rogressive organizations denounce the ‘Sulat Kamay’ campaign of the Police Regional Office-Cordillera P (PRO-COR) endorsed in a memorandum released by Commission on Higher Education-Cordillera Administrative Region (CHED-CAR), October 18. PRO-COR said in a letter that Sulat Kamay aims to conduct an information education campaign to universities and colleges regarding the recruitment schemes of the Communist Party of the Philippines-New People’s Army (CPPNPA) among the youths and to show to the public that universities in the region are safe. This is in relation to the arising issue of youths being recruited by different legal front organizations allegedly linked with the CPP-NPA. However, according to the National Union of Students of the Philippines Cordillera (NUSP Cordillera), the campaign is an extension of the counterinsurgency program of the Philippine National Police (PNP) to universities which promotes political vilification inside the campuses. “PNP’s counter-insurgency campaign extending into schools is alarming enough as it is. CHED… should be the vanguard of schools as peace zones and should not be allowing police entry and its counter-insurgency campaign inside our universities and colleges,” NUSP Cordillera added in a statement. CHED-CAR will conduct an
“Information Drive and Security Awareness Program” across universities in the region in collaboration with PROCOR as part of the campaign starting November 11. RED-TAGGING IN THE CORDILLERA During a Drug and Crime Prevention discussion for National Service Training Program students of Saint Louis University (SLU), PO2 Jafemar C. Burgos from PRO-COR and the PNP Special Counter-Insurgency Operations Unit Training (Scout) tagged legal progressive organizations as recruiters of CPP-NPA. Among the red-tagged legitimate youth organizations and partylists are Anakbayan, League of Filipino Students, NUSP, and MAKABAYAN bloc (Kabataan Partylist, Gabriela Women’s Party, Bayan Muna Partylist, ACT Teachers Partylist), some of which are existing organizations in SLU. acts of state forces manifested in political vilification within universities. “As community for learning, no academic institution shall let any action that hampers the development, critical thinking and association of the students to continue - much more, if these acts put the safety and security of its students at risk,” KPL Cordillera insisted. Armed Forces of the Philippines’s Red October Plot on 2018 branded some universities in the country including University of the Philippines as recruitment grounds of CPP-NPA and involved to the alleged ouster plot of progressive organizations against Duterte. Meanwhile, Baguio City Police Office politically vilified youth leaders of KPL Cordilllera, Cordilleran Youth Center (CYC) and Youth Act Now Against Tyranny Baguio-Benguet (YANAT-BB) in a malicious Facebook post on November 2018.
