PHILEC) of the First Pihlippine Holdings Groups from a bankrupt company wards eceived to the most profitable operation in the Group. He was then invited to join the Ayala Group in 1991 and as President/CEO transformed integrated Microelectronics Ins. (IMI) from a heavily losing company to a very profitable operation, after which he was asked to concurrently become the President/CEO of the privatized East Zone of the Metworpolitan Waterworks and Sewerage System (MWSS) and was responsible for the corporate transformation that made MWSS a world model for profitable operation of a privatized water utility. He was retired from the Ayala Group in 2003.

UP EEEI
The Electrical and Electronics Engineering Institute offers three undergraduate programs— the BS Electrical Engineering (BS EE), BE Electronics and Communications Engineering (BS ECE), and BS Computer Engineering (BS CoE). These programs are closely integrated to provide students with a unique opportunity for cross-curricular learning from all these areas while pursuing specific undergraduate degrees. The UP EEEI offers five graduate degree programs— Master of Science in Electrical Engineering (MS EE), Master of Engineering in Electrical Engineering (MEng EE), Master of Engineering in Electrical Engineering Professional Science Masters (MEng EE PSM), Doctor of Philosophy in Electrical and Electronics Engineering (PhD EEE), and Doctor of Engineering in Electrical and Electronics Engineering (DEng EEE). In 2016, the Institutes’s centennial year, it began offering an offshore ME EE program in UP Cebu and UP Los Banos.
Research Laboratories The EEEI complements solid theoretical training with exposure and actual hands-on work in instructional laboratories on electronics components, circuits, embedded systems, communication systems, electric machines and motor drives, power system simulation, robotics and automation, prototyping, computer programming and computer networks. Many of these facilities are supported by and endowed with state of the art and industry grade equipment by partners such as Alexan, Samsung, Analog Devices, Artesyn, Intel, IXYS-Zilog, MERALCO, PLDT, and Nokia, to name a few. These facilities ensure that students acquire sufficient practical skills in the design, implementation, operation and management of similar components or systems, making them “industry-ready”and well-prepared to solve real-world engineering challenges after graduation.

Microelectronics and Microprocessors Laboratory The Microelectronics and Microprocessing Laboratory (MICROLAB) established in 1987 is tasked with developing the integrated circuit (IC) design capabilities of the UPEEEI. The goal of the MICROLAB is to produce globally-competitive engineers and technologies to further grow and develop the Philippine semiconductor and electronics industry. From the year 2000 to 2010, the three main thrusts of the MICROLAB were (1) radio-frequency (RF) IC design; (2) analog and mixed-signal design; and (3) low-power RISC microprocessor design. In this decade, the MICROLAB successfully designed and implemented 17 integrated test chips ranging from basic building blocks to complex systems, resulting in numerous graduate and undergraduate projects. Building on the successes of the past decade, more complex systems are now being examined at the MICROLAB.
UP-Artesyn Power Electronics Laboratory With the aid of its industry sponsor, Artesyn Embedded Technologies (then Emerson Network Power), Artesyn-PEL serves as a conducive training ground to expose students to the various fields of power electronics. Astec-PEL research areas include power supplies and converters, electric vehicle charging, electric motor drives, LED lighting, power amplifiers, battery technology, and electromagnetic compatibility. Some of its researchers include the Rapid Electric Vehicle Charging-Charging in Minutes (CharM); the Wind Power Generator System: Power Electronics to Wind Power System; the Design and analysis of an interleaved tapped-inductor boost converter for higher power and voltage gain applications; the Roo Filter-based Online Battery State-of-Charge Estimator for Pure Electric Vehicles; and the Energy-saving Flyback Converter for EDM Applications.
Digital Signal Processing Laboratory The Digital Signal Processing Laboratory of the UPEEEI is a research laboratory geared towards digital signal processing algorithm development and implementation. Its researches include the Error resilient joint source-channel adaptive intra-refresh rate for wireless video transmission; the Joint Source-Channel Rate Allocation for Wireless Video Transmission Based on Distortion Estimation; the Filipino sign language recognition using manifold projection learning; and the Developing a children’s Filipino speech corpus for application in automatic detection of reading miscues and disfluencies.

Mobile Robotics Laboratory The Mobile Robotics Laboratory’s (Mobot) research focus is on mobile robots and intelligence agents. Its research thrust encompass almost every aspect of electrical engineering such as power electronics, instrumentation and control communications, embedded systems, artificial intelligence, and operating systems; and other relates areas such as computer science, mechanics, biology, and philosophy. Some of the research that the Mobot Lab has produced include: ROSEMARIE: A Robotic System with an Expandable Modular Architecture; A Webbased User Interface and Monitoring System for an ATRV-based Mobile Robot Platform; and the Autonomous Road Navigation using Monocular Camera and GPS on an All-Terrain Robot Vehicle (ATRV) Mini Platform.
Power Systems Simulation Lab The Power Systems Simulation Laboratory (PSSL) research areas include modeling, simulation, and optimization (reliability); and planning, protection, automation, control and power quality of electric power systems. PSSL is equipped with power system simulation software and hardware simulators such as power system micro-models fitted with protective relays, remote terminal units (RTUs), and supervisory control and data acquisition (SCADA). Researches under the PSSL include the Application of Hybrid Bat Algorithm to the Philippine Wholesale Electricity Spot Market’s Market Dispatch Optimization Model; the Development and Improvement of a Low-cost Power Quality Meter and Analyzer for Monitoring Voltage Sags; Developing a Voltage Sag Generator Using a ATmega1280 microcontroller as its controlling unit; and Modelling of Devices for Newton-Raphson Based Harmonic Load Flow.

Smart Grid Research Center Research topics under Smart Grid Research Center (SGRC) include the design and implementation of smart grid building blocks; control and communication solutions for smart grids; demand-side management; integration of renewable and distributed energy resources to electric power systems; microgrids; virtual power plants; smart buildings and smart homes; and regulatory aspects and market operations for smart grid. Some of the researches under the SGRC include: the Design and Implementation of a Web-based Smart Power Distribution Unit; the Design and implementation of an AMI emulator for user feature studies; the Demonstration of direct load control of air conditioners in high density residential buildings; the Design and Implementation of a Building Energy Monitoring System; and the Design and Implementation of a Software-based Programmable Logic Controller on the Raspberry-Pi Platform.
Ubiquitous Computing Laboratory The Ubiquitous Computing Lab (UCL) focuses on mobile, wearables and Internet of Things (IoT) research. This covers areas such as games, human-device interaction, virtual reality and augmented reality, computer vision and graphics, IoT protocols, smart applications and artificial intelligence. Some of the researches under the UCL are: Transmission Window Optimization for Cachingbased Transport Protocols in Wireless Sensor Networks; Smooth Writing Card for a Messaging App; 3D Gestures on 2D Screens for Mobile Games; Caching Based Transport Optimization for Wireless Multimedia Sensor Networks; and A Natural Handwriting Algorithm for Tablets.

Computer Networks Laboratory The Computer Networks Laboratory (CNL) is the Institutes’s center of research in computer networking and embedded computing applications. Researches in the CNL cover various rapidly-evolving aspects and applications of communication networks, including but not limited to mobile systems, social networks, applicationlayer overlays, novel link/routing/transport protocols, cooperative community networks, low-overhead computing and networking, smart grids and smart homes, sensor networks, the Internet of Things (IoT), and big data. Some of the researchers under CNL include: Multipath Bandwidth Scavenging in the IoT to appear in EAI Endorsed Transactions on Cloud Systems Special Issue on IoT-as-a-Service; Channel Load Aware Routing in Wireless Mesh Networks; Social Graph-based Partitioning and Distribution for OSN Content Caching and Proactive Delivery; A Hybrid Adaptive Localization Electric Power Research Laboratory Strategy for Peer-to-Peer Video on Demand; and Congestion-Free Routes for Wireless Mesh The Electric Power Research Laboratory (EPRL) conducts research aimed at providing safe, Networks. reliable and optimal generation, distribution, conversion, measurement and control of electric energy. EPRL’s areas of concentration include modeling and simulation of electricity markets and power system dynamics; security assessment and stability enhancement for power systems in the restructured environment; and power system planning and optimal operation to ensure supply security, market competitiveness, and environmental sustainability. Some of the researches under EPRL include Reference Grid Performance Assessment Model for transmission company regulation; A Combined Multi-Site and Multi-Device Decision Support System for Tidal In-Stream Energy; Optimal design of hybrid renewable energy system for electrification of isolated grids; Implementation and comparison of modified binary particle swarm optimization approaches to an interruptible load dispatch problem; and A no-arbitrage approach to pricing of Flexible Electricity Contracts considering transmission line rentals. Innovation Research Center The Instrumentation Robotics and Control (IRC) laboratory provides technology solutions in managing production resources, health care, and education. Its research thrusts are biomedical engineering; traffic, structural, and environmental monitoring; wireless sensor networks; and embedded systems and mechatronics; and hardware interfaces for interactive learning. It is the development arm of the Department of Science and Technology (DOST)-UP Enterprise Center for Technopreneurship. Researches under the IRC Lab include eNAI: Electronic natal resistive intervention; and Device interoperability and authentication for telemedical appliance based on the ISO/IEEE 11073 personal health device (PHD) standards.
Robotics Automation Laboratory
The Robotics and Automation Laboratory (RAL) is a research laboratory which works on robotic manipulators, bipeds, and autonomous navigation. Research topics under RAL include, but are not limited to manipulator dynamics, motor drives, sensor development, and autonomous vehicles. Researches under RAL include Characterization of RAL bipedal robot capacitive MEMS accelerometer using electrical impedance measurements; and Fuzzy logic-based optimization for redundant manipulators.

Solar Photovoltaics Laboratory As one of the leading research institutions for renewable energy research in the country, the Solar Photovoltaic Laboratory (SPL) continuously strives to develop, innovate, and promote novel energy technologies in order to uplift the quality of life of Filipinos and to safeguard the environment. Since its inception, the SPL has honed its expertise in many fields of renewable energy, and advocated sustainable development and the judicious use of energy resources through the implementation of its projects and programs. Some of the researches under the SPL include Wind Power Generator System, and Photovoltaic array reconfiguration for maximum power transfer.
Wireless Communications Engineering Laboratory The Wireless Communications Engineering Laboratory (WCEL) is a research and instructional facility engaged in the design, integration, analysis, and testing of wireless communication devices, circuits, and systems. It is equipped with state-of-the-art radio frequency (RF) and microwave test equipment and simulation software, digital microwave radios, antennas, and RF amplifiers for use in various applications such as rural connectivity, emergency response, and public safety. Some of the researches under WCEL include A simulation study of a Time Domain Reflectometry (TDR) cable with non-standard crosssectionTransmission Window Optimization for Caching-based Transport Protocols in Wireless Sensor Networks; Design considerations for X-band Class J power amplifiers; and An empirical study on the performance of a spectrum sensing scheme for cognitive radio. The Board of Regents approved the curricula leading to the establishment of the Department of Electrical Engineering in the College of Engineering

The Department of Electrical Engineering offered the Bachelor of Science in Electronics and Communications Engineering (BS ECE) and Bachelor of Science in Computer Engineering (CoE) and was renamed the Department of Electrical and Electronics Engineering.
UPEEEI alumni maintained their connection wwith the Institute through student organizations such as the UP Engineering Radio Guild (ERG) established in 1935, UP Circuit established in 1993, and the Institute of Electronics Engineers of the Philippines (IECEP) established in 2001. Graduates often venture off to different professional fields after leaving UP, and so there was a realization that the alumni was not connected to their roots in the Institute.
To address this, a small group of alumni and faculty met during the inauguration of the Department of Electrical and Electronics Engineering Building 1. The group discussed the need to organize and unify the graduates in to a cohesive group. From there, the UP Electrical and Electronics Engineers Alumni Association (UPEEEAAI) was formed.

ABOUT THE EEE REPRESENTATIVES The UP Diliman Engineering Student Council is composed of dedicated student leaders committed to serving the Engineering student body. Within the council are unit representatives that aim to bridge the gap between the administration and the students for each department or institute. Serving the Electrical and Electronics Engineering Institute are the EEE Representatives. They work hand-in-hand with Volunteers Towards A Greater EEE (VolTAGE), our very own volunteer corps, to provide services and hold events for the benefit of the EEE community. Included in the services provided by them are the Student Service Center’s Honesty Store and the Online Component Shop to tend to the logistic needs of the students. Events, on the other hand, such as the Graduation party, EEE Days, Institute General Assemblies and Student Teacher Dialogue are held to bring the community together. EEE days is a week filled with activities such as quiz shows, dialogues, and talks aimed towards uniting the EEE community capped off with its culminating night on its last day. The Graduation party this 2018 is a celebration for the graduates of EEE usually as a themed dinner with the accompaniment of local bands. The EEE Representatives serve as the medium of communication among the EEE Alumni, faculty, administration, and the students.

UP Circuit UP Circuit is an active, academic, non-profit and non-political student organization based in the Electrical and Electronics Engineering Institute (EEEI) of the University of the Philippines, Diliman. Established in 1994 and residing at the EEEI Tambayan Complex, the organization is currently composed of over 200 resident members and has been duly recognized by the College of Engineering for the Academic Year 2017-2018. Through the years, UP CIRCUIT organized events and projects that reached out further and farther to the citizens of the country.
The E-Waste Project (TEP), is a collaborative effort amng different student organizations, both inside and outside of UP to raise awareness on proper electronic waste management. UP CIRCUIT also organizes the annual SquEEEze Quiz Bee and Circuit Sprint— the only national inter-collegiate quiz bee dedicated to electronics engineering. For years, it has gathered the brightest minds from universities and colleges all over the country. After its establishment, SquEEEze has added new activities such as the High School Quiz Bee to encourage students to explore the world of electronics engineering at an earlier age; the Circuit Sprint, a battle of wits and strategy in building a circuit according to a given set of schematics, and the Company Mixer, an activity where participants are acquainted with partner companies. UP Circuit is an avenue where members can hone their skills and gain experience in managing multiple projects that are beneficial, innovative, and relevant to our community and field. It is an organization that teaches the value of integrity, responsibility, honor, and service to its members. It is an organization that consistently treads the path that leads to the excellence and solidarity of its members as parts of the community and as future engineers.

The University of the Philippines Engineering Radio Guild (UP ERG) is an academic organization based in the Electrical and Electronics Engineering Institute. Under the motif of "We
are the Guild" the organization instills cooperation and camaraderie in their events and projects.
