Yeovil workers with veterans and Carma co-founder, Jim Holland
Leonardo workers join veterans to plant 2,000 saplings as part of Yeovil eco project
V
ETERANS and employees from Leonardo planted 2,000 native saplings at the company’s site in Yeovil this week. The initiative aims to create vital new habitats for wildlife while increasing the site’s natural ability to absorb carbon. Sapling hedgerows will boost the biodiversity of land that has been a bedrock of UK aerospace aviation for over a century in Yeovil, the company said, with a further 2,000 saplings set to be
planted in the community by the end of the planting season. Loris Buffon, sustainability lead at Leonardo in Yeovil, said: “We felt really proud to work alongside the veterans planting a local range of sapling trees. “Planting 4,000 trees will help us create resilient and dynamic habitats, working towards our goal of achieving net zero for our operations (Scope 1 and 2) by 2030.” Leonardo collaborated with social enterprise Carma for the
planting session, which provides meaningful employment for veterans, using their skills to deliver climate initiatives in support of the Standing Tall Foundation. Jim Holland, co-founder of Carma, said: “Days like these are why we built Carma. Seeing veterans and Leonardo employees working side by side, planting 2,000 native saplings that will protect wildlife and strengthen the local ecosystem for decades is
incredibly special. These hedgerows will grow long after we’ve gone, and so will the sense of purpose and pride felt by everyone involved.” The new hedgerows offer shelter, nesting sites and food for a range of animals, as well as acting as ‘wildlife corridors’ linking habitats and allowing species to move around safely. They also act as a buffer, reducing erosion and trapping sediment, pollutants and nutrients.
Work underway on new Bridgwater Carnival workshops WORK is officially underway on a multi million-pound project to create a new, state-of-the-art cart-building site for Bridgwater Carnival. Contractors Rigg Construction have started work on the first phase of the project, in Bristol Road. This phase will see five modern workshops with heating, lighting and
running water, created in what chiefs called “a huge boost for the eight BGFC clubs who build their carts on the site”. Carnival project lead, Chris Hocking, said the new facilities will give clubs a “safe, practical space to continue creating the world-class carts that make our carnival so special”. “One new workshop will also house a
meeting space and a display of historic artefacts for public viewing,” they added. Bridgwater Guy Fawkes Carnival president, Dave Creedy, thanked all supporters, calling the investment “a lifeline for the future of carnival”. And Bridgwater Mayor, Cllr Kathy Pearce, praised the project, highlighting Carnival’s huge role in town life.

Former Taunton pub could become children's home
MP pays tribute to F1 ace with motion
SOMERSET MP Sarah Dyke (lib Dem, Glastonbury & Somerton) has congratulated county-raised Lando Norris on his Formula 1 world title in Parliament. Norris, who grew up in Glastonbury and went to school in Street, became Britain’s 11th Formula One World Champion last weekend following the Abu Dhabi Grand Prix. In celebration, Ms Dyke tabled an Early Day Motion in Parliament celebrating the former Millfield School pupil’s achievement. “I send my huge congratulations to Lando Norris on his amazing achievement, after a phenomenal season,” said the MP, pictured above. “He has done Glastonbury proud, and I know people right across our community are just delighted he’s done so well. “To see someone who grew up in Glastonbury and went to school in Street reach the pinnacle of world motorsport is incredibly inspiring. “Lando is a fantastic ambassador for Glastonbury and British Motorsports – I wish him many years of continued success in his Formula One career.” n Clarks Village unveils Lando Lane in honour of F1 ace's title success: Page 12.
The former Pen & Quill pub in Shuttern, Taunton, could soon be brought back into use
A
FORMER Taunton pub dating back more than 100 years could be converted into a residential children’s care facility for under-16s. The former Pen and Quill, at 1 Shuttern, consists of two formerly separate buildings now “intrinsically linked”, with an entrance at 3 Westbourne Terrace boarded up. Plans submitted by Base Planning Consultants on behalf of Mocha (Taunton) Limited detail a scheme that would create a “residential institution providing children’s care” for up to eight young people. The pub has long been closed, and the building has fallen into some disrepair, the application said. “A number of windowpanes have been lost as a result of vandalism since the pub’s closure, and the frames are showing clear signs of decay,” it
said. “As a result of vandalism on site, one window has been removed in its entirety, although the frame has been retained for refurbishment.” The former bar, skittles and stage areas of the property, as well as kitchens, toilets and cellar, would all be refurbished as part of the plans, or removed. “The upper floors are understood to have been used as a mix of conference and residential space, ancillary to the public house,” the application went on. “While the staircase leading between the first and second floors is retained, the spindles and bannisters have been lost.” The proposed care facility would be managed by Inspired Living (SW) Limited, the plans said, providing residential care for young people “in need of a safe and structured living environment”.
Picture: Google
It would provide 24-hour care for up to eight people under the age of 16, the application said, with two rooms available for staff working overnight. “In addition, at the ground floor, a two-bedroom ancillary care unit is proposed, which will have the benefit of its own external access, and provide a multi-functional space to meet the care needs within the locality, such as a mother and baby unit with lockable internal door, which will allow the wider care facility to provide the support needed for the occupiers of this unit,” the plan added. New partition walls will be installed at all levels, with a “sense of division” between the properties being reintroduced, though they would remain linked. “The applicant seeks to make these sympathetic changes to ensure the integrity of the building and facilitate a change of use and to deliver a highquality children’s care facility that meets the community and welfare needs of the area, in an accessible location close to services and facilities,” the plan concluded. n For more details, and to comment on the plan, log on to somerset.gov.uk and search application reference 38/25/0416.

Play park update is progressing
PROGRESS is being made at Bridgwater play park that’s being given a makeover. Work to improve the play area at Mansfield Park is continuing, with Bridgwater Town Council (BTC) giving an update to residents. “Despite the challenging weather, we’re thrilled to see steady progress at Mansfield Park,” a spokesperson said. “The safety surface is being laid to ensure a secure and fun environment for everyone.” They said Tarmac for the multi-use games area was set to be laid this week, marking a “major milestone that brings us closer to completion”.
Car fire spread A CAR fire spread to a house at a property near Taunton on Sunday morning (December 14). Fire crews from Taunton and Wellington were sent to the scene, in Lydeard St Lawrence, at just after 10.50am. "Unfortunately, the vehicle sustained 90% fire damage," a Devon & Somerset Fire and Rescue Service spokesperson said. "The property sustained heat and flame damage to the external, and light smoke logging within the property." They said the cause of the fire was accidental.

Firm loses exclusive 'right to buy' deal for Badgers Hill
A
DEAL giving a company exclusive rights over Badgers Hill – home of Frome Town AFC – has been removed. An extraordinary meeting of Frome Town Council (FTC) on December 10 voted to remove the exclusive right of tenants Badgers Hill Ltd (BHL) to lease, or buy, the site. They also voted to delegate authority for decisions over significant health and safety concerns to the town clerk, leader of the council Fiona Barrows and lead councillor for assets, Steve Tanner. The meeting was called after concerns over health and safety measures at the ground – primarily at the clubhouse – were raised, which FTC said was in breach of the tenancy agreement. After the meeting, BHL retain the ‘tenancy at will’ for the stadium, and the operators of Frome Town AFC and can submit a new business plan to proceed to a lease with the right to buy. However, the decision means a third party or parties could
also approach the council and bid to lease or buy Badgers Hill. Bids from all parties will be reviewed at the full council meeting in March next year. FTC granted the exclusive right to lease or buy Badgers Hill to BHL in July, with a rent of £32,000 and on a ‘sold as seen’ basis. As talks continued over the full agreement, with the football season approaching, the parties agreed a temporary ‘tenancy at will’ which allowed BHL to take over running of the ground before the deal was finalised. But just five months later, FTC called the extraordinary meeting due to a lack of response from BHL about the lease and the results of health and safety, fire and legionella assessments at the site. Last night’s meeting heard from newly-appointed board member of BHL, Martyn Starnes, and colleague David Parry, as well as several members of Frome’s footballing community. “The mood at the meeting was sombre but there was a clear consensus of the
importance of the site and of football for Frome, with councillors and attendees sharing passion for and commitment to Badgers Hill,” an FTC spokesperson said after the gathering. BHL acknowledged the issues to date and explained that Courtney Fong, the US-based investor behind BHL, had been dealing with significant family issues and had recently asked Mr Starnes to step up as CEO, as he has a demonstrated track record of running football clubs including Yeovil Town, Bristol Rovers and Plymouth Argyle. “He has not yet decided whether to accept the CEO role but requested an extension to the exclusivity until January 2026, to allow time to prepare a full business plan,” the spokesperson went on. “Councillors voted by a small majority to proceed to an open tender immediately, but made it clear that they would welcome a clear business plan from BHL with a clear directive that Health and Safety concerns must be addressed immediately.”

Drug-driver struggled to speak after being pulled over by police on A39 near Wells
D
RUG-DRIVER Jack Brownless struggled to understand basic questions from police after being stopped on the A39 near Wells. The 39-year-old was reported for swerving across the busy road on Monday, August 22, at around 5.45pm - and hit a wall. Officers pulled Brownless over at the Green Ore Crossroads and found he struggled to answer their questions before failing a roadside drugs test. Now, Brownless, of Hazelbury brian, in Dorset, has been disqualified from driving for five years after pleading guilty to drug-driving, as well as possession of controlled class-B drugs, ketamine and cannabis. He was sentenced at Yeovil Magistrates’ Court on Tuesday (December 9). As well as being disqualified from holding and obtaining a driving licence for 60 months, Brownless was also handed a 26-week prison sentence
suspended for two years, and ordered to complete 100 hours of unpaid work in the next 12 months, as well as being made the subject of a rehabilitation activity requirement. PC Sam Colebrook, officer in the case, said: “We received several calls from concerned members of the public after Brownless was seen driving in an erratic manner on the A39, and when we spoke to him it was clear he was heavily under the influence of drink or drugs, was slurring, and seemed confused. “He tested positive for cannabis at the roadside and within the vehicle, several small bags of ketamine and cannabis were found, and it’s quite clear we are fortunate this incident did not end in serious injury, or worse. “We want to remind people there is no safe way to drink and drug and drive, there is no excuse to take the risk, and we continue to urge the public to help us take dangerous drivers off the road before it’s too late,

Brownless struck a wall, and another driver tried to assist him, but he got back in the car and travelled towards Bristol before he stopped at the Green Ore Crossroads.
After Brownless’ arrest, officers found several small snap bags of white powder on the driver’s seat and in cup holders. The driver’s door pocket contained a small set of scales with powder on them, and a tobacco pouch full of cannabis was found in the centre console. n People who believe someone is driving under the influence of drink or drugs should call 999.

Store closed over 'illegal tobacco' and more
A
TAUNTON shop has been ordered to close for three months which has been selling non-compliant vapes, illegal tobacco and counterfeit goods. Police worked alongside Trading Standards to secure a court order after presenting evidence of Taunton Market’s links to criminality and associated anti-social behaviour. Taunton Magistrates’ Court was satisfied the Station Road store has been linked to criminality, nuisance and disorder and granted the order on Monday (December 8). PC Lydia Shipton, from the Taunton neighbourhood policing team, said: “The issues caused in the community as a direct result of the sale of these items cannot be understated. “We are particularly aware of the concerns from parents and other members of the public in relation to the sale of products from these premises.

Public toilet blocks closed due to vandalism

UBLIC toilets in two Somerset towns are being closed - completely or "before dark" - due to vandalism. Watchet Town Council said it is shutting the Harbour Road facilities before dark each night in the winter months after “further careless vandalism” – and had reported incidents to police. It comes after Wellington Town Council announced it was closing public toilets in Wellington Park for the winter due to “ongoing vandalism”. Announcing the decision in Watchet, the council said: “After much consideration and due to further careless vandalism incidents, we have made the difficult decision to close Watchet’s Harbour Road public toilets before dark each night during the winter months. “This was not a decision
made lightly, but the public toilets vandalism costs to Watchet Town Council, paid through Watchet residents’ council tax, currently stand at £781.61 from April 2025. “This does not include the staffing costs to clear the destruction left behind and repair time, which is currently on a daily basis. “We recognise that it is unsustainable and unacceptable for Watchet residents to be paying for these repairs. and community use”. TTC’s Play Parks Working Group will oversee the project, which will include public consultation, with recommendations brought forward to the Operations and Assets Committee as needed. Councillor Nick O’Donnell, chair of the Operations and Assets Committee, said: “Our playparks are at the heart of our communities. This investment reflects our commitment to giving all children safe, inspiring places to play, and ensuring families across the community can enjoy highquality outdoor spaces for years to come. “When we were formed in April 2023, we inherited 12 playparks, many of which had not been updated for some time. “Rather than upgrading equipment in a piecemeal way, we opted for a holistic approach, with a focus on accessibility and inclusivity, ensuring our play areas are improved consistently and thoughtfully across the town for the benefit of the widest possible range of users.” Work on the updated designs will begin in the coming months.

Councillors agreed to fund the years-long upgrade project with an overall budget of up to £1.2m, drawing on both internal and external funding sources. A bid to the National Lottery Reaching Communities Fund will also be submitted, as well as seeking a Section 106 developer contribution of £63,968.51 from the Coal Orchard development. Funding pledge means work can start on extra nursery places
MP Rachel Gilmour, second from left, with parents and campaigners in Bishops Lydeard
P
ARENTS in a Somerset village could soon be able to take advantage of a new, expanded nursery facility. For months, families have been calling for improved nursery provision in Bishops Lydeard, near Taunton, with a plan unveiled to redevelop a former part of the village school to increase places. Bath & Wells Multi Academy Trust, which manages Bishops Lydeard Church School, originally agreed to match-fund any external funding up to £150,000 towards the project projected to cost around £370,000 - and has since increased its contribution to around £220,000. Now, Bishops Lydeard Parish Council has voted in favour of using £100,000 of funding to
kickstart the scheme, which would see the old schoolhouse building renovated and brought back into use. Building work could begin as early as February to be ready for the start of the next academic year. Bishops Lydeard Church School has resubmitted an application to Department for Education for Nursery Capital Grant funding, which has been supported by MP Rachel Gilmour (Lib Dem, Tiverton & Minehead). The school is set to find out about the funding in April and, if successful, the money would become available in June. But with or without the extra funding, the parish council's pledge means work can get underway as soon as possible.
Following the vote to commit the funding last week, Mrs Gilmour said: "This is absolutely wonderful news for the community in and around Bishops Lydeard. If all goes to plan, following the school’s timeline, children and families will be able to benefit from wrap around care at the new nursery in the old schoolhouse building from next September. "I know this is welcome news for local parents in the village, and I am delighted that our campaigning has paid off. "I am grateful to the Bishops Lydeard Parish Council for voting to allow these funds to be used to start the building work, and I now look forward to continuing to support Bishops Lydeard Church School in any way I can to get this project
underway." Phil Durban, of the Bishops Lydeard Residents Action Group, added: "This is the very best Christmas present for children and families in Bishops Lydeard, we will have a new nursery class opening in our village school in September 2026. It’s taken 18 months of campaigning by our MP, Rachel Gilmour, together with parents, grandparents and residents to ensure we have a new nursery class in place. "Going forward, with Rachel's support, we need to ensure speedier access to Community Infrastructure Levy (CIL) funds to ensure our schools and early years services can fully meet the needs of families when new housing is built."
Work underway to repair Frome flats hit by devastating fire SPECIALIST contractors have started work on the repair of a Somerset block of flats hit by fire – leaving residents homeless for Christmas. The block, in Marigold Road, Frome, was evacuated after a blaze broke out at around 7.50pm on December 3. Part of the roof collapsed during the fire,
with residents moved to emergency accommodation – and still unsure of when they might be able to return. Owner of the block, Selwood Housing, has now confirmed work is underway. “Specialist contractors (have begun) work at the Marigold Road flats which were damaged by (the) fire, to safely dismantle
and remove the gable end,” a spokesperson said. “We continue to be in daily contact with the nine customers directly affected, and are working closely with Somerset Council, Frome Town Council, Fair Frome and Frome Rotary to ensure they have everything they need for now and longerterm.”

ANDO Lane is the latest addition to the Somerset street map, in celebration of county Formula 1 racer, Lando Norris. The 26-year-old secured his first Formula 1 world title on Sunday with a third-placed finish in the Abu Dhabi Grand Prix. And back in his home county, where he was raised in Glastonbury and attended Millfield School, a pedestrianised avenue at Clarks Village, in Street, was renamed in his honour. Chris Davis, centre director of the shopping outlet, said: “Lando is a local hero and we are all absolutely delighted that he’s been crowned World Champion. “He spent his formative years here in Somerset and it was during this period in his life when he took up karting, a path that has ultimately led to him becoming the best F1 driver in the world. “Renaming our street Lando Lane is our way of commemorating this incredible achievement from one of the region’s favourite sons.” Lando Lane is located off Farm Road, between Apple Court and Orchard Square, at Clarks Village.

"My conscience would not allow me to stand back and do nothing," says councillor jailed over environmental protests Cllr Mick Dunk has been jailed for more than two years for his role in the Just Stop Oil protests on the M25
“
MY conscience would not allow me to stand back and do nothing.” Those were the words of Somerset Councillor Mick Dunk, who was among environmental activists jailed for protests on the M25. In November 2022, Just Stop Oil campaigners achieved national notoriety as they undertook a series of demonstrations on the motorway around London. Among dozens of protestors who took to gantries over the busy roadway during a week of action in 2022 was Cllr Dunk, who represents Frome West for the Green Party on Somerset Council. And he was among six JSO members sentenced for their actions at Southwark Crown Court on Friday (December 5) – with Cllr Dunk jailed for two years and two months after being found guilty of disrupting the traffic during the demonstrations. Sentencing, Judge Perrins said that it would be wrong to take individual actions of each defendant in isolation.
Each took part in a broad plan to cause as much disruption as possible, he said, with the protests affecting around 228,000 vehicles, causing 18,000 hours of vehicle delays and affecting nearly 250,000 people. He said he was satisfied having heard the evidence that not one of the defendants took seriously the impact they had caused. However, he noted that the defendants had acted on their conscience, which would lessen their culpability. Now, Cllr Dunk has issued a statement about his actions – and his sentence. Here is his statement in full: “On Tuesday, November 8, 2022, at about 7am, I climbed onto a gantry over the M25. I tied a large banner onto the gantry which read ‘Just Stop Oil’. “A short time later the police closed off the traffic passing under the gantry. “This was not an action that I took lightly, but in October of 2022 the government had decided to issue a lot more oil
and gas exploration licences for the North Sea. “All the scientific evidence suggested that this policy would have made it impossible for the UK to meet our Climate Change target to remain below 1.5 degrees warming. “Any ‘reasonable’ person would want to prevent extreme global warming in order to protect future generations and allow them to have a future. “Even if I did not have children and grandchildren, I would have taken that action as my conscience would not allow me to stand back and do nothing. “The JSO gantry protest I was involved in lasted for four days. I did cause some disruption. The safety of the traveling public was my first consideration. “I was arrested, removed from the gantry and charged with Causing a Public Nuisance. “I was refused bail and sent to HMP Wandsworth, where I shared a cell with another gantry protester. “Luckily, I was released on a tag with curfew conditions after
eight days, whereas my much younger cell mate was kept in for over six weeks. He was suffering from climate anxiety; a term I had never heard before. “My Crown Court trial was scheduled for September 22, 2025, nearly three years after the alleged offence. “My trial, with five other defendants, took place over two weeks and Judge Perrins dismissed all the defences we wanted to use and ruled that the jury were only to decide if we had caused disruption on the day. “Any evidence we gave on climate change as our motivation was ruled inadmissible in our summing up and the jury were not to consider it. “The prosecution barrister would not allow any climate change facts in the ‘agreed facts’ given to the jury. “We were all found guilty. “Another gantry trial weeks earlier at Guildford Crown Court, where three defendants climbed gantries on the following day to us, was completely different.

somersetleveller.co.uk “The judge allowed the defence of ‘reasonable excuse’, the prosecution barrister allowed 12 agreed climate change facts to be in front of the jury, and the jury decided they were all not guilty. “Such are the variations in our legal system. “Today, December 5, I was given a two-years-and-twomonths jail sentence. I will serve 40% of the time, plus costs of £4,380. “Four of the six defendants received similar sentences with two given suspended sentences. “The government rules on councillor conduct specify that: I am prevented from remaining a councillor if I have “been convicted of any offence and have received a sentence of imprisonment, suspended or not, for a period of not less than three months without the option of a fine”. “MPs have to stand down if they get a sentence or suspended of 12 months. “I am sadly therefore unable to continue representing those who elected me, but I consider that I acted in their best interests. “I made a stand against a government policy that was at best ill-judged but at worst, a cynical policy to keep the oil and gas lobby happy, ensuring further donations to help keep them in power. “There is some comfort in knowing that this present Government has promised to not allow any new exploration licences in the North Sea and we have to hope that promise is kept, despite pressure from the fossil fuel industry and their spokespeople in the Conservative and Reform parties. “We are in a climate emergency and have to act like it. It is impossible to overstate the seriousness of our situation. “I want to thank all the council officers (and) councillors who are doing all they can to reduce our emissions in very difficult financial circumstances.” Cllr Shane Collins, co-chair

of Frome Area Green Party, added: “I am shocked and appalled at the severity of Cllr Dunk’s sentence, especially when defendants in other court cases for the same offence were found not guilty having been allowed to mention the climate emergency to the jury. “History tells us that peaceful direct action is needed to push politicians into action, without which women would not have the vote, apartheid would remain in South Africa, British workers would not have union rights and African Americans would not have civil rights. “Mick Dunk is courageous and right to do all he can to stop us falling into the abyss of a collapsing climate.” Cllr Helen Kay, another Green Party councillor in Frome, said: “Mick is a personal friend and I am devastated at this news. “He is one of the kindest, most considerate people I know, and a reliable council colleague, taking his responsibilities very seriously. “He took this direct action out of the same sense of care and responsibility for the planet. “I went to court with Mick a few times and was angered to hear the judge tell the jury they should not research anything to do with climate change or fossil fuels, nor would he permit the idea of a ‘reasonable response’ to a climate emergency to be considered as a defence. “We will be organizing a fundraiser to pay his fine, so please contact me if you can help.” Martin Dimery, Cllr Dunk’s
Picture: JSO
co-divisional councillor for the Green Party, added: “Mick is highly principled, yet understanding and tolerant to others, regardless of their beliefs. “Tragically, this sentence means he can no longer continue as a Green Party councillor. “He has been a conscientious and well-informed colleague, always willing to help others and going beyond the call of duty. “This sentence appears draconian and spiteful. Other judges in similar cases have been far more lenient. The outcome was arguably predetermined by the judge in refusing defendants the right to attempt to justify their actions. “He even ordered the jury not to research climate change before making their decision. “At a time when prisons are overflowing and early release granted to sometimes violent criminals, it is impossible not to conclude that this sentence is politically motivated. “Mick and his co-defendants have been made an example of. “Meanwhile, successive governments continue to ingratiate themselves to those who are destroying the planet. “I know many of his colleagues at Somerset Council, like us, will be devastated.” A fundraising campaign to support Cllr Dunk has been launched by the Frome Area Green Party at https://www. crowdfunder.co.uk/p/climatechange-urgent-actionsupporting-climate-i. However, among those not
supporting the campaigners was MP Sir Ashley Fox (Con, Bridgwater), who said the tough sentences were “welcome”. “It is welcome that these tough sentences have brought an end to the recent motorway protests and contributed to Just Stop Oil collapsing as a movement,” he said. “The individuals involved might reflect on the fact that the UK has already cut its CO2 emissions by half since 1990, while countries such as China and India continue to build coal fired power stations at scale. If they want to make a global impact, perhaps they should direct their demonstrations there. “I have always defended the right to peaceful protest, but deliberately causing chaos on major roads, stopping people from reaching weddings, funerals, job interviews and hospital appointments is not lawful and never should be. “It is therefore concerning to see the leader of Somerset Council, Councillor Bill Revans, give the impression that he supports this unlawful activity by donating one hundred pounds towards the legal fees of a councillor jailed for criminal behaviour. He has been joined by several other Liberal Democrat councillors including the lead member for transport, Councillor Richard Wilkins. “Residents deserve clarity. What is Somerset Council’s position? Does it support unlawful activity that causes chaos on our roads or does it stand with the law abiding public?” By way of a sidenote to Mr Fox’s comments, it is worth knowing that in 2024, he received a £5,000 donation from First Corporate Shipping Ltd, a company run by Conservative Party donors Terence Mordaunt and David Ord. Mr Mordaunt is chair of the Tufton Street-based Global Warming Policy Foundation (GWPF), a group dedicated to lobbying against climate change policies.

MP steps in to help Somerset reindeer farm stay open amid 'zoo' licensing row
A
SOMERSET reindeer attraction fears it could close after it emerged it required a zoo licence to show the animals for more than six days a year - with a Somerset MP bidding to change the law. Visitors to the Somerset Reindeer Ranch, at Chilthorne Domer, near Yeovil, have been able to see reindeer for more than a decade, alongside the likes of cattle and pigs. However, after a complaint to Somerset Council - which is in charge of issuing licences for premises such as the reindeer farm - officers wrote to the attraction to inform them of the rules. Under the law, premises hosting species classified as 'wild animals' under the Zoo Licensing Act for more than six days each year, are required to obtain a zoo licence. However, the family-run Somerset attraction said it has "never operated without the appropriate licensing", and that Somerset Council had "been fully aware of our activities" for the past 12 years. The Department for Environment, Food and Rural Affairs (Defra) said no rules had changed - and that venues showing reindeer for more than six days a year require a zoo licence, which is the responsibility of the council. The confusion around guidance over whether reindeer fall into the zoo licensing category - and the complaint to the council - have now led to fears the ranch could close, as the costs involved in obtaining and complying with a zoo licence would be too great for it to bear. "Zoo Licensing is a complex, multi-layered regime involving vast operational and structural obligations, far beyond the scope and scale of small rural enterprises," the ranch said, and that it was "not simply a matter

of paying a fee" to re-licence. They said requirements typically include a perimeter security fence comparable to large zoos, staff with firearms capabilities, and secure on-site storage meeting strict police requirements. "Obtaining such a licence as a private rural business is notoriously difficult and expensive," the ranch went on. "These requirements exist even though reindeer are not dangerous wild animals and are already exempt under the Dangerous Wild Animals Act." The ranch said domestic reindeer should be removed from the list of 'wild animals' under the Zoo Licensing Act. Somerset Council said it had "every sympathy" with the ranch and that it was working with them to "offer advice and guidance" - and was not taking steps to close the ranch down as the matter was being resolved. "Somerset Council did not classify reindeer as wild animals – this classification is Defra’s as part of the Zoo Licensing Act," a spokesperson said. "The issue we’re dealing with relates to how many days the site is open to the public.
"Earlier this year, we received a complaint that the Ranch was now hosting public events on more than six days a year. Under current legislation, because of the classification of some animals on site, the ranch will need a zoo licence. "After reviewing the law and guidance, we confirmed this requirement and explained the options to the Ranch: Apply for a zoo licence, or reduce public opening days to six or fewer, which would remove the need for a licence. "In October, our officers spoke with the owners and agreed that, in line with our enforcement policy, we would not take formal enforcement action while they worked towards compliance. "This approach reflects the complexity of the licensing process and the potential impact immediate enforcement could have on animal welfare which we recognise is a key concern. "We also made clear that this position does not prevent the ranch from taking bookings for planned events while the licence application is being considered. "We understand that obtaining a zoo licence can take
time, and we’ve been mindful of the practicalities throughout. Our dialogue with the ranch is ongoing, and we’ll continue to provide support wherever possible." They said the cost of a zoo licence is £2,747, and if granted, would be valid for four years, though it acknowledged there were "likely to be other associated costs". Meanwhile, MP Sarah Dyke (Lib Dem, Glastonbury and Somerton) has also taken up the issue on behalf of the ranch. She has tabled a Bill that would see domestic reindeer classified as domestic animals - and not require a zoo licence to be shown. "It’s just good sense to exempt reindeer from this overly stringent zoo licensing requirement," the MP said. "They’re domesticated animals, incredibly safe to be around, and already exempted in other legislation, as they’re quite clearly not dangerous. "Reindeer farms bring much joy to local communities and provide enriching learning, training and employment opportunities. "Our local Reindeer Ranch in Somerset is a great example, operating safely with a five-star animal welfare rating for 14 years, and being much loved locally. "It’s nonsensical, that because of this slightly outdated bill’s phrasing, local businesses might be forced to close, or be subject to very high costs to comply. "And it would be devastating to lose these wonderful rural businesses. "I am determined to fight to make sure that doesn’t happen. I hope the Government sees sense and agrees to the changes." The Bill is set for a second reading in the Commons on January 16 next year, with the ranch allowed to operate this Christmas.

Emma's work celebrated at Lords event
A
WOMAN who – after the loss of her husband – set up a business providing one-to-one grief and life coaching, was invited to Parliament to celebrate her achievements. Emma Gray, from Wellington, joined a special reception for small businesses at the House of Lords in the lead-up to Small Business Saturday. A qualified therapeutic counsellor, Emma founded Rainbow Hunting after her husband, a Royal Marine, died from cancer in 2016. As well as grief and life coaching, Rainbow Hunting runs workshops and Emma’s Sadmin course – guiding people through bereavement, end-oflife admin, and navigating life changes. The former wills and probate solicitor aims to blend legal expertise with lived experience,
that I’m not the only one turning my passion into a business.” At the reception, Emma met MP Gideon Amos (Lib Dem, Taunton and Wellington), who praised her work. He said: “It was great to meet Emma and hear more about her amazing business supporting people at one of the toughest times of life. Government should be doing a whole lot more to support our small businesses; they are the lifeblood of Wellington, as they are of Taunton, and the backbone of the economy, its single biggest sector nationally. “Working with our Lib Dem Treasury spokesperson Daisy Cooper, we’ve devised a package to support small businesses like Emma’s with lower fuel bills alongside a cut rate of VAT for the high street. “Emma has shown just how valuable the personal touch that small businesses bring can be.”

West Somerset MP lands top farming role
S
OMERSET MP Rachel Gilmour (Lib Dem, Tiverton & Minehead) has been elected to a top role representing farmers in Parliament. Mrs Gilmour will be co-chair of the All-Party Parliamentary Group (APPG) for Farming, which highlights and raises concerns of the industry. And she said she was “delighted” to be elected to the role for next year, alongside Terry Jermy (Lab, South West Norfolk), having already served as vice chair. Previously director of communications for the National Farmers’ Union and head of strategy for the Environment Agency, Mrs Gilmour brings a lot of experience of the farming industry and the issues
surrounding it. In her constituency, which spans Somerset and Devon, the politician has been working with farmers to campaign against the Family Farm Tax, as well as pushing for more
government support to tackle the huge increase in rural crime. In recent weeks, Mrs Gilmour supported plans to safeguard Britain’s food security by launching a Farm First training scheme, inspired
by Teach First, to encourage more young people into the industry. “As the co-chair of this influential APPG, alongside Labour MP for South West Norfolk Terry Jermy, I will be able to set out and pursue an ambitious agenda to support my farmers in the Tiverton and Minehead constituency over the next year,” she said. “Over the next few weeks, my office will be sending all my farmers a short survey to ensure that the APPG focuses on the issues that really matter and affect them. “As always, my message to my farmers across Tiverton and Minehead is that I will always support them. "I have your backs, and I look forward to working hard to make your voices heard.”
Council tax rises 'almost certain': Leader
R
ESIDENTS in North Somerset are being warned council tax rises above the usual government cap are ‘almost certain’. The warning, from North Somerset Council (NSC), comes as the authority looks to plug a financial blackhole in the coming years amid spiralling costs for child and adult social care and funding cuts. At a Cabinet meeting on Wednesday, December 10, leader Cllr Mike Bell set out the stark financial reality facing the authority. He said the position was worsened by historic decisions to keep council tax lower than in similar areas, combined with year-on-year reductions in national funding, and sharp increases in costs and demand for services. “For years, North Somerset has had one of the lowest levels of council tax in the region,” said Cllr Bell. “That might have sounded attractive at the time, but it has
meant less money coming in every year to fund local services. “When you add in proposed changes to the funding formula and rapidly rising demand for adult social care, children’s services and homelessness support, the gap between what we can raise and what it costs to provide services has simply become too big to bridge with transformation, efficiencies, one‑off savings and the use of our limited reserves.” He said the government’s recently-unveiled Fair Funding Review assumed councils are already charging more council tax than North Somerset does – affecting future funding. The government’s funding calculations are based on councils charging £2,060 council tax for a Band D property – £267 more per household than NSC currently charges. At the same time, national funding has not kept pace with inflation or the cost of
delivering services, Cllr Bell said. Previously, the council had forecast that it would lose £17.4 million in funding from central government as a result of their review, but revised calculations indicate that North Somerset will be £23.8m worse off over the next three years. “We want to be completely honest with residents,” Cllr Bell added. “There is no painless option left. Higher council tax rises are now unavoidable if we are to keep essential services running and avoid a financial crisis that would do far more damage to our communities.” The council is applying to government for Exceptional Financial Support (EFS) – as neighbouring Somerset Council has done in recent years in a bid to balance the books – to manage the situation and protect services. EFS is a temporary measure used when councils face severe pressures, allowing them to use one-off income streams – such
as property sales – to pay for services. However, an application for EFS does not guarantee the council will get what it asks for, as the government may turn them down. EFS also allows authorities to raise council tax by more than the 4.99% allowed by law before a referendum must be called. “EFS is a last‑resort safety net, and doesn’t mean more money from the government,” said Cllr Bell. “Any extra borrowing has to be repaid and we know that higher‑than‑usual council tax rises are a direct burden on residents. “But the alternative would be emergency cuts to core services and the real risk of issuing a Section 114 ‘bankruptcy’ notice.” NSC warned that without the extra support, services such as social care, support for vulnerable children and basic local infrastructure would face immediate cuts.

Speeding drivers breathalysed during police drink and drugdrive crackdown
S
PEEDING drivers were identified and people breathalysed as part of the annual Christmas drink and drug driving crackdown in Somerset. Officers from the Sedgemoor neighbourhood team, supported by specialist roads officers, set up a vehicle checkpoint on the A38 in West Huntspill on December 4. Drivers who were detected driving over the 30mph speed limit were stopped and breathalysed, with 38 vehicles stopped for exceeding 35mph. A total of three were caught over 40mph and have been reported for speeding. However, none of the 20 people breathalysed were found to be over the limit. Later, the road safety team
relocated to Lower Weare, near Axbridge, where 20 drivers were recorded driving over 35mph; four of these will be receiving a fixed penalty notice and points, and the rest will be offered a place on a Speed Awareness Course. Two drivers who were recorded driving over 50mph will be sent straight to court. Inspector Mat Boiles said: “The Christmas party season is upon us, and we often see an increase in alcohol consumption at this time of the year. “This operation is targeting people we know present a risk through our own intelligence systems, and we are continuing to appeal to the public for their support to help us reduce the number of people involved in drink and drug driving.”

FORD Fiestas could soon be back on UK roads – just a couple of years after the iconic model was discontinued. The last Fiesta – perhaps the most famous small car ever produced – rolled off Ford’s production lines in 2023 after more than 22 million were sold around the world. But now, the name badge could be making a return, after the motoring giant signed a new partnership deal with
automotive rival, Renault. The “landmark strategic partnership” aims to expand Ford’s electric vehicle (EV) offering to European customers. “A cornerstone of this collaboration is a partnership agreement for the development of two distinct Ford-branded electric vehicles,” said the auto giant. “The new models will be based on the Ampere platform, leveraging Renault Group’s
expertise.” Among the models which could return is the Fiesta, which will be developed with Renault Group, and could be in showrooms from early 2028.

HOLLY and ivy are among only six evergreens native to the UK. There’s box (Buxus sempervirens); and there are conifers – yew (Taxus baccata), Irish Juniper (Juniperus communis) and Scots Pine (Pinus sylvestris). All other evergreens have been introduced over the centuries. Our climate may be mild and getting milder, and still fairly equable. That is, we rarely experience extremes of hot and cold. These conditions are not favourable for evergreen plants that dislike ‘false springs’ and intemperate ‘cold snaps’. Evergreens are pushed into growth in the middle of the calendar winter, only to be frosted within days. For centuries the holly and the ivy have endured. Over the years their use has crossed from pagan to Christian tradition. To pagans, holly was a symbol of everlasting life, keeping witches and evil spirits at bay, while ivy has been held in high esteem throughout history. In ancient Greece, newlyweds were given
wreaths as an emblem of fidelity while Romans dedicated ivy to the god of wine, Bacchus. Apparently, binding the brow with ivy could cure intoxication – one to try on new year’s day! And then in the early Christian church holly’s red berries became symbols of the blood of Christ and its prickles, the Crown of Thorns. There are many different forms of variegated ivies (Hedera). In the garden, on a shaded wall, the large green, grey and white leaves of H. colchica Dentata Variegata really brighten the darkness. Holly usually berries in the autumn, and in harsh weather is often bare by Christmas-time. If it is cut and brought into a cool, dark space out of the reach of birds and mice, the red berries will hang on long enough to use over the festive season. Ivies usually flower well in December, providing a rich source of nectar and pollen for insects, and berries for the birds.

Alison joins Specsavers team
T
V FAVOURITE Alison Hammond is backing a campaign aimed at helping more vulnerable people across Somerset access sight and hearing care. Optician Specsavers is urging more people to take up at-home health checks, including carers and those unable to leave their home unaccompanied or without support. Alison joined a Specsavers Home Visits team as part of efforts to raise awareness of the issue. During her time shadowing Specsavers Home Visits optometrist Julie Benson on her rounds, the TV personality said: "I had no idea how much goes into a Specsavers Home Visit until I joined the team myself. "We met so many amazing people who simply can’t get out, and being able to visit them in their homes makes such a difference. As well as assisting with the eye test and helping customers choose their glasses, I got to have a proper chat with them and hear all about their lives. Seeing the difference these services make genuinely touched me and made me realise this is so much more than a job." Specsavers research showed nearly one in two (44%) of people who can’t leave their homes without support are missing out on essential sight and hearing care, with 29% of carers across the south west saying the person they care for has had their eyesight negatively impacted because they cannot get to a store. Julie Benson, Specsavers Home Visits optometrist, added: "We visit hundreds of people each week who simply can’t get to a store due to physical or mental health disabilities. We get to know them and what matters day to day. "While we’re there to help with their eyesight, the impact goes far beyond that - poor
Alison Hammond has been out and about with the Specsavers team
vision can knock confidence or increase loneliness, especially in people who live alone. "Delivering the high-quality clinical care you’d expect from Specsavers, tailored to their individual needs, genuinely transforms their everyday quality of life. "Our research also shows that many people who cannot leave their home without support have a reduced ability to take part in hobbies or social activities due to difficulties with their vision or their hearing. "The impact of this is significant, with 31% of those with vision difficulties saying they feel like a burden on their loved ones or carers and 38% saying they have increased reliance on others for daily tasks." The Home Visits service provides eligible people with a comprehensive, NHS-funded eye test in their own home. Helen Walker, chief executive at Carers UK, said: "Access to home-based healthcare services, like home eye tests and hearing checks, are essential for people who can’t leave their homes independently. "It also makes a tremendous difference to unpaid carers, the family members and friends who support them, because they often spend a substantial amount of time coordinating
their care needs. "When someone can see or hear more clearly, their confidence grows and their quality of life improves in ways that really matter. And for unpaid carers, knowing their loved one is in safe hands and receiving the care they need
brings enormous peace of mind. "We recognise how vital services like Specsavers Home Visits are in helping families feel supported, reassured and less alone." n For more information visit specsavers.co.uk/alison-joinsspecsavers.

Plan for Somerset dog walking field submitted
A
NEW dog walking area could be created in a Somerset town, if plans are approved. A planning application has been submitted to change the use of land at Redcliffe Street, Cheddar, into a 0.4-hectare walking area. The scheme has been submitted by Salmon Planning Company on behalf of Sam Jones. As part of the plans, two metre-high dog-proof fencing would be installed around the walking area – part of a larger 1.9-hectare site to “enclose and
Recruitment
clearly delineate the dog walking area”. The application went on: “Vehicular access would be taken from the existing entrance off Redcliffe Street, which is to be widened. “A small parking area would be created a short distance inside the access, providing
space for four vehicles.” The plans said the site would be open from 8am to 8pm, seven days a week, with appointments booked in 50-minute slots, with a 10-minute gap to avoid any crossover. No external lighting is proposed, it said, although “new
traditional orchard planting” would be carried out in the eastern part of the site, “along with additional hedgerow planting along the western boundary of the dog walking area and around the parking area”. See somerset.gov.uk reference 17/25/00082.
