Message from the

UP President My best wishes to the UP Electrical and Electronics Engineering Institute (EEEI) for celebrating its Centennial Alumni Homecoming!

Exactly one hundred years ago, the UP Board of Regents approved the curricula which created, among others, the Bachelors of Science degree in Electrical Engineering—a much-anticipated decision that would shape the destiny of millions of Filipinos over the next decades.

In the early 20th century, the likes of Dean Clarence George Wrentmore of the UP College of Engineering had already envisioned the EEEI to be a vital player in our nation’s development. And indeed, today, energy, computing, and communication—the Institute’s trademarks—form the principal components that shape and move today’s knowledge economies.

Thankfully, the nation can rely and depend on trusted partners in our UP EEEI alumni to create the systems and innovations that have improved the lives of Filipinos everywhere for generations.

Dear alumni, the training you have all received from the EEEI has been as timely and as unique in the 21st century as it was in 1916. Beyond a rigorous technical education, what characterizes a UP EEEI graduate from the rest of his or her peers are honor, excellence and the intense love of country shared by all iskolar ng bayan.

UP education has allowed UP EEEI graduates to not only become innovators, but also technically literate leaders of our country—creating the policies and trends that promote a safe, informed and sustainable lives for the Filipino people. Your training has even helped bring Filipinos into space, through the Diwata I microsatellite project, which promises to benefit our country’s planning, resource management and disaster risk reduction initiatives.

I am honored to commemorate with you the fruits of EEEI’s first century of distinguished achievements and service during this 14th homecoming. This year’s theme, ‘Isang Daan, Isang Tanglaw: Driving the Nation’s Leadership in EEE for the Next Century’ reflects a bigger promise for EEEI to rise to greater heights and continue to lead in pedagogical and applied engineering for our country’s benefits. The theme complements your new status as an Institute as well as your relocation to your new building along Velasquez Street in UP Diliman.

As always, I positively foresee that the Institute’s alumni will serve as the fulcrum for EEEI’s efforts in providing better ideas and essential assistance to our countrymen. As we celebrate the first successful century of the EEEI and its mark in our country’s intellectual landscape, may we all be inspired to make the 21st century one where Filipinos can take pride in a great nation—led by great engineers with a heart for service. I congratulate you all on this momentous event, and I wish you the greatest of luck in all your future endeavors.

UP COE Dean Congratulations, UP Electrical and Electronics Engineering Institute Alumni Association, Inc. (UPEEEAAI), on the occasion of your 14th Annual Alumni Homecoming. This gathering is made more meaningful as the Institute is also celebrating its centennial anniversary.

Through the years, the EEEI, formerly the Department of Electrical Engineering, has produced countless electrical engineers, computer engineers, and electronics and communications engineers that have made their name in various industries, government offices, and the academe. Thus, graduates of this Institute have contributed much to the country’s technological advancement and even to its economic development as a number of EEE alumni have become hardworking researchers and scientists and successful technopreneurs.

The theme of this year’s homecoming, “Isang Daan, Isang Tanglaw: Driving the Nation’s Leadership in EEE for the Next Century,” is a fitting tribute to the leadership that our alumni engineers have exemplified in EEE for the past 100 years. Message from the

UP EEEI Director Welcome back our Alumni!

Tonight we come together to celebrate the Centennial of the UP Electrical and Electronics Engineering Institute. One hundred years ago, the Electrical Engineering program of the University of the Philippines was established together with the Department of Electrical Engineering. We have come a long way from our humble beginnings and have endured a number of challenges from the uncertainty back in 60’s, the turmoil of the 70’s, and the growth pains of the 90’s that saw the birth of the Department of Electrical and Electronics Engineering and now the Electrical and Electronics Engineering Institute.

Tonight we have the opportunity to look back and be proud of our accomplishments. Our history will be our guide as we plan for the future. Our Centennial theme, “Towards a New Century of Innovative and Visionary Engineering Education and Research” is a reflection of the EEE’s challenge of leading our nation through our academic programs and research. We at the Institute continue to look for opportunities to reach out and use our expertise in addressing our nation’s problems. We are expanding our role to bring our brand of education and training to more engineers as we open our graduate program in UP Los Baños and UP Cebu. In addition, we have also partnered with companies in human resource development with the overall objective of increasing the number of their employees with graduate degrees.

We continuously seek partners both in industry and academia to look for research opportunities. We are keen to open our doors for more collaborative research to enhance local technology and get more engineers and faculty outside of the EEE exposed to the high level of research that we do. As we build on our research capabilities and facilities, we also wish to partner with a number of companies who can provide on-the-job training for our students so they can get industry exposure as well.

Tonight, we acknowledge the achievements of our alumni as proof of how our unique training has helped transform our society. You have heard of our many plans and the work that lies ahead for EEE. Tonight, we also call on you, fellow alumni. We need to work together towards the goal of becoming the National Institute of Electrical, Electronics, and Computer Engineering, which we envision, will ensure our continuous growth and offer more flexibility to adapt to our ever-evolving field. Our vision will build on your success and our continued partnership. We seek your support in working out the next steps to another 100 years of continued excellence and innovation for EEE.

UPEEEAAI President My warmest greetings and welcome to our dear alumni, faculty, friends, and guests to this year’s UPEEEAAI Homecoming!

While this is only our 14th Homecoming, tonight we also celebrate the EEE’s Centennial. Our theme “Isang Daan, Isang Tanglaw: Driving the Nation’s Leadership in EEE for the Next Century” also goeas hand-in-hand with the Institute’s theme, “Towards a New Century of Innovative and Visionary Engineering Education and Research.”

We are indeed very fortunate and most privileged to have graduated from this Institute which offers the three toughest courses namely Electrical Engineering, Electronics and Communications Engineering, and Computer Engineering in the College of Engineering and it is only proper that we “give back” whatever we can to the Institute which moulded us into what we are right now.

Driving the Nation’s Leadership in EEE for the Next Century

ABSTRACT: The electrical and electronics engineering leadership for the next century will see much greater convergence in what are shared rather than divergence in what are exclusive. We will witness a unification of vision not only for electrical engineering, electronics engineering, and computer engineering, but also with computing and information technologies. Much of the common ground are in communication skills, ability to work well in a team, ability to assess impact of science, engineering and technology on society, ability to make decisions based on incomplete information, adherence to ethical principles, ability to continuously learn during one’s working life including familiarity with contemporary issues. Initially, there would be challenges in repositioning of degree programs and restructuring of licenses to practice.

I

graduated [year] 1966, something like April ’66, and I was appointed to the faculty [in] June 1966. So it’s going to be June that it’s going to be fifty years. Actually if you count my gradeschool, it’s going to be 60 years [as] I’ve been studying here since gradeschool.

That’s because my father was also a professor in the University. Okay, basically what I will do is trace the history of the Department from the time I joined; actually, also some indications before I joined. [It is] because what I went through was the worst time of the Department.

In the 50’s, after the war, the University transferred from Padre Faura to Diliman.

So they started building the Melchor Hall and other major buildings in the Academic Oval. To restart the College of Engineering, I think the University got a grant from USAID for faculty development. So, almost all the faculty members in the College of Engineering was sent abroad for Master’s degree. The same thing, we know this because my father also went abroad under USAID. So that took care of faculty development and some equipment acquisition. That’s what I found when I entered the College of Engineering. There were three laboratories-- one is the RCA, that’s the electronics laboratory; then there was a power laboratory under the library, with huge machines. Then there was another lab-

oratory that was connected with DZUP, but rarely used for instruction. And that’s the whole EEE laboratory setup. And our office was one bay in Melchor Hall.

I think the maximum number of items were seven. But most of the time only less than five were around. It was after getting the master’s degree that people went back to the States. Why? Because the salary was terrible. So that created a problem which we inherited.

When I entered the College of Engineering, Mags Albarracin [Dr. Magdaleno Albarracin, Jr.] was the chairman then. But after one year he left, because he was offered a PhD slot at the College of Business Administration. So by our fourth year, everybody left. All that were left were the young instructors and lecturers. Because they were all instructors, there was no chairman. So the Dean had to serve as chairman of the Department.

What that meant was that the Secretary of the College was serving as the Chairman. Because there were no senior staff, I was recruited into the faculty by the chairman of the Department of Engineering Science, Prof. [Dominador] Ilio.

I was recruited while walking on my way home, because we were passing through the same road. That’s how casual it was.

Anyway since everybody left, by June 1966, when I joined the faculty, I was number two in seniority. The number one guy graduated one year ahead of

me. That’s the reason why he was number one. So you can see how bad that is.

Imagine, fresh graduate teaching senior level courses. Hopefully our students were able to get through this. So basically at that time, I was thinking that we were generating good graduates in spite of the faculty and in spite of the poor laboratories.

So the problem started in the late 60’s because everybody who went abroad came back, taught, and then left for abroad again. Well I couldn’t blame them because when I joined the faculty my salary was 330 pesos a month. That does not sound too appealing today. But for us that was okay. I was still able to save at 330 pesos a month. I think UP Ikot Jeep fare was only 5 centavos. So cost of living was still low. Anyway, the University was fortunate in getting Carlos P. Romulo as president of UP in the mid 60’s. Because he was known internationally, he was able to swing a deal, getting Ford Foundation grant to develop the College of Engineering. What this involved was faculty development, bringing in visiting professors, and then laboratory equipment acquisition. So the visiting professors saw right away that we need PhD level faculty. So all the faculty development grants were PhD level. Well, to help also in the process, they brought in [more] visiting professors. This was sorely needed in the EE Department

[then], because as I said, there was no senior faculty. There was no curriculum development whatever. So the first thing the Americans saw was how bad the curriculum was. Okay, how bad was it? They had to offer an electromagnetics course in the graduate level so that we could improve ourselves and get ready for graduate school in the US. Among the notable equipment donated by the Ford foundation was the first mainframe of the University, an IBM 360. At that time that was the largest computer in the country. It occupied probably one fourth of the area of this (pertaining to PLDT Multimedia Lecture Hall in EEEI Bldg. I). But the capability of that computer was severely limited compared to recent computers.

The memory was all of 64kb. The total disk drive-- your phones probably have higher disk capacity than the disk drive of that mainframe. That was the best in the country at that time. That’s memorable for me because that’s where I learned programming. That was the first time I saw a digital computer. That introduced me to computers, and eventually I specialized in [computer] architecture. Part of the reason why I specialized in architecture was because the goal was to later on set up a Computer Science Department. As you can see, the Ford foundation grant was really the one that re-established the Department [of EE] on track. After I came back, the main thrust was to review the curriculum because we now had more people with graduate degrees. Improving the curriculum then was number one [priority]. The second one was establishing master’s degree. Okay, that card in the late 70’s, along the way the college got a loan from the Philippine government and a loan from Asian Development Bank (ADB) to improve engineering education. And we were the lead agency because we had graduate courses. Again that brought in faculty development in terms of PhD slots, and also equipment acquisition. So after that, the next level of funding came from UNDP, the United Nations Development Program, again, to improve

engineering educations. So we again got faculty development grants, equipment acquisition. Unfortunately, I think after that UNDP grant, UNDP dried up. So we had to rely again on the government budget. That’s why after the 80’s there were also a lot of faculty leaving the Department. Then in the 90’s I think it was all DOST as the main funding agency. So we had a lot of additional faculty development slots, additional equipment.

What have we learned from this 50 years? Well the problem in the mid 60’s, where all the senior faculty left, should not happen again. Well now, with more senior faculty, a lot better salary, there’s more chance of retaining the faculty. Retaining a certain number of senior faculty is critical in planning and curriculum development. If there are no senior faculty, then there is nothing left. You just, what, a few years ahead of your students.

This is important because the same thing happened in the Computer Science Department. I was, I guess, the lead person in establishing the Computer Science Department, together with visiting professors and consultants. So that was the part of the UNDP grant. Unfortunately, all the people that we sent abroad, came back, and then left. That’s why the Computer Science Department in UP Los Baños developed much faster than the Computer Science Department here because they were able to retain a certain number of people in their Department. I guess these are the natives of Los Baños who don’t want to leave Los Baños. They wil leave for a short while but come back again. That’s why they were able to develop their graduate program earlier.

Okay, we are now facing the next 100 years. We are retaining more faculty.

We have more and better facilities, better than one room for office, and three laboratories. Lastly, we are getting more funding. But the big question is, why did it take so long for us to get here? Well in the mid 60’s, UP and the Chulalongkorn University (in Thailand) were about the same level. When the American visiting professors came here, there were a lot of

Thai students who enrolled in the graduate courses. Not from Chulalongkorn, but from King Mongkut [King Mongkut’s University of Technology Thonburi]. Sadly to say, now we are much behind Chulalongkorn University, as Rhandley [Cajote] can probably attest. So we are behind Chulalongkorn University in terms of engineering education. I won’t mention the National University of Singapore. That’s way up there. So who do we blame? Well my favorite culprit for all our local woes are your friendly politicians, your local politicians. We have a lot of corruption. But there are also corruption in Thailand. We have no monopoly on corruption. All politicians eventually become corrupt. However, in Thailand, the politicians cannot mess with the University. The politicians can mess with the university budget, but they cannot touch Chulalongkorn’s primary endowment. Chulalongkorn owns the most expensive real state in downtown Bangkok. That has been their independent source of income. Nobody can touch that because it was given to them by the King of Thailand. The politicians cannot pass any law to overthrow the King. There’s also something different in Thailand. It’s said that you cannot just set up a new state university. Here, the politicians set up universities left and right, every province and every city, sometimes with nobody competent to teach in the university. It seems I think the reason, in Thailand, you may need a king’s proclamation or edict to set up a university. That’s why the money for university education is limited to two, as far as I know. There may be more now- Chulalongkorn and King Mongkut. So basically, it’s funneling more money in future recipients. Here, what they want is divide up the pie into their local political terms, so we end up with state universities in all provinces, in all state universities. Instead of concentrating the money on a few good universities. Actually the same thing is done in the city of Singapore. At the start, it was NUS, the National University of Singapore that they were funding. When it was well developed, they started giving more money

to Nanyang Technological University. I think they have set up more universities now, because they have more money, So, another interesting thing in Singapore, the last time I went there, I visited their super computer center, and one thing I noticed-- there were boxes of new computers lying in the corridors, unopened.

When I asked the people there, ‘how can you afford so much equipment?’ ‘That’s because part of the lotto operations goes to us.’ Just imagine lotto goes to us, how much money we would have. Here we use the money from the lotto for political goals.

Anyway, maybe going back to the original intent of this lecture, why did I stay so long? I guess it’s partly because of my inabilities. At the time when we were graduating, there were really not much technical jobs available. Basically there were more jobs selling than technical jobs. Guys who were selling equipment made a lot of money, actually there was one company that was really made up of electrical engineering alumni- Asia Industries. They made the most money selling all sorts of equipment-- from generators to telephone switching equipment. Well, I cannot be a salesman so I was stuck with being a teacher. One other reason I stayed was because I’d probably get bored in an 8-to-5 job. Anyway, one of the key recommendations of the Ford Foundation visiting professors when they saw the salary rates, was they said the College should set up a foundation to supplement the salaries of the engineering professors, because they’d done that also in the United States. However it’s not as bad as here. The United States publish the salaries of all public officials every year. And in that particular state, guess who the highest paid employee in the States? It’s not the governor. It’s a professor in the College of Medicine. So that gives you an idea of how important the university is to the state. Also, in some cases, the faculty were just given 9 month- appointment.

They’re left to fend for themselves for the 3 months. Some cases they made more money during those 3 months working

from outside than the 9 months stay as regular state employees. The other thing why I stayed was that I was learning something new most of the time. I never learned anything about networking when I was a graduate student, because no one networked at the time. They were just experimenting with packet switching at the University of Hawaii using ARPAnet. They were just starting to work on the Internet, and was still a subject of PhD-level research. So when I became director [of UPD Computer Center], I moved the computing platforms from mainframe to local area networks to personal computers, and eventually the whole campus got connected. I was also involved in the connection of the local universities to the Internet. The factor there was the Department of Science and Technology. It started during the time of the then Pres. Cory Aquino, whose science adviser was Father Nebres. He was able to influence the president to give more money for science and technology.

So we started exploring the possibility of connecting to the Internet. The first connection of the UP to the Internet was a dial-up line to Australia. Imagine how slow that’s going to be. That’s serving the whole campus [then].

Anyway, much later on, the Department of Science and Technology decided to give money to interconnect the universities to the Internet. So it gave the money to a foundation which was managed by the universities involved. So that started the connection to the Internet. For me it was learning something new. Again, it’s not something I learned in graduate school. So one advantage of this job is you always learn something new.

What was surprising for me was that I still learn something new from my EEE 10. I don’t know if you know what EEE 10 is. That’s Electrical Engineering for non-Electrical Engineering Majors. Our original name for the course was ‘Everyday EEE.’ But the Campus decided we needed a Tagalog name, so Manuel [Ramos, Jr.] ran a contest for our undergrads asking for suggestions for a Tagalog name. And it became ‘Radyo, Kuryente,

[W]e are now facing the next 100 years. We are retaining more faculty. We have more and better facilities, better than one room for office, and three laboratories. Lastly, we are getting more funding.

But the big question is, why did it take so long for us to get here? ________ at iba pa,’ which is not everyday EEE. Anyway, what did I learn from my EEE 10? Remember, I set up the first courses in switching theory, because I was the only one who had taken switching theory before. And I never found out who started switching theory. Because most textbooks just started right away on the equations. When I was looking for material for my EEE 10, I looked at the Computer History Musuem, and it turns out the guy who started switching theory was a guy named Claude Shannon. For his master’s thesis, he introduced Boolean algebra in the design of telephone switching systems. So that’s the start of switching theory which you now take.

To show you how prolific this guy is, for his PhD thesis, he wrote something on information theory. You can see the reason why they did not let him out of Massachusetts Institute of Technology -- master’s thesis: switching theory, PhD thesis: information theory.

his 2016, the Electrical and Electronics Engineering Institute of the College of Engineering, University of the Philippines Diliman (UP EEEI) celebrates one hundred years of honor and excellence in “serving the nation and advancing the fields of electrical and electronics engineering.” From the approval of the BS Electrical Engineering curriculum, leading to the establishment of the then Department of Electrical Engineering on 10 January 1916, which later became Department of Electrical and Electronics Engineering in 1994, and Electrical and Electronics Engineering Institute in 2008, the Institute continues to uphold its ideals as the premier institution for research and higher learning. For the next years, all efforts are geared towards the vision “to be the National Institute of Electrical, Electronics, and Computer Engineering—internationally recognized; achieving national impact and global significance.”

The Institute offers three undergraduate programs—BS Electrical Engineering (BS EE), BS Electronics and Communications Engineering (BS ECE), and BS Computer Engineering (BS CoE). These three undergraduate programs work closely together to provide students with a unique opportunity of cross-curricular learning from all of these areas while pursuing specific undergraduate degrees, enabling them to understand new, complex, hybrid systems, and allowing graduates to rapidly adapt to the continuously-changing technology landscape. The Institute also offers four graduate degree programs—MS and MEng in Electrical Engineering, and PhD and DEng in Electrical and Electronics Engineering, which provide training and specialization to prepare students to solve complex technological problems and to contribute new knowledge to the field.

he UP EEEI also boasts of its 14 research laboratories, 13 instructional laboratories, the 240-seater PLDT Multimedia Lecture Hall, numerous lecture rooms of various sizes, all the way down to the meeting facilities for small group discussions. These facilities serve as training hub to students to complement theoretical concepts learned in lecture classes. Graduate students are also provided dedicated office spaces in addition to their work spaces in the laboratories.

The EEEI complements solid theoretical training with exposure and actual hands-on work in instructional laboratories on electronic components and circuits, embedded systems, communication systems, electric machines and motor drives, power system simulation, robotics and automation, prototyping, computer programming and computer networks. Many of these facilities are supported by and endowed with, stateof-the-art and industry-grade equipment by partners such as Alexan, Samsung, Analog Devices, Artesyn, Intel, IXYS-Zilog, MERALCO, PLDT, and Nokia, to name a few. These facilities ensure that students acquire sufficient practical skills in the design, implementation, operation and management of similar components or systems, making them “industry-ready” and well-prepared to solve engineering challenges out in the real world.

UP-Analog Devices Inc. Microelectronics and Microprocessors Laboratories I and II

he Microelectronics and Microprocessors Laboratory (MicroLab), established in 1987, is tasked with developing the integrated circuit (IC) design capabilities of the Electrical and Electronics Engineering Institute of the University of the Philippines Diliman. The goal of the laboratory is to produce globally competitive engineers and technologies to further grow and develop the Philippine semiconductor and electronics industry. Currently, the two research spaces of the laboratory -- MicroLab I for graduate students and MicroLab II for undergraduate students -- are endowed by Analog Devices.

he UP Digital Signal Processing Laboratory is a research facility focused on the extraction and processing of information from various sources and its use on the development of systems that can be of practical use in the local setting. Activities under the laboratory include the use of image processing for traffic monitoring and disaster assessment, audio analysis for music classification, and speech synthesis and recognition for computer-based learning systems.

Notable projects that the laboratory is working on include Gitara ni Juan, which applies technical knowledge from music, mechanical and audio engineering in improving the guitar-making industry in the Philippines. Another is the Interdisciplinary Signal Processing for Pinoys, which uses speech signal processing and machine learning in the development of systems that can be of aid in education. These include subtitling systems for Philippine news programs, which can potentially provide better information access for everyone especially for the hearing-impaired, and the automated reading tutor for young learners of the Filipino language.

The UP College of Engineering was established on June 3, 1910 and was housed at the O’brien’s Residence in corner Isaac Peral (now U.N. Ave.) and Florida St. (now Maria Y. Orosa St.), Ermita, Manila. Due to curricula innovation in 1913 to 1914, resulting to a significant increase in the number of engineering students, the then Dean Clarence G. Wrentmore recommended the institution of Electrical Engineering and Mechanical Engineering courses in 1915 to keep up with the industrial development of the country.

January 10: The Board of Regents approved the curricula leading to the degrees of Bachelor of Science in Electrical Engineering, Mechanical Engineering, and Mining Engineering.

Six hundred fifty three students enrolled in the five courses offered by the College, which includes BS Electrical Engineering, BS Civil Engineering, BS Mechanical Engineering, BS Mining Engineering, and Surveying. There were 18 full-time faculty members and 6 lecturers.

A total of 101 students graduated during the war years. The faculty and students kept going to classes until February 3, 1945, when the American army entered Manila from the Northern outskirts of Manila.

After classes closed for Christmas in 1948, the University moved to the Diliman campus which had been later occupied by the U.S. Army. The College of Engineering was assigned to occupy the Quonset huts and temporary buildings in the blocks bounded by North Avenue , North 1st Street, Broadway, and Bataan Road (now Osmeña Ave., G. Apacible, Magsaysay Ave., E. Jacinto St.).

The construction of the Engineering Building on the north side of the Campus begun in 1949. The then College moved to the new four-story building along Osmeña Ave., a mirror image of the Liberal Arts Building across the University Quadrangle in 1951.

The Radio Broadcasting Station, DZUP, and the Electronics Communications Laboratory , DUIUP, were set atop the engineering building. The station and the laboratory provided training to electrical engineering students as well as serve the University for disseminating information of its activities to the public.

Large quantities of equipment for the various laboratories, particularly for the Power Laboratory, Flotation Laboratory, Metallurgy Laboratory, Material Testing Laboratory, Electronics Laboratory, Hydraulics Laboratory, and Soil Mechanics Laboratory were received as FOA aid.

September 2: The ICA-NEC sponsored an Electronics Training Project for instructors

During the 1963 UP Alumni Engineers (UPAE) Homecoming, the Engineering Bldg. was named to Melchor Hall in honor of the late Col. Alejandro Melchor.

The UPAE donated funds for funrnishing German Yia Hall in 1974 (The late German Yia is a BS ME graduate, class of 1928) In the 80s, the then Department of Electrical Engineering moved to Yia Hall. The Solar Lab was established there, and the EE Power Lab was transferred there as well.

January 25: UP President’s approval to institute doctoral programs in electrical and electronics engineering (PhD EEE and DEng EEE)

The Department of Electrical Engineering was renamed the Department of Electrical and Electronics Engineering (DEEE) and started offering the Electronics and Communications Engineering (ECE) and Computer Engineering (CoE) Programs.

With the leadership of the incumbent director, Dr. John Richard Hizon, the UP EEEI is now gearing to be a national institute-- an organization with a national scope, mandate, and character.

It is a Low Earth Orbit (LEO) Satellite with an estimated altitude of 400 to 420 kilometers and a speed of around 7 kilometers per second. The satellite is expected to capture 300 images per pass with an average of four passes per day.

The program is a joint efforts of the Philippines’ Department of Science and Technology, University of the Philippines Diliman headed by Dr. Joel Marciano, Jr. and Japan’s Hokkaido University through Dr. Yukihiro Takahashi and, Dr. Kazuya Yoshida from Tohoku University. The Project 1 Component, which focuses on the development of the microsatellites, is headed by UP EEEI faculty, Dr.. Marc Caesar Talampas.

• All ten examinees from UP EEEI passed the April 2016 REE, with three graduates making it to top ten.

Raymond Urgelles ranked second with 89.80% score; David Roman Kayanan ranked third, with 88.85% score; and Juan Miguel Consolacion, fifth, with 88.00% score.

• Mr. Sukarno “Boyet” Ali, Precision Instrument Technician and Lecturer in the UP Electrical and Electronics Engineering Institute (UP EEEI) bagged the 2016 Haligi ng Engineering (June 2016).

• Adrian R. Vidal (6th) and Aldrin Rolf S.P. Ison (7th) of Class of 2016 made it to top ten of the October 2016 Electronics Engineers Licensure Examination. In addition, the University of the Philippines Diliman is hailed as top performing school, with 100% passing rate (i.e. 53/53).

• Dr. Luis Sison was recognized as this year’s Professional Degree Awardee in Electronics and Communications Engineering in the UP Alumni Engineers • Alumna Lorelisa Ethel Luya was recognized as Best Female Presenter in the IEEE Innovative Smart Grid Technologies 2016 Conference in Melbourne, Australia, 28 Nov to 1 Dec 2016. Continuing Partnership and Facility Upgrades The UP Electrical and Electronics Engineering Institute (UP EEEI) capped last year by hosting a Deed of Donation Signing Ceremony between the Nokia­Manila Technology Center and the UP Engineering Research and Development Foundation, Inc., on 18 December 2015, at the Nokia Telecommunications Engineering Laboratory (Rm. 227), EEEI Building II. The deed of donations specified that the UP EEEI and the UP Department of Computer Science (UP CS) are to receive a Php.1.4 million­worth of grant for the next three years. The Nokia Teaching Innovation and Enhancement Grant is intended to support faculty members teach courses on advanced concepts in software development and mobile communication systems. These are new courses that are co-developed by the faculty members with a team at the Nokia Manila Technology Center. They also donated 20 laptops and software last 1 September 2016.

As for facilities, the latest addition would be the soonto-be Microsatellite Research and Instructional Facility (MRIF) and Full Anechoic Chamber, which is expected to be functional in June 2017. This interdisciplinary facility will serve as an academic hub for efforts in space technology research and instruction that will sustain the gains achieved from the initial pioneering activities of the PHL-Microsat program.

Towards an Innovative and Visionary Engineering Education and Research

Future plans are centered towards (a) making the Institute’s internal processes more efficient and effective; (b) utilizing and upgrading other computing resources by enabling a centralized account for students; (c) revitalizing the Institute’s graduate programs by pursuing more collaborations with partners from the academe and industry; (d) enabling more faculty members to get research funding; (e) revising the curriculum for transition to K-12; and and (f) planning for the National Institute of Electrical, Electronics and Computer Engineering.

About UPEEEAAI The Board of Regents approved the curricula leading to the establishment of the Department of Electrical Engineering, together with the Mechanical Engineering, and the Mining Engineering.

The DEE later transitioned as the Department of Electrical and Electronics Engineering in 1994 when two additional undergraduate programs were created—the B.S. in Electronics and Communications Engineering (BS ECE) and the B.S. in Computer Engineering(BS CoE).

The alumni’s only connection back then was through the unit’s dedicated student organizations, namely UP Engineering Radio Guild (ERG) (1935), UP Circuit (1993), and Institute of Electronics Engineers of the Philippines (IECEP) (2001). It was realized that the alumni’s link to the Department was not as strong as students pursue various endeavors after graduation.

During the inauguration of the Department’s EEE building 1 on 20 June 2001, a small group of alumni and faculty members felt the need to organize and unify the graduates into one cohesive group and decided to form the UP EEE Alumni Association, Inc. (UPEEEAAI).

The UPEEEAAI was registered as a non-profit organization at the Securities and Exchange Commission (SEC) on 27 February.

The UPEEEAAI was formally incorporated on 7 June.

last April 04, 2016.

• Scholarships – The UPEEEAAI currently has three scholars who also help the association with various

tasks (e.g. website maintenance and administrative duties). The association looks forward to adding more

scholars in the coming years.

• Expansion of the alumni association – from around 150 lifetime members before the centennial year,

the UPEEEAAI has grown to more than 400 lifetime members in just a span of one year. Also, a recently

signed board resolution now enables BS EE graduates from the University of the Philippines Los Baños to

sign up as lifetime members, further expanding the reach of the association.

• Health Insurance for Faculty and Staff – Starting 2017, the UPEEEAAI plans to help the EEEI faculty and

staff through providing basic health benefits. This would start with a small group that would gradually

expand as the funding gets bigger per year.

• Fellowship Night – A series of events to be held in three nights. The fellowship night will provide a venue

for bonding and camaraderie among donors, faculty, and students.

• Alumni Homecoming – the most awaited event of the year, with the theme “Isang Daan, Isang Tanglaw”

featuring UP EEEI as the TANGLAW, serving as the guiding light of Electrical and Electronics

Engineering education for the past 100 years in the country.

• Other projects – Staying true to its commitment to give back to the Institute, the UPEEEAAI is currently

sponsoring projects such as the installation of drinking fountains and an E-Library for the students.

s we celebrate our 100th year this 2016, the Insitute takes a bold step to become the National Institute of Electrical, Electronics, and Computer Engineering.

To celebrate our accomplishments, let us first highlight the achievement of the Institute. We have produced 3,488 alumni (undergraduate), 298 of which are Cum Laudes, 114 Magna Cum Laudes, and 16 Summa Cum Laudes; have nurtured a number of Board Exam top notchers, and have contributed in nation- building as our graduates later become part of the academe, the goverment, and the private sector.

To date, the Institute is training our next leaders, 216 BS EE students, 621 BS ECE students, 403 BS CoE students, 141 MS EE students, 42 ME EE students, and 27 PhD EEE stu-

dents to be our future innovators. The UP EEEI’s brand of education is a result of the continous pursuit of academic excellence, matched by the Institute’s agressiveness to invest in its faculty, facility upgrades, and academe-industry linkages. In addition, the Institute continues to produce quality research with local relevance and global impact.

The Institute strives to live up to the University’s mandate as a national university-- to set the academic standards and initiate innovations in teaching, research, and faculty development; serve both as a graduate and a research university; lead as a public university; and serve as a regional and global university.

Taking this to the next level is the vision to be the NIEECE. For this to be realized, the Institute continues to strengthen its Academic, Research, and Extension components (Fig. 1). It also recognizes the importance of engaging the alumni, industry partners, and other universities/state colleges for this vision to be realized (Fig.2). As a model of collaboration, the Institute sees its locally-relevant research initiatives as the “platform and the bridge” among the UP EEEI, other universities/SUCs, and the industry to work together. Driven by the research efforts that benefits the country, the Institute envisions the universities/SUCs to be able to enhance their research capabilities, have more faculty members with advanced degress, and improve their curricula in the process. The research partnership also hopes to contribute to the direction of the industry to be more competitive by exploring the potential of homegrown technologies. The UP EEEI hopes this framework to be the cornerstone in building the NIEECE.

As UP graduates, we have to stay committed to UP’s long tradition of honor and excellence. To promote this tradition, the UP EEEI has decided to provide an avenue for productive interaction through social media for its alumni.

The EEE Alumni Social Media Site aims to encourage productive interaction through: • Exchange of Ideas • Discussion of Timely Issues • Promotion of Constructive Advocacies • Propagation of Truthful Information The Alumni Social Media Site provides the advantages of social media including: • Connectivity with the many users of the site to expand one’s reach beyond who they normally interact with • Commonality of Interest • Real-time information sharing However, to avoid the common disadvantages of social media sites and to accomplish its objectives, the Alumni Social Media Site makes a few deviations.

Interaction within Groups only The site does not allow for “following” or directly connecting with individuals to interact or receive posts from. Only through joining groups will a user be able to send posts/ comments. The system can help the user find groups by matching the user’s fields of interest with that of the groups’.

This allows the user to interact only with those that s/he has the same interests with.

Topic-based Discussions Groups can have a certain number of open topics at a time and all discussions will be centered on the topics available.

Topics that are obsolete or not relevant anymore may be closed by the group administrator. This allows the group to focus only on a few timely and essential issues. Users may also choose to view all posts regarding a certain topic.

Rating of Posts Posts and comments may be rated by other users based on their helpfulness and relevance to the topic of discussion.

This promotes the discipline of submitting well-thoughtout posts/comments and prevent the spread of inaccurate news/information.

Reputation System Users with highly rated posts will eventually earn “good reputation” while those who continue to submit irresponsible posts will eventually garner “poor reputation.” Reputations will be viewable by other users and may help in screening applicants to groups. For future enhancement, users will be allowed to configure their news feed to display only posts from people with “good reputation” Verified Users The system’s database contains the names of all UP EEE alumni and only those in the list may claim their accounts to gain access to the social media site. A Vouching System ensures that those claiming accounts are indeed who they claim to be, preventing the possibility of misrepresentation and fraud.

Vouching System Benefits The website also features simple verification system wherein alumni vouch for the identity of fellow alumni. It is expected to create a buzz, through the use of social media, which can have a considerable effect on the volume of sign-ups.

Other Planned Features • Activity Groups: Users can organize events and implement projects through Activity Groups. This feature will support calendar of activities, facility to pool resources, facility to volunteer for responsibilities in certain activities.

• Scholarship sponsoring: Crowd funding facility to open scholarship to assist students.

ive years earlier, high school graduates from various schools around the archipelago, some of whom had passed exams in different universities, assembled at the UP Diliman campus. Some of these men and women came from the provinces; the rest came Metro Manila. Those from the provinces either stayed with relatives in the city while others dormed in any of the University’s dormitories and boarding houses. For freshmen, this meant the Kalayaan dorm.

For those going to Med School, the toughest course was usually Biology at that time. But for most, the course that only nerds or those with a desire to make their life hard was Electrical Engineering. Mechanical Engineering could also occasionally match the difficulty, but at least it was not like the other courses where one could actually stand still and rest. In the Electrical Engineering program, rest meant thinking about breakdown voltages or Delta to Wye conversions.

At that time there were no special majors like Computer Engineering or ECE. It was only EE, with five major areas: power, control, communications, computers and electronics. Many subjects were so interesting that many decided to take each course not just once, but twice, and sometimes even three times. Of course there was the occasional student who would breeze through the program in four and a half years, but some had questions if these people were actually human.

Aside from the typical hurdles of college life, most students opted to join organizations. For some male EE students, they chose to be a part of fraternities, be it university or college based. Likewise the females had their sororities.

The first baptism of fire for the EE student would be the EE13 circuit analysis course. Kirchoff ’s Law, nodes, resistors, capacitors, as these reacted with current from

voltage applied would tell a student whether he or she was meant for EE.

Next would be motor design course taught by Dr. Francisco Viray, former Secretary of Energy under the Ramos administration. Here you would understand how a magnetic field from an electric current through a coil creates torque on a rotor, and vice versa, how a turning rotor induces current on the armature coil.

Other challenging courses would be, depending on how you viewed it, feedback and control under Prof.

Romy Solis. Here you would learn the basic science as to how a self-driving car takes sensor data and controls a moving object to go where you want it to.

Dr. Efren F. Abaya taught probability and statistics, which seems simple enough, especially if you like games of chance. I don’t know if any UP EE student has used his knowledge of probability and statistics in the local casinos here, but if they did win some jackpots, you know who to blame. Although of course this wouldn’t be complete without saying that statistical algorithms like Kalman filters do help guide rockets, and it does help in signal processing, communications and other fields where you have to make a determination or decision based on limited data.

There was this lecturer in Telephony (Strowger switch, etc.) who said whether you like it or not, you will pass this course. To which one student retorted, “Sir hindi puede yan!”

There was Dr. Jo Araneta whose grin the batch could never forget. Whenever a student would dare ask a question, his grin would turn into an even bigger grin, then he would toss back the question 180 degrees to the person who asked and say,“What do you think?”

There was also the gentle voiced Prof. Mike Escoto, a master of electronic circuits. Mike would pick up

1991 the chalk as he entered the room and start scribbling through the entire black board. The students would be dumbfounded. Then the punchline would come from Mike, “Any questions?” There must be a different Boolean logic in there somewhere.

Lab work was exciting, particularly when it involved high voltages and currents. One exciting activity involved synchronizing generators using the dark lamp/ bright lamp method. Normally if the grid sine and generator sine waves were already in synch, you could connect the three prong switch. But if these two were not, the fuses would blow. Sparks would of course ensue, which would sometimes cause students to suddenly back off, or sometimes even run away a few feet.

966 The EE Class of 1966 T

here were twenty-seven (27) of us who proudly marched at the commencement exercises on May 22, 1966, including three (3) who completed their studies in July 1965 and five (5) in December 1965. The complete list is as follows: Luis Alarilla, Domingo Calajate, Benjamin Calpo, Rogelio Camba, Melchor Capili, Lorenzo Cepeda, Peter Cheng, Martin Dideles, Jesus Esguerra, Jesus Francisco, Robert Go, Wilfredo Isla, Ong Co Kiong, Kim Ling Kho, Benito Lim, Dar Manarang, Romeo Monteclaro, Ricardo Pascual III, Arsenio Peleo, Nazario Pidlaoan, Antonio Pirote, Ramon Ramirez, MacArthur de los Reyes, Renato del Rosario, Cesar Solomon, Leopoldo Torralballa and Alejo Yao.

Majority came from public schools in the provinces. Many were on scholarship like Luis Alarilla and MacArthur de los Reyes (NSDB), Ramon Ramirez (Eleuterio Go and then ESSO), Renato del Rosario, Rogelio Camba and Antonio Pirote (electric utility companies in their respective provinces) and three PMAyers sent by their military units for schooling in EE, namely Capt. Lorenzo Cepeda, Capt. Cesar Solomon and Lt. Domingo Calajate.

In our time EE students joined the club called the UP Engineering Radio Guild or ERG, a club organized in 1953 through the initiative of Javier Pabalan, faculty of the EE Department. Its original name was UP Engineer’s Radio Guild and morphed into a departmental organization with the present name. The members utilized surplus equipment to assemble a station, learned Morse code, passed the licensing exam of the Radio Control Board, and made its first contact on March 31, 1954 with the call sign DU1UP. In 1962, during our second year in college, ERG started the first UP Erg Quiz Show, which started as a college event but became a university-wide information contest. It is in the ERG Quiz Show that the EE students display their knowhow with the technical system used to moderate the contestants. In the beginning there was just a system of pushbuttons, switches, light bulbs and buzzers; later it employed transistors, ICs and microprocessors. Today the students must be using cellphones and apps.

No one in our class graduated with honors; in fact, the entire College of Engineering Class of 1966 failed to produce an honor graduate, which is still a record until today in the College, and we are proud of the fact that we are a record holder of some sort. Luis Alarilla, our valedictorian, missed the cut by 0.009, as he graduated with a GWA of 1.759.

Luis Alarilla and MacArthur de los Reyes immediately joined the faculty while the rest went to work in various companies, with the PMAyers returning to their mother units in the military. Two placed first in the EE board examinations: MacArthur de los Reyes and Ramon Ramirez, taking the exams on different years. The class has two members with doctorate degrees – Luis Alarilla and Dar Manarang. Jesus Francisco was top executive for years of Meralco.

munications network. We have no news about the other members and their work.

Our class has also a share of UPAE and UPAA awardees. Jesus Francisco is the sole member of the class who is included in the select 100 Most Outstanding Alumni of the college chosen as part of the college centennial celebration. He is also an awardee of the UPAA Professional Award in Engineering in 1999. Ramon Ramirez is one of two UPAA awardees in Peace and Social Cohesion when the new award was first conferred in 2011. Dar Manarang is a UPAE International Achievement Awardee for Electronics Engineering in 2012. Luis Alarilla was conferred the UPAE Professional Degree Award for Computer Engineering in 2014. We have no information on the others but like us they are retired now since all are in the early 70s, with at least four batchmates I know who already passed on, namely, Melchor Capili, Domingo Calajate, Lorenzo Cepeda and Arsenio Peleo.

Our EE class of 1966 is also notable for the fact that a few went beyond engineering and did not practice EE all their lives. I remember visiting Chito Francisco in the early 90s and when I told him that our batchmate, Domingo Calajate, already a Commodore, was the RAM chair, Chito thought aloud that he could host a reunion of us three. It would have been a friendly gathering of three classmates from the left, center and right of the political spectrum. Unfortunately, when Doming’s letter was received by my family, I was already in detention at Fort Bonifacio by late 1992, my second, after my first in 1973. And so we never met. I show here the first and last paragraph of the letter of our classmate.

On the whole, it has been a very good 50 years for the EE class of 1966. It is not for us to judge ourselves, but we would like to believe that we have done our best in using what we learned in the university, especially in the college of engineering.
