FROM THE CHAIRS
TRUST, PARTNERSHIP, AND BUILDING A BETTER GREATER BALTIMORE We are grateful for every member of the Tocqueville Society who stepped up to help during one of the most challenging periods in United Way of Central Maryland’s 96-year history. When COVID-19 spread throughout our region, you enabled United Way to work to keep families stably housed, to put food on the table, and to deliver technology into the hands of schoolchildren and their parents. In addition to generously contributing to our COVID-19 Community Fund, Tocqueville members answered the call to volunteer virtually or onsite in support of their neighbors. We recognize and appreciate your strong commitment to helping individuals and families throughout Central Maryland. Whether you are one of our 98 new Tocqueville Society members this year or one of the 30 founding members of the new Emerging Tocqueville Society, all 558 Tocqueville members are the backbone of United Way’s mission-critical work. Thank you for your generosity and dedication to strengthening the well-being of our neighbors and neighborhoods.

OUR COMMITMENT TO EQUITY To fulfill the transformational change made possible by each and every Tocqueville gift, at United Way of Central Maryland our work toward equity must include equal access to opportunity and justice. We will continue to listen to and partner with residents in our neighborhoods and co-create meaningful and lasting solutions with them. We recognize systemic change is a marathon and not a sprint. As we look ahead to our 100th Anniversary in 2025, we need each of you to help us realize our region’s vision for happy, thriving communities from Baltimore City to Anne Arundel, Baltimore, Carroll, Harford, and Howard Counties. Thank you for trusting in us and supporting United Way’s work toward a more just and equitable future. FRANKLYN D. BAKER
FROM THE BOARD OF DIRECTORS
A GIFT 96 YEARS IN THE MAKING In December 2020, philanthropist MacKenzie Scott donated $20 million to United Way of Central Maryland, the largest individual donation in our 96-year history. Ms. Scott and her team of advisers vetted 6,500 organizations, singling out our United Way in the first round of investments as one of 384 recipients from across the country. Ms. Scott’s extraordinary donation is 96 years in the making. It stems from the equity challenges in the communities we serve and from United Way’s steady leadership and strategic approach, our operations, and our proven ability to drive change while also connecting people to causes they care about the most. Such a gift re-affirms United Way’s family stability model and will accelerate impact across our region. Ms. Scott considers her gift a call to action, one she hopes will motivate other philanthropists to deepen their investment to support and sustain United Way’s mission-critical work. She joins our 558 Tocqueville donors in supporting United Way’s impact throughout Central Maryland.

1925-2025: CELEBRATING 100 YEARS IN CENTRAL MARYLAND As United Way approaches its 100th year of service in June 2025, we remain an organization driven by promoting equity, diversity, and inclusion. Such a milestone anniversary provides a once-in-a-lifetime opportunity to commemorate our past and propel our community into the future. In honor of our 100th anniversary, we are proud to launch a campaign for our next century of service. United Way seeks to secure $20 million for a stronger future for our region by investing in our endowment and raising new funds to further deliver innovative, direct-service equity programs that address ongoing and emerging community needs. Our future will be marked by continued collaborative engagements with community residents, local leaders, and our nonprofit, private, and public partners. The Tocqueville Society has been instrumental to the growth and sustainability of United Way of Central Maryland since 1987, and will continue to drive change in our community as United Way turns the corner into its next century of service.

MEET GUSTAVE DE BEAUMONT Alexis de Tocqueville Wasn’t Traveling Alone When He Visited Baltimore in 1831 When Tocqueville visited Baltimore from October 27 to November 6, 1831, he was accompanied by Gustave de Beaumont—a minor aristocrat by birth, a lawyer by training, and Tocqueville’s most loyal friend. When reflecting on Americans’ capacity for charity in Democracy in America—United Way’s reason for elevating Tocqueville as our group’s namesake—Tocqueville discussed it first with Beaumont. Baltimore had a profound effect upon both men, and it inspired Beaumont to write a novel about racial social inequity set in Baltimore. Published in 1835, Marie or, Slavery in the United States chronicles the forbidden love between a French exile and a biracial American woman. Panoramic descriptions of Baltimore harbor and the newly erected “monument to Washington” are the backdrop for an exploration of racial integration, belonging, and cultural acceptance in America. Beaumont’s Marie pins its hopes for America on the “moral revolution which has taken place in Baltimore.” For 96 years, United Way of Central Maryland has carried this “moral revolution” forward to new generations of Marylanders. Our commitment to social justice, racial equality, and equity across our region is at the heart of our mission-critical work.

CLEMENTINE PETERSON AWARD Born in 1894, Clementine Peterson was a force in Baltimore’s philanthropic landscape. At the time, such volunteerism by women was rare. Mrs. Peterson established the award at United Way of Central Maryland to recognize the enormous contributions that women have made in helping to provide what’s needed, where it’s needed. In its 51st year, the Clementine Peterson Award is presented to an honoree who has demonstrated outstanding volunteerism, community leadership, and contributed her personal energies in a way that is unique and significant to UWCM.
"It 's more important to give of yourself. That 's the most important thing of all."

TAX-ADVANTAGED GIVING Income tax laws encourage contributions to public charities like United Way by providing—within the tax code—income tax deductions for donors who itemize their federal tax returns. Donors can make gifts at reduced costs: for example, if you make a cash contribution of $10,000 to United Way, you may claim a deduction of $10,000 on your income tax return. In this scenario, if you are in the 37% marginal income tax bracket, you will reduce your overall federal tax liability by $3,700.* In effect, you can give United Way $10,000 at a cost to you of $6,300.
GIFTS OF APPRECIATED STOCK
If your gift was in appreciated stock as shown in the chart, with a cost basis of $3,000 (therefore a gain of $7,000), the cost to you would still be $6,300, which is more advantageous to you than selling the stock directly and paying the capital gains tax.
COMPARISON OF TAX SAVINGS FROM THREE GIFTS OF $10,000 Assumes a $3,000 cost basis on gifted stock (therefore a gain of $7,000)

RETIREMENT ACCOUNT TAX-ADVANTAGED GIVING Donors might consider contributing to United Way via a qualified charitable distribution (QCD). This move allows IRA owners age 70½ or older to directly transfer up to $100,000 to charity each year. The QCD can count as some or all of the owner’s Required Minimum Distribution, and the QCD amount won’t be included in adjusted gross income. Whether from a 401(k), 403(b) or an IRA, the distribution is taxfree and must be paid directly to United Way from the account and cannot be first distributed to you. You should consult with your accountant or tax advisor for further direction on a QCD.
Net Savings $3,700 $2,300 $3,700 DONOR GIFT COST $6,300 $7,700 $6,300
*There may be additional savings in Maryland state income tax. Charitable gifts are subject to the deduction limits set by the Internal Revenue Code. Any excess deductions can be carried over an additional five years. Additionally, charitable deductions are subject to the phaseout of itemized deductions for certain high-income taxpayers. This material is intended to be illustrative only; we encourage individuals to review their plans with their own tax counsel to ensure that their particular circumstances are fully considered when calculating the tax consequences of any charitable gift.

TRANSFORMATIONAL GIVING
MACKENZIE SCOTT DONATES $20 MILLION TO UNITED WAY OF CENTRAL MARYLAND In December 2020, Franklyn Baker was contacted by a firm representing an anonymous donor prepared to make a significant gift to United Way of Central Maryland. He was immediately suspicious: “They didn’t tell me who they were representing or what the conditions of the gift were. They asked to schedule a call and when I was clear they represented MacKenzie Scott and that she was awarding us an unsolicited $20 million gift, well, I was speechless. We all were. I still am!” Ms. Scott’s philanthropy was made public shortly thereafter and the world learned that she quietly donated more than $4 billion to 384 charities, nonprofits, and universities across the United States. Ms. Scott’s team’s focus was to “identify organizations with strong leadership teams and results, with special attention to those operating in communities facing high projected food insecurity, high measures of racial inequity, high local poverty rates, and low access to philanthropic capital.” United Way’s fight for ALICE (Asset-Limited, Income-Constrained, Employed) made us a natural fit for Ms. Scott’s philanthropic priorities. Such a gift re-affirms United Way’s strategic approach, and the many generous philanthropists recognized as Tocqueville donors prove the gift will act as she intended: a call to action that inspires others to deepen their investment to support and sustain our mission-critical work.

ENDOWMENT Through generous endowment gifts, Legacy and Tocqueville Legacy Circle members enable United Way to make the greatest impact today while helping to ensure continued community support for future generations. CHANGING THE ODDS FOR ALICE PARENTS IN HOWARD COUNTY In May 2021, United Way of Central Maryland broke ground on a new Family Center in Columbia—the result of active, collaborative partnerships between United Way and Corporate Office Properties Trust (COPT), Howard County government, community organizations, and individual and corporate donors. The newest Family Center will provide affordable, high-quality childcare and early childhood development programs for 76 children, from 8-week-old babies to 4-year-old toddlers. The Columbia Family Center—like those already established in Brooklyn and Poppleton in Baltimore City—will break down barriers hardworking people face accessing affordable, quality childcare close to where they live and work. Howard County has one of the highest costs of living in our state, and families spend just about as much on childcare as they do for housing. Half of the slots in this Family Center are reserved for low-to-moderate income families who will pay below-market rates and can utilize stateissued childcare vouchers. There’s no silver bullet that will eliminate childcare barriers. But by working with lawmakers, corporations, and other organizations, United Way creates lasting change to ensure the health and well-being of children, families, businesses, and our local economy.
"The Family Center addresses a critical need in Howard County and will help young families and our most cherished citizens: our youth." Stephen E. Budorick President & CEO Corporate Office Properties Trust

TOCQUEVILLE SPOTLIGHT BRINKLEY FAMILY
DOLORES B. NJOKU, M.D.
United Way of Central Maryland has been a beacon of hope and action in this pandemic. UWCM stepped up in tangible ways by increasing capacity for its programs such as housing stability, food security, technology equity, and even mental health support. These programs bolster the soul of our communities. Fortunately, my parents developed the habit of volunteering in our family.Their strategic approach, energized by our connections with our local and greater communities, unites us all and provides much needed resilience as we move forward. This may be the only pandemic that I see in my lifetime. By volunteering it is my goal to help ensure that the United Way will be around for whatever the future holds.
Doug, Dana, Ellen, and Jim Brinkley
Gratitude is an important word in our family, and true gratitude involves sharing your gifts with others. We have long believed in United Way’s ability to direct vital resources where and when they are needed most–never was this more important than during the past year. For many in our community, UWCM provided essential services that help them put food on the table, keep families housed and caring for their children, and put quality medical care and employment within reach of those who need it. We are so grateful to support those efforts.
BILLIG FAMILY
Social responsibility has been a multigenerational family affair for me. United Way of Central Maryland has served to incubate that process, to seek more thoughtful and effective solutions to the most daunting problems facing so many families within our community. I hope that our commitment to UWCM’s mission through Emerging Tocqueville, Emerging Leaders United, Campaign Committee and on-site volunteering will help inspire my two young sons to pursue the courses of change, growth and human dignity that our community deserves. 39
TOCQUEVILLE SPOTLIGHT RODNEY & DERICKA ODDOYE
We choose to engage and partner because we understand firsthand the importance of creating and maintaining strong families while ensuring access to the most basic of needs – food, health, and housing. United Way of Central Maryland plays a critical role in our community and with so many affected by the impact of the pandemic, that role is ever more vital to those seeking assistance. UWCM’s coordination with community partner organizations positively provides multiple avenues to support this purpose-driven mission. Pulling together makes the difference!
BRYCE FREEMAN & MARISA PACE
We feel lucky to support UWCM as Tocqueville members because we’ve seen the difference that United Way makes, especially during the COVID-19 pandemic. The impact of donations get multiplied through services like 211, where our neighbors can connect to resources they need most. We know the struggles many families face with basic necessities and have witnessed the impact UWCM makes in the most vulnerable communities. Central Maryland is more resilient because of UWCM.
PASSANO FAMILY
For nearly a century, United Way has been a leader in identifying, supporting, and raising money to address pressing needs in our community. Their innovative and datafocused approach to left to right: Justin & Tammy Wiggs, Mac transformative work From Passano, Catherine & Seth McDonnell in Baltimore inspires our engagement and continued sponsorship. Beginning in the 1930s through a partnership with the American Lung Association, our family is proud to be third and fourth generation supporters of this extraordinary effort!
KYLE FISHLER
The importance of supporting and empowering our community can never be overstated. Partnering with UWCM allows me to understand the struggles our community faces and provides a space to unite with others and create change we would be unable to achieve alone. I am proud to continue the legacy of my family and our firm, Foundry Wealth Advisors, in its ongoing investment in United Way of Central Maryland and in our community. 40

UNITED WAY AND LYFT: CONNECTING PEOPLE TO COVID-19 VACCINES The 211 Maryland United Way Helpline has been a reliable, goto authority for information about available resources to offset the effects of the COVID-19 pandemic. In partnership with Lyft, United Way launched Ride United, an access initiative committed to addressing unmet transportation needs for families and individuals. In 2020, Ride United provided 982 rides to vaccine locations to ensure transportation gaps do not prevent anyone from receiving the COVID-19 vaccine. At the onset of the pandemic, 211’s call volume increased by 400%. 100 volunteers onboarded as emergency 211 call specialists, and we are grateful to every donor, foundation, and corporation that have collectively directed over $3 million to the COVID-19 Community Relief Fund. The Ride United partnership is just another example of how United Way seeks out corporate partnerships that have a tangible impact on our community. Click to hear an actual 211 caller and the kind of help our call specialists provide.
