Introduction As the school year begins in many parts of the world, billions of children are returning to classrooms eager to learn, create and expand their horizons. Education is a fundamental human right and yields important developmental benefits. But tragically, many young people are deprived of this right through war, poverty, conflict and humanitarian crises. This album has been drawn from the UNRWA Archives as a testament to the importance of education and the dedication of the Palestine refugee community to its pursuit.

This year, half a million Palestine refugee children should be returning to 700 UNRWA schools in Lebanon, Jordan, the West Bank, Gaza and Syria – but many cannot. Palestine refugee children in each of these locations are touched by conflict and this is impacting their ability to learn.

In Gaza, tens of thousands of children have been displaced. Their schools are no longer perceived as safe havens and must be rehabilitated after sheltering displaced people. Five schools were severely damaged by Israeli forces.

Over half of the 540,000 Palestine refugees in Syria have been uprooted by the crisis. Children are living in displacement or under siege in places such as Yarmouk. For those with access to education, the trauma of losing homes and classmates affects their ability to learn. While many of the most impoverished school age children have dropped out of school as their families cut back on expenses to survive. In addition, tens of thousands of Palestine refugees have been displaced from Syria to neighbouring countries where students enrolled in new schools often have trouble fitting in with their new peers.

In the West Bank, UNRWA students returning to school will be navigating the military checkpoints that impose serious emotional stress on their daily lives and affect their performance at school. While restrictions on movement mean Palestine refugee children living in some Bedouin communities will be cut off completely from school.

In Lebanon and Jordan, the Agency’s education staff will be working tirelessly to support not only the Palestine refugee students from Lebanon and Jordan, but also those who have fled from Syria.

Amidst these trials, Palestine refugee children refuse to forsake their education, and neither will UNRWA. As you will see from this rich collection of images, Palestine refugee children have persevered and will continue to do so – studying by candlelight during power outages and attending classes in makeshift buildings when the need arises. This selection from the UNRWA Archives provides a glimpse of what education means to the Agency and to the Palestine refugees. We trace the long journey of Palestine refugees: remembering the early days, mourning losses, celebrating achievements, looking forward to the future, and staying steadfast throughout.

Early Beginnings

From the moment it was established, after the Palestine refugees were dispossessed and dispersed throughout the region in 1948, UNRWA was tasked with helping them not just survive the present, but also develop for the future. Education – the development of the knowledge and skills each individual, each family and each community needs – has always been a fundamental part of that responsibility. Even when classes had to be held in tents, with few supplies, young Palestine refugees had the ability to fulfill their right to an education, knowing that recovery from an experience as traumatic as the Nakba would require immense effort and dedication from all of them.

By 1966, less than 20 years after UNRWA was formed, education became the largest of its programmes, representing a commitment to helping Palestine refugees - no matter their gender, faith, socio-economic status, disabilities or other circumstances - seize opportunities to develop their potential.

Today, almost half a million Palestine refugee children attend nearly 700 schools, one of the largest school systems in the Middle East, and despite the challenging circumstances, are consistently among the highestachieving students. Nine vocational training centres help over 7,000 young men and women develop skills in fields ranging from hairdressing and accounting to mechatronics and graphic design, preparing them for local and regional labour markets. Scholarship programmes, two 4-year colleges and adult-education courses are also available.

Gender Parity Education is an investment each individual makes in him- or herself, and an overall investment made by the community at large in its progress and development.

That progress and development depend to a great extent on women and girls. If families do not invest in their daughters’ education, if girls cannot invest in themselves, if the community fails to encourage and support its women, then there is progress for no one.

Since 1948, Palestine refugees have made greater and greater commitments to this goal. In 1951, girls made up only a quarter of the students in UNRWA schools.

By 1962, that proportion had increased to half. UNRWA schools were among the first in the region to achieve gender parity, and have maintained it over the past half century, despite challenges including poverty, security and conflict that disproportionately impact girls’ enrolment. The proportion of girls in UNRWA preparatory schools has steadily increased over the years, and in UNRWA training centres, women make up almost 30 per cent of students. By 2014, nearly three quarters of the Palestine refugees receiving scholarships for university study were women.

These Palestine refugees – from the little girls entering first grade to the educated, trained and capable women they become – represent the strength of the community and its commitment to a brighter future.

Vocational Training

‫التدريب المهني‬

UNRWA vocational training centres provide young Palestine refugees with both long- and short-term courses in a wide variety of subjects. These courses help them develop skills that help them find work in the labour market or create new opportunities for themselves. UNRWA continually reviews and adds to its course offerings, keeping its programmes abreast of the needs of the market.

The first centre was opened in 1953 and, in 1962, UNRWA established the Ramallah Women’s Training Centre, the first institute in the region to offer teacher training and vocational courses to refugee women.

Today, there are nine centres, with room for over 7,000 students each year – around 30 per cent of them women and with a special focus on those from disadvantaged backgrounds. Since 1954, over 80,000 Palestine refugees have graduated from UNRWA courses and used their skills and knowledge to support themselves, their families and their communities.

UNRWA centres become particularly valuable in times of emergency, when every ounce of support is vital. Today in Syria, the Damascus Training Centre, while hosting over a thousand displaced refugees, still offers courses to young people who know that the challenges of the future will require continued hard work and preparation from them.

Inclusive Education Across the Middle East, there is a growing recognition of the need for change to ensure that no child is marginalized. UNRWA is committed to inclusive education - an education that meets the needs of all children regardless of their gender, abilities, disabilities, socio-economic status, health and psychosocial needs.

An inclusive education is about child-friendly education for all students and with particular emphasis towards children vulnerable to marginalization and exclusion.

Inclusive education is the UNRWA approach for ensuring that all Palestine refugee children have equal opportunity for learning in UNRWA schools and are supported to develop their full potential. Inclusiveness is the criterium for quality in UNRWA schools. It is about recognising and removing barriers that hinder access, learning, development and participation.

Around 3.6 per cent of UNRWA students have special needs. Ensuring access and inclusiveness for them is a central tenet of the UNRWA education programme.

UNRWA promotes inclusive, child-friendly, healthy, safe and stimulating school environments. Teachers are empowered to identify and respond to the diverse needs of students and those with additional needs have schoolbased support to rely on. For the children who need it, referral and support systems are in place so students can maximize on their educational opportunities.

Psychosocial Support

‫الدعم االجتماعي النفسي‬

The volatile regional environment and Palestine refugees’ precarious position mean that they face numerous and constant challenges to their psychosocial well-being. Long-term chronic challenges – like countless restrictions in Lebanon or the occupation and access restrictions that fragment the West Bank – have nearly become invisible. Other causes are all too dramatic, like attacks by Israeli settlers, years of conflict in Syria and repeated cycles of violence and hostilities in the Gaza Strip.

Psychosocial distress of this kind takes many forms and may be hard to see: No one can photograph the trauma that makes it impossible for a child to concentrate in class, or the depression and hopelessness that make a man abandon any hope for a better future. But the impact can be debilitating, for the individual and for the community.

At UNRWA schools and health centres, counsellors are on hand to provide support year-round, while in the West Bank, mobile clinics provide support to isolated and vulnerable communities, many of them Bedouin.

In the occupied Palestinian territory, summer games provide children with a safe space in which to learn, play and relax – to seize the rare chance to be children for a few days.

The Israeli military offensive on Gaza, which began in early July 2014, has left many Palestine refugee children displaced and suffering from psychological trauma. To help children and their families, UNRWA counsellors are providing psychological first aid, orientation and advice to parents. Individual counselling to those that suffer from psychological distress has also been provided. In designated emergency shelters, counsellors engage in psychosocial activities with children including playing, relaxation and meditation exercises, drawing and storytelling.

Education in Emergencies

‫التعليم في حاالت الطوارئ‬

More than three years of conflict in Syria, three rounds of violence in less than six years in Gaza, the long-standing occupation of the West Bank: These are only the most recent crises that Palestine refugees have suffered.

From its beginnings in 1948, their history has been marked by one emergency after another, including the hostilities of 1967, the massacres at Sabra and Shatila in 1982 and the complete destruction of Lebanon’s Nahr el-Bared camp, in 2007.

Crises like these always threaten education – schools are destroyed, turned into emergency shelters, or simply rendered inaccessible; children drop out of school to help support their families; young girls are pushed into early marriages. Not just the present, but also the future, is put at risk, as it becomes more and more difficult for Palestine refugees to access the very tools they would most need to rebuild.

For a people who have faced and continue to face such terrible crises, emergency-education programmes are a vital investment, and UNRWA has continued to develop and refine such programmes. For example, UNRWA TV, a satellite channel originally developed in Gaza, broadcasts educational programming to over 200,000 children in the Strip alone. In Syria, UNRWA has developed self-learning materials to help students unable to access their schools avoid disruption to their education. Summer programmes and remedial classes also help students facing conflict and other challenges keep up.
